The March/April issue of Tracks is the Special Spring Issue that is sent out to thousands of trailer dealers across the country. This issue of the magazine not only gives trailer manufacturing companies a chance to advertise in front of dealers but also allows NATM to educate trailer dealers about the importance of selling NATM compliant trailers and communicate our dedication to working together to reach end-users and improve trailer safety. NATM works to ensure compliance with Federal Motor Vehicle Safety Standards and industry best practices through its Compliance Verification Program. Understanding the program and the meaning of the NATM Decal can help dealers learn to better market the importance of compliance and safety to consumers. One of the best opportunities for dealers to market their knowledge of the importance of safe trailering, selling compliant trailers, and improving customer service is participating in Trailer Safety Week this June 7-13, 2020. Through this event, dealers, manufacturers, and suppliers can sign up as Trailer Safety Allies to receive a marketing kit that makes the distribution of safety resources easy. NATM trailer manufacturing members attempt to eliminate potential hazards by building to applicable regulations, but the safety of the actual towing process is largely up to the end-users. We as manufacturers do not always have direct interaction with trailer owners, which is why it is important to encourage dealerships to step up to the task of being a safety resource for their customers. For more information about NATM’s National Trailer Safety Week and how to become more involved, turn to page 46. Improving trailer safety through education is nothing new to NATM. From its inception, we have worked to create resources, publications, and events to educate trailer manufacturers and dealers. The Association was founded to improve trailer safety and performance, and in 2002 we established the NATM Compliance Verification Program. This program includes a consultation based on the Guidelines for Recommended Minimum Manufacturing Practices for Light- and Medium-Duty Trailers (Guidelines), which is a compilation of federal safety standards, regulations, and industry best practices that govern March/April 2020

President's Report trailer construction. Manufacturers that successfully complete the Compliance Verification Program can purchase NATM Compliance Decals to place on their trailers. Displaying these red, white, and blue decals adds value to the trailers, increases the top line, and shows your commitment to meeting legal requirements. Consumers erroneously assume that all trailers are manufactured in accordance with the law. By simply encouraging end-users to look for the NATM Decal, we can help ensure that they are purchasing trailers that have passed an unbiased, third-party inspection that ensures the company has the processes in place to meet all applicable standards and best practices. Although still early in the year, NATM has already seen great success with its biggest event of the year in February: the 2020 Convention & Trade Show. With spring just around the corner, the country is heading into busier towing seasons as lawn care providers, campers, construction crews, and motor-sports enthusiasts get back on the road. While manufacturers head into their most active months and we all look forward to the fervor warm weather brings, ensuring trailers are road-ready remains a goal for NATM. NATM’s priority is to connect with consumers and trailer dealers to ensure they are aware of proper towing, maintenance, and usage and have access to the Association’s resources. NATM has made it easier for trailer manufacturers and dealers to educate consumers on these topics with the NATM Safely Towing a Trailer brochure. A glove box sized pamphlet, the brochure is a cost-effective resource that can be provided with each trailer. For more information or to purchase copies, contact NATMHQ@natm.com. More details on this brochure and recent updates can be found on page 30. This year will mark the third annual NATM Trailer Safety Week (TSW), June 7-13. NATM is looking for allies in raising awareness of safe trailering practices. TSW Allies receive a marketing kit with all the information needed to advocate for improved trailer safety with little effort. For more information, turn to page 46. While allyship is not new, NATM is thrilled to announce new engagement opportunities for industry members and peer groups, including TSW Champions and Partners. These opportunities require additional effort beyond allyship, but in return, promise great brand visibility through several mediums. To find out more about the NATM TSW Champion and Partner program turn to page 48. Fresh off the 2020 Convention, my favorite event of the year, the NATM staff is invigorated for the work that remains in 2020. The NATM Strategic Plan sets forth a robust set of deadlines in 2020 as we continue to find ways to support industry growth, ensure NATM’s recognition as the industry leader in trailer safety, and maintain the integrity of NATM’s Compliance Verification Program. NATM is working through new benefits to support members in their workforce recruiting and retention with three programs nearing finalization. The Association will also focus on expanding dealer benefits and programming, a development guided by our mission to improve trailer safety and support the 8

March/April 2020

education of dealers and consumers to that end. To find out more about the NATM Strategic Plan and what members can expect moving forward, turn to page 20. While the NATM Board, Committees, and staff continue to navigate expansions related to benefits and programming for our members and affiliates, we also want to ensure we are staying the course and finding the best fit with industry needs. As a national organization, it’s too easy to become disconnected, and in response, I have committed in 2020 to meeting in-person with members, dealers, and non-members across the country. While these meetings are an opportunity to talk about all that NATM has to offer, these are also listening sessions to understand where NATM is succeeding and where the Association can improve. In February, I met with dealers in the Midwest, and by the time you’re reading this, I will be in Texas joining NATM Compliance Director Terry Jones visiting ten members. I will soon visit with non-members as well, looking to understand how membership could become more attractive. NATM is only able to meet the needs of this industry by actually meeting the industry, and I am looking forward to doing more of that in the year ahead. The new year is off to a running start! The NATM Board, Committees, and Staff are already hard at work to bring more value to members than ever before. Educational programming is increasing, with more opportunities for engagement right from your desk. NATM is working on new affinity programs to support member businesses and aid in workforce retention and expanding Dealer Affiliate benefits as well. Congressional Hearing Examines Infrastructure Financing By Darrell Conner and Dennis Potter, K&L Gates

During the course of the last several years, there has been frequent hope that Congressional leaders could reach an agreement on broad, bi-partisan legislation to invest in repairing and modernizing America’s vast infrastructure. This optimism has been born from repeated warnings from engineers and other experts that bridges, roads, and a wide variety of other infrastructure assets are in danger of failure after many years of deferred maintenance. The largest stumbling block to the enactment of such legislation has been how to pay for the investments at a time of growing national debt and shrinking reserves in the Highway Trust Fund. In late January, the House Ways and Means Committee, which is tasked with creating tax policy, held a hearing to examine funding for infrastructure investments. Since the inception of the interstate highway system in 1956, the Highway Trust Fund (HTF) and revenue from a federal gas tax have been the bedrock upon which federal surface transportation projects rely. Increased fuel efficiency and the introduction of non-gas powered vehicles have decreased the revenue coming into the HTF. Participants in the hearing also noted that the federal gas tax has remained at its current level since 1993, and this year, the HTF is estimated to bring in $13 billion less than it spends in 2020 – that gap is expected to grow to $26 billion by 2030. On this point, one witness, New Jersey Transportation Department Commissioner Diane Gutierrez Scaccetti, noted that college tuition costs have quadrupled, healthcare costs have doubled, and the cost of a new car has risen by fifty-one percent over the same timeframe. Other witnesses maintained that redirecting federal dollars to state and local governments and public-private partnerships (P3s) would be far more efficient and cost-effective. Several other funding and financing considerations included the adoption of new user fees, namely a vehicle miles traveled (VMT) fee.

