Community members in Table View and Bloubergstrand have voiced shock and anger after a man accused of murdering a car guard was released on R5 000 bail last week

The accused, Neo Malignant (30) from Cape Town central, appeared in the Cape Town Magistrates’ Court on Wednesday 3 September, where his bail application was granted despite the state opposing his release The case has been postponed to 26 November for further investigation

along with a 24-year-old woman after police traced the pair to a residence in Cape Town CCTV footage allegedly showed the two suspects fleeing Marine Circle, where the fatal stabbing took place in the early hours of that morning

While Malignant now faces a charge of murder the case against the woman was withdrawn before court proceedings, and she was freed

Residents have expressed their frustration at what they see as a justice system that does not serve victims

“A man lost his life trying to earn a living,” Mark Naidoo, a Bloubergstrand resident, said, “yet the suspect is already out on bail It feels as if justice is slipping away ”

“How can R5 000 buy freedom after such a violent crime?” a community activist, Shireen Africa, asked “It’s heartbreaking for the family of the victim ”

“This makes us feel unsafe,” David Pretorius, who works in Table View, declared “If someone accused of murder can walk free so easily what does that say about the protection of ordinary people?”

Police investigations were ongoing

Community members took to social media to demand harsher measures, noting the victim was reportedly a breadwinner and well-known in the area

Police spokesperson Capt Adriana Chandler confirmed detectives continued to gather evidence and monitor developments in the case

Meanwhile, in a separate incident in Bloubergstrand, an intruder died after attempting to flee from an 87-year-old homeowner’s house in St Martin Crescent

The suspect forced open a window to gain entry but was confronted by the elderly woman, who shouted for help

As neighbours rushed to her aid, the suspect tried to escape by jumping from a window but fell and sustained fatal head injuries

The woman was unharmed, though shaken by the ordeal

The search for missing Bloubergstrand kite surfer Graham Howes (38) came to an end on Monday 8 September, when his body was recovered at sea following extensive air, land and sea operations

The accomplished kite surfer went missing on Sunday afternoon after launching from Eden on the Bay He was last seen around 13:00 on a blueand-black kite-board with a white kite sail carrying red writing, wearing a black wetsuit

When he failed to return by late afternoon his family raised the alarm

According to the National Sea Rescue Institute (NSRI), the kite-surf sail and board were first located and recovered at sea on Monday morning

Later that day the crew of a local motor yacht, which had also joined the search, located and recovered Howes’ body in the designated search area north-west of Bloubergstrand towards Dassen Island

The body was taken into the care of the police and Government Health Forensic Pathology Services

The search, which began on Sunday evening, involved a wide network of emergency services, rescue agencies and volunteers NSRI Melkbosstrand, NSRI Table Bay, NSRI Yzerfontein, Metro Rescue drone units, Water Policing and Diving Services, the Maritime Rescue Coordination Centre (MRCC), Transnet National Ports Authority (TNPA), and Telkom Maritime Radio Services were

among those involved

Shoreline patrols were also conducted with the assistance of quad bikes, drones and neighbourhood-watch groups, while fishing vessels, sailing boats and private yachts joined in the sea search

“Family, friends, coast watchers, neighbourhood-watch groups and the local kite-boarding community are assisting tirelessly with shoreline searches,” said NSRI spokesperson Craig Lambinon, commending the community’s role in supporting rescue and recovery efforts

Search grids, calculated via sea currents, wind and weather, extend offshore from Eden on the Bay in a north-west direction, past Bokpunt, Yzerfontein and Dassen Island

Camera footage obtained by local security shows Howes offshore of Eden on the Bay shortly after 13:00 on Sunday, matching the description of his gear and wetsuit

Howes’ family has asked for privacy at this difficult time As TygerBurger previously reported, an extensive sea, air and shoreline search had been underway since Sunday evening after Howes was reported missing His disappearance marked the third missing-person case in recent weeks, with a man and teenager still at large in separate incidents

The Table View beachfront’s multi-millionrand upgrade continues apace Deputy Mayor and Mayco member for Spatial Planning and Environment Eddie Andrews visited the site to assess progress

The project is scheduled for completion by November 2026, with the bulk of disruptive civil construction expected to conclude in the first half of 2026 Andrews said the works were on track and changes were already visible

The non-profit organisation Help the Rural Children HTRC officially opened the doors to its newest charity shop in Brackenfell last Monday

A group of animal activists are gearing up to tackle the GunRun pet walk to help raise funds for their third mobile clinic

The group will take part in the 5km Pet Walk category in this year's OUTsurance Gun Run at Fritz Sonnenberg Road, Green Point on Saturday 13 September

The runners represent the Animal Rescue Organisation (ARO) and are raising funds for their brand-new mobile clinic, said head of fundraising, Lindsey Concer

"Help us help the doggies and kitties who need us most," she said

The ARO team is making its debut in this year's Pet Walk with 25 team members, including their families

