SUMMER IS ENDING but the Events are Ramping Up! We are officially 200 days in to 2021! We have had so many great events this year so far and I am so happy to see the direction the NCBIA is moving! I think I am even more excited to see what the next few months have in store for us! We have so many big things coming up and I cannot wait to see so many of our members together! First up we have our Golf Outing event coming up next week! We are expecting a huge turnout this year and our golf committee, led by John Toth has definitely put in the work to make this year’s event the absolute best Golf Outing we’ve seen in years! There will be plenty of time to network with new and veteran members as well as mingle with some potential new ones! There will be raffles and door prizes and it should be a great day out on the course! Then we have our make-up date for the Night at the Crushers Game! That’s always a fun way to unwind with our members and watch a great night of baseball! There is still time to sign up and there are more details on it later in this newsletter. The following week, on August 19th we have our last member mixer of the summer! We have received so much support for this mixer that I am sure it will be the best one we’ve had all year! And that is saying something considering the last two we have had were great!

HAVE HIGH PRICES Reduced New Construction Interest?

BY: ROSE QUINT he share of prospective home buyers looking to

buy a newly built home peaked at 42% in the fourth quarter of 2020, before falling to 38% and 33%, respectively, in the first two quarters of 2021. The drop is most likely the direct result of strong gains in new home prices in 2021, which have been driven by double-digit growth in the price of residential construction inputs. These results come from NAHB’s latest Housing Trends Report. In contrast, the share of buyers looking only at existing homes rose from 31% in the final quarter of 2020 to 35% in the second quarter of 2021, while those who will buy either new or existing increased from 27% to 32% of all prospective buyers during this period. Regionally, the share of buyers who would prefer a new home peaked in the Northeast and West in the first quarter of 2021 at 60% and 51%, respectively, before falling to 34% and 40% in the second quarter of the year. In the South, the share peaked in the third quarter of 2020 at 33%, but is now at 30%. In the Midwest, the share peaked in the final quarter of 2020 at 27%, but is now down to 19%. * All national and regional series in the HTR were seasonally adjusted for the first time in the second quarter of 2021. As a result, all data prior to this quarter have changed, as they now reflect the seasonal adjustments. Moving forward, non-seasonally adjusted data will no longer be published. The Housing Trends Report is a research product created by the NAHB Economics team with the goal of measuring prospective home buyers’ perceptions about the availability and affordability of homes for-sale in their markets. The HTR is produced quarterly to track changes in buyers’ perceptions over time. All data are derived from national polls of representative samples of American adults conducted for NAHB by Morning Consult. Results are seasonally adjusted. MOST COMMON EXTERIORS on New Homes are Stucco and Vinyl in 2020 BY ASHOK CHALUVADI

A

ccording to the data from the Census Bureau’s Survey of Construction (SOC), stucco was the most common principal exterior material on new single-family homes started in 2020 (28 percent), followed by Vinyl siding (26 percent), fiber cement siding (such as Hardiplank or Hardiboard (21 percent), brick or brick veneer (19 percent). Far smaller shares of single-family homes started last year had wood or wood products (4 percent) and stone, rock, or other stone materials (1 percent) as the principal exterior wall material. The Census Bureau’s SOC data is available by the nine census divisions and there are substantial differences in the use of siding across divisions. Vinyl siding was the most widely used primary exterior material in 5 out of 9 census divisions. In the Middle Atlantic and New England, vinyl siding was used in 76 percent and 72 percent of the new homes started in 2020. In the East and West North Central divisions, vinyl siding accounted for 68 and 53 percent respectively. Meanwhile in the East South Central, vinyl siding was used in 45 percent of the new homes started in 2020. Stucco was the most common widely used as the primary exterior wall material in the Pacific, Mountain and South Atlantic divisions in 2020: 63 percent, 50 percent, and 39 percent, respectively, of the new singlefamily homes started in those areas used it. Brick or brick veneer was the most common exterior siding material in East and West South-Central divisions. In the West South Central, 64 percent of the new single-family homes started in 2020 used Brick or brick veneer as the primary exterior material, compared to 39 percent in East South-Central division.

