apelo Matlala, stadbestuurder van die Sol Plaatje-munisipaliteit in Kimberley, moet teen Vrydag 12 September amptelik reageer op ’n brief van die burgemeester en haar raad oor hoekom hy nie geskors moet word nie weens ondersoeke deur die Valke, Openbare Beskermer en die Spesiale Ondersoekeenheid.
Dit kom ná 'n raadsbesluit op ’n spesiale raadsvergadering op 4 September ná 'n dringende versoek van verskeie gemeenskaporganisasies en die Noord-Kaapse Sakekamer dat hy afgedank word. Die organisasies het benewens hul eie vermoedens ’n mediaberig voorgehou waarin bewerings van korrupsie teen Matlala gemaak word.
Die organisasies wat optrede teen Matlala eis, is die Kimberley Action Group, Sol Plaatje Gemeenskapforum, Operation Wanya Tsotsi, Operation Fiela, Women Waging War against GBV, Justice For All, Community Alliance South Africa (Casa), Abahambe en die Sol Plaatje Sakeforum.
Volgens hul woordvoerder Tumelo Mosikare is hulle reeds jare bewus van “knoeiery by die munisipaliteit onder Matlala se beheer”.
“Dit is daarom verblydend dat soveel burgerlike organisasies vir die
eerste keer saamstaan en optrede van die raad eis. Ons as leiers het die ampsdraers versoek om op te tree.”
Mosikare beweer Matlala stel op onreëlmatige wyse diensverska ers aan met wie hy jare gelede in Limpopo saamgewerk het.
“Aanstellings van amptenare wat na aan hom is en van elders kom, is by die munisipaliteit gedoen. Voorts het hy ’n arrogante houding en jak hy mense af wat nie met hom saamstem nie.
“Nog ’n kwessie is dat hy vier diensverska ers aangestel het om teen betaling of kommissie inwoners met agterstallige elektrisiteitsrekeninge se toevoer af te sny sodat hulle betaal. Dit grens aan teistering.”
Die misdaadondersoek behels die R6,8 miljoen wat aan Kapa Koni Investments betaal is om die Eaglestraat-pompstasie op te knap.
“Ons het verlede Dinsdag met onder andere die speaker en hoofsweep vergader en Matlala se afdanking geëis. Hulle het die waarnemende premier se kantoor geraadpleeg wat ’n spesiale raadsvergadering ingevolge die regulasies aanbeveel het. Op die spesiale vergadering het raadslede ingevolge wetgewing besluit om ’n brief aan Matlala te stuur. Hy moet binne sewe dae redes verskaf hoekom hy nie afgedank moet word nie. Daarna moet die raad ’n besluit oor ’n ondersoek en sy toekoms neem. Ons as die gemeenskap sal eis dat hy
afgedank moet word.”
Matlala het reeds gewone verlof geneem en Khuza Bogacwi is as waarnemende stadsbestuurder aangestel.
Mosikare sê hulle tree nie geweldadig op nie, en pak die probleem by die oorsaak.
Willie Erasmus, DA-raadslid, sê in ’n verklaring hulle dring daarop aan dat die tydlyne vir die ondersoek en daaropvolgende dissiplinêre stappe teen Matlala nagekom word, en gevolgebestuur toegepas word.
Erasmus het verwys na die vorige voorval waarin Goolam Akharwary as geskorste stadsbestuurder steeds sy volle salaris vir die hele termyn verdien het sonder dat hy ooit amptelik gedissiplineer of aangekla is.
eo Joubert, VF Plus-LPW, sê hul party het twee weke gelede reeds ’n mosie ingedien dat Matlala voorlopig geskors word.
“Nou is dit weer op die lange baan geskuif. Die speaker, Dipuo Peters, moet besef dit is pligsversuim, maar kan ook tot uitgebreide onrus te lei.
“Deur die mosie te stuit, het Peters die plig van raadslede om die munisipale bestuur verantwoordbaar te hou, ondermyn. Dit skep die indruk dat die raad se toesigfunksie doelbewus verlam word om een individu te beskerm ten koste van Kimberley se inwoners.”
Hy meen dit is in stryd met die grondwetlike plig tot deursigtigheid, aanspreeklikheid en verantwoordbaarheid.

Kort ná die erg betwiste tussenverkiesing in wyk 4 in Douglas in die Siyancuma-munispaliteit, gaan nog ’n tussenverkiesing eersdaags in wyk 5 in die dorp plaasvind nadat die ANC-raadslid, Deon Ellison, na die PA oorgeloop het.
Intussen kraai die DA weer koning nadat hy die wyk in 2021 afgestaan het. Dit het gekom nadat twee onafhanklike kandidate dié en ’n ander wyk verower het en die ANC sy meerderheid afgestaan het. Die munisipaliteit is toe deur ’n koalisie van die DA, VF Plus, EFF, en die twee onafhanklike kandidate waaronder Wim van Bergen, regeer. Van Bergen se dood het die tussenverkiesing aangebring. Hy is destyds as burgemeester gekies, maar later uit die kussings gelig toe die EFF en ANC 'n koalisie gevorm het.
Die DA het in die jongste tussenverkiesing sy stempersentasie
van 34% in die 2021-munisipale verkiesing na 56% gelig, met die ANC 32% en die PA 6%.
In ’n verklaring sê die DA dat Lemfvia van Niekerk, hul nuwe DA-raadslid, voorheen as proporsionele raadslid baie goeie werk verrig het.
“Die oorwinning toon nie net burgers se waardering vir die DA se uitstekende rekord wat as deel van die Regering van Nasionale Eenheid (RNE) regeer nie, maar toewyding tot diens, sorg en verantwoordbaarheid op provinsiale en plaaslike vlak, waar ons ook die opposisie is.
“Lemfvia het in die dorp geveg vir straatligte, toilette, beter paaie, gereguleerde stortingsterreine en toegang tot skoon water. Sy het reageer op die gemeenskap se behoeftes, hetsy in tye van brande of selfs hongersnood. Sy het nie teruggedeins om betrokke te raak nie.”

