The City has allocated R1 1m on feasibility studies for the creation of a commercial and recreation node at Strandfontein Pavilion

This was announced at the City’s Hope Budget online presentation on Tuesday 29 July

“The ‘Budget of Hope’ was designed to enhance access to services; like homelessness support, recreational spaces, and community libraries It also looks at improving parks and public spaces, said Francine Higham,

the mayoral committee member for community services and health

Deputy mayor Eddie Andrews said that no new capital expenditure projects were on the cards for the Mitchell’s Plain and Strandfontein coastlines this year but he highlighted several smaller projects for the areas, as well as recapping what was upgraded along the Cape Flats coastline in recent years, such as the fixing of “Broken Road”, and the installation of solar lighting, a rubberised play area and braai spaces

The R1 1million allocated from the Hope Budget for Strandfontein, would be used for processing, assessments, feasibility studies, sub-divisions, land surveying and rezoning in preparation for a planned pavilion upgrade

The multi-million rand plan, which was presented for public input in 2024, included significantly refurbishing the pavilion and its amenities, improving the quality and capacity of existing facilities, promoting facility clustering, multi-functionality and sharing to reduce operational costs and enhancing underutilised land for development Roll out is projected to start in 2026

A further R4,4 million has also been allocated to improve facilities at Mnandi Beach, the City said in media release earlier this year but there was no new information in the presentation last Tuesday on how this budget would be rolled out

URBANCATALYTICINVESTMENTS

Also included in the budget, under Urban Catalytic Investments, was an

upgrade at the Mitchell’s CBD The area was included among several “key precincts” that had been earmarked for development The planned upgrades are aimed at preparing the area for “desification” by building social housing on pockets of lands near transport and business hubs

The social housing would include “highdensity, mixed use housing” More detailed technical studies are also planned for the development and expansion of Tafelsig

FACTSABOUTSTRANDFONTEINPAVILLION:

The pavilion was originally constructed in the 1980s as a day resort

It features a unique 300-metre-long windbreak promenade designed to mitigate the harsh south-easterly winds, enhancing the civic scale of the area

It has suffered from ageing infrastructure and declining conditions, with parts recently condemned by the City’s Building Inspector

The surrounding area has been shaped by storm wave surges and wind-blown sand, which present both challenges and opportunities for revitalisation

Elizabeth English is a woman who knows her worth. When TygerBurger called the very forthright residential librarian at Portland Primary School for a feature on the library she built, she unabashedly said: “Rather call me next week I can be your Women’s Day feature ”

The 66-year-old eldest sister of five, mother of three and grandmother of five says being a school librarian is her “second career”

“Your life doesn’t stop at 60 I know it's a scary situation when you retire because you don’t know what you are going to do when you wake up but you must use your own initiative today and do things for yourself I am gracefully, one of the luckiest women because I can make my own choices The Lord has really blessed me ”

ACAREERBOOST

English’s first career, pre her retirement, was varied She worked in hotels, in the food industry and later in sales

“That was where I picked up that people can’t read,” she said “I’m talking about matriculants I’m talking about girls that completed secretarial courses I noticed when someone picked up an invoice, they read the first three words and the last three words, without comprehension ” English’s role as librarian started when she was on the governing body of Jamaica

Primary from 2015 to 2017 The school gave her a small store room which she cleaned and kitted out as a small library

“We have a need in our community because people are educated but they are ignorant So I wanted to put back into the community by opening a library I made it nice and I had classes with the children and I read stories and I taught them how

to write properly because I have beautiful handwriting ”

Later, in 2021, the former principal of Portland Primary School saw the library and asked English to do the same at her school, for a small stipend English agreed and the principal, who has since retired, sent her on a leadership course

When English visited the donated building, where she was asked to build a library and found a “raw” space

“Books were scattered all over the place Die plek was lelik, dit was morsag, dit was vuil I worked through the whole June holidays with my grandson and my children and I never looked back,” English said

DONATIONS

Since then the library has grown to include dozens of shelves full of books, educational resources and computer ports, minus the actual computers, all of which has been donated to the school English hopes that computers will be donated to the school too, as well as some paint and a scanner

The library's shelves however don’t run short They are in fact so well stocked that English is able to donate books to other schools, but she tries to keep the shelves stocked with books that interest children and those that supplement the curriculum

“What is so unique,” she said pointing to a white board with notes on Gayton MacKenzie, the minister of arts, sports and culture, “they are going to learn about Gayton MacKenzie with their teacher

“So I’ve already done research about him So I will ask them, ‘get me his date of birth’, ‘where he grew up’, ‘who were his parents?’, ‘what work did he do?’, ‘name the gangs where he grew up’, ‘who influenced him?’

