MULTIPLE community organisations and the Kouga Municipality have come together
to create a relaxed, family-friendly holiday atmosphere in the central business district (CBD) of Jeffreys Bay, where many popular restaurants and shops are located, during the upcoming festive season
The organisations, which include Kouga Community Safety Forum, Safer J-Bay Community Forum, C-Place and CBD Neighbourhood Watch and Jeffreys Bay Tourism, emphasised that Jeffreys Bay is a favoured tourist destination, and the town is committed to ensuring that families and visitors can enjoy the beach, the surf and a variety of holiday events
The municipality and local businesses are striving to promote Jeffreys Bay as a premier holiday destination, leading to positive word-of-mouth, increased investment, and job creation for residents
However, these efforts face challenges related to beggars, illegal car guards wearing unmarked reflective jackets, vulnerable children and unemployed youth, particularly in the CBD
"These individuals often beg from and harass tourists, shoppers, and restaurant patrons, disrupting the experience for those trying to enjoy a meal or visit the area," said the organisations collectively
To tackle these socio-economic challenges, Jeffreys Bay Tourism and the Kouga Community Safety Forum have collaborated with the municipality
Together, they aim to ensure that the festive season is a peaceful and crime-free time for visitors and holidaymakers
Finding a balanced solution that addresses the severe socio-economic issues faced by children while ensuring lawful intervention is challenging
According to the organisations, many of these children come from communities affected by unemployment and poverty, making them vulnerable to exploitation
These organisations acknowledge that the South African Police Service (SAPS) and Municipal Law Enforcement, despite their limited resources, are managing the situa-
tion in collaboration with the Kouga Community Safety Forum, Safer J-Bay, private security companies, and the CBD neighbourhood watch
The Kouga Community Safety Forum recognises the presence of beggars and underage children in the CBD who are involved in begging and other illicit activities
They emphasise that the situation is a complex social issue that does not have a straightforward, one-size-fits-all solution
The Kouga Community Safety Forum suggests that these activities could potentially be managed through existing municipal bylaws; however, implementing such regulations is complicated and requires a coordinated effort from various stakeholders
Lucas Deport, vice-chairperson of the Kouga Community Safety Forum, urged the community to refrain from giving money or food, especially items that can be resold, to beggars and wandering children
"What may seem like an act of kindness can inadvertently undermine initiatives aimed at addressing the situation and worsening the already challenging social circumstances by providing money for alcohol and drugs," said Deport
Various non-governmental organisations (NGOs) in Jeffreys Bay are actively working to tackle the socio-economic challenges in the CBD
Pastor Mercy Cwayi, director of On Eagle's Wings Multi-Purpose Centre, stated that they provide psychosocial support services to families in distress, as many vulnerable children come from troubled homes
She expressed a desire to establish a facility where these children can be housed, rehabilitated and educated
Victim Support trauma counsellor, Nolan Barendse, reported that there are over 50 children in the CBD who are not attending school, with many parents unable to exert control over them
He noted that these children frequently engage in drug use and gangsterism, and often carry weapons "These children need to be in school for a better future," said Barendse He encouraged visitors and holidaymakers to support local welfare organisations with monetary donations, food and clothing, instead of giving directly to individuals
on the street
One practical suggestion from community organisations is to install clear signage in the CBD discouraging begging and public handouts, directing children instead to social welfare organisations where they can receive proper assistance
Since Jeffreys Bay's economy depends on tourism, Jeffreys Bay Tourism emphasised the importance of collaboration among the municipality, law enforcement, businesses and community organisations to maintain safety, dignity and order in the Jeffreys Bay CBD
In a statement, Jeffreys Bay Tourism said, "We cannot allow a situation where tourists are discouraged by crime and choose to stay away from this top-quality holiday destination "
The SAPS has referred questions to the municipality since the matter deals with municipal by-laws
Kouga Executive Mayor, Hattingh Bornman, confirmed that Municipal Law Enforcement is under-resourced; however, every effort is being made to optimise the use of available resources to ensure that the CBD remains a safe and orderly environment
He said that regular joint operations are conducted in collaboration with SAPS, Neighbourhood Watch and private security companies, to strengthen visibility and address manpower shortages
Regarding begging and illegal car guarding in the CBD, Bornman said that no individual is permitted to solicit money, beg, or perform any form of work within the municipal jurisdiction without prior written authorisation from Kouga Local Municipality
"Two officers are deployed per eight-hour shift in the CBD area, supported by additional Boots on the Ground members to enhance visibility and response," said Bornman
He said that some of the constraints that are preventing more effective intervention are the public assisting children begging on the streets, illegal car guards and their animals, which continue to undermine enforcement efforts
Bornman further said that feeding or fi-
nancially supporting these individuals perpetuates the problem and discourages compliance
"Signage discouraging members of the public from giving money or food to beggars and illegal car guards will be installed in key areas," said Bornman
"We request that local businesses and residents assist by informing their patrons and staff not to feed or give money to illegal car guards and beggars, as this hinders enforcement and contributes to the persistence of the issue "
To increase visibility during the upcoming festive season, Bornman said that a 24-hour Law Enforcement service will be maintained through three eight-hour shifts, supported by a permanent Law Enforcement Officer stationed at the main beach to provide rapid response when required
He further said that the Safer J-Bay Group, a collaborative partnership that brings together SAPS, Municipal Law Enforcement, security companies and neighbourhood watches, to combat crime and improve safety across the town, will continue to operate Bornman said that cases involving child beggars fall under the jurisdiction of Social Services and SAPS, while Municipal Law Enforcement acts in accordance with the Roads and Traffic Bylaw when addressing illegal car guards and related infringements
"Despite ongoing joint operations and the daily confiscation of illegal car guard jackets by SAPS, Law Enforcement, Neighbourhood Watch, and private security companies, enforcement efforts are being undermined by some business owners who continue to feed and pay illegal car guards This ongoing support contributes to the continuation of the problem and hampers efforts to restore order in the CBD," said Bornman He said that although crime prevention remains the mandate of the SAPS, the municipality is committed to supporting these efforts and continues to allocate additional resources to assist in this regard