“Kiesers het geweier dat hul stemme gekoop word wanneer ander partye staatmasjinerie vir tussenverkiesings misbruik. Dis gerusstellend dat kiesers se waardes gegrond is in beginsels.’’
Die provinsiale regering het sy Vrouedag-viering op 9 Augustus in Douglas gehou waar die premier, dr. Zamani Saul, die hoofspreker was. Hy het R5 000 aan ses vroue oorhandig om hul besighede te ondersteun. Hy het ook R100 000 aan Andrew van Wyk, ’n leerling aan die Hoërskool Bongani oorhandig wie ’n silwer medalje in Die Afrika-landloopkompetisie in Namibie gewen het. Op 31 Augustus het die waarnemende premier, Bentley Vass, die Bride in Christ Prophe-tic Ministries-kerk in Douglas toegespreek. Intussen het Gayton McKenzie gesê dat hy Ellison oorreed het om van die ANC na die PA oor te loop. Dié tussenverkiesing sal voor die einde van die jaar gehou word.

The Northern Cape High Court in Kimberley has dismissed applications for leave to appeal by four men and a woman convicted of serious crimes including murder, robbery, and sexual assault following a brutal attack on elderly victims.
The victims were Piet Els (86) and his female friend, then 68, who survived the ordeal.
Judge L.G. Lever handed down the ruling on 20 August, rejecting all appeals by the convicted persons who were sentenced in March 2025 for crimes committed in January 2018.
Those convicted are: Morapeli Rankali (28) and Motlalentwa Qhautse (37), from Lesotho; Lizbeth Ndlala (56) and her husband, Themba Lawrence Maja (68), Oupa Jeffrey Mahomane (44), all from Pienaar in Mpumalanga; Samson Sam Mbokane (63) from Mbombela in Mpumalanga; and Jabulani Zuma (62) from Mtubatuba, KwaZulu-Natal.
Qhautse was convicted of housebreaking with intent to rob, robbery with aggravating circumstances, sexual assault, and murder. He received a life sentence for murder, along with 20 years for housebreaking and robbery, and five years for sexual assault, all to run concurrently with
the life term. Qhautse’s appeal was rejected and Judge Lever noted the accused failed to testify in his own defense and did not dispute much of the key evidence during cross-examination, and found no substantial and compelling reasons to depart from the prescribed sentence.
The other four applicants, Ndlala, Maja, Mbokane and Zuma, were convicted of housebreaking with intent to rob and robbery with aggravating circumstances. Three received ten year sentences, while Zuma was handed a 20-year term due to his criminal history.
Ndlala and Mbokane claimed they were only in Kimberley to perform rituals and dig for coins. However, Judge Lever found their version “simply not credible,” noting they shared in the robbery proceeds despite claiming ignorance of the crimes.
Zuma challenged the admissibility of cellphone evidence that placed him at the crime scene, arguing it was obtained through unlawful search and seizure. Judge Lever dismissed this, finding the evidence was lawfully obtained and the accused had failed to challenge its admissibility during the original trial.
All five applications were dismissed, with Judge Lever finding no rational basis for believing another court would reach different conclusions.

