To provide further rates relief to Cape Town’s struggling middle class, additional tariff adjustments were tabled at City Council last week.
According to Mayor Geordin Hill-Lewis these changes will result in smaller increases to municipal bills compared to those proposed in the March budget
Extra relief measures include a reduction in the new fixed city-wide cleaning charge introduced in March for properties valued under R20 million
Additionally, a new pensioner rebate will offer up to 100% off this charge
Furthermore, fixed water charges have been reduced for properties valued between R1 million and R25 million, relative to the rates proposed in the March budget draft
In his speech at a council sitting on 28 May he stated that the March budget was designed to protect families living in lower-value homes, and deliberately designed to cross-subsidise this protection from higher value homes
These new amendments according to the mayor will preserve that protection for poorer families while at the same time softening tariffs for the middle class whose feedback was carefully considered
"We have examined the budget to find ways to achieve this without compromising the critical and urgent investments required for infrastructure, and without punishing the whole city in years to come by kicking the can down the road instead of doing what is needed now," said Hill-Lewis about the record-breaking R36,8 billion capital budget
According to Hill-Lewis, based on average consumption patterns a R1,2 million home's bill will be up to 15% lower; a R2 million home, up to 24% lower; R3 million to R4 million homes up to 33% lower, and R5 to R7 million homes up to 40% lower
"Following the relief measures we are tabling today, 97% of ratepayers won’t experience the often-repeated +20% increase in monthly bills, and virtually no one will experience a 30% increase on any reasonable household consumption scenario
“The 3% of cases where this year’s tariff reforms may lead to an unusually steep increase of over 20% relate to homes of high value with very low electricity and water usage well below the average household, likely due to large solar and borehole investments," he said
The City will continue with electricity price relief for residential customers, which will benefit households across the property value spectrum
"From July, the per unit electricity charge for customers on the Home User and Domestic tariffs is going down This is made possible by discontinuing the 10% cost embedded in electricity prices that previously paid for city-wide cleaning The reduction in the per unit cost of electricity will be especially meaningful for larger families with high consumption
“For example, when using 750 electricity units in a month and water between 1030KL, total monthly bills for homes valued R1 million to R3 million will decrease by as much as -5%, up to a maximum overall increase of 3%," he said

Hill-Lewis stated that fulfilling priority investments and major long-term infrastructure commitments requires "an element of fixed charges" to ensure all Capetonians contribute to maintaining infrastructure and stable service delivery
"Municipal infrastructure must be available for everyone, and must always work To achieve this, costs must be borne by all ratepayers, and not only those who can’t afford to invest in alternative water and electricity sources
“Cape Town would not have a working electricity or water service to speak of if the City only charged people for consumption
“Many costs are fixed in nature, such as pipelines, trucks, chemicals, cables and staff to service it all These costs remain no matter how much people consume, and so fixed costs must be met with a portion of fixed revenue "
He emphasised that Cape Town cannot sustainably fund infrastructure with lower-income and affluent households making equal contributions
"Hundreds of thousands of households between R500 000 and R1,5 million do make meaningful fixed contributions within their means But we cannot sustainably run a city where a R50 million household makes the same fixed contribution to water and sanitation infrastructure as a R500 000 household
"Cross-subsidising where the better off among us help to fund services for the less fortunate is the only sustainable way to ensure a working city All households, whether low-income or affluent, also contribute 15 cents in every rand of rates paid towards free and basic services to indigent households valued under R500 000 ”
The Mayor made it clear that the City cannot afford to cut its record-setting R40 billion infrastructure budget, the largest of its kind in South Africa
“There are no luxury or optional major infrastructure projects in this budget every one of them is urgently needed,” he said
“If we want Cape Town to be an even better place to live in the years ahead, we must be honest with residents about the choices before us One path leads to progress; the other is the all-too-familiar path of decline, which many cities and towns across our country have already taken That path is marked by failing services, collapsed water systems, broken traffic lights, potholes, and stagnating local economies ”
The Mayor also acknowledged that ratepayers cannot shoulder the infrastructure burden alone, which is why the City has focused on strengthening governance, improving its credit rating to support borrowing, and accessing limited national infrastructure funding that is allocated on performance and merit
The Western Cape cabinet has approved comments from the provincial health department expressing strong objections to the draft governance regulations relating to the implementation of the National Health Insurance (NHI) Fund, published for public comment by the national health minister Dr Aaron Motsoaledi
The draft regulations represent the attempted first formal step towards establishing the NHI Fund, effectively centralising all healthcare funding under the national government
While the Western Cape Government supports the constitutional imperative to realise the provision of universal healthcare, it remains concerned that the NHI model in its current form will weaken existing healthcare systems and reduce the ability of provinces to deliver responsive and accountable services to residents
The draft governance regulations provide for detailed matters pertaining to, among other things, the appointment of a board and CEO for the NHI fund
In terms of Section 55 of the NHI Act, the national minister may only make regulations after consulting both the National Health Council, which includes all nine provincial health departments and the national department as well as the NHI Fund Should the minister make regulations without consulting the fund, the regulations will be invalid Should the minister wish to proceed to issue the draft regulations without consulting the fund, it will first be necessary to amend the act to remove the requirement for consultation with the fund, according to a media statement by Mireille Wenger, provincial minister of health and wellness
The act, she says, specifies the matters on which the minister is empowered to make regulations, however these do not specifically include "governance” and hence could be ultra vires to the act and invalid