Part of the reason for this positive development is because that NAHB has owned this issue. For the past year, we have been the leader in educating the public and policymakers about how rising lumber prices are harming home builders, home buyers and the economic recovery. NAHB leaders have appeared on CBS This Morning and numerous times on Fox Business News. We have also been featured in Bloomberg, CNN Business, Fortune, CNBC, and scores of other local media outlets across the nation calling for action to address rising prices and supply shortages. Overall, on the media front, we have earned more than $50 million in media coverage, with over 11,000 stories featured in national and local news. Effectively, we got $50 million in national publicity for free rather than having to pay for it. In the policy arena, we have reached out to virtually every member

of Congress on this issue and held talks with top White House officials and Commerce Secretary Gina Raimondo. Thanks to the outreach of NAHB and our grassroots, several House and Senate leaders have openly raised the issue of soaring lumber prices and housing affordability with Secretary Raimondo and U.S. Trade Representative Katherine Tai. In fact, Secretary Raimondo addressed the NAHB Leadership Council on June 28 and said that “supply chain disruptions are at the top of my mind.” The secretary told NAHB she will conduct a summit with all interested stakeholders to address supply side constraints and to find solutions to keep this from happening again.

Despite these positive developments, it is far too soon to claim victory. Last November, lumber prices fell quickly from the summer peak only to abruptly reverse course and soar to new heights. Now, we need to be sure that the drop in prices that began in late May continues. Moreover, one factor in this recent price decline is because demand is falling to meet supply instead of supply rising to meet demand. In other words, many builders are delaying or even canceling projects to wait for lumber prices to decline to reasonable levels. And countless builders who are moving full steam ahead have not been able to take advantage of the recent decline in lumber prices because producers are still selling off lumber that they purchased from the mills when prices were at their peak. So, when buyers read that lumber prices are coming down, builders need to educate them about this price lag.

Looking ahead, our focus is not limited to only lowering lumber prices and increasing supply. We are putting pressure on policymakers to improve supply chains for all building materials in order to protect housing affordability. While lumber costs have come down in recent weeks, they are still more than 120 percent higher than a year ago. And OSB prices are up more than 380 percent over the last year. The NAHB advocacy team – Government Affairs, Communications, Economics and Legal – continues to work doggedly on all fronts to find solutions that will ensure a lasting and stable supply of lumber and other building materials for the home building industry at competitive prices. inspections are at risk of being curtailed or eliminated, which would result in construction delays and increased costs to home buyers.

CDC Eviction Moratorium Set Aside for NAHB Members • •

In an important example of the value of membership, NAHB scored a major legal victory in March that sets aside the federal CDC eviction moratorium for all NAHB members nationwide. On March 10, the U.S. District Court for the Northern District of Ohio ruled that, by issuing an eviction moratorium, the CDC exceeded the authority granted to it by Congress. NAHB brought the lawsuit as a plaintiff on behalf of its members and we were the only association to do so. As a result of this ruling, the CDC eviction moratorium is currently set aside with respect to all NAHB members nationwide who were members of the association as of Oct. 23, 2020, when the case was filed. However, the eviction moratorium may still apply to landlords who are not NAHB members and those who became new members of NAHB after Oct. 23, 2020. Moreover, NAHB members must still comply with state or local eviction restrictions. The reason the decision was set aside for all NAHB members across the nation and not all landlords is because NAHB was a plaintiff in the case and we had “representational standing.” This means NAHB was acting as a representative of its members who have been impacted by the moratorium. When an association wins a case like this, the decision applies to all its members. This victory for all NAHB members shows how our association is working on behalf of our entire federation and producing concrete results to help your businesses and our industry. And while this is an important win, NAHB continues to urge members to seek access to the $46.5 billion of rental funding through the Emergency Rental Assistance Program via your local government and housing authorities. NAHB has always stated that the best way to help all parties is through emergency funding and not moratorium mandates. Finally, with the CDC eviction moratorium set to expire on March 31, the agency moved to extend the eviction freeze through June 30, 2021. In late June, the CDC said it would extend the moratorium one final time through July 31, 2021. Biden’s stimulus plan will help housing • •

While the end of the year relief package was a positive development, more needs to be done to help small business owners and keep the economy moving forward. Millions of Americans remain underemployed or unemployed, millions of small businesses still require economic relief and millions of mom-and-pop landlords have not been receiving rent payments for months, threatening their economic livelihoods. The Biden COVID-19 relief bill signed into law on March 11 includes additional funds for small businesses, rental assistance, school reopenings, nationwide coronavirus vaccine delivery, and state and local governments -- which are critical to help many of our members and get the economy back on track. The new law will leverage $35 billion in government funds into $175 billion in low-interest loans for small businesses. It also includes $15 billion in grants for small businesses. An additional $25 billion is targeted to rental assistance to help renters and landlords. This is why NAHB supports the Biden relief package, though we recognize the COVID relief package is far from perfect. Regarding aid to state and local governments, this provision is a net plus for members. Without federal aid, critical government services such as planning approvals, building permits and timely

