Pike County Conservation District Provides Funding to Improve Township Roads The Pike County Conservation District worked with the Lackawaxen Township Supervisors in 2016 to fund road improvements on Hendershot Road in Lackawaxen Township. Conservation District funding for projects such as Hendershot Road is provided through the Dirt, Gravel and Low Volume Road program which provides funding to eliminate stream pollution caused by runoff and sediment from unpaved and low volume public roads. The program promotes Environmentally Sensitive Road Maintenance (ESM) Practices, which reduce road runoff and sediment to local streams while reducing long-term road maintenance costs.

In Lackawaxen Township, Hendershot Road was improved with the installation of several culvert pipes across the road, establishment of new ditches and stabilization of existing ditches, and removal of shoulder berms to improve water flow. Placement of Driving Surface Aggregate on the road surface was completed to lessen the potential for sediment to reach the stream. Driving Surface Aggregate (DSA), is a mixture of crushed stone developed specifically as a surface for unpaved roads. DSA has a unique particle size distribution designed to maximize packing density and produce a durable road surface that performs better than conventional aggregates.

Prior to the drainage improvements made through this project, stormwater runoff would travel down Hendershot Road’s surface and discharge directly into Decker Creek. Decker Creek is a High Quality, Cold Water and Migratory Fishery, and Stocked Trout Stream. The drainage and driving surface improvements will help to promote sheet flow of stormwater runoff though dense vegetation before entry into Decker Creek.

Since initiation of the DGLV Road Program in Pike County, Pike County Conservation District has provided a total of $1,115,000 in Dirt & Gravel Road funding and $54,000 in Low Volume Road funding for municipal projects throughout Pike county.

Is it open? When will it open? These are some of the many questions that were posed from the time we took ownership of the property, and after extensive renovations and improvements to the bathrooms, kitchen and restaurant area, we finally announced our Grand Opening on March 18th.

For the folks who are not familiar with this special building on 1441 Route 590, it was the social center of the area for at least 85 years. It started out as a garage, an ice cream stand, a dance hall and then finally a restaurant.

Having spent many summers in Hawley, it was the dream of my family to someday open a restaurant and enjoy the Pennsylvania lifestyle. Cuckoo’s Nest, under the direction of Werner was their favorite place to go and enjoy great food and a welcoming environment. Werner actually came to the Grand Opening and was so happy to see the place. He told me that it was “like a breath of fresh air when he entered his former restaurant. He said this was his life work and he was so happy to see that someone had improved the building but still preserved the history and feelings that were there when he ran it.”

This was so wonderful to hear as we intended to bring it back to a comfortable family restaurant and cocktail lounge and, with an even more exciting and appetizing menu with many surprises. My late husband, Richard, did not see his dream come to life, but my son, Robert and his wife, Jennifer, who have three lively grandchildren are so excited to pursue this new adventure. We plan to even name a special sandwich, “Richard’s favorite BLT” after his dad. We will have family-style comfort food offerings, plus weekly specials in German or Italian and maybe even someday feature Grandpere’s Crepes Suzettes! HOUSE BILL 1683

What is it and if adopted, how will it affect Lackawaxen Township?

Living Lackawaxen

PA House Bill 1683 was passed and signed by our governor in 2016. It amends Title 35 (Health & Safety) by authorizing counties, municipalities and districts to establish income/property Tax credits to Volunteer firefighters and EMS providers. The amendment to Title 35 adds a new section, 79-A with the intent of providing incentives for Volunteer Firefighters and Emergency Medical Services agencies.

Parks & Recreation

At the February 20th meeting of the Board of Supervisors, an excellent PowerPoint presentation was made by Al Petrillo, Vice-president of the Lackawaxen Twp. Fire Commission and the oldest living Trainee to qualify as Firefighter One, on what House Bill 1683 is. He posited two scenarios based on a volunteer v. payed fire service in the face of an alarming trend of declining volunteerism.

