Additionally, this bird has been honored in TLCA as having a street name designation. All throughout our community the various roadways are reflective of the environment – Ash, Cedar, Sugarberry, Big Bear, and Deer Run to name a few.

This January proved to be a challenge for all of us. We dealt with subzero temperatures, ice, snow, water main problems and fires. The devastating fire at Paupack Hills Country Club destroyed a location many TLCA members and their guests enjoyed. Thankfully, the owners have stated their intention to rebuild. We also had a fire in our trash compactor.

It is important that only household trash is put in the compactor. Thanks to Tafton Fire Department for their efforts to protect our community.

This winter the Board took the following actions:

Contracted for paving our streets as soon as possible so that residents will not have to contend with construction this summer, Contracted for the second phase of sediment removal from Lake Tanglwood, and Installed traffic calming speed signs.

Finally, our committees are always looking for members. We especially need parents of children to run children’s programs. If you are interested in volunteering for any of our committees, please send your information to the Chalet via email at bethtl@ptd.net or ralphtl@ptd.net.

As we complete another safe winter season at Tanglwood Lakes I want to thank the staff for keeping the roads open and safe during winter weather conditions. A thank you to the members who kept vehicles off the roadways during our plowing efforts.

The Board has started a new practice to keep the membership informed following Board Meetings. We will be sending out an email blast following the monthly meeting highlighting action/ discussion agenda items.

At the February 2022 Meeting, the Board of Directors approved the following recommendations from the Legal Committee as they relate to the Rules and Regulations:

[Section 103] Residence / Property Maintenance Unsightly Property. [Any condition that results in a violation of this rule [103] must be remedied and brought into compliance within [14] days of the issuance of the citation. The failure to remedy the condition within that time frame will result in a second citation or third citation, as the case may be. If a third citation is issued with respect to a condition , the member will be notified that failure to remedy the condition within [14] days shall result in TLCA engaging a contractor to remedy the condition and the cost thereof shall be assessed against the member and his property. First Offense $250.00 Second Offense $500.00 Third Offense $750.00.

[Section 213] Although not obligated to do so, TLCA staff may check members’ properties for break-ins, vandalism, fire, etc. Members who do not wish to have their property subject to a safety check shall forward a written notification to the TLCA office.

[Section 402] The following language shall be added to this section: In connection with reviewing the Permit Application and assuring construction is in compliance with the Permit Application, the Code Enforcement Officer

and other authorized TLCA representatives will enter on the member’s property to assure compliance with the Rules and Regulations, Building Code and CC&Rs

As we approach the warmer weather, please be mindful that TLCA permits are required for improvements to your property, e.g. decks, garages, extensions, landscaping, painting the exterior, etc. The Building Code Committee reviews all permit requests.

Princeton Hydro, the Lake Manager for the community, has been engaged to move forward with the second phase of sediment removal from Lake Tanglwood. We anticipate starting the process in late April, weather permitting. The budget of $150,000.00 includes prepping and permitting for disposal of the sediment on the property bordering the canoe storage area on Indian Drive.

We will be able to utilize the geo-tubes on site for the second phase. The Lake Manager will be monitoring the lake and providing chemical treatment as a separate budget issue.

The year-end assessment report from Princeton Hydro indicated the following: water clarity was excellent throughout the season.

Clarity remained above recommended threshold throughout 2021. Overall, nutrient concentrations were low, remaining below recommended thresholds during each sampling event.

The Board has signed a contract for 2022 that will include water monitoring, chemical treatment, and an assessment report.

The Public Works Committee has recommended roads that will be scheduled for paving this year. The paving contractor has set a May date for paving.

The identified roads are posted on the community web site, and copies are available at the Chalet. We are carrying over funds from last year’s paving and have received funds from Aqua to be included in the paving program.

The Environmental Committee is investigating signage for the Briarwood Nature Trail and other improvements regarding the planting of trees and a walkway. The committee will be meeting with representatives from the Pike County Conservation District to discuss possible opportunities that would enhance the nature trail experience.

The Safety Committee recommended and the Board approved dashboard cameras for both Safety vehicles.

The committee, through email blasts, has encouraged members to slow down and obey the posted speed limit. A second recommendation from the committee was to install traffic calming devices on roads in the community. The devices record the speed limit of the approaching vehicle. We have two solar powered signs that will be relocated to identified areas in the community.

We will be continuing with outsourcing the installation of the docks on Lake Wallenpaupack. Members that utilize marinas for the launching of their watercrafts need to have the marina contact

our Public Safety so that access to the marina can be arranged.

The newly installed gate access system requires a key fob for access to the property.

The TLCA docks on Lake Wallenpaupack are at capacity and all slips will be occupied.

We maintain a waiting list for a slip at the Chalet.

This summer members will be able to enjoy a fire pit that will be constructed by our maintenance staff at the beach property on the big lake. The Board approved this construction with the purchase of furniture that will be set up around the pit. The pit will be serviced by propane with scheduled hours of operation.

