Have your say about airport

Some residents are upset that an invitation to a public open day about the proposed extension of Cape Winelands Airport today (Wednesday 20 November) was sent out to interested and affected parties only a week ago.

The event will be held from 14:00 to 20:00 at Goedgeleven in Klipheuwel Road, outside Durbanville.

The phased airport development will include the construction of a primary runway with a length of 3,5 km. Associated airport infrastructure for land-side and airside use will also be phased in based on market demand.

PUBLIC OPEN DAY

This public open day forms part of a One Environmental Management System application for a scoping and draft environmental-impact assessment process for the project.

Affected and interested parties have 30 days to provide PHS Consulting with comments – up to and inclusive of 13 December – by email to amanda@phsconsulting.co.za.

environmental-impact assessment report, water-use licence technical report, wastemanagement plan, maintenancemanagement plan and supporting documents will be available at the Fisantekraal Public Library for this period. It can also be viewed on www.phsconsulting.co.za.

DISRESPECT

Larry Eichstadt, an environmental consultant at Resource Management Services (RMS), says the current public consultation process is being driven legalistically, and although it may tick the boxes it shows complete disrespect to the larger Durbanville community at this time of the year, allowing as it does the specialist consultants involved in the project to hide away to some extent. Spatial trends report shows inward growth

Land development shapes commuting and infrastructure costs. In other words, it’s the way a city develops land, directly influences the distance people need to travel to work as well as the costs its ratepayers must bear for essential infrastructure. So how and where development takes place affects spending on the provision of water, sanitation, electricity and the road network needed to support mobility across the city.

An overview of changes in land use and development patterns in Cape Town since 2012 is contained in the City’s Spatial Trends and Implementation Tracking Report issued on 8 November.

The informative and easy-to-read report indicates changes in densification and mixed-use development in the City, the extent of its built footprint, changes in the property market and the uptake of new development and human-settlement patterns. The report also tracks public investment and projects aimed at restructuring and upgrading urban areas, and monitors public capital expenditure.

According to Cape Town Deputy Mayor and Mayco member for spatial planning and the environment Eddie Andrews the documenting of trends is important for evidence-based planning. “The report provides guidance on spatial policies and interventions needed in ensuring residents’ quality of life, while protecting our finite natural resources and heritage assets.”

In a statement to the media Andrews pointed out the phenomenal population growth in Cape Town due to quality of life, economic opportunities and service delivery. “However, given Cape Town’s topography, we have limited land available for development, which means we have to make best use of this scarce resource and in a manner that is cost efficient, and also protective of our natural environment. This means we need to prevent urban sprawl, which has a direct impact on economic growth, money and time spent on commuting, inclusivity, spatial justice

Pancake

and Cape Town’s resilience to climate change and unforeseen shocks.”

Spatial justice in this context refers to addressing spatial inequality through integrated development, Andrews explained to TygerBurger, by improving access to social and economic opportunities, reducing the cost and travel time to reach these opportunities, and the quality of the areas in which people, most low-income families live.

“Do they have access to basic services such as roads, water and electricity, public open spaces, social and recreational amenities, school and medical facilities? All these factors have an impact on quality of life. Sprawling cities with uncontrolled urbanisation on the outskirts come at a tremendous cost, not only in providing the infrastructure, but also at a cost to the natural environment, and residents who need to travel long distances to get to their destinations; and most often these are lowincome households.”

BALANCING A CHALLENGE, YET POSITIVE

The indicators in the report depict significant spatial trends within Cape Town. While urban expansion continues to reshape the city’s landscape, environmental impact assessments highlight the ongoing efforts to balance development with sustainability. The report shows residential density in targeted areas and a shift towards more inward growth, indicating progress towards the City’s policy objectives. Andrews states that densification is important as it allows more families to live closer to job opportunities, closer to available public transport such as minibustaxi, bus and train networks as well as existing schools and social facilities. In turn, non-residential development trends within the City’s development corridors reinforces these spatial patterns. Andrews encourages residents, professionals, academics and investors alike to scrutinise this report, as it assists the City in planning better for the future. ) The Spatial Trends and Implementation Tracking Report is available here: https:// bit.ly/SpatialTrendsReport

Omroeper stel boek oor kinders bekend

) Die boek is in Afrikaans, sowel as Engels, God can when we pray beskikbaar by https://benescke.co.za/aanlyn-winkel/, asook by toonaangewende boekwinkels.

Albei is geopereer.

PLASTIESE CHIRURGIE

Volgens haar man, Eugene Smith, moet Chewy nóg ’n verdere twee weke ná die aanvanklike ses weke ’n masker dra, wat hulle net mag afhaal as hy eet.