Members and witnesses also highlighted the need to expand the usage of tax-exempt bonds like Private Activity Bonds (PAB), New Market Tax Credits (NMTC), and Build America Bonds (BAB). Expediting federal permitting, reducing federal regulations to lower borrowing costs, and the feasibility of creating a national infrastructure bank were also examined. Each of these funding mechanisms and potential policy changes come with arguments in their favor and ways in which they could be complicating. A commonly expressed perspective on both sides of the aisle was the current cycle of short term highway bill extensions and continuing resolutions to fund the federal government have created an unpredictable and inefficient situation for states and the federal government. Proper planning for such significant projects can take many years and ramping labor forces up and down introduces added costs and delays. At the outset of the infrastructure debate, NATM recognized that there would be much to gain for light- and medium-duty trailer manufacturers from a focus on rebuilding infrastructure, and the Association has remained engaged in the debate. Last year, NATM sent a letter to Congressional leaders urging them to continue efforts towards reaching a solution and for negotiators to keep open minds to an array of financing options. We expect the remainder of this year will include a great deal of discussion and release of policy blueprints from Congressional leaders, presidential candidates, and stakeholders. Though the current highway authorization is set to expire on Sept. 30, 2020, it remains unlikely that Congress will be able to enact significant infrastructure legislation this year. The silver lining, however, is we believe the groundwork being put into place this year will result in a full highway reauthorization extension in 2021. If you would like more information about NATM's Political Action Committee, NATM needs to have a solicitation agreement form on file for you. The form, found on the Members Only Section of the NATM website, must be signed by you or the appropriate representative from your company in order to receive information about NATM’s Political Action Committee, also known as the NATM PAC. The NATM PAC was established in 2010 and it has since been active in each congressional election. The NATM PAC is an effective tool in helping NATM educate political leaders on the Association's priorities and NATM's great work improving the safety of the industry and nation. Since the inception of the NATM PAC, 38 individuals have contributed $76,550 to the NATM PAC and the PAC has contributed to the campaigns of 28 members of Congress.

Federal Law requires the NATM Political Action Committee to obtain written permission from you before you or your company can participate in the PAC. If you wish to participate in the NATM PAC, you must first authorize NATM to communicate with you regarding the PAC and NATM’s political activity, including periodic solicitations for contributions. Approval does not obligate you to contribute; however, it does allow NATM to keep you informed about the PAC’s activities. Participation in the NATM PAC is voluntary and any decision to not contribute will in no way reflect adversely on anyone being solicited. NATM Members Encouraged to Host Plant Tours By Meghan Ryan, NATM Assistant Director NATM has had a number of successes in its Government Affairs program over the past several years due in large part to the relationships NATM members have built with their members of Congress. Through NATM's plant tours, legislative roundtables and Capitol Hill visits, NATM has built an awareness of the trailer manufacturing industry and the impact it has on the various states and legislative districts. With the everchanging composition and focus of Congress, it is important that the Association continues to build relationships with legislators.

NATM is encouraging both suppliers and trailer manufacturers to schedule legislative plant tours or round tables. All members of Congress have an impact on the outcome of any legislation, so it is important to recruit advocates that understand and support the trailer industry. NATM highly encourages you to host your representative for a plant tour. Hosting a plant tour is a simple process and NATM will assist with the invitation and scheduling. Members who have participated in the past have found it to be a positive experience. Entering the second year of NATM’s 2019-2021 strategic plan, NATM has made incredible strides towards achieving goals set by the Board of Directors. In the establishment of the strategic plan, NATM selected three focus areas:

Dealer Affiliation – In June 2020, the NATM Dealer Affiliate Program was launched to incorporate all key stakeholders into the effort to improve trailer safety nationwide. This program offers dealers benefits that align with the scope of work NATM undertakes, such as state CDL laws and providing access to educational programming. By opening this line of communication directly to dealers, messaging from manufacturer to dealer to consumer can become more consistent and clear.

Compliance Verification Program (CVP) Overhaul – NATM’s CVP was reviewed by a team of transportation attorneys, including former chief counsel at NHTSA, to ensure the program was satisfactory. As a result, NATM transitioned to a new software system that allows realtime consultation reporting and the use of photographs

Maintain the Integrity and Raise the Value of the Compliance Verification Program Much of the effort undertaken thus far has been foundational to the launch of benefits and programming, like establishing steering committees to vet programming, surveying members and dealers, and developing strategic partnerships. While members can expect to see many of the results of these efforts come to fruition in 2020 and 2021, many accomplishments benefit members today. What has NATM already achieved? •

Association Health Plan – NATM is thrilled to be providing trailer manufacturer members, subject to

NATM Strategic Plan Update and drawings to provide clarity. This change has created many efficiencies in the program. NATM now offers visual aids to better outline the program for its members. The extension process was also shortened to get members into compliance more quickly, which better ensures equal treatment of all participants. NATM Compliance Consultants now undergo regular training to ensure their continued expertise as well as reconfirm consistency in enforcement across the program. •

Online Store – NATM launched an online store, bringing purchasing products into the 21st century and improving accessibility of resources, many of which are free of charge. The NATM Online Store is where NATM will house on-demand webinars moving forward, amongst other resources. What does the future hold?

The beauty of NATM’s strategic plan is its adaptability to ensure the goals set forth bring value to NATM members. NATM has spent the last 14 months working with steering committees, industry groups, vendors, and trailer dealers to vet, refine, and ultimately deliver top-tier resources to the membership. While much remains to be finalized and the following is not a guarantee of resources and programming that will be made available, the below gives members a glimpse at the efforts underway, many of which will be made available in 2020 and 2021. •

Additional benefits and training on recruiting and retention practices

Strategic partnerships to expand educational opportunities and offer industry-wide certifications to trailer technicians

Video and guidance documents related to recruiting employees and engaging with students to develop a talent pipeline

Industry data reports helping members make more informed decisions about employee compensation and benefits

Increased resources for NATM Dealer Affiliates and improved cohesion between all industry partners

Strategic partnerships to expand the content provided through NATM’s Trailer Safety Week, increase

the campaign’s reach, and directly engage the law enforcement community •

Continued expansion and improvement of the NATM Compliance Program, including a more in-depth review of recommended practices and increasing the expertise of compliance consultants to provide information not directly tied to federal regulation to members