The access to the beach property will be through a gate access system that will require a key fob to activate the entrance gate. TLCA Members will be issued two key fobs per lot and may purchase two additional fobs at a cost of $25.00 each. The key fob will also be used to access the Bathhouse. The exit side gate will automatically open upon approach by the vehicle exiting the community.

Always Busy – Our Tanglwoolies The Tanglwoolies, as described in their annual report, are a circle of women in TLCA who love to crochet, knit, and sew and are dedicated to community service and fellowship. Those are simply words but this “close-knit” group of gals are so much more to each other, our residents, and surrounding neighbors in need.

The Tanglwoolies have been busy knitting, crocheting and sewing red scarves for the Cardiac Rehab Centers at Regional and Wayne Memorial Hospital.Each scarf is wrapped with a personal well wish. Patients who are further along in their cardiac rehab journey also received a red scarf at our local Pivot Centers.

The Tanglwoolies recently donated 100 baby hats to the NICU and Nursery at Regional Hospital and to the Wayne Memorial Hospital Nursery.

Baby blankets and hats were also donated to The Ronald McDonald House in Scranton along with our check from proceeds of our Bake Sales and Harvest Cafe.

Tanglwood Lakes Community Association Beach Entry Keyfob Rules & Regulations • These Rules are in addition to all other Rules and Regulations applicable to Tanglwood Lakes Community Association, Inc. (TLCA) property.

• Only TLCA members in good standing (i.e., whose TLCA account is current with no unpaid currently due balance including assessments, late fees, interest, fines, collection costs, etc.), and their guests who have a guest pass are permitted to use the Beach area and facilities.

TLCA members who are delinquent (have an unpaid balance in their TLCA account) shall have their entry cards (keyfobs) suspended. Access will be reinstated when the member’s TLCA account is brought current.

• Beach entry access cards (keyfobs) are not transferrable.

• TLCA monitors all access activity to the beach areas. In the event of rules violation by a member or their guest, vandalism or criminal activity, the member may be subject to a fine or, with respect to criminal activity, the information will be turned over to the Police Department and violators will be prosecuted.

• TLCA provides two (2) access cards (keyfobs) per home/lot. If your access card (keyfob) is lost or stolen, replacement cards (keyfobs) will cost $100.00. No exceptions.

• Members may purchase 2 additional Keyfobs at a cost of $25 each • All vehicles entering the beach area (including Golf Carts and UTV’s) must have TLCA stickers or displayed guest pass.

• Beach entry access cards (keyfobs) are only valid for one vehicle entry at a time (You may not enter with one vehicle and then pass your Keyfob to another vehicle for entry until the first vehicle has exited the beach area).

Introducing our “Park, Walk, and Talk” program Tanglwood’s Public Safety and Code Enforcement officers are providing an important service to our residents as they patrol our streets. The Chalet Office often receives calls to ask for a check in on a neighbor or from a relative calling from another state. Our officers can check on safety concerns, activity, or provide a friendly hello, how are you today. These kind of good neighbor check-ins are especially important in the winter months and to our residents living alone or those having hard times due to death or medical issues. These devices are called “traffic calming” devices and hopefully will make us more aware of how fast we are driving. future stability while answering to its members. The original organization of homeowners with a Board of Trustees formed a Budget committee and associated committees to oversee any matters of common interest such as public safety, roads, and grounds.

All About the Capital Reserve For as long as money has existed, people have had thoughts and opinions about it. And while not everyone will agree about the best ways to earn, save and spend money, many wise people have weighed in with their thoughts on money over the years. Open any newspaper, refer to the latest periodicals, or surf the internet, you are sure to find in the headlines information and advice about money, finances, or budgeting.

Since any of us earned our first paycheck, thoughts of how to spend it or save it surely came to mind. Perhaps a future college fund, or a new bike, or entertainment claimed our money at that time. Tanglwood Lakes Community since its founding in 1976 has had to make a plan for its present and

As the community population grew, so did the need for more detailed planning and responsible reporting. The 21st century brought the need for updates in policies regarding bookkeeping, office procedures, maintenance equipment, improvements for the roadways and ditches, and care of Tanglwood Lake. The Board of Directors in 2005 decided to create a Capital Reserve Fund as a major component of the yearly budget for future capital improvements and authorized a contract to re-pave and repair the community roads.

This was accomplished by a special assessment for each lot of $1,670 as of September 1, 2005. (History of Tanglwood Lakes, pg. 26)

The Capital Reserve Fund is evidence of sound fiscal responsibility showing forward thinking encouraged by our auditors and respected by financial institutions. The Fund, also referred to as Capital Replacement Reserve, is defined on past budget presentations as having a three-

fold purpose:

Protect and replace TLCA assets (Buildings, equipment, roads, etc.) in a financially prudent manner to maintain and enhance the value of homeowners’ interests

On an annual basis, Public Works, working with Budget & Finance, updates the inventory of TLCA’s assets and roads, remaining useful lives and prepares a plan for the time sensitive costs of replacement.

