Cape Town is hurtling towards a traffic enforcement crisis and it’s not just about speeding
Between July 2024 and June 2025, the City’s traffic service recorded over 2,7 million traffic violations, according to JP Smith, Mayco member for safety and security for the City
"From reckless red-light runners to overloaded taxis and drunk drivers, the picture is clear, too many motorists treat the law like a suggestion," he says
At the top of the list sits a familiar offender, speeding, which accounted for 1,84 million violations But even more concerning is the sharp rise in other high-risk behaviour such as in increase in red light jumping with a 49% increase, overloading with a 15,1% increase and general driving offences with a 30,3% increase
In the same 12-month period, 2 272 motorists were arrested by enforcement officers Of those 1 638 were arrested for drunk driving, and 259 for reckless and negligent driving The scope of offences has widened beyond the usual suspects, with traffic officers increasingly intercepting individuals involved in broader criminal activity
IMPOUNDMENTS
Furthermore, traffic services recorded 12 224 impoundments in the last year, between City and Provincial traffic services, of minibus taxis, e-hailing vehicles, amaphela and buses
Impoundments often follow repeat offences such as unroadworthy vehicles, driving without permits, or operators who simply refuse to comply with traffic laws, according to Smith
Meanwhile, 952 vehicles were towed, a 61,4% increase from the previous year
Reasons range from illegal parking and road obstructions to vehicles abandoned for over seven days The vertical lift tow truck, launched earlier this year, has already removed nearly 50 vehicles in its first few months, according to Smith "Traffic enforcement is a highly contentious and emotive issue, and the biggest critics are often the biggest culprits

CapeTown pushes for air liberalisation to boost jobs
Cape Town’s Mayoral Committee Member for Economic Growth, James Vos, has called on the national government to urgently adopt an Open Skies Policy, saying it could unlock billions for South Africa’s economy and create thousands of jobs
In a letter to Transport Minister Barbara Creecy, Vos warned that restrictive air access policies are holding the country back from reaching its full potential in tourism, trade, and investment

When Tyrique Williams took a significant risk by enrolling in a free acting class outside his usual area of expertise he didn't expect it to change his life
This leap of faith led him to secure the role of Sebbie de Kock in the light horror thriller film The Meeting which was written and produced by the awardwinning community performing arts film director, Nic Matthee
At just 23 years old, Williams was cast after demonstrating his burgeoning talent in Matthee's acting class at Roosendaal Secondary School in Delft
The school offers a variety of classes in music, academics, and theatre, providing both students and talented community members with transformative, lifechanging opportunities
"Music has always been a part of my family I initially started as a rapper, but my uncle's influence led me to pursue DJing I took a chance by enrolling in an acting class, not realizing that my dedication would impress the director to the extent that I would be cast in my first role an important lead role in a horror film," Williams stated
The Meeting narrates the tale of Sebbie de Kock, who experiences a mental breakdown upon uncovering his wife's infidelity, along with the betrayal schemes orchestrated by his sister and friends
This turmoil prompts Sebbie to convene a meeting with his sister, wife, and friends, resulting in dire consequences during a courtroom-like confrontation that leaves Sebbie questioning whether the events are genuine or merely a fabrication of his mind
The film is set to premiere on 30 October on TUBI TV and on the Red Moon Youtube Channel and will be featured as part of the Zinebi documentary and short film
festival, which aims to highlight local talent from around the globe in Spain during 21 to 28 November, this year

The Western Cape High Court granted the City of Cape Town, along with the national Departments of Home Affairs (DHA) and Public Works and Infrastructure (DPWI), permission to instruct the Sheriff of the Court to serve eviction notices to foreign nationals unlawfully occupying the Wingfield and Paint City (Bellville) sites on Friday 29 August
In line with the court’s order, notices will be served in person by the Sheriff and translated for the occupants
Foreign nationals were initially moved to the two sites during the Covid-19 Level 5 lockdown in 2020, after the court granted their eviction from Greenmarket Square and the Central Methodist Church in Cape Town’s city centre
At the time, the groups cited fears of xenophobia and demanded relocation to Europe or Canada requests government has reiterated cannot be lawfully met
Over the years, hundreds of foreign nationals accepted offers of assistance, including voluntary repatriation, reintegration into local communities, or support facilitated by the United Nations High Commissioner for Refugees (UNHCR) and local NGOs
However, about 160 people remain at Wingfield, under the custodianship of the DPWI, and roughly 200 at the City-owned Paint City site
Authorities said the remaining unlawful occupants have consistently rejected all reintegration and repatriation support, while continuing to insist on relocation abroad
Many are family units engaged in informal economic activity but remain on site to leverage demands for resettlement in first-world countries
The City and DHA highlighted that conditions at the Bellville site have worsened, with violent hostilities reported between factions and towards law enforcement
The DHA continues to bear expenses for temporary tented accommodation and related services, costs which officials say are no longer sustainable
COURT RULING ENABLES RESTORATION OF PUBLIC LAND TO INTENDED USE

