From Brian Hyland’s “Itsy, bitsy, teenie weenie yellow polkadot bikini” to “Surfer Girl” by the Beach Boys to “Those Lazy, Hazy, Crazy Days of Summer” by Nat King Cole all paired with the aroma of a good barbeque and the sound of a power boat on the lake provide the perfect backdrop for our Tanglwood summer. Sunsets on the beach, reconnecting with old friends, and a slower pace are all part of what make our Tanglwood Memories.

As I sit here writing this message, Tanglwood Lakes is preparing for a severe snowstorm. They don’t normally occur in April but are not unheard of. Yet we are preparing for summer. Here are just some of the goings-on in our community, some of which will be completed by the time you receive this newsletter.

I have received requests from members seeking the procedure to serve on a committee. Any member in good standing can apply to serve on a committee by sending an email and brief bio to the Community Manager. The manager passes the information on to the committee chair and a recommendation is made to the board for consideration. A member in good standing may attend a committee meeting as a guest.

Welcome Committee

New Resident Coffee Social Held Tanglwood’s Welcome Committee held a very informative gathering recently for some of our new residents to the community. With so many home sales in the last year taking place, this setting is a good opportunity for a presentation and in-person welcoming. The committee, chaired by Joann Dedominicis and Rose Kucharski, arranged for our community manager, Ralph Graf, and Board or Committee Chairpersons to talk about different aspects of Tanglwood Lakes. This included Mark Ossont, chair of Public Works, Bill Vaccaro Treasurer, and Meg Merone and Bob Burns for Entertainment and Recreation. The new residents heard about the importance of permits, the covenant vote, the value of financial planning and our Reserve Fund, as well as some fun entertainment and sports events coming up. Our manager shared an update on the spillway for Lake Tanglwood and the sediment removal and also spoke of the Planned Community Act of PA and the responsibilities of our Board of Directors. He reviewed the new process for becoming a candidate to run for the Board and some details of the application. This was followed by an open question session while everyone enjoyed the coffee and refreshments and the gift of a canvas, zippered tote bag with the TLCA logo on it. PAGE 4

Let's Play Bocce Ball Calling all Bocce Ball players! We are forming an eight-week Bocce league here in TLC. It will begin on June 4, 2022 at the Community Center. League play will be seven days a week. We are looking for teams of up to four players, but you

can sign up as a single or double in any open slot. If you are interested in playing and meeting new friends there is a sign-up sheet in the Chalet. We only have room for 3 teams a day (12 people). You will play

whatever time/day you sign up for, every week. We will have a tournament after the 8 weeks. A Banquet and prizes will be given out after the tournament play. Weekday start times will be 5:30pm and the weekend start times will be at 10:00am on Saturday and 12:00pm on Sunday. More times can be

Should You Run for the Tanglwood Board of Directors? The governing documents for our community provide for the yearly election of directors to the Board. This nine person board staggers the terms so that 1/3 of the members are elected annually for a three-year term.

The election and counting of the ballots occurs at the October general community meeting. Before this time candidate applications are received by the Nominating Committee and the ballot prepared, printed, and mailed to the membership.

If you are thinking you would want to run for the Board, this description provided by TLCA’s attorney outlining the responsibilities and roles of a Board Member can be considered an accurate definition to help you make your decision.

“Board Members are fiduciaries who steer the organization towards a sustainable future by adopting sound, ethical, and legal governance and financial management policies, as well as by making sure the Association has adequate resources to advance its mission.”

The Candidate Application requires that you be a TLCA Member in good standing for at least two years before the date of assuming office. The Application is available on or before June 1, 2022 at the Chalet Office and submitted before June 24. Additionally to be placed on the ballot a candidate will provide a signed declaration that there is no direct or indirect conflict of interest with TLCA, a small photo, and a less than 300 word biography. The total application packet is received by the Nominating Committee in order to prepare the election ballot and publish in our newspaper.

Update from the Public Safety Committee summer season many people are walking on the roads, dogs are out and about walking, children playing. --- Please drive carefully and slow down.