NEW HOME PRICES Squeeze Buyers Out of the Low End

N

ew data released by the U.S. Census Bureau and the Department of Housing and Urban Development, combined with recent NAHB survey data, show that home buyers in the bottom one-fourth of the market have been squeezed entirely out of the market for new construction due to a mismatch between actual prices of new homes and prices that buyers expect to pay. As a result, these buyers have been forced to look exclusively in the stock of existing homes – where the inventory of homes available for sale remains in a historically low range at a 2.5-month supply, with a sixmonth supply typically acting as a balanced market. NAHB tabulation of recently released data from the HUD/Census Bureau Survey of Construction shows that the median price of single-family homes started in 2020 and built for sale was $336,000. The vast majority (79%) were priced between $250,000 and $1 million. Virtually none were under $150,000 (only 1% between $100,000 and $150,000 and none were under $100,000). In contrast, the 2021 edition of NAHB’s What Home Buyers Really Want (based on a representative sample of 3,247 recent and prospective home buyers conducted in the summer of 2020), showed the median price buyers expect to pay for a home is about $265,000. Half are looking to pay $250,000 to $1 million, and one-fourth are looking to pay less than $150,000. In other words, in 2020 new construction was providing essentially no product for the bottom one-fourth of the home buying market. Moreover, in 2021 the situation is likely to be worse, given that the median price of a new home in May 2021 was up 18% from a year earlier, at $374,400. In addition to the 25% of buyers looking to pay under $150,000, it is likely that builders in many parts of the country are now unable to accommodate a substantial share of the 22% looking to pay somewhere between $150,000 and $250,000.

have increasing difficulty finding something in the market for existing homes, which have registered large price hikes as well. The median sales price for existing homes in May was $350,300, up 23.6% from a year earlier, and the 111th consecutive month of year-over-year increases. NAHB Senior Economist Paul Emrath provides more analysis in this Eye on Housing blog post.

The growing affordability crisis is due in large part to supply chain disruptions resulting from the COVID-19 pandemic. The change in lumber costs between April 2020 and April 2021 added more than $35,000 to the price of an average new home. In May, builders reported that material costs in general had increased 26% from a year earlier. The widespread shortages are not just limited to building materials – builders are also grappling with a dearth of workers, as the number of open construction jobs increased to 357,000 in April. On top of this, NAHB recently estimated that regulation is now accounting for over $93,000 of the price of an average new home. Buyers unable to find new homes in their price range are also likely to page 22

