remier Jean Charest’s Liberal government should be approaching its ambitious strategy for Quebec’s far north – the ‘Plan Nord’ – with sustainable development in mind and while looking at it from the standpoint of environmental, economic and social responsibilities, says NDP leadership aspirant Tom Mulcair, a former sustainable development minister under Charest.

Wary of foreign interests

CSDM pledges to reinforce spoken French at its schools Policy could be felt most in multicultural Park Extension M a r t i n C. B a r r y

lthough officials with the Commission scolaire de Montréal say 134 languages are spoken by the nearly 111,000 students who attend its 191 schools, the one language the CSDM will be paying most attention to in the foreseeable future is French.

French a ‘priority’

In a statement the province’s largest school board released during a press conference held on Nov. 23 at École secondaire Lucien-Pagé on St-Laurent Blvd., the commissioners and president said that “French remains our priority in the classroom,” even though the CSDM would also like to make French the language most often spoken in school corridors, in the schoolyard and during extra-curricular activities. “French is the shared language everywhere at the CSDM, for the students, the parents and the employees,” they said. So while the primary purpose of the media gathering was for the CSDM to deliver its first annual report of performance results, it was the board’s language issue (which went largely ignored by Montreal’s Anglophone media) which made front page news as far west as Toronto in the National Post.

Decline in French

While the population on the island as a whole steadily grows more multicultural – with new immigrants bringing in their native language, and more often than not the internationally spoken English as a second tongue – the French language seems to decline proportionally. But nowhere on the CSDM’s territory does its reinforcement of French stand to have as much impact as in Park Extension – the multicultural epicenter of Montreal. “When we don’t have a French environment in our neighbourhood, obviously the children here will speak with their families in their language,” says Park Extension city councillor Mary Deros, who is also responsible on Montreal’s executive committee for ethnic and multicultural issues. “But what I have learned from experience,” she added, “is that these kids that come from all over the world that are attending our schools are speaking French in the schoolyard and during their activities – so I don’t think it should be a problem.”

‘No language police’

According to statistics cited by CSDM president Diane De Courcy, the mother tongue of more than 54 per cent of its students is now something other than French. Asked by a journalist following the media briefing how the school board

plans to go about applying the new policy, De Courcy said, “No language police, persuasion and the good will of everbody, of course.” In recent times, rumblings have been heard from the political forces that float above Quebec’s school commissions like a Sword of Damocles – be it Coalition Avenir Québec leader François Legault’s fervent pledge to abolish school boards and make individual schools more autonomous – or a former Quebec education minister’s musings that school commissions – some of which have been criticized for a lack of transparency – are long overdue for an overhaul, including a possible merger of their elections with those of towns and cities.

Fate of school boards

While De Courcy admitted to one journalist that she’s aware of Legault’s presence, but even more so of the pressure coming from the governing boards of the CSDM’s schools, the CSDM might be reacting with a certain precognition to the possibility its end draws near. “In this time of change and of questioning about governance, the CSDM has taken several initiatives which have permitted it to make some progress towards transparent and responsible management,” the board said in its statement. After years of being regarded by many as an immoveable force, the president

and commissioners now acknowledge that the way they do things must be made less complex. They say a debate on the “autonomy of schools” must be held and “concluded” within two years. With the province’s next school board elections set for 2013 (depending on the government), the question remaining is whether the CSDM’s efforts will be enough and not too late.

Park Extension Action Committee marks 25 years M a r t i n C. B a r r y

he mood was festive and there was standing room only at Café l’Artère on Park Ave. on Nov. 24 as the Park Extension Action Committee (CAPE) marked its 25th anniversary with a celebration that brought out more than 150 residents, as well as several of the area’s elected officials.

Started in ‘86

CAPE was created around a kitchen table in 1986 by a small group of Park Extension residents who felt more attention needed to be paid from their perspective to pressing quality-of-life issues like sanitation and the rights of tenants, who are 80 per cent of the population in Park Ex. Among those who spoke, Justin Trudeau said that the work CAPE does is only made possible by getting close to the people and dealing with the real issues affecting them. “You can’t talk about any level of success unless you’re starting with your feet ground firmly in safety and security, and that starts with having a roof over your head,” said Trudeau.

Canada poised to sign free trade deal with EU Despite economic woes in Europe, PM is ‘optimistic’ M a r t i n C. B a r r y

fter four decades of trying to start a formal economic relationship with Europe, Canada is poised to sign a free-trade agreement with the European Union next year, Conservative Prime Minister Stephen Harper has told Newsfirst Multimedia.

Effect on agreement

During an exclusive interview session with Harper in Montreal on Nov. 18, to which members of the multicultural media were invited, the prime minister was asked by Newsfirst Multimedia whether Canada-EU free trade negotiations have advanced, and what effect the financial turmoil which is spreading in Europe could have on an eventual agreement. “Canada’s been trying to get a trade agreement with Europe for 40 years,” he said. “I remember when I was a boy, Trudeau was talking about getting a trade agreement with Europe, so this is a great breakthrough. Unfortunately we’re in negotiations at a time when there’s probably less to be gained from Europe than there was at any other time previously. But that said, Europe is still a huge market and will still be a huge player in the future. So we’re going to press ahead, and I think that all the signs are that we’re going to be able to conclude next year.”

Canada’s signing a free trade agreement with the EU would make this country less dependent on the economy of the United States. While historically the U.S. has been Canada’s most important trade partner, our southerly neighbour’s economy is slumping seriously. Although Canada has no wide-ranging economic agreement with the EU, in 1976 Canada signed the Framework Agreement on Economic Co-operation with the European Economic Community, the organization which preceded the EU. Since 2009, the Harper Conservative government has been negotiating with the EU, with the goal of signing the Comprehensive Economic and Trade Agreement (CETA). Canada currently has a free trade agreement with the European Free Trade Association, which represents Iceland, Norway, Switzerland and Lichtenstein.

hield of Athena, which provides family and social services in the Greater Montreal region, especially for those impacted by violence, marked the start of its second decade on Nov. 20 with a gala attended by hundreds of guests at a downtown hotel, raising $200,000 for the cause.

‘Heroes’ honored

During the $250-a-ticket black tie evening at the Sofitel Golden Mile, a special tribute was held for 20 individuals, associations or businesses regarded as “heroes.” Over the years, they had a profound influence on making Shield of Athena a success. During a special audio-visual presentation, guests were invited to take a journey into the past, as Shield of Athena reviewed its 20 most important milestones and triumphs, and set out what it hopes to accomplish in the next 20 years. In addition to an evening of dinner and dancing, 25 pieces of art from local and international artists were on sale. There was also a silent auction, featuring items such as certificates to some of Montreal’s finest restaurants, sports memorabilia, jewellery and more. The chairs of the event, Gwendolyn Andrews Nacos and Pearl Eliadis, had hoped to raise more than $200,000 for the consolidation and expansion of Shield of Athena’s existing services. They met that goal in the end.
