DRC formalisation finally happening Marshallino Beukes

The Swakopmund Municipality has announced at a media briefing on Thursday that the construction of formal housing at the Democratic Resettlement Community (DRC) informal settlement will begin in January 2014.

“The time we have all been waiting for has arrived”, was the opening remark of Swakopmund Mayor, Juuso Kambueshe, at the official launch of the DRC formalisation Project. According to Mayor Kambueshe the dream where shacks no longer existed in the DRC was becoming a reality with more than 12 000 houses to be built in the next 24 months. Kambueshe explained that the recently launched National Mass Housing Project would speed up the DRC's formalisation process and indicated that the construction of houses was a confirmation of the council's

agenda to prioritise the needs of the town's residents. He noted that the Swakopmund municipality pledged in 2011 to put the formalisation of the informal settlement on top of their agenda and that this was proof that they were serious. The N$26.5 million contract was awarded to Strydo Construction CC, with Windhoek Consulting Services acting as their consultants. The Mayor also remarked that the project will only commence from middle January 2014, because the festive season is at hand. This 1st phase of the See page 2

Ms Uilika Nambahu was re-elected as Walvis Bay Mayor last week Thursday and in her acceptance speech has re-affirmed her commitment to addressing unemployment by concentrating on jobcreation projects for the previously disadvantaged community. Ms Nambahu was re-elected on Thursday at a special council meeting with Mr Benson Uakumba retaining his position as Deputy Mayor and Mr Immanuel Wilfred was reelected as Chairman of the Management Committee. She expressed her appreciation and gratitude to her fellow councillors for entrusting her yet again with the portfolio of Mayor. formalisation is expected to be finalised by November 2014 and includes the setting up of bulk services for sewerage, as well as water. The construction of a sewerage station also forms part of it. During this phase residents of the DRC will not be relocated. Mayor Kambueshe also noted that he and the town's Chief Executive Officer, Mr Eckart Demasius, attended the launching of the National Mass Housing project in Windhoek and said that ±1 000 houses will be constructed in Swakopmund during the next twelve months, as part of this Project. He urged the town's residents, who do not own their own houses yet, to come forward and register at the municipality, because the authorities need data of the amount of residents in need of housing.

The reaction of the DRC residents to the Mayor's announcement has been favourable. They said that the project is long overdue and will give them some dignity and security upon completion as community members would no longer need to use the desert as a toilet or drink unhygienic water once the project was realised. The formalisation process of the DRC has led to unrest as residents held several demonstrations against the municipality to demand services like water and electricity. Residents also feared that they might be evicted and moved to an area behind the rubbish dump site. The mayor and Erongo Governor, Cleophas Mutjavikua dismissed the rumours as unfounded.

She also con-demned criminal activities in the town and called for urgent attention to redress the situation. Mayor Nambahu also noted that critical issues which require the Council's utmost attention and action are high costs of doing business,

low quality or skills shortages which results in a mismatch between the supply and demand for skilled labour, inadequate access to finance limiting the establishment of Small and Medium Enterprises, low productivity and the wastage of resources and time, and threats associated with climate change. Councillors Derek Klazen, Paulus Kauhondamwa and Johanna Markus also retained their positions as members of the Management Committee with Mr Tony Raw as an alternate member. Messrs Kaino Andre, Gibson Goseb and Joseph Shikongo are ordinary members. The Town Council has ten councillors of whom eight are from the SWAPO Party and one each from the UDF and RDP.

New railway station planned Major moves are underway to upgrade the railway line at the coast and to relocate the Swakopmund railway station to the outskirts of town. If the existing plans give any clear indication, the residents of Swakopmund will soon have a new railway station on the northeastern edge of town. At its final meeting for 2013, the Swakopmund Town Council resolved to donate the land needed by TransNamib for “the purpose of relocating the railway station and providing new siding, including rails for shunting operations…” As the size of the land required has not yet been established, Council at its monthly meeting on 28 November, instructed the Engineering Services Department “to determine the relevant portion of Portion B of the Swakopmund Town and Townlands No 41 that would be required for the establishment of a railway line and railway siding.” The remainder of Portion B, the exact size of which has yet to be determined, will be donated to TransNamib. The area in question lies to the west of the back road that runs to Henties Bay. Instead of running into town the new railway line bends in northerly direction, runs past the proposed new salt works and ends near the northern reaches of the DRC. The existing map indicates some overlap between the proposed area on which the new railway line will be built and the makeshift homes of the DRC residents. The new station will be located on the eastern edge of the DRC, to the north of

the Swakopmund airport and runway. The area is currently zoned as 'parastatal', but as the meaning is not clearly defined in the Town Planning Scheme, the new erf will be rezoned as 'authority', referring to areas demarcated for governmental institutions. Council had already resolved in May that “in future land will be donated to parastatals as new townships develop and that parastatals be required to provide the equivalent value as social responsibility.” Council thus proposed that instead of charging for the commercial value of the land, to donate the land to TransNamib, who will then be expected to contribute to the town in terms of “social responsibility”, equal to the value of the erf donated to Trans-Namib, at a rate of N$20/ square metre

(m²). As it is not yet clear what precisely is meant by “social responsibility”, it was also resolved that “a submission be tabled to Council in 2014 to determine what Council considers within the scope of 'social responsibility' together with the relevant guidelines and rules…” The probable market value of the land to be allocated to TransNamib had been assessed at N$20 per m² for unserviced land (N$80/ m² once serviced) although the precise size has not yet been determined. If they require more land TransNamib will have to submit such application for approval, Council noted. If any more land is needed by TransNamib it will be sold at a rate of N$20/m². The proposed new site for the Salt Company's salt works will be situated immediately behind the new station, just to the east of the

ever-expanding DRC. The area is zoned 'general industrial' and serviced land was valued at N$80/m²; unserviced N$40/m². The proposed design of the railway and new station shows that a new access road will link the station and salt works to the back road that runs to Henties Bay. The internal and external services must be completed within 24 months of signing the deed of sale, and Council resolved last week that TransNamib should however first submit its layout plans, indicating civil service infrastructure, building plans, as well as “service demand” prior to installing the services. Council also noted in its resolution that should TransNamib no longer need the land for its operations, it must be “retransferred to Council” and “must be offered to Council at the original purchase price…”