Urges Congress to Boost Lumber Production from Federal Lands

T

o help resolve lumber supply shortages and rein in elevated prices, NAHB Chairman Chuck Fowke today called on Congress to increase domestic lumber production from federal lands, both as a means to improve housing affordability and address the resilience of our national forests. Appearing at a forum conducted by Republican members of the House Natural Resources Committee and GOP members of the House Western Caucus to discuss skyrocketing lumber prices, Fowke said that boosting domestic lumber production is just part of the solution. “We also need to resolve the long-standing trade dispute with Canada over softwood lumber imports as well as solving supply chain and labor supply disruptions that continue to linger,” Fowke said. Illustrating the unprecedented rapid rise in lumber prices over the past year that has added nearly $36,000 to the price of a new home, Fowke told lawmakers that lumber prices have increased more than 165% percent since April 2020. OSB prices are also up nearly 400%, and the Random Lengths Framing Composite Index price shot past the $1,500 barrier for the first time ever in May. “For context, the previous high was $582 in 2018 and framing lumber typically trades around $425 per thousand board feet,” Fowke noted. “These historic price increases are dramatically raising home prices and rental costs and threaten the nation’s economic recovery.” Lumber prices currently stand at elevated levels, though they have fallen in recent weeks. However, these recent price declines are not due to an increase in supply. “We see it due to a slowdown in housing production, which should alarm everyone,” Fowke said. “In May, single-family starts fell 5.9% and that follows significant downward revisions to the April estimate and previous months’ readings.” Regarding the nation’s federally owned forests, Fowke noted that timber harvests from the National Forest System averaged between 10 and 12 billion board feet for a 40-year period from the mid-1950s and then plunged precipitously to an average between 1.5 and 3.3 billion board feet per year starting in the mid-1990s due to bureaucratic red tape and litigation. Over the course of three decades there has been a dramatic decline in timber production from our federally owned forests. “We must strike a more appropriate balance in how we manage our national forests,” Fowke told lawmakers. “Doing so will restore the health of one of our great natural resources and offers the potential to reinvigorate the forestry industry while improving housing affordability. ccording to the latest data from the Bureau of Labor Statistics, the overall economy has 9.2 million unfilled jobs, nearly 300,000 of which are in the construction sector. We expect labor to be a rising challenge for construction firms as the overall labor market heals in the coming quarters. In June, the economy added 850,000 jobs, with the unemployment rate little changed at 5.9%. Residential construction added 15,200 jobs on a net basis for the month, while nonresidential construction lost 22,600. More workers are needed in the construction industry for housing supply to increase. For this to happen — both in construction and the overall economy — labor force participation needs to improve off its current 61.6% rate. Although labor market challenges have increased, there has been some relief for materials. Lumber market spot pricing has declined about 50%, but these price declines will take some time to reach builders. (See first article below.) However, prices for OSB and other materials remain elevated, and a large portion of deliveries continue to be delayed. These building material issues have had a number of impacts on the industry. Sixty-two percent of builders report frequently raising sales prices, and 59% indicate they have pre-ordered materials to manage supply-chain concerns. Moreover, 45% note including price escalation clauses in sales contracts, and 11% reported cancelling sales contracts on pending sales because of material challenges. These supply-side challenges are affecting the types of homes available for prospective buyers, as illustrated in 2020 data: The median price of new single-family built-for-sale homes last year was $336,000, and the vast majority (80%) were priced above $250,000. This means the entry-level market remains the tightest part of housing inventory, exacerbating myriad challenges for first-time buyers.

cespite recent declines in interest rates, the combination of elevated construction costs, delayed material delivery times and higher home prices have cooled what has otherwise been an extremely hot housing market. The July reading of the NAHB/Wells Fargo Housing Market Index (HMI) declined one point, to a still solid reading of 80. However, the HMI was at 90 last November, having lost some momentum due to supply-side challenges. Building material costs remain a challenge, and one that the Federal Reserve is watching closely for clues regarding the path of inflation over the next two years. Despite some cooling for mill-to-yard softwood lumber pricing, now down more than 60% from its peak price in mid-May, builders continue to face elevated costs. For example, OSB prices are more than 500% higher than they were in January 2020. On a net basis, new NAHB estimates reveal the increased costs of wood products are adding approximately $30,000 to the typical newly built single-family home and about $10,000 to the median apartment. Higher material costs were a warning sign regarding inflation. Although the Fed (and, in part, the NAHB Economics team) see these inflation gains as transitory, CPI data saw a 5.4% gain in June — the fastest rise in prices in 13 years. It is worth noting that a large amount of these gains was attributable to car prices. However, rent data do not yet reflect the full housing impact that is forthcoming. Despite these challenges, the housing market remains strong. The NAHB/Royal Building Products Remodeling Market Index reached an all-time high of 87 for the second quarter of 2021, up 14 points from a year ago. And while single-family and multifamily permits saw a monthly decline, single-family starts were up 6.3% and multifamily construction was up 6.2% in June. Nonetheless, the permit declines for both forms of residential construction indicate that the stabilization process for home building continues, after the unsustainably hot market during the second half of 2020.

DOG DAYS of Summer It’s about two thirds through summertime and parents are prepping their children for school. At OHBA, were prepping for the return of legislators, the results of two special congressional primaries and a lot of talk about returning to maskdom. Also, on the agenda is a high-profile corporation admitting wrongdoing in the massive First Energy utility deal and paying millions in fines. However, the target of the investigation has been expelled from the House and steadfastly claims innocence. This cloud will remain until the case goes to trial and some think that may be more than a year away. Expect the media to keep producing stories about it. Our Summer Board of Trustees Meeting was very successful; A good crowd and a visit from Lieutenant Governor Husted. We discussed a number of important pending legislative and regulatory issues. The General Assembly adjourned for the summer and will return in the fall. A few land development issues are on the fall agenda. We will also be recommending candidates to fill vacancies on the RCAC and the newly created committee to review property tax methods for affordable housing developments. On the political side, the state will begin the required re-alignment of legislative and congressional districts to conform with population changes as recorded in the most recent 10-year census update. We do know Ohio will lose one congressional seat and the resulting congressional districts will grow to accommodate an extra 50 or 60 thousand residents. State legislative districts will continue with 99 House and 33 Senate districts.