A motion was made to create a Committee, consisting of Chiefs from the four departments, members from the Fire Commission, and representative(s) from the Board of Supervisors to consider the feasibility of

adopting such an incentive program in our township.

Bill 1683, as currently understood, authorizes Municipalities to enact via a resolution a tax credit against an active volunteers real property tax The credit would be limited to no more than 20% of volunteers tax liability.

At first blush, several questions come to mind about adoption of House Bill 1683, least of which is the impact on township tax revenue, which is easily determined. Other issues that will undoubtedly be

included on the list of question to be considered by the Committee, include:

• If House Bill 1683 is adopted, will it result in

improved recruitment and retention of volunteer firefighters?

• What provisions can be made for the active

firefighter who does not own real property or does but is located in another township?

• Who will qualify for a financial incentive?

• What systems must be put in place to enable

each Chief to certify the annual qualification of a member to receive an incentive while subject to audit?

• Is it possible to coordinate administration of such a program using existing resources?

Obviously, we are at the very beginning stage of considering House Bill 1683 which at its core is intended to promote the recruitment and retention of volunteer firefighters. It is also a reward to those who quietly go about the business of protecting the lives and property of the citizens of Lackawaxen Twp. by investing hours of training, fund raising and are willing to turn-out when the alarm sounds.

The volunteer has always been a part of our country’s greatness and their continued commitment to service will last into the future. But, things change and it may be time to acknowledge their sacrifice by adopting House Bill 1683.

Chronic Disease Self-Management Program Pike County Area Agency on Aging Health &

Wellness Program will offer the Living Well, Chronic Disease Self-Management Program at the Matamoras Fire House, 506 Avenue Q, Matamoras, Pa. 18336 on Wednesday starting May 24th and running through June 28th from 10:00 a.m. to 12:30 p.m. This is a 2 ½ hour program once a week for six weeks.

Stanford University Chronic Disease SelfManagement Program (CDSMP) teaches consumers skills to manage their conditions and build their self-confidence so they can be successful in adopting healthy behavior, improve communications with their physician, and enhance their quality of life. It is designed to give older adults with chronic diseases,

such as high blood pressure, diabetes and heart conditions; tips to help them make their daily life more enjoyable.

Topics include: managing symptoms, fitness/ exercise, nutrition, communication, medications, working with health care professionals and their systems, and more. This program is recommended by AOA (Administration on Aging)

Both agencies provide expertise on Pike County’s Quality Assurance Board which prioritizes submitted applications and fund projects. The staff and Board of Directors work together with other partners to complete projects and programs which are geared toward conservation of water and soil resources within Pike County.

Conservation District programs help to bring about the District’s mission; some of the programs include: Dirt, Gravel, and Low Volume Road Environmental Maintenance Program, Conservation Education, Watershed Protection, Erosion and Sediment Control and Waterways Management.

We will begin with a 100 x 100 tract that will accommodate numerous 4x10 beds, with 4ft between beds, a 6ft radius path and a ten foot center path. The entire area will be fenced including two gates.

Grape Expectations at Whitehall The oldest existing structure in Lackawaxen Township is about to become home to Pennsylvania’s newest winery and vineyard—to be known by its historic name, Whitehall. The homestead originally built by the Hammer Brothers in 1820, was purchased in October 2016 by husband and wife wine enthusiasts, Rob Kobrzynski and Christine Pucciarello, who are restoring the structures with great care and respect for the history of the property.

They first fell in love with the homestead several years ago after driving past it many times and marveling at the natural beautiful of the property with its brook and pond, large mature trees, and smaller out cropped buildings. Rob has always been infatuated with local history, so once they discovered the farmhouse was the oldest structure in Lackawaxen Township, they had to own it.

Kobrzynski said, “We are very honored and fortunate to have been able to acquire such a beautiful property with such a wonderful history. We want to continue as stewards maintaining all that the Hammer Brothers built, while creating yet another appealing hospitality destination in the region.” The nearly 15-acre Whitehall Winery will be a short distance from the highly regarded family destination at Woodloch Resort.

