While in January it looked like it was going to be another mild winter, February had a much different plan. With more snow than we have seen in years, we have learned that a roof rake is not a Wisconsin joke, but is instead a useful tool to keep snowmelt from running down our walls. We are also running out of space to shovel and plow the snow. Despite those challenges, our Public Works team has done a great job working day and night to keep our roads open.

The most recent Board activity has brought about some changes, including the formation of a Marina Ad Hoc Committee that will report to the Board. The committee is responsible for managing the marina as a valuable Tanglwood resource, while also providing better service to its members.

Additionally, we are working to make cost effective repairs to the bathhouse at the beach as quickly as possible, and the new maintenance and storage facility is moving forward as planned.

Finally, we are interested in receiving feedback from the community about its amenities. Because the demographics and population of our community has changed over the past year, we are planning a community survey for this spring. We will be seeking information regarding the use of our amenities, and ideas and recommendations for ways in which we can improve our community for us all.

Spring, warmer weather, and more daylight are just around the corner, so for those that are not winter lovers - it will get better.

The staff has been working through what has been a rough winter. The back-to-back snowstorms have created challenges for our maintenance staff and equipment.

I want to thank all the members who donated to the Tanglwood Food Drive. The drive has been a great success as we continue to accept food at the Chalet for a local church's food pantry.

The Board of Directors at their February Board Meeting made a modification to the Tanglwood Dock Lease Agreement. The original agreement identified the maximum size of a watercraft that could be docked at the marina to be 22 feet. The Board by motion changed the maximum length to be 26 feet with an 8 foot 6 inch beam. The fees for watercrafts exceeding 20 feet in length remain at ten dollars per foot for each foot over twenty feet. The change is effective immediately. The guidelines for the marina were established by the Board of Directors and can be modified as such. In the past there have been members who requested to give up their slip for only one year for a variety of reasons. As part of the motion, once a member gives up his/her slip that member goes to the bottom of the dock slip waiting list. The dock rental fee for 2021 is $1100.00.

The Lake Manager for the community is in the process of securing the bids for the removal of sediment from Lake Tanglwood. The bids will be reviewed by Princeton Hydro and the hope is to have the contract awarded in March. The initial phase will involve the removal of 2,000 Cubic Yards of sediment from Lake Tanglwood by the Canoe Storage Facility. The dewatered material will be stored on site. The dewatering is the third phase of the Inlet Stabilization Plan that the Board has adopted several years ago.

We will be working on this year's paving program with the paving contractor. The funds that are allocated for paving are $200,000.00. In addition to working with the paving contractor we will be coordinating the paving with Aqua with the hope of working on a partnership.

The survey will ensure that any new construction conforms to the setbacks and is not encroaching on neighboring property. Failure to provide a survey and have projects done such as new decks, deck extensions, sheds garages, new driveways and additions will result in a fine of $750.00. This Consolidated Rule was approved by the Board of Directors on June 16, 2018. It is suggested that prior to starting any modifications to your property you contact the Chalet to ascertain what if any permits may be required. Please note the Building Code Committee has up to forty-five days to review a permit application.

There are two pending major projects that will impact the budget. The first is addressing the spillway at Lake Tanglwood. The Dam and Spillway are inspected every year as part of the insurance requirement. The engineer that inspected the spillway noted conditions that require attention.

We are working with the regulatory agencies to ascertain if the corrective action necessary can be accommodated under a maintenance permit application.

The second issue is the Shut off Valve Pipe on the 18th Hole of the Golf course that extends into the lake. Again, an inspection is conducted every year. The engineer for the community has made recommendations as to a fix as the pipe is rotted and in need of attention. The review of both projects is underway and there is nothing further to report at this time. The Board will be advised once we have approval to move forward and the information will be communicated to the membership as well.

The community will be engaging TJ Edwards Dock service this year for the purpose of installing and removing the docks on Lake Wallenpaupack. We anticipate having the docks installed by May 15, 2021 as we have done in prior years.

TLCA Nominating Committee The TLCA By-Laws in Article VIII Section 2 [in part] states the following:

The Nominating Committee shall make as many nominations for election to the Board of Directors as it shall, in its discretion determine, but no less than the number of vacancies that are to be filled.

Each year the Nominating Committee searches for qualified candidates for the Board of Directors Election. When screening new candidates, the members of this committee may use some of the following as a guideline: - Has served 1 to 2 years on a TLCA committee

- Knows and follows all the Covenants, By-Laws, Rules and Regulations of TLCA - Has a positive reputation in the Community

- Supportive, but willing to express their own opinion

- Makes decisions that are in the best interest of the entire Community

- Supports a Board decision when voting against a motion that the majority supports

If you are interested in applying, an application may be obtained at the Chalet. The deadline is July 15, 2021. Interviews will be scheduled in August.

From Our Committees Entertainment and Recreation Here we are again at the start of a great season at the lake and within the Tanglwood community. Our corner of northeast Pennsylvania offers plentiful water sports and recreation, tranquil woodlands for hiking, fairways and greens for golf, summer markets and restaurants, along with seasonal local activities to enjoy.