The 2019-2021 Strategic Plan was ambitious in its scope and provided a great deal of latitude to ensure that NATM continued to drive relevant, valuable results for its members. While the above is not all-encompassing, it’s a great peek into all the work being undertaken for the membership. In the coming months, NATM will continue to reach out to members and utilize committees as these resources and programs continue to be refined before launch. NATM continues to encourage members to respond to surveys to help guide these efforts. On June 1, 2019, NATM announced the launch of its Dealer Affiliate Program. The Association has been committed to the light- and medium-duty trailer industry for more than 30 years, with its focus on the manufacture of compliant trailers. The extension to include trailer dealers as affiliates was a natural next step in the evolution of NATM’s expanding trailer safety efforts. To date, there has not been a nationwide traffic safety initiative that addresses the proper usage of light- and medium-duty trailers. NATM was encouraged by a previous NHTSA Administrator to reach out to end-users to assist with addressing this deficiency in traffic safety initiatives. As a result, NATM created Trailer Safety Week, which first launched in June of 2018. Trailer dealers serve as the main point of contact during the sales process of many NATM compliant trailers. Dealers are key stakeholders in the fight to improve trailer safety as it is in their best interest that customers are safe and happy with their purchase. As a result, NATM created the NATM Dealer Affiliate Program. Increasing end-user awareness of the importance of the NATM Compliance Verification Program has consistently ranked as a top priority for trailer manufacturing members. By bringing trailer dealers in as affiliates, NATM will be better able to serve its membership by directly communicating about the importance of purchasing NATM compliant trailers and educating dealers about federal regulation. Dealers should educate their customers on the importance of understanding a trailer’s gross vehicle weight rating (GVWR) and tow vehicle towing capacity. All too often, customers are not familiar with what trailer GVWR or cargo capacity means. Nor are they familiar with what this will require from their tow vehicle in terms of its towing capacity. This lack of information can lead to dissatisfaction if customers fail to complete necessary research before the purchase of the trailer, or if the trailer dealer personnel fails to ask the correct questions to ensure their customer is selecting a trailer that meets their needs and legal requirements.

TRAILERS THAT WORK FOR YOU One Company, Four Strong Brands, Infinite Hauling Possibilities

First, the tow vehicle must be analyzed. What is the model of the customer’s pickup truck, SUV, minivan, or car? All vehicles capable of towing have owner’s manuals with maximum rated towing capacities. What often gets overlooked is "maximum" in this context, which truly means maximum. For example, if a customer has a tow vehicle with a towing maximum capacity of 7,000 lbs., they may not want a 7,000 lbs. GVWR trailer. The customer needs to take into serious consideration the fact that they will be at maximum capacity. Even without accidentally overloading the trailer, the tow vehicle will be working at its maximum capacity and not handle as well. As a result, they could find that their tow vehicle does not have enough power to merge with traffic on interstate on-ramps, to pass other vehicles, or to climb long hills and mountains. Trailer customers end up dissatisfied if they have purchased too much trailer for their tow vehicle. Unfortunately, simply purchasing a larger tow vehicle with a larger towing capacity is not an affordable solution to this problem and preventative measures by the dealer can be the best route to customer satisfaction. Dealers should ask the customer what their intended tow vehicle will be and if they are committed to that tow vehicle for the next few months, the next few years, or just the next few minutes. The customer could be vehicle shopping at the same time they are trailer shopping or may be willing to upgrade in the near future. From there, the trailer dealer can assist the customer in choosing a trailer that their current tow vehicle can handle. Or, in the event that the customer is in the market for a new tow vehicle, dealers can advise customers to purchase a certain category of tow vehicle that meets or exceeds a certain towing capacity threshold. It is a crucial conversation to have at the point of sale as many customers think their tow vehicle will perform adequately towing a certain model of trailer, only to find out too late that they should have either purchased a smaller trailer or upgraded their tow vehicle to handle the larger trailer model.

Explaining Gross Vehicle Weight Ratings to Customers trailer plus the trailer's cargo capacity should never exceed the trailer’s GVWR listed on its VIN. The shipping weight information can be found on the manufacturer’s certificate of origin (MCO), while the cargo capacity is often listed on the trailer’s tire placard. For example, if a trailer’s GVWR is 7,000 lbs., the customer's tow vehicle should have a towing capacity that is 7,000 lbs. or preferably more. It is also crucial that the customer not overload the trailer. If the trailer itself weighs 2,700 lbs., the customer should never put more than 4,300 lbs. of cargo in it, because 2,700 lbs. plus 4,300 lbs. equals 7,000 lbs. GVWR, which the trailer should never exceed. Another critical dealer/customer conversation is what cargo the customer intends to tow. If the customer plans to haul a rock crawler SUV and camping gear that adds up to 5,500 lbs. in the example above, they cannot safely do that with the same trailer. The calculation for this example is the combination of the trailer

weight of 2,700 lbs. plus the cargo of 5,500 lbs., which equals 8,200 lbs. This means the trailers’ GVWR would need to be 8,200. But, because the GVWR of this trailer is 7,000 lbs., this customer has overloaded their trailer by 1,200 lbs.

If the customer tells the dealer in this example that they intend to haul an estimated 5,500 lbs. of cargo, the dealer needs to explain to the customer that they should purchase a larger trailer with a higher cargo capacity. If the customer says their tow vehicle cannot haul a larger trailer, then the trailer dealer needs to explain to the customer they need both a larger tow vehicle with a higher towing capacity and a larger trailer with a higher cargo capacity. If this is not possible, the customer needs to find a way to haul significantly less cargo. The customer might be disappointed upon learning this, but later they will be appreciative of the dealer’s honesty, which leads to long term customer loyalty. Before towing a trailer, make sure your tow vehicle and trailer maintenance is current. This is very important because towing puts additional stress on the tow vehicle.

Ensure the breakaway system lanyard is connected to the tow vehicle frame or hitch, but not to the safety chains or ball mount.

Check and correct tire pressure on the tow vehicle and trailer, including the spare tire.

Check that the load is secured and will not move during transit.

Make sure the wheel lug nuts/bolts on the tow vehicle and trailer are tightened to the correct torque.

Be sure the trailer jack, tongue support and any attached stabilizers are raised and locked in place.

Be sure the hitch, coupler, ball mount and other equipment that connect the trailer and the tow vehicle are properly secured and adjusted.

Check load distribution to make sure the tow vehicle and trailer are properly distributed front to back and side to side.

Make sure the safety chains are properly criss-crossed and connected with enough slack to make turns.

Check side- and rear-view mirrors to make sure you have good visibility.

Check that the wiring is properly connected; not touching the road, but loose enough to make turns without disconnecting or damaging the wires.

Make sure all running lights, brake lights, turn signals and hazard lights are working. Verify that the brakes on the tow vehicle and trailer are operating correctly.

