around 21 or 22 December each year In the Southern Hemisphere, the winter solstice occurs around 20 or 21 June, signaling the start of winter there

From here on, the days will start getting longer in the North and shorter in the South The gradual increase/decrease in daylight after the solstice leads to a change in the weather patterns, eventually leading to spring/autumn

The NSRI’s legacy of cold-water fundraising gave the day extra momentum

Station 23 volunteer Jané Botha singlehandedly raised R47 500 in 2023

“Regardless of size, every contribution helps the NSRI continue to teach water safety and survival swimming, as well as conduct rescue operations and save lives,” the NSRI said

The event also held symbolic value The solstice represents a turning point the shortest day and the longest night after which daylight slowly begins to return Communities across South Africa celebrated it as a moment of renewal and resilience during the heart of winter

Anostalgic moment and a bold new chapter are converging at the iconic GrandWest Casino and Entertainment World Flanagan & Gerard, in partnership with Sun International, has officially unveiled plans for GrandWest Mall, a vibrant new retail development set to transform one of Cape Town’s most beloved entertainment destinations

Speaking at the launch, Jonathan Shutte, Asset Management Director at Flanagan & Gerard, reflected on the location’s rich history “As a little boy growing up in the Cape in the '80s and '90s I watched my cousin on horseback jumping over steeples at the Goodwood Showgrounds Who would’ve thought that years later we’d be developing a shopping centre on this very site?”

That site is now home to GrandWest, a premier leisure destination that opened in December 2000 and continued to offer world-class entertainment, from an Olympic-size ice rink and cinemas to two nightclubs, a children’s play park and the iconic Grand Arena

MORETHANJUSTARETAIL

Paul Gerard, Managing Director at Flanagan and Gerard, said the new mall will be more than just a retail space; it's a community hub

“GrandWest Mall will be anchored by two supermarkets, a specialised food store and two

An

Court eviction sought for refugee sites

The City of Cape Town and national departments of home affairs and public works are jointly seeking a Western Cape High Court eviction order for the remaining foreign nationals unlawfully occupying two sites in Cape Town, at Wingfield and Paint City (Bellville) While hundreds of foreign nationals have accepted support to relocate from these sites over several years, the remaining unlawful occupants have refused all offers of assistance by the state and United Nations High Commission for Refugees (UNHCR)

Many, if not all, of the respondents are in family units and meaningfully engaged in self-sustaining economic activity while remaining in unlawful occupation with the aim to leverage this for repatriation to first-world countries

UNLAWFULOCCUPANTS

NEW MALL AIMS TO BE MORE THAN JUST A RETAIL SPACE; BE A COMMUNITY HUB

pharmacies It will also offer fashion, athleisure, health and beauty, services, travel, banking, and a variety of restaurants ”

It will comprise retail space of 22 000 m² and health and fitness facilities over 2 000 m² that will be integrated with the casino, hotel and entertainment complex

Shoppers can expect also peace of mind in a highly secure setting

STRATEGICLOCATION,STRONGREACH

Situated between the N1 and N2 along the M7 motorway, GrandWest Mall occupies a prime location

With limited competing retail options nearby and a lack of large regional malls in the trade area the mall is positioned as the primary shopping destination for surrounding suburbs Its catchment areas include Goodwood, Thornton, Norwood, Epping, Bonteheuwel,

Elsies River, Langa, Kensington, Gugulethu and Parow

As Cape Town’s development expands northwards along the N7 corridor the mall’s location places it in the heart of the city’s future growth zone

Norman Basthaw, CFO of Sun International, emphasised the significance of the GrandWest precinct: “GrandWest is more than just a landmark; it’s a symbol of excellence, resilience and innovation in the Western Cape, from its Victorian architecture to the spirit of District Six, it celebrates Cape Town’s history while embracing its future ”

The mall also leverages GrandWest’s established appeal, being the only casino in the Cape along with boasting one of the province’s few Olympicstandard ice rinks and a venue that regularly hosts major international concerts

“This synergy between shopping and entertainment ensures that GrandWest Mall will not only serve local residents but also attract tourists and visitors from across the Cape and beyond ”

LEVELFIVELOCKDOWN

Foreign nationals were initially relocated to the two sites –Wingfield and Paint City - under Covid-19 level five lockdown emergency regulations, and after the High Court granted their eviction from Green Market Square and the Central Methodist Church At the time, the foreign nationals cited fears of xenophobia and demanded relocation to Europe or Canada, which is not lawfully possible

The department of home affairs (DHA) completed various repatriation and deportation processes, and with the assistance of the City and NPO’s hundreds of foreign nationals were also reintegrated back into their local communities of origin DHA and UNHCR processes have long concluded at both sites, with an eviction now being sought for the remaining unlawful occupants who have refused all offers of support, and who continue to insist on relocation to a place outside of South Africa or their countries of birth