Thirty-four dead in plain crash The burned-out remains of an Embraer 190, operated by Mozambican Airlines, were located on Saturday in rural northeastern Namibia. None of the 28 passengers and six crew members had survived the accident which was en route from Mozambique to Angola when it crashed on Friday. The charred bodies and other human remains of the 34 deceased, including a sixmember crew of the Mozambican aeroplane were airlifted to Windhoek on Sunday. The plane apparently crashed over inhospitable bush in northeastern Namibia. Namibian police rescuers rushed to the Bwabwata National Park after authorities in neighbouring Botswana informed them of what appeared to be a crash in the area. The Namibian Aircraft Accident Response team recovered the Flight Data Recorder, also known as the black box and

the Emergency Locator Transmitter on Saturday. According to reports the aeroplane was flying at 38 000 feet when it suddenly started descending coming down at 5 000 feet per minute. According to Willie Bampton, a regional police coordinator in the Kavango region involved in the search, Botswana officials informed their Namibian counterparts that they saw smoke in the air and they thought the crash happened in their country, but when they came to the border they realised that it was in Namibia, “The Mozambican government announced that it will declare a period of national mourning for the victims. Mozambican authorities will set up a commission of enquiry to work with Namibian authorities on Friday's crash and expect to make its preliminary

results public within 30 days. The Brazilian aircraft manufacturer Embraer announced that it would send experts to assist investigators and that a team of technicians were preparing to go to the scene of the accident. Namibia's Safety and Security Minister Immanuel Ngatjizeko described the Mozambican airplane crash as disastrous and a major loss to Africa. The minister commended the swift response by the Namibian Police adding that they worked tirelessly in searching for the plane until it was discovered. The accident is the deadliest for Mozambique since a plane carrying then-president Samora Machel crashed in 1986 in South Africa en route home from an African leaders' summit.

New N$1.5 billion desalination Jade McClune plant in pipeline The Undersecretary in the Ministry of Water, Agriculture and Forestry, Mr Abraham Nehemia confirmed recently that in view of the impending water crisis at the coast, government now intends to urgently construct a new desalination plant at Mile 6. The new plant is expected to be able to produce 20 million cubic metres (m³) of clean water per year and the construction phase, which is scheduled to start in 2014, would cost an estimated N$1.5 billion, he said, noting that the ministry is currently considering three bids from private contractors for the construction of the new desalination plant and that the successful bidder will be announced in due course. A sustained water shortage could also bring into jeopardy several ambitious construction projects along the coast, including the mass housing programme. Namwater's license to extract water from the Omaruru Delta (Omdel) expired in October and under the terms of the new permit it may not extract more than 4.5 million m³. The coastal towns of Swakopmund, Walvis Bay and Henties Bay currently require at least 4.5 million m³ of freshwater per year. In previous years NamWater extracted between 9 and 10 million m³ of potable water from the Omdel aquifer every year and 6 million m³ from the Kuiseb River to supply the towns and mines, but the Omdel aquifer is nearly depleted. The water level in the aquifer has steadily declined over the past few years due to a lack of inflow; last year 9 million m³ of water were recorded in the aquifer, but this dropped to 4 million m³ this year. The Namib Times reported last week that the water supplied by Areva's desalination plant near Swakopmund may not be sufficient to meet the require-

ments of the largest uranium mines in the region: Rio Tinto's Rössing mine, Swakop Uranium's new Husab mine, as well as the Langer Heinrich mine, owned and operated by Paladin Energy. Mr Penda Kiiayala, the General Manager for External Relations at Rössing Uranium confirmed that, “It has been communicated to Rössing that the abstraction permit from the aquifer source has been substantially reduced, which has created the need for Rössing to move to desalinated water consumption… Rössing has signed an interim off-take agreement in November 2013 with NamWater, the country's bulk water supplier, for its full water requirement to be sourced from a desalinated water source, as an interim solution until a permanent desalination solution is found.” Rössing mine consumed 3.10 million m³ of fresh water in 2012. Mr Kiiyalaalso noted that “NamWater has storage capacity in several locations to alleviate the impact of water interruptions. A sustained interruption to water supply will cause disruption to mining production to the extent that it will lead to a complete halt in production eventually.” Areva also recently signed an agreement to supply the Husab uranium project with around 166,000 m³ of water per month, amounting to close on 2 million m³ per year, but Managing Director of Areva Namibia, Mr Hilifa Mbako said last month that they were still waiting on Namwater for the final distribution agreement for the pro-

vision of desalinated water to the uranium mines. It is said that Areva's plant can generate around 20 million m³ of clean water per year. Mr Mbako earlier confirmed to the press that his company signed the first agreement with NamWater to supply 10 million m³ to the three uranium mines in midAugust, as a step towards a medium-term agreement, but by last week the parties had apparently not yet reached a final agreement. The process is presumably complicated by the issue of pricing. Areva had originally intended to supply its own mine with desalinated water, but its Trekkopje project ground to a halt earlier this year, as uranium prices slumped so low that it rendered new operations largely unsustainable. Mr Mbako said last month that “Areva and Namwater are currently at an advanced stage of finalising agreements for the supply of bulk desalinated water to the uranium mines in the Erongo region. We are ready to start providing the water at an agreed price.” Despite an earlier commitment to provide answers, the Ministry of Water also did not respond to several telephonic and written requests for information on the status of the agreement. Despite numerous attempts to get feedback on the issue from Namwater's spokespersons, the company did not reply to any emails, phone calls, or text messages over the past week.