One of the goals of the Entertainment and Recreation Committee is to promote and provide a variety of activities and events within the Tanglwood community. Hoping to appeal to our varied population, the following plans are under consideration (some old, some new): •

Promote Pickleball .and Tennis. Possibly set up clinic/lessons and tournament.

What Do You Know About Mahjong?

Mahjong or mah-jongg is a tile-based game that was developed during the Qing dynasty in China and has spread throughout the world since the early 20th century.

It is commonly played by four players Like many popular games that folks play as they gather round a table, Mahjong has a variety of sets of rules.

You might have heard of Mahjong playing at a mountain resort area or summer colony, or the Florida, or Jersey shore version. All true devotees will admit that there are many local rules for playing Mahjong Every week at the Community Center in Tanglwood the tiles come out and the clicking begins. The game is open to all residents and participants say it is a relaxed and fairly easy game to learn welcoming novices and newcomers. Hand End -The hand ends when somebody declares mahjong and reveals a complete 14-tile hand of four sets and a pair.

If nobody has revealed a mahjong by the time the wall runs out of tiles, the game is considered a draw and the dealer redeals.

Scoring -Simple scoring awards one point to whoever achieved the mahjong and won the hand.

Many more complex scoring arrangements exist, which vary widely by region. Bonus pointscoring awards an additional point for not winning by taking a discard, or winning with the last tile in the game, or having a pung of dragons. Exponential scoring scores each pung at 2 points, which is doubled if the pung was not revealed, doubled if the pung used ones or nines, and doubled twice more if the pung was a kong.

Annual Board Reorganization Meeting January 2021 Once a year the TLCA Board of Directors invites the community attorney to address the members on their roles and responsibilities. This took place at the Board Reorganization meeting held in January. Attorney Christopher Farrell, Esq., who represents and advises TLCA, with offices in Waymart, PA, gave the presentation.

The particulars of Attorney Farrell’s presentation include: (1) Roles and Responsibilities – Board members are fiduciaries who steer the organization towards a sustainable future by adopting sound, ethical, and legal governance and financial management policies; as well as by making sure the Association has adequate resources to advance its mission. (2) Fiduciary – involving trust, one in a position of authority who obligates himself or herself to act on behalf of another and assumes a duty to act in good faith and with care, candor, and loyalty in fulfilling the obligation prioritizing the duty to the members, no self-dealing, and acting in the best interest of the community. (3) You are only one vote! – You are one vote of nine. You have no other power unless the Bylaws give you a specific power or the Board votes to give you specific power. Only the President has supervisory power and that is only over the Community Manager. You do not have the power to manage or direct employees. The Chain of Command is – tell the President, the President may address it with the Community Manager, the Community Manager may address it with the employee. (4) Governing Documents – Your Constitution and Bill of Rights. They are 1st The Restrictive Covenants – Primary. 2nd The Bylaws – can’t overrule Covenants. 3rd – The Rules and Regulations – can’t overrule the Covenants or Bylaws. Ninety-five (95) % of the answers to all of your questions are found in these documents. (5) Committees – Advisory only! – No power unless authorized by the Board or Bylaws.

Following the presentation and a question and answer period with our Attorney, the Board voted to elect the following for 2021: President, Brian Faller; 1st Vice-President, Mark Ossont; 2nd VP, Rose Kucharski; and Treasurer, Ron Triani.

The descriptions and duties of the officers for the Board of Directors are written in the TLCA Bylaws, Article X: ARTICLE X OFFICERS

Section 1. The officers shall be a President, First Vice-President/Corporate Secretary, and Second Vice-President/Assistant Treasurer/ Assistant Secretary. The President, the two (2)

Vice-Presidents and Treasurer shall be Members of the Board of Directors.

Section 2. The officers shall be chosen by majority vote of the Directors.

Section 3. The officers shall hold office during the pleasure of the Board of Directors.

Section 4. The President shall be the chief executive officer; he shall preside at all meetings of the Members and directors; he shall have general

and active management of the business; he shall see that all orders and resolutions of the Board of Directors are carried out; he shall direct the Community Manager to send notices of all meetings; he shall execute all bonds, mortgages, and all contracts- subject to approval of the Board of Directors – within the limitations of Article IV, Section 2 (a), (b) and officers and see that their duties are properly performed; he shall submit a report of the operations of the Association for the fiscal year to the Board of Directors and Members at their meetings and from time to time shall report to the Board of Directors all matters within his knowledge that may effect this Association; he shall be an ex-officio Member of all committees and shall have the powers and duties and management usually vested in the office of President in a corporation; he shall appoint all committee chairmen, except as herein provided.

Section 5. The Vice-President designated by the Board of Directors shall perform the duties of the President in his absence. In the absence of a designation by the Board of Directors, in the absence of the President, the First Vice President shall perform the duties of the President, or if the First Vice President is absent, the Second Vice President shall perform the duties of the President. (a) The First Vice-President/ Corporate Secretary shall be custodian of the corporate seal and shall perform the duties of a Corporate Secretary.

