Sustained increase of Montreal house prices in the fourth quarter expected to stabilize in 2012

CNW - The Royal LePage House Price Survey and Market Survey Forecast released today point to a sustained year-over-year rise in fourth quarter Montreal Island house prices. First-time buyers again made their presence felt during the last quarter. This factor, together with consumer confidence in the economy - and in the real estate market, in particular - explains the observed price increase. Royal LePage expects the Montreal real estate market to be more balanced in the coming year, and house prices to stabilize. Over the fourth quarter, the average price of detached bungalows rose 3.7% to $283,000. The average price of standard two-storey homes rose 0.2% to $362,000, and that of a standard condominium rose 4.8% to $239,000. “Though we saw an increase in the prices of detached bungalows, standard condominiums and standard two-storey homes, the increase in the *Type of property not covered in the sector latter was much more modest. Laval-des-Rapides Liberal MNA Alain Paquet, who is a special minister delegated for finance in the Charest cabinet, announced the funds being given to the Centre jeunesse de Laval and the CRDI Normand-Laramée during a press conference held on Jan. 10 at the sprawling social services campus on Cartier Blvd. West where the two organizations are based. Most of the money – more than $2.5 million – is going to the CJL. CRDI Normand-Laramée will be receiving around $350,000. Paquet acknowledged during a short speech to officials from the two establishments that the government has lately been playing catch-up with the province’s health network, to make up for years of shortcomings not only by previous PQ administrations, but also by the Liberals.

Assigning (proper) blame in the last financial crisis

As the world wrestles with the sovereign debt crisis in Europe and America - we’ll see if 2012 is any easier than 2011 - it’s worth reviewing what caused the last financial meltdown. Of some help is a new book, Reckless Endangerment - How Outsized Ambition, Greed, and Corruption Led to Economic Armageddon. Gretchen Morgenson is a Pulitzer-prize winning business reporter for the New York Times; Joshua Rosner is now a managing director at a New Yorkbased consulting company. In 2001, Rosner authored a report critical of the already too-easy approach to American mortgage financing. Their collective talents help identify the various mischief-makers in the last financial crisis and why it occurred.

In fact, until the financial crisis, the congressman favoured expanding home ownership beyond reasonable limits, especially to those who, under more prudent lending rules, would never have obtained a mortgage. Frank had also long opposed stripping Fannie Mae and Freddie Mac of their sweetheart deals with the U.S. federal government. The two lenders, created in 1938 and 1970 respectively to help raise levels of U.S. home ownership, were technically private for the last four decades. However, and critically, both were granted de facto government guarantees and other favourable treatment that cut their borrowing costs. That Act pushed financial institutions to lend more money to low-income, high-risk borrowers on the theory that racial discrimination (and not lousy credit scores) explained a previous dearth of low-income mortgage-holders. Some of this ground has been explored in previous books. What’s new in Reckless Endangerment is the examination of the role Fannie Mae’s 1990s-era chief executive, James A. Johnson, played in creating the U.S. housing bubble: internal high-risk corporate behaviour that massively expanded Fannie Mae and external attacks on any critic that sought to kill Fannie Mae’s government-granted privileges. “Johnson’s command-and-control management of the mortgage finance giant and his hardball tactics to ensure Fannie Mae’s dominance amid increasing calls for oversight are crucial to understanding the origins of the worst financial debacle since the Great Depression,” write the authors. Johnson and those who followed him at Fannie Mae spent tens of millions of dollars on campaign contributions, grants to potential allies, and on lobbying. For instance, the company strategically supported a wide swath of American politicians, everyone from Barney Frank on the left to Newt Gingrich on the right. The cash helped thwart any attempt to put the company on a level playing field with other financial institutions. Johnson moved on from Fannie Mae in 1999, nine years before the financial sector imploded, but the authors assert he was a major reason for the housing boom and subsequent bust. “Johnson’s tactics were watched closely and subsequently imitated by others in the private sector,” write Morgenson and Rosner.

