An 879-ha stretch of land surrounding the Berg River Dam in Franschhoek has been leased to the Berg River Dam Adventure Tourism Company (BRDATC), which is currently upgrading the area for outdoor recreation

The move sparked public concern, particularly at a meeting held last Monday (3 November), when some residents argued that the land should remain untouched by construction or other interventions

Reghard Goussard, director of the BRDATC, told residents that the lease presented an opportunity to make the area safer, assuring them that access would be monitored and controlled

According to Wisane Mavasa, spokesperson for the national Department of Water and Sanitation (DWS), the land surrounding the dam “is registered in the name of the national government of South Africa and is in favour in the DWS”

He said the lease of the land to BRDATC is currently “under re-review by the department to exclude departmental infrastructure such as buildings and operating facilities”

The lease is valid for nine years and 11 months from 28 February 2024, with no extension option or automatic renewal clause

Goussard said BRDATC began its lease application in 2020 and “started executing [their] lease condition in March of this year”

The broader development around the Berg River Dam was branded as the “ARC of Franschhoek”, an acronym for Architectural Regeneration Collective, a creative nod to Noah’s Ark, he explained “The purpose of the lease [to BRDATC] is to provide opportunities for recreational activities to the community and/or visitors in the area concerned, and provide access to the dam for the purpose of picnicking, participation in water sports and recreation,” Mavasa pointed out

DEVELOPMENTPLANS

Goussard said progress is ongoing across multiple fronts on the land around the Berg River Dam

Key activities include:

Berg River Dam set for outdoor fun

•repairing existing fencing and access control infrastructure;

•restoration and repurposing of gates and security installations with CCTV and access management;

•removal of derelict and unsafe structures and signage;

•upgrading of access roads in consultation with the necessary governing bodies;

•preparation for the refurbishment of Bell’s Lodge (pending vacancy);

•implementation of a site-development plan (SDP), including environmental assessments, water-use licensing and approvals for a small-scale sewage treatment system, rock pools, and upgraded slipway access; and

•closure of unauthorised access routes and infrastructure repairs to the dam wall, pending DWS and Department of Public Works assistance

According to Mavasa the lease did not go through a public-participation process, as it was an “unsolicited bid for a tourist lease,” as Goussard described it at the public meeting

At the same meeting additional development plans were shared, including upgrades to the multi-use trails, the possible establishment of a restaurant and the addition of camping or glamping sites as well as a designated area for launching

boats into the dam The site will still be dog-friendly, Goussard added

The BRDATC is yet to finalise entrance fees for the area that is currently being fenced off, he added BRDATC “did not apply for the lease of the land to make profit”, Goussard told locals, adding that accommodation plans would likely help sustain the project financially

Currently access to the area remains unregulated, but this is expected to change as BRDATC is currently finalising access control

COMMUNITYINVOLVEMENT

The project has already created employment for 12 residents of Mooiwater, with the aim of expanding to 20 through the Community Participation Programme this month, as outlined in the lease addendum between DWS and BRDATC, Goussard said

Additionally, a Mooiwater resident has been appointed as a director of the non-profit company (NPC) SA Trails Network, which has been contracted to upgrade the 66 km multi-use trails around the dam Goussard is the founder of the NPC.

“Trail infrastructure such as signage, trailheads, rest points and accessibility

upgrades will also be undertaken, while the trail design will prioritise water-conservation awareness and biodiversity education,” Goussard pointed out

“Alien vegetation clearing and ecological rehabilitation work will also be undertaken Long-term ecological monitoring of the area will be undertaken under CapeNature’s oversight ” SA Trails Network aims to create eight to 15 full-time jobs in trail management and more than 50 seasonal jobs

The upgraded trail system is expected to be completed by the third quarter of 2026, with the NPC anticipating a 40 to 50% increase in visitation within a year of its launch

Local tourism organisation Franschhoek Wine Valley (FWV) announced its conditional support for the project “FWV supports the foundational principles of the BRDATC project and acknowledges the potential value it holds for the region,” said FWV CEO Ruth Mccourt

“Our support is conditional on mutual agreement and ongoing alignment with community interests, as outlined in our recent communication with the leaseholder FWV has committed to serving as a communications bridge, ensuring clear, consistent messaging and fostering trust across all stakeholder groups ”

Early start prompts prevention call

More than 100 firefighters employed by the Cape Winelands District Municipality (CDWM) are geared up to battle blazes in the district during the annual fire season.

But municipal fire service officials are calling on communities to play their part in fire prevention, education and reporting as well.

Fire season officially started in the Western Cape on Saturday 1 November, and will run until 30 April 2026.

However, fire season in the district seemed to have an early onset, with CDWM Fire Services responding to 112 fire calls throughout October alone “Although only three of these were larger fires – in Drakenstein, Witzenberg and on the border of the Langeberg and Overberg – that ran over a few days. The total number of hours worked was 1 099 man hours spent fighting fires and a total of 170 777 km travelled by a variety of fire vehicles,” said CWDM spokesperson JoAnne Otto.