Develop a Capital Budget for the current year for approval by the Board and estimates for future years’ financial needs.

Determination of these budget items involves detailed study of past expenses, market cost projections, estimating replacements and working within the components outline of the Reserve Study. An essential part is to maintain an adequate balance to cover unanticipated expenses.

The Reserve Study is prepared by a professional consultant and contains an inventory of identified and quantified assets that includes replacement costs, useful life, and remaining life. All of these are listed on a funding schedule with projections going forward to the year 2050.. The study is updated annually by the Public Works Committee.

With over 650 homes on more than 900 acres in Tanglwood Lakes, it is evident that keeping the community running tip-top and allocating where the funds collected from assessments goes requires a fine design and extensive planning. Every year at the October semiannual meeting the Budget is presented to the membership.

Board Reorganization Meeting The January meeting of our Board of Directors is termed the annual reorganization meeting. At this meeting newly elected directors are seated and new officers are elected. The Board of Directors 2022 Officers are: President, Sandra LaPorte, 1st VP, Mark Ossont, 2nd VP Bob Burns, and Treasurer, Bill Vaccaro. You can find the details of their responsibilities in our By-Laws booklet which is available on our website or get a print copy at the Chalet Office.

TLCA Committees By-Laws and Legal Committee In 2019 we sent out a ballot to vote on a resolution that would make permanent the restrictive covenants that are part of every owner’s TLCA deed. To date there remain over 300 lot owners representing 36% of all the lots in the Community who have not voted. Of those that have voted over 95% have voted in favor of the amendment. We need every lot owner’s vote.

The restrictive covenants expire in about 21 years. The covenants provide the legal basis for the creation of the TLCA Community, including the Board of Directors and Tanglwood Lakes Community Association, Inc., the entity that runs the Community, maintains our amenities and generally manages the Community. Were the covenants left to expire, the organizational structure of the Community would cease to exist. Maintenance of the Community and its facilities would end and, ultimately, the property value of every home and lot in the Community would decline. The Board of Directors unanimously recommended adoption of the resolution to make the restrictive covenants permanent rather than expire. To approve the amendment 67% of the lots in the Community must approve the amendment.

The reasons for the Board’s strong recommendation in favor of approving the resolution are described below.

Without the covenants there is no TLCA, Inc. or Board of Directors to manage and maintain the Community.

Without the above, the property values of every home and lot in the Community would be adversely impacted.

The potential chaos caused by expiration of the covenants will start to show up in title reports related to prospective home sales in the next 1 or 2 years if the issue is not addressed.

We have contacted those who have not submitted their ballots to get them to submit their ballots. We have and will continue to contact members by phone. The phone calls will come from the TLCA office. If you do not have your ballot, contact the office and we will email or mail it to you. You can send the ballot in by dropping it off at the office or in the office drop box or by mailing it to the address below: Be sure to follow the instructions for how to submit your ballot.

From Your Public Safety Coordinator TLCA’s Public Safety has been busy getting ready for the upcoming season. Many new procedures have been implemented in the daily patrols that our safety officers complete during their shifts.

Daily activity sheets have been updated, log sheets are more consistently reviewed and now include the ten codes system to streamline logbooks, and beach cameras are monitored every day. The safety vehicles have been equipped with dash cameras to record incidents and routine patrols. Traffic calming devices have been installed in our community; the calming signs will soon be moved from their current locations to other locations in TLCA. Public Safety sent an email blast to the residents to remind everyone that abandoned or unregistered vehicles must be removed from their TLCA property.

TLCA staff will be certified in CPR, AED and Basic First Aid in the coming month.

Looking for Summer Fun The Entertainment Committee has a Kick Off to Summer event and several Gazebo Parties planned so far for the Summer months. We would like to plan activities and events for families and children as well. All of the parties start at 6 pm and usually go until about 10 pm. A local DJ provides the music and helps to get the party rolling.

TLCA Clean-up Day Resumes – Keeping Our Community Beautiful!!

On Saturday, May 14, the Environmental Management Committee will partner with our Public Safety team to hold our annual Clean-up Day! Volunteers will meet at the Gazebo at 9:45 am and be provided with gloves, garbage bags, bottled water and safety vests and be assigned to various locations to clean up the amenities around the community. When work is completed, everyone is invited to return to the Gazebo for a pizza party and refreshments.

Children will be provided with a small flowerpot to nurture the plant of their choice at home.

Come out and help beautify our property and socialize with your neighbors!!

Ash Trees and Tigers and Koala Bears. . . Oh My!!

What do ash trees, Cambodian tigers, and koala bears have in common? They are all considered to be functionally extinct in certain parts of the world.

By definition, any species can become functionally extinct when the organism no longer exists in numbers that allow it to reproduce.

The tiger population in Cambodia is no longer viable since there are no longer any breeding tigers in the wild.

The same thing is happening to Koala bears in Australia in certain regions.

In Pennsylvania and elsewhere in this country, ash trees are now dying before they are able to reach maturity and produce offspring. This functional extinction can ultimately lead to local extinction which can then lead to total extinction.

