City Planner Akhona Mbenyana explained the rationale for choosing the Murray Street site In 2018 the City, in partnership with NGOs, conducted a metro-wide enumeration study to count people living on the streets Kuils River was identified as the eighth-most affected suburb out of 20

In response, the City launched a streetpeople’s programme and has allocated more than R230 million since 2023 to expand shelter infrastructure

Mbenyana said the City’s Community, Arts and Culture Development Department (CACD) and subcouncil provided up-to-date statistics and helped identify homelessness hot spots He assessed several possible sites, focusing on City-owned land with minimal encumbrances, existing services and proximity to affected areas

Potato Farm, one of four sites considered, was ruled out due to agricultural zoning, flood risk, the high cost of development and evictions

The De Kuilen site was selected as it is zoned appropriately, has a structurallysound City-owned building, and is located in a light industrial area near a homelessness hot spot, the police station and the CBD

The site is expected to accommodate 134 beds at an estimated cost of R4 million Completion is projected for May 2027

Cape Town primarily faces chronic homelessness; people living on the streets for many years, said Megan Pangeni, head of the City’s street people programme

The 2022 census recorded around 6 600 people “sleeping rough” in the metro Cornelia Jaftha, regional head of community programmes in the CACD, said the actual number is estimated at around 14 000

“There is a disparity between the number of rough sleepers and the available shelter beds,” said Pangeni

Current shelter capacity is around 2 200 beds, with an additional 1 040 in City safe spaces

In December last year the City adopted a new strategy to reduce rough sleeping Pangeni said the approach focuses on prevention (supporting at-risk individuals before they end up on the streets), intervention (outreach, reunification, relocation and safe-space placement) and collaboration among City departments, government, NGOs and civil society

Pangeni said safe spaces are transitional facilities offering accommodation, meals, sanitation and psychosocial support; a pathway to reintegration and dignity,

supported through collaboration between City departments and NGOs

Many individuals have successfully left the streets after time in these facilities, she added

With a growing number of people illegally occupying public spaces, safe spaces are increasingly seen as essential

“When the City applies for evictions, the court wants to know where people will be relocated to,” Pangeni said

“You can’t simply remove people from the streets; they are human beings Many cannot return to their families due to the very circumstances that led them to the streets

“We provide alternative accommodation, which is why 98% of the City’s eviction applications to date have been successful Safe spaces help reduce visible homelessness in public areas ”

She added that safe spaces also contribute to public safety and sanitation

“Each safe space has 24-hour security and on-site personnel Staff are always present, and security teams are stationed in and around the facility to maintain peace and monitor the perimeter both inside and outside ”

HOTSPOTS

Jaftha said her team of 12 dedicated staff, working with street people from Kuils River to Gordon's Bay, engages daily by doing screenings to establishing identification and origin of individuals to track movement

There are four local hot spots that her team concentrate on: Potato Farm (with 35 people, “an evolving number”), Kuils River Cemetery (30 or more, and some known gangsters), Pondorosa, Sarepta (26) and behind Atlantic Fisheries (nine permanent residents)

“These are the most populated,” said Jaftha “The ones that are growing daily ” City social workers do not go to the Donkerhoek informal settlement, which is on rail agency Prasa’s property, but do engage with the residents when they are out “skarreling” (hustling), Jaftha said “There are 83 people permanently on the street in Kuils River, all in the Main (Van Riebeeck) Road ” Jafta noted that six people had died on the street in Kuils River since the start of winter

Social workers conduct up to six followup visits to individuals to build trust, but no-one can be forced to accept assistance, she said Jaftha believes there are many myths among residents about safe spaces Ernst Vorndran from Aksie Samaritaan, which runs the soup kitchen near the station, said stakeholders working with the homeless requested the identified building as a safe space two years ago “The homeless are already in the area, and this facility will help get them off the streets ” He added residents should note what a representative of MES, the NGO involved with the Bellville Safe Space, said at a stakeholder meeting: “Crime decreases where there’s a safe space ”

Fatalities surge on Western Cape roads in one week

The Western Cape Government is deeply alarmed by the recent spike in pedestrian fatalities and drunk driving arrests From 30 June to 6 July, a tragic 23 people lost their lives in 23 separate crashes on Western Cape roads These include: . 15 pedestrians; . four drivers; . three passengers and . one motorcyclist