(b) The Second Vice President/Assistant Secretary shall perform the functions of an Assistant Treasurer and an Assistant Corporate Secretary. In the absence of the Treasurer, he shall perform the duties of the Treasurer.

Section 6. The Treasurer, under the direction of the Board of Directors, shall have charge of the funds of this Association and shall cause the same to be deposited in the name of this Association in depositories designated by the Board of Directors; he/she shall pay all vouchers or orders properly attested by the President; and shall make a complete and accurate report of the finances of this Association at each general meeting of the Members, at each regular monthly Board meeting, and at any other time at the request of the Board of Directors. All checks and notes of the Association, other than special accounts used for emergency purposes established by the Board, shall be signed by two officers as follows: the President (or in his absence, the First Vice President), as the first signature, and the Treasurer (or in his absence, the Second Vice President), as the second signature. The Treasurer shall be responsible for keeping proper books of account and cause and annual audit of the Association books to be made by a certified public accountant at the completion of each fiscal year. He/she shall participate in the preparation of the annual budget in conjunctions with the Budget Committee to be submitted to and approved by the Board. Such approved budget shall be made available to the Membership at the second semi-annual general meeting of the Membership held in the fiscal year preceding the fiscal year to which the approved budget is applicable. He/She shall prepare an annual financial statement consisting of a balance sheet and statement income as at the end of each fiscal year. The financial statement for the prior fiscal year shall be made available to the Membership at the first semi-annual general meeting of the Membership held in the next fiscal year.

The Tanglwood Lakes Building Code Committee is responsible for ensuring that all construction undertaken with the community is in accordance with the TLCA Rules and Regulations and Building Codes.

Any interior renovation or update does not require a permit. However a permit is required for many exterior projects as well as new construction and additions. The Board recently amended the Permit Application Process. A copy is printed here and is also available for download on our website or paper copy can be obtained at the Chalet Office. Additionally, questions about walls, tree removal, contractors, surveys, or liability insurance can be answered by calling the Office for details.

The containers are available at any time.

Please note that the containers are emptied on Wednesdays and might be full when you arrive. Try to schedule accordingly.

The containers are for glass, cardboard, paper, and hard plastic. However, plastic bags and Styrofoam are not recycling items. There is a separate container for plastic bags.

​6. How do I dispose of large items?

Large items are considered “Bulk Pickup” and may be scheduled by calling the office (570-857-1186) to arrange a time.

This is offered twice a month by Maintenance and has a fee based on the size of the load. Scheduling is dependent on seasonal considerations.

There is a $50 minimum. An itemized price list is available at the Chalet Office.

Some examples of permits are: exterior house and garage painting, a new roof, additions, siding, driveway paving and tree cutting. Call the Office for the correct permit form and to obtain approval to begin a house project. The revised Permit Application is printed in this issue and posted on the website.

Safety Around The Community A new year, a new season - a reminder to check our vehicles for current identification. In addition to the regulations from the Commonwealth of Pennsylvania which apply to all TLCA roadways, Tanglwood Lakes requires that your cars, trucks, and golf carts display the 2021 Vehicle Identification sticker.

Tanglwood Lakes authorizes the use of traditional golf carts and certain LowSpeed Vehicles (LSV) that comply with the regulations established by the Pennsylvania Motor Vehicle Code and the particular requirements outlined in TLCA R&R #211. All recreational vehicles must display a Tanglwood License plate which is obtained after submitting proof of liability insurance and signing a “Hold Harmless” agreement.

Anyone Enjoy Saving Money?

We all have an opportunity to save a significant amount to money by selecting a competitive electric supplier. This is especially true for those of us who use electricity for heating and/or air conditioning in our homes (heat pump, baseboard electric, a/c units).

In the late 1990s the Federal Energy Regulatory Commission (FERC) ordered that all US utilities divest their generating resources and establish a competitive market for providing electric supply. The utilities would continue to be responsible to provide all delivery of that supply via their transmission and distribution lines to their customers. They would also continue to provide all billing. Our PPL (pplelectric.com) bill provides details of the delivery costs on page one and all the details on the supply on page two.

The PPL “provider of last resort” price is currently $.0731/kwh.

That means if you elected to pick no supplier, PPL would be required to provide your electricity at that price. You can find a list of suppliers at papowerswitch.com. When selecting your supply, you should only consider “fixed” offers and no additional fees (early cancellation fees, etc.).

For residential customers, as of recent times, Dynegy would be our best provider option. They offered 12 months at $.0639/kwh which will save you about 10% on your supply portion vs the PPL current cost (if you currently have another supplier you may save even more). To take advantage of this savings you could call them at 833 223 0914. Please have your latest PPL bill available as they will need your account number and they will do the rest. Dynegy is a reputable power supplier that actually owns generating assets, which gives them a significant advantage vs pure marketing firms.

