nisipaliteit ontslaan is.
“Wat maak vir my so spesiaal?

JanaScheepers

Voorkoming van misdaad by Paarl-Oos se imbizo bespreek
Coke-vrag ‘gereeld’ geteiken

Wellington:Vier veediewe gevang

Fund fails firms
JanaScheepers
Several businesses in the Drakenstein area, including Paarl-based construction companies, are struggling to operate due to ongoing delays at the national Compensation Fund, a state-run body responsible for assisting employees injured or made ill at work
The fund, established under the South African Compensation for Occupational Injuries and Diseases Act 130 of 1993, provides financial support to workers or their families in cases of work-related injury, illness or death
Employers are required to register their staff and pay annual contributions based on their payroll to ensure coverage
A Drakenstein resident who submits Compensation Fund applications on behalf of local companies said a number of his clients had been waiting over a year for their registrations and “letters of good standing” to be processed
The delay, they explained, has left at least three of his clients unable to operate legally, forcing them to close their doors and leave employees without any income
Under the Act a valid “letter of good standing” confirms that a company’s workforce is covered by the compensation fund and legally permitted to work Without it many local businesses are effectively brought to a standstill
According to the source, who requested anonymity to protect the identity of the businesses they represent, the registration process should ordinarily take between 21 and 30 days
However, since December 2023, they have faced persistent delays in getting applications approved Attempts to contact the Compensation Fund have been largely unsuccessful, with “telephone lines and emails not working or the system being offline,” the source said
They added they had handed in 100
businesses can register their employees through two channels, either directly via the Compensation Fund’s online platform or by using the services of an external specialist
Errors made during self-registration often require expert intervention, but it is at this stage or when new applications are submitted on behalf of clients, that delays most frequently occur
Paarl Post reached out to the department of labour regarding an enquiry about the Compensation Fund, but received no feedback.
The article “Fraud flagged at the Compensation Fund” , published by GroundUp on 17 February 2025, reports widespread dysfunction and suspected fraud within South Africa’s Compensation Fund
The Auditor-General’s office told Parliament in February that the fund has failed audits for 12 consecutive years, citing systemic breakdowns, weak internal controls and possible fraudulent payments
Businesses, workers and medical service providers face months- or years-long delays in claim approvals and payments, with many companies unable to obtain letters of good standing

Bejaarde gewurg en beroof
JanaScheepers

Whistleblower in court
Rasaad Adams
A female administrator and whistleblower at Drakenstein prison said she was undeterred by attempts to silence her after the prison head had her charged with harassment, among other charges.
Early last year Drakenstein’s prison head Ntomboxolo Kungune came under fire over allegations levelled against her of abuse of power, malfeasance and fruitless and wasteful expenditure.
Makaba-Ngayo, who appeared in the Paarl Magistrates' Court on Monday (27 October), said the “frivolous” charges by her boss had caught her by surprise.
“In her court papers she alleges I had arranged to have her taken out,” she told the media outside the court. “She said she is not safe with me. There are a total of five allegations.
“She claimed I had been harassing her for two years. If that were the case I do not understand why she never reported it or addressed me personally on this alleged harassment.
“There is a lot going on here There is obviously the internal investigation going on that I cannot talk about at this moment.”
The matter was postponed to 8 December for Kungune to make representation.
“She was not in court today (Monday). Her lawyer attended on her behalf,” Makaba-Ngayo pointed out. “The court, however, said she must attend and hence, the matter was postponed.”
On Monday, EFF political-party members picketed outside court in support of Makaba-Ngayo calling for the removal of Kungune.
In February last year Paarl Post reported on the shocking allegations levelled against Kungune.
A group of wardens in January last year penned a letter to then-Minister of Correctional Services Ronald Lamola, accusing the prison head of abuse of power, malfeasance and fruitless and wasteful expenditure.
The allegations ranged from administrative to housing complaints.
Officials accused Kungune of abusing her power by removing competent staff who disagreed with her and replacing them with junior, compliant officials.
She is alleged to have suspended an unusually high number of staff, double the amount recorded over the last five years, and to treat misconduct by her close associates leniently while harshly disciplining others.
Her leadership style was described as autocratic and intimidating Kungune was further accused of dismantling the housing committee that had allocated staff accommodation within the prison precincts and personally assigned houses to favoured officials, disregarding established criteria.
Some families were allegedly evicted unfairly.
She reportedly renovated a departmental house without approval from Public Works, which funded the changes, and the house now stood vacant.
The wardens also alleged that the prison’s abattoir, which supplied meat to correctional facilities nationwide, was in disarray
They claimed experienced staff were replaced by untrained workers, causing severe production delays.
Chickens and pigs were kept far beyond normal slaughtering ages, increasing feed costs and driving production prices up.
The Department of Correctional Services, meanwhile, confirmed it was aware of the allegations in question
“These allegations were previously brought to the department’s attention,” said the department’s spokesperson Singabakho Nxumalo “The claims were thoroughly assessed and found to have no basis.
“Accordingly, there is no internal investigation underway against the Area Commissioner of Drakenstein
“The department therefore dismisses the renewed allegations as unfounded and reiterates the matter has previously been dealt with in full ”