On Saturday afternoon a car crash occurred in Nangolo Mbumba Avenue at the corner of Walvis Bay Private High School, after the driver of a Suzuki Vitara skipped a red traffic light.

Negotiations between the Fisheries Observers Agency and the Namibian Public Workers Union (NAPWU) finally came to an end when they signed an agreement at the Fisheries Observers Agency (FAO) offices in Walvis Bay on Friday afternoon. The FOA had a mass demonstration on Wednesday, 30 October 2013 to hand a petition pertaining all their grievances to management. Grievances included salary increases, housing subsidy and discomfort allowance, a salary structure and the board's office term that expired. The two parties agreed that the implementation of the agreement will be over a period of one financial year, namely 2013/2014. Employees will receive a 7% salary increment and all employees who re-

cently joined the Agency will receive their increments, backdated from the date of employment. Housing allowance henceforth will be called rental allowance and shall remain at 20% for all employees who do not have an existing bond. Home ownership allowance is introduced for all employees that own houses. The two parties also agreed to increase the danger allowance to N$130 for every day spent at sea. A discomfort allowance shall be paid for every day spent at sea

on board vessels identified by the discomfort committee and shall be 30% of the applicable danger allowance rate. The employer's contribution to the pension fund shall increase with 4% to 16%. Concerning the Holidays and Sundays payment, the parties agreed to refer the matter to the office of the labour Commissioner.

The FOA and NAPWU agreed to increase the transport allowance from N$350 to N$415 for all employees in the bargaining unit. They also agreed to implement the salary structure by bringing all positions to the minimum of the structure. The Minister of Fisheries and marine Resources, Bernhard Essau, personally attended the signing agree-

ment and said “I'm just very happy that you could reach an agreement with this collective bargaining exercise. There's a lot of challenges the Fisheries Observers Agency already have to face, so let us keep the doors of communication open”. The FOA management board is also already in place, the final inauguration just needs to be done.

According to eye witnesses the driver of the Suzuki Vitara (N 102774 W) allegedly did not stop at the red light and crashed into an oncoming bakkie. “The driver of the bakkie was coming from Spar`s side and the light was green for him. He crashed into the driver of the Suzuki, because the Suzuki skipped a red traffic light. The Suzuki then crashed into a concrete road sign and also hit a traffic light. The people in the bakkie did not get hurt, but the driver and passenger of the Suzuki hit their heads quite hard and were transported to the nearest hospital by ambulance services,” the eyewitness said. In the year 2011, 5 610 cases were reported all over the Erongo Region, while in 2012 it decreased to 5200 and further on decreased significantly to 3 928 reported cases this year. “The 5 year strategic plan implemented by Nampol projected to reduce the crime rate by 5%, but with our stakeholders support we have at least gone past our 5% crime reduction. This couldn't have been done without our partners, the different community structures like the neighbourhood watch, community against crime, crime stoppers, traffic officers and the road authorities. This is along with our political, local and regional leadership and the business community all helped with this reduction in crime,” Commissioner Samuel //Hoebeb said. Crimes considered as a concern include housebreaking, theft out of a motor vehicle, rape, stock theft and domestic violence. In 2011, 749 cases of housebreaking were reported, in 2012 it increased to 872 and in 2013 it decreased to 808. In the year 2011, 255 cases of theft out of a motor vehicle was reported, in 2012 it decreased to 197 and in 2013 it increased to 224. The Commissioner also wished to warn the visitors, tourists that will be visiting the Erongo Region that they should be careful and be alert. “They shouldn't be walking around with beautiful cameras, a lot of cash on them, make sure their cars are locked. Any attractions that might let them fall

Both alcohol and drugs are readily available in town, particularly Walvis Bay and Swakopmund as well as remote areas. Our drug operating units are in operation and dogs have also been brought in. There is still areas that need to be addressed, but the crime rate has dropped significantly”. Drunken driving cases registered in 2011 were 65, 67 in 2012 and 45 in 2013. “Law enforcers need to be more vigorous in our response on the roads and especially whenever we react with members of the public, especially those that abuse alcohol”. In the year 2011, 36 vehicles were confiscated, 39 in 2012, 39 and 33 in 2013. There were also fatalities reported namely 5 in 2011, 7 in 2012 and 2 in 2013. “Alcohol abuse contributed to many losing their lives. There were

also 4 drowning cases reported over the festive season in the years 2011 and 2012. To a greater extent alcohol abuse contributed to that effect. Here in Walvis Bay, we notice that people were selling alcohol, until our interference stopped it and we will make sure that alcohol is not sold in public places that are not zoned for alcohol purposes. We would advise those that are trading in alcohol to adhere to the public holidays, they have to close their businesses on these days, stick to the normal trading hours and they have to control their customers. To the public they must not abuse alcohol as the alcohol will abuse the individual itself. We discourage such behaviour. A drunk person is vulnerable to any crime, even though we might be in a festive spirit let it be done in a mature manner”. Law enforcement succeeded in confiscating 24 containers to date to the value of N$5.5 million and has been brought back to Namport. Eight suspects have been arrested so far and a few are still at large. “It is just a matter of time until they are also added to the 8 suspects”. Our officers worked very hard in recovering these containers. They even went to our various borders and that's where we collected this containers and we've been told that some of the containers have left our country and we are working on that to recover them.” This was the very first year that container theft has been reported to the Namibian Police in the Erongo Region.