W

hen it comes to key home amenities, double sinks and pantries stand out as “must have” items in the kitchen while a shower stall and tub are essential in the primary bathroom, according to NAHB’s recent study, What Home Buyers Really Want, 2021 Edition. Among the kitchen features, more than four of every 10 buyers think the double sink is so essential they would be unlikely to buy a home without it, making this the highest essential share of all kitchen features listed. And while double sinks and pantries were the only two kitchen features rated as essential or desirable by at least 80% of buyers, four additional features are sought by more than 70% of buyers: • • • •

Not far behind are three features rated as essential/desirable to more than two-thirds of all buyers: • • •

Recessed lighting (69%), Customized backsplash (69%), and Pull-out shelves (68%).

Overall, more than half of home buyers rated 20 of the 30 kitchen features either essential or desirable. It’s no surprise that the survey shows that bathrooms — especially the home’s primary bathroom — tend to be very important to home buyers. Of the 18 different bathrooms features listed in the survey, 12 received an essential or desirable rating from more than 50%. The four most-wanted bathroom features are all related to the home’s primary bath. At the very top of the list: • • • •

A linen closet in the primary bath, rated as essential or desirable by 76% of home buyers; A shower stall and a tub (74%); A double vanity (69%); and A private toilet compartment (67%).

The shower and tub combination in the primary bath ranked as the most “essential” feature, with 36% of buyers stating they would be unlikely to purchase a home without this feature.

EMPLOYMENT SITUATION IN JUNE: State-Level Analysis BY DANUSHKA NANAYAKKARASKILLINGTON

N

onfarm payroll employment increased in 44 states and the District of Columbia in June compared to the previous month while six states lost jobs. According to the Bureau of Labor Statistics, nationwide total nonfarm payroll employment increased by 850,000 in June, following an upwardly revised increase of 583,000 jobs in May. On a month-over-month basis, employment data was strong in Florida, which added 81,300 jobs, followed by California (+73,500) and Texas (+55,800). Six states lost a total of 12,400 jobs, the largest decline was reported in Maryland which lost 6,400 jobs. In percentage terms, Arizona employment increased by 1.3% while Alaska reported a 0.9% decline between May and June. Year-over-year ending in May, 7.9 million jobs have been recovered marking the economic rebound from the COVID-19 pandemic induced recession. All the states and District of Columbia added jobs compared to a year ago. The range of job gains spanned 804,900 jobs in California to 8,200 jobs added in Wyoming. In percentage terms, Nevada reported the highest increase by 11.6%, while Oklahoma increased by 2.1% compared to a year ago. Across the 48 states which reported construction sector jobs data—which includes both residential as well as non-residential construction— 23 states reported an increase in June compared to May, while 24 states lost construction sector jobs. Maine reported no change. Georgia added 5,700 construction jobs while New York lost 6,900. Overall, the construction industry lost 7,000 jobs in June compared to the previous month. In percentage terms, Kentucky increased by 3.4% while Vermont reported a decline of 3.4% between May and June. Year-over-year, construction sector jobs in the U.S. increased by 239,000, which is a 3.3% increase compared to the June 2020 level. California added 27,300 jobs, which was the largest gain of any state, while Alabama lost 4,300 jobs, which was the largest decline. In percentage terms, Rhode Island had the highest annual growth rate in the construction sector by 18.1%. Over this period, Wyoming reported the largest decline at 6.7%

JUNE 30, 2021, REPORT #8 HB 110 BUDGET AWAITS GOVERNOR’S SIGNATURE AS LEGISLATURE BREAKS FOR SUMMER RECESS Numerous differences between House and Senate versions of HB 110 were worked out and voted on by the conference committee earlier this week. The House and Senate were in session until late Monday night finally voting to pass HB 110, sending it to the Governor’s desk. One amendment added by the Senate, at the request of the current Senate President, proposed changes to O.R.C. 5715.01 and 5713.03 dealing with the valuation of subsidized residential rental property. The amendment would have required county auditors to value Low Income Housing Tax Credit (LIHTC) properties and other properties receiving federal subsidies to be valued as market rate properties without regard to governmental use restrictions. One of hundreds of changes included in the conference committee report, removed this language, and replaced it with a study committee of ten members appointed by the Governor. OHBA is one of the ten to be represented on the committee. Feel free to contact OHBA with any questions.