The Public Safety Committee has been very busy throughout the winter and months leading up to the summer season. Many security checks have been put in place to ensure that members can enjoy a safe summer. The first thing members will notice is all of the safety and security features that have been added to the beach area. There are now 24 hour surveillance cameras which continuously record all activity throughout the beach, dock and parking areas. Safety now has the ability to view any instances of malicious activity in the entire beach area including the parking lot, the entrance and exit, the gazebo, the bathhouse, the beach area and all of the docks including the boat launch. Unauthorized access to the entire beach area as well as the bathhouse is now controlled via key fob. All members in good standing should have received their key fobs prior to the gates going into operation. Key fobs are now required for vehicle entry to the beach area as well as authorized access to the beach house/bathrooms. In addition to the beach area and in an effort to make traffic safer a number of new stop

signs have been added to Tanglwood Roads. Additionally the public safety committee has added 2 speed radar calming signs to Tanglwood roads. So, what exactly is a speed calming sign? Very often drivers speed without actually meaning to go beyond the speed limit. What a speed calming sign does is remind the driver that they are above what the posted limit is and very often the driver just doesn’t realize they are exceeding the limit and slows down. We were able to budget and purchase two of these signs which will be moved to various locations so that people will pay more attention to their speed. The public safety committee polled its members as well as safety officers to figure out the best places to install the poles to move the signs throughout the community. Unfortunately, when you ask any member where they think a good spot for a speed calming sign should be they will inevitably answer that it should be in front of their property. If you believe the speed calming sign should be installed near your property please contact the public safety committee and we will study the area and make an informed decision as to whether or not an additional pole should be installed. Remember in the

In order to help alleviate concerns regarding our Safety Patrol, the Committee has recommended and installed GPS tracking in the cars which will enable the shift to be monitored more thoroughly as they complete the designated route within the community. Also, we have installed video cameras in each public safety vehicle. These cameras record the entire shift so that we can have a visual record of any incidents that may occur during a shift.

And lastly, a street light has been installed at the Tanglwood entrance directly across Route 507 from the main entrance. If you have any safety concerns please contact the public safety committee or send an email directly to my attention at russo@mindspring.com (committee chairperson)

What’s Going On with Public Safety? Two additions to our Safety Cars patrolling the roads of Tanglwood are the dash cam and an AED device. Both of these will enable our Safety Officers to more responsibly and reliably perform their duties.

The Dash Cam or Dashboard Camera, along with a GPS monitoring system, will improve the patrol effectiveness and allow our officers to easily recall an incident through the recording of details that take place on the roadway. The dash cam is a type of ‘silent witness’ for accidents and other type of investigations through the wide angle of the camera. Since we have seasonal and weekend homeowners who cannot always keep an eye out on their property, this technology for our Safety Officers is a purposeful and useful improvement.

Our Safety cars are also equipped with an AED or automated external defibrillator. This device, powered by a battery, is used to help those experiencing sudden cardiac arrest. It is a medical device that can analyze the heart’s rhythm and if necessary deliver an electric shock or defibrillation to help the heart re-establish an effective rhythm. All of our Safety Officers and staff are certified and trained annually in its use as well as CPR training. Routine maintenance involves periodic testing of the battery and replacement of the pads. We have two sizes available, one for adults and one for children. A parent must give permission or approval to use on a child. A typical response could also involve calling 911 and the local Tafton ambulance service would answer the call.

News from the Environmental Committee One of Tanglwood’s valued amenities is our 42-acre Nature Preserve located off of Tanglwood Drive, between Rosewood and Briarwood Drives, opposite the playground/walking track area. Within this wooded area is our hiking

path, Briarwood Trail. Along the trail you can observe many of the flora and fauna native to northeast Pennsylvania.

Every year the Environmental committee working with our Maintenance Crew assesses how Mother Nature has affected this area regarding

erosion, runoff, animal habitat behaviors, and the influence of various

invasive species. Currently, the trail is no longer a continuous loop and the

footbridge spanning the creek has been displaced due to the changing water flow. We now have a divided trail with the one entrance closer to Rosewood

Drive (Upper Trail) and the main trailhead across from the playground. As the committee

responds to the ravages of the weather and other environmental factors, repairing or relocating the connecting footbridge will be on hold and possibly considered at a later date.