Testing centres closed on these festive days

As the year winds down the City’s Traffic Service reminds the public that its driving licence testing centres will operate normally over December, except for public holidays and a few other occasions.

Facilities will be closed on 14, 16, 25 and 26 December as well as 1 January 2025.

Early closures will take effect on Friday 13 December (12:00) as well as Tuesday 24 December (13:00) and Tuesday 31 December (13:00). Closing times for Christmas Eve and New Year’s Eve will be confirmed in the coming weeks.

The public is also reminded that the Somerset West testing centre is now operating from the 1st floor of the Strand Municipal Building on the corner of Main and Fagan streets. Confirmation of Saturday operations are posted weekly on the City’s social media channels.

The motoring public is reminded to plan visits to a testing centre accordingly.

The City apologises for any inconvenience caused in this time.

“It is imperative that a formal public meeting be held where the specialists present their reports in public and be questioned at the same time,” he said.

“A public open day is potentially a soft, very hidden approach for this type of project.”

Eichardt said the circulation of a draft environmental impact report (DEIR) of such a significant project for the Durbanville community at this time of year, without making the DEIR available well into January 2025, is highly questionable.

“It would appear as if the publicparticipation process was being driven to the satisfaction of the client’s deadlines with complete disregard to fair public consultation processes.

“The notification of a public open day one week prior to the date and the fact that no formal public meeting where all professionals are required to formally present their reports and be questioned in a transparent manner and, where necessary, defend their findings, compounds the questionable public participation process. It amplifies the fact that focus is on the client’s and applicant’s needs and desires and not the EIA process and associated ethics.

“Why is no copy of the DEIR being placed at the Durbanville Public Library?”

ADVERTISED

On enquiry by TygerBurger, Paul Slabbert of PHS Consulting commented that “it is good practice to have the open

public day early in the 30-day comment period.

“It provides valuable information early enough to assist members of the public in formulating their comments. The public open day was advertised in TygerBurger on 13 November and all the readers should have seen it by now. All registered interested and affected parties were also notified directly by either email address or SMS.”

FOCUSED ENGAGEMENT

“An open day is regarded as the most efficient way to provide a full informative day,” Slabbert pointed out. “In our case we are allowing for six hours of focused engagement from 14:00 to 20:00, giving people the opportunity to interact with the specialists on a one-on-one basis to ask anything they need clarity on.

“Considering the wide window provided to visit the venue it allows flexibility opposed to a set meeting time, and as a result many people already confirmed their attendance.

“It is more interactive than sitting in a meeting with presentations, and from experience the format of an open public day is more productive.

“We have already hosted a formal meeting at a community hall, on Wednesday 8 May, which was widely advertised and open to all members of the public.

“An open day scheduled for Wednesday 20 November is not in the December holidays, which typically start from Friday

20 December. We are within the allowance of the NEMA regulations and the DEA&DP official circular for completion of public participation within this period.”

SECOND ROUND OF PUBLIC PARTICIPATION

“The DEIR states, on page 10, 703 and 704, that a second round of public participation is planned for early 2025,” Slabbert said.

“The public participation process for this project is regulated by the NEMA regulations and the time frames are set accordingly and not related to client deadlines, so this statement is misleading.

“Placement of hard copies is determined by whether the community has access to electronic means or not and which is the most accessible for people who don’t have their own transport. Therefore the Fisantekraal library is justified, and the reason for a hard copy being placed plus the facilities are first-class, it’s safe and there is secure parking.”

Sight restored through free surgery

In a heart-warming display of medical generosity, community spirit and collaboration, 11 patients at the Advanced Durbanville Surgical Centre have had their sight restored through a series of life-changing cataract surgeries, performed free of charge.

Dr Junet van der Merwe, an ophthalmologist, and Dr Matthys Theron, an anaesthetist, both generously volunteered their time and expertise to ensure the project’s smooth execution. The Radiance Foundation also offered sponsorship in support of this initiative.

Advanced Health SA made a significant contribution by providing free access to their operating theatres, equipment, supplies and nursing care, says Michelle Heydenreich, doctor liaison officer (Cape region) of Advanced Health SA.

“The medical companies Intamed and Envision stepped in with vital sponsorship, donating consumables items and intraocular lenses, all of which were critical to the success of the procedures,” she said.

“Cataracts, which remain the leading cause of blindness globally, are a treatable condition that affects millions of people. In South Africa an estimated 250 000 people suffer from untreated cataracts, with many facing long waiting periods due to limited access to healthcare resources.