In ’n moordverhoor wat reeds ’n verrassende erkenning in die hooggeregshof in Kimberley opgelewer het toe een van die beskuldigdes getuig het hy het die moord vir versekeringsgeld gepleeg, het hy ook beweer ’n medebeskuldigde “het reeds voorheen geld uit ’n versekeringspolis gemaak”.
Justin Tier, die eerste beskuldigde wat van Hopetown kom, word saam met sy voormalige meisie, Naledi Leburu, en haar suster, Mpho Leburu, albei van Douglas, van die moord op hul niggie, Ristelle Stenekamp, aangekla. Die ander aanklagte is regsverydeling en bedrog. Hulle het glo die lyk in ’n asblik versteek en toe in die besproeiingskanaal gegooi.
Die motief was om geld van die twee versekeringspolisse van altesaam R80 000 te eis wat die susters op hul niggie se lewe uitgeneem het.
Tier se medebeskuldigdes ontken steeds die aanklagte. Tier het nadat die staat sy saak gesluit het, in sy eie verdediging getuig en erken die moord was beplan om versekeringsgeld as begunstigdes te eis.
Hy het in kruisondervraging vertel hy het die betrokke dag in Douglas, op Sondag 9 Augustus 2020, en in die teenwoordigheid van sy medebeskuldigdes die oorledene gewurg. Hy het aan haar nek gevoel of sy dood was, en het toegegee dat indien sy nie dood was nie, sy
weens haar bewustelose toestand in die kanaal verdrink het.
Ten tyde van die voorval was Naledi ver swanger met Tier se kind.
Die niggies het die oorledene na hul ouerhuis genooi en haar in die motorhuis “dronk gemaak”. Dit is toe dat Tier haar aangeval het.
Hy het die lyk in ’n asdrom gelaai en hulle het ’n vriend gebel om te help om die asblik na die kanaal te dra en die lyk daarin te gooi sodat dit “vinnig wegspoel”. By die kanaal het die vriend geweier om hulle verder te help en weggeloop.
Luidens die nadoodse verslag is Stenekamp op 11 Augustus gevind. Die oorsaak van dood was verdrinking.
Tier is R10 000 betaal.
Die twee susters het onderskeidelik R50 000 en R30 000 van die versekeringsmaatskappy geëis. Die polisse is in Julie 2020 uitgeneem.
“Ons het kos en klere met die geld gekoop,” het Tier getuig.
Die oorledene se ma het vroeër getuig dat sy geen geld van die susters ontvang het nie, en self vir haar dogter se begrafnis betaal het. Tier het in kruisondervraging aan adv. Adele van Heerden, aanklaer, gesê die plan was om moord te pleeg sodat die twee susters versekeringsgeld van die polis wat hulle op die oorledene se naam uitgeneem het, kan eis.
“Naledi het aan my verduidelik hoe sy op ’n vorige geleentheid ook geld uit ’n versekeringseis gemaak het.” Adv. Moetleetsi Mokwera het namens die susters, wat op borgtog vrygelaat is, aangedui hulle gaan nie self getuig of getuies roep nie. Kingsley Sebolai tree vir Tier op, wat in aanhouding is.
Die betoë voor regter Cecile Williams sou Woensdag 10 September aangehoor word.
One of the accused standing trial for theft of firearms and ammunition from the police station in Petrusville was sentenced to 35 years’ imprisonment. Six suspects, including two police sergeants who were stationed at the police station, were arrested months after the theft, which took place on 6 November 2023. The suspects were arrested in June 2024 after a multi-disciplinary operation. The Kimberley Regional Court sentenced Benjamin Motsoane on five different counts. The trial against the rest will proceed from 17 to 21 November.

’n Deel van die oudste huis in Victoria-Wes in die NoordKaap is in Julie in ’n fratsbrand beskadig.
Hoewel De Oude Pastorie verseker was, is minder as die helfte van dit wat nodig is om die huis te herstel, uitbetaal.
Die eienaars wil graag die huis na sy volle glorie herstel nie net om hierdie erfenisgebou vir die toekoms en volgende geslagte te bewaar nie, maar ook omdat dit ’n werkende gastehuis is en die eienaars van dié inkomste afhanklik is.
De Oude Pastorie was die eerste pastorie van die plaaslike NG kerk en die oudste huis in die dorp. Dit is saam met die plaaslike NG kerk gebou en die sleutel-oorhandiging vir albei was op 10 Maart 1850.
Ds. George Daneel, na alle waarskynlikheid die enigste oud-Springbok-rugbyspeler én predikant wat 100 jaar oud geword het, het in dié huis grootgeword. Sy pa was destyds leraar in die dorp. Daneel is in 2004 in die ouderdom van 100 jaar oorlede.

vernietig. De Oude Pastorie is binne stapafstand van die Apollo-teater, wat in 1928 deur Andrew Basil as ’n bioskooplokaal gestig is. Dit is die enigste Art Deco-rolprentteater in Suid-Afrika en benewens die vertoning van rolprente wat nog hier gedoen word, word musiekuitvoerings, kunsuitstallings en verskeie ander kulturele aktiwiteite aangebied.
Die Oude Pastorie in Victoria-Wes is die oudste huis in die dorp, en is ook ’n gastehuis met vyf gastekamers. Ds. George Daneel, oud-rugbyspeler, het hier grootgeword.
Omdat gemeenskapslede van mening is dat die spoedige herstel van hierdie erfenisgebou nie net vir die eienaars nie, maar ook vir die gemeenskap en sy eiesoortige karakter van belang is, het hulle ’n BackaBuddy-geldinsamelingsveldtog begin. Die Groenmyn-kwekery, geleë op Yonder se terrein, het soos vorige jare lentekleur verskaf.