HB 107 Elevator Law (Baldridge, B.) To revise the Elevator Law.

LEGISLATIVE RECAP

The House Commerce and Labor committee voted HB 107 out of committee and the full House passed the legislation last week with a vote of 81-9. In prior hearings, the committee heard concerns from elevator contractors from around the state who OHBA has been working with on HB 107. While residential elevators have been exempted already from the contractor licensing, OHBA has suggested changes to address the accessibility equipment also making up the business of the contractors who do the residential work. OHBA will continue to work on changes in the Senate to HB 107 over the summer and when the legislature returns in the fall. HB 175 Water Pollution (Hillyer, B.) To deregulate certain ephemeral water features under various water pollution control laws. The House Agriculture Committee had a hearing last week where HB 175 had been marked for a possible vote. Unfortunately, the Chairman decided not to report the bill out of committee, but instead held the legislation, asking the parties to work together over the summer. OHBA responded, expressing disappointment with the lack of vote, and failure to keep HB 175 moving through the process while discussions were also taking place. OHBA continues to work with interested parties and the sponsor in support of HB 175. HB 201 Natural Gas and Propane (Stephens, J.) To prevent local governments from limiting use of natural gas and propane. Passed in Senate (6/24/2021; 24-7) A measure prohibiting local governments from preventing consumers from obtaining natural gas service or propane is on its way to the governor after clearing the Senate on Thursday. HB 201, which is opposed by local government groups that claim it infringes on home rule, cleared the chamber in a party-line vote. Lumber and other Building Material Prices

NAHB’s tireless efforts to encourage the White House to convene a home building materials supply chain summit has borne fruit. I am pleased to report that the White House has heard our concerns and recognizes the importance of finding solutions that will end production bottlenecks that have resulted in soaring material prices. At NAHB’s urging, a White House summit on building materials was held on July 16 with a diverse group of stakeholders. Representing the administration were Commerce Secretary Gina Raimondo, HUD Secretary Marcia Fudge and Director of the National Economic Council Brian Deese. NAHB stressed at this meeting that it is imperative that lumber mill

producers boost production in order to meet rising demand. Home inventories are lean and the U.S. housing market is more than 1 million single-family homes short of what is needed to meet the country’s demand. The summit was an important step forward. All the participants recognized the need to resolve supply chain bottlenecks and the issue of rising material prices and supply shortages has been brought front and center to the Biden administration.

I want to stress that this White House summit on building materials was the culmination of a year-long effort where NAHB has been in the forefront in educating the public and policymakers about how rising lumber and building material prices are harming home builders, home buyers and the economic recovery. NAHB leaders have appeared on CBS This Morning and numerous times on Fox Business News. We have also been featured in Bloomberg, CNN Business, Fortune, CNBC and scores of local media outlets across the nation calling for action to address rising prices and supply shortages. Overall on the media front, we have earned more than $50 million in media coverage, with over 11,000 stories featured in national and local news. Effectively, we got $50 million in national publicity for free rather than having to pay for it. In the policy arena, we have reached out to virtually every member of Congress on this issue and held talks with top White House officials and Commerce Secretary Raimondo. Thanks to the outreach of NAHB and our grassroots membership, several House and Senate leaders have openly raised the issue of soaring lumber prices, housing affordability and tariffs with Secretary Raimondo and U.S. Trade Representative Katherine Tai. Tariffs on Canadian lumber shipments into the U.S. are exacerbating price volatility and increasing housing costs.

Not Out of the Woods Yet • •

On the lumber price front, many of you may have seen media reports about the recent sharp drop in prices. While this is good news, the lumber crisis is far from over. Since April 2020, the price of softwood plywood has increased by more than 200 percent and the price of oriented strand board (OSB) has skyrocketed by nearly 500 percent. The bottom line is that the OSB-led changes in softwood lumber

prices that occurred between April 2020 and July 2021 have added $29,833 to the price of an average new single-family home and raised the rental price of a new apartment unit by $92. Moreover, most builders have not been able to take advantage of the recent drop in framing lumber prices because producers are still selling off lumber that they purchased from mills when prices were at their peak. So, when buyers read that lumber prices are coming down, builders need to educate them about this price lag.