The animal rescue organisation has been appealing for funds to help cover their costs to build another mobile clinic since July and launched a fundraising drive

Concer hopes the new clinic can expand their services and allow them to support more communities where animals need vaccinations and sterilisations

"A third clinic is an urgent need that we identified during our recent outreach efforts in communities like Jim se Bos, Lekkerwater, Egoli, Phumlani, Siqalo, and

most recently, Smallville," said Concer

So far they have received some donations from some loyal supporters, but their financial target goal they hope to reach is around R1 million

"With the cost of the vehicle, the conversion into a working mobile clinic, as well as medications and running costs our budget sits at well over R1 million," Concer said

The Cape Town International Kite Festival will return in 2025 with renewed spirit and a powerful theme, #CourageToFly.

I was fine one day The next, I was struggling to breathe, fighting for every inhalation and placed on oxygen in the ICU

Two weeks ago, I experienced what I now call a life quake If you've never heard the term, it's a powerful disruption that shakes your life, shifts your direction, and demands transformation It doesn't arrive politely, and it rarely feels convenient, but it comes with purpose Your life is calling for change

For me, that quake lasted seven days

In those ICU hours, time slowed Even a glimpse of an airplane outside my hospital window, its roar and motion from the seventh floor, gave me hope That small sight became a beacon, I waited for it, letting it remind me that I would get out In that space, I wasn't just Namhla Monakali I was "a slip-and-fall risk", a clinical classification meant to protect fragile patients At first, the label felt cold and impersonal, but it forced me to confront my vulnerability and reflect on how easily life can shift Every breath felt monumental Every heartbeat reminded me how fragile life truly is It forced me to face how I had been living, long hours at work, skipped meals, skipped workouts, stress carried like a badge of honour, rest ignored I had been

Needless to say, we were shocked to the core! We felt horribly betrayed since nobody ever alerted us to this scourge

The waste diversion initiative by the Cape Peninsula University of Technology ( CPUT goes green , TygerBurger 27 August) is indeed a noble environmental sustainable project If only Grant Twigg Mayco member for urban waste management, quietly rightly praised the zero-waste project Yet, the question remains: is it going to remain sustainable?

Take for instance the projects promoted by the City over the years! When wheelie bins were introduced, residents received pamphlets as to what could, or could not, be dumped in them It even provided special bins in certain areas for recyclable materials

There was a time when recycling was the in-thing when many businesses venues allowed drop-off points for certain items - including fluorescent tubes, batteries, etc

The City of Cape Town has welcomed the opportunity for the Western Cape High Court to determine the constitutional and funding obligations related to the Dial-a-Ride transport service for persons with disabilities This development could potentially unlock much-needed national government support for the long-running service

Rob Quintas, the City’s Mayco member for urban mobility, said the City had requested that the Western Cape Network on Disability’s legal representatives join court proceedings alongside the national government and other relevant state entities

The request was made during discussions held on Friday 5 September, as part of an urgent legal application for a review of the City’s adjustments to the Dial-a-Ride service due to funding constraints

In a show of good faith, the City has agreed to temporarily extend the existing Dial-a-Ride service while legal proceedings are underway This agreement has been formalised as a court order "This extension provides an important window to engage in a broader conversation about the respective mandates and responsibilities across all spheres of government in the provision of specialised services such as Diala-Ride," said Quintas

He stressed that while the City of Cape Town currently invests more in transport for persons with disabilities than any other metro in the country, it cannot continue to fund the service unilaterally “Delivering true inclusion requires a collective effort not just from municipalities, but from all spheres of government, employers, and civil society,”

Quintas added “And that support isn’t necessarily limited to financial contributions ”

In May, the City adopted the Universal Access Policy for Accessible Transport, an internationally recognised framework aimed at integrating universal design into Cape Town’s broader transport network The policy promotes independent, safe, and dignified travel for all, regardless of physical ability

These principles are already

evident in the City’s ongoing investment in the MyCiTi bus service, which is designed for universal access

The City is currently advancing Phase 2A of the MyCiTi network, which will link Khayelitsha and Mitchells Plain with the economic centres of Claremont and Wynberg The City also continues to upgrade its network of sidewalks and pedestrian crossings to serve a wider population from wheelchair users and the elderly to children, pram-pushers, and cyclists

Despite these improvements, Quintas acknowledged the ongoing challenges facing the Dial-a-Ride service

Originally introduced in 2002, the service has significantly expanded beyond its initial scope It was designed to transport wheelchair users and people with severe mobility impairments to and from work until such time as mainstream public transport systems became fully accessible Municipalities are not constitutionally mandated to provide such specialised services To date, Dial-a-Ride has been funded directly from the City’s municipal rates account, without support from other spheres of government For the service to continue accommodating trips unrelated to employment, the City hopes that the outcome of the court proceedings will prompt a reallocation of funding responsibilities in line with constitutional mandates