Cape Town Mayor Geordin Hill-Lewis welcomed the ruling, saying it would help restore the properties to their intended use
“This joint application aims to restore these sites to their original public use and to bring an end to the undignified conditions for the sake of the unlawful occupants and the general public These sites have generated a great deal of complaints, including traffic, crime, and waste challenges,” he said
According to the City of Cape Town, after notices are served, and pleadings are closed, the applicants will then apply for a date for the court to hear the application for a final eviction
Timeframes for that final ruling depend on various factors , including any further engagements between the parties that the court might require, as well as the court roll
Minister of Public Works and Infrastructure Dean Macpherson also applauded the decision, calling it a victory for accountability and the rule of law
“Together with the City and the Department of Home Affairs, we have taken a decisive steps towards restoring these sites and ensuring that state-owned assets are protected and used for the benefit of the public,” Macpherson said
“No person has the legal right to unlawfully occupy state land It is our responsibility to return these properties to their intended purpose so they can contribute to the upliftment of our communities ”
The minister stressed that evictions would ease the millions of rands spent monthly to maintain the sites, freeing up funds for essential infrastructure and service delivery
The ruling allows the Sheriff, with government support, to formally serve notices on the remaining occupants
Illegal dumping still a big problem
The City of Cape Town's by-laws make provision for the impoundment of vehicles used in the act of dumping and in the last financial year, 106 vehicles were impounded
Illegal dumping remains a persistent environmental and public health issue across the city In the last three years, vehicle impounds linked to illegal dumping have remained in triple digit territory, from just 47 in the 2021-'22 financial year In the most recent 12-month period, the law enforcement department impounded 106 vehicles
One team's efforts in particular have stood out - the anti-land invasion unit's B shift impounded 25 trucks along Malibongwe Drive in Dunoon and Old Faure Road in Mfuleni
"This team has had particular success because they conducted consistent patrols and monitoring of known and emerging illegal dumping hotspots in their areas

In a first for South Africa, a surgeon with the provincial department of health has successfully removed a donor kidney using robotic surgery technology at Tygerberg Hospital, marking an advancement in making organ donation less invasive for living donors

The Cape Town Baroque Festival (CTBF) returns from 20 to 27 September, presenting a series of concerts under the theme “The Miniature and the Monumental”
This year’s programme explores contrasts between large-scale orchestral works and smaller chamber and vocal pieces, thoughtfully matched to historic venues.
Featured performers include the Cape Town Baroque Orchestra, Cape Town Baroque Trio Lutesong Consort, and True Voices, along with international guests: Dutch recorder player Erik Bosgraaf and Bulgarian baroque violinist Zefira Valova. Bosgraaf returns after performing in the 2019 festival, while Valova appears in South Africa for the first time
A key focus this year is the music of Georg Philipp Telemann (1681–1767), with both orchestral and duo programmes dedicated to his works. Another highlight is music by Mrs Philarmonica, an 18th-century English composer who published under a pseudonym—possibly receiving her South African premiere
Also returning is Thomas Tallis’ "Spem in alium", the 40-voice motet that captivated festival audiences in 2022. Four performances are planned, each framed by Tudor-era vocal works from Lutesong Consort and True Voices.
The festival also supports young musicians On Saturday 20 September, the 19th Annual Recorder Symposium includes masterclasses and a lecture by Bosgraaf on Adriana van den Bergh, a 17th-century recorder player

