2021 TLCA SURVEY At the end of April 2021 the TLCA Board of Directors requested community property owners to provide their input by completing the latest survey. The last survey was taken in 2017 and we have had a large turnover within the community in the past four years. The Board is interested in obtaining member input on what facilities/programs or activities could be improved or expanded.

These results will be especially useful in effective and efficient planning for the future.

Summer is here and the COVID-19 restrictions we have all lived with for the past year and a half have finally been lifted. Based on vehicle traffic and amenity usage, it looks like many residents are once again enjoying our community with family and friends. We have had one heavily attended community Gazebo Party, and by the time you are reading this, the second party should have taken place. The Fourth of July fireworks at the dam were beautiful, and it looks like many of our residents took the trek by boat to see the fireworks - although if you have never done it before, traveling several miles by boat in the dark is not for the faint of heart.

The Board has taken measures to protect Tanglwood beach assets by installing cameras and improving lighting. We hope to make further improvements to the beach area by the end of the year, improving monitoring capabilities and restricting unauthorized access.

In addition to the beach improvements, the Board continues to address the speeding issue in the community. Stop signs have been installed on Cloud Crest Drive and on Tanglwood Drive in an effort to slow traffic. As I am sure you all are aware, the speed limit in Tanglwood is 25 mph, which I will admit is not an easy speed to maintain, especially in newer vehicles. Nonetheless, I am asking everyone to be mindful of their speed when driving in Tanglwood and to remind their guests of the 25 mph speed limit.

Another area where I ask you to be conscious is the amount of trash we generate. Trash is a significant expense to the community and one that is difficult to manage during peak community occupancy.

Please employ household methods that generate less trash, and don’t view trash disposal as a free limitless amenity. Unfortunately, it’s not an infinite amenity and when the compactor is full, it’s a big smelly inconvenience to all of us.

The Marina Committee obtained Board approval to reduce some restrictions and allow marina clients to install approved hardware. These changes should improve the boating experience for many marina clients that struggled with docking in our tight dock slips.

The Legal Committee is continuing its efforts to get residents to send in their ballots regarding the approval to the amendments of the covenants - to be in force and effective in perpetuity. I ask that everyone please send in their ballots, as this could begin to impact property values in as little as two years.

Vets Helping Vets The Wallenpaupack Vets for Vets presented a check for $3,000.00 to Canine Partners for the sponsorship of a service dog for a veteran.

The check was presented to Canine Partners’ representative Kristin Downie by Wallenpaupack Vets for Vets representatives Janet Sellitti and Debbie Marks. The actual training cost is approximately $30,000.00 and takes one year to complete. The animals are trained in a variety of tasks including seizure, diabetes and heart attack alerts. There is a long list for a service animal.

The Wallenpaupack Vets for Vets have assisted local veterans with roof repairs, mortgage payments, transportation, a motorized wheelchair, back to school clothing and now a service dog.

The fundraising efforts of the organization are derived from an annual golf tournament. This year’s tournament was held at the Woodloch Pines Golf Course on Monday, July 19th.

We would greatly appreciate any support throughout the year so that we may continue to help our local veterans.

PUBLIC SAFETY

Summer is a Busy Time for Public Safety As summer approaches and the weather gets better, not only do the animals and trees come to life, but our residents take advantage of many more outdoor activities - Golfing, Boating, Hiking, Swimming, Walking and BBQ’s. Our community comes to life after a long winter’s nap and our children, grandchildren and friends are out playing and enjoying all the great weather and amenities our community has to offer. This is definitely a wonderful and busy time of year for all of us.

Of course, with so many people out and about, our streets become more crowded, the beach area becomes an important gathering place and just walking in general through the community is one of the simple pleasures we look forward to.

With so many people out and about and our children playing in the community, one of the biggest concerns we have this time of year is vehicle (all types of vehicles…cars, trucks, golf carts and Rec Utility Vehicles) speeding. Please DON’T SPEED!! Of course, we have a number of speed bumps throughout the community as well as stop signs and speed limit signs, but to no avail….speeding still takes place regularly! Who’s speeding? Is it residents?

Is it visitors? Is it people who are working in the community? The public Safety Committee has discussed and continues to work towards a better solution. First, we’re trying to identify who the most egregious offenders are. Are they residents? Or non-residents? Next how can we stop them from speeding? More speed bumps? More stop signs? Ticketing for speeding? We are trying a combination of all of those methods. Some are inexpensive solutions like more stop signs and speed limit signs. Some are much more expensive like radar and camera capture. But ultimately the solution is to just slow down. As our community turns over and becomes more vibrant with new residents and young children, we must not only slow down to keep everyone safe, but our community is a respite from our otherwise hectic lives…..Let’s slow down and look around and enjoy it!