Last summer Garrett Beers from the Pennsylvania DCNR (Department of Conservation and Natural Resources) came to Tanglwood and led a few of us on an educational outing to identify and note the characteristics of ash trees that are unhealthy. He pointed out the dying leaves at the top 1/3 of the trees, the existence of newly sprouted lower side branches (called water sprouts), and the white peeling bark often with the eaten out trails underneath and external woodpecker holes, all characteristics of an ash tree that has been infected with the emerald ash leaf borer. This rather lovely bright metallic green beetle is an invasive critter that uses the ash tree as its nesting site. Once eggs are laid and larvae hatch, the larvae feed on the

living cells of the tree directly under the bark. Woodpeckers going after the larvae chip away at the outer protective layer of bark exposing the inner bark.

This is why the bark becomes whitish in color and then ultimately falls off of the tree. Once mature, the larvae emerge as beetles and start the life cycle all over again. Since the tree begins to lose its ability to feed its upper branches, those branches lose their leaves. In response to the infestation, and as a last-ditch effort to survive, the tree then starts to push out new branches on the lower part of the tree. This is totally in vain since by then the tree is already doomed. Once a tree is badly infected, nothing can be done to save it.

In Tanglwood many of the ash trees are already infected and many have died.

Unlike a dead-standing oak that can remain tall and strong for 50 years or more, a dead ash tree, due to its weaker cellular fibers, can usually only stand about 18 months. This makes a dead ash tree much more dangerous because it is apt to fall not long after it dies and cause damage to adjacent trees or property.

Non-infected or minimally infected ash trees can often be saved by insecticidal treatment. Mr. Beers did find a healthy ash tree on one homeowner’s property, and they are now having it treated to try to save it. This might buy the DCNR and other agencies some time in the hopes that a more effective treatment might be found to eradicate the emerald ash borer.

If you find a dead or dying tree, you might want to have it professionally removed to prevent damage from when it will ultimately fall. Remember if you cut down an ash tree, do not transport any firewood from the tree to a far away location. Doing so might spread the ash borer to a location that is not as yet infected.

I am writing this article on February 25, a day during which the TLCA office is closed due to a snow-andice storm. Being stuck inside on a treacherously cold day makes one appreciate our great outdoors, and thoughts of spring, warmer weather and birdsong began to crowd my imagination. I wondered – what is Pennsylvania’s state bird? Do we have a state fish? According to pa.gov, here are the answers: PA’s state bird is the ruffed grouse, a grouse distinguished by the black ruffs on its neck.

State animal: white tailed deer

State fish: brook trout (the only trout native to PA) State insect: firefly

State amphibian: eastern hellbender, the largest salamander in North America

Our state tree is the eastern hemlock, which may take up to three hundred years to reach maturity and may live to be eight hundred years old.

Sadly, eastern hemlocks, like the ash trees in our area, are under attack by an invasive insect, in this case, the woolly aldegid.

Those of us lucky enough to own property in TLCA are of course familiar with Lake Wallenpaupack and Lake Tanglwood, but other beautiful lakes are close by and offer sights and sounds to discover. Bruce Lake (off Route 390 in Greentown) is a glacial lake on almost three acres with moderately difficult trails cutting through the Delaware State Forest. Paths meander through wetlands and shady forested areas, eventually connecting with Egypt Meadow Lake and Promised Land State Park. Dogs on leashes are welcome. Due to the uneven and sometimes marshy ground, be sure to wear sturdy, waterproof shoes and dress accordingly. Alltrails.com

can provide you with trail maps and more information.

Promised Land State Park has several hiking trails for you to enjoy, among them Conservation Island Nature Trail, an easy walk just over one mile long. You’ll find plenty of parking space before crossing over a picturesque stone bridge to the island. The trail is kidfriendly and dogs on leashes are welcome. You may go boating on the lake at Promised Land, sunbathe on the beach, watch your children having fun on the playground or enjoy a picnic under one of its many pavilions.

If you’re in Scranton, take a while to enjoy a birds-eye view from the David Wenzel treehouse, 150 feet above a gorge in Nay Aug Park. If you have your kids in tow, be sure to take advantage of the walking trails, playgrounds, rides and picnic areas.

Ever wonder why Scranton is called “The Electric City”? The city’s moniker came from its electric trolley line, the first electricpowered streetcar system in the country. Hop aboard the early 20th-century trolleys and ride along the Laurel Line for five and a half miles while learning about life in the area during the 1920s and 30s.

For something completely different, drive about an hour south of Greentown to Columbia NJ, where you will find the Lakota Wolf Preserve. The preserve maintains strict rules for the safety of all animals (humans included).

Bethel Woods Center for the Arts in Bethel NY always has something going on. What do we know about our honoree?