The Air Carries the Load What carries the cargo on a trailer in terms of load-bearing? Although the overall design of the trailer determines how much cargo capacity the trailer has, the air inside the tire carries the load. For this and several other reasons, trailer tires must be properly inflated for safe operation. Underinflated tires wear prematurely and cause excessive heat buildup in the tire, which can lead to catastrophic tire failure. Overinflated trailer tires can also be problematic, causing the trailer to “ride hard� due to excessive bouncing over every imperfection on the road. Overly inflated trailer tires may also cause premature tire wear or tire failure. What is the value of tire pressure monitoring systems (TPMS)? Many trailer owners have reported that tire pressure monitoring systems (TPMS) and tire heat monitoring systems (THMS) pay

for themselves by preventing just one tire failure. Tire failures at a high rate of speed can destroy fenders, mud flaps, and body panels when large pieces of the tire fly separately from the rim. Not only does the operator incur repair costs, but the downtime to make the repairs can be costly. Even if extra damage to the body of the trailer does not occur, a tire replacement alone will result in downtime, a service call, and a tow fee. In certain instances, the cargo inside the trailer could be damaged, and, if hauling food products, could spoil. Similarly, the driver may not receive the same amount of compensation if their delivery misses a tight deadline. Other than physical damage to the trailer and costly downtime, tire failure can lead to loss of control; in the worst cases, the loss of control can cause traffic accidents and even fatalities. Many serious trailer accidents can be traced back to a tire failure as the root cause. One of the most common reasons for tire failure is excessive heat buildup in the tire because the tire was improperly inflated. When trailer tires blow out at high speeds, the trailer can sway or fishtail, causing the driver to lose control of the vehicle/ trailer combination resulting in a serious crash. In less severe incidents like the case study outlined below, trailer tires can still wear out prematurely, resulting in more frequent tire replacement and greater expense for customers. A Case Study on Over Inflation Under-inflated tires are the most common cause of tire failure. Regarding under inflation, many, if not most, towers may not be aware that at 10 percent below the proper inflation level, tires run substantially hotter. Tire tread temperature must be factored, using the formula: ambient air temperature + roadway temperature divided by two. For example, on a 100-degree Fahrenheit day, the roadway temperature will be approximately 140 degrees F. So, 100 degrees F + 140 degrees F = 240 degrees F/ 2, which = 120 degrees F. The reason under-inflation is so dangerous is that a loaded tire that is only 10 percent underinflated will run 80 degrees F hotter than it would if the tire were properly inflated. This would cause the tire tread temperature to reach 200 degrees F. This is dangerously close to

the vulcanization temperature of the tire, which would be about 210 degrees F. However, TPMS systems keep towers informed so they can correct underinflation issues as well as over inflation issues. The hypothetical scenario below contains an analysis of numerous elements that may come into play with over-inflated tires. The Technology Committee would like to thank Dan Shavers and Joe Ostrowski of the Kenda Americana Technical Center for their assistance in developing this educational scenario and providing their tire inflation chart below. Hypothetical: The customer has a boat trailer with three axles and six tires, size 235/85x16F. Many of the tires were wearing excessively in the middle of the tire tread. This particular boat trailer gets hauled on long-distance trips. During these long trips, the boat is on the trailer for half of the trip, and the trailer is empty for the other half of the trip. Upon visual inspection, the trailer owner believes the tires look as though they may be wearing prematurely on the center of the tread, most likely due to over inflation. This individual is towing his/her trailer with the tires aired up to 110 PSI both when the trailer is loaded with the boat, and when the trailer is empty. The individual wants to know if the PSI should be lowered when the trailer is empty, and if so, what the correct PSI should be? To answer these questions, more information is required. For example, what is the shipping or curb weight of the trailer unloaded? (3,500 lbs.). What is the maximum gross vehicle weight rating (GVWR) of the trailer when the trailer is fully loaded? (22,000 lbs.). How many axles does the trailer have? (3). How many tires? (6). The Metric ST Tire Load Calculations Chart below provides a visual to illustrate this problem. Getting into the numbers, assume the make and model of the tire have been identified, and the max rated load for each tire is 3,960 lbs at 110 PSI. This is the inflation pressure required to carry the stated loaded trailer

weight, listed at 22,000 lbs. With 3,960 lbs x 6 tires = 23,760 lbs of overall tire capacity, this tire makeup is more than sufficient for a trailer that should never weigh over 22,000 lbs when fully loaded with the boat. At this loaded condition at 110 psi, each tire is carrying approximately 3,667 lbs (22,000 lbs / 6 tires = 3,667 lbs), assuming the load is evenly distributed among the six tires. At this condition, each tire would be loaded to approximately 93 percent of its max rated load capacity at 110 PSI, because 3,667 lbs / 3,960 lbs = 93 percent. However, when the trailer is unloaded, it only weighs roughly 3,500 lbs. That means each tire is carrying a mere 582 lbs (3,500 lbs / 6 tires = 582 lbs, if each of the six tires are equally loaded. This is only 15 percent of the tire’s maximum rated load capacity (582 lbs). At this lighter, unloaded condition and the same tire inflation pressure of 110 PSI, each tire would barely be in contact with the road. Although difficult to estimate, the actual surface area making contact with the road may be as small as the size of a half-dollar coin. The customer was correct, the heavy wear on the centerline of their tire is due to keeping the inflation pressure at 110 PSI even when the trailer is unloaded. The difference in the loaded (3,667 lbs) and unloaded (582 lbs) loads actually exerted on each tire would be considered unusually large compared to what is commonplace in the industry for the load each tire must bear in a trailer’s loaded versus unloaded condition. On a typical dual axle utility trailer with two 3,500 lbs axles for example, those two figures would be significantly closer together. Instead, in the example provided here, the load exerted on each tire fluctuates greatly between 15 percent and 93 percent of the tire’s maximum capacity during the unloaded and loaded conditions, respectively, when the inflation pressure remains at a constant 110 PSI. The most desirable solution recommended in an over-inflation scenario like this is for the owner to decrease the loaded tire pressure to 25 PSI to minimize this excessive centerline wear. This may also help keep the trailer from bouncing all over the

As you can see on the tire chart below, if the customer reduced the inflation pressure down to 25 PSI for each tire in the unloaded condition, each tire would only be loaded to approximately 32 percent of its maximum load-carrying capacity of 583 lbs. On the tire capacity chart, if these tires are inflated to 25 PSI, their load capacity would be 1,830 lbs. So, if the owner reduces the inflation pressure to 25 PSI, this adjustment would significantly assist in slowing down the rapid centerline wear on these tires. This is just one example showcasing how tire load capacities can change based on the air pressure in the tire. The main thing a customer can do in an over-inflation scenario to reduce centerline wear when the trailer is empty is to reduce the tire inflation pressure down to what the tire manufacturer suggests for the curb weight of the trailer. Tire manufacturers publish charts for reference that tell the towers how their tire load capacities change based on changes in the PSI of the tire. The principles in this scenario are universally applicable. All other criteria being equal, the issues presented would be similar no matter what company manufactured the tires or the trailer. The Potential Expenses of a Tire Blowout How expensive can one simple trailer tire blowout become? Depending on how the actual blowout occurs, including what trailer components are damaged, a tire blowout could easily cost up to $2,000 or $3,000 by the time the trailer is back on the road. Are these potential expenses enough to justify spending the extra money on an aftermarket tire pressure monitoring system (TPMS) or tire heat monitoring system (THMS)? Many feel this answer is an easy, “yes.” Some rough estimates of possible expenses a customer could incur due to a tire blowout while in transit include: •

The tire that blew out must be replaced ($200).