About fifteen crew members of the deep-sea trawling fishing vessel JCS 1 which belongs to JCS Seafood Namibia are pleading with the Ministries of Fisheries and Labour to intervene on their behalf and to investigate the modus operandi of the company which employed them. They allege that the company affiliated to the JCC Group of companies along with JCS Cement and JCS Mining and Petroleum failed, to deliver on promises to pay outstanding salaries due to them for more than three months and has now closed its ndoffice situated on the 2 floor of the Swabou Building in Ben Amathila Ave, without warning on Tuesday. A source who requested anonymity informed the newspaper that crew members were informed on Friday that the company did not have money available to settle their outstanding salaries. They were also handed letters and told to take these to Erongo Red and the Municipality in order to obtain extensions for paying their overdue accounts. "The company is going through a very difficult stage and the shareholders are trying their level best to ensure that everybody will receive what's due to them" the source said. A delegation consisting of the company share holders were apparently on their way to meet with Minister Esau in Windhoek today in order to

request help from his Ministry. The aggrieved workers drafted and submitted a petition to highlight their grievances previously. In the petition they said that they were tired of the empty promises offered to them by the MD and accused him of unfair labour practises. They also urgently called upon the Ministry of Fisheries not to avail a quota to the owners of the vessel and not allow it to fish in Namibian waters until their issues are resolved. “The vessel (JCS1) we manned has been on anchor since October at the Hangana jetty. Despite repeated promises we are still awaiting our wages. We only received payslips and no wages in September and August. Some of us have not being paid from July onwards” the workers claimed and stated that they have not been able to pay their rent, water and electricity bills due to the ongoing scenario. The company's Managing Director Mr Agbortoko Castro AyukErrey, has apparently also jumped ship last month and has since made an appearance for fraud in the Walvis

The Walvis Bay Corridor Group's (WBCG) Wellness initiative was selected as one of the projects visited, which took place on the 20th of November 2013. The visit provided the delegation with practical insight on the importance of WBCG's Wellness Workplace Programmes in the fight against HIV and AIDS and the respective support of the German Development Cooperation and how the WBCG facilitates the interventions to ensure increased transport sector (private sector) engagement and project commitment through public private partnership (PPP) models and to experience actual service provision. This includes the respective services needed to enable the private sector to contribute to the HIV prevention through implementing such Wellness Workplace Programmes and the particular importance of the transport sector for the HIV epidemic in Namibia. They were welcomed by Mr Johnny Smith, CEO of the WBCG, Mr Bennie Nienaber, MD of Etosha Transport and Mr Edward Shi-vute, Project Manager at the premises of Etosha Transport. Mr Smith

presented the overall objective of the WBCG, while Mr Nienaber delivered remarks in appreciation of the support from the German Federal Government and the WBCG. Some of the members in the delegation also took part in the actual wellness screening in order to experience the services provided firsthand and commended the WBCG for its handson approach while also expressing its profound admiration of the WBCG's efforts to mitigate the effects of HIV/AIDS in the Namibian transport sector. They equally appreciated the link between the core mandate of the WBCG to that of ensuring that the wellbeing of the human capital within the sector is mainstreamed as a cross cutting issue in the sector. The visit underlined the commitment of the German Government to the WBCG Wellness Service to strengthen the relations between GIZ and the WBCG. Furthermore, GIZ expressed their appreciation for the excellent work done by the WBCG Wellness Service and the kind hospitality extended by the WBCG. The WBCG through its wellness initiative for

the transport sector has developed strategic smart partnerships with various development partners since 2007. In particular, GIZ through its Federal Ministry for Economic Cooperation and Development has been a staunch development partner of the WBCG as demonstrated by the support that GIZ has been rendering to the WBCG over the past years. The technical cooperation and financial assistance by GIZ is aimed at increasing the use of improved, effective and sustainable responses to reduce HIV transmission and to mitigate the impact of HIV/AIDS pandemic in the Namibian Transport Sector and to ensure increased transport sector (private sector) engagement and project commitment through public private partnership (PPP) models; and to strengthen the response capacity of the WBCG and transport sector companies' responses in delivering HIV/AIDS information and services. Marine Resources Advisory Council members introduced The Minister of Fisheries and Marine Resources, Bernhard Esau said that the new Marine Resources Act must be flexible when he introduced the newly appointed members of the Marine Resources Advisory Council. The members will serve for a period of three years ending in September 2016. The fisheries ministry is in the process of reviewing the Marine Resources Act of 2000 and its is expected that the new Marine Resources Act will incorporate more transparency in the allocation of quotas and ensure that fishing right holders make a tangible contribution to value addition and employment creation in the fisheries sector.

Swakop Uranium supports President's Charity Fund Swakop Uranium handed over a donation of N$100 000 to the President's Charity Fund recently. The President's Charity Fund is a non-profit organisation established by His Excellency Hifikepunye Pohamba in 2012 with the aim to meeting government halfway in its efforts to alleviate poverty and providing quality education, especially among orphans and vulnerable children. The Fund receives donations from businesses and individuals who support the vision of the President. These funds have already been used in February 2013 in support of the first beneficiaries, who included more than 600 children across the country. President Pohamba appointed three trustees for the Charity Fund: Dr Kalumbi Shangula (Chairman), Ms Christine //Hoebes and Ms Anna Shiweda. Companies and individuals are welcome to make contributions to the Fund, Christine encourages. Swakop Uranium Foundation Chairman, Steven Ambabi, said: “It is a worthy cause. The alleviation of poverty and human suffering is a shared responsibility

between the government and the private sector. We are honoured to have the opportunity to plough back into the community, thereby empowering those in need. We know the funds will be put to good use, and we thus fully support the President's initiative.� The Swakop Uranium Foundation earlier this year donated N$100 000 to the Drought Relief Fund. Swakop Uranium is currently constructing the world-class Husab uranium mine in the Erongo region in western-central Namibia. The Husab mine has the potential to produce 15 million pounds (6 800 tonnes) of uranium oxide per annum, which is more than the total current uranium production of Namibia and will elevate the country past Niger, Australia and Canada to the second rung on the world ladder of uranium producers, behind only Kazakhstan. Once in full production, Husab will be the second largest uranium mine in the world.