Die vyfde Yonder Hartsfees wat jaarliks in Kimberley aangebied word, is pas verby. Ongeag 'n sterk wind wat die meeste van die dae geheers het, het duisende mense dié fees
van 4 tot 7 September besoek. Ongeveer 1 000 kinders is op eetgoed, roomys en vertonings trakteer. Besoek Yonder Hartsfees op Facebook vir meer foto's.
Sedert Bloemhof onlangs as Kwêla se Dorp van die jaar vir 2025 aangewys is, is inwoners nog harder aan die werk as gewoonlik. Nie net is hulle besig om verskeie projekte, soos in hul Kwêla-voorlegging uiteengesit, aan die gang te kry nie, maar word voorbereidings ook vir die Bloemhof Kwêla Makietie getref. Dié feestelikheid vind op 1 November met musiekvertonings, kosstalletjies en gesellige vermaak plaas. Intussen word voorbereidings ook getref vir die 24ste jaarlikse Bloemhof-dam Bonanza wat van 24 tot 28 September plaasvind. Die grootste persentasie van die biljoene mense op aarde lees en skryf elke dag sonder om die vryheid en bemagtiging wat dit bied, te besef.
Ongeag vooruitgang op vele terreine het nagenoeg 739 miljoen jongmense en volwassenes oor die wêreld heen geen of slegs basiese geletterdheidsvaardighede, en in 2023 het ongeveer 272 miljoen jong mense van skoolgaande ouderdom nie skool bygewoon nie.
Met Internasionale Geletterdheidsdag wat op 8 September plaasgevind het, was die klem opnuut op die belangrikheid om te kan lees en skryf. Mense wat nie kan lees en skryf nie, kan nie die etiket van ’n medisynebottel, ’n kennisgewing of padaanwysing lees, of ’n werkaansoek invul nie.
Wanneer iemand wat ongeletterd is selfs net sy naam leer skryf het, is die vreugde en trots om die eerste keer sy naam op ’n vorm te kan skryf en nie net ’n kruisie trek nie hartroerend.
Geletterdheid is sentraal in die bevordering van kritiese denke en die inwin van meer inligting.
Die Verenigde Nasies se Onderwys-, Wetenskaplike en Kulturele Organisasie (Une-
sco) sê deur geletterdheid te bevorder word armoede verminder, wat op sy beurt onder meer ’n positiewe invloed het op gesondheid en leefstyl. Ongeveer twee derdes van volwassenes wat ongeletterd is, is vroue. Deur geletterheid raak hulle van meer en beter lewenskeuses bewus, en dit het ’n direkte invloed op die gesondheiden opvoedingsgebruike in ’n gesin.
Vanjaar is Internasionale Geletterdheidsdag met die tema “Bevordering van geletterdheid in die digitale era” gevier.
Belanghebbendes sê digitalisering het die manier waarop ons leer, leef, werk en sosiaal verkeer positief én negatief verander, afhangend van hoe daarmee omgegaan word.
Maar met die gebruik van digitale funksies wat op elke aspek van die lewe toeneem, raak die agterstand van ongeletterdes groter.
Dink aan vorms wat aanlyn ingevul word vir skool- of werkaansoeke; digitale bankdienste; of noodsaaklike inligting in ’n gemeenskap wat op onder meer WhatsApp-groepe gedeel word.
Ene Fredercik Douglass het geskryf: “Once you learn to read, you will be forever free”, en Kofi Annan het gesê: “Literacy is a bridge from misery to hope.”
Elkeen wat hier lees: Dink hoe jy iemand wat dit nié kan doen nie, of wat nie toegang tot boeke het nie, op hierdie brug na hoop kan help.
‘Hoekom loop almal se kwaad net oor?’

Ek en ’n kollega sit die week en gesels oor ’n storm of drie wat op die sosiale media losgebars het.
En ons gesels sommer so ’n bietjie oor werksverwante sake en hoe gou mense vir mekaar kwaad raak.
Dit is opvallend hoe vinnig mense verontreg voel en nog meer opvallend hoe mense veg vir hul eie reg. Ons sien dit al hoe meer, sommer orals om ons heen. Werkwoede, gesinswoede, padwoede, orals. Dit is asof mense net kwaad is.
Iemand vra my: “Hoekom loop almal se kwaad net oor?”
Miskien moet ons so ’n bietjie nadink oor ons eie kwaad. Dit is goed om ’n bietjie te werk aan selfbeheersing en, natuurlik, geduld.
Dit is nie goed vir jou om so baie en so maklik kwaad te wees nie.
’n Goeie eienskap van karakter en integriteit is juis as dat iemand kwaad kan bestuur.
Soms roem mense daarop hoe gou hulle kwaad word of hoe kwaad hulle kan wees of hoe hulle maar van nature so kwaai is. Dit is nie iets om op te roem nie.
Die goue reël is en bly: As jy kwaad word, moenie sondig nie.

Ons leef in ’n wêreld waarin ons dinge meet. Deur die eeue is bestaande maniere verbeter en nuwes bygevoeg.
Die grootte van aardbewegings word met die Richterskaal gemeet. Ons meet tyd in ure, dae, maande, jare. Ons meet afstand in kilometers en ligjare. Ons meet spoed. Tyd. Afstand. Volume. Omtrek. Deursnee. Hoogte. Breedte. Ons bepaal hoe hoog ’n vliegtuig vlieg en hoe sterk die wind waai. Ons meet hoeveel reën geval het. Omdat dit moeilik is om die skade te meet, is dit moeilik om te bepaal hoe lank hierdie opruiming gaan neem.
In sekere gevalle geskied die opruimingswerk relatief vinnig. In ander gevalle langer. Soms selfs lewenslank.

Die Amerikaanse sosioloog Tony Campolo vertel dat hulle aan ’n groep bejaardes, ouer as 90 jaar, gevra het: “Wat sal jy anders doen, as jy jou lewe weer kan leef?” Drie antwoorde het veral voorgekom. Die eerste: “Ons sal meer waag”. Die tweede: “Ons sal meer nadink oor waarmee ons besig is”. Die derde: “Ons sal meer tyd bestee aan dit wat blywende waarde het... dit
wat ná ons dood nog steeds waarde sal hê”.
Die perspektief laat jou nuut dink oor waarmee jy besig is. Dit relativeer sommige dinge en verhoog die waarde van ander. Dit plaas jou prioriteite op die tafel: Wat is regtig vir jou belangrik? Wat het koninkrykswaarde... ewigheidswaarde?
Miskien is die volgende gepas: Maak ’n lysie van die belangrikste waarmee jy tans besig is en die meeste tyd in beslag neem. Vra jouself eerlik af: Wat is die gerigtheid van my lewe? Ons moedig gereeld jongmense aan om van vroeg te spaar en die regte beleggings te maak sodat hulle nie op hul ou dag moet sukkel nie. Hoe lyk ons “geestelike” beleggings?