ON Tuesday, hundreds of residents marched to Kouga Municipality headquarters to deliver a memorandum demanding transparency over RDP housing allocations and electricity services
The protest targeted the only DA-led municipality in the Eastern Cape, with demonstrators gathering outside the municipal offices to voice their frustrations over what they described as years of broken promises and alleged corruption
The memorandum was read aloud by Chris Mtyaleka, a community leader and UDM regional secretary, before being handed to Municipal Manager Charl du Plessis and Deputy Mayor Councillor Timothy Jantjes, who accepted it on behalf of the absent Mayor Hattingh Bornman Residents voiced frustration over what they described as corruption within the municipality, claiming that housing and electricity services are being used for "favouritism and political gain "
Many said they had been waiting years for transparency, with some accusing officials of "broken promises" and "cover-ups "
The protest was organised by Kouga Unite, a growing civic group that describes itself as "a space for all residents concerned with service delivery, regardless of their political affiliation or social standing "
Formed in April 2025, the group now has around 2,500 members on Facebook and nearly 400 residents in a WhatsApp community group According to James Lidderd, new members are joining daily

What the residents want
The memorandum sets out a long list of demands, mainly focused on RDP housing allocations and electricity issues
Residents are calling for:
• Transparency in the allocation of 1 500 RDP houses, including publication of the full list of beneficiaries
• An investigation into why the online housing portal has gone offline
• Renovations to old RDP houses, which residents say are in poor and unsafe condition
• A fair process around electricity fines and prepaid meter disconnections, which have left some households without power for weeks
The document also raises concerns about alleged corruption in the housing allocation process, with one section calling for the removal of a local councillor who was reportedly listed as a housing beneficiary
What the DA says
A source within the DA told Kouga Express that many of the issues raised "fall under the provincial government" rather than local authority
The source added that the municipality "is being blamed for matters that are the responsibility of the Eastern Cape Department of Human Settlements, and the only relevant issue raised was the allegation against a particular ward councillor
The DA has since confirmed that it launched an internal investigation into those allegations, which, according to the party, resulted in a clean audit
Following the protest, the municipality issued a formal statement addressing the residents' concerns: "The petition has been submitted to the Kouga Speaker, and a comprehensive written response will be provided to the residents in due course

MORE than a year after its establishment, the Abancedi Community Development Centre in Ebumnyameni, an informal settlement in Oceanview, Jeffreys Bay, continues its mission to assist the underprivileged
As previously reported, the Abancedi Community Development Centre was founded by Pastor Sakhekile Mbili in July 2024 to assist the many unemployed people in his community with food
While the organisation initially fed at least 50 people twice a week, they have not been able to offer this service regularly due to a lack of donations When they do receive donations, Mbili said that they ensure that meals are distributed, as well as food parcels, to families in need
Sadly, he said that they have continued to see an increase in poverty with young people experimenting with drugs and alcohol, which he believes will only increase the socio-economic challenges in the area
"There are many homes in the community that need assistance," said Mbili
Despite the challenges, he said that the community response remains positive "The community appreciates what we do for them," said Mbili
To work towards assisting more people, he said that they have continued to nurture their vegetable garden but are in desperate need of more land to expand "Our current garden is about 15x15 square metres If we can gain access to an additional 15x15 square metres, that would assist us greatly," said Mbili
In addition to the need for space, he said that they also need fencing and poles
Despite these challenges, Mbili said that the training offered by his organisation has shown success with multiple people securing jobs and some establishing their own small businesses
"We have two people who are selling baked goods, while a few others are doing sewing
The plan, however, is to ensure that each person is registered as a business or non-profit organisation so that they can continue looking for opportunities," said Mbili