When your 12 months is up next year, call them again to see if they will honor this price.

A look through the Rules and Regulations document reveals that our roadways are considered a significant community asset and roads, roadside ditches, and culvert preservation is a top priority.

One of the responsibilities of the Public Works Committee includes our roadways, their long-term planning, and providing appropriate policy recommendations to the Board.

Within Tanglwood Lakes there are almost 28 miles of roadways.

As part of the Capital Reserve program, all roads are assigned a ‘lifespan’, heavy traffic (10 years repaving), moderate (15 years), and light (20 years). Through the years the Public Works Committee continually assesses the conditions and uses traffic flow volume assignments on these roads in order to develop long term plans for road repairs, re-paving, and ensure upkeep. The Public Works Committee also coordinates its plans and makes adjustments when Aqua Water Company’s digging schedule will impact our paving program.

In recent years TLCA and Aqua have agreed on a cost-sharing program for repaving following the completion of the Aqua Pipe Construction Project. This practice has resulted in a considerable savings for TLCA. Our annual budget uses the road maintenance long-term planning for future expense projections.

The 2021 schedule for repaving is currently under consideration in order to coordinate with the Aqua Water summer plans.

Hurray! Spring is on its way! To celebrate, let’s surrender to our collective wanderlust. Between the heavy snows and frigid temperatures we endured all winter, together with the limitations we experienced courtesy of the pandemic, we’re all feeling a bit confined. It’s time to get out and do something! For inspiration, here are a few quotes by author, inventor, naturalist and explorer John Muir: “Of all the paths you take in life, make sure a few of them are dirt.”

“The mountains are calling and I must go.”

And my favorite: “The snow is melting into music.”

If you’ve never been to the Lock 31 House near The Settler’s Inn in Hawley, you’re in for a treat. The old home is happily situated on the Delaware and Hudson canal and provides a beautiful walk on the towpath alongside the canal and beyond. The home was built in the early 1800s and began its life as a farm with over 260 acres of land. Once the canal was built directly behind the home, its value greatly increased. Since then, the building has seen many changes and is now owned by the Wayne County Historical Society along with one mile of the canal. The Society continues to work on making the Lock House into a living history museum. Until then, enjoy the sights and sounds of the canal! Speaking of spirits, the Wally Wine Fest is scheduled for April 10th and 11th. The fun is set to take place at Silver Birches in what they call “Wally Wine Fest 2021: Safely Spaced Sips and Savories!” Silver Birches will host the festival with a seated wine tasting while offering various small plates. A wine seminar complete with imported cheeses will be offered on Saturday at 1 and 3 pm and on Sunday at 1 pm. On a nice spring day, you may want to take a ride to see the oldest wire suspension bridge in the United States – the Delaware Aqueduct, which was built by John Roebling (the same Roebling who later engineered the Brooklyn Bridge). The bridge opened in 1828 and solved a number of challenges: the transportation of timber, alleviating traffic on the canal and reducing the time it took to travel on the canal by one full day, thus saving quite a bit of money each year. The bridge, which connects Lackawaxen PA to Minisink, NY operated for 50 years and underwent many changes thereafter. It was used as a vehicular bridge until 1979 but in 1980 the National Park Service purchased the aqueduct. It is now part of the Upper Delaware Scenic and Recreational River and is free and open to the public. Today you can cross the bridge either by car or on foot and enjoy the engineering masterpiece of the bridge itself as well as the views of the river.

“Lookin’ for fun and feelin’ groovy”? We’re lucky to have Bethel Woods Center for the Arts nearby in Sullivan County, NY. There you will find a museum, a performing arts center, an amphitheater, and lovely grounds on which the site of the 1969 Woodstock Music and Art Fair took place. The museum’s exhibits feature the counterculture of the 1960s with films, clothes and other objects of the time (think the Vietnam War, the Summer of Love and Armstrong’s moon walk) and of course, music! The museum is set to re-open on the third of April, but be sure to call before making plans. You can also call to find information on their 2021 concert schedule. Even if you just want to get out of your house, take a nice drive and go for a walk, it’s a great destination. Let’s head south to New Hope where there are plenty of parks and outdoor activities such as kayaking, hiking, fishing, bike riding and picnicking. The area is rife with cultural sights, restaurants, shops and other points of interest. (As always, please call ahead to check availability). New Hope PA and Lambertville NJ are a stone’s throw away from each other – all you need to do is cross a bridge to get from one neighborhood to the other.

The Bucks County Playhouse is a wonderful venue to see Broadway plays, musicals and children’s shows. The Playhouse is a renovated grist mill and over the years, luminaries such as Robert Redford and Grace Kelly have graced the stage. The Playhouse is located at 70 South Main Street in New Hope PA; the phone number is 215 862 2121.

Peddler’s Village is a great place to spend the day. This shopping mecca is an old Colonial village with many small, locally owned shops, boutiques and restaurants lining old brick pathways. Peddler’s Village is located in Lahaska PA and you can find out more by calling 215 794 4000 or visiting them online at peddlersvillage.com.

