Bringing an urgent application to the Western Cape High Court, the South African Property Owners Association (Sapoa) is taking a stand against what it views as an unfair burden on ratepayers, challenging three property-linked tariffs recently introduced by the City of Cape Town in its 2025-’26 budget
These include a new cleaning levy and fixed charges for water and sanitation services, all calculated based on the value of a property rather than actual usage Sapoa argues this approach disproportionately affects certain property owners, as well as the public at large and could set a troubling precedent
Sapoa has requested an early court date to ensure clarity before the City begins preparing its 2026-’27 budget on 1 September The case is backed by some of its most influential members that own various properties within Cape Town that include, among others, Tyger Valley, CapeGate and Canal Walk shopping centres, as well as Table Bay Mall and V&A Waterfront
Furthermore, a number of the nonprofit’s members consist of smaller businesses with only a handful of properties in their portfolio
“It would not be reasonable and effective for affected ratepayers to bring the challenge on their own The City has vast resources to defend the three items of their budget, something that is far beyond the financial capabilities of the thousands of ratepayers who objected to the budget
to bring multiple legal challenges,” states Nilesh Ambaram Gopal of Sapoa
The first draft budget was published for comment on 27 March, introducing the three fixed charges, which caused a public outcry Sapoa objected on several grounds, along with a protesting petition of more than 10 000 signatures that was submitted to the City
No fewer than 14 000 comments were made during the public participation period mostly objecting against the fixed charges
‘SAPOAPROTECTSPROFITSOVERPEOPLE’
In response to Sapoa’s High Court Application, Cape Town Mayor Geordin Hill-Lewis says Sapoa’s attempt to stop Cape Town’s pro-poor budget is to protect their own vested interests, and puts their profits ahead of the people of Cape Town
“Sapoa represents the country’s wealthiest and largest property ownersmainly shopping mall owners - who have benefited significantly over the years from Cape Town’s functionality and success However, they now argue that the City should charge the biggest property owners the same as individual low-income families,” he stated
He holds that the City’s budget protects homes under R2,5 million and extends rates relief to many more middle-class homes, all whilst preserving the City’s critical infrastructure and service investments

The month of July marks National Cleft and Craniofacial Awareness and Prevention Month, a time to shed light on conditions that not only affect a child’s physical development but also their confidence, well-being and future
In partnership with the Smile Foundation, Tygerberg Hospital in Parow and Red Cross War Memorial Children’s Hospital in Rondebosch, both leading tertiary centres, are working to raise awareness about cleft lip, cleft palate and other craniofacial conditions, while providing reconstructive surgeries that transform young lives, the provincial health department said in a statement issued last week
“These are not just cosmetic procedures, they are life-saving and life-changing,” says Prof Nick Kairinos, head of plastic and reconstructive surgery at Tygerberg Hospital
Kairinos added: “The tertiary hospitals currently perform more operations for congenital anomalies than any other hospital in the country, thanks to the great plastic surgeons who work there and also those who work in private practice who give up their time, free of charge, to operate on children during the Smile Weeks, supported by the Smile Foundation ”
Cleft and craniofacial conditions are often identified prenatally or shortly after birth Early diagnosis allows doctors to start planning interventions immediately, setting newborns on a path toward improved long-term health
Without treatment, children face serious complications such as difficulty feeding, frequent ear infections, hearing loss, delayed speech, dental problems, developmental delays and even social isolation
Cleft lip and cleft palate, where parts of the upper lip or roof of the mouth do not form properly, affect around 1 in every 2 000 African children
One-year-old Anzelle van der Merwe from Bellville is one such child
Her cleft palate was only discovered at birth Her mom, Nicole, reflected on their journey “When I first saw her, I did not care about the cleft, I was just so happy to meet my baby I knew God would make a way I have been with her through every operation and recovery, and today we share an amazing bond I would not change a thing,” she said
The department said it applauds the efforts of their dedicated public health professionals and partners who give children a second chance at a full, healthy life
YearBeyond, a national youth service programme that provides unemployed youth (18 to 25 years old) with meaningful work experience and a pathway to further studies or work, while encouraging a culture of community service, held its annual conference from 10 to 13 July at the University of the Western Cape (UWC)
