Helping Hand Takes Hold! Earlier in 2021 Locust Lake Village announced a new program called “Helping Hand”. We are a group of volunteers who will be on call to assist those who are elderly, disabled, recovering from surgery or not feeling well enough to accomplish a task. We have been able to help out several LLV neighbors with various projects. Here are samples of tasks we can help with:

We are nearing the end of another year. The winter season has arrived! I’m sure most of us in LLV are familiar with the unpredictable weather we may encounter, but be assured your Board of Directors and your LLV staff is prepared for whatever comes our way. I am extremely grateful that our LLV manager, Judy Kennedy has worked tirelessly with all our department heads, so we may continue to operate safely and properly throughout the winter. With our new Ski Club in place, we encourage Mother Nature to give us the proper snowfalls for an enjoyable ski season.

Our Maintenance Supervisor Andrew Tutrone advised us that our snow moving equipment is in order, and our newest employees are experienced and prepared for whatever may arrive. Regina Williams has our Security Staff outfitted and prepared as well. On another note, we are nearing the end of another calendar year. 2021 has proved to be an interesting year! With the Covid Virus still being active early in the year, LLV chose to operate with less full-time staff than usual. This enabled us to function without raising our dues in 2021. We are extremely happy with all the effort made by our LLV committees this year! Our finance committee again monitored our spending and budget allowances, assuring us that LLV continued to operate within our policies, guidelines and budget. Our road committee put forth a plan which will allow us a longer lifespan of our roads when we propose our next paving project. Our recently hired employees in our maintenance department are utilizing their talents

addressing drainage concerns throughout the village. In addition to drainage concerns, we are making every effort to trim the tree canopy above our roadways. This will allow the sunshine to quickly help in keeping our roads dry. I’d like to thank our Short-term rental committee for some well thought out suggestions. They put an enormous effort into assuring that all the Short-term tenants are fully aware of all LLV rules and regulations. They have set up groundwork that makes us more comfortable knowing this group will abide by all our rules and regulations in addition to all our Short-term rental policies.

I could write a novel about our Recreation committee, but I prefer to give thanks to each and every member of that committee. Having hired Charles Simon as a seasonal recreation director, this group teamed with him ensuring all of us we would continue to offer a full calendar of recreation events. After receiving an endless amount of support and nothing but good recommendations, the LLV Board voted in favor of keeping Charles Simon on board as our full-time recreation director. On a quick negative note. It has been brought to our attention, that people in our village are being solicited and misled on a daily basis regarding the integrity of Locust Lake Village, as well as the integrity of the Locust Lake Board of Directors. We are astonished by the complaints we receive, and we only hope these antics will come to an end. Be cautious of what you may hear. Nobody needs to be misinformed! Please report any complaints to our security department, our office staff, or directly to your Board of Directors.

As I mentioned earlier in my report, LLV continually operates in a professional and proper fashion! Our property values continue to rise, and we are extremely proud to be one of the most pristine communities in the Pocono Mountain area. On behalf of the Locust Lake Board of directors, I wish each and every LLV property owner a Merry Christmas Season, and a Very Happy and Healthy New Year!

Manager’s Report By Judy Kennedy, Community Manager As we prepare to wrap up another year, we must also prepare for the upcoming winter and holiday seasons! The Board of Directors, along with many wonderful volunteers, committee members, and employees, have been working hard to keep Locust Lake Village a great and vibrant community! It was so enjoyable to have so many recreation activities throughout this year, thanks to the amazing volunteers and the addition of our Recreation Director, Charles Simon! Thank you to all of the volunteers for their behind-the-scenes efforts and dedication to this village! It was so nice getting to know everyone at the social events and I look forward to more opportunities to gather together as a community over the winter months!

The Volunteer Dinner was held on November 6th at the Chalet and was a lovely way to thank those who volunteer their time effortlessly for the betterment of the association. An award was presented to this years “Volunteer of the Year” – Dennis Kasarda for all of his

time, effort, and dedication in beautifying the Village. Thank you, Denny!

The necessary repairs have been made to the ski hill equipment, and the reinspection has been scheduled. The Recreation Director will be sending important eblast notifications regarding the ski hill and the hiring of individuals to assist in the operations. If anyone is interested, please contact Charles directly at 570-8437328. The Ski Club will be working closely with the Recreation Director and Committee in gearing up the ski hill for all to enjoy along with hosting winter events. So, if you do not already receive eblasts notifications, please contact the administration office to be added to the eblast list.