Bowman’s Hill Wildlife Preserve is a 134 acre botanical garden and nature preserve with hardwood trees, wetlands, ponds, a meadow and a creek.

Over 700 of Pennsylvania’s native plants can be found within the preserve. The scenic Stone Arch Bridge crosses the Pidcock Creek and is near an old log cabin which once the gatehouse to the park. A pavilion which was built in 1941 and dedicated to Captain James Moore stands near the meadow and the entrance to the preserve. Go to bhwp.org or call 215 862 2924 for details.

Head over to 32 West Bridge Street in New Hope and hop aboard a lovingly refurbished vintage train from the early 1900s. Go for a ride and enjoy the scenery as you look out your window. Different classes from first class to open air and from coach to caboose are available. The Traditional Excursion is an hour-long round-trip ride from New Hope to Lahaska. Not far from the New Hope and Lambertville area is Doylestown PA. If you decide to go there, you may want to see the James Michener Art Museum, housed in the old Bucks County jailhouse. The museum features Pennsylvania impressionist artists (such as Fern Isabel Coppedge) along with other exhibits. While you are there, you may want to visit the café, the shop and walk around the grounds of the museum. Call 215 340 9800 or visit them online at michenerartmuseum.org. Another place you should try to see in Doylestown is the Moravian Pottery and Tile Works Museum, which is a working history museum and National Historic Landmark. Arts and Crafts Era mosaics and tiles are still produced using methods as close to those of Henry C. Mercer’s as possible and are available for purchase. One last place you might want to visit is Grounds for Sculpture in Hamilton NJ. It is a sprawling outdoor sculpture park, arboretum, garden and museum. You can easily spend the day there as there is so much to see and experience. Don’t be fooled by the name, but within Grounds for Sculpture is an excellent restaurant called Rat’s (yes, that’s right). Spend a few hours on the grounds, enjoy a meal at Rat’s and you’ll have a wonderful day.

All About The Birds And The Bees Remember in grade school science when we learned about the balance of nature and what was called the Ecosystem? Here in Tanglwood Lakes our particular biome of hardwood and evergreen trees, lakes, ponds, streams, meadows, forests, and wildlife gives us a front row seat to view and experience the interdependency within our surroundings.

Spring, when we are awakening to a new season and shedding the sleep and cobwebs of winter, has a few noteworthy environmental calendar occasions. These include Arbor Day, and Migratory Bird Day.

Arbor Day

Arbor Day is a time set aside to encourage the planting of trees, to gain a greater appreciation and knowledge of trees, and to highlight the vital role of trees in our lives.

The original developers of Tanglwood Lakes were especially respectful of nature and set up protective environmental policies. In Pennsylvania, the Commonwealth is involved in the “Keystone 10 Million Trees Partnership” (www.tenmilliontrees.org). The Keystone 10 Million Trees Partnership is a collaborative effort of national, regional, state and local agencies, conservation organizations, outdoor enthusiasts, businesses, and citizens committed to improving Pennsylvania’s communities, economy, and ecology by planting 10 million trees throughout the Commonwealth. Trees are critical to life and our good health. This partnership prioritizes the restoration and preservation of trees along streams, streets, and roadways. Trees cleanse the air and sources of drinking water. They provide cooling shade for buildings, playgrounds, and parks during the heat of summer. Enter Tanglwood Lakes from the highway and you immediately feel the temperature drop by about 6 or 7 degrees.

How can we help? According to George Weigel’s article (www.pennlive.com) Arbor Day, which this year falls on Friday. April 30, is a perfect time for planning trees. The added benefit to planting trees and shrubs is in aiding birds, bees and other local wildlife as a way to preserve the natural habitat.

If you’re thinking about adding a tree or two this spring and want to go native, here are 10 worthy choices:

American fringe tree (Chionanthus virginicus); River birch (Betula nigra); Blackgum ‘Wildfire’ (Nyssa sylvatica ‘Wildfire’); American dogwood (Cornus florida); Sweetbay magnolia (Magnolia virginiana); Serviceberry (Amelanchier x grandiflora); Red maple (Acer rubrum); Red oak or white oak (Quercus rubra or Quercus alba); American hornbeam (Carpinus caroliniana); (10) Redbud (Cercis canadensis) Seek the advice of a local garden center for planting, soil conditions, and other details to make your selection.

Migratory Bird Day

International Migratory Bird Day was created in 1993 through the Smithsonian Migratory Bird Center. From 1995 to 2006 the program was under the direction of the National Fish and Wildlife Foundation. Today it is has a home with the Environment for the Americas, a non-profit organization that connects people to bird conservation.

They educate the public by focusing on such topics as the habitats birds need to survive, birds and the ecosystem services they provide, the impacts of climate change on birds, and the laws, acts, and conventions that protect birds.

The group recognizes the time in the first two weeks of May as opportune to observe birds in their migratory behaviors as they stop to rest and refuel in locations in the western hemisphere. The reverse holds for the time in October to view bird migration.

