The City of South Fulton is growing stronger by the day. As your City Council Representative, I am committed to the health and well-beingofallresidents.
While representing District 6, I promise to be professional, and focusedontheworkforthepeopleofthiscity.FromCOVIDrelated issues to crime prevention and economic development, it is our hope that you love the place you live and work. We are working diligently to beautifying the corridor and bring new business to you.

Anordinanceisgenerallyusedtodesignatealocallawof a municipality, duly enacted by the proper authorities that prescribe general, uniform, and permanent rules of conduct, relating to the corporate affairs of the municipality[i]. Anordinance,alocallaw,oraregulation enacted by a city council or other similar body under powersdelegatedtoitbythestateislegislativeinnature byitsowndefinition[ii].
A local ordinance is a municipal legislative enactment. An ordinance passed in pursuance of express legislative authorityisalawandhasthesameeffectasalocallaw, and it may prevail over a general law upon the same subject[iii]. Therefore, an ordinance is equal to a municipal statute and it governs matters not already coveredbyfederalorstatelaw. https://municipal.uslegal.com
The City hereby appoints Ms. Quinn Bartlett to a four (4) year term to the South Fulton Development Authority (“SFDA”). The Development Authority may issue revenue bonds for any project that serves the essential public purpose of development of trade, commerce, industry and employment opportunitieswithintheCityofSouthFulton.
City of South Fulton residents or business owners who wishes to address the Mayor and City Council and offer public comment on any item on the agenda and may do so during the Public Comment period of the meeting. Each speaker must complete and submit a Request to Speak form in its entirety prior to the beginning of the meeting. Comments shall be limited to two (2) minutes per speaker. (Amended Res2023-024)

The City Council hereby elects District 5 Councilmember Corey A. Reeves to serve as Mayor Pro Tempore of the City. The term of the Mayor Pro Tempore appointed hereunder shall begin the effective date of this Resolution and shall extend through the first regular meetingoftheCityCouncilin2022.
The City Council desires to have the remaining city departments (the Parks and Recreation and Procurement departments recently undergone an operational audit) be evaluated and undergo the same level of operational audit to improve government accountabilityandefficiencyandthestewardshipofmanagement. The City wishes to celebrate the incorporation of the incorparation of the City of South Fulton on its foundingdateofMay1,2017.
The City wishes to celebrate Juneteenth and the heritage of its African-American residents, a majority ofwhicharedescendantsofAfricanslaves.
A charter commission is hereby created to review the City’s experience and recommend to the General Assembly any changes to the City Charter. Members of the charter commissionshall be appointed as follows: one by the mayor, one bythecitycouncil,andonebyeachmemberoftheGeorgiaHouse ofRepresentativesandSenatewhosedistrictlieswholly orpatially withinthecorporateboundariesoftheCityofSouthFulton.
The City Manager should create an action plan, including costs, funding and timelines for the procurement, testing, deployment and installation of the park cameras so that Council may have a betterdeterminationastofinancialimpactand/orfundingsource forthisproject.
The South Fulton Professional Firefighters IAFF Local 3920 (“Union” or Local 3920) through its duly recognized representative notified theCityofitsdesiretobeginthecollectivebargainingprocess.The City’s representatives and the Union representatives met and negotiated in good faith to address the Union’s desire to collectively bargain wages, rates of pay, hours, and other conditionsofemployment.

The City Council wished to revise provisions applicable to the regulation of abandoned shopping carts by reducing the amount oftimetoremoveabandonedshoppingcartsfrom72hoursto24 hours.Ifthecityhastoremovethecarts,theywillbeimmediately disposedofandthebusinessfinedarecoveryfee.
The City of South Fulton is committed to providing a safe and respectful working environment that is free from workplace bullying/abusiveconduct,andharrassment.TheCityprohibitsand will not tolerate any form of workplace bullying and/or harrassment by and against City employees, supervisors, managers, applicants for employment, and others in the workplace.
The fire chief, or the chief’s designee, is authorized to administer the oath of office to all firefighters of all ranks employed by the City of South Fulton. When taken, the officer shall sign the official oath and copies thereof shall be filed with the City Clerk and the personnel recordsoftheofficersosworn.
Work sessions provide the opportunity for city council to focus on long-term decisions rather than the day-to-day management issues that confront the city. Work sessions can help make regular sessions more productive and shorter and can be used for goal-setting, budget review, staff briefings or to provide opportunities for council/boardmemberstostudydifficultissues,clarifyproblems,and gatherandanalyzeinformation.
It shall be unlawful for any person within the city to draw from his pocket or other place of concealment, in an excited or boisterous manner or in any manner calculated to cause abreachofthepeace,anypistolorweaponof any kind, or to flourish the same in like manner or to draw such weapon with threats of using the same on any person; provided, this section shallnotapplytopersonsactinginajustifiable self-defense.
The Ethics Panel List shall consist of nine (9) members, with one appointment by the Mayor and one by each member of City Council; and one appointment by Chief Judge of the City of South Fulton Municipal Court The Ethics Panel shall be constituted for the sole purposeofconsiderngasingleethicscomplaintandmustorganizeand operateinaccordancewiththeCityCharterSection6-.5.
There is hereby created a financial administrative unit of the City to be known as Office of Internal Audit. The head of this unit shall be designated as the Internal Auditor (Director). The Director shall be independent of the other departments of the City and shall only be directed accountable to the public and the City Council for work performed.

The job responsibilities of the Director shall be to provide leadership for external media government, and public relations components of the CIty, manage media relations and public relations for the City, and managecitywidespecialprojects,toinclude,butnotlimitedto,jobfairs, stateofthecityaddress,feedingthecityholidayevents,etc.
ThepositionofSpecialProjectsManagerwithintheCityManager’soffice shall be transferred to the Department of Public Affairs and Special Projects.
Consumption on the premises licenses shall engage in the sale of alcoholic beverages only between the following hours and days of the week: Monday through Saturday between the hours of 9:00 a.m. and 3:00 a.m. of the following day. Sunday between the hours of 11:00 a.m. and 3:00 a.m. on Monday in eating establishments or in any licensed esablishment that derives 50 percent of its total annual gross income fromrentalroomsforovernightlodging.

The city manager shall be authorized, in addition to the mayor, to sign all lawful contracts approved by the city to the extent allowed by law.