The administrative office consists of dedicated employees who work effortlessly to ensure that your needs and the needs of your renters are met. Thank you, Mary, Linda, Kathleen, and Gail for your handling of the daily operations of the Village! As an important reminder, rental registrations need to be made 72 hours prior to your rental in order to comply. There are renters that continue to not pick up their rental packets – please make sure to instruct your renters to pick up the packets at the office. Both the Maintenance and Security departments are currently staffed with experienced personal who are ready for what the winter season may bring! The maintenance department has made additions to their staff and preparations are in place for the plowing season. Many thanks to Andrew Tutrone, Maintenance Supervisor for his expertise and dedication and sincere thanks to the entire maintenance department! Many of you may not be aware that your Locust Lake Village Security department offers a House Check Program in which our Rangers will observe the exterior of your home for visible signs of forced entry to doors/windows and vandalism to property,

as well as storm related damage, during times when your home is not occupied. In order to adequately check your home during the winter season, your driveway must be plowed. If you wish to take advantage of this program, please contact the administration office at 570-646-3616. The Security Chief, Regina Willaims and her department are doing an exceptional job in keeping the village safe – thank you Rangers! It is so refreshing to be part of such a wonderful community, and I truly look forward to continuing to work closely with the volunteers, Board of Directors, employee staff, committees, and homeowners! The planning of next year’s projects will continue throughout the winter so everything will be ready to commence in the warmer season. Golf, the Other Winter Sport! By Bob Gettis, snow and ice golfer When I was in high school in Philadelphia golf courses were all around us. There were 6 City public courses and skiing required a longer trip to the Poconos. The City courses would stay open year round. They would freeze up so you could bounce the ball into the creeks and lakes and onto the greens. When we did get some snow and it wasn’t deeper than the ball the courses would stay open. On the greens when you putt on snow the ball picks up a ring of snow on the way to the hole. When golf came to America in the late 1800s golfers would play in all kinds of weather. It was not uncommon for matches to be played through heavy rain. But as the years have gone by golf has become a fair weather sport.

The origins of golf are still being debated but one version known as Kolf was played in Holland on ice! However, it is generally agreed upon that the game we know today originated in Scotland. The Scots were avid about their golf and they would take to snow covered fields to play on! So here in Locust Lake Village during the non-ski seasons we have the Turkey Trot Golf Course located on the ski slope and can be played in any kind of weather.

The busy summer season is over, the leaves are down, and we are heading into another winter in the village. We endured another year with the threat of COVID 19 lingering, yet we still managed to enjoy the many activities the village provides. Now we can look forward to enjoying the winter activities, holidays, and just relaxing by the fire.

It was a very busy summer season, we had many new residents purchasing homes in the village, and that meant more activity at the lakes, and more traffic on the roads. That being said, our Ranger staff did an outstanding job of keeping things under control. Sometimes, we take our rangers for granted, but we are extremely lucky to have 24/7 ranger patrols. They work very hard keeping the community safe, and relatively trouble free. We, as residents can help them out simply by reporting any suspicious activity, getting license plate numbers of speeders, if possible, and report any problems to the security office. Our rangers are here to help us, if you see one, don’t hesitate to wave to them, or say “hello” if the opportunity presents itself.

With that, I would just like to remind everyone, that winter presents more hazardous driving conditions at times. Give yourself more stopping distance in the snow or ice, we don’t want to see anyone get hurt, or sliding into ditches! Drive careful, the life you save may be MINE! Joe D’Alto Security chairman

Reflections on Autumn There is a beauty in the Village as the leaves turn colors and we saw many of those gorgeous images submitted to our Locust Lake Village 2022 calendar competition. While all of the seasons were represented, there were many submissions that showed the Village in its full colorful glory. Oktoberfest saw the return of the Schutzengiggles Oompah Band as the village adults enjoyed the free beer and pretzels, while the children decorated pumpkins and participated in a number of crafts. October ended with a Halloween costume contest for the village children and trick-or-treating throughout the village.

We saw the return of the Wednesday Luncheons at the Chalet, which have remained well-attended and has given our volunteers the ability to test their culinary ideas with our ever-expanding menu. The adult Paint & Sips have been very popular showing that the village adults really are crafty at heart.

November gave us an opportunity to celebrate the hard-working volunteers in the village with our annual Volunteer Appreciation Dinner. The Village would not run without the help of all the volunteers who selflessly give up their time to make this community better for everyone else and we also honored our nation’s veterans with a ceremony at the flagpole and a veterans’ breakfast at the Chalet.

Winter and Forward!

Locust Lake Anglers Club On October 7th there were 16,000 3-5 inch golden shiners stocked into Pines Lake. Bob Gettis and Tom Rafter assisted with the stocking. On December 1st East Lake and Locust Lake were stocked with trout for the late fall/winter ice fishing season. All stockings were recommended and/or approved by Bill Kirkpatrick of AEC. The Anglers Club decorated the LLV Chalet for Christmas on Sunday, November 21st at 11:00 AM. Santa Claus and his elves loaded up his sleigh for a visit to the LLV Chalet. The Kid’s Christmas Party will be held on Saturday, December 11th at the Chalet from 11:00 AM - 1:00 PM. Additional statistics and details to follow in the next LLV Villager Newsletter. Tentative dates and times - Ice Fishing Clinic at East Lake on Saturday, January 15th from 12:00 - 2:00 PM and Ice Fishing Contest at East Lake on Saturday, February 19th from 2:00 - 4:00 PM / official dates and times to follow via LLV E-blasts and Anglers Club communications. Please be mindful of the 3 trout daily limit during the extended trout season along with catch and release of all largemouth bass and special panfish regulations within LLV. Thank you.