Ruffed Grouse – Scientific Name: Bonasa Umbellus, Order: Gallifornes, Family: Phasianidae

Description

The dappled, grayish or reddish Ruffed Grouse is hard to see, but its “drumming on air” display is a fixture of many spring forests. It can come as a surprise to learn this distant sound, like an engine trying to start, comes from a bird at all. This plump grouse has a cocky crest and a tail marked by a broad, dark band near the tip. Displaying males expose a rich black ruff of neck feathers, giving them their name.

• Ruffed Grouse can digest bitter, often toxic plants that

many birds can’t handle. Levels of defensive plant compounds in buds of quaking aspen, a major wintertime food source for Ruffed Grouse, reflect the cyclic rise and fall of grouse populations: they’re lowest when grouse densities are increasing, and highest when grouse densities decline.

• Ruffed Grouse can consume and digest large volumes of fibrous vegetation thanks to extra-long paired pouches at the junction of the small and large intestines. In the northern part of their range, Ruffed Grouse depend

on snow as a wintertime roost, burying themselves at night in soft drifts that provide insulating cover. Birds in the south seek out dense stands of conifers that offer protection from chilling winds.

• The toes of Ruffed Grouse grow projections off their

sides in winter, making them look like combs. The projections are believed to act as snowshoes to help the grouse walk across snow.

• In much of their range, Ruffed Grouse populations

go through 8-to-11-year cycles of increasing and decreasing numbers. Their cycles can be attributed to the snowshoe hare cycle. When hare populations are high, predator populations increase too. When the hare numbers go down, the predators must find alternate prey and turn to grouse, decreasing their numbers.

Can you Spot this bird?

Seeing the secretive Ruffed Grouse can be quite difficult— although it can be easy to hear them when they are drumming. To track one down, note the locations where you hear drumming males—this is generally most frequent very early in the morning. Otherwise, you may encounter foraging birds simply by walking slowly and quietly through appropriate forests, or while driving along narrow forested roads. In winter, watch for Ruffed Grouse feeding on deciduous tree buds in bare treetops along a road.

ACTIVITIES:

On the Green Bar & Grill On the night of January 27, 2022, the Paupack HIlls restaurant, On the Green Bar and Grille, was destroyed in a fire. The fire occurred after business hours and, thankfully, no one was hurt. Although the fire was confined to the Kitchen/ Restaurant/Dining Room side of the building, the entire structure was deemed a total loss by the State Fire Marshall. Our local Tafton Fire Company along with many neighboring companies effectively fought the raging fire and were able to confine it spreading to adjacent buildings and homes. News of the loss spread quickly in Tanglwood and many residents who had frequented the restaurant in recent years were shocked and saddened, and extended heartfelt and generous responses to the staff, some of whom are Tanglwood residents.

Paupack Hills has announced that the structure will be demolished and plans are under way for rebuilding, as they say, “bigger and better than before” and to keep as many of the staff working throughout the process. Some of the staff were on board for the recent Hawley Winter Ice Fest, part of which had been scheduled for the restaurant.

The opening of the 2022 golf season will start off as planned in April and a few warm days in February saw a number of eager foursomes booking a tee time. Sign-ups for mid-week golf leagues are already underway. A large custom-made structure is on site to house the Pro Shop, Accounting, and Administrative offices. Additionally the plan is to use the back half of the Maintenance building as a snack bar. Years ago this corner was run as a Half-Way House and it will be converted back into a bar and dining area with tables and benches just outside.

Many Tanglwood residents will miss this convenient restaurant to meet up with friends and family, enjoying a summer evening on the deck overlooking Lake Tanglwood, playing trivia on Wednesdays, listening to various musicians, or the comradery of watching ballgames together. Rebuilding and recovery will most likely be a slow process but one that many are looking forward to seeing.

Community Manager Ralph Graf: Community Manager’s Monthly Report, November 2021

I spoke with Attorney Farrell regarding a member benefit. The Wallenpaupack Vets for Vets was established approximately six years ago. I had asked Attorney Farrell to consider offering a free will for any veteran in the community, a savings of several hundred dollars. I recently spoke to Attorney Farrell and asked if he would expand that offer to any Tanglwood resident. He said based on a professional working relationship with me for over twenty years he would expand the program. This is a benefit for our residents at no cost to the community and or the member. At a time when costs for services continue to rise it’s nice to know there are professionals who understand and are willing to help.

The water main replacement by Aqua did not procced according to their plans. The contractor apparently had issues with the replacement on Grasshopper as he hit ledge rock and the replacement took longer than anticipated. As a result, the others area that were designated for replacement were pushed back on the schedule and will according to Aqua not be completed until after the winter. Darrell met with the Project Manager from Aqua to review our concerns.

I notified the Project Manager for Aqua regarding my concerns as follows: PAGE 14

1. All equipment must be off TLCA Roadways during the winter season so as to not interfere with our snowplowing efforts.

2. The equipment at the staging area at the maintenance must be removed to provide out staff with the room to operate during the winter.

3. The depression in the trench restoration on Grasshopper is unacceptable and must be addressed.

4. That the carry over work must be completed by April 2022.

In my discussions with the POA Executive Committee I wrote the Public Utility Commission regarding the lack of communications on the part of Aqua. A letter with attached complaints from our members was mailed to the commission. The letter is included in your Board Packet. I want to thank Beth for putting the information packet together.