One of our most beloved and important amenities at Tanglwood is our beach area. We have a wonderful beach and boating tradition here in Tanglwood. Unfortunately making sure this amenity stays a safe and pleasant place for our members is not such an easy task. We regularly see people who are not Tanglwood members using (and sometimes abusing) our amenity. We have expensive boats docked at our docks and it is our responsibility to make sure our boaters can enjoy and have a safe experience there (night and day). Parking is certainly at a premium at the beach, especially on beautiful weekends. Many of the cars we see are not authorized to be there! In order to keep our beach area safe for all of our members, we have just recently installed a video surveillance system. This system records the entire area including the beach, bathhouse, gazebo, docks. Boat launch, parking area and the entrance and exit are recorded on a continuous loop 24/7. We can also access videos remotely and monitor all activity. In addition to the video surveillance the Board has approved the installation of entry and exit gates at the beach. All members will receive key fobs which will allow entry of vehicles to the beach area. In addition to those each member may purchase New Yoga & Meditation Studio additional fobs for entry of additional cars or golf/utility vehicles. Like many of the other communities in the area, finding qualified lifeguards to work fulltime through the summer has become extremely difficult. After many months of trying to secure lifeguards with no luck, we have decided to open the beach without lifeguards. Please keep vigilant watch of your young children while at the lake. Make sure they are safe and can swim. If they cannot swim, please stay with them in the water or make sure they are wearing life jackets.

Let’s make this a safe summer and let’s all enjoy our time in our beautiful community (especially after the trying year we have all endured). As the TV show used to say “Let’s be careful out there”.

TLCA Committees NEWS FROM THE WELCOME COMMITTEE The Welcome Committee scheduled three Coffee Socials to welcome new families into our community. They were held on May 29, June 5 and June 26.

TLCA BEACH/ TOTE BAGS FOR SALE Come down to the Chalet and pick up your TLCA beach / tote bag! The bags measure approximately 17“ high by 15 ½ “ wide by 4” deep. The bags are $20 each, are well constructed, hold a lot of stuff, and the lining is water resistant, too!

We presented each family with a small gift along with information about Tanglwood Lakes and the surrounding area.

There was a lively question and answer session, and Ralph Graf, our community manager, was there to explain what was happening in the community and what improvements are taking place.

All the residents that attended were very receptive and enthusiastic. They were eager to learn about Tanglwood, and the activities and clubs that are available to them. Members of the Welcome Committee were there to share information about the various groups and when they meet. They were encouraged to join, and become a part of the Tanglwood family.

There were refreshments and coffee for the guests to enjoy.

The Welcome Committee has decided to wait until the fall before we attempt to hold another social.

AD HOC MARINA The TLCA Marina Committee has recommended and received Board approval for changes to the guidelines that regulate dock lease and the installation of hardware. There was some misunderstanding with our previous guidelines from many boat owners. The docks and our beach area are one of the most valued TLCA assets and the committee strives to keep all in good repair.

Attached are approved guidelines for the installation and placement of Dock hardware, which represent a relaxation of certain restrictions pertaining to the use of TLCA Docks.

Please ensure that your slip conforms to these requirements. There are several slips that currently have hardware attached that is not in compliance with the guidelines, and a fine will be assessed if corrective action is not undertaken immediately. Additionally, the Board has agreed to allow user installed bumpers and rub rails for an annual fee of $50.

Native Plants Of Tanglwood Lakes “To plant or not to plant….”

Tanglwood Lakes is a wonderful and amazing place to live. We are enveloped by an abundance of flora and fauna, the diversity of which enriches our lives in ways we might not even comprehend. Many scientific studies show that just walking in woodlands can give you a significant reduction in stress. Being in and viewing trees and greenery actually creates an overall sense of calm and can increase your immunity [1]. We, as individual homeowners, can take proactive steps to keep our natural surroundings healthy and productive and become better stewards of Tanglwood’s vast natural environment.

Let’s focus on some of the more obvious plants in Tanglwood Lakes that are native and beneficial. As homeowners our actions can be as simple as planting and assisting the native plants, while eliminating the invasive ones.