The temperament definitions are based on Carol Tuttle’s renowned teachings of more than 30 years. Her book The Child Whisperer reached the top ten list within a day after being released. Fourie has ten years’ experience in child development, as well as about 20 years in the field of knowing temperament types.
Teachers will find Fourie’s advice helpful in the classroom, working with different ways children learn. Parents will have a better relationship with their children, understanding their needs, how they learn, and how they experience love.
With this knowledge, teenagers will slam fewer doors and experience less sulking; grandparents will have a better understanding of why their grandkids do certain things; and even friends and other family members can benefit.
Teachers and parents from Bringing Back Hope Centre will attend for free, as well as selected head teachers from local and surrounding schools.

REGULATIONS REGARDING THE APPOINTMENT OF CHIEF EXECUTIVE OFFICER
In terms of the powers vested in me by section 12 (2A) of the above Act, I Lorato Venus Blennies - Magage, Member of the Executive Council of the Northern Cape Province responsible for Finance, Economic Development and Tourism, hereby make the Regulations contained in this Notice. The previous Regulations promulgated in terms of the repeal Act, are therefore revoked and replaced in terms of this Notice.

Definitions
1. In these Regulations, unless the context otherwise indicates,"Board" means the Northern Cape Economic Development,
Responsible Member" means the Member of the Executive Council of the Northern Cape Province responsible for the portfolio of economic development in the Province; and "the Act" means the Northern Cape Economic, Development, Trade and Investment Promotion Agency Amendment Act, 2024 (Act No 5 of 2024).

(4) An advertisement for the post of the Chief Executive Officer shall not unfairly discriminate against or prohibit any suitably qualified person from applying.
(5) The post the Chief Executive Officer shall be advertised within six (6) months after becoming vacant and be filled within twelve (12) months after becoming vacant. Selection procedure 4. (1) shall appoint a selection committee to make a recommendation on the appointment of a suitable and competent Chief Executive The Responsible Member and the Board

(2) A selection committee shall, where possible, include adequate representation of designated groups.
(3) Any suitably qualified person or employee may provide secretarial or advisory services during the selection process.
(4) The selection committee shall make a recommendation to the Board, on the suitability of a candidate after considering the below criteria-
(a) information based on valid methods criteria or instruments for selection that are free from any bias or discrimination;
(b) the inherent requirements of the post;
(c) the entity's employment equity plan; and
(d) in respect of candidates applying for posts-
(i) the level of understanding of the entity's mandates;
(ii) the ability to identify problems and find innovative solution
(iii) the ability to work in a team.
(5) A selection committee shall record the reasons for its recommendation with reference to the criteria mentioned in sub-regulation (4).
(6) If the selection committee is unable to recommend a suitable person for appointment from those who applied in terms of sub-regulation (4), the Board may, after that selection process has been completed, the head-hunting recommend subject to the approval of the MEC, of one or more persons with the requisite competencies and subject such person or persons to the same selection process as those who applied.
(
7) The Board, if it supports the recommendation of the selection committee, shall further recommend the appointment of the recommended candidate(s) to the Responsible Member, for approval.
(8) Before making a recommendation on the appointment or the filling of the post of the Chief Executive Officer, the Board shall-
(a) satisfy itself that the candidate qualifies in all respects for the post and that his or her claims in his or her application for the post has been verified; and (b) record that verification in writing; and © include this information in the recommendation to the Responsible Member (9) If the Responsible Member does not approve a recommendation of the Board, he or she shall record the reasons for his or her decision in writing.