Fuel Prices remain unchanged The Ministry of Mines and Energy has to announces that fuel prices will remain unchanged for the month of December 2013. The preliminary agreement reached between the five permanent members of the UN Security Council (the United States, France, the United Kingdom, China, Russia Federation) and the government of Iran this month in Geneva has brought along the positive developments to non oil producing countries globally. Although the fundamental picture still indicates the presence of oil supply concerns, the price action seems to be suggesting that the market is stabilizing making it ripe for a potential short-covering rally. The diminished threat to global supplies is likely to make crude cheaper in the short term. And if Iranian oil returns to international markets, the additional markets, the additional supply is likely to make crude less expensive over the longer term. The period under review is not much different from the previous period whereby the international oil market has been showing favourable prices. Therefore, the BFP import parity recorded currently gives no room for

major adjustments. Thus, the ministry has to keep the local pump prices unchanged. This is the fourth time in a row that the price of petrol has not changed since September 2013 and the second time in a row for the price of diesel since November 2013. We are optimistic that there might be decreases in pump prices during the first quarter of year 2014 if the international oil prices follow the current trend and that if our currency gets more weight against the US dollar. This will indeed be a fair move to the agricultural sector that uses fuel in their daily activities and all consumers in general, particularly during the upcoming festive season when we all want to visit our families and friends around the country. The present Walvis Bay fuel pump prices for the controlled petroleum products, petrol and diesel, will remain unchanged as follows: 95 Octane Unleaded Petrol - N$ 11.66 per liter, Diesel 500ppm - N$ 12.27 per liter and Diesel 50ppm - N$ 12.33 per liter. Pump prices at various inland destinations countrywide will also be adjusted accordingly.

Digital Terrestrial Television The Namibian Broadcasting Corporation (NBC) launched its Digital Terrestrial Television (DTT) broadcasting service on Wednesday. This is a major step for the corporation as it strives towards migrating from analogue to digital broadcasting. Launching the programme in the capital, Information and Communication Technology Minister Joel Kaapanda commended the NBC and stressed that the DTT will not only enhance better visual and sound qualities, but will also promote economic growth. Kaapanda noted that the new system will allow for the delivery of audio, visual and data services to fixed, portable and mobile devices and stressed that although Namibia will not meet the SADC's December 2013 deadline of December, the country is committed to meet the International Telecommunication Union's deadline of 17 June 2015. The official switch off from analog to digital will be June 2015, by then the whole country will move over to DTT. Radio coverage will move over from 70% to 100% coverage countrywide. DTT will be rolled out in phases and by March 2014, 5 sites with be switch on. DTT's sub benefits to the community include digital transmission and improved content in diversity. The first DTT 30 000 set boxes has already been distributed. NBC Board Chairman Sven Thieme said the corporation has recorded positive results, as testified by the DTT launch, saying it was a step closer towards the corporation' success. The launch of the DTT will allow for the transmission of many channels per frequency, increase content, diversity and choice. Mauritius and Tanzania are some of the SADC countries which successfully migrated from analogue to digital. TV licence fee is N$204 per annual and viewers need a decoder to access NBC1, 2 & 3. Decoders cost N$ 199 and can be bought countrywide. NBC1 will focus on Family entertainment and NBC2 will focus on News and Current Affairs. NBC Channel 2 to cover Parliament, News and Current Affairs programs, the channel is already airing around Windhoek.

Swakopmund Residents Association News The drills next to the jetty entrance have been renovated and put back into position by Messrs Kraatz Welding and Engineering Works of Walvis Bay. We are particularly grateful to their manager, Mr Dirk van Niekerk, who responded to our call and had the work done professionally and without delay. Assistance was rendered by the Engineering Department of the Swakopmund Municipality, which is also appreciated. The park between the jetty and the Fisheries Institute was named after a former very efficient and popular mayor from 1982-1992. This was Mr Jörg Henrichsen who, amongst others, played a big role in the “Save the Jetty” drive. Unfortunately there is no name-board anywhere around the park bearing the name of the late Mr Henrichsen. Our suggestion is to have a granite rock, polished to take the name and dates of the previous mayor, put into position in the park hopefully sponsored by a local company or individual. If a Walvis Bay company can step up for a Swakopmund cause, (see the drills) why not someone from Swakopmund for Swakopmund? On the 11th November a Special Council Meeting was held to elect new office-bearers for the year coming. This presented a golden opportunity for council to appoint a mayor with no record of dubious property deals which needed the Anti Corruption Committee to intervene; and bearing in mind the mudslinging towards fellow councillors and high ranking officials as was done by Mr Kambueshe, one would have expected council to bring about change in the highest office of our town. However, a chance to restore the credibility of the council was missed and Mr Kambueshe's re-election into that high office is no recommendation for Swakopmund. Is this a matter of party politics being above local interests? A financial report by council on the SAIMSA games held during October was expected at the November Meeting, Mayor Kambueshe was an enthusiastic supporter of this event to such an extend that council decided to support the games financially to the amount of N$ 2 million. Reason for this generosity was that the games would generate millions of Dollar income for the town, according to the Mayor. As it is taxpayer's