Cape Town Opera (CTO) is set to enchant young audiences this September with a vibrant new production of The Magic Flute, tailored specifically for primary and high school learners.
This lively adaptation of Mozart’s beloved opera will run from 16 to 20 September at the Joseph Stone Auditorium in Athlone offering two performances daily at 10:00 and 13:00
Directed by Elizma Badenhorst, with imaginative designs by Frankie van Straten and lighting by Kieran McGregor, this playful version blends live performance with engaging puppetry Music direction is by Jan Hugo, recently seen onstage as Rossini in CTO’s acclaimed The Barber of Seville Designed with accessibility and education in mind, The Magic Flute has been adapted into two unique versions—one for primary and one for high school learners—making it an ideal cultural outing for schools. With multilingual narration in English, Afrikaans and isiXhosa, and opera sung in the original German the production ensures inclusivity while supporting curriculum-linked learning, particularly for high school music learners.
The opera follows the young Prince Tamino on a fantastical quest to rescue Princess Pamina. Along the way, he’s aided by a magic flute and the quirky bird-catcher Papageno, embarking on a journey filled with humour, wisdom and wonder

The exhibition Looking In comprises a selection of 60 iconic photographs by Jürgen Schadeberg (Germany 19312020), which captured the spirit of South Africa in the 1950’s Many of these were published in the celebrated Drum magazine where he served as chief photographer Schadeberg’s imagery constitutes a unique archive documenting the pain and optimism of an emerging urbanised class of black musicians,
writers, and workers in a context of increasing race-based repression Arriving in South from a ruined Germany, Schadeberg found himself in a particularly unique time and location Uitsig, meaning view or lookout, comprises a selection from an extensive photographic investigation into the notorious suburb of the neighbourhood Uitsig in Elsies River, produced by Walters in 2013 His photography protagonises a subjective and critical approach to the behaviours and processes of urban life in Cape Town and its periphery His work tells of an interest in the everyday and public space in its least predictable dimension

The deterioration of a community like Oakdale
Communities do not collapse in a single day The deterioration of a place like Oakdale is usually the result of many small cracks that are ignored until they become wide fractures What begins as a little neglect slowly snowballs into visible decay, and if left unchecked, it can completely change the character of a neighbourhood Drugs, litter, and sex work on street corners do not appear overnight they are signs of deeper issues that have been allowed to grow
The first step in the decline of any community is the neglect of basic standards When residents, businesses, and even authorities fail to uphold rules and values, an atmosphere of disorder is created Small offenses such as littering, vandalism, or drinking in public may seem harmless, but they send a message that “anything goes” Once these behaviours are tolerated it becomes harder to stop larger and more destructive activities from taking root
As the sense of order weakens, drugs often make their way into the area The presence of drug dealers and users creates a ripple effect of crime petty theft, violence, and sometimes gang activity Families begin to feel unsafe and young people become especially vulnerable as they are exposed to destructive habits that threaten their future The drug problem is not only a health issue but also a social one eroding trust among neighbours and making it harder to build unity
Physical neglect soon follows social decline Streets covered with litter, drains that remain blocked, and public spaces that are dirty or vandalised reflect a community in distress A dirty environment discourages investment, pushes away visitors, and makes residents feel abandoned Businesses close their doors, properties lose value, and abandoned buildings
become havens for crime When the visible environment falls apart it reinforces the sense that the community itself is falling apart
Alongside these problems, the sex trade often finds a place in deteriorating communities Sex workers, often victims of poverty, addiction, or exploitation, end up on street corners where families once felt safe This not only exposes residents to unsafe and illegal activity but also damages the reputation of the neighbourhood Parents feel uneasy letting their children play outside, and the sense of community pride diminishes further
The most tragic consequence of this decline is when residents themselves lose hope When people begin to accept that drugs, litter, and sex work are just part of everyday life the spirit of the community breaks Some choose to move away, while others stay but feel powerless to make a difference Without collective action, the cycle of deterioration deepens
However, decline does not have to be the final chapter of Oakdale s story Communities can be restored when people refuse to settle for decay Small steps such as cleaning streets reporting crimes and demanding accountability from leaders can spark change A thriving neighbourhood is built when residents work together take ownership of their environment, and choose not to tolerate the things that destroy dignity and safety