Additionally, the Environmental Committee is putting into place interpretive, educational signage highlighting some of the features of our trail. These signs along with benches will enhance the

As I gaze out the window on this cold but clear-skied, sunny day on April 29th, I can feel the potential of summer slowly arising among us. The feeling of the sun on my skin seeping through the window brings me visions of our beautiful Lake Wallenpaupack and Lake Tanglwood, scattered with people; skimming along the glistening lake on watercrafts, basking in the sunlight, or taking a moment in the shade sitting under the gazebo overlooking the wonderful sight of the beach. For residents who have the privilege of having access to the beach, this is a great option for some summer fun but there are other events and opportunities around northeastern Pennsylvania that can provide you and your family with some great entertainment, sights, and experiences that will last beyond the summer months. The Legal committee reviewed the contract with Princeton Hydro for the second phase of sediment removal. The contract is for $43,200.00. There are additional fees for surveying - $3,600.00 and $13,000.00 to remove trees and prep lot 51, the dewatering site. The contract has been signed by the POA President. The fees will be taken from the $150,000.00 budget amount for sediment removal for 2022. We anticipate removing approximately 1,200 cubic yards of sediment from the cove area as phase two of the project. There is capacity in the Geo -Tubes on site that will result in a cost saving as it relates to purchasing additional tubes and the set-up. There will need to be further

discussion regarding the remaining phases of removal with the Environment committee for a suitable disposal site. The major factors in my view, when considering a site, are transportation costs, close proximity to the staging area and the vehicle impact on community roads. I informed the Lake Manager that the entire project for phase two cannot exceed the $150,000.00 budget.

The Legal committee reviewed the Trash Hauling Contract. The contract will provide a saving in the tipping fees, which are reduced from $67.50 per ton to $66.00 per ton. The recycling fees will be reduced from $800.00 per month to $600.00 per month. The new compactor unit will cost $325.00 per month as a lease for the three years of the agreement. The new unit will be installed after the winter. The lease includes a service agreement for the unit. The Board can cancel the recycling program at any time without penalty. The Legal committee suggested that the Environmental committee review our Recycling Program. The contract has been signed by the POA President.

We have settled on insurance for 2022 with Philadelphia Insurance and cancelled the package and Directors and Officers policy with Cincinnati Insurance. The proposed new carrier, Philadelphia Insurance, provides a five-million-dollar umbrella that goes over the Directors and Officers policy and the package policy. In effect the Directors and Officers policy would have six-million dollars in coverage and the package policy would have the same coverage including the initial lines. The broker will cancel the policy with Cincinnati Insurance and engage Philadelphia Insurance for all but the Workers Compensation, which will remain with Cincinnati Insurance. A variance in the amount of $8,651.00 has been approved by the Board. There is no further action on the Tanglwood North matter. The motion to dismiss on the part of TLCA Counsel has been denied and the case is moving forward. I spoke with Insurance counsel, and he expects to hear from Plaintiff Counsel with respect to a proposed settlement. I will let you know when I receive the proposal. I spoke with the gypsy moth contractor who will be performing a full assessment of the community. I will pass the information on as soon as the survey is completed.

The line painter machine that was purchased for maintenance is in inventory and listed on our insurance. The video dash cameras have been ordered as requested by the Safety committee.

Beth, TLCA Administrative Assistant, has logged the key fobs in and she will communicate with the membership when we start distributing the fobs. In addition, she has been working with the Legal committee to secure the votes needed to approve the Protective Covenants. At this writing we are [82] votes short of approval. We are targeting the new owners who have not voted. The requirement for approval is 67% of the membership voting in favor of the change. The covenants currently are scheduled to expire in 2043. I attended a meeting with Mark Ossont and Jeff from Wayco Paving. The 21 roads that have been identified by the Public Works committee are scheduled for paving. The cost of the paving is $298,226.21. A copy of the paving schedule is included in your Board Packet. The community received $90,000.00 from Aqua as part of the agreement for the Trench Restoration. We are on Wayco’s schedule for paving in May. Aqua is not planning on any replacement work in 2022.

The Legal committee will be making recommendations for authorized individuals to access member’s property to ensure compliance with the Building Permit that has been issued. The committee will be addressing access to unkept properties and safety checks in a second recommendation to the board. It is important that our Safety Officers be permitted access to properties in violation to maintain property values in the community. I want to thank Richard Gaines and the Legal committee for their support.