These are my questions, it’s got nothing to do with the school It makes it easier for them because

RETIRED SALESWOMAN BECOMES A LITERACY CHAMPION AT PORTLAND PRIMARY SCHOOL

now when the teacher starts her lessons, they know where they are When the grade 5s do Greek mythology, then I get all those books ready on one side ”

ALOVEFORREADING

Every class at the school gets a weekly session at the library and English says it is a period that the children look forward to

“I taught the children to love coming to the library The library is not only about reading, the library is also about increasing knowledge

“I believe the child must take a page and turn it and read and you must be able to feel it because when you read a book, you must love it It puts so much calmness in you It will take you to places where you would never normally enter ”

On Saturdays, English also teaches extra lessons to children that are struggling She also hosts small competitions with the pupils, such as spelling bees However, she’s found that children turn to her for more than just education

“In the times that our children are living, someone has to remind them what school is about because they don’t look at this as an institution We looked at it as an institution but to them, this is a safe haven

“You know what I have become I haven’t just become a residential librarian

“A child will come to me and cry his heart out I can just listen Sometimes children just want their parents to listen to them They don’t want their whole day ”

Temporary lane shift

AZ Berman Drive will get a lane shift on August due to MyCiti infrastructure upgrades

The City has announced a temporary lane18 shift on AZ Berman Drive for the next phase of the MyCiti infrastructure upgrades The changes will take effect on 18 August and continue until mid next year, depending on weather conditions and other unforeseen delays

The City will implement significant traffic adjustments between Katjiepiering Street and Kerrem Street, near the BP Garage:Southbound traffic will be shifted to the newly completed northbound lane (towards Cape Town)

Vehicles will travel in both directions using only one lane in each direction

Cones and road markings will guide motorists through the narrowed work zone

Pedestrian access will remain open, with a 1,2m fence separating the walkway from the construction area

Updated Intersection Access: Petunia Street and Morgenster Road will reopen at their intersections with AZ Berman Drive Kerrem Street will remain partially closed Traffic from Promenade Mall’s three outbound lanes will be halted; the two inbound lanes will be used for two-way traffic

Charlie Street will remain partially closed, with only two lanes available; one in, one out Westpoort Drive (West) and Highlands Drive (East) are scheduled for closure once Morgenster reopens

Despite the disruptions, all homes, businesses, and public facilities with City-approved access will remain reachable . For ongoing updates and project information, residents can visit www. myciti.org.za/phase2a or follow MyCiTi Phase 2 on Facebook and X (formerly Twitter).

Kids show positive change

LAURENO’CONNOR-MAY

Care givers can already see a positive change in the behaviour of some of the children that attended the traumainformed holiday programme in July

Social worker Venessa Padayachee told the volunteers who facilitated the programmes, at their certificate ceremony, that the children who took part are calmer and were seen implementing some of the conflict resolution skills they learnt “We are a community that is really in need of healing and you are part of that healing,” she said

The programme, which was run in Westridge and Portlands last month, is part of the Integrated Mitchell’s Plain Action Plan (Impact) steering committee’s trauma-informed holiday programme

Impact is a multi-stakeholder initiative that was born out of a community dialogue in response to the high levels of gang violence during October 2024

Part of the initiative’s strategy is to find

On Friday 1 August the facilitators received certificates for the training and participation

“You gave your whole heart and that’s what made this programme a success,” Padayachee said “We have started something and we have to expand to the entire Mitchell’s Plain, sector by sector It’s going to take all of us to do it ”

DEDICATION

Bronwyn February, the Year Beyond Shukuma coach and mentor, told volunteers that the project had been a success because of their dedication “I’m proud of them for the impact that they had on the kids’ lives,” she said

Shukuma volunteer Chane Pool said that the programme had an impact on her as a volunteer too

“It’s sad to see the kids coming from such traumatic homes and they have been through so much,” she said She added that some of the children seemed starved for play and exhausted the

Apolice investigation into the senseless murder of a woman who had stopped on the side of the road on the R300 is ongoing.