"These figures serve as a sobering reminder that reckless behaviour on our roads continues to have devastating consequences, particularly for our most vulnerable road users The loss of lives on our roads is avoidable and requires collective action Too many innocent lives are impacted and altered by the poor judgment and decisions of road users,” said Western Cape Mobility Minister, Isaac Sileku

“Most alarming is the 57 people arrested on suspicion of driving under the influence of alcohol during a week marked by heavy rain across the province Driving while under the influence, no matter how small the amount, will not be tolerated Drivers are urged to prioritise safety at all times,” added Sileku

. four reckless and negligent driving;

. one speed-related arrest;

. 11 possession of fraudulent documentation and

. two failure to furnish information

The Western Cape Government continues to urge all road users to act responsibly, especially during adverse weather conditions

Man charged for race threats

A 56-year-old man, Cameron Baya, appeared in the Cape Town Magistrates' Court last week on charges relating to inciting racial violence on social media. He was arrested by the Hawks' Bellville-based crimes against the state unit on Tuesday for contraventions of the Riotous Assemblies Act, as well as the Cybercrimes Act after allegedly making threats inciting violence against black individuals and expressing his intent to provoke a race war

The investigation that led to Baya's arrest began on 28 March, when the Hawks received intelligence from a foreign agency regarding an individual posting violent statements on a social-media platform, according to Hawks spokesperson Col Siyabulela Vukubi.

For the first time in almost 30 years, South Africa’s leading ballet companies - Cape Town City Ballet (CTCB) and Joburg Ballet - will join forces to present Swan Lake first in Johannesburg and then at the Cape Town International Convention Centre (CTICC) from Friday 25 July to Sunday 27 July

Veronica Paeper oversees this version of Swan Lake that was originally staged in Cape Town in 1971 by French dancer Attilio Labis. Close on 150 years after its first performance in Moscow in 1877, this saga of love and betrayal remains at the pinnacle of classical ballet, performed by ballet companies around the world.

The two companies have a line-up of established stars and exciting newcomers waiting in the wings to dance the leading roles. Service fails, rates prevail

I refer to the article in the TygerBurger dated 2 July regarding the justification for the rates increase in the Western Cape ("City approves 'unfair' budget")

I live in a small-town Philadelphia very remote, more or less 30 km outside Durbanville

This is where one can see that it does not matter what party rule It is just the same in every party and the rest of South Africa

If you stay outside the Central Business district and lager towns, you are forgotten and not budgeted for

Unless of cause if you are “labelled” as “less fortunate” no matter where you stay Then you can have two properties, one in Easten Cape or elsewhere where you always go at the end of the year, because you do not have to pay for that one either

No rates for the shack you stay in for free nor the house you built in your hometown either Everything is for free Others will pay for what I want

One cannot say that is not the case because the masses that leave in their thousands to their hometown at the end of the year is not to a resort for a vacation

Someone or somebody need to sponsor them, and it is again the soft target us as homeowners

People forgot that we did not get our houses for free We have to work hard for our hard-earned money to stay where we are and to be safe

We become a nation of sponsors for those who “do not have” not only in our personal tax, but now with our rates as well

Our rates increase in such a way that we pay the same as any other house in Durbanville No distinction that we are in a rural area

Just like in Johannesburg we get constant power problems and nowadays water problems as well

We pay hard earned money for a service with the water levy still charges in our municipality bull, but service delivery is out the door

I wonder how the added cost of the cleaning services will work in our town if they cannot even do the basic stuff

The letter "Goodwood roads crumble in rain" which appeared in the TygerBurger dated 2 July, refers I would like to agree with D Beelders of Vasco, that the roads in Goodwood are in a shocking state and the rain doesn't help I had occasion to go down Kimberley Street from Milton Road and it was full of potholes from Milton to Carey Slater Milton also had a pothole or two in after Alice Street going towards the M7

The City of Cape Town is quick to present an increased budget and Hoosain Abrahams is on some or other committee that wants to develop Goodwood into a City Improvement District, but I think they should first do something about the state of the roads Townsend Street between Milton and C J Langen-

hoven is a wonderful example of a section that has been standing un-tarred for close on a year already, causing cars, taxis and trucks to try and travel on the wrong side of the road to avoid the huge "donga" that has formed there Of course, because the intersection of Voortrekker Road and Jakes Gerwel Drive is a bit of a conundrum, many motorists, especially taxis, think they can avoid it by going along Townsend Street instead, so I don't expect the road will be pothole free for long

Please repair the roads in Goodwood even the manhole covers, etcetera are lower than the roads, which cause the cars to try and avoid them