Furthermore, a bad maintenance of these systems can actually adversely affect the quality of the drinking water. In Laval however there are approximately 3,000 owners of private wells who are responsible for the quality of their own drinking water, as their home isn’t connected to any public water supply system. Pilot project to subsidize Cloth Diaper use

As part of its environmental protection program and continued development of Laval’s Family policy the City will fund a pilot project which will provide a subsidy to families wishing to purchase cloth diapers for their baby. This funding of $100 annually will be available starting January 2012 and the cloth diapers must be purchased in 2012. The use of cloth diapers will significantly reduce the amount of waste sent to landfill. It will also reduce the amount of resources required for the manufacture of disposable diapers, because one set of cloth diapers replaces thousands of disposable diapers. In addition, they can be reused for a second child. No one knows for certain how long it takes for a disposable diaper to decompose, but some have estimated it could take up to 250-500 years. Also cloth diapers are soft against a baby’s skin and are also free of the many chemicals contained in disposable diapers. Parents will save money because the cost of buying disposable diapers can be between 2 to 3 times higher than that of a set of cloth diapers. The pilot project is a one-year term starting from January 1st to December 31st, 2012. The grant of $ 100 / family will be given towards the purchase of a minimum set of 24 cloth diapers with a minimum value of $ 240. The program is funded so that 300 families will receive financial assistance during the duration of the pilot project. Forms are available online and must be accompanied by two proofs of residence in Laval; photocopy of the certificate or the declaration of birth of the child and that the applicant is the parent or guardian of the child to whom the grant application to the date of signing the grant application form, the original or a readable photocopy of invoices (dated 2012) that record the purchase of a batch of at least 24 cloth diapers with minimum value of $ 240 (before taxes). The bill must be drafted in one of two official languages (French or English) and must contain the name and address of the merchant, the date of purchase and all information identifying the manufacturer’s name, the name model and the amount of reusable diapers purchased. Should the bill not contain all the information required above, the applicant must provide the missing information on a document attached to the invoice and all documents should be mailed along

Eviction of tenants

Change in destination of rented premises CNW Telbec/ - Generally speaking, in Québec, the lessee of a dwelling has the right to maintain occupancy. That right entitles the lessee to renew the lease and stay in the dwelling as long as he or she complies with the obligations related to the lease. However, the law provides for exceptions to this rule. Under certain circumstances, the lessor may resiliate a lease and put an end to its renewal, in other words terminates the lessee’s possibility of renewing the lease. Accordingly, the law provides that an owner may evict a tenant in order to change the destination of a dwelling. In that case, specific rules apply. Consequently, whether you are a lessee or an owner, it is important to be well-

informed of the rules that apply and of the legal time limits to be complied with. That is why the Régie du logement wishes to remind Quebecers of the main legal provisions governing the eviction of a tenant in order to change the destination (use) of a residential dwelling. For example, for one-year leases ending on June 30, 2012, the landlord must notify the tenant no later than December 31, 2011. The notice must indicate the date and the reason for eviction. It must also be sufficiently clear so that the tenant is able to fully understand the landlord’s intentions and evaluate the impact. Important: Contrary to the repossession of a dwelling, when a tenant objects to the eviction for a change in destina-

tion of the dwelling, he or she must contest the justification for it before the Régie du logement. The tenant must file the application with the office of the Régie du logement in the month following receipt of the notice. Failure to do so mean the tenant is deemed to have consented to vacate the dwelling and must move by the date indicated in the notice. If the tenant files an objection with the Régie du logement, the landlord must demonstrate that he or she really intends to change the destination of the dwelling and that the law allows him or her to do so. At the tenant’s request, the Régie du logement can set the eviction for a later date than the one given in the notice. An evicted tenant is entitled to an indemnity. In the case of a change in the destination of the rented premises, the landlord must pay the evicted tenant an indemnity of three months’ rent and reasonable moving expenses, whether the tenant has contested the eviction or not. If the tenant believes that the prejudice sustained warrants higher damages, he or she can apply to the court to set the amount. The indemnity is payable at the expiry of the lease and the moving expenses are payable upon presentation of vouchers.