The conference brought together more than 1 000 young people and partners from the Western Cape, Eastern Cape, and Gauteng to celebrate 10 years of the YearBeyond Programme and the power of youth service to unlock potential and ignite change
For a spirited group of YeBoneers (as volunteers are called) from the Glasser SA cluster (Kuils River and Delft), the "GoBeyond25: Shape Your Future Conference" was life-changing It sparked personal growth, purpose, and meaningful connection, said Sophu Mahomba, cluster mentor in Delft
The event celebrated youth as leaders and community builders, Mahomba said “Through keynote talks, workshops, and creative fringe sessions, we reflected deeply, built new skills, and connected with one another Our delegation arrived full of anticipation and left inspired, hopeful, and energised ”
Ashrinne Cupido, a YeBoneer at Irista Primary, called it a once-in-a-lifetime experience “I was amazed by how many lives this programme touches I love that we’re all working to change the lives of so many young children YearBeyond is where you want to be,” she said Workshops covered podcasting, digital skills, storytelling, entrepreneurship, and personal leadership
The Study Expo, featuring over 24 tertiary institutions, offered youth the
chance to explore further study options and speak with advisors about their future
Fringe sessions added a creative, wellness-focused element rock painting, beading, vision boarding, and silent discos gave YeBoneers a chance to reflect, express themselves, and have fun “These moments showed us that growth isn’t just about formal learning it also happens through play, rest, and creativity,” said Mahomba
Galeemah Fakier from Delft called the weekend “truly inspiring” She said, “Every moment lit a spark I left feeling more open-minded and connected to my personal growth I’ve grown in ways I didn’t expect ”
Oyama Mapote said it was unforgettable
“The games, food, and peaceful spaces were lovely What stood out most was the kindness and camaraderie ”
Facilitators and speakers consistently reminded YeBoneers of one key message: believe in yourself, your story, and your ability to create change
“This experience came at just the right time,” said Siyasamkela Tsawe, also from Delft “It helped me realise my potential and move forward with confidence ”
Workshops on goal setting, overcoming challenges, and leading with purpose echoed key YearBeyond themes, helping YeBoneers see themselves as agents of change not only in their classrooms and communities, but in their own lives
As they return to their schools and service sites for the third quarter, YeBoneers carry more than new knowledge They return with friendships, confidence, and the belief that their voices, choices, and actions matter

Apublic health expert from the University of the Western Cape (UWC) has urged a scale-up of measles vaccinations following an outbreak in Gauteng
Prof Talitha Crowley, Academic Division Head at UWC's School of Nursing, said that vaccination coverage in Gauteng, reportedly under 75%, is well below the threshold to prevent outbreaks
"To prevent any measles outbreak, we need less than 5% who are not vaccinated in a community, or effectively 95% vaccination coverage "
In Gauteng 181 laboratoryconfirmed measles cases have been reported from 1 January to 13 June, mainly in Johannesburg, Tshwane and Ekurhuleni districts
“In Gauteng, districts with high numbers of zero-dose children - those who have received no immunisations - may experience
a surge in cases," Crowley said
According to a vaccine hesitancy webinar conducted by the Department of Health last year, in some areas up to 22% of children were unvaccinated, she pointed out
“Encouragingly, the Cape Metropole increased its underfive immunisation coverage to 90% by early this year, thanks to targeted campaigns Children are routinely vaccinated against measles at six and 12 months as part of South Africa’s Expanded Programme on Immunisation Catch-up doses are available for those who missed their vaccinations, with no upper age limit ”
HIGHLYCONTAGIOUS
Despite being vaccinepreventable, measles continues to pose a serious health threat, particularly to young children and vulnerable communities
UWC Associate Prof Talitha Crowley warns despite measles being vaccinepreventable it continues to pose a serious health threat
Crowley warned measles is not just a childhood illness
It’s a highly contagious viral disease that can lead to severe complications and even death
Measles spreads through respiratory droplets when an infected person coughs or
sneezes The virus can linger in the air or on surfaces for up to two hours, making it alarmingly easy to contract
Symptoms typically appear seven to 14 days after exposure, beginning with fever, cough, runny nose, and red, watery eyes
A few days later, a distinctive red rash emerges, starting on the face and spreading across the body
“By the time the rash appears, the person is already in the most contagious phase Complications from measles can be devastating
The virus damages the lining of the skin, gut, lungs, eyes, and sometimes the liver and brain, while also weakening the immune system,” explained Crowley
“This can lead to diarrhoea, pneumonia, blindness, encephalitis, and even death
Children under two, those who are malnourished, and immunosuppressed individuals
are especially at risk ”