Looking ahead, we will remain laser-focused on not only lowering lumber prices and increasing supply, but also keeping pressure on policymakers to improve supply chains for all building materials in order to protect housing affordability. As a result of this ruling, the CDC eviction moratorium is currently set aside with respect to all NAHB members nationwide who were members of the association as of Oct. 23, 2020 when the case was filed. However, the eviction moratorium may still apply to landlords who are not NAHB members and those who became new members of NAHB after Oct. 23, 2020. Moreover, NAHB members must still comply with state or local eviction restrictions. The reason the decision was set aside for all NAHB members across the nation and not all landlords is because NAHB was a plaintiff in the case and we had “representational standing.” This means NAHB was acting as a representative of its members who have been impacted by the moratorium. When an association wins a case like this, the decision applies to all its members. This victory for all NAHB members shows how our association is working on behalf of our entire federation and producing concrete results to help your businesses and our industry. And while this is an important win, NAHB continues to urge members to seek access to the $46.5 billion of rental funding through the Emergency Rental Assistance Program via your local government and housing authorities. NAHB has always stated that the best way to help all parties is through emergency funding and not moratorium mandates. Finally, with the CDC eviction moratorium set to expire on March 31, the agency moved to extend the eviction freeze through June 30, 2021. In late June, the CDC said it would extend the moratorium one final time through July 31, 2021. Given the district court’s ruling on March 10, this eviction moratorium extension should not apply to NAHB members. For more information, view NAHB’s FAQ on the CDC eviction moratorium.

President Biden’s Stimulus Plan Will Help Housing • *Seasonally Adjusted Annual Rate; Arrows indicate direction from previous month for starts and sales and year for prices. NAHB/Wells Fargo Housing Market Index: The index, which measures builder confidence in the market for newly built single-family homes, fell two points to 81 in June from a reading of 83 in May. Any number over 50 indicates that more builders view sales conditions as good than poor. NAHB Chief Economist Robert Dietz’s analysis: “Builder confidence in the market remains strong due to a lack of resale inventory, low mortgage interest rates and a growing demographic of prospective home buyers. However, first-time and first-generation home buyers are particularly at risk for losing a purchase due to cost hikes associated with increasingly scarce material availability. Policymakers must find ways to increase production of domestic building materials, including lumber and steel, and suspend tariffs on imports of construction materials. This action is sorely needed to help builders supply the additional inventory the housing market so desperately needs.”

CDC Eviction Moratorium Set Aside for all NAHB Members • •

In an important example of the value of membership, NAHB has scored a major legal victory that sets aside the federal CDC eviction moratorium for all NAHB members nationwide. On March 10, the U.S. District Court for the Northern District of Ohio ruled that, by issuing an eviction moratorium, the CDC exceeded the authority granted to it by Congress. NAHB brought

While the end of the year relief package was a positive development, more needs to be done to help small business owners and keep the economy moving forward. Millions of Americans remain underemployed or unemployed, millions of small businesses still require economic relief and millions of mom and pop landlords have not been receiving rent payments for months, threatening their economic livelihoods. The Biden COVID-19 relief bill signed into law on March 11 includes additional funds for small businesses, rental assistance, school reopenings, nationwide coronavirus vaccine delivery, and state and local governments — which are critical to help many of our members and get the economy back on track. The new law will leverage $35 billion in government funds into $175 billion in low-interest loans for small businesses. It also includes $15 billion in grants for small businesses. An additional $25 billion is targeted to rental assistance to help renters and landlords. This is why NAHB supports the Biden relief package, though we recognize the COVID relief law is far from perfect. Regarding aid to state and local governments, this provision is a net plus for members. Without federal aid, critical government services such as planning approvals, building permits and timely inspections are at risk of being curtailed or eliminated, which would result in construction delays and increased costs to home buyers.

Key Issues NAHB continues to focus on several issues, including: Housing Affordability. Addressing ongoing housing affordability concerns remains a top issue for home builders. Due to the complexity and nationwide scope of the problem, NAHB is looking to Congress to play a constructive role in helping to craft practical solutions and put them in place. Regulatory Reform. On average, 23.8 percent of the price of building a typical new single-family home – almost $94,000 – is due to government regulation. Meanwhile, government regulation accounts for more than 30 percent of the cost of an average multifamily development. NAHB firmly believes that efforts to further regulate the housing industry must: • • • •

Be subject to greater oversight Allow for increased public participation in the process Be based on sound data Only be undertaken after a careful consideration of the costs and benefits as well as the potential effects on small businesses.