What I witnessed recently again in Vlei Park has left me shocked and disturbed sexual activity taking place in broad daylight, out in the open This is yet another troubling sign of how badly our community is deteriorating
Many residents feel discouraged, and some are considering leaving Oakdale However, for many of us, this is our home, and we refuse to simply give up I, for one will continue to report what is happening because I cannot and will not settle for a community overtaken by sex houses, illegal buildings, drugs, and litter
Daily, I see street people settling for the night with piles of rubbish in front of businesses Just the other morning, I witnessed individuals openly using drugs on the corner of Canterbury and Barnard Street Every morning it is the same a complete mess This is not something we as residents should be forced to tolerate
I am not one to complain for the sake of complaining, but I believe it is important to raise our frustrations Many of us are doing our very best to save Oakdale, and I truly believe that with the right leadership and the support of the relevant authorities we can restore dignity and safety to our area I also want to take a moment to thank the CDF security company in Oakdale for responding to calls and offering assistance whenever possible Your efforts are seen and appreciated At the same time, I urge that stronger and more consistent action be taken to ensure that Oakdale does not fall further into decline We, the residents, care about our community And like it has been said over and over again, we want Oakdale back to what it was ANON, Oakdale
Public invited to witness tree destruction in Durbanville
This is an open invitation to the people of Durbanville from a concerned ratepayer I am inviting the residents of Durbanville to come and witness the wholesale destruction of our neighbourhood under the watchful eyes of our City of Cape Town officials - the same city whose logo says: This City works for you
For years we, the Marais’s and our neighbours, have lived back to back to Dr Butler’s smallholding on the corner of Boland Road and Green Pastures Road We even signed an agreement with him to ultimately subdivide the property into 16 plots However, since his demise, his estate has passed on to his children, who have sold to a developer who convinced the City to redevelop the plot into 48 maisonette styled high-density accommodation units
The neighbourhood rejected the proposal due to higher traffic envisaged on Boland Road, the destruction of the Durbanville character, including the hundreds of trees to be removed
The destruction that occurred on the neighbouring Compton Place development on Moraea Road is an example of “checks and balances” that disappears like morning mist before the sun
Even the City’s own environmental management department initially did not support the redevelopment in it’s current design due to the large number of trees required to be cut down The devastation wrecked at 18 Boland Road gave us an example of what lies ahead for us
Then miraculously in December 2024 we were informed that all our concerns were addressed and the development has been approved Even the green scape “ department is now in agreement with this densification of our environment despite the ratepayers objection And the developer promptly renamed the property with the non-sensical name “Le Rhu” Even the traffic department gave their “approval”, after they did a traffic survey in Florida Street, more
than a kilometre away You can’t argue with such logic Now in August the chain saws have started despite no survey document being available which listed the trees earmarked for destruction and despite the City’s own regulations requiring permission to cut 50 to 70 year old trees Many trees must be 100 years old plus This is reminiscent of Durbanville High School cutting down their 80 year old Eucalyptus trees next to the tennis courts to convert it into a parking lot for SUV’s
So my invitation is for Durbanville residents to visit our area between 16:00 and 18:00 on weekdays and see for yourselves how this City works for you The traffic is already backed up to Bergsig Dutch Reformed Church access to this property to be down our street Moraea Road, to a road to be constructed by the developer How is that for transferring costs onto a private developer? The winning portrait of the Rust-enVrede Portrait Award competition was announced at the gala opening at Rust-en-Vrede Art Gallery in Durbanville on Friday evening.
Malik Mani, from Upington, is at 27 years the youngest winner yet of this competition His winning entry, titled "Mask", was created with pencil on paper
An emotional Mani received prize money of R150 000 cash
Ruan Huisamen of Durbanville received the Ryno Swart Drawing Medal for his work titled "Adolescent in blue" The work has been created in charcoal and pastel on paper It was awarded to the best portrait done in a drawing medium as selected by the judges
Established in 2013 and held every two years, the award has become one of South Africa’s most respected portrait competitions
A total of 100 entries were selected from 635 entries from all over the country The Top 40 art works will be exhibited at Rusten-Vrede Gallery until 29 October The Top 40 finalists will also be featured in a group exhibition and included in a national touring show