7. (1) The appointment of the Chief Executive Officer by the Responsible Member as contemplated in section 12(1)(a) of the Act becomes effective from the date of entering into a written employment contract with the Board, which employment contract must be for a duration of his or her term of office.
(2) The employment contract, as contemplated in sub-regulation (1) must, as a minimum, contain the Chief Executive Officer's personal particulars, term of the office, conditions of service, powers, functions, responsibilities duties, as well as his or her remuneration, allowances and benefits.
(3) The Chief Executive Officer shall, besides the employment contract, enter into a performance agreement or an agreement of similar nature with the Board, within three calendar months of his or her date of appointment and thereafter within two months of the beginning of each financial year This agreement may be reviewed from time to time.
(4) A performance agreement or an agreement of a similar nature shall include at least the following:
(a) a job title and a clear description of the main objectives of the Chief Executive Officer's job and the relevant outputs or key responsibility areas and competency requirements;
(b) a work plan containing the outputs, activities and resource requirements; and
(c) a personal development plan that identifies the Chief Executive Officer's competency and development needs in terms of the inherent requirements of the job as well as methods to improve these.
Chief Executive Officer 8 (1) The Chief Executive Officer, appointed in terms of Section 12 (1) (a) of the Act, must be a person who has appropriate qualifications, knowledge and experience regarding the business and operations of the board, but must at least possess a relevant degree or equivalent qualification from an accredited institution of higher education.
(2) The Chief Executive Officer is the head of administration of the Board subject to the board.
(3) The Chief Executive Officer is appointed for such period and on such terms and conditions of service, as the Responsible Member may determine, on the advice of the Board, but-
(a) may not be so appointed for a period exceeding five (5) years;
(b) upon the expiration of the term of office of the Chief Executive officer, he or she is eligible for reappointment for one further term of five (5) years; © the Chief Executive Officer may not undertake any other remunerative work, without prior written consent of the Board, in consultation with the Responsible Member
(4) Whenever the office of the chief executive officer is vacant or the chief executive officer is absent or incapacitated or refuses or fails to act, the powers and functions of the Chief Executive Officer may be exercised and performed by any person designated as the Acting Chief Executive Officer by the Responsible Member, on the advice of the Board, but no such person may be acting as Chief Executive Officer for a period exceeding six (6) months. The Responsible Member may determine the secondment to be made in terms of the public service prescripts which may not exceed the period of twelve (12) months, unless operational reasons and public interest exist.
(5) The Acting Chief Executive Officer has the same powers and competencies as a Chief Executive Officer, to carry out its functions. (6) These Regulations apply mutatis mutandis to the Acting Chief Executive Officer Discipline and removal from office 9 (1) The

Newly published research on the development of Early Childhood Development (ECD) in the Northern Cape paints an improved picture compared to findings from the past three years.
Commissioned by two solar plants in Kimberley and De Aar, the study assessed a sample of children aged four to five years, and its encouraging results have earned formal commendation from the Northern Cape Department of Basic Education (NCDoE).
Using the Early Learning Outcome Measure, the study assessed children across five developmental domains. The following results were found: gross motor development 89% are on track; emergent literacy and language 88% are on track; cognitive and
executive functioning 82% are on track; emergent numeracy and mathematics 77% are on track; and fine motor co-ordination and visual motor integration 60% are on track.
Commenting on the results, Tandaza Teka, economic development specialist for both Droogfontein Solar Power and De Aar Solar Power, said, “The 2022 Thrive by 5 Index reported that only 37,4% of children in the Northern Cape were developmentally on track. The results of our research study are encouraging for the future, considering that we have managed to achieve an over 40% overall increase in only three years.”
The solar plants’ ECD programmes form part of their broader socio-economic development commitment to prioritising
quality education, particularly in early learning, as a foundation for long-term success. These ECD performance assessments were conducted across several months in 2024 by accredited and independent assessors, and facilitated by Custoda Trust, a registered and accredited training and development service provider.
Adding to the impact of this investment into ECD in the province, the NCDoE noted the advantages.
“This initiative also contributes towards the attainment of universal access to quality ECD, prioritising the most vulnerable children, as proposed by the South African Government in its vision and impact statement for 2030.”

In a demonstration of leadership and community upliftment, the president of the South African National Taxi Council (Santaco), Motlhabane Abnar Tsebe, led a delegation to the Rietrivier Primary School in Ritchie as part of the Presidential School Adoption Programme.
Tsebe, with several dignitaries and representatives, delivered a message of hope, care, and community responsibility by donating school uniforms, cosmetics, and dignity packs to learners in need during Women’s Month. This was a deliberate recognition of the nurturing spirit of women and served as a heartfelt
thank-you to those who continue to support the taxi industry.

The Kimberley Technical High School (THS) proudly flew the Northern Cape flag high at the national Albert Luthuli Oral History Competition held in the Eastern Cape from 20 to 24 August. MUNISIPALE BESTUURDER M. TSATSIMPE Privaatsak X1522, Kuruman, 8460
Kimberley, onder beheer van die Sol Plaatje-munisipaliteit, is willens en wetens toegelaat om terminaal siek te word. Riaan Pienaar beskryf hoe dié hoofstad van die Noord-Kaap nog ’n siek stad is - een wat 33 jaar gelede met ’n vyfster beroepsveiligheidsgradering bekroon is. Dit was 'n prestasie wat deur slegs twee ander munisipaliteite in die land behaal kon word en het vereis dat hulpbronne en bates voortreflik bestuur word. Hy gee sy mening oor hoe Kimberley so "siek" geword het:
Kimberley het drie riool-vleie: die een by Platfontein op pad na Barkly-Wes wat reeds etlike jare bestaan; Kamfersdam wat nou al so deur rou riool besoedel is dat die duisende klein-flaminke wat daar gebroei het, moes vlug; en ’n nuwe een wat naby die lughawe vorm aanneem omdat Greenpoint se suiweringswerke nie meer werk nie.
Van ál die dienste wat ’n munisipaliteit lewer is die wegvoer van menslike afval die allerbelangrikste. Die afwesigheid van al die ander dienste - watervoorsiening, paaie, stormwaterstelsels, vullisverwydering, elektrisiteit, beskermingsdienstebehalwe in 'n mindere mate openbare gesondheidsdienste - is nie so lewensbedreigend soos 'n rioolstelsel wat buite werking is nie. Wat gaan jy maak as jy nie meer jou toilet kan gebruik nie?
Platfontein
Sover vasgestel kon word, word die riool-vlei by Platfontein vanaf ‘n’n stukkende rioolpyp in Galeshewe gevoed. Toe die watervlak die pad na Barkly-Wes oorstroom het, is dié gedeelte van die pad herbou, maar die lekkasie is nie herstel nie. Skoon water het darem ook in die vlei beland toe die pyp wat water vanaf die Riverton-waterverwerkingsaanleg vervoer, gelek het.
Kamfersdam
Die Homevale-rioolsuiweringswerke is veronderstel om die grootste gedeelte van die stad se afvalwater tot die voorgeskrewe standaard te suiwer om storting in die Kamfersdam toe te laat. Hierdie water was vir baie jare heeltemal geskik om die bekende versameling klein-flaminke te voed en te onderhou.
Nou werk meeste van die belugtingsdamme nie en is met digte gras oorgroei. Rou riool vloei direk in die pan, wat 'n ekologiese ramp veroorsaak het. Die dam is so oorstroom dat die vuil water die Transnet-spoorlyn bedek en buite aksie gestel het, met ernstige ekonomiese gevolge.
In April vanjaar het die DA 'n klagte by die Menseregtekommissie ingedien oor 'n sloot wat rou rioolwater vanaf 'n stukkende pyp verby die Homevale-rioolwerke direk in Kamfersdam stort.
Greenpoint
Die pyp wat die versamelde