Housing Finance Reform. NAHB is a strong proponent of housing finance reform that would increase the role of private capital in the U.S. housing finance system but maintain a limited federal backstop to the nation’s housing finance system. Federal support is particularly important in continuing the availability of the affordable 30-year fixed-rate mortgage, which has been a staple of the U.S. housing finance system. WHITE HOUSE SUMMIT on Building Materials

I

am pleased to report that NAHB’s tireless efforts to engage the White House to convene a home building materials supply chain summit to seek out solutions to end production bottlenecks that have resulted in soaring material prices has borne fruit. This afternoon, NAHB, along with a diverse group of stakeholders, participated in a virtual discussion regarding current challenges across the home building supply chain, its implications for the broader housing market, and possible solutions. Administration officials participating in the event included Commerce Secretary Gina Raimondo, HUD Secretary Marcia Fudge, Assistant to the President and Director of the National Economic Council Brian Deese, Assistant to the President and Director of the Domestic Policy Council Ambassador Susan Rice, and Chair of the Council of Economic Advisers Cecelia Rouse. Thanks to our ongoing efforts, the issue of rising material prices and supply shortages has been brought front and center to the Biden administration. NAHB stressed at this meeting that it is imperative that lumber mill producers boost production in order to meet rising demand. A Year-Long Effort I want to stress that this meeting was the culmination of a year-long effort where NAHB has been in the forefront in educating the public and policymakers about how rising lumber and building material prices are harming home builders, home buyers and the economic recovery. NAHB leaders have appeared on CBS This Morning and numerous times on Fox Business News. We have also been featured in Bloomberg, CNN Business, Fortune, CNBC and scores of local media outlets across the nation calling for action to address rising prices and supply shortages. Overall on the media front, we have earned more than $50 million in media coverage, with over 11,000 stories featured in national and local news. Effectively, we got $50 million in national publicity for free rather than having to pay for it. In the policy arena, we have reached out to virtually every member of Congress on this issue and held talks with top White House officials and Cabinet leaders. Thanks to the outreach of NAHB and our grassroots membership, several House and Senate leaders have openly raised the issue of soaring lumber prices and housing affordability with Secretary Raimondo and U.S. Trade Representative Katherine Tai. These efforts helped pave the way for today’s meeting. In fact, Secretary Raimondo addressed the NAHB Leadership Council on June 28 and said that “supply chain disruptions are at the top of my mind.”

In another positive development, many of you may have seen media reports about the recent sharp drop in lumber prices. While this is good news, the lumber crisis is far from over. Most builders have not been able to take advantage of this development because producers are still selling off lumber that they purchased from mills when prices were at their peak. Moreover, sawmill output continues to lag. During today’s meeting, we underscored that if supply does not increase fast enough to meet demand, we may find ourselves in the same situation as last November, when lumber prices posted a similar steep reduction only to reverse course and move to record-high levels. And while lumber prices have just recently begun to move downward, the price for other building materials, such as oriented strand board, continue to soar. While today’s White House meeting was a step forward, we are not out of the woods yet. Looking ahead, we will remain laser-focused on not only lowering lumber prices and increasing supply, but also keeping pressure on policymakers to improve supply chains for all building materials in order to protect housing affordability. I want you to know that NAHB will continue to work relentlessly on all fronts to find solutions that will ensure a lasting and stable supply of lumber and other building materials for the home building industry at a competitive price. OSHA initiative seeks to protect manufacturing workers in Midwest facilities from hazardous noise levels Region V OSHA, which includes Ohio, Michigan and Indiana, issued a press release announcing a Regional Emphasis Program (REP) for Exposure to Noise Hazards in the Workplace. The goal of the REP is to encourage employers to take steps to identify, reduce, and eliminate hazards associated with exposure to high levels of noise. The enforcement directive was issued on June 01, 2021. Prior to the initiation of enforcement, a three-month period of education and compliance assistance to the public will be conducted to support the efforts of the Agency in meeting the goals of the REP. Enforcement related to this REP will begin on September 01, 2021. By law, OSHA requires employers to implement a hearing conservation program when the average noise exposure over eight working hours reaches or exceeds 85 decibels, which the Centers for Disease Control compares to the sound of city traffic (from inside the vehicle) or a gas-powered leaf blower. Nearly one in 10 people endure noise levels at work loud enough to cause hearing loss while seven in 10 experiences moderately loud noise levels, reports the Bureau of Labor Statistics. Yet, the bureau’s Occupational Requirements Survey, published in 2019, found that more than half of the nation’s manufacturing workers reported not using personal protective equipment to protect their hearing.