Not happy at all I bought a KIC fridge from a local furniture store (name withheld) on 04/09/2013. Not long after purchase date the fridge no longer worked. I lost more than R400 worth of expensive fish and other food. I reported this to the store. I waited more than a week before they collected the fridge for repairs. Then I waited four more weeks before they brought the fridge back. I made many enquires. I went to their shop often making enquiries and they said the people who are repairing the fridge is very busy and all kinds of other excuses. Then they were busy with stock taking, then they did not have a truck to collect my fridge and so their stories continue. They brought the fridge back after it was in for repairs on 28 November 2013. The fridge is still not working properly. It is now freezing the bottom part of the fridge. There is ice in the fridge. I cannot put food in the fridge it freezes the food and the freezer part of the fridge is freezing too much. The meat I put in there already has frost bite. I can no longer tolerate this kind of service delivery from the store. I want my money back so that I can buy another fridge at another place. They must pay me for the all the expensive fish and other food I lost. I have spoken to them so often I am no longer willing to talk to them, therefore I'm writing to you. I will definitely NEVER buy anything from this store again and I will tell at least ten other people not to put their foot inside that shop no matter what specials they advertise. We have previously pointed out the poor condition of the structure of the amphitheatre: deep cracks are an indication of segments moving, the whole area is filthy and badly neglected, spotlights have been broken by vandals, graffiti written on the walls, toilets are inaccessible because door-handles have been broken off and water seeps from underneath the door of the men's toilet into the open. All this is accompanied by a strong stench and is no advert for Swakopmund's tourists who might be in need of a facility. The blue container in Am Zoll Street is still standing unattended and rusting by the day. The container needs to be removed and the whole area cleaned properly in time for the season. We are happy to see the palm trees along the Arnold Schad Promenade being trimmed. Unfortunately the off-cuts are not removed immediately and cause damage to the plants underneath, yet this topic can be taken off our agenda now. The street cleaning and re-marking of traffic signs as well as repainting of kerbstones is very much welcomed and in time for the season's traffic. Congestions are occurring already with taxis the culprits in most cases. Council has employed another four traffic officers - their presence in the CBD at peak hours would be very much welcomed. The SRA will be showing the very interesting film “An Inconvenient Truth” by Al Gore in the Museum hall on Tuesday, 17 December at 19h00. The focus of the film is global warming and its effects on mankind. No entrance fee will be charged. If you have not seen this film, it is thought-provoking and recommended. Rodelio will be auditioning for monologue, improvisation, television commercial, cold read, photography and creative runway. “We've been in Windhoek for the past month trying to get our travel documents in order. We also had training for the upcoming convention and we also participated in the Black Bra event and another performance at Salt Studios. We got a lot of exposure. It was tiresome but definitely a lot of fun”, Rodelio gushed enthusiastically. “I also participated in the Yambu Cycle Challenge and took dance classes at the College of the Arts. We surely learned a lot”, Hilgard said. “During the boot camp of the Trustco's Star Performer Competition, we made friends that became family. We always encouraged each other and support each other through whatever, we still do. We are where we are now 'cause of our friends, family and the endless support we've received from everyone. A career in Hair Care Anri Jacobs Amore De Klerk is a young aspiring hair dresser ready to make it to the top. She is currently studying Hair Care as an occupational trade over a period of 3 years in co-operation with SETA.

At only 21 years of age she knows that even a career such as hair dressing is not for the faint-hearted. It takes hard work, creativity, ambition, and long hours to make it to the top. She added, “To make a success of my career and to be proud of my work is my greatest hope and dream.” Amore studies Hair Care at Northlink College in Cape Town and is currently in her second year, also referred to as level 2. Amore continued saying, “At Northlink, hairdressing is a diploma course and consists of three years of which

two years are more theoretical and the last year more practical.” She further explained that the course is divided in three levels and consists of subject such as communication, mathematical literacy, computer operations, general salon operations, customers (salon reception operations). It also involves other subjects such as full understanding of the study of hair and skin, c o l o r i n g o f h a i r, designing, retailing and display of products, in-depth study of the hair, skin and nails to name but a few. Naturally hairdressing

requires many practical hours. Amore explained, “During my first and second year I had to work one day a week under the supervision of a qualified and accredited hairstylist for practical exposure and experience. In my third year it will be more practical.” Having a love for Hair Care has forever been a part of Amore's life, “We are a hair family, we just love hair and from a child I was always the one doing my family's hair. I just love hair and especially to be creative with it. I believe that you're never fully dressed without great hair!” Amore notices that in our changing world

today finding and keeping a job is not easy not even with a university degree. She added, “The young generation should realise that there is a definite need for some of the former traditional trades. Hair styling is a very versatile and secure occupation, because everybody needs to get their hair styled and cut. I love what I'm doing but already realised that hairdressing is tricky too; it is a competitive business which requires long hours and lots of creativity.” Hairdressing is not your typical 9-5 job at a desk. Amore explained that you will be standing and moving

most of the day and the hours can be long and tiring. You first need to gain a lot of experience before the rewards will come. She furthermore explained that those studying hairdressing should make sure their qualification is properly accredited and internationally recognised. When asked whether she would ever move back to Namibia and build a future in hairdressing in Namibia, Amore commented, “I would like to come back but for now I first want to learn as much as possible from the best. So watch the space.”

Walvis Bay Community Church celebrated its 10 year of existence and held a special church service to commemorate how the church has grown from 2003 to 2013 on Sunday. The Namib Times was invited to join the

church service and celebration. Pastor Tobie Nel

said “In 2003 we established the church, which means that this week a decade has passed and we have reached our ten year celebration. In the beginning we started with church services at Duneside High school every Sunday. We consisted of about 80 church members. Today we have grown to approximately 800 church members. We have two services every Sunday. An Afrikaans service is held every Sunday at 08:30 and an

English service with Pastor Patrick Britz at 09:30. “In May 2004 we started renting the Plaza with the full intention of buying the building. At that time the building was available for three million dollars. A lot of renovating has been done since 2004 and it is with great delight and gratitude that I can say, this year, the building has been paid in full.” After communion and a special commemoration service on Sunday, the church members each received a balloon to release into the sky in celebration of ten years that marks victory and appreciation.

The evening was a fund raiser for the club with singing by Louis Oosthuizen, a wine tasting led by Melle Orford and a wine auction with Henda Meyer as auctioneer. The evening began with singing from Louis followed by a wine tasting. Not only did we have the charming Melle to lead the event but we also were lucky enough to have James McKenzie, owner of Avalon Wineyards along to give a much appreciated commentary on the wines. He produces wines under the Nabygelegen label. The highlight of the evening was the talk given by Rian Cruywagen on his career in broadcasting. He made the company laugh with anecdotes about his life and work. The wine auction was well supported and Henda made sure it was

Rian Cruywagen enjoyable for all. The event was attended by 80 guests at the Walvis Bay Yacht Club and continued well after the formal programme ended.