“The backlog of patients in public hospitals has created an urgent need for intervention, and these initiatives are crucial in alleviating the burden on the health-care system.”

A

BRIGHTER FUTURE

Each of the 11 beneficiaries’ stories were a testament to the transformative power of restored vision.

Wilhelmina de Jongh from Durbanville, who had been struggling with vision loss since January, could hardly contain her joy as she awaited her surgery. “To be able to see again is the greatest gift. It will allow me to live a ‘normal’ life again,” she said.

For Isaac Nkhata from Ottery, a cleaner originally from Malawi, the surgery meant the ability to perform his job with confidence. “I will no longer worry about navigating stairs at work,” he said. Nkhata, a father to a young daughter, was especially excited about the prospect of reading to her again.

Another patient, Christina Brits from Kraaifontein, received her second cataract surgery after experiencing a life-changing improvement in her vision from the first.

For Mary Sacco from Atlantis, the surgery was a step towards regaining independence.

“I can’t wait to renew my driver’s licence and start driving again,” she said. “I’m also looking forward to being more involved with my church’s outreach programmes.”

The positive impact of this initiative extends far beyond the individuals receiving surgery, said Heydenreich.

“Restored vision means that patients can return to work, take part in family activities and resume social interactions, benefits that ripple out to the entire community,” she said.

Johanna Stears from Vredenburg, who had lost most of her vision in one eye, described the surgery as “the biggest gift” she could have received. “I will be forever grateful for this opportunity,” she said.

Johan Botha from Table View, another patient who underwent his second surgery, shared how his first operation had already made a life-changing difference.

“The

backlog of patients in public hospitals has created an urgent need for intervention ...

DEEP GRATITUDE

Jo Wessels from Durbanville expressed her deep gratitude: “Thank you for this immense miracle. To encounter an earth angel like Dr Junet, who restores our sight with such skill and generosity, is something I will forever appreciate. I am so excited to garden, drive, create, paint and read again. This truly is a gift I will pay forward for a long time. Being treated at this hospital is a privilege and an experience I will appreciate forever.”

Cataracts develop gradually, often after the age of 40, and can accelerate in younger individuals with conditions such as diabetes, explained Heydenreich.

“The progressive nature of cataracts means that early intervention is key to preventing permanent blindness.

Symptoms often begin with blurry vision and difficulty recognising faces, eventually leading to a total loss of sight if left untreated.

“Despite cataracts being one of the most cost-effective medical interventions, many people worldwide remain untreated, particularly in underserved regions like South Africa.

“The gratitude expressed by the patients was overwhelming, and the impact of the surgeries will be felt for years to come. All the staff at Advanced Durbanville Surgical Centre, from doctors to nurses and administrators, were deeply moved by the opportunity to help these individuals regain their sight and their independence.”

Christina Brits (left) from Kraaifontein and Wilhelmina de Jongh from Durbanville were among the 11 patients whose sight was restored through cataract surgery.

SLICE OF LIFE

BRIEWE

‘Angel’ puts humanity in truly different light

As age takes its toll on us there comes a time in one’s life when one has to face “what ifs”; not an easy decision to make, however vital a part of our journey.

At the beginning of this month I crossed over from “normal living” into a retirement complex. Before taking that step, on the Thursday 31 October I visited my ophthalmologist to make sure my vision was intact.

However, unbeknown to me laser treatment was suggested – quick, gentle – and I soon was able to venture back into the windy outside world.

As I struggled through blurred vision, my friend guided me into DisChem at the N1 Value Centre in the hopes of buying a reasonably priced pair of sunglasses. On reaching what we were looking for, my friend read the prices out to me – oh dear! Our burst of laughter caused a lady standing close by to turn in sheer curiosity. My caring friend mentioned the sunglasses to protect my blurry vision from the wind. Without a second thought this “angel” from nowhere took her sunglasses from her T-shirt and them handed to me with the words “Please, have mine; I came here today to purchase a new pair.”

What!? Who sent you?

To this angel, generous stranger, you know who you are – I hope you get to see this – my heartfelt thank you for blessing me on that day. Your kindness will be rewarded.

My appreciation also to my friend for all your love and concern you always shower on me. )“AUNIE” URSH, Goodwood

Why pick only on Fallen Angels?

If this “5 km precautionary action zone” is now being enforced, what about other establishments within this zone? Why pick only on Fallen Angels, a major service to the community (“Bleak future for Fallen Angels”, TygerBurger, 13 November)?

Looking at Google Maps there are a number of establishments within these 5 km, even Duynefontein down to Van Riebeeckstrand.