The barn will become a tasting room, offering intimate indoor standing and seating arrangements, as well as seasonal outdoor seating. The farmhouse boasts three bedrooms, massive stone fireplaces, beautiful rustic hardwood floors, and a covered porch overlooking private ponds, a brook, and waterfall. The Hammer Brothers never had it so good.

Pucciarello and Kobrzynski are making arrangements to plant 1-2 acres with viniferous grape vines—meaning suitable for making wine. It will take 3-4 years for the vines to mature. With Whitehall’s location, varied climate, and well-drained soil, it will produce native and hybrid varieties that will become the basis of their artisan wines. Whitehall will offer area residents and tourists a wide range of exceptional wines, from dry to sweet, to please many palates. The couple also intends to enlighten guests through tasting sessions, wine education and classes offering gourmet pairings with particular wines.

According to Christine, “At some point in the future, a pavilion will be erected near the farmhouse that will have views out to the vineyard and ponds. The area surrounding the house, as you can see, is an inviting setting for photographs and romantic walks or just relaxing in chairs by the water.” Rob added, “We just want to create an environment where our guests feel comfortable and relaxed.”

In its first season, before it is able to produce its own grapes, Whitehall will offer wines produced and bottled by a nearby winery under Whitehall’s guidance and sold with Whitehall’s labels. The first offerings will include Marquette, Frontenac Gris, Riesling, Red Bordeaux Blend, Gruner Veltliner, and Sweet Red, made from Pennsylvania, New York, and Washington state grapes. In the future, Whitehall, will build its own processing facility to produce and bottle its own wines.

For the time being, the couple is building the winery while maintaining day jobs in other fields. Pucciarello is a finance specialist in corporate America. Kobrzynski, a graphic artist, designer and owner of the Lake Art gift shop on Lake Wallenpaupack. Rob has also worked for other wineries in Pennsylvania, Virginia, and New York and taken courses on growing grapes at Penn State University Extension agricultural program. He is currently studying viticulture and enology at Central Pennsylvania’s Community College.

Whitehall is located at 877 Welcome Lake Road, Hawley at the intersection of Rt. 590 and Welcome Lake Road. Whitehall plans to open in Fall 2017. Pond Explorers

Saturday, August 12 – 1:00-3:00pm - $5 per person Join us as we explore the ponds with nets! We’ll collect fish, macro-invertebrates, amphibians, and anything else we find in collection bins for up-close study. Wear boots and plan on getting a little wet and muddy! Register early!

Naturally Beautiful Beading Sunday, August 13 – 10:00am-12:00pm - $20 Learn to identify different stones such as jasper, geodes, agate, or turquoise and the process used to color enhance the stones.

Instructions will also be given on how to create a bracelet & earrings, or a necklace to take home!

Tie-Dye Day! Saturday, August 19 – 10:00am-12:00pm - $5 Join us for a fun morning of tie-dyeing! We’ll have a variety of colors available and help you come up with some creative designs!

DIRT 1 package (16oz) chocolate sandwich cookies 2 cups cold milk 1 package (4-serving size) Chocolate Flavor Instant Pudding & Pie Filling 1 tub whipped topping thawed (cool whip) •

CRUSH: cookies in zipper-style plastic bag with rolling pin

POUR: milk into large bowl, add pudding mix.

Beat with wire whisk for 2 minutes.

•

Stir in whipped topping and ½ of the crushed cookies.

•

PLACE: crushed cookies in bottom of bowl or spoon into individual cups, add pudding mixture and top with remaining cookies.

•

REFRIGERATE: until ready to serve. Garnish as desired with a cookie, nuts, gummy bears, peanuts or granola.

Preparation time: 15 minutes Refrigerating time: min 2 hours or best when left overnight… Enjoy!