According to St-Pierre, consumer confidence will be the key factor influencing the real estate market. “Despite recent news about the unemployment rate, Quebec is in a good economic position right now, and we see the same thing in Canada. Consumers will therefore be influenced by what’s happening outside the country. Europe is still grappling with serious economic problems. The situation in the United States appears to be stabilizing, and the real estate market and economy seem to be gradually recovering. So it’s the markets in Europe and the United States that will influence consumer confidence in the real estate market,” he concludes.

Only the members of the NDP,” said Pilon, who was a labour activist during his many years as a blue collar worker for the City of Laval. One of the key pieces of Mayor Gilles Vaillancourt’s overall vision for Laval, the Cité du Savoir, came into place on Sept. 26, when he, along with officials from Quebec and Ottawa were on hand for the official opening of the University of Montreal’s new campus here. Located virtually next to one of Laval’s busiest hubs, the Montmorency Metro station, the new U of M building is right across the street from Collège Montmorency and also adjacent to the Montmorency public transit terminal, which has a constant flow of buses coming and going.

It is unacceptable that for a population of 400,000 residents we only have one single hospital and the population is growing.” On Oct. 17, the Société de Transport de Laval entered a new phase in its pursuit of environmental sustainability, with the launch of an experimental car sharing service that would be making one of North America’s first mass marketed hybrid-electric vehicles, the Chevrolet Volt, accessible to a few select residents. As part of the STL’s CLIC program, teams of four people, all of whom live in the same neighbourhood and have similar work schedules, were formed to test drive a total of 10 Chevrolet Volts. The cars were docked to special charging stations at the Montmorency and Cartier terminals, as well as at the AMT station in Ste-Dorothée. The users, who were allowed to log up to 200 kilometres of personal driving per month in the cars, were helping to determine the efficiency of the vehicles, compared to trips taken by other means of public transit powered by electricity,

such as the Deux-Montagnes commuter train and the Metro. It takes 10 hours to recharge the car using 120V household current, or four hours with the special 240V docking stations. On Oct. 12, former PQ cabinet minister François Legault, who was touring the province test marketing his fledgling political movement, the Coalition pour l’avenir du Québec, was at the Château Royal in Laval to float some of his ideas. They included putting Quebec sovereignty aside while more pressing problems are dealt with, a major overhaul of the public education system, restructuring public health care, and providing motivation for a more entre-

On December 22nd, 2011 at 4:00 a.m. the cafeteria kitchen was buzzing as cooking began for our annual “Community Breakfast”. Despite the weather, staff from both Laval Junior High School and Laval Liberty High School made their way to school to greet guests and serve up a delicious hot breakfast. This event is attended not only by our students and their families but school commissioners and school board members are always in attendance. Aside from the wonderful meal, the games room was open for anyone who wanted to go. As well, our athletic department geared up for a floor hockey game, where spectators watched students and staff members go head to head. While the event was taking place, some staff members were busy filling food baskets with items donated from our students. These baskets were delivered with the hope of making Christmas special for the families who received them. All proceeds from the “Community Breakfast” were donated to AGAPE. It is with great pride that each year we are able to put together a wonderful event that benefits our community and shows our students the real spirit of giving. A huge thank you must go out to the organizers of the event. Without them, this breakfast would not take place.