Mobility gives out 44 bicycles
The Methodist Church in Wellington is among several organisations that received bicycles from the Western Cape's Mobility Department on Saturday (25 October).
Mobility MEC Isaac Sileku handed over the bicycles in Idas Valley, Stellenbosch, to the organisations in attendance According to the department, the gifting of the bicycles forms part of the Provincial Sustainable Transport Programme (PSTP)
This also forms part of the department's ongoing efforts to improve safe, affordable, and sustainable mobility across the Western Cape
"The Bicycle Distribution Project, one of the flagship initiatives under the PSTP, aims to empower communities by providing bicycles, safety training, and basic maintenance support to beneficiaries who have to walk long distances to school, work, or community activities "
The programme was launched in 2019 and over the course of six years, more than 2500 bicycles have been distributed across the Western Cape to learners, neighbourhood watches and community-based organisations
"A bicycle may look simple, but it represents freedom, dignity, and opportunity Through this programme, we are helping
learners get to school on time, supporting workers to save money on transport, and giving neighbourhood watches the means to patrol their communities more effectively," says Sileku.
"The handover is another example of what is possible when government, municipalities, and communities work together to make mobility safer and more accessible for everyone These bicycles will go a long way in strengthening community safety, promoting wellness, and creating opportunity "
In total, 44 bicycles were handed over at the event and will be distributed to local organisations, which include: Idas Valley Community Trails, Angels of Hope Community Development Organisation, Methodist Church of South Africa in Wellington Prochorus, Hillside Village Neighbourhood Watch and Juffernbrugh Street Neighbourhood Watch
Reginald Pheiffer, Stellenbosch Municipality councillor, said: "We are proud to partner with the Mobility Department on this initiative, which supports our vision of a connected and inclusive Stellenbosch Projects like this show how collaboration can bring real change, helping communities move more freely, improving safety on our roads, and encouraging healthy, sustainable living "
Maatskaplike dienste skuif

Businesses and individuals came out in their numbers to support the annual Golf Day fundraising event of Sunfield Home at the Paarl Golf Course
The event took place last Thursday (23 October) and was in aid of Sunfield Home, a centre for intellectual disabled adults. The goal of the Golf Day was to raise awareness and funds for the centre, which is situated in Wellington.
On the day of the event Elmarie van Schalkwyk, managing director at Sunfield Home, said she is very excited, especially after she saw how cheerful everyone looked.
“The people who are here at the Paarl Golf Club today are supporting Sunfield for a fundraising initiative by playing golf with us. The funds generated here will supplement our budget deficits. So, it could be for food, for the electricity to keep the place running, it could be to pay the staff, but, most importantly, for
the care of our residents to make sure they are perfectly looked after.”
Van Schalkwyk added: “Sunfield Home is a centre for intellectual disabled adults from the age of 18 years. We try to accommodate them as long as possible while they are still physically strong So, it is a home for them and then also a workplace for these people who cannot work in the wider market.
“We invite everyone to come and visit us so that we can show you what we do and that you can meet our residents and receive all the love they radiate.”
A dinner was held later that evening where everyone were thanked for their contributions. As part of the dinner there was a prize-giving as well as an auction of some of Sunfield Home residents’ artwork.
Sunfield Home welcomes donations and anyone who would like to make a donation can contact Elmarie van Schalkwyk via email at elmarie@sunfieldhome.co.za
Spaza workshop
ChantélleHartebeest
A workshop for spaza shop owners within the Paarl area took place last week at the Thusong Centre in Paarl East The session was spearheaded by the Cape Winelands District Municipality (CWDM)
“The training was conducted to help these small, but vital businesses follow the required standards in order to maintain their Certificate of Acceptability (COA),” says Stefnie Titus, chief environmental health practitioner for the CWDM
The information sessions for spaza shop owners were hosted by the Municipal Health Services of CWDM, together with the Department of Agriculture and Drakenstein Municipality’s Department of Local Economic Development
According to Titus the Municipal Health Services consists of 48 environmental health practitioners (EHP), stationed in the five main towns in the district
“The Municipal Health Services have nine main functions focused on managing environmental risks by assessing and addressing the physical, chemical, and biological factors that impact community well-being ”
She added that the Municipal Health Services ensure that all consumable products produced, sold and/or exported into or out of the district is safe for consumption
“The practical implications of this task include regular inspections at supermarkets, abattoirs, packing rooms, etc as well as monitoring of air and water quality
Even the water in public swimming pools is regularly tested to ensure that it complies to the regulated standards ”
Workshops for spaza shop owners have
been taking place throughout the Cape Winelands during September and October
“Forty-five business owners from Paarl East participated Although this may seem very few, bear in mind that one owner can have many shops and that there is more than one opportunity for the owners in the area to attend
“With the recent events surrounding food safety of products specifically bought at spaza shops, coupled with the joint operations done throughout the country involving municipal health, local municipalities, the police, Sars and department of home affairs, CWDM Municipal Health Services saw the need to educate spaza shop owners on the legalities of opening and running such businesses in order to become compliant and ensuring the safety of food products sold to the public ”
Some of the key points that were touched on, include – hygiene requirements and the importance of practicing good personal hygiene which includes frequent handwashing; safe storage and use of pesticides; and the registration and licensing process of spaza shops at Drakenstein Municipality Titus says CWDM will continue the need to offer such workshops as the need arises, because they committed to health education and training, and assisting businesses to become compliant.
Spaza shop owners within Drakenstein can contact their local environmental health practitioners at the office of the CWDM, 194 Main Road, Paarl or phone 021 871 1001 Alternatively, they can email Stefnie Titus at stefnie@capewinelands gov za Any spaza shop owner within the Cape Winelands in other municipal areas can contact the CWDM directly either via e-mail at admin@capewinelands gov za or sharecall, 0861 265 263 for information