This will help to ensure future generations of woodlands that thrive. For example, most of us know that the Pennsylvania state flower is the evergreen mountain laurel, Kalmia latifolia. Its late spring blooms are an eye candy that fill our local landscape with their delicate white and pink flowers. Another name for mountain laurel is spoonwood since Native Americans used to make spoons from the wood of this plant. Although they contain little nourishment, deer do eat mountain laurel leaves and new sprouts, and most established plants in our area are bare of all their lower leaves. Homeowners can spray new spring ground shoots of existing plants and newly planted bushes with a deer repellent, either homemade or purchased. These sprays are effective but do need to be reapplied after it rains. Short surround fencing or netting can also help protect both existing and newly planted laurels and give new plants and shoots a chance to become established.

Another native beneficial plant, the swamp milkweed, Asclepias incarnata, grows abundantly in Tanglwood, especially along our streets and nature trails. Named after the Greek god of medicine, Aesculapius, this species of plant has been used since ancient times for many medicinal purposes. The beautiful pink flowers attract many pollinators, including the endangered monarch butterfly who depends solely on this plant for its survival.

Planting and maintaining patches of milkweed on your property will benefit many pollinators, but especially the monarch. Milkweed can become afflicted with milkweed beetles, an orange and black insect that does exist in our area. If your milkweed has beetles, please do not spray the plant, but instead put on gloves and just pick off the beetles and put them into a soapy water solution to kill them. If you already have milkweed growing on your property, try not to pull it as a weed, but instead enjoy viewing all the butterflies and other pollinators that will feed on its beautiful flowers.

One common invasive plant that exists in Tanglwood is the Japanese Barberry, Berberis thunbergii. This lowgrowing reddish or green bush is full of thorns and deer do not eat it. Birds do eat the non-nourishing red berries, however, and spread the seeds everywhere. The plant is highly invasive and is quickly spreading and crowding out native plants in our area. Also, studies have shown that areas with lots of barberry also have larger tick populations.[2] If you’ve ever tried to prune one of these plants, you know the painful bite its many thorns can give.

Although it is tempting to purchase this bush (it is readily available in all garden centers), try instead to remove the existing barberry plants and replace them with native species like Mountain Laurel, rhododendron, or blueberry.

The days ahead give us many opportunities to enjoy the woodlands around us. Take a walk with family and friends or explore by yourself. Go slowly and tread lightly. Teach the children and each other about the benefits of being surrounded by native species and begin to recognize the joys of becoming stewards of our nature-filled neighborhood.

The TLCA By-Laws in Article VII [in part] states the following:

By Ron Triani, Treasurer, Budget and Finance Committee Chairman Every year end the Treasurer initiates an external audit by an independent certified public accounting firm of the finances of the association in the past year.

The report is presented and made available to members at the May semi- annual meeting of members.

What is an annual audit?

It is an independent and objective evaluation of the association’s financial statements (income statements, balance sheet, and cash flow statements) by a qualified auditor. It is a deep dive into our annual financial records, reviewing all transactions and balances in our accounting records to determine whether they are complete and accurate in all material respects. The Nominating Committee shall make as many nominations for the election to the Board of Directors as it shall, in its discretion determine, but no less than the number of vacancies that are to be filled.

Each year the Committee searches for qualified candidates for the Board of Directors Election that takes place in October. TLCA members are given information about this election at each Board Meeting and through our newspaper, website and emails.

The restrictive covenants expire in about 22 years. The covenants provide the legal basis for the creation of the TLCA Community, including the Board of Directors, Tanglwood Lakes Community Association, Inc., the entity that runs the Community, the power to assess dues and generally manage the Community.

To permit the Community to continue to operate in the future as it has operated from the time it was formed, the restrictive covenants must be modified so that they do not expire on April 1, 2043. The Board of Directors has unanimously recommended that the Community vote to make the restrictive covenants permanent by voting to replace paragraph 1 that has the covenants expire on April 1, 2043 in favor of adopting the new language for Paragraph 1 of the Restrictive Covenants to read as follows:

Highlights From The Tanglwood Lakes Semi-Annual Community Meeting May 15, 2021

With the restrictions imposed by covid-19 still in place, Tanglwood Lakes had to modify their semi-annual meeting presentation. The twice-a-year community meeting is usually a popular gathering held in October and May which includes many reports, presentations, refreshments and a chance to mingle and catch up with friends.