Three Secondary 1 Laval Junior High School students (Peggy Koroneos, Christina Kostarides and Marilena Papadopoulos) were hosted by Senators Pana Merchant and Leo Housakos at the Government Conference Centre in Ottawa on December 8th and then again at Laval’s City Hall by City Councillor Basile Angelopoulos. They are members of an international team responsible for a DVD for children entitled: “E Mayiki Floyera” (The Magic Recoder), a massive trans-Atlantic production featuring 54 Canadian children, 20 Greek children and a 55-instrument Canadian symphonic orchestra. More than 200 people collaborated on this unique cross-cultural project, the product of a partnership between Canada and Greece to unify the voices of two children’s choirs from Montreal and Athens. Together with the Ensemble Sinfonia de Montreal conducted by renowned Maestro Louis Lavigueur, the Chroma Musika/Socrates Children’s Choir recorded alongside the children’s musical group and Greek sensations, Ta Zouzounia. It should also be noted that the talent had by LLHS music concentration teacher, Mrs. Elaine Thomas, is also featured as she plays the clarinet in the Ensemble Sinfonia de Montreal.

The students sang excerpts from the Magic Recorder both in Ottawa and in Montreal. Chroma Musika Directors, Maria Diamantis and Dimitris Ilias presented a special behind the scenes “how-it-was-made” video. Ta Zouzounia founder, Mrs. Katerina Giannikou, flew in from Athens to participate at both the Ottawa and Laval DVD launches. These special presentations were supported by the Embassy of Greece in Canada, AHEPA Canada and the Hellenic Community of Greater Montreal. During the Laval presentation in the Council Chamber, as a Laval resident and member of the Chroma Musika Choir, Peggy Koroneos spoke eloquently in French with regards to the pride all choir members have with regards to this massive audio-visual project and the educational opportunities received. aval Liberty High School’s Theatre Concentration Program performed a “Christmas Carol” by Charles “Christmas Dickens on December 8th, 9th and 10th. The play was a great success for both the viewers and the actors. The story of Scrooge is a classic Christmas tale. It is about an old man who has a dismal view of Christmas until he is visited by three spirits. They show him his past, present and his future. Through an emotional journey, Scrooge finds himself baffled and, in the end, wants to change his life around. It truly captures the spirit of the Holidays for all. Being a part of these performances was a great experience. The students in Theatre Concentration had an amazing time and spent a lot of energy and time working hard on this play to make it a memorable one. Being part of something like this is like being with your family. Theatre Concentration serves as a positive environment where students can be themselves and find their voice through the characters and roles that they play. This play was particularly successful because of the loving and caring chemistry between all of us. We’d like to thank our teacher and director, Ms. Vruggink and assistant director Ms. Smith for their time and effort in making this play so amazing. We’d also like to thank Antonia Lambiris, our stage manager, costume designer and fellow actress. Without her help, this show would not have gone so smoothly. A Musical Holiday Season

o help put our community in the Holiday spirit, on December 14th, Laval Liberty’s Music Concentration Program performed our annual Holiday Concert. It was a great night filled with emotion and an opportunity for us to share our love of music with others. The concert began with an energetic rendition of Jingle Bells by J.S. Pierpont and ended with heart warming version of Celtic Bell Carol, by Robert W. Smith. At the end of the show, friends and family were ready for the Holiday season. Thank you to all who attended the show – our Music Concentration Program will benefit from your support. Putting this Holiday Show together took a lot of time and effort on all our parts, but the result was well worth it. An extra thanks to our student conductor Arunen Chellan for helping out. Last, but not least, our program wouldn’t be as successful if it wasn’t for our teacher and mentor. We send a big thank you to Ms. Elaine Thomas for all her support and time. Behind every great performance, there is a great conductor, and we appreciate all she does for us. Music Concentration is a program where students learn and improve their musical skills. We not only get to learn about theory and practice playing our instruments, we also get to perform various shows and musicals. We all have a role to play in the program and each of us has something to offer in the music that we play. As a Music Concentration student, I can proudly say that this program is award-winning. For two consecutive years we’ve achieved a gold standard in national and regional music competitions. Chicken thieves snagged