Local bird watchers in the Tanglwood area are listening for distinct calls and flashes of color during this time of the year. Birds, along with bees and other flying insects, are a valuable part of preserving our environment. These critters are often referred to as natural pollinators. According to an article written by Brianna Randall ( www. farmers.gov ) pollinators add value for people and wildlife. Going outside on a Spring morning you can see and hear a vast army of birds and bees at work. More than 80 percent of the world’s flowering plants need a pollinator to reproduce; and we need pollinators too, since most of our food comes from flowering plants. One out of every three bites of our food, including fruits, vegetables, chocolate, coffee, nuts, and spices, is created with the help of pollinators. Pollinators are also a key part of the food web.

Insects, like moths, feed more than 80 percent of birds in the U.S., as well as reptiles, amphibians, and mammals. Plus, pollinators contribute to healthy soils and clean water by fostering robust plant communities.

We can all do our part to keep the ecology of Tanglwood Lakes healthy and rich by planting trees, shrubs, and flowers to encourage the birds and the bees to take up residence in our area.

It’s that time of year again – time to give your house a good once-over. Read on for some tips to help make it easier to clear your home of things you no longer want or need.

Electronics, batteries, etc. are so difficult to get rid of. If you have an old TV, refrigerator or cellphone you’d like to dispose of, you may want to try one or more of the following places:

Home Depot and Lowe’s will take aerosols, non-leaking car batteries, nickel metal hydride, lithium, nickel zinc and nickel cadmium and rechargeable batteries, cellphones, CFLs (compact fluorescent lightbulbs), fertilizer, plastic garden pots and trays, latex paint, varnishes and lacquers, thinners and strippers and oilbased paint. The road paving is nearing completion with additional work on crossover pipes. The paving came in under budget and was completed at an ideal time of the year.

I contracted with the Geese Police for one additional week to cover the Labor Day Weekend.

The indications are that the program was successful at a cost of $300.00 per week.

I reached out to Robin Wildermuth regarding the Gypsy Moth Survey. We have seen activity in trees in the community. The survey is important as it will not only identify if spraying is necessary, it will identify areas with heavy egg masses. There is an allocation of $40,000.00 in the budget should spraying be necessary.

We are in the process of having a wet land delineation performed on the former Lytle Property. The cost for the delineation is $2,800.00. This cost does not include a survey that will be required. The cost factors for removal of sediment for the initial phase is approximately $160,000.00 as an estimate from our Lake Manager. We will not have the actual cost until bid packets are reviewed as the cost will be driven by the unit cost per cubic yard. The use of the Lytle property is critical as a separate component of removal is transportation of the sediment.

We should be able to complete the Fore Bay shortly and under budget.

We have the new Covenants, By laws and Rules & Regulations Booklets at the Chalet. The reproduction was approved by the Board at a cost of $3877.43.

We purchased the Board-approved Clorox 360 machine at a cost of approximately $4,800.00.

The staff has used the machine on amenity buildings. The machine is commercial grade and sprays a mist.

The newly purchased Leaf Vac is in operation and staff is using it on ditches where the leaves have impacted water flow.

We have received 493 yes votes on making the Covenants permanent. We need a total of 560 yes votes.

Jerry O’Connor, Environmental Committee: - Delighted to hear the fore-bay will be completed soon. There are 2 issues: - We usually experience a bloom in Lake Tanglwood in late summer, but it did not happen this year.

- We did experience ‘compounding’ this year – the silt in the lake moved to the center of the lake and created a silt bar, impacting some homeowners this year.

- We continue to explore the idea of towing vehicles that lack proper TLCA ID.

Mark Ossont, Public Works: - The maintenance team has been doing an outstanding job.

- The leaf vac has been very helpful in cleaning out ditches and culverts.

- We are thinking about purchasing two new salt spreaders next year as the ones we have are sixteen years old.

- We are in good shape with salt and cinders for the upcoming winter.

- Two culverts have been replaced – one on Evergreen and one on Mink.

- Possibility of buying an additional maintenance shed to house equipment.

- The marina sub-committee has come up with some good ideas.

I have Locklins propane pricing for the coming season and will be passing the information on to the membership.

I spoke to several Directors regarding the elimination of lifeguards at the beach. I spoke with the insurance carrier and the agent informed me that would not impact premium. We would need to post that no lifeguards are on duty, rope off the swim area and have the beach hours posted. It has been extremely difficult to hire and keep lifeguards interested in working. We are not alone as other communities are having the same issue.

I have contacted M.E Soden to address the ditch line at the rear of the Pine Crest Boat Storage Property. In addition, Soden will be cleaning out the Catch Basin on Indian Drive.

The Board needs to decide on the approach to the Semi-Annual Meeting. A mass mailing to the membership has been suggested providing members the opportunity to ask questions one week prior to the meeting. We investigated the use of the Country Club, renting a tent

Budget and Finance Report, Ron Triani: TLCA paid back the Payment Protection Plan loan on the advice of William Owens, auditor, together with the advice of Dime Bank Vice President of Loans.