The October 2020 meeting was conducted via Zoom and the May 2021 meeting was held at Paupack Hills but with a limited and masked attendance including a temperature check. The Board members were spread out and the audience spaced throughout the room. The meeting was opened by President Faller followed by introduction of Board Members and staff. Treasurer Ron Triani gave a very detailed financial report outlining the workings and objectives of the Budget and Finance Committee. A print copy was distributed at the sign in table. Also included was the report from William Owens & Company, certified public accountants who perform the annual audit and their recommendations. Attached to this report were many pages of spreadsheets detailing revenues and expenses, cash flow statements, operating expenses, and particular accounting policies. (Copies are available at the Chalet Office for your reading pleasure.)

The covid restrictions curtailed the usual format for Committee Reports. For this meeting each committee report was given by the Board Contact Person. The printout of all of the reports was distributed to the audience and is further available at the Office or to print/ download from our website.

The Board then fielded questions from the membership in the time remaining. Topics included: New resident familiarity with the covenants and rules and regulations, permits for cutting trees, boats and docks, speeding and speed bumps, stop signs, property maintenance, property by canoe racks upgrade, and rental property occupants’ conduct. A number of residents spoke favorably about improvements going on and receiving a positive response from Board members regarding previous questions and inquiries.

Pickleball Demo and Clinic This popular sport is spreading fast as an easy, safe outdoor exercise and the folks in Tanglwood have endorsed it completely! On Monday, Wednesday, and Friday mornings at the tennis courts on Country Club Road entrance to Paupack Hills, you will hear the familiar sound of the ball and racket. With the two clinics offered this past month, expect more regulars to take up the game. Thank you Bob Packer and assistants.

BOCCE BALL Bocce Ball is another great outdoor activity with renewed interest and participation in Tanglwood Lakes. Thanks to Darrell and our Maintenance Crew, the courts were buffed up by April and ready for the first toss of the pallina. Bill Vaccaro and his group hosted an exhibition/demo to share how much fun this sport can be.

The area outside the Community Center/ fire station includes two large picnic tables and a gas grill.

2020 and 2021 have been challenging years so far, but as they say, “life goes on”. TLCA families have continued to learn and move ahead in life. Here are just a few:

From Sy Steinsaltz: This past Monday, Memorial Day, marked the 50th anniversary of my wife and I moving into our home here in Tanglwood. This past Thursday, my granddaughter graduated magna cum laude from the College of New Jersey, formerly called Trenton State.

From Norca and Adolf Reidl: Our daughter, Denise Mills, graduates on Thursday, May 27, from the Luzerne County Community College as a Registered Dental Hygienist. We live on Grasshopper Lane here in Tanglwood.

From Florence Alexieff: My sister and her husband have had a home in Tanglwood for about 10 years on Westwood Drive. Her son, Michael Falzone, graduated in May from Ramapo College of NJ with a master’s degree in accounting. Michael will also be running in the NYC marathon this fall in support of cystic fibrosis.

From Jennifer Knight: Our daughter Molly is graduating from high school this month and will be attending Providence College in Rhode Island in the fall.

She will be studying elementary and special education.

From Rosemary Kucharski: Katelyn Kucharski is a 2021 graduate of River Dell High School in River Edge NJ. She earned varsity letters in swimming, volley ball, and softball. Katelyn was a reporter for The Ridellion school newspaper and later became Editor-in-Chief. She was inducted into the National Honor Society. Katelyn will be attending the University of Miami to study marine biology. She is the granddaughter of Rosemary Kucharski.

From Roger Furman: Adam David Furman graduated from Dominican College of Orangeburg NY on June 24 with a doctorate in physical therapy. Adam is the son of Roger Furman and stepson of Michele Furman of 157 Tanglwood Drive in Tanglwood. Dr. Furman resides in East Brunswick, NJ. From Jennifer Johansson: My Wallenpaupack senior is Kyle Johansson! He has been in track for one year, cross country for 3 years, played soccer in HS for one year and has been in the National Honors Society for 3 years. His current GPA is a 4.4 and plans on going to the University of Pittsburgh in the fall to study chemistry! He’s also planning on joining Airforce ROTC at Pitt, so when he graduates he plans on enlisting in the air force and working in the chemistry field!

Kyle is also the president of the FBLA (Future Business Leaders of America). He has competed and last year placed second place State and 6th place Nationals. This year he has placed 4th in States which allows him to compete in Nationals!

Kyle also works at Lighthouse Marina in the summers and had previously worked as a lifeguard at our Tanglwood beach.

When Kyle’s free, he loves to hang out with his friends, go with his friends boating on Lake Wallenpaupack and play video games online.

We are so excited for Kyle to continue on with his future endeavors!