World Aids Day commemorated Anri Jacobs This year the theme of world aids day is “Getting to Zero” or Zero new infections. On this day people all over the world unite in the fight against HIV and AIDS, they show their support for people living with HIV and remember people who have died because of it. This year marks the 26th celebration of this event worldwide. To celebrate world Aids day and show their respect, Mrs Emsie Orus, organiser of the event along with guest speaker Jo-ann Van Wyk and Mr Jacobs from the Ministry of Education took a moment to light a candle. The lighting of the candles signifies to everyone out there living with HIV that there is hope. Mrs Orus added, “Even those who are infected should know they can live a normal healthy life, be productive, work and enjoy a positive life.” After lighting the candles a moment of silence was also taken to think of all of those who had been lost to Aids and to pray for those who live with the virus. They also prayed for our coun-

try as we know the statistics on Aids in Namibia is skyrocketing. Mrs Jo-ann Van Wyk was there to share words of encouragement with the guests. Mrs Van Wyk describes herself as an Aids activist, and has been living with the virus for 10 years. She was diagnosed with HIV at the age of 17 while still at school, and naturally her life changed forever. Nonetheless she has gone against all norms and stigmas, and today she is the Mayor of Witvlei. She shared about her life with Aids with the audience. “It all started out as being an innocent young child at school, and then I fell pregnant. I was 5 months pregnant at the time, when I received a phone call from the docter saying I needed to come in immediately. I got there and there was a crowd waiting to tell me that I have Aids and was going to die.” Mrs Van Wyk explained that back then, the stigma was so high and people were not all that informed about Aids. She added, “Being a child and hearing that you are positive, you feel beyond sad, and like it is the end of the world.” All Mrs Van Wyk knew was that she was going to die a painful death, and even she star-

She had her own special water bottle to drink out of and her siblings was always told to wash the bath before they bathed because they might get infected. “The worst part is that I believed all of these things, added Mrs Van Wyk. Her mother started planning her funeral, yet months passed and nothing happened. As it appeared that she became “better” her friends and family planned her life for her and decided that she had to get married. “My life was taken away from me,” added Mrs Van Wyk. Still people were waiting for her to die but she didn't. It was then that she decided to go to her Grandmother in Witvlei to start a life there. It was when her Grandmother embraced her and said, “Everything is going to be okay, we will get through this together,” that Mrs

Van Wyk truly felt hope for the future. Jo-ann added, “She truly dedicated her life to me, and I feel so sad that she also suffered because of me, but I will be forever grateful for what she did for me.” Through HIV she lost so much, “I lost my school, my family, most of all I lost my reproductive rights as I had to go through forced sterilisation. People planned every single part of my life and I lost my whole identity.” It was only later that Jo-Ann started informing herself bout HIV, she learnt what it meant and got support. She made a point of accepting that she is positive, and to understand the virus in her. When she started loving herself, her life changed, “I decided from that moment on to live my life to the fullest! Some days I even forget that I have HIV. I love myself more now than ever before.” She went through treatment for prevention of

mother to child transmission, and is now blessed with a 10 year old son as well as 2 adopted children. Mrs Van Wyk explained, “It's all about how you view life and looking after yourself and living with a healthy body mind and soul.” From there on Jo-Ann's life took off, and she grabbed all the opportunities she could get. She finished school, got her grade 12, she studied project management as well as local governance, and wrote a book entitled, “Diary from the land of the brave”, on her life with HIV. Today she is the Mayor of the town where she endured so much pain. Jo-ann enthused everyone let “Zero new infections” the theme of this year's World Aids Day, not become the responsibility of others, to show commitment and to make a difference yourself. She added, “It is easy to think that HIV does not affect

you so why make a difference, but the truth is every 4th person is living with HIV, and I believe those figures are even higher. So many people never check their status and rather live with the virus without ever knowing about it, because of the fear caused by stigma.” She continued, “Make it your responsibility to know your status! Open your eyes and live by example. HIV affects everyone from all walks of life. Let's make Wold Aids Day not only the 1st of December but the whole year. Make it a point to love yourself and be healthy.” When asked what piece of advice Mrs Van Wyk would give to the youth of our country she said, “Being a young person is very challenging. You go through a journey of challenging situations, and learn as you go. In my life I made so many mistakes, but at the end of the day it's about what you make out

of your life.” She continued, “In schools today children have such a nice environment at school, so talk to your teachers about AIDS. So many of you still have a clean life and it is up to you to press the right button, make informed choices and live a healthy life. There are no excuses, you have an informed environment and support systems all over, so use what is around you. Parents should also change their way of living to set an example for children to follow, and so should society change their perception.” Jo-Ann added that her motivation in life is simply to make sure she is in a happy mood and abstain from all negativity in life and said “I live with everyday challenges like everyone else, but I believe there is no time to be sad. I just want to be happy and live my life to the fullest.”

VGK Narraville wei nuwe uitbreiding in The Black Flag Campaign On 28 November Y-Fem Namibia organised a demonstration in Mondesa called The Black Flag campaign: Resisting Violence and Claiming Social Justice and Human Rights for Survivors and Victims of Violence. Y-Fem Namibia is a feminist collective for social justice and sexuality education in Namibia led by young women for young women. For almost 6 months we have been having various consciousness raising meetings in Mondesa with young women on sexual rights, sexuality education and feminism. The demonstration was attended by a couple of mothers and a handful of daughters, resisting violence and claiming social justice for all. We demand that victims of violence get the justice that they deserve. We call for the Namibian Law to increase the sentences of criminals and take restraining orders seriously. Karasburg High wins 2013 Spelling and Quiz competition The NamDeb Karasburg High School in the //Karas region has won the respective finals of the 2013 National High Schools Spelling and Quiz competition and received N$ 30 000. Chairperson of the Kudus Rugby Club, Mr Chandler Plato, also thanked everyone for their unwavering support. “The challenge for next year is to have my team play in the Finals and together as a team this can be achieved”. Various players were awarded in different categories. Casio Shoombe was awarded the most committed player award. Allistair Marquid also received acknowledgement. He bid farewell to rugby as an active rugby player after nearly 9 years of active duty. The best backline player of the second team award was given to Charlton Stevens, best forward Ashley Freygang and the best upcoming was awarded to Justin Heinie Van der Merwe. Best backline player for the first team was awarded to Lloyd Jacobs, best forward was Grant Nash and the player's player was Enesto 'Boetie' Bampton. The Try of the year was also awarded to Ernesto Bampton. He scored against Western Suburbs on his wedding day. Aurelio Plato was awarded as the sportsman of the year.