A HEARTWARMING new community project is set to launch in Jeffreys Bay in February 2026, bringing together teenagers and senior community members to learn the traditional art of hand stitching while creating blankets of hope for those in need
TIKVAH – Stitching Generations, founded by Nicky Olivier with co-facilitator Wendy Slabbert, aims to bridge the gap between young and old through creativity and compassion
Olivier said that the TIKVAH project is a fun, safe, and creative space where they plan to bring seniors and youth together to share wisdom, stories, and skills
She said that the project provides a place to put down their electronics, be "old school" again, and reconnect through laughter, learning, and love
The inspiration for the project came from Olivier's volunteer work in early 2025 at the Timion non-profit company, where she worked with children with cerebral palsy and their mothers
"Seeing their struggles, the long journeys to therapy, the exhaustion, and the need for comfort, deeply moved me," said Olivier
She said that the turning point came through what Olivier describes as divine inspiration
Elaborating on this, Olivier said that one night, she received a God-given dream showing her how to design a sensory blanket that could roll into a pillow for support while travelling
This dream became the foundation of TIKVAH, meaning hope
She said that while working at the Jeffreys Bay-based Global Leadership Academy's clothing shop, she noticed that the learners needed help mending their uniforms

Olivier has since partnered with GLA to launch the programme, which will run from February to April 2026 and will take place every Monday and Wednesday from 14:00 to 16:00

IN a heartwarming show of community spirit and environmental awareness, the Marina Eagles, a local youth soccer team, have turned trash into triumph by collecting recyclables to fund their brand-new soccer kit
The team's project involved gathering cans, bottles and plastic items from residents and businesses
Their dedication to both sport and sustainability paid off when they raised enough money through recycling to purchase their much-needed uniforms and soccer boots
Speaking on behalf of the team, club manager Mzikayise Eric George said, “We’re thrilled to see our efforts pay off ”
“This kit isn’t just a uniform, it’s a symbol of teamwork and what we can achieve when we work together toward a common goal ”

She further said that the senior participants will join through partnerships with local pastors who organise day trips for mobile elderly members of their congregations
The first senior group to join will be Nation Builders Prophetic Apostolic Movement, a service centre for the elderly in Humansdorp
"These senior participants join the sessions, sharing stories, laughter, and their lifelong skills with the learners," said Olivier
She said that the handcrafted sensory blankets will be donated to Timion NPC, supporting families affected by cerebral palsy, as well as old-age homes and memory care units in the community
While this is the first year for the programme, Olivier has ambitious plans for expansion
"Our dream is for this model to be introduced in high schools across the country, encouraging creativity, connection, and community wherever it goes," said Olivier
She said that they are currently seeking donations of materials, including yarn, fabric, buttons, batting, felt and needles
Olivier said that community members can also volunteer their time to assist in workshops

TO raise much-needed funds for Humansdorp's SPCA Assisi, the non-profit organisation will present the Whiskers Couture Fashion Show and Auction event featuring Feline Models on 22 November in Jeffreys Bay
Louise Bakkes, chairperson of SPCA Assisi, said that the fashion show will showcase donated couture clothing across four categories: casual, formal, evening and bridal wear
She said that all outfits are once-loved couture pieces that have been donated to SPCA Assisi
Feline Models, led by CEO Philine van Niekerk, will participate in the show
Van Niekerks modelling school was established in 2016 and is described as a premier institution dedicated to shaping confidence, elegance, and professional skills
Van Niekerk, who holds multiple titles, including Miss Global SA 2024, Africa's Representative at Miss Global International in the Cayman Islands 2024 and Miss Social Impact 2024, to name a few, started the first modelling school in Jeffreys Bay at age 19
Bakkes said that the inspiration for the fashion show came from the fabulous couture donated to the society
She said that Van Niekerk and her students,
who are passionate about animals, took on the challenge of creating a memorable show
"The funds raised at the event will support the construction of a standalone cattery, including construction costs, equipment such as cages and litter systems and initial running costs This development will free up current kennels to accommodate more dogs," said Bakkes

She said that SPCA Assisi faces several challenges with their old, deteriorating facility, requiring constant repairs and maintenance
"We currently house cats in dog kennels due to limited space, which restricts our capacity," said Bakkes
Founded in 1996 by Frank Richter, SPCA Assisi is one of over 80 SPCA societies in South Africa and the only one worldwide named after

In haar graad 12-jaar beplan Anica om by Elnic aan te bly om te help met die ontwikkeling van 'n "Scratch"-handleiding, 'n inleidende programmeringsprogram vir jonger leerders Die doel is om kodering stelselmatig in te bou, sodat selfs leerders wat nie toegang tot tegnologie by hul skole het nie, ook met programmering kan kennis maak Elnic het hul trots en dank uitgespreek teenoor Anica vir haar bereidwilligheid en passie vir leer "Sy is 'n besonderse leerder wat nie bang is vir uitdagings nie," het die klub gesê "Haar harde werk en entoesiasme het nie net haar eie kennis uitgebrei nie, maar gaan ook toekomstige leerders help om in die wêreld van tegnologie hul eie plek te vind "