As for prevention, vaccination remains the most effective defence, Crowley noted “One dose of the measles vaccine offers about 93% protection, and two doses increase this to around 97% While rare, vaccinated individuals can still contract measles, but symptoms are usually mild and less likely to spread ”
In cases where someone is exposed to measles, individuals should confirm their immunity status Post-exposure vaccination within three days can help prevent infection
“If symptoms appear, seek medical attention immediately and inform your healthcare provider Measles is a notifiable condition in South Africa With vigilant immunisation efforts and public awareness, measles can be controlled and lives can be saved,” Crowley said
Over a span of 31 days, from 26 May to 25 June, the City of Cape Town’s energy directorate successfully repaired 4 732 streetlights across Area East that includes Oostenberg, Bloemhof and Parow, and recorded the highest number of streetlightrelated outages
This milestone highlights the ongoing success of the City’s efforts to improve turnaround times for streetlight repairs and maintenance
The initiative, led by the
directorate, aims to ensure safer and better-lit public spaces despite persistent challenges “Vandalism, theft, and illegal connections remain the most significant contributors to streetlight and power outages,” said Xanthea Limberg, the Mayco member for energy In addition to criminal activity, the City’s streetlight network, which consists of more than 245 000 units, faces seasonal pressure Limberg explained that inclement winter weather, especially wet
and windy conditions, not only increases the volume of reported outages but also hampers repair efforts
City officials are urging residents to report any suspicious activity around power infrastructure to help curb vandalism and theft, both of which remain key obstacles to service delivery "Vandalism, theft and illegal connections across the metro
continue to impact turnaround times as damaged infrastructure often needs to be entirely replaced, which could take many hours or even days in some cases The impact of inclement weather, especially in winter times, also can be seen in the number of streetlight outages "Wet and windy weather often increases the number of service requests and also may slow down turnaround times as it is typically dangerous for our teams to do electrical work in wet and
windy weather Over the period in review, Area East which includes Helderberg, Oostenberg, Bloemhof and Parow had the highest number of streetlightrelated outages," says the City’s Mayco member for energy, Xanthea Limberg
The City manages more than 245 000 streetlights across the metro Requests attended to per area in the metro - theft and vandalism - remain the biggest driver of streetlight and power outages

Thanks for highlighting problems brought up by residents at a public meeting ( "Residents call for Action", Tygerburger 15 July)
I intentionally did not attend the meeting as I knew it would be yet another talkshop - as usual! What was new? 20 year-old issues! Since 2016 the existing problems simply escalated
After years of criticism I endeared because of my stance against ward 26/27 it was with gratitude that Vasco topped the onslaught of irate residents
We even had Dan Plato then mayor with a busload of councillors tour the area decades ago Result? Zilch!
When Clive Justus was councillor, I raised the issue of the squatters who initially erected shacks at Wingfield
Subsequently the present regime housed illegal
Ek wil graag iets van my hart af kry
immigrants there I dare any reader to go near the sight due to the indescribable filth and inhumane conditions
Voortrekker Road is a disgrace - prostitution flourishes; how certain "businesses" are allowed fails logic; squatters, homeless; illegal construction; overpopulated properties etc proliferate
House sales have reached record heights as law-abiding owners flee
And then, when a resident loses his cool, the councillor orders him "to leave my meeting" In November both ward 26/27 councillors simply did not turn up for a meeting which they called
There are some devoted councillors but regretfully others They are however safe as a bug in a rug
D BEELDERS, Vasco
moeilike situasie is?
As jy sop wil uitdeel of skenkings wil maak – fantasties!
TELEURGESTELD, Eersterivier
In the article “Road markings missing” of 16 July, one is not sure what the City means by “capacity constraints”, but whatever it means, it reflects on service delivery As missing road markings creates a safety risk, it can be seen as an essential service which the City must deliver and of course, also maintain We are however of the opinion that there is also a problem with the service providers who delivers an inferior service If they add too much water with the paint it does not last long enough and there are no consequences and responsibility, they are paid as if it was a job well done
In the article “Safety audit suggested on dangerous road” also of 16 July we totally agree with Cllr Bresler “due to a shortage of manpower there is a general lack of visible traffic police on neighbourhood roads” However we are of the opinion it is more a lack of effective policing!
Maybe it is time for a Local Dialogue on these issues as well as others, and it does not have to cost R700 million NORTHERN DISTRICT COMMUNITY FORUM