The approved road paving and road work for this year will be repaving of Briarwood, replacement of the Crossover Pipe on Eastwood and repaving areas of Rough Grouse. The preferred contractor for the community Wayco Paving informed me that he will start paving in November. The estimated cost for the above is approximate $81,000.00.

The new maintenance garage was delivered on in November. The company Pioneer Pole Buildings held their price and discount, we benefited in ordering the building early. We will have to provide basic electric wiring in the building to meet code. The camera that was viewing the Recycling Bins was removed to view the new location of the bins which is below the maintenance complex. This is the location where the bins were located in the past. We did experience issues with digging the piers for the structure. The Pole Barn Company was able to dig through the blacktop before hitting rock ledge. I reached out to Mark Soden the contractor that replaced the Tanglwood Culvert Pipe. Mark agreed to dig the holes as per the specs 42 inches for time and material. I spoke with Darrell and our staff is not equipped to provide that service. The required dig is necessary so that warrantee remains in place. The only outstanding issues are digging for the piers and installing electric to conform to code. I will be securing all costs.

The salt and cinders have been ordered and are in inventory ready for the winter season. The new electric salt spreaders are in place on the maintenance vehicle. The staff is ready and the equipment has been prepped for the winter season. I thank Mark Ossont for his assistance in securing the spreaders.

The initial phase of the sediment removal is complete. There were two thousand cubic yards that were removed and stored in Geo Tubes at the site. The thought process is to utilize the remaining capacity in the Geo -Tubes for the next scheduled removal of sediment which will be from the cove. We will have to remove trees on the neighboring property in order to spread the sediment. I have an estimate of $13,000.00 for tree removal and a temporary road to access the property. In using this property, the community realizes a significant cost saving in not having to transport the material. We do not have many viable options regarding additional disposal sites.

I received a proposal from Kiley Associates related to the Dam and Spillway. The proposal is included in the Board Packet for review. Once the regulators agencies identify a course of action I can move forward and apply for grants at the local, state and federal levels. The community would most likely have to partner with a municipality as the grant recipient. This process was effective last time when the community benefited from a grant in the amount of $75,000.00 using the Economic Development Council as the applicant.

Brandon from Blue Ox is removing and pruning trees at the beach property that were identified by the Environmental committee.

The October Financials were reviewed with no major concerns.

The committee voted to support the request by the Public Works Committee for the purchase of a road line painting machine for the roads. The recommendation is for a variance not to exceed $7,000. (Motion Required).

The committee voted to recommend to the Board the transfer of excess funds of $100,000 from Operations to the Reserve fund. The excess funds in 2021 comprise $45,000 budgeted for tree spraying and $55,000 primarily from funds carried over from 2020. In addition the committee recommends that the Board approve any additional excess funding from cost savings in 2021 (less $10,000 normally retained

Joe DelGrippo, lot 609: There is an ongoing issue with Ruffed Grouse Drive. The sinking is affecting my property and I’ve owned the property for years. The pavement is raised 6” and I cannot get out of my driveway. My property sank 48”.

This is a serious problem and I’ve been very patient but the problem needs to be fixed properly once and for all. The property across the street is an eyesore and I’m tired of looking at it. The house is only ¾ knocked down and I’m tired of having to look at it. I don’t want to keep coming to the Board meetings to ask that more gravel be placed in my driveway.

President Brian Faller: Many fines have been issued to the property owner.

Ron Triani: The property Is up for a Sheriff’s sale.

Del Grippo: It’s posted with a sign that says the Sheriff’s sale was in September.

Rick Gaines (PP): Seven, eight, nine years ago an evaluation was done. There’s no solution – it’s like the San Andreas fault.

Del Grippo: I keep hearing different things (the sand was moved, it’s a water run-off problem) and it’s very frustrating because I can’t get a straight answer.

Ralph Graf: Unfortunately it’s a problem that can only be addressed by temporary fixes. The cost to fix the problem once and for all would blow our budget.

Bob Packer, lot 208: In the August minutes, it states that the additional key fobs would cost $25.00 each. Now I hear you saying they will cost $50.00 each.

The Board: Additional fobs will cost $25.00 each, $100.00 each to replace fobs that are lost.

Packer: I’d like to know the percentages of what is unpaid.

Second, I’m on the Environmental Committee and I appreciate the conversation we have about recycling. Perhaps we could follow up with the township to see if we can do something with clean recyclables.

The Restrictive Covenants are written in stone and very difficult to change; the Bylaws are carved in wood and may be changed; the Rules and Regulations are easily changed.

Each Director has one vote on any given issue.

The Community Manager reports only to the President of the Board.

The Directors may not approach the staff; rather they must follow the chain of command by going to the President with any issue, who will then follow up with the community manager.

Directors have a duty to avoid lawsuits; adhere to rules pertaining to confidentiality; remain above anything posted on social media.