She confirmed no extensive damage to property or crops were reported

the district which people visit for its natural beauty, but there are often no braai facilities. It is illegal to make a fire where no facilities are available, even more so on hot summer days People are advised to rather pack a picnic instead of a braai.”

In the case of venues with braai facilities, Otto said people often do not properly extinguish braai fires or leftover coals, which can lead to embers being picked up by the wind and eventually igniting nearby dry brush. “The braai fire needs to be extinguished using water and sand. There should be no warmth from the braai at all ”

PLAYYOURPART

Otto said another concern experienced last year, is children being left to play with matches without any form of supervision or making a small fire as part of a game in velds near their homes “This is very dangerous as it takes only takes the smallest flame to set alight dry veld.

This mantra is evident in the number of firefighting partnerships in which the

The CDWM Fire Service is responsible for fire prevention and fighting across five municipal areas: Stellenbosch, Drakenstein, Breederivier, Langeberg at CWDM, said: “No fire is won by one individual Success and the protection of lives and livelihood is due to the combined efforts made by an integrated team of knowledgeable, well-equipped, suitably trained and dedicated people working together in a disciplined way.”

cial Disaster Risk Management Centre, Winelands Fire Protection Association, local municipalities, Volunteer Wildfire Services, and the Montagu Volunteer Fire Group. “Importantly, besides these partnerships, the CWDM Fire Services are reliant on the services of local and provincial traffic departments and other emergency services as well,” Otto said.

“Parents need inform their children that playing with matches can destroy not only their own, but many other people's homes.”

CWDM called on all residents of the district to assist in fire prevention and mitigation.

“Hierdie misdrywe gebeur hier in Stellenbosch.

Art Mile celebrates one year

The Stellenbosch Art Mile, along the Eerste River’s banks, celebrated its first birthday with cake, individual ones for guests to decorate, and bubbles at Eerste Kafee.

The Art Mile is a collaborative project born from Clara Babette, Ben-Carl Havemann, Andi Norton and Hanlé Hill

An extended space was created on the banks of the Eerste River, between the pedestrian bridge at Krige Street at Markötter up to the Coetzenburg Bridge.

The Art Mile was officially opened to the public on 2 October 2024.

Havemann reminded those present at the celebrations last Thursday (6 November) the aim of the Mile is to create a public experience that’s open, free and shared. Currently the work of 16 artists can be seen and experienced at the 22 sites along the river bank.

The cake and sweet treats were provided by the Cake Canteen.

Dumas pryk in Paryse museum

Haar werk

centre received Gold in the Increasing Local Sourcing & Creating Shared Value category (“T&V on global map”, Eikestadnuus, 6 November).

“These accolades underscore the Western Cape’s unwavering commitment to excellence in tourism and wine,” Meyer pointed out.

“They reflect the innovation, resilience, and dedication of our local communities and businesses. We remain committed to driving sustainable growth and inclusivity across the province.”

The esteemed wine estates offer visitors world-class experiences that blend breathtaking landscapes, exceptional wines, and warm hospitality, further cementing the province’s reputation as a premier wine tourism destination

“The Western Cape government extends its heartfelt congratulations to all the winners and looks forward to continued success in positioning the province as a global leader in responsible and wine tourism.”

Rewarded for shoddy work?

This photo of the caving-in walkway opposite Paul Roos Gymnasium was taken recently. It had been repaired last year after the storm had assaulted the embankment it abuts.

It is absolutely atrocious that the contractor did not stabilise the paving that was supposed to last for the next 20 years, and is now also caving in after just one year. The surface isn’t even level, with a very visible hump in the middle

I can’t believe the Engineering Department didn’t set prescriptive parameters to be met and, more damningly, final inspection clearly was not done, or else such structural weaknesses would have been picked up. Is this how our municipality functions now? Accepting shoddy workmanship as other municipalities do?

The question is whether the contractor will be called back to snag the whole area, or has he long since taken the money and run? And, will citizens have to pay for someone else to come around to stabilise the area and redo the section?

It is clear that at least 10 m will have to be recompacted and repaved. And all this in the middle of the Stellenbosch Art Mile the municipality is so proud of and has spent millions promoting Francois Bossert, EMAIL ALGEMEEN

VDSwenbe

Norton pointed out that 2025 was the MTB team’s best year in terms of participation, with eight teams entering and successfully crossing the line in Somerset West “A huge thanks to Wines2Whales for

supporting the team with these entries and the incredible effort that went into organising a great event,” he said

“The results of this team keep getting better and better, and we are really excited to see them perform in the Cape Epic and other upcoming races Kwazi and Ziandro formed a formidable new partnership and it will be exciting to watch them develop as a team ”

Norton attributed the team’s success to the growth in rider numbers, appointment of a full-time coach and continuous support of loyal sponsors, DP World, Fairtree Capi-

tal, Cannondale and Biogen

“The team has grown dramatically over a year due to this support and shows no signs of slowing down,” the proud manager said “We are extremely excited by the progress made by many of the riders and look forward to some great results in 2026

“The appointment of CP van Wyk as a full-time coach has definitely made a significant impact on the results and the plan is to now focus on individual MTB skills (single-track and technical prowess) and greater team cohesion and strategy, in stage events ”