The unpredictable Pocono weather makes winter a challenging season for Recreation. There are several events that we would love to host and promote, but we will need to see what the weather holds for us. All we can say is prepare yourself now and be ready. You may look to purchase ice skates, skis, and other winter gear before everything sells out. Some of our weather dependent events planned for the winter include a cardboard sled contest, ice-skating, pick-up ice hockey games, snowman building contests, and, of course, the opening of our ski hill.

But not all of our activities are weather dependent. We will be hosting monthly Nature Education programs, more adult Paint & Sips, the continuation of our luncheons, and many more events. We are also trying to come up with new ideas to help our villagers, such as our Parent Retreats, where we will host evening events where parents can drop off their children to attend, so that they can go out and enjoy dinner together or just have a bit of time to themselves. We will also be planning on putting together karaoke and wings nights as well as having a sock hop. We are now accepting applications for lifeguards for the upcoming summer season. Treasurer Report By Bill Dorner,Treasurer As the budget process is now complete, I would like to share a few words about it. Everything begins right after Labor Day. The committee Chair schedules weekly meetings between the members of the finance committee and department heads along with representatives of clubs and Lakes and Wildlife.

The committee works off of the actual year end balances of all line items from the previous 3 years. Each and every line item is reviewed and changed accordingly. For example, over 30 minutes was spent on Recreation Arts and Crafts, a $1,000 line item. Questions were raised why it was over budget from 2021. After a satisfactory explanation it was raised on 2022. Andrew in maintenance had to explain the vehicles needing tires to justify

that expense. Fran and I had a healthy debate concerning ranger staffing which lasted probably 45 minutes. No stone was left unturned. The board of directors had their opportunity to review the budget. Knowing the current employment situation in the Pocono region, a difficult decision needed to be made to attract a great working staff to our community. The board did create and hire the position of full-time recreation director. The board also reviewed other salaries and benefits for staff positions and made adjustments. These actions resulted in an increase of almost $100,000. Every $1,000 increase in the budget is almost $1 dues increase for the membership. Realizing that a $120-plus dues increase was out of the question, cuts were made. Reserve expense, capital, and roads were cut along with other line items based on input from the board analysis. Roads cut? But roads do have other funding. The income section

of the budget has a line item for renter parking permit fee which is dedicated to road improvements only. In 2021 we will collect over $34,000 which will be used for road improvements.

I understand there is concern of why we only spent as of the end of October $1,458,913? On average, the village spends around $150,000 per month on regular operating expenses. Then we have to factor in capital improvement fee collected, advance 2022 dues, renters permit, and escrow fund capital improvement fee for a ball park total of $313,000. Now 2 month of operating expenses $300,000 is $613,000 bring the total 2021 expenses to a little more than $2,000,000. Yes 2021 was a great year financially. Income exceeded our expectations, and our expenses were lower. Staff was a major issue. We budgeted for life guards, could not get anybody. Maintenance never had full staff during the year. Now it’s a full compliment.

Security and administration are both short, but now with realistic salaries, hopefully they will obtain their proper staffing level.

So, the million-dollar question, why doesn’t LLV use surplus for its budget. We follow our financial policies that state surplus gets moved into our reserve or capital accounts.

Applying a surplus to a budget only prolongs the agony. One year we had an $80,000 surplus. LLV applied it to the next year. The following year, cuts were made to avoid $80 dues increase on top of the $56 dollar increase. We need to adequately fund our replacement reserve account and capital account. With a spillway looming at Pine Lake, parking lot to be completed, mailboxes, roads, we need to put money away for the future. With the incident this past year in Florida, I would not be surprised if the Commonwealth put into regulations for a reserve fund. We are ahead of this.

Penguins Hockey begins 26th Season in Wilkes-Barre by Seth Isenberg When the leaves begin to turn, and football begins to dominate weekend sports, - it’s nearly hockey season again here in Northeast PA. The Wilkes-Barre/Scranton Penguins renewed their lease at the Mohegan Sun Arena, so fans are lining up to purchase season tickets, or ticket package plans for some of the 38 home games here starting Saturday, October 12. This season’s schedule has most home games on Friday and Saturday nights, with seven Wednesdays, two Sundays and one Tuesday. As a bonus, there are also two pre-season games to attend, September 28 vs. Hershey at 7, and 29 vs. Lehigh Valley at 3:05. This season, the team will play two home and two away games versus the San Antonio Rampage and the Texas Stars, with the rest of the schedule primary against rivals in our own division.

New this year is head coach and WBS Penguins General Manager Mike Vellucci, who brings his winning ways here after winning the Calder Cup with Charlotte last season. There’s great expectations this year, with a top coach and a very strong lineup of talented young hockey players.