10. I have been working with the Safety Officers to reinforce the importance of enforcing the Rules and Regulations. The Safety Coordinator has recommended a reporting system like the one utilized in law enforcement. He has stressed the importance of inspecting safety equipment in the vehicles and he has established a safety check list. An update from the Public Safety coordinator is included in your Board Packet. The Safety Officers through the Code Enforcement Officer is engaged in a new program, Park, Walk and Talk. The purpose of the program is for safety /wellness checks for members having a difficult time either through death of a loved one and/or living alone with medical issues. I feel this is an important service to the members, especially during the frigid winter season. The program is similar to what local police have done in the past.

103 Residence/Property Maintenance/Unsightly Property: The failure to maintain member property which includes but is not limited to accumulated, discarded, stored or hazardous material; or damaged exterior objects; peeling paint; broken exterior structures such as windows, lights, doors, decks, fences, storage sheds, play equipment, trash cans or mailboxes is prohibited. Exterior storage on member property of any accumulated autos, trucks, boats, appliances, furniture, fixtures, auto parts, machinery, recreation equipment, tools, construction material, or any other material which is excessive and unsightly, and which is an annoyance or nuisance to the occupants of neighboring lands is prohibited. Discard of materials on neighboring member property or TLCA property is strictly prohibited. Any condition that results in a citation for violation of this Rule 103 must be remedied and brought into compliance within 14 calendar days of the issuance of the citation. The failure to remedy the condition within that timeframe will result in a second citation or third citation, as the case may be. Did You Know? All About Kleinhans Creek Kleinhans Creek is a stream in Pennsylvania and has an elevation of 1,201 feet with coordinates of 42.37 North and -75.25 West. This creek enters Tanglwood Lakes Community from the east and flows through the wetland area of our nature preserve under the culvert on Tanglwood Drive, continuing northwest adjacent to the playground/walking track under route 507 where you can see a sign and then emptying into the Lake Wallenpaupack Watershed. From here this water enters the Lackawaxen River on its way to the Delaware River. There is also a one mile trail nearby called Kleinhans Trail that can be accessed from Route 390. We have some anglers in Tanglwood who claim to have caught trout in this creek.

Spotlight on Tanglwood Teens High School, she recently completed an amazing triple play. In January of 2021 she became the first female Eagle Scout in either Pike or Wayne County. Her Mom and Dad, Suzanne and James Krug of TLCA, are the proud parents. Notably Dad also became an Eagle Scout. Angelina was commended for her accomplishments by the School Board and Superintendent Michael Silsby.

ANGELINA KRUG Angelina Krug is a special person. A National Honor Society sophomore student at Wallenpaupack

Then in August, with help from her fellow scouts, she saved a woman’s life. The woman had become partially trapped under a mowing tractor. Angelina and the other scouts held the tractor in place to prevent it from completely running over the woman who had suffered a broken arm and lacerations. Angelina was later interviewed by WNEP for the heroic measures taken by she and her fellow scouts.

More recently Angelina and her Mom were driving in their car when she heard a woman’s voice screaming for help. Suzanne stopped the car and they found a woman trapped under a quad ATV in a ditch. They were able to free the injured woman and call for help. Now Angelina has been invited to attend the 2022 Distinguished Citizens Award Dinner at Mohegan Sun Conference Center in Wilkes Barre and be recognized for her latest act of heroism! A completed triple play!

In her “spare” time she is also a young entrepreneur, influential in the family’s new Wallenpaupack Floral business on Rte. 507 where she works and has created and maintains their web page. What a year for Angelina, she’s quite the amazing young lady!

Spotlight on Tanglwood Teens AARON MILLER Aaron Miller is a senior at Wallenpaupack High School. He was born in Philadelphia but has spent most of his growing years in TLCA. He is interested in cars and does most of his own maintenance but he really loves technology. Aaron has built computers and would like to focus on electronics in his future.

For now he has committed to join the Marines upon his graduation following the path of both of his grandfathers who were also Marines. After basic training at Camp Lajeune, Aaron will attend electronic maintenance school somewhere on the east coast. His commitment includes 4 years of active duty and 4 years on standby. I asked Aaron what things are most important to him. He listed love of family, honesty, respect, hard work and humility as his top characteristics. His Dad thought one of his best traits was making good decisions, a sometimes difficult thing in these times. We are very proud of Aaron in making the decision to serve our great country and wish him much success in life in his future!