Around 160 unlawful occupants remain at the Wingfield site – under the custodianship of national public works – while around 200 remain at the City-owned Paint City site in Bellville Violent hostility exists between factions of the unlawful occupants, as well as towards law enforcement authorities

"This joint application aims to restore these sites to their original public use and to bring an end to the undignified conditions for the sake of the unlawful occupants and the general public, as these sites have generated a great deal of public complaints," said Cape Town Mayor Geordin Hill-Lewis

MULTIPLEOFFERSHAVEBEENMADE

Home Affairs Minister Leon Schreiber said extensive support was offered by the state over time to assist the foreign nationals

"Multiple offers of assistance have been made by the DHA, UNHCR, NPOs, and the City to reintegrate and repatriate the foreign nationals, with hundreds of people having taken up these opportunities following assessment operations " Public Works Minister Dean Macpherson said the joint application is the result of a signed collaboration agreement between the different spheres of government

Establishing ways to fight the scourge of extortion, which is fast becoming the new currency of control, crippling communities through fear and financial ruin, topped the agenda at a Multi-Sectoral Anti-Extortion Summit held recently.

Convened by the Western Cape Government the summit, held in Century City on Tuesday 17 June, aimed to assess the impact of extortion on the province's economy, as well as identify gaps in how law-enforcement authorities are addressing it

Stakeholders attending the discussion included officials from several provincial government departments, the City of Cape Town, the police, representatives of the business community and civil society

In a press statement Premier Alan Winde highlighted that late last year about R400 million in infrastructure projects in the province were halted due to extortion

"This is intolerable," he declared "We must recommit to working closer together to hit back at these criminals

One way in which we can do this is by giving provinces and municipalities more of a say in policing, adequately resourcing the police in our province – with crime intelligence significantly bolstered - and by properly capacitating the National

R400MIL

Prosecuting Authority (NPA) "

ORGANISEDCRIME

Winde said in recent years extortion has evolved from isolated incidents into an organised systemic pattern of criminality

He added that construction sites were among the main targets of "extortion mafias" with the public-transport sector and hospitality industry also under attack

Anroux Marais, Western Cape Minister of Police Oversight and Community Safety, said extortion posed a direct threat to livelihoods, small businesses, infrastructure development and public services

"It undermines the rule of law, instils fear in communities and leaves many of our residents despondent

“When gangs and syndicates impose 'protection fees' on residents, business owners and contractors they are not just stealing money but opportunities that hamper our collective jobcreation efforts "

Stakeholders reaffirmed their commitment to a stronger collaborative approach, integrating law enforcement, community organisations and

businesses to dismantle extortion networks

Marais said provincial government remained steadfast in its commitment to eradicate extortion

"The valuable contributions made during the summit will feed directly into our collective strategic interventions to follow "

ENFORCEMENTUNITS

Col André Traut, provincial commander, said to ensure a focused and coordinated response to extortion police have established two key enforcement units These include a provincial extortion task team, comprising provincial detectives specialising in investigating extortion-related crimes

"This unit's primary role is to gather intelligence, conduct surveillance and build strong cases for prosecution, and they are hard at work with their task "

The second unit is an Integrated Extortion Team comprising police, the National Prosecuting Authority (NPA) and other key role-players

"This team meets to devise strategic interventions, share intelligence and execute joint operations to tackle criminal syndicates," explained Traut

He added that to secure convictions police have boosted their collaboration with the NPA, which led to the Director of Public Prosecutions assigning a dedicated State Advocate to provide police with legal guidance during investigations

According to Traut, police have bolstered visibility in crime hotspots, such as business districts, transportation hubs and schools

Traut said in the 2024-'25 financial year 115 suspects involved in extortion were arrested

"Continued investigations are expected to lead to further arrests that will result in a dent in organised crime "

He added that some schools in hotspot areas have also been targeted by extortionists and

several safety measures have been put in place These include police escorts for learners

"Particularly in areas where criminal elements have attempted to extort protection money

Community policing initiatives to involve parents, teachers, and local law enforcement in ensuring school safety "

Traut reiterated that public cooperation is crucial in the fight against extortion and encouraged the community to get involved

He said through robust law enforcement, legal action, and community collaboration, the province is actively working to dismantle extortion networks and restore public confidence in security and justice . If you have any information about extortion, report it anonymously via the toll-free hotline: 0800 31 44 44.