If the fender was damaged, it must be replaced ($200).

Body damage to the trailer ($300).

The lost time whether working in a commercial capacity or on a family vacation ($300 worth of lost time at, for example $100 per hour x 3 hours).

Tow bill ($250 wrecker fee).

Shop labor ($75).

Insurance claim for possible accident/collision (deductible, increase in premiums).

Fuel expenses could be anywhere from 2 percent to 7 percent higher per trip if the tires were underinflated prior to the blowout. Correcting the Issue

Once under inflation or over inflation problems have been identified, the next step is to examine the best way to get them corrected as soon as possible. Most new tow vehicle manufacturers offer TPMS as a feature from the factory for monitoring tire PSI on the tow vehicle. This makes it easy enough to see when a tire is getting low. Once detected, the tower knows to pull over, and either air up the tire or have the tire replaced if necessary. Regarding the trailer, some trailer manufacturers also offer TPMS as a feature from the factory, and there are several aftermarket systems available that trailer owners can have installed on their trailers so they can receive alerts and be made aware of underinflated or overinflated trailer tires, as well as their tow vehicle tires. Today, some of the typical components included with a TPMS or THMS are displays and valve stem cap sensors. Some systems can be paired with apps that allow the use of smartphones as display monitors. On the commercial side of the trailering business on large semi-trailers where air brakes are common, some systems can not only identify when the air pressure in a tire is low; they are also equipped to air up the underinflated tire as the combination drives down the road. The task is much easier when a source of compressed air is already available aboard the tow vehicle and trailer. However, products could eventually be available in light- and medium-duty trailering applications that similarly air up tires in electric, hydraulic, or electric/hydraulic brake configurations. Look for new developments in this area in the next few years. The NATM Technology Committee will also revisit this topic in upcoming meetings. All of these advancements provide the tower with more information which can be utilized to help the tower save money and make everyone safer on the road. Readying Your Trailer for Spring By Colin Holthaus, NATM Technical Director It’s time to get your trailer ready for warmer weather! After a long winter sitting unused, make sure your trailer is safe before you hit the road. Below are recommendations for readying your trailer for use. For more information about safe trailering and proper maintenance, visit www.TrailerSafetyWeek.com. Tires Check the tires on both the trailer and tow vehicle, looking for damage after long winter months. Make sure you inspect the tread for uneven wear. Verify that tire pressure is correct, and don’t forget the spare tire. Proper tire pressure affects vehicle handling and safety. You can find the correct tire pressure for your tow vehicle in the owner’s manual or on the tire information placard. Underinflation reduces the load-carrying capacity of your tow vehicle or trailer, may cause sway and control problems, and may result in overheating, causing blowouts or other tire failures. Overinflation causes premature tire wear and affects the handling characteristics of the tow vehicle or trailer. Lug Nuts Inspect all wheel lug nuts and make sure they are tightened to specifications. Undercarriage Inspect the springs, spring bushings, and hangers for wear and cracks. This kind of preventative maintenance can save your trailer from a dangerous and expensive breakdown on the road. Wiring and Lights Make sure connector-plug prongs and receptacles, light bulb sockets, wire splices, and ground connections are clean and shielded from moisture. Lightly coat all electrical terminal connections with nonconducting (dielectric), light, waterproof grease. Make sure all running lights, brake lights, turn signals, and hazard lights are working. Verify the wiring is connected correctly, not dragging on the road but loose enough to make turns without disconnecting or damaging the wires.

Chains Verify that you have two safety chains and inspect for wear or damage. When you hook to the towing vehicle, cross the chains, so if the hitch comes loose, the crossed chains will catch the hitch. Wheel Bearings Check your wheel bearings before returning your trailer to regular use and be sure to replace according to the trailer manufacturer’s recommendations. Have the bearings serviced, which requires a repack, new grease, a new bearing, and a new bearing race. Refer to your owner’s manual for maintenance information. Dust Caps Make sure dust caps are still in place and have not cracked or otherwise been destroyed. Replace if necessary. Brakes Verify the brakes on the tow vehicle and trailer are operating correctly. Regularly have the brakes on both the trailer and tow vehicle inspected. Be sure the necessary adjustments are made, and any damaged or worn parts are replaced. Check to see how much brake pad material remains. The start of the warmer months is a good time to replace them if they are getting close to the end of their life expectancy. Breakaway System Ensure the breakaway system lanyard is connected to the tow vehicle but not to the safety chains or ball mount. Hitch, Coupler, Draw Bar Make sure the hitch, coupler, draw bar, and other equipment that connect the trailer and the tow vehicle are properly secured and adjusted. Check the nuts, bolts, and other fasteners to ensure the hitch remains secured to the tow vehicle, and the coupler remains secured to the trailer. Lubricate the connection point if necessary, to permit free movement of the coupler to the hitch ball. Inspect the coupler ball socket to ensure it is not bent or dented. Any indentions could cause the ball not to seat properly, which can lead to detaching from the trailer.

If the trailer is loaded, check that all items are securely fastened on and in the trailer. Check load distribution to make sure the tow vehicle and trailer are properly balanced front to back and side to side in accordance with teh owner's manual specifications.

Give the trailer a once over visual inspection for cracked welds. Welds often break, especially when trailers are regularly subjected to heavy loads. Inspect carefully, as even hairline cracks can escalate quickly to much larger problems. Pay special attention to the stress points of the trailer when inspecting. In particular, check where the tongue attaches to the trailer and the points where the spring hangers are welded to the trailer frame.

Jacks and Accessories Be sure the trailer jack, tongue support, and any attached stabilizers are raised and locked in place. Put all jack stands up, and do not forget to bring the wheel chocks. Tow Vehicle Maintenance Tow vehicles have frequent maintenance requirements. Spring is a good time to change the oil in the engine and transmission, lubricate components, inspect brakes, inspect belts and hoses, top off fluids to their recommended levels, check the radiator and cooling system, inspect the battery, and check the air conditioning system. Tow Vehicle Mirrors Inspect tow vehicle mirrors for damage and cleanliness to make sure you have good visibility. Tow Vehicle Tools, PPE, and Accessories Make sure you have a jack and lug wrench secured in the tow vehicle that is the appropriate size for the tow vehicle and trailer lug nuts. Verify the jack you packed up is suitable for both the vehicle and trailer capacities. Pack work gloves, safety glasses, and a mat or blanket in case you need to complete maintenance procedures or change a tire. Make sure all the tools are functioning correctly before packing.