The 41-year-old mother of three had reportedly stopped along the road to change a flat tyre when she was shot dead last Saturday night

As she finished up at around 20:20 she was shot dead in her car

Police officers who attended the scene found her slumped over the steering wheel with a gunshot wound to the neck

"The victim was declared dead on the scene by the paramedics," Sgt Wesley Twigg, provincial police spokesperson, related "The motive for the attack is being investigated No personal belongings were taken The suspects fled the scene and have yet to be arrested "

This latest incident on the notoriously dangerous highway has heightened concerns over an ongoing safety-andsecurity crisis on Cape Town’s roadways

Transport and crime data reveal that the R300/N2 corridor has become a hotspot for violent crime such as stone throwing, robberies and shootings, despite its importance as a primary route to the

airport The incident has sparked renewed urgency for immediate security upgrades on what many consider Cape Town’s most dangerous roads

In another case, on Sunday 13 July, a woman was injured when her vehicle was hit by a concrete block on the stretch of the N2 highway known as the "Hell Run"

The incident occurred on Sunday 13 July, just before the Borcherd's Quarry Road turn-off, at Nyanga A female passenger was injured when the block was thrown at the moving vehicle, striking the passenger side She and her husband were en route from Somerset West to Cape Town International Airport when the attack occurred

In a statement to the media Mayco member for safety and security in the City, JP Smith, said a dedicated deployment of new metro police officers come September will enhance safety along this critical N2 highway route . In a vibrant showcase of rhythm, unity and cultural pride, South Africa has officially smashed the Guinness World Record™ for the Largest Marimba Ensemble in the world

A total of 1 178 marimba players from across South Africa and Zimbabwe gathered at GrandWest Casino and Entertainment World on Sunday 3 August to perform a 10-minute medley of Waka Waka and Jerusalema – more than doubling the previous record of 505 held by Guatemala

The event was a collaboration between Cape Town-based non-profit Marimba Jam, and GrandWest, who sponsored the full cost of the production An official adjudicator from Guinness World Records flew in from London to verify the count and authenticate the attempt

For Marimba Jam founder Kiara Ramklass, this was more than just

a record attempt – it was a powerful statement about South Africa’s potential

UBUNTUINACTION

“Our marimbas are tuned in C major –you can’t help but feel happy when you hear them,” she said

“But this is about more than music It’s about crossing socio-economic divides We had private schools, township schools, rural schools – all on one stage It’s a loud, joyful message of ubuntu ”

Ramklass has spent the past decade championing marimba music as a tool for empowerment and unity

In 2018, she led 241 girls in an unofficial Women’s Day attempt, but lacked the

resources to make it official Now, with GrandWest backing the event, her dream has finally become reality

Players ranged in age from 8 to 62, and came from over 70 schools and institutions, representing every province in South Africa and two schools from Zimbabwe Some teams travelled thousands of kilometres one group flew in from KwaZulu-Natal right after their matric dance, while others loaded their instruments onto trucks from Durban and Johannesburg

Despite only meeting on the day of the performance, the ensemble performed flawlessly

“It was electric,” said GrandWest General Manager Mervyn Naidoo

“The performers had only just met, yet played in perfect harmony It was an unforgettable moment in South African music history ”

THINKING OUT LOUD

..IFWE,ASWOMEN,CANNO LONGERBETRUSTEDTOCARE FOROURCHILDREN,WHAT HOPEISTHEREFORTHE FUTUREOFOURSOCIETY?

11-year-old son

A Johannesburg mother was arrested after a video was circulated on social media showing her allegedly encouraging her son to smoke drugs

I am in no position to judge any of these women; I don't think any of us is

They, like everyone else, will have receive their just deserts on judgement day, when we all leave this earth

But if we, as women, can no longer be trusted to care for our children what hope is there for the future of our society? What possible crime could these children have committed that was so heinous that they needed to be killed?

A four-year-old, who should be nurtured and loved, now knows a life of drugs

This is not what those brave women marched for when they went to the Union Buildings in 1956

I'm sure they are crying wherever they may be beyond the grave, speaking to us from eternity, from history, urging us to do better, to honour their legacy with courage, unity and integrity

This may be precisely what we need; the wise words and voices of our grandmothers, mothers, aunts speaking to us

Perhaps in our pursuit of freedom and independence as young women we've stopped listening, stopped listening to the wisdom of those who came before us, to the hard-won lessons of struggle

As we live and walk through each day of this month may we take one another s hands again

Too often, we women are quick to cast aspersions, pass judgement, throw insults and tear one another down, and forget the strength we have when we stand together

Let's make news headlines, but for the right reasons, lift one another up, break barriers, lead with grace and stand united -KAYLYNNEBANTOM

City plan lacks detail

My comments on the 2050 Cape Town Long Term Plan (LTP) A "plan" it is not, a wish list at best

A plan contains details, such as projects by name and location, time frame, budget details It is a document drawn up by someone with a low education level and certainly without project planning training and experience

It does not address one of the worst conditions that Cape Town’s commuting residents live under: the ever worsening traffic without any meaningful control in sight To think that a bit by bit improved rail system and cycling will substantially correct the current conditions is wishful thinking Come 2050 and this administration will produce another such wish list unless meaningful serious thinking is applied now by well qualified, knowledgeable and experienced people Otherwise this whole "plan" is greenwashing at best PETERSMULIK,RUGBY