Record number of competitors expected According to the organisers of this year's FNB Desert Triathlon a record number of people will take part in the ultra distance of this year's event that takes place on December 8 in Swakopmund.

OTB Sport said they had promoted the 2013 event internationally, especially in South Africa in a bid to attract more triathletes to the Ultra event. A total of 250 participants are expected this year with a strong increase in numbers in the Ultra distance event. The event kicks off from the Swakopmund Mole with a swim in the chilly Atlantic Ocean followed by cycling which takes

Friday 23rd the clubhouse was buzzing with action - the "Save the Rhino" day had arrived organised by Silvio and Marius who put a huge amount of effort into this very worthy cause. All were treated to a great day of golf - lots of handouts, a halfway house, a few bottles of cool drink here and there, not to mention the delicious snack platters during prizegiving. Thanks guys for all the effort, for those taking part, the sponsors and those who dug deep into their pockets to support the auction. We are positive the day was a huge success. Last Saturday saw 18 "die hard" golfers taking to the course for their weekly round of golf. The format was an Individual Stableford sponsored by the Club. George Murasiki was the only player successful in making a 2-club. The winner was one of our regulars from Walvis Bay - Paulo Figueirido 41pts; 2nd Marco Swarts 37pts and 3rd Bertie Saunderson 35pts. Yesterday we had more or less the same number of competitors Atlantic Villa were the sponsors with some Breakfast Vouchers up cyclists out into the Namib Desert on the salt roads. The FNB Desert Triathlon offers a choice of three distances. The Ultra distance (1.9km/90km/21km), a Standard distance (1km/40km/10km) and a Sprint

for grabs. The 18 hole winner on 38pts was Johan Kok with a count out for 2nd and 3rd place between Shorty van der Walt and Eben Berg with 37pts. The 9 hole competition was won by Fritz Coetzee Jnr with 23pts. Well played guys!! and thanks for supporting the Wednesday competitions week in and week out. This coming Saturday we will have the final of the Monthly Medal Competition kindly sponsored by Novanam - the race for the coveted jacket is very close - if I am not mistaken just one point in it!!! We hope that the weather will be perfect as is the course at the moment. Photo by Otis Finck Blue Boys came from behind on two occasions and snatched a 3-1 away victory and three valuable points from Eleven Arrows on Saturday in Walvis Bay.

The visiting neighbours scored two goals (a free kick and a penalty) within the space of three minutes and ensured the victory in the dying stages of the match. Blue Boys striker Jordan Haimbili showed his intentions from

the onset and tested Arrows keeper Fanuel Merero with a shot from outside the box in the 2nd minute. Referee Jonas Shongedi barred the Blue Boys coach Gerald Guther from the sidelines and sent him to the stand in the 4th minute after he loudly objected about some harsh tackles on his players. Blue Boys striker Romanus Shilongo came close but blasted his shot over the crossbar in the 21st minute. Mwapenzi Muwanei opened the scoring for Arrows in the 24th

minute after a quick counter attack. Shilongo again shot wide before Haimbili grabbed the equaliser for Blue Boys in the 33rd minute after he received the ball and perfectly rounded off a brilliant exchange of passes through the midfield up to the edge of the box. Shilongo continually harassed the Arrows defence with speedy attacks launched on the right. Reinold Eiseb and Mwanei combined and Mwanei scored Arrows' second goal in the 44th minute. Gu-

ther introduced Emil Dorgeloh for Blue Boys when play resumed for the second half. Dorgeloh brought stability to the Blue Boys defense. Arrows keeper Merero was called into action and denied Abed Namukwambi an attempt to score from a free kick on the edge of the box in the 65th minute. He also rushed from his goal line and blocked a Raphael Kandukira shot. Shilongo curled the rebound from an acute angle and sent it agonisingly wide. Blue

Boys systematically took control of the game and started to dominate play. They enjoyed most of the ball possession and confined Arrows in their own half for long spells. Blue Boys keeper Gideon Gideon denied Muwanei on two occasions. Muwanei beat Gideon in the 82nd minute but his acrobatic bicycle kick went wide. Milton Chapo levelled the scores with a brilliant free kick after a foul on Dorgeloh just outside the box. He curled the ball

around the wall and passed a fully stretched Merero in the 87th minute. Referee Shongedi pointed to the spot in 89th minute after a foul by Gordon Nunuhe on Robby Gariseb. Both came on as substitutes in the second half. Simon Nekongo converted from the penalty spot with the last kick on the match. Tura Magic beat Blue Waters 1-0 through a goal by Upengisa Ujaha in Windhoek. The Rundu derby between Rundu Chiefs

and United Stars ended in a goalless draw. Tigers and Orlando Pirates played to a goalless draw at the Sam Nujoma Stadium on Saturday evening. African Stars beat Civics 2-1 on Friday night. Stars took the lead via Joslin Kamatuka. Civics equalised midway through the first half through Captain Peter Steven. Elvis Tjivasera sealed the victory for Stars with a superb header moments before halftime.

Kudus honour their best Leandrea Louw The Kudus Sport Club held their annual prize-giving ceremony Saturday evening at the Casa Mia Hotel to honour their players that showed such tremendous dedication throughout the year. Mr Zane Jansen, representative of the Namibia Rugby Union (NRU) thanked the players for their unnerving commitment and congratulated them on their achievements.