Ramps and Tailgate Make sure the ramps are secured to the trailer and whatever pin or locking device that holds the ramps in place is still in its proper location and functioning. Verify the tailgate is secure but still allows for free movement. Lubricate hinges and other components if necessary. Trailers with Dump Bodies and Hoists Check all fluid levels, hydraulic hoses, and the hoist unit. Clean and inspect the power unit for the hoist. Check electrical wires and battery corrosion for wear. Apply grease to hoist grease fittings, or zerks, as needed. Replace parts if necessary. Route Planning Plan ahead and determine your route by checking for restrictions, bridges, tunnels, and avoidable construction zones. Flooring, Body, Fenders, Cargo Securement Attachments, and General Trailer Structure Inspect trailer flooring for chips, cracks, and excessive wear. Make sure body panels and fenders are secure and in normal functioning order. Visually inspect the trailer structure to make sure nothing has rusted out or worn out during the harsh winter months. Replace or secure parts if necessary.

The third annual National Trailer Safety week will be June 7-13, 2020. As part of the Association’s mission to promote trailer safety and the success of the trailer manufacturing industry through education and advocacy, NATM created the safety week to close the gap of communication between trailer manufacturers and end-users of trailers to make towing safer. Trailer dealers, manufacturers, and suppliers across the nation are being called upon to participate in Trailer Safety Week online. End-users are vastly undereducated on the proper use of trailers, and it is crucial to utilize the connections that dealers, suppliers, and manufacturers have with consumers to broaden the reach of the Association’s efforts to disseminate vital how-to information regarding proper towing, loading, and maintenance to improve the safety of the nation’s roadways. NATM used feedback provided by dealers to develop resources and materials to be accessed by end-users focusing on several key areas such as: how to determine if their tow vehicle and trailer combination are correct for their haul, proper hitching, loading fundamentals, basic maintenance requirements and driving tips amongst other topics. In order to get safety information into the hands of trailer users, your help is needed. The Association wants to partner with trailer dealerships and trailer manufacturers to distribute resources and educate the public. NATM created a website dedicated solely to educating end-users about trailer safety, www.TrailerSafetyWeek.com, to offer consumers a compilation of easily accessible information. This resource focuses on hitching, loading, maintenance, cargo securement,

Trailer Safety Week Champions and Partnership Programs By Kendra Ansley, NATM Executive Director The mission of Trailer Safety Week (TSW) is to improve the safety of the nation’s roadways by raising trailer safety awareness through education of end-users, dealers, and manufacturers on safe trailering practices. Held the first week of June every year, Trailer Safety Week reaches over 60,000 individuals annually and is the first nationwide traffic safety initiative aimed at addressing safe towing practices for light- and medium-duty trailers. NATM has developed content and resources in furtherance of this mission, all available through www.TrailerSafteyWeek.com. Heading into the third annual Trailer Safety Week June 7-13, 2020, NATM is excited to announce new opportunities for engagement from industry members and peer organizations. For the awareness campaign to expand its reach and effectively improve roadway safety, Trailer Safety Week depends on extraordinary supporters who go above and beyond to reach their industry contacts and end-users. Further, to continue expanding the educational resources available to end-users, NATM is looking to partner with experts and other key stakeholders in towing and traffic safety. NATM published the 2019 NATM Annual Report and it is available online for members to review at www.NATM.com. The Association is happy to report that NATM had another extraordinary year. The report outlines NATM’s efforts to develop the industry’s workforce, advocate for change on a national level, unify the industry, and enhance membership benefits. NATM works to ensure the financial stability of the Association, which was successful. Revenue exceeded 2018 by five percent, and expenses increased fractionally at just 0.27% over the previous year. Additionally, the Association cut 26% in compliance program-related travel costs.

The Association continued to increase educational programming in 2019, with its first-ever Workforce Development Webinar Series that provided members with tools and resources to respond to the skilled workforce shortage across the nation. The series took place online over the course of one week, and topics included retention strategies, workplace culture, productivity, and local resource utilization. The Coffee & Conversation: Let’s Talk About Trade was held on Aug. 27 in Elkhart, Ind. The event featured Rep. Jackie Walorski (IN-2) who represents the RV Capital of the world: Elkhart, Ind., her Chief of Staff Mike Dankler and trade expert Stacy Ettinger of K&L Gates. The event provided an in-depth look at the current

Tariff issues continued throughout 2019, and NATM communicated with elected officials and federal agencies to discuss the challenges that have arisen and opportunities for relief and support. NATM submitted comments where possible and provided members with information to submit their own comments and instructed members on how best to request relief via the tariff exclusion processes. NATM Members spoke with legislators in person about the impacts tariffs have had on the industry during the 2019 Regulatory Roundup & Capitol Hill event in Washington, D.C. It was a record year for attendance featuring 48 registered attendees and meetings with the offices of 44 legislators. NATM Members discussed key issues affecting the light- and medium-duty trailer industry, such as the skilled labor shortage, tariffs, and the need to pass a fully-funded infrastructure bill. By Colin Holthaus, NATM Technical Director Title 49 CFR Sec. 567.4 provides the “Requirements for Manufacturers of Motor Vehicles.” Subsection (d), applicable to trailer VIN label placement location, states, “The label for trailers shall be affixed to a location on the forward half of the left side, such that it is easily readable from outside the vehicle without moving any part of the vehicle.” The wording can be found in the full length of the regulation, Section 567.4 at www.ecfr.gov.

Due to some uncertainty as to the interpretation of the regulation above, as of July 2019, the NATM Board of Directors and legal counsel determined for the purpose of the NATM Compliance Verification Program (CVP), VIN labels installed on the front driver-side of a trailer or on the inner frame rail of the front driver-side of a trailer are compliant VIN label mounting locations, satisfying Section 567.4(d). The wording “forward half of the left side” requires that VIN labels be placed to the left of the vehicle centerline. For clarity, the industry standard for the left side of the vehicle and trailer while connected is the driverside and the right side of the vehicle and trailer while connected is the passenger-side. See the image to the left of a tow vehicle and trailer for reference. This recent determination meets the intent of keeping the VIN label on the front left side of the trailer, otherwise known as driver-side, but also ensures that the VIN label is visible and easily readable from outside the vehicle without moving any part of the vehicle. NATM Members should be advised of this checklist change, especially during the next two-year cycle of NATM Compliance Verification Program consultations. Now and moving forward, any VIN labels located on the right side or passenger-side of a trailer will be marked as non-compliant by the NATM Compliance Consultant. Emergency Eyewash Station Requirements Submitted by Trailer Makers Insurance While the use of primary eye protection is already required in your workplace, accidents can still happen. It takes only one splash from a corrosive or caustic chemical and a lack of an adequate emergency response system to cause permanent blindness. The cost of adhering to the Occupational Safety and Health Administration’s (OSHA) emergency eyewash regulations is far less than the potential cost of losing an employee and paying workers’ compensation benefits for years.