The Goodwood community came together to support women and children affected by gender-based violence (GBV) through a powerful initiative that delivers dignity, comfort, and hope to survivors
The initiative, which started as a collaboration between the Goodwood Fire Department and Goodwood Court, now includes the police station and several community partners Together, they aim to provide essential toiletries and comfort items for trauma rooms that serve victims of GBV, including rape survivors and abused children
Ward councillor Franchesca Walker has thrown her full support behind the project
“The Goodwood Fire Department came on board and then they asked me to join in collaboration with Goodwood Court,” said Walker
“The courts and the police station deal with many women and children who have been exposed to GBV or rape The trauma rooms need toiletries anything to make them a little more comfortable,” says Walker
Walker emphasised that no donation is too small: “Even if it’s one bar of soap, a towel, sanitary pads, roll-on, or even underwear anything that can make a difference in the lives of those who have gone through a traumatic time I’m putting my weight wholeheartedly 100% behind this initiative ”
The movement has also received a warm embrace from the local business sector, with N1 City Mall playing a leading role

A Bothasig resident says he is pleased that the City of Cape Town has finally taken steps to improve safety at the De Grendel Avenue traffic circle The traffic circle has been the spot of several motor vehicle accidents In some cases lives had been lost
Justin Smit, a resident, stays opposite the traffic circle and has seen many accidents occur in the area In an attempt to prevent the accidents from happening, he installed a flashing blue light on his roof
Safety upgrades have been done the last two weeks
"I am very pleased regarding the upgrades to the signage I think I can sleep a bit more peacefully at night now," he told TygerBurger
ANOTHERCRASH
Last weekend, just before the flashing lights were installed, a car crashed through his wall "So the timing could not be better," he adds
Smit says most of these accidents are seemingly due to drivers speeding, and being under the influence of alcohol or drugs "Hopefully bright flashing amber lights will register in their minds before reaching the circle My flashing blue light did not, but it also is not ideally situated to be seen from further up on Plattekloof Road," he explains
He said the driver who drove through his wall two weekends ago at least offered to pay for the repairs
Miquette Temlett, ward councillor, said flashing warning lights designed to improve visibility and enhance safety for all road users, had been installed In addition to the lights, the lane guidance signage has been significantly improved to
make navigation through the circle much clearer and easier to follow
“I’m truly encouraged by these improvements, and I sincerely hope that drivers will take this opportunity to respect the rules of the road when navigating this circle Please choose your lane carefully, reduce your speed, and stay alert - your caution could save lives There was also an investigation done about a speed camera, but if and when this is approved and installed, I will not publish this as it will defy the purpose of it," Temlett said The Bothasig Residents Association (BRA) said it is extremely happy about the upgrade because they had fought hard for the improvements at the circle