Pietersen turns her pain into purpose
Chantélle Hartebeest
Taking the first steps towards your healing and choosing a better life for yourself may seem like the highest mountain to cross. Louise Pietersen, a qualified trauma counsellor, wanted to assure anybody in such a situation that they don’t have to make the ascent alone.
Pietersen recently launched a non-profit, Let’s Arise, and she is dedicated to helping everyone who comes knocking for help. The initiative was born from being faced with some of life’s biggest challenges, such as gender-based violence, drug abuse and having been molested as a child herself. She has turned her pain into power, rising above everything that was meant to break her.
“Guided by the inspiring slogan ‘Step Out to Step In’, Let’s Arise encourages individuals to step out of pain, fear and limitation, and step into healing, purpose and transformation.
“I had to step out to step in. Step out of pain, fear and brokenness, to step into healing, purpose and power. That’s what Let’s Arise NPC is about; giving others the chance to step out and step in.”
This year Pietersen also reached the milestone of being drug-free for ten years. She recalled the time in her life when she had to live in a shelter for
abused women.
“I stayed at a shelter and I saw how women are with one another It’s not easy to share your story I was privileged to go on a writing retreat during those years where I learnt to write my story That was the first step towards my healing to learn to write my story.”
Today she is also an ambassador of the 1 000 Women Trust, who stand against gender-based violence and femicide, while raising funds and awareness.
According to Pietersen the foundation of Let’s Arise is rooted in God who laid the mission on her heart.
DIVINEINTERVENTION
“Last year God spoke to me. I got different signs where God told me to step out [at my current job]. I have to close the door, because he wants to open a new door. February this year God just told me “you have stood still at this mountain for too long” On 26 March of this year I stepped out in faith as operational manager of Radio KC.
“This is where Let’s Arise slogan comes from and why I say Let’s Arise, because many times people are so stuck in something. They don’t realise they have to step out so they can step in. I had to step out of a lot of things to be able to step in. I was in mourning for almost two months after I left my job. I literally laid down and cried before God Then I recon-
nected with 1000 Women and I was reminded that I have been clean from drugs for 10 years. I thought what is it that the Lord wants me to do What is it that I can do in Drakenstein?”
One heartbreaking reason why Pietersen decided to establish Let’s Arise was when her son was also molested. She felt that the system had failed her child. “As a trauma counsellor
and GBV warrior I felt as if my hands were cut off when I was told my child has ADHD and he would not be able to testify in court.
STEPPINGINTOSYSTEM’SBREACH
His abuser’s case was based on forensics, the basis on which the uncle in question was arrested, and about two months ago he died.
“My child has not yet received trauma counselling or any help. He is now on ADHD medication, but the system failed my child, but I realised at some point this is one of the reasons the Lord has made me a qualified trauma counselor.”
Local motivational speaker Charlene Elliot, who also attended the opening of Let’s Arise, commented: “It reminded me once again of the power of unity and the incredible things that can happen when people come together with one purpose: to rise and to help others rise with them.”
Let’s Arise offers the following key services:
• Trauma counselling and psychosocial support.
A 24-48-hour emergency safe room for victims needing immediate protection.
• Affordable educational tours to give rural communities access to new opportunities and experiences
• Event planning and management for community-building initiatives.
• Affordable tutoring to help children from disadvantaged backgrounds access quality education.
• Building sustainable partnerships with schools, businesses, and community organisations across Drakenstein.