MEET OUR NEIGHBORS By Kathy Jerge I recently had the pleasure of meeting with and interviewing Hannah Muller for our community newsletter.

Throughout her life Hannah has dreamed of being able to work with and help children and young adults to accept and work through their life crises. She herself suffered a debilitating loss at a very young age; her young dad passed away from cancer when she was only five years old. Helping others cope with their own losses has been a life-long goal.

In 2016 a mutual friend introduced Hannah (through Facebook) to Joseph Zalambi of Uganda, Africa.

He and his extended family reside in a village by Lake Victoria named Magooli. Joseph is a Deacon at the United Methodist Church. Hannah and Joseph became pen pals and often communicate through Facebook.

In acknowledging the hardships so many of the children of Uganda suffer, Hannah decided to fund a school for boys and girls aged 5 through 15. She named the school Magooli Children’s Education Center.

Hannah is the President and founder of Child Crisis Center Uganda and Joseph is the Executive Director of the charity. The school currently has 160 students, seven certified teachers, one nurse to care for the children and one cook. The kitchen and cafeteria were added a year ago; before the kitchen and cafeteria were built, the cook had to prepare meals outside over a fire pit.

It costs the charity $1500.00 a month to cover the children’s needs, medical supplies, food, salaries and upkeep. Prior to opening the school, these children would have to walk barefoot four to five kilometers to an inadequate school. Most of the students have lost one or both parents to AIDS, HIV, drownings or crocodile attacks. The children often live with elderly grandparents who are not equipped to deal with their emotional and educational needs.

The school has vastly impacted the whole community. Rather than having to go down to the crocodile infested river to collect water, the building has attached to it two eight-hundred-gallon receptacles to gather rainwater. The cook provides a meal for the children every day – in most cases, this is the only meal they may have for the day.

Hannah and Joseph are hoping to raise enough money to add three new school rooms to accommodate children aged from sixteen to eighteen, as well as a library, offices and other facilities. Hannah has always thanked her mother for encouraging her to major in art. She is currently studying art therapy at Marywood University in Scranton.

She expects to get her master’s degree in May of 2022. Once she is able to safely travel to Uganda, she expects to bring her expertise in art therapy to the students there. A planned 2020 trip was cancelled due to covid-19.

Hannah spent most of her youth growing up in Madison NJ where she returns to visit friends on many weekends. After graduating from Salisbury University in Maryland, Hannah became employed as a glassblower and instructor at the Morris County School of Glass where she soon became manager of the group of glassblowers. She continues to work in Morristown part time when she is able. In speaking with the owner of the business about her goal to help the children in Uganda, he was impressed by her intelligence and dreams. She expressed her frustration at not being able to obtain a 501c3 certification as a non-profit organization because she didn’t have the necessary funds to afford that designation. He donated the funds to the Child Crisis Center Uganda and the legal designation as a 501c3 non-profit charity went through in October 2017.

Another project recently completed at Child Crisis Center is an on-site poultry farm with 700 chicks. The school keeps the chicks in a hut with fire pots to keep them warm and protected from the elements. Once the chicks are mature, they will use the eggs for the students and sell the balance in the marketplace. Eggs are a rarity in this part of Uganda. The organization has also raised money for a processor which will allow them to make their own feed for the chicks rather than purchasing it in the market.

If you haven’t yet experienced the Immersive Van Gogh exhibit on pier 36 in lower Manhattan, you may want to check it out (you only have until September 6th before the show moves out of the area). Pier 36 is a huge space on the city’s lower east side, and the walk to the pier along South Street affords marvelous views of the Brooklyn and Manhattan bridges. If you like to “people watch”, the promenade along South Street will be a real treat, as there are people from all walks of life using the playground, the outdoor gym and just sitting on the benches enjoying the view.

The Van Gogh exhibit uses over 60,000 frames of video, allowing you to really get inside the paintings, and the music really adds dimension to the experience (think Edith Piaf’s ‘Non, je ne regrette rien’, Handel’s ‘Sarabande’ and original compositions by Luca Longobardi). It is thought that Van Gogh could hear color and see sound (a condition known as chromesthesia), which may be why his artwork seems to pulsate with life. Closer to home, August 6th to August 14th marks the 159th Wayne County Fair. Have fun on the Ferris wheel, carousel and other rides. Watch the demolition derby, harness racing, monster trucks, woodsmen’s competitions and magic shows at the Grandstand. There will be a dog show, glass blowing, chain saw carving, agricultural game shows and even racing pigs on the Grounds. Vendors with all kinds of food and drinks will be there, too. If listening to jazz is more your thing, take a ride out to Scranton for the Scranton Jazz Festival on August 6th, 7th and 8th. There will be numerous artists, performances and venues throughout the downtown area, and this year, it’s a ticket free event (although they would appreciate any donation you can make)! Other musical outings you may enjoy will take place at the Dorflinger-Suydam Wildlife Sanctuary in White Mills.