The two-storey building in Voortrekker Road, Parow, that suffered significant damage in a fire a year ago, is undergoing restoration

A fire broke out at the Parow Centre Tallent Park-building on Monday 19 August 2024 which claimed the life of a five-year-old child It is still unclear as to what led to the cause of the fire at the building on the corners of Voortrekkerand Tallent road in Parow

The doors to the building on both sides remain closed, however cleaning up of the building has been underway The building remains unoccupied both below and above TygerBurger approached the City of Cape Town recently requesting information about the building, and to get an update on the progress made Wayne Dyason, spokesperson for the City's law enforcement, responded

CITYRESPONDS

In his response, he explained that the City's Problem Building Unit (PBU) received a complaint about the building and that on 28 August - a week after the devastating fire - they registered a case for further investigation "We conducted

an inspection, and the owner was already busy with remedial measures The owner provided representation with regards to the property which included a way forward for the building to be repaired and reoccupied

"The roof had been replaced and repaired, and the inside of the building was cleaned The owner has secured the building and has security 24/7 on the property," he says Dyason confirmed that the building is currently vacant and that it will remain as such, until the repairs have been concluded

TygerBurger also asked what the City's plans are with the building

"While the owner is busy conducting repairs, the PBU will continue to monitor progress The building will remain unoccupied until repairs have been completed," says Dyason

The City's media office could not provide details about the owner and referred the newspaper to the Deeds Office

TygerBurger then contacted Given Gabara, registrar of deeds: Western Cape Deeds Registry at Cape Town, but have not yet been able to find the owner

Two of the previous tenants the newspaper spoke to could also not provide details of the owner

IT IS STILL UNCLEAR WHAT CAUSED THE FIRE AT THE BUILDING

Donation brings joy to residents in need

AVRILFILLIES

Approximately 450 residents from Ottery, Parkwood, Philippi, Wetton, Freedom Park informal settlement and Strandfontein areas benefitted from the China Town Winter Outreach Programme on Saturday 14 June

This venture was done in partnership with Keith Blake, a retired police officer from Ottery and former operational commander at Table Bay Harbour, Shuwing Lieu, CEO of Chinatowns and the Tzu Chi Foundation

"Over the past 10 years, I received requests from Lieu to nominate disadvantaged communities to receive winter parcels as that they are handing out food parcels every year The inclement weather we have experienced over the past month forced me to ask Lieu to move the winter outreach forward by a month I spoke to residents in the informal settlement and they said they are freezing from the wet and cold and chopped up all the trees in Woodlands Road in Ottery for firewood to keep warm," Blake says

"I phoned Lieu, my friend since 1982, and relayed the messages from the residents and after discussing this with his managers he said the winter programme will be on Saturday June 14 at the Ottery branch

“Tina and I were summoned to his office on Friday 13 June for a meeting and reaffirmed that each person nominated by me will receive a 25-litre bucket filled with some groceries, a blanket and 10kg rice donated by the Tzu Chi Foundation

"We were in tears when he stated each recipient will get a winter gown, jackets, winter slippers, water bottles, wool beanies and masks to keep them warm He

even offered to buy 6 000 pieces of wood, which I declined as I had received and donated six bakkie loads of stumps and wood for Freedom Park," Blake says

SAFETYFIRST

With the help of Grassy Park police, Ottery Fire Department, five Grassy Park CPF members, law enforcement officers and security officers they made sure that there were no safety hazards during the event

"Tzu Chi, which means ‘Compassionate Relief’, is an international humanitarian organisation rooted in the principles of love, kindness, and service Since our founding in 1966 by Dharma Master Cheng Yen in Taiwan, we have carried out charitable work across the globeproviding aid to the poor, relief to disaster victims, and hope to those facing hardship

"At the heart of our work lies the belief that small acts of kindness, when multiplied, can transform lives and heal communities," says Meghan Dyck, from the Tzu Chi Foundation

"The Foundation's involvement in the Ottery event was led by Western Cape Chair Joan Wu and William Wu, whose tireless commitment to service helped bring this special day to life With the support of Tzu Chi volunteers, we joined hands with China Town to distribute essential items to families and individuals facing difficult circumstances

"The spirit of giving is a long-standing tradition for Tzu Chi We believe that every person deserves to be treated with respect and compassion, regardless of their background or situation Events like this remind us all of the power of community and the profound impact of giving from the heart," she says

How To Train Your Dragon, my seuntjie se gunsteling -RICHARDROBERTS

Veiligheid

is ‘n grondwetlike

Turning learners away from gang lures

Gangsterism is a terrible plague on the Cape Flats and surrounds I had the idea that if schools in collaboration with parents, communities, sponsors, businesses and government could raise funds, they can reward top and

deserving learners with the luxury items not normally accessible to them

This could serve as a deterrent from gangsterism and promote that education is key to success TYRREL THAYSEN, Milnerton