Value of after school promoted
Chantélle Hartebeest
Learners across Paarl East attended the fun-filled activities of the Lights On After-School Day (LOAS) at Paarlzicht Primary in large numbers on Thursday (23 October).
LOAS is a worldwide campaign that was launched in 2000 in America by the After School Alliance organisation. It has become an annual event in South Africa over the past six years.
The main goal of the campaign is to raise awareness of the vital role after-school programmes play in supporting learners’ holistic development, says The Learning Trust, who drives this campaign in the Western Cape, Eastern Cape and Gauteng.
“Many of the young people we work with don’t always have the luxury of strong support systems at home Afterschool programmes step into that gap, not only to help with homework or academics, but to build confidence, provide encouragement, and model what it means to persevere and plan ahead,” says Charlene Peterson Voss, Executive Director at The Learning Trust.
The Learning Trust supports innovative, early-stage and community-based education nonprofits through the pro-
vision of funding and capacity support to after-school programmes. They drive the LOAS campaign in South Africa in partnership with YearBeyond, a flagship national youth service programme, that was the host of the LOAS activation in Paarl Many other local non-profit organisations with after-school programmes formed part of the activities, which included self-defence lessons, touch rugby, soccer, volleyball and rieldans.
Wayde Groep, Communications and Advocacy Manager at YearBeyond, says there were approximately 400 children. Local Partners included Drakenstein Municipality, Bully Busters, Magda se Sopkombuis and other primary schools.
“The Lights On After School celebration was a powerful reminder of what’s possible when we invest in our learners creating safe spaces filled with opportunity, mentorship, and joy,” said Groep.
“At YearBeyond, we believe these moments of connection and growth help shape brighter futures not only for learners, but for entire communities.
What often goes unnoticed is the vital role of the practitioners in our case, the YeBoneers, our youth in service. These hidden educators are the heartbeat of after-school learning. This celebration was as much about them as it was about the learners they inspired.”

TV celebrates male spaces
A new television series explores the intimate relationship between South African men and their personal spaces.
What does a man’s living space really say about him? It’s a question that has fascinated interior designer and author Leoni Smit for years, leading her to create the acclaimed coffee-table book Masculus – The Male Domain
The book, which began as a serious exploration of interiors, masculinity and psychology, is a 7 kg statement on the architecture of male life, conceived and crafted by Smit over three years
Now, this passion project has an added dimension; it, in turn, has inspired a television series that gets up close and personal with men in their most private sanctuaries.

world, even if it doesn’t quite reflect the book’s seriousness. The 13-part series, which premiered on kykNET on 5 October, is human, energetic and alive. It is a personality-driven exploration of men and the spaces they inhabit, capturing their gestures, their humour and quiet truths.
Director Elmi de Pauw brings this world to life. Energetic and intuitive, she lifts the mood in every room, revealing the small human moments that make each man visible. Through her lens interiors become stages and men reveal themselves without artifice.
Among the collaborators is co-presenter Eugene Coetzee, founder of Eugene Coetzee Décor & Design Consultants
A consummate connoisseur of books, he said: “The moment I purchased Masculus I thought it would be fascinating to share its spirit with a wider audi-
ence I do not even page my books; they are sacred They have colours, moods, identities. They are not only books; they are characters Film, to me, is pages in movement.”
His perspective complements Smit’s original vision without redefining it; the book remains sovereign and the series echoes and explores its human dimension.
“I created Masculus – The Male Domain because I love coffee-table books,” Smit reflected. “They are necessary. They live in the open, bold, large, unapologetic. Film does not replace the book. It breathes alongside it.”
Produced by Walla Films, with the financial support of IFX Brokers, Tussen mure reflects South Africa’s creative capacity to merge design, story, and character on screen.