Inside the sanctuary you will find a natural open-air amphitheatre where you can bring your own chairs or blanket and a picnic to enjoy. “Paperback Writer”, a Beatles tribute band, will perform on August 7th from 6 – 8 pm. On August 8th, “Catch a Wave” will bring to you the Beach Boys’ best-known songs from 3 – 5 pm. “Sounds of the ‘60s” will transport you to Detroit with Motown’s biggest hits on August 14th! If it’s the end of August, it’s time for Wally Lake Fest! This year the event will take place from August 27 – 29. Here are some of the highlights:

Friday the 27th – Jazz on the Deck at The Settlers Inn, the Hawley Farmer’s Market at Bingham Park, boat rentals and boat tours of Lake Wallenpaupack, live music at Silver Birches (the Fleetwood Mac Experience), and a beer release and live music at the Wallenpaupack Brewing Company.

Saturday the 28th – Wallypalooza from 11 am to 4 pm with live music on the lake, a boat show, brunch at Settlers Inn, a craft fair at the Hawley Silk Mill and the 9th annual Ride for the Lake.

On Sunday the 29th, there will be Blues, Brews and BBQ at Glass wine bar and restaurant, scenic rail biking along the river, and live music at various venues around town. Ralph Graf, Community Manager: COMMUNITY MANAGER’S REPORT

I want to take this opportunity to provide the members with an update on activity in the community.

We benefited from an exceptionally light winter that had a positive impact on our snow plowing budget.

We purchased a 35 hp multi- purpose leaf Vaci blower that will be used to clean out ditches. This item was approved in the 2020 budget.

The Community Center was given a face lift in the form of vinyl siding. We

We hired the Geese Police to address the situation with the geese on the beach.

The road paving was completed at the most desirable time. The paving contractor replaced cross over pipes and did additional ditch work to protect the lifespan of roads in identified areas. The Board authorized a Road Survey that was performed by an engineering firm that identified paving priorities. The paving was completed under the approved $200,000.00 Budget.

The beach was closed for approximately one week as a result of a high Ecoli reading. The water samples are tested by an outside lab and the results are forwarded to the PA Department of Health. We ordered signs regarding social distancing and that certain amenities would be closed to conform to the Governors mandate.

There are several projects that were delayed as the virus required that regulatory individuals work from home. The Fore- Bay that was scheduled to be constructed in late June has been impacted by the Stay at Home directive. The Fore-Bay is a project on Indian Drive at the Canoe storage facility. This project is the third phase of the Inlet Stabilization Plan that was developed by the Board several years ago.

We are in the final stages of review regarding sediment removal from Lake Tanglwood. The initial phase of removal will cost approximately $160,000.00. The material will be stored in Geo-tubes on site at the Indian Drive Canoe Storage Facility. We are investigating the possibility of utilizing an adjacent property for storage as the transportation of the material would result in a considerable cost increase in the overall project. The thought process with Board approval is to move forward and start removing sediment next year pending final permits.

I want to thank all the members that voted in favor of making the Protective Covenants permanent. We need a total of 560 yes votes. We have secured 494 ‘yes’ votes as we move toward the Semi-Annual Meeting. The covenants are the document that provides the authority for the community to operate as a Planned Residential Community. The covenants are set to expire in the year 2043. The thought in addressing this issue now rather than later is that the expiration date will start to appear in title searches. You can stop at the Chalet to pick up a ballot if you have not voted.

There is a large land development project that is being reviewed by the Palmyra Township. Pocono Lake Front submitted a proposal to develop the former White Beauty View Property. The upper portion of the property that borders Tanglwood is scheduled to be developed as a Cluster Development consisting of 198 individual homes on the 100- acre parcel. The proposal for the lakeside portion of the property is for the construction of four seven-story towers. The towers will include 100 condos. In addition, on this property the plan calls for an indoor and Outdoor Pool, Recreation Center, Tennis Courts and a Fire Pit. The entire project will be serviced by a treatment plant and existing wells on the property. The plans were

submitted to the township as a Conditional Use and will presented as a land development request for further review. There will be approximately 25 acres onthe upper portion of the property that will remain as open space.