Community Manager’s Report, Ralph Graf: Community Manager’s Report to the Board, January 2022

As we move forward to another year, I want to thank the Board and the committees for all their support in making this past year a successful one. Welcome to the newly elected members to the Board. I want to thank the Tafton Fire Department and Mark Ossont for coordinating the Santa Tour through the community. To all the members that participated in the holiday lighting, great job. It’s nice to see the holiday spirt come alive in the community during these trying times.

The maintenance staff is prepared for winter. We will be sending out blasts regarding weather conditions. Please remember to keep vehicles off the roadway during storm events.

The road paving by Wayco Paving has been completed for the year. We were set back by the delays in the Aqua water main replacement. The areas that were addressed this year were Briarwood, Ruffed Grouse Road depression, modifying the speed hump on Ponderosa and replacing a crossover culvert on Eastwood. As a result of the delays with Aqua we will be carrying over funds into 2022.I will be working with our preferred paver to schedule paving early. The water company did the trench restoration and cut a check in the amount of ninety thousand dollars to the community that will be included in the paving budget for 2022.

Attorney Farrell notified the water company that all carry over work into 2022 must be completed by April first, 2022, to not impact our road paving budget. In addition, the water companies’ sub- contractor must provide the community with a Hold Harmless agreement for any equipment/material left on property over the winter months and or remove said material /equipment.

I am working on securing the insurance renewal for 2022. There are several challenges that will be addressed as it relates to the renewal. The Umbrella carrier has changed its platform and will only insure communities that have less than 100 homes. The umbrella coverage is for ten million dollars and covers exposures over existing line coverage. The Directors and Officers Carrier has indicated a forty six percent policy increase based on loss runs. I have been working with our insurance broker for many years and remain confident that they will deliver a cost-effective policy. The insurance policy is a claim’s made policy with admitted carriers.

The Legal Committee has made several recommendations that I feel will address following through on unkempt properties in the community. The recommendations if approved will provide for an authorized access to properties to ensure compliance with established rules and compliance with respect to building permits. This in my view is an important step in maintaining property values in the community.

The Legal Committee is looking for members of the community to serve on the committee. The committee requested that an email blast be sent seeking members that have expertise in Legal, Insurance and By- laws of a Non- Profit Organization. We received responses that the committee is reviewing. There have been approximately 140 properties that have been sold this past year. The Legal Committee will be reaching out to the new owners to secure votes on extending the Protective Covenants. The threshold to change the covenants requires a 67 percent positive vote of the membership. This requirement is not identified in the Governing Documents however it is addressed in the Planned Community Act. Joe Hudak the Engineer from Kiley Associates prepared a quote for the Boards

review regarding the dam and spillway. This will be the next step in moving forward with a determination from the regulatory agencies with respect to a replacement in kind and or a larger spillway. A permit once secured is good for five years. We are still waiting on the recommended fix for the Shut Off Valve Pipe on the 18th Fairway.

Beth has been working out the details for implementing handing out the access Fobs to our members. The Fobs will be used for access to the beach property and to the Bathhouse. The exit at the beach will not require a fob simply pull up to the gate and it will open. The Board authorized two Fobs per property for members in good standing. You will be able to purchase two additional Fobs at a cost of twenty-five dollars per Fob. The members will be responsible for the custody and control of the Fobs and will maintain the responsibility for compliance to the rules on the part of their guests. We will be notifying the members through Email Blast when Fobs will be available.

I have been in contact with a new trash hauler regarding a three- year contract for trash removal. The discussion includes a lease agreement for the compactor unit as the existing one the community has is nearing the end of its useful life. In the event the Board decides to engage in a lease agreement it will remove a large ticket item from the Reserve Study. The goal is to have a three- year contract with fixed cost for container removal and a per ton cost for disposal.

The Board will be reviewing the second section of the sediment removal from Lake Tanglwood. The plan is to remove 1,200 cubic yards of sediment from the cove area where the lake depth is very shallow. The contractor for the project informed me that there is additional capacity in the geo- tubes that were used for the initial removal in phase one. In using the existing tubes, it will save on the cost of purchasing and setting up a new tube for storage purposes. There is a $150,000.00 budget allocation in this year’s budget for this project.

Great news on the use of the disposal site for the sediment. The feasibility study that was performed on the former Lytle property indicated that we will be able to dispose of the initial 2,000 Cubic Yards of material. This is a significant savings for the community with respect to transportation cost and permitting and design pf an alternate disposal site. The sediment that is in the Geo- Tubes can stay nearly indefinitely. The Board will be reviewing a proposal from Princeton Hydro regarding permitting, and design for the disposal site.

Legal Update

The legal action regarding Tanglwood North v Tanglwood Lakes is moving forward.

Tanglwood Lakes Counsel motion to dismiss the case was denied by the court. On advice of counsel Tanglwood North will be able to access the beach property as the process moves forward. Tanglwood North has not paid the assessment for 2021 as Tanglwood Lakes did not want to accept partial payment on advice of counsel.