Rather spend your bureaucratic time checking the compliance of building regulations, and so on. )DEREK, Melkbos

‘Toon nou ruggraat, Geordin Hill-Lewis’

)MAMOSITA, Bloemhof

Skate park could work

Please, Mr Mayor, Geordin Hill-Lewis, and PR councillor Anton Louw, before finally deciding on the Velodrome (“Bleak future for Velodrome”, TygerBurger 13 November) reconsider the skateboarders’ plea for it to be revamped into an indoor skate park.

Skateboarding is an individual sport and skateboarders do not belong to a club and therefore cannot lobby for a park.

A 14-year-old Australian girl won a skateboard gold medal at the recent Olympics. Please give the skateboarders in the northern suburbs a park so they also can practise and aim for the Olympics skateboarder.

)TRISTAN BELLINGAN, Hoogstede

I have repeatedly complained about the lack of a fence between the R27 and Rubens Road. Nobody is taking any notice!

There is uncontrolled movement across an extremely busy R27.

The neighbourhood along Rubens Road is unprotected against the busy traffic.

Are we going to wait until someone is run over and killed, maybe an innocent toddler? When is the municipality going to do something?

Millions of rands are being spent on the Pick n Pay side on a canal project.

But the ratepayers of the Waves Edge area are ignored, the grass is not cut and the area is untidy. There is rubbish everywhere and local recyclers camp there on a weekly basis.

Everyone looks the other way! Wake up!

)PIERRE MARAIS, Bloubergstrand

)ANGELINA, E-pos

TURNING THE TIDE ON URBAN DECAY: Dean Macpherson, minister of Public Works and Infrastructure, and Cape Town Mayor Geordin Hill-Lewis helped plant the first wild olive trees on the open field at the Castle of Good Hope on Saturday 16 November. The tree planting ceremony marked the start of reclaiming the site after the hundreds of illegal occupiers were evicted earlier this month. Since the eviction, a fence has been erected to ensure no further illegal occupation. PHOTO: THEO JEPTHA

“Vir my was dit ’n Godsgawe om by DSH aan te sluit nadat my man oorlede is.

“My perspektief het dramaties verander. Ek is positief en empaties omdat ek besef ander het dikwels groter trauma as ek beleef.

WONDERLIKE VRIENDSKAPPE

Curro Aquatics Club dominates champs

Curro Aquatics Club has become a force to be reckoned with after bagging 93 gold, 66 silver and 69 bronze medals at the recent Cape Town Aquatics A and B Championship at the University of the Western Cape.

The more than 100 swimmers from the club achieved an impressive 300 personal best times – securing the highest points in the men’s and women’s team categories. A total of 24 clubs competed overall.

In May last year, Curro Durbanville Aquatics and Curro Century City Aquatics merged to launch Curro Aquatics. The club allows all swimmers, young and old from any school and even adult swimmers, to swim and compete under the Curro Aquatics banner. Recently Curro Somerset West was also added.

To accommodate unconventional training routines, Curro Durbanville offers an afternoon schooling model, Curro PM. This alternative school schedule allows learners an option to focus fully on sport and train in the morning during “normal” school times and attend classes in the afternoon.

“This achievement of being the top club in Cape Town did not

happen overnight. It was years of hard work and dedication not only from all our staff, but from the swimmers and parents as well,” says Mickey Olivier, head coach of Curro Durbanville Aquatics and manager of Curro Aquatics.

“Swimming is a dedicated sport that provides huge

opportunities for those who put in the hard work to make their sacrifices worthwhile,” said Riaan Stroebel, executive head at Curro Durbanville.

“In an effort to continue investing in our swimmers, we’ve appointed a biokineticist to provide further support and enhance our athletes’ performance.

“The senior squad will also be using Polar Verity Sense heart rate monitors, providing coaches with live, reliable data to help swimmers meet their individual goals,” explains Stroebel.

First league match for softball girls

The Milnerton Baseball and Softball Club’s junior softball girls played their first club league match at Turfhall Stadium, Athlone on Saturday 2 November.

Indrukwekkende oorwinnings is behaal

The Milnerton Mavericks players and the St Augustine’s juniors train at their respective clubs and meet up for matches on a Saturday morning.

“To those parents who take the time to drive around and come down to support the children all the time a big wow to you and a thank you for entrusting your children to us. Thanks to coaches Nasheeba and Gayle (St Augustine’s), and coaches Taylor and Rebecca (Milnerton Mavericks) for all your hard work and encouragement of the youngsters.”

– Sarel Burger