OSHA’s Standard According to OSHA, any workplace where employees’ eyes could be exposed to harmful corrosive or caustic material is required to have suitable facilities for quick-drenching or flushing of the eyes. The standard specifies that these facilities must be within the work area and available for immediate emergency use. This applies to all businesses that fit the criteria regardless of size and number of employees. A good way to determine whether you need to have an eyewash station at your facility is by examining the first aid information on all chemicals your employees work with, which can be found either on the label or the Safety Data Sheet (SDS). If these instructions indicate that exposure of the substance to the

Emergency Eyewash Station Requirements

eyes would require 15 minutes or more of flushing, you need an eyewash station. There is no OSHA threshold for the quantity of corrosive material that triggers the requirement of an eyewash station—rather, the determining factor is the possible exposure of an employee to injury.

Employees must be appropriately trained in not only the location of the eyewash, but on its proper use. It is not enough to simply install the equipment, as employees may not know how or when to use it when an emergency actually arises.

However, beyond requiring “suitable facilities,” this standard is rather vague. Thus, the American National Standards Institute (ANSI) has publicized an emergency eyewash standard that further outlines what kinds of facilities are considered OSHAcompliant. OSHA specifically emphasizes that any equipment in compliance with ANSI requirements would meet the intent of the OSHA standard.

Perform regular maintenance on eyewash equipment. For compliance with the standard, it should be inspected at least annually and also activated weekly to ensure proper operation.

Eyewash Station Regulations The following is a list of stipulations and requirements outlined by ANSI standard Z385.1, which is intended as a guideline for proper design, installation, use, and maintenance of eyewash equipment. •

Eyewash stations must be within a 10-second walk of wherever the hazard is, and cannot be up or downstairs. This means that depending on the size of your facility and the number of hazards, you might need more than one eyewash station.

If employees are working with exceptionally strong or dangerous materials where the consequences of a spill would be particularly harmful, the eyewash station should be installed immediately adjacent to the hazard.

An injured person must be able to turn on and start the eyewash’s water flow in no more than one second.

The device must be able to be operated hands-free if necessary, so the injured person can use it while also holding his or her eye(s) open.

Eyewash must deliver a continuous flow at a rate of 0.4 gallons per minute for a minimum of 15 minutes.

The water temperature delivered by the eyewash should be “tepid,” or in other words, lukewarm. However, investigate the types of chemicals employees are working with and identify any that may have an accelerated reaction with warm water. In that case, consult a medical professional about the optimal temperature of the eyewash station.

Plumbed Eyewash Stations Both portable and plumbed eyewash stations are acceptable to satisfy the OSHA standard. The only type of eyewash that is not adequate is a wall-mounted plastic eye flushing bottle, as it does not supply a 15-minute, continuous water flow. Though plumbed eyewashes are acceptable, they require a bit more care to ensure they serve their function in the event of an emergency. They do have advantages, such as the unlimited water supply, durability, and ability to also include an emergency shower in the case of full-body chemical exposure. However, if they are not properly maintained, they could do more harm than good. Since tap water is the source, failure to properly maintain these types of stations could cause buildup from pipes or standing water to be the rinsing agent. This could present a dangerous situation when working with highly reactive and volatile substances. Because of these dangers, it is not enough to simply have an eyewash station on site. It is important—and vital to your employees’ health—to clean the bowl and nozzles regularly, check the water pressure and run the water weekly to prevent pipe buildup. It is also a good idea to keep copies of these cleaning records to assure an OSHA inspector of your good faith efforts to comply. When a safety standard is vague—like the emergency eyewash standard, it is in your company’s best interest to do everything reasonably possible to guarantee compliance. Trailer Warranty Policies

Trailer Warranty Policies by Colin Holthaus, NATM Technical Director NATM tracks all complaints regarding the Association and its members. The sources of these complaints include customers, members, non-members, and numerous other parties. Per NATM’s Strategic Plan and internal quality program, NATM staff members regularly identify the most frequent complaints received and create a plan of action to address the issues. One such frequent complaint is fixing problems that arise under the customer’s trailer warranty policy. Warranty policies vary in their terms and coverage. Some trailer manufacturers require customers to bring the trailer to their headquarters to make warranty repairs. Other manufacturers utilize their nearest branch location to assist customers with warranty repairs in a timely fashion. In other cases, shipping parts directly to the customer may rectify the warranty claim. Some manufacturers have even gone so far as to allow unaffiliated repair shops to make the repairs and have reimbursed customers. NATM has received many complaints that manufacturers' warranty policies only provide warranty claim repairs at the manufacturer’s headquarters. With trailers being sold in a global market, many consumers have noted they reside or have purchased their trailers hundreds, if not thousands, of miles from the trailer manufacturer’s headquarters. These customers note that the cost of transporting their trailer to the manufacturer is both cost and time prohibitive. Further, many of these individuals use the affected trailer for their businesses, and the loss of income during travel is not desirable. These customer complaints fall outside the scope of NATM’s Compliance Verification Program. However, in an effort to help NATM members understand customer needs and assist in attracting and retaining satisfied consumers, NATM asks that manufacturers consider alternative options for addressing similar warranty concerns. In the interest of promoting trailer safety and customer satisfaction in an increasingly global marketplace, manufacturers may find it beneficial to revisit their warranty policies with their business managers and legal counsel.

As the industry continues to face a shortage of skilled labor, training new welders has become an increasing necessity for companies. For welding operations focused on TIG welding, training is a greater challenge since the process is considered to be the most difficult to learn. Some key best practices and new technologies, however, can help. Along with teaching new welders how to TIG weld, it’s also critical to instill a solid knowledge about welding safety. From the use of proper personal protection equipment (PPE) to ensuring a safe, clean work environment, new welders must understand how to safeguard themselves and others while welding.

TIG Welding Tips and Technologies In some cases, the welders learning TIG welding may already have experience in another process such as MIG or stick welding. This experience can expedite the TIG welding learning curve, since the welders will have an understanding of welding fundamentals, such as gun or torch angles and travel speeds. Further establishing these skills, along with reliable hand-eye coordination, is critical to TIG welding success. For those entirely new to TIG welding, patience and practice are of utmost importance. In both cases, starting slow is a good first step. Trainers should consider having new welders start by working on a simple www.NATM.com

operation. Tacking small pieces together can give welders a feel for holding the TIG torch, as can creating autogenous welds — joining two pieces of metal together without the addition of a filler metal. Autogenous welding provides a sense of how to control heat input, establish appropriate travel speeds and read the weld pool, while also encouraging good hand-eye coordination. As a next step, welders can try welding an inch or two at a time with a filler rod on a flat plate before attempting an actual joint. As welders gain more confidence and start to weld on joints, they should consider these tips:

3. After practicing autogenous welds, take the next step in TIG welding by adding filler metal. Hold the rod so it rests horizontally at approximately a 15-degree angle to the workpiece. Gently but quickly dab the filler metal in the weld pool after heating up the base material, and keep a consistent travel speed. 4. Keep practicing! Remember, not only are new TIG welders learning how to hold the proper torch angle and manage the filler rod, but they are also learning to control the current level during the process.