Road markings have been freshly painted along with the new signage According to the BRA reflectors had also been installed around the circle which TygerBurger saw during a visit to the site
"I think it is great for our community and motorists in general, as it has greatly improved the visibility of the circle I further hope the City would consider installing speed cameras on the stretch of Plattekloof Road, between Vryburger Avenue and the circle, in both directions
Speeding is a big issue in this 70km/h zone, as well as drag racing at night," says Smit
The metro police department recovered 41 stolen vehicles in the space of 10 months – a whopping 58% up on the year before Officers also made 77 arrests linked to these incidents
Metro police officers are generally tipped off about potential stolen vehicles either during physical stops where they run the licence plate or check for indicators like the VIN numbers; alerts via their control room or alerts from the number plate recognition technology linked to the CCTV network
In the space of 10 months up until the end of April, officers recovered 41 vehicles and arrested 77 suspects on 105 charges
By vehicle brand, Toyota, Nissan and Hyundai were recovered most often – by area, at least six of the incidents occurred in Philippi, four in Lentegeur and three each in Bishop Lavis, Manenberg, Gugulethu and Philippi East
"In many instances, the vehicle theft is just part of a bigger plan to commit other crimes like robbery Our officers recovered 41 stolen vehicles, but they also recovered firearms, cellphones, cash and bank cards in some of the incidents More importantly, they arrested suspects who could potentially be linked to other, more serious crimes," said Mayco member for safety and security, JP Smith
Apart from charges of possession of stolen vehicles, some of the 77 suspects detained have also faced additional charges including fraud, hijacking, illegal possession of firearms and ammunition and possession of suspected stolen property
Vehicles that are recovered by City enforcement agencies are booked in at the police pound in Stikland The vehicles are generally handed over to their owners once investigators have completed their relevant processes like fingerprints and other potential evidence – the owner has to be able to provide proof of ownership before the vehicle is released

As a homeowner in D’Urbanvale I oppose the Engen fuel station development
It is a breach in the spatial planning framework The D’Urbanvale spatial framework is defined as a mixture of standalone houses, retirement and townhouse complexes, gentleman estates, apartment blocks and a primary school settled within a mixture of open spaces parks and wetlands to create a rural atmosphere
The proposed development of an industrial, petrochemical facility is in stark contrast to the rural, suburban atmosphere that makes D’Urbanvale that very special place it is today
There will be significant disruption during the construction phase as heavy earth-moving machinery are required to excavate underground storage facilities
D’Urbanvale is characterised by open spaces, leafy sidewalks and wetlands The Engen fuel station, with its neon-lit forecourt and towering white and blue neon signage monstrosity, will create a visual disturbance that is in stark contrast with the rural atmosphere that makes D’Urbanvale the appealing suburb that it is today
D’Urbanvale is a quiet suburb, but the increased traffic trucks delivery (often done at odd hours) idling engines, operating equipment, compressors and cooling systems, interaction between staff and customers at all hours day and night, will create noise Petrochemical vapour will be constantly released into the atmosphere
There are already seven fuel stations within 3km to this proposed Engen fuel station Surely we do not need another one
There will be health and safety risks as apartment blocks, houses and a primary school around the proposed Engen development will be exposed to significant risks Additionally, gasoline that drips from
a fuel pump and potential underground storage tank leakage will ultimately contaminate boreholes and the Uitkamp wetland
The Uitkamp wetland with its 279 different plants species (of which 30 are threatened), 67 bird species, mammals and reptiles will be irreversibly exposed and threatened by gasoline, oil and other contaminating pollutants that will enter this 32ha of highly vulnerable nature reserve through the runoff of storm water
Property values and a higher risk profile may negatively impact property owners within the immediate proximity of the proposed fuel station – resale value may decrease while the cost of property insurance may increase
Traffic congestion is already an issue during peak school hours, making Mosselbank River Avenue impassable The fuel station will just exacerbate an already untenable situation
D’Urbanvale residential roads have a weight restriction of 3,5 tons and were not designed to support heavy vehicles A fuel tanker truck can weigh up to 44 tons and with no heavy truck turning circle trucks will have to exit down Falcon Street, turn right into Muisvoël and Heron street, back into Mosselbankriver Avenue to exit D’Urbanvale This will have disastrous long-term consequences for the road surfaces and high risk of structural vibration damage to houses, swimming pools and boundary walls
As a D’Urbanvale homeowner I would have expected that the City of Cape Town would have formally sent each impacted homeowner a notice of this intended development Public participation is a fundamental element of the required Environmental Impact Assessment process Why was this not done –this “under the public radar” ploy is of grave concern to myself as a homeowner CONCERNED RESIDENT, D'Urbanvale