Ralph Graf: We have other TLCA-owned properties, but they will need to be evaluated, surveyed, etc. Transportation and the costs of transportation is a real issue.

Bob Russo: Why do we continue with recycling? The recyclables are put back with trash. We’d save a lot of money if we did away with recycling.

Vinny Budd (PP): It may be cheaper to keep the recycling bins. If we do away with it, it would increase the tonnage / costs of trash removal.

Bylaws and Legal Committee Chair Rick Gaines (PP):

I would like to add Josephine Mills to the Legal Committee. You should have her resume in your packets. There is another gentleman who is interested in joining the committee; I hope to connect with him soon.

We are about 50 votes short of making the Protective Covenants permanent. There are many new homeowners in TLCA who have not yet voted and we’d like to focus on them.

We are looking into possibly revising the rule pertaining to unsightly properties. We are looking into whether authorized TLCA staff can go onto resident’s properties to ensure that work is being done properly and according to our rules.

There was some confusion with the most recent election – there was confusion relating to the proper procedure of our elections coupled with the mail. We are looking at whether the timeline can be adjusted.

SATURDAY NOVEMBER 13, 2021 at the TLCA CHALET 10:00 A.M.

The meeting was called to order by chairman Mark Ossont at 10:00 a.m.

Present for the meeting was Ron Triani, Adolf Riedl, E. Carroll Gagnon, Elmer Hertz and Ed Weimer.

The minutes for the October meeting were reviewed and accepted by a motion from E. Carroll seconded by Elmer Hertz. All committee members accepted the motion.

The committee passed motions on four new permits for the community.

100 Walnut Lane, Lot 704, wheelchair ramp. Passed 108 Indian Drive, Lot 32 addition. Passed

102 Timber Ridge Circle, Lot 654: 4 dead trees. Passed

138 Yacht Club Drive, Lot 1005: 9 dead or diseased trees. Passed

A variance for an extension of a bilco door at the new construction of a house on Indian Drive was discussed. The bilco door entrance would exceed beyond the setback by 5 feet. The Balco door was not on the original plans submitted to the committee. The committee denied the request, in keeping with the current codes of the community. Ed Weimer made the motion to deny the request, seconded by Adolf Riedl. Motion carried by the committee.

The committee discussed the ongoing work on Mr. Colombo’s home without a permit. Work has been going on now for at least the last three months.

The committee recommends that Ralph have Chris our attorney send Mr. Colombo a letter for total fines to date. Also, the committee recommends that a Leen be put on the home until all fines are paid, and work stops on the home until such time. Mr. Colombo has stated that that he has retained counsel, so with that being said, it is now going to our attorney.

The committee would like to research information in securing a Performance Bond for all contractors working in TLCA. The committee suggested that the Performance Bond should not be just for new construction, but all construction in the community. Mark Ossont will check with Ralph and our attorney Chris to see how this can be implemented.

It was also recommended by the committee that all contractors check into the Chalet to review permit plans for construction. It is the committees feeling that the contractors are just doing what the homeowner is telling them to do without checking to see if a permit had been obtained, and what plans were accepted by the committee.

There has been a complaint about a home on Rock Spring that is selling trailers from their home. Some committee members have said this has been going on for years. There are a number of trailers parked on this property. There is a rule of how many trailers, boats, campers etc. can be parked on one property. Georges is looking into this.

Robert Burns: There are blind corners and curves blocked with overgrowth in the community. The brush needs to be cut back to avoid any dangerous situations.

Mark Ossont, Chair of the Public Works Committee:

We will be installing electricity in the new maintenance building and putting skirting along the outside bottom of the building.

There are twenty-one roads on the docket to be paved.

There is no generator at the maintenance complex. If we lose power, the gas pumps won’t operate, which could be a big problem during a big storm. We would like to get three bids on a propane generator. We’re $10,000.00 below budget on the new building.

Ralph Graf, Community Manager: We’ve learned a great deal over years of experience. We’ve had to do a lot of catching up, but we are coming to the end of that.

We would like to paint the entrances to the Community Center with non-skid paint.

Ron Triani, lot 986: In 2020, $916,000.00 was spent in operating costs during the year. In 2021, $933,000.00 was spent to run the community. We’ve done a great job not spending money unnecessarily. New capital pays for the things we do not have.

The guardrail by the trash compactor needs repair.

Did You Know?

Acquisition of Lake Tanglwood Prior to 1985 the TLI (Academy Insurance) group had plans to build timeshare units around Lake Tanglwood. TLCA was then in a legal dispute over this plan and the Palmyra Township supervisors passed a zoning ordinance prohibiting time-sharing in all areas of Tanglwood Lakes. A settlement was reached

by April 1986.

TLCA continued to grow and in 1987 under Board President, Jim Trunzo, three major properties were acquired: the beach property, land along Rt. 507 and Yacht Club drive AND Lake Tanglwood. The price was $120,000 and enjoyed a membership approval vote of 487 to 23. (“A History of Tanglwood Lakes Community”, pg 19)