TIG Welding Safety In addition to training new welders on TIG welding techniques, it is absolutely necessary to teach them about welding safety. Using quality PPE and employing safe welding practices must be a top priority. Welding PPE includes, but is not limited to, eye, face, hand and body protection. In addition, welders should understand the importance of having a clean welding environment. It should be evaluated to ensure appropriate ventilation and respiratory protection.

A welding helmet is one of the essential pieces of PPE for any welder. The welding helmet provides vital protection from infrared and UV light while still allowing the welder to see the arc clearly enough to create a quality weld. Safety and compliance are foundational features of any helmet. In the United States, welding helmets need to meet ANSI standards. Specific to TIG welding, welders should be certain their helmet darkens to the recommended ANSIZ49.1:2012 shade guide of 10–14, pending the arc amperes output. With low amperage TIG welding, welders may consider selecting a helmet that offers optic enhancement to gain a better view of the weld puddle. Train new TIG welders to always wear safety glasses under the welding helmet. Welding jackets, gloves and apparel can be found in every welding facility, but not all products are created equal. It is important to select protective welding apparel made of materials that will perform best according to the specific application. This apparel should be rated and meet the appropriate OSHA/ANSI and NFPA standards. TIG welders may want to consider a lighterweight jacket, because they will not be subjected to as intense heat as with other processes, and the lighter material will allow greater dexterity. It is also critical that the apparel is comfortable. Apparel that is too big or small can decrease performance and increase the risk of injury. As with any welding process, making sure new TIG welders know that wearing the best protection for the application is critical. It not only helps reduce injuries and downtime, but it also helps ensure optimal performance. If the protection is comfortable, has a good fit and provides the necessary protection, the welders will keep it on — increasing productivity and compliance. Other Considerations Companies may continue to face a welder shortage for some time. In addition to providing new welders with hands-on TIG welding training, offer other resources to build their skills. Many equipment manufacturers have valuable training manuals and tutorials on their websites, as well as safety information. These materials can help new welders gain additional knowledge to put to work as they are learning the TIG welding process.

Understanding MCOs and Labels on Trailers By Colin Holthaus, NATM Technical Director NATM regularly receives questions regarding VIN labels, tire placards and Manufacturer’s Certificate of Origin (MCOs) or Manufacturer Statement of Origin (MSOs). Labels on trailers play an important role in communicating crucial information from the trailer manufacturer to the end-user, such as flagging a hazard or explaining how to appropriately use the equipment. These placards supply the end-user with information that is often too important to risk losing, such as cargo capacity or VIN information, hence the federal requirements of their application. Manufacturer’s Certificate of Origin (MCO) A Manufacturer’s Certificate of Origin (MCO) or Manufacturer Statement of Origin (MSO) is similar to a Certificate of Title issued by the local DMV. The trailer manufacturer issues an MCO to the original purchasing dealer. The dealer then endorses it to the new vehicle owner who submits it to the local DMV upon vehicle registration. Sometimes the dealer will handle this

transaction. The local DMV then issues a Certificate of Title or a similar ownership document to the new vehicle purchaser. The MCO is provided to the customer when they purchase the trailer. The MCO must be on banknote paper and must accompany each trailer sold. The image below is an example of an MCO that has been properly filled out with all of the required criteria. One of the items that is of great importance listed on the MCO is the shipping weight of the trailer. The shipping weight of the trailer listed on the MCO, plus the trailer’s cargo capacity listed on the tire placard should never exceed the gross vehicle weight rating (GVWR) of the trailer that can be found on the VIN placard. For example, a trailer with a GVWR of 7,000 lbs that has a shipping weight of 4,500 lbs, should never have cargo loaded on it that exceeds 2,500 lbs, because 4,500 lbs plus 2,500 lbs equal 7,000 lbs. The max GVWR of the trailer is listed as 7,000 lbs. and anything making the trailer weigh over 7,000 lbs overloads the trailer. VIN Placards A vehicle identification number (VIN) is the identifying code for each specific vehicle and is permanently attached to the trailer. The VIN placards must feature the 17-digit VIN number assigned to the trailer, and the label must be riveted or permanently affixed in such a manner that it cannot be removed without destroying or defacing it. The VIN placard shall be affixed to a location on the forward half of the left side (roadside) such that it is easily readable from outside the trailer without moving any part of it. The label must contain the name of the manufacturer, the month and year the trailer was manufactured, the gross vehicle weight rating (GVWR) of the trailer, the gross axle weight rating (GAWR) of the axle(s), the correct tire information including the tire size, load rating, and tire inflation pressures. The VIN placard must also contain accurate rim information, including rim size, width, configuration, the vehicle compliance conformity statement, the 17-digit VIN, and the vehicle type classification. The appropriate compliance statement must also be included on the VIN placard, whether it be for the U.S., Canada, or both countries. It must also describe the vehicle type as either trailer or tra/rem. All of the measurements on the VIN placard must be listed in metric first and Imperial second, but it is acceptable to list only metric values. Finally, the items on the VIN placard must be listed in the correct order, as illustrated in the sample below. For example, the vehicle compliance conformity statement should not be included at the top of the VIN placard. Instead, it should be inserted near the

bottom of the VIN placard with only the VIN number itself and the vehicle type listed following it. Tire Placard

Tire placards contain information on tires and load limits and must be applied on the front roadside of the trailer, next to the VIN label on all trailers with a GVWR of 10,000 lbs or less. As illustrated in the tire placard example below, the tire placard must be completed with the correct information for the tires mounted on the trailer. To paraphrase 49 CFR 571.110, the National Highway Traffic Safety Administration regulation requires all trailer manufacturers attach a permanent tire safety information label or placard (tire placard) next to the VIN placard (label) on every trailer with a GVWR of 10,000 lbs or less. This placard must list information about tire size and pressure, and also include the statement, “The weight of the cargo should never exceed XXX kilograms or XXX lbs.” Warning Labels Warning labels on trailers are critical because they are the final opportunity for the trailer manufacturer to communicate with the end-user. The labels convey information about the potential hazards associated with operating the trailer to avoid a preventable accident resulting in serious injury and/or property damage. NATM developed a series of generic warning labels for light- and medium-duty trailers with the valuable assistance of Weinstein Associates. NATM has copyrighted its labels but has agreed