I attended the Conditional Use Hearing as a representative of the community. I wanted to be assured that the buffer on the property that borders Tanglwood provides the necessary screening for the protection of our residents. I was additionally concerned regarding the points of access on to Route 507 and for the location of the Sewage Treatment Plant as it relates to the distance from Tanglwood Property.

The above submission varies from the original plans and the township has placed 22 conditions that must be address prior to construction.

We will be contracting for a Gypsy Moth Assessment as we have seen early evidence that there is activity in trees in the community. The assessment will be performed by a Forester who has provided this service in the past for the community. We have forty thousand dollars budget should spraying be necessary. The last time the community was sprayed was 2017 and it was for Gypsy Moths.

The By-laws, Covenants and Consolidated Rules and Regulations were reprinted. There are copies available at the Chalet. Please review Section [212] in the Consolidated Rules and Regulations [Recreational Vehicles.]

This regulation pertains to the storage of certain watercrafts, Golf Carts, Multi Passenger Vehicles etc. The TLCA Code Enforcement Officer will be reviewing properties for compliance. A permit is required for the storage of the various vehicles identified in the regulations. Please feel free to contact the Chalet should you have any questions.

We have seen a significant increase in home sales in the community and new owners should be aware that prior to making any improvements to your property it is advisable to check with the Chalet to ascertain what if any permits are required.

Questions and Comments previously sent by Members: • Lake front property owners should pay more in assessments as they benefit directly from the sediment removal from the lake.

Ron Triani: Lake Tanglwood is an amenity, which means it’s used by and paid for by everyone in the community. No other HOAs charge differently based on whether your home is near a lake, etc.

• Why can’t the fitness center be open since other area fitness centers are open?

Mark Ossont: TLCA must follow the state and CDC guidelines with regard to the covid virus. We do not have enough staff to make sure that all the equipment is disinfected after each use, that people maintain social distance, do temperature checks and that masks are worn. For the safety of the community, we feel we are unable to open the fitness center safely.

• The Board should consider re-financing for a better rate on the Chalet mortgage.

Ron Triani: TLCA owes $250,000.00 on the Chalet mortgage with an interest rate of 4%. Most of the interest on the loan has been paid off. A commercial loan (it would have to be a commercial loan) can have an interest rate of 5.5%. We would not save any money if we re-financed.

• The Board should consider building a pool for the community.

Bob Russo: Building a pool for the community would cost approximately 1.5 million dollars, and that’s just to build it. It would require a large special assessment and a dues increase to maintain the pool once it’s built. It could be put to a vote.

• Where do members stand with respect to golf fees for residents living outside the community?

Rosemary Kucharski (PP): The 1986 Agreement ensures that residents of TLCA are “members” of the golf course and therefore receive a discounted rate. Seniors also receive discounts. Check with Paupack Hills for more detailed information.

• Can you provide details on the Pocono Lakefront development regarding the impact to the area, and the approval process moving forward?

Ralph Graf: I attended the conditional use hearing with regard to the development. There are 22 conditions that must be met, most of which have to do with the water treatment plant and the water supply. Other concerns relate to the flow of traffic on Route 507 and the impact on the fire company. I would also like to discuss with them the possibility of outside membership as a benefit for Tanglwood Lakes residents.

Open Q & A Discussion:

• Why are the computers in the office leased rather than purchased?

Ron Triani: leasing the computers is more cost-effective than purchasing them.

• Why are garages restricted to being 24’ by 24’?

Mark Ossont: The regulation was passed by the Board to take into account all residents. For example, a neighbor whose view is restricted or whose property is encroached upon. The Code Enforcement Committee is willing to sit down and work with residents.

• Can the salt by Maintenance area be used by residents?

Mark Ossont: residents may take a 5-gallon bucket and fill with the salt by the Maintenance area if they call ahead of time.

• Can residents join more than one committee?

Sandee LaPorte: We encourage residents to come to committee meetings.

Public Safety is looking for new members and new ideas.

• Can we add more docks for Tanglwood residents?

Brian Faller: Brookfield Energy restricts the number of docks we can have as well as the size of the docks.

The meeting was called to order by POA President Brian Faller at 9:00 am.

The Bathhouse renovations as it relates to new siding, painting and a new window facing the lake is now a completed item. I ordered a sign for the building stating the use of the facility is for Tanglwood residents and guests.