erioolwater na die Greenpoint-rioolwerke vervoer, het maande gelede gebreek met die gevolg dat die riool nie die werke bereik nie, maar die veld instroom. Om te verhoed dat die water die myngebied binnestroom, het die mynmaatskappy ten duurste met swaar masjinerie 'n twee meter hoë grondwal gebou. Nou vloei die rioolwater na 'n nuwe vlei op aangrensende plase. Van hierdie werke se belugtingsdamme is, net soos dié by Homevale, toegegroei met lang gras. Pompstasie
Pompstasies word gebruik om rioolwater hoër op te pomp wanneer daar nie gravitasie is nie. Hierdie pompstasies is nie veronderstel om aanstootlik te wees nie en is daarom dikwels in of naby woongebiede geleë.
Dit is ook die geval met die pompstasie in Hillcrest, 'n gegoede woonbuurt. Maar die pompstasie is nou reeds vir maande buite werking, met munisipale amptenare wat skynbaar geen ag slaan op die inwoners se volgehoue klagtes nie. Omdat die pompe nie werk nie, vloei die rou rioolwater vryelik die veld in, naby talle huise.
Die feit is dat, indien die pyp na die pompstasie afgesluit sou word om die oorstroming te staak, die rioolwater tot so 'n mate in die pype kan opdam dat toilette en baddens nie gebruik kan word nie.
Minister se werkspan
So ver terug as 28 Julie 2023 verklaar die departement van water en
sanitasie dat minister Senzo Mchunu 'n werkspan aangestel het om die Sol Plaatje-munisipaliteit se water- en sanitasie-uitdagings op te los.
Dit ná 'n vergadering tussen hom, die Noord-Kaapse premier, dr. Zamani Saul, en die plaaslike munisipaliteit die vorige dag en omdat die munisipaliteit nie uitvoering kon gee aan die opdrag om die storting van rou riool in Kamfersdam en Platfontein te staak nie. Geen verslae oor die werkspan se werk kon opgespoor word nie.
Hofbevel
Na aanleiding van eise deur die eienaar van die plaas waarop Kamfersdam geleë is, het die Noord-Kaapse hooggeregshof in Maart 2024 'n bevel uitgereik met stappe wat deur die munisipaliteit gedoen moes word om die Homevale-rioolsuiweringswerke te herstel en die storting van rou riool in Kamfersdam te staak.
Omdat hierdie bevele nie behoorlik nagekom is nie, het die eienaar 'n saak van minagting van die hof teen die munisipaliteit en die munisipale bestuurder aanhangig gemaak.
Die hof het op 24 Maart onder meer gelas dat die munisipaliteit nie later nie as 30 Mei 'n verslag indien oor die vordering gemaak met die staking van rioolstorting in Kamfersdam; en dat die verslag inligting moet bevat oor die stappe wat tot 20 Mei gedoen is om te verseker dat geen onbehandelde riool of afvalwater met 'n e.coli-inhoud wat die wetlik voorgeskrewe
perk oorskry in enige gedeelte van Kamfersdam of die plaas waarvan dit deel uitmaak, gestort word nie.
Die verslag is op 30 Mei ingedien. Daar is 'n gedeeltelike verbetering in die gehalte van die water wat in die dam gestort word, maar nog nie naby die voorgeskrewe standaard nie.
Besoek van adjunk-minister van water en sanitasie
Die DA-adjunkminister van water en sanitasie, Sello Seitholo, het op 22 Julie Kimberley besoek, waarskynlik in reaksie op klagtes oor die stad se rioleringsprobleme. Hy was sekerlik nie beïndruk deur die afwesigheid van die uitvoerende burgemeester, munisipale bestuurder en lede van die burgemeesterskomitee nie. Ná sy besoek aan Homevale en Greenpoint se suiweringswerke is daar hoop dat hy dringende stappe gaan doen om die situasie aan te spreek.
Redes vir verval
Hoe is dit moontlik dat ’n vyfster-munisipaliteit binne drie dekades 'n rioolgat kan word? Daar kan baie redes wees: kaderaanstellings, swak bestuur, verkeerde prioriteite, swak advies, politieke inmenging deur leke-politici, onkunde, gebrekkige opleiding, onetiese ingesteldheid en blote agterlosigheid.
Die verskoning waaragter altyd geskuil word, is geldtekort. Maar in Kimberley se geval is die watervoorsiening net so afgeskeep as die rioolsuiwering, met die gevolg dat 64% van
die gesuiwerde water verlore gaan. Dit is sowat R120 miljoen per jaar wat toegelaat word om weg te spoel. Hoe kan ’n geldtekort in hierdie omstandighede as 'n verskoning aangebied word?
Wat nou?
Hoe kan 'n stad wat so siek is, weer gesond gemaak word? Beslis nie deur dieselfde mense wat die siektetoestand veroorsaak het nie.
Daar moet besef en onthou word dat riolering die heel belangrikste munisipale diens is waarsonder ’n gemeenskap nie kan oorleef nie.
Die staat moet die gebrekkige rioolsuiwering as ‘n noodgeval van die hoogste prioriteit identifiseer en verantwoordelikheid vir die herstel aanvaar.
Die departement van water en sanitasie beskik ook nie oor die nodige kundigheid en of kapasiteit nie en sal van die private sektor gebruik moet maak om die hele proses van herstel oor te neem. En daar ís geld vir dit. Wat is die noodsaaklikste: Om die politici se praatgebou teen R4,4 miljard te herstel, of om lewensbedreigende, stukkende rioolstelsels weer aan die werk te kry?
Pienaar is ’n afgetrede munisipale amptenaar met meer as 50 jaar ervaring. Hy was onder meer stadsklerk van die voormalige Kimberley-stadsraad, en president van die Instituut van Stadsklerke van Suid-Afrika.
The Olifantshoek SMME Road Construction Training Programme, an Enterprise Development (ED) initiative, was launched in August by Khumani Iron Ore Mine, in collaboration with the Gamagara Local Municipality.
This programme will provide local SMMEs with accredited, hands-on training in road construction and safety by building local skills, strengthening small businesses, and contributing to sustainable economic growth in the community.
Over the next seven weeks, the participating SMMEs will receive expert theoretical and practical training from
leading service providers B-Safe Africa and Tjeka Training Matters, covering topics such as compiling compliant health and safety files, project execution standards, and the physical construction of a paved road.
Khumani Mine’s acting senior general manager, Corrie Kempenaars, said the initiative is about building skills and creating opportunities that last.
“By working in partnership with the Gamagara Local Municipality, we can ensure the training responds to community priorities and equips local contractors to deliver work that meets the highest quality and safety standards.
It reflects our commitment to doing things the right way, together, for the benefit of the people of Olifantshoek.”
The SMMEs were selected through a publicly advertised and formal process, with eligibility criteria including being Olifantshoek-based, greater than 51% Black-owned, and qualifying as Exempted Micro Enterprises or Qualifying Small Enterprises. This transparent selection process ensures fairness and equal opportunity.
While the training is not a guarantee of future contracts, it will better position these SMMEs to compete for upcoming opportunities.