The Laval Police have charged four men between the ages of 27 and 54 with possession of stolen goods after they unwittingly tried to sell 72,000 kilograms of deboned chicken back to the person they originally took it from. The chicken was in a tractor-trailer destined for Toronto when it disappeared from a parking lot on Jan. 2. According to the police, the following day the rightful owner received a call from a person who asked if he wanted to buy a large quantity of deboned chicken for $4.50 per kilo. He agreed to meet them the following day, but at the same time also told the Laval Police. Because the thieves hadn’t bothered to uncrate the chicken from its original packaging, the owner immediately recognized it as the packaging bore his company’s logo. Police arrived within a few minutes and recovered 350 cases of chicken, although the stolen tractor-trailer was still missing. After being arraigned, the four suspects were released on a promise to return for court proceedings at a later date.

The Laval Police are seeking the public’s help in identifying a convenience store robber with a fairly original modus operandi. During a theft he committed at the Couche Tard outlet at 1300 de la Concorde Boul. late one night last November, the suspect selected a number of items and took them to the checkout counter, where he also asked for two cartons of cigarettes. After making two attempts to pay for the merchandise with a debit card, he grabbed the bag of merchandise and left, while threatening the clerk with violence if he tried to follow out onto the street. The suspect is white, around 25 years old, and spoke French. He was around six feet tall and weighed about 215 lbs. He was wearing a red windbreaker with a hood, a black sweater and blue jeans. Shooting at Studio 300

A notorious strip joint that re-opened with much fanfare recently at the corner of Curé-Labelle and Sainte-Rose boulevards in Saint-Rose was the site of a shooting incident last month during which four people were injured. On Dec. 18, the Laval Police responded to a call concerning a dispute which broke out between two groups of people at Studio 300. According to Laval Police spokesman Franco Di Genova, around 150 people were in the establishment at the time, when “next thing you know shots were fired.” When the police – two officers and a sergeant – first arrived on the scene, people were fleeing the club and cars were quickly driving out of the parking lot. Attempts were made by the police to prevent potential eyewitnesses from leaving. Inside, two men, all in their early 20s, were found to have been injured by gunshots to the abdomen. Their injuries

were not life-threatening. A woman also suffered lacerations to her forearms, chest and legs from broken bottles and glasses that scattered on the floor where she crouched for safety during a brawl. A fourth victim with injuries was later located by police some distance east at des Laurentides and Sainte-Rose boulevards. Two of his buddies dialed 9-1-1 to report that he was bleeding badly. Arriving on the scene, UrgencesSanté found out why: there were two bullet holes in him. Three weeks after the incident, the Laval Police were still trying to establish exactly why this all happened, according to spokesman Di Genova. “It just appears to have been a dispute between two groups of party-goers and it just degenerated from there,” he told LPD Blue. On Jan. 1, the new year got off to a tragic start for a young woman who was killed in a car crash on des Mille-Îles Blvd. near Gariépy St. at the far east end of Laval. At around 12:20 a.m., she and her male companion who was driving, both 24 years of age, hit a street lamp standard while navigating a curve in their Honda Civic. The impact was on the passenger side where the woman was seated. She was declared dead at 1:55 a.m. at Cité de la Santé. The driver was also transported to hospital with minor injuries. While blood samples were taken from him, there was no immediate word as to whether drugs or alcohol were factors in the crash.

(TLN) Laval-les Îles NDP MP François Pilon met recently with Jean-Pierre Gariépy, the head of Laval’s police department, to discuss the impact that the abolition of the long gun registry could have on the work of Laval’s police officers.

t is official. Certain men from Laurier Senior High School have shaved their decorative staches and heads to raise awareness for prostate and breast cancers. During the month of Mo-vember ( November), the students and staff have been actively involved in raising funds to attain their goal of raising $4000 in order to meet the challenge. And what a challenge it was!