The fees, costs and removal of the structure are estimated to $15,000.00 to $20,000.00.

The Building Code Committee has recommended that construction material and other items be removed from the bulk pick up list. The current waste provider has the ability to pick up bulk items and members can use their credit cards as a payment method. The cost of bulk items and the potential workers compensation concern for staff resulted in the recommendation for pick up of only limited items. The cost to remove a container per pull is $255.00 and the cost per ton is $67.50. The large bulk items limit capacity in the dumpster.

The Public Works Committee additionally recommends that Bulk Pick Ups be scheduled for the first Wednesday of the month.

Robin Wildermuth will be conducting the Gypsy Moth Survey immediately following the deer season. Robin informed me that there is a new invasive spreading from southeast PA which is arriving in our region. The treatment options for this spotted lanternfly are different from the treatment for gypsy moths.

I am working on staff evaluations and my year in review / manager’s goals for 2020.

To date we have issued 36 permits regarding Section [212] of the Consolidated Rules and Regulations [Winter Storage] The Code Enforcement Officer will be taking photos and issuing citations for properties that have not complied with the regulation.

The recommendations that Legal Committee Chair made regarding the traffic enforcement proposal are under review by the counsel for the security firm.

We are moving forward with the wet land delineation and topographical survey for the former Lytle property. The Lake Manager is hopeful that this property will be approved as a dewatering site.

To date we have 520 ‘yes’ votes on making the Protective Covenants permanent.

Community Manager’s Report, Ralph Graf: Manager’s Report, November 2020 Board Meeting

The Public Works Committee reviewed the purchase of a steel building to be constructed at the maintenance complex. The cost of the building constructed on site is within the $60,000,00 approved budget for this project. The cost of the building can be assessed to the [CIF] fee as a common element. The cost projection is approximately $45,000.00 to $50,000.00 depending on options. The building will be used to store all maintenance equipment. Rich Gaines was forwarded the contract for his review as Chair of the Legal Committee.

The Palmyra Township Planning Board Meeting to review the plans for the Pocono Lakefront Development has been rescheduled to December. A community resident that has a home on Lake Wallenpaupack has filed suit against the township supervisors alleging they failed to consider the health and safety of area residents by approving the initial Conditional Use Application. The complaint was filed on October 14, 2020. Attorney Waldron, who is representing the developer, responded to the complaint which will be resolved in the Pike County Courts. Once the Planning Board meets, they will make a recommendation to the supervisors and either recommend conditions and or recommend approval as submitted. I will be attending the December meeting.

There is nothing further to report on the shut off valve pipe on the 18th hole of the golf course. The TLCA engineer, Joe Hudak, has made recommendations to the regulatory agencies and we have not heard back regarding corrective action on the defective pipe in Lake Tanglwood. At this point we have no idea on a budget for this item as it will depend on the application that will ultimately be approved.

There is an issue with the spillway / dam on Lake Tanglwood. The dam and spillway are inspected each year by an engineer. The inspection report is forwarded to the DEP and Army Corp of Engineers. The engineer has recommended repairs that will hopefully be considered as a maintenance application. We have made minor repairs each year with concrete to address the seams and small holes in the spillway. The budget for repairs will depend on the type of application that the DEP approves. It will naturally be less costly if the repairs can be made under a maintenance application as opposed to a full replacement of the spillway.

The deadline of November 15, 2020 for corrective action on the Ruffed Grouse property has passed. The owner was served a final notice by a Constable and has failed to take corrective action - removing the structure and cleaning up the property. Attorney Farrell will be filing an action with the court to seek self -help in having the property brought into compliance.

The expenses will be attorney fees, court costs and the removal of the structure and debris.

The first major storm of the year tested both staff and equipment. The maintenance staff kept roads open and passable working the evening on December 16th through the 17th.

The [CIF] Fees for 2021 will increase by $320.00 for the sale of a developed property. The fees are regulated by the Planned Community Act and are the full amount of the prior years dues.

To do otherwise is a violation of fiduciary responsibility. The Board must be guided by the governing documents: the Protective Covenants are carved in stone, the Bylaws are carved in wood and the Rules and Regulations of the community may be changed. The chain of command must be followed: from the President of Association to the Community Manager and from the Manager to the employee.

Tanglwood North must pay for beach rights according to the 1986 Agreement.

Every committee must take minutes of every meeting and give them to the Community Manager. Minutes should be kept in perpetuity.

The report from Robin Wildermuth indicates that spraying for Gypsy Moths will not be necessary for this year, a savings of $40,000.00.

There is nothing further to report as it relates to the Dam/Spillway and the Shut off Valve Pipe. Joe Hudak from Kiley Associates has made a recommendation to use a concrete spray to address the defective shut off valve pipe. The concrete is sprayed in the pipe using a robot. The DEP is reviewing this approach. The condition of the spillway is being reviewed by the DEP and there has been no decision from the agency regarding repairs and or reconstruction.