A community-focused internship programme in the John Taolo Gaetsewe (JTG) District, serving the communities of Kathu, Kuruman, and Deben, is celebrating the completion of its first cycle while announcing that applications for the second intake are open.
Ten local graduates have successfully completed the Kathu Solar Park (KSP) Internship Programme, with three already securing permanent employment opportunities elsewhere. This highlights the value of the practical experience and skills gained during their time on site.
Among the graduates was Olorato Setlholoeng, who served as a chemical engineering intern at the KSP under Kathu Operations (Kops).
"The internship gave me the chance to apply what I had learnt in a real working environment. I have gained confidence, practical skills, and a clearer sense of the career path I want to follow," she said.
The programme provides meaningful opportunities for technical and socio-economic development interns alike. Technical interns, for example, participate in a major steam turbine maintenance outage, gaining practical problem-solving experience and a deeper understanding of plant operations.
At the same time, socio-economic development interns lead community-focused projects, building skills in performance reporting and strategic planning with tangible local impact.
"The impact of the initial pilot cohort has been carefully assessed, leading to the decision to broaden the programme.
“We are proud to be offering both rigorous technical training and personal development opportunities, ensuring that graduates leave better prepared to contribute to their communities and to the renewable energy sector as a whole," said Sandisiwe Mntonintshi, socio-economic development manager for KSP, .
Nine placements are available in the second intake - eight with Kops and one with the KSP socio-economic development team. Local graduates are encouraged to apply.
"Be willing to step out of your comfort zone, ask questions, and make the most of the mentorship and resources available. What matters most is your willingness to learn and your attitude. It is an opportunity to gain skills, build networks, and discover what you are capable of," Mntonintshi emphasised.
Applications for the second intake are exclusively available to graduates in the JTG District. Available positions include human resources (HR) assistant; assistant procurement officer; health, safety and environmental officer; plant chemist or chemical analyst; process and performance engineer; electrical engineer; control and instrumentation engineer; mechanical engineer; and economic development intern.

Griquas are planning to regroup, tighten up the gain line, and sharpen their handling.
The match against the Lions was delayed by more than an hour due to lightning. When play finally began, it was the Griquas who struck first. The Lions, however, responded and at halftime the Lions had a 15 − 7 advantage.