On November 1st, teacher Armen Karamanukian set out to recruit male staff to participate in this year’s Mo Bro Journey. The following Bald Eagles were eager to begin the campaign: Principal Nick Primiano, Vice Principal Sarmen Jakalian, and teachers Matthew Leduc, Michael Purdy, Pierre Home Douglas, Gary Yip, of course, Armen Karamanukian, Jason Graham, Frank De Luca, Oliver Gagnon, Daniel Desrosiers, and the school’s care-taker, Walter. Moreover, they would not only let their facial hair grow for prostate awareness, but they would also shave their full heads of hair for breast cancer following the courageous example set by fellow student Cecilia Bono, at LSHS who shaved her beautiful long locks last month for breast cancer awareness . In addition, as part of the fundraiser, the school’s principal, Mr. Primiano, set a goal; if the students wanted to witness him shaving his head, a total of $4000 was required for him to lose his crop of hair.

Cecilia’s Story

M

y head was shaved for breast cancer on October 18, in collaboration with Virgin Radio “Shave to Save”. This event took place at my school, Laurier Senior High School. However, I didn’t just wake up one morning and decided to lose all of my hair for this so important cause. I decided to take on this task since last year when a schoolmate, Claudia Estrada, did it. She really inspired me seeing her walking around the school with so much pride and happiness; she really made me want to do it.

With great determination, the students raised an unexpected grand total of $3447.74. We fulfilled the set goal through multiple dress-down days, a tuque sale, and, most importantly, volunteer students that roamed the halls collecting loose change from students and educators that were willing to donate to this important cause. Our aim was finally reached thanks to the donation made by Mr. Vincent Auclair, MNA for Vimont for the balance to ensure a bald “Primiano”. The money raised was sent to help researchers develop cures for breast cancer and prostate cancer… two major killers that have to be stopped. And on November 30th as the world participated, the moment of truth also faced these daring and brave men. The faculty lost their precious hair in front of the entire student body. Cheering and encouragement was expressed by all attendees toward the men for their bravery and dedication. Then, on December 1st, in a separate shave, Principal, Nick Primiano became bare! No more hair and no more mustache. This journey was an experience like no other and has taught us that if we try really hard, nothing is impossible. Code 31, a band made up of a group of teachers that are incredibly talented performed, entertained and eased the nerves of the many who participated and witnessed this first ever event at Laurier Senior High School. Maybe they should be named the Barbershop Quartet although there are six in the group. Remember them? In addition, the following students deserve recognition since they were of major help throughout the entire month of November: Melissa Doulis, Gabriella Fiorino, Mara Pollici Bellante and Justin Di Genova. Every time I saw her I thought to myself, “she has guts; I would never be able to do that!” Look at me now! I did it! For the event to happen, I had to raise at least $2,000 for the Quebec Breast Cancer Foundation. With the help of my friends and family, I reached my $2,000 objective and even surpassed it by $380.00. I thank everyone so much for supporting me, encouraging me, helping me, but most of all just for being there for me. Inspired by this, Centre du Sablon set out to use its expertise as a promoter of sports as well as community and cultural activities for their benefit.

take into account the handicaps of those taking part; Be able to work within the immediate environment of the athlete by implementing a special structure,

while training professionals in adapted sports activities and encouraging integration through sports; Fully support the rights of athletes with disabilities.

The City of Laval is one of the few municipalities to see beyond the concept of handicap and to fully develop the capabilities of individuals. Complete and full participation with the greatest access to social, cultural and professional activities, as affirmed in the guiding principles of the city, is something Centre du Sablon has long agreed with as being an ethical investment. Through its philosophy, its organization and its interaction, Centre du Sablon sees itself as a facility that favours the integration and recognition of handicapped persons through their belonging to a group and to the community. Several studies have been done in Quebec on the practice of physical and sports activities by persons with a handicap (their integration, health, participation in higher sports, citizenship, etc.).