The new garage for the maintenance complex was ordered in mid- December. I anticipate having the plans in January that I will take to the township for a permit. This new building will house all maintenance equipment and keep it protected from the weather. Once the construction is completed the recycling containers will be relocated to an area across from the leaf dump. The area is blacktopped and can accommodate the containers. I am investigating moving an existing camera that captures activity at the current recycling location to cover the relocation of the bins as recommended by the Public Works Chairman.

We may need plans for the piers which Kiley associates can certify. The approved budget for the project is $60,000.00 from [CIF] Fees. We may need minor blacktop work to provide for access along the side of the building.

I am investigating the possibility of using a pole building application to replace the Bathhouse at the beach. The company Pioneer Pole Buildings can provide a turn-key operation replacing the existing facility. We sent out requests for bids last year for a building that was [8] feet wide and [30] feet in length. We received two bids one for $76,900.00 that did not include demo. The second bid was for $62,000.00 and did not include demo. The Pioneer Pole Building in stock standard size starts at 24x24.

There was legal action filed against the township supervisors by an area resident who has a home on Lake Wallenpaupack. The case was scheduled to be heard on Monday December 14, 2020. I spoke with the township secretary and have been informed the complaint was withdrawn. The project passed the Conditional Use phase at the township. The next step in the process is the land development phase that will be addressed by the Planning Board.

The Planning Board following their review will make a recommendation to the Board of Supervisors who will have final say at the township level.

I applied to the Fish and Boat Commission for the permit to install floating structures on Lake Wallenpaupack, this is an annual permit. The permit fee is $10.00.

Darrell and his staff are constructing additional Canoe storage racks for the Indian Drive Storage Facility. We will be able to accommodate 16 additional watercrafts. There are currently 29 members on a waiting list for a rack. The lumber that is being used is lumber that we had in inventory. There were several members who gave up their boat slip for the coming season. Beth is working with the waiting list to identify members on the list who still want a slip.

The bids for the dewatering /sediment removal for Lake Tanglwood will be sent out this month. The bids will be returned to Princeton Hydro in March for review and awarding the contract. There is $150,000.00 in the approved budget for sediment removal. It is anticipated that the work on phase one 2,000 cubic yards will be accomplished by the Memorial Day Weekend. The Indian Drive Canoe Storage facility will be used as the dewatering site for this phase. It is anticipated that a total of 15,000 cubic yards of sediment will be removed from the lake over the coming years.

I reached out to representatives from Aqua to ascertain projects that the company is considering in 2021. The company is once again using Engineers from En-tech for project management and design.

The POA insurance renewal is up in February. I discussed coverages and exposures with the Broker and the recommendation is to continue with the current carrier Cincinnati Insurance company for major portions of the policy including Workers Compensation. The policy premium for 2020 was $53,343.00 and the premium for 2021 is estimated to be $54,717.00.

The policy for structures is an agreed amount with twelve million dollars as blanket coverage. The liability portion of the policy provides for a ten- million- dollar umbrella that covers exposures above the initial limit of one million dollars per occurrence. The Workers Compensation Modification is .83 which provides for premium credits. The policy has c+overage for the cv -virus in the work- place and coverage for activities on Lake Tanglwood, Ice Skating and Ice Fishing.

Budget & Finance Committee: Budget & Finance Committee Report, January 16, 2021:

Preparation for the external audit of the 2020 Association financial statements has begun.

The required information and documentation is being assembled and will be forwarded to the auditor as soon as accounts receivable and accounts payable for 2020 are closed out.

The committee’s top line review of 2020 is that it has been a very good year financially.

The committee predicts the year to end with a projected operating budget cash balance of $31,946, assuming remaining miscellaneous bills and accrued expenses of $10,000.

The committee has agreed to forward the $40,000 budgeted for tree spraying in 2020 (but not needed) to the Reserve Fund. This transfer was approved by the Board and will be made in the next week. In 2020, the Capital Obligation of $441,900 was deposited as per the approved budget, and $155,050 additional dollars was added during the year. The projected cash balance at year’s end is $618,699.

In 2020, $99,677 was collected in CIF fees. The cash balance of the New Capital fund as of 12/31 is $144,533.

The committee requests Board approval to open a new bank account in a fourth bank to retain FDIC coverage of all association funds.

Public Works: Mark Ossont: we are in the process of obtaining a new maintenance building to store equipment; we will purchase two new electric salt spreaders; we continue to look into options to replace the bath house; we may need to do further road paving in 2022, depending on Aqua’s schedule; we may install new signs by the new speed bumps; Darrell is doing an outstanding job as head of the Maintenance team.

Team: Judy Hildebrandt: we are in need of some new decorations as some of our decorations are old. We hope to become more active once the virus is under control.

Tanglwoolies: Sandy Gulino: we are collecting red scarves for Women’s Heart Month and delivering them to Wayne memorial Hospital.