I hope to be able to move forward with the proposed maintenance garage as soon as the new survey is completed. The supervisors in a prior meeting have agreed that the fix that has been recommended with respect to the new survey lines is acceptable.

I have not heard back from Tanglwood North regarding the TLCA Board’s proposal. I can expand on this matter. The deadline to pay the assessment is May 1, 2021 as per the TLCA Board of Directors. The Board needs to discuss the next step should Tanglwood North fail to pay their assessment.

I met with an engineer from Kiley Associates, our paving contractor, the Chair of the Public Works Committee and our Maintenance Supervisor. We met on site at the Ruffed Grouse Road where the road has been sinking.

The engineers will be preparing a proposal to address this problem that continues to be an issue. I have possible options that I will discuss with the Board.

I had a phone conference with Aqua and their engineers regarding the possibility of partnering with them in a Paving Program. We were able to reach an agreement in the past that resulted in cost savings to the community. I invited the Chair of the Public Works Committee to participate in the conference call. I can discuss the results of the Conference call.

I met with members of the Ad Hoc Marina Committee at the beach property.

We discussed the placement of Canoe Storage Racks and improving the walkway access to [D] Dock. In addition, the committee discussed the possibility of installing Jet Ski Ports at the docks. This item is not funded in the 2021 Budget.

The Safety Committee is investigating the installation of cameras at the beach property. The Committee Chair and Safety Coordinator are reviewing options that will be presented to Budget and Finance Committee and the Board.

The maintenance staff is starting on their summer prep list in addressing the following areas:

Chalet, Tennis Courts, Nature Trail, Playground, Community Center, Beach Property, and Equipment.

I spoke with TJ Edwards, our contractor for installing and removing the docks. TJ is trying to work us in for the docks to be installed prior to our established May 15, 2021 deadline. This year Brookfield Energy will be doing a five-foot drawdown on the lake.

We have started the Bulk Pick Up service for the season. I am following up on a recommendation from the Public Works Committee regarding bulk Items. The staff should only be picking up items that weigh no more than 50 lbs., no construction material will be included in a pick-up. The material must be out at curb the morning of the pick-up. The schedule for the pickups will be the third Wednesday of every month.

MEET YOUR NEIGHBORS – Fare Thee Well Interview with DeWitt Cox

The early years of TLCA DeWitt and Mary Cox joined the Tanglwood Lakes community in 1983. Their primary residence was in Lansdale, PA just outside of Philadelphia where DeWitt worked. In the early years he quickly became golfing buddies with his new Indian Drive neighbors, Bill Sullivan and Bob Turner. The other member of their weekend foursome was Jim Lynch. In our community’s history Jim Lynch and Bill Sullivan are often considered the “fathers” of TLCA. In the early days Academy Insurance had purchased the entire TL property which at that time included the water company, TL North including the ski resort and the marina (now Lighthouse marina) among other holdings. The property included Lake Tanglwood and the Tanglwood Lakes Golf club which had been constructed as a 9-hole course in the late 60’s. The course became 18 holes in 1974. Academy had a vision of building timeshare buildings at various locations on the golf course. The TLCA leadership at the time included Jim Trunzo, Lynch, Turner, Sullivan, and DeWitt successfully fought off these plans in court, Bob Turner being the spearhead and primary author of the 1986 Agreement.

Subsequently, in the mid-80s, Academy Insurance was purchased by another firm and was ordered by the new parent company to divest its assets.

Initially DeWitt and four partners, all of whom were residents, including Bill Sullivan and Bob Turner, purchased the Golf Club. DeWitt was appointed the President, while Bob Turner was Chairman of the Board of the partnership.

They later added another 8 partners bringing the total 13 (“the baker’s dozen”). Interestingly, not all were golfers, and those residents, several of whom lived on the course, were just committed to keeping the golf club solvent to protect their property. The terms of the sale agreement were consummated in the 1986 Agreement. It’s interesting to note that part of the purchase included 3 acres adjacent to the current 8th hole green. The early plan was to relocate the golf club maintenance building away from the clubhouse. It was often under consideration but has never happened.

The golf club began with 57 members and grew to 300+ members (including many residents) by 2008 prior to the recession. It seems the Club was actually a focal point of TLCA social life in those days with their indoor pool, game room and handball court, in addition to a highly popular restaurant and beautiful golf course. The property was sold by the partnership to new owners in 2012.

DeWitt and Mary will be leaving the community permanently this summer following the sale of their home. We are grateful for their contributions to TLCA and wish them good health and happiness in the future.
