Heavy Winds Create Hazardous Driving Conditions, Clean-Up Operations Underway

Fierce east winds have turned the roads of Walvis Bay into a hazard zone this week, with powerful gusts whipping up hot, dry air and pushing massive amounts of dune sand across several routes, particularly the B2 at the town's entrance.

TheWalvisBayMunicipalityhasissuedatrafficadvisory, urging drivers to exercise extreme caution. Reducedvisibilityandhazardousdrivingconditions caused by sand drifts have impacted traffic flow on sand-covered roads. RMR Equips Gobabeb for Digital Future

The Gobabeb-Namib Research Institute will now be able to process and interpretcomplexenvironmentaldata specific to the Namib Desert and deepenitsworkinidentifyingandrespondingtoemergingenvironmentalchallenges through the application of advanceddigitaltechnologies.

Thisdevelopmentfollowsthedonationofspecialised computing equipment by Reptile Mineral Resources and Exploration (Pty) Ltd (RMR) to the Gobabeb-Namib Research Institute on Tuesday. The equipment will support the establishment of a Bioinformatics,RemoteSensing,andGISdeskatGobabeb. It will also bolster Gobabeb's efforts to strengthen Namibia's technical capacity in remote sensing, geospatial intelligence, and bioinformatics, disciplines critical for environmental monitoring, land-use planning, biodiversity conservation, and climate change adaptation. This initiative addresses a critical skills and technology gap in Namibia's environmental re-

supportedbytrafficofficers who are directing vehicles and ensuring road safety. The municipality has issued the following safety guidelines for motorists: Drive slowly and keep your headlights on; Maintainasafedistance between vehicles; Avoid unnecessary travel through affected duneareas; Bealertfor sudden sand drifts and wind gusts. Efforts to clear the sand from the B2 are ongoing, with teams using heavy equipment to push the sand back while main-

taining a safe passage for vehicles. The municipality has also called on drivers to follow the instructions of traffic officersandensuretheir headlights are on for improvedvisibility.

Residents are encouraged to limit travel in affected areas where possible.

With east winds expectedtopersistforthenext couple of days, the municipality has committed to keeping the public informed and responding quickly to anyfurtherhazards.

atWalvisBayasanunfairdismis-saland Namfi was ordered to reinstate him, as well as pay him for loss of in-come. He was dismissed on 6 October 2023, and the arbitration award in his favour was issuedon14November2024.According to Mr Thobias the main rea-son for his dismissalwasbecausehewasrefusingto teach a specific course, as he lacked the qualifications for that course. He was thus charged with misconduct related to insubordination, poor work performance and negligence by his former employer. After his reinstatement on 8 January,hewasinformedinaletterdated 5Marchthathewasbeingretrenched,as the Technical and Vocational Education and Training (TVET) programs, funded by the Namibia Training Authority (NTA),atNamfihavebeendiscontinued.

Dr Eugene Marais, the Research Manager at the Gobabeb-Namib Research Institute,saidtheinstituteproducesyoungNamibianprofessionals who are well-qualified and equipped to carry on essential research. Dr Marais emphasised that while universities provide a strong foundation, further skill developmentisessentialafterearningaprimarydegreeto be workforce ready. He acknowledged that RMR has been a generous supporter of Gobabeb, assisting in this continued development. “In today's world of data-intensive research, the ability to efficiently manage, integrate, and visualize large volumes of complex environmentaldataisessential.Thisequipmentwillhelpusbuild a foundation for predictive analytics and decision-supportsystemspoweredbyAIandmachinelearning,tailored to the realities of dryland environments,” said Dr Marais.ThedonationcomesatapivotaltimeasGobabeb workstomodernizeitsagingITinfrastructure.Oncethe new systems are in place, Gobabeb plans to recruit and trainyoungNamibianscientistsintheuseofremotesensingandGIStechnologies.Leveragingitsstatusasaglobalsiteforsatellitecalibrationandvalidation,alongwith itsstronginternationalresearchpartnerships,Gobabebis uniquely positioned to become a regional leader in desert-focusedgeospatialanalytics.

In the letter, he was furthermore informed that “there is also no comparable positionthatyoucanperformintermsof your qualifications, hence your position is declared redundant.” Another reason forhisretrenching,ascommunicatedby Namfi,isthathislevelofqualificationin his field of expertise is at level 3, whilst thecoursestheyareofferingtotheirstudents is at a level 5. Thus, Mr Thobias' reasoning is that only a person with a level 6 or higher can teach or train their students.Accordingtohimhewastrainingthesestudentsallalongwithhislevel 3qualification.

“RetaliationagainstReinstatement...”

He was allegedly also notified that he wasnolongerallowedontheNamfipremisesuntilsuchdatethatnegotiationson his proposed retrenchment between Namfi, himself and his trade union are finalised. Thobias noted that they proposed that Namfi should assist him with traininginordertomeettherequiredqualification standard but were apparently told that there were no funds available. Thobias further argues that four programs were allegedly removed from Namfi, including his program, but only he was retrenched, although other instructors have the same qualification levels.Hedubshisretrenchmentasdeliberate retaliation against his reinstatement,claimingthatheisthefirstindividualinNamfi'shistorytoberetrenched.

OtherallegationsagainstNamfi,Thobias aired,includethatNamfidoesnotimplement staff performance assessments, whilst policies are in place, and that the institution does not have practical activities offered to its students since the diploma programme was implemented, but is supposed to be a vocational trainingcentre(throughNTA).

TheaggrievedThobiasfurtherclaims that Namfi is being run as a political playground where managers are exercising autocratic leadership style, and that vessel insurers are promised by vessel owners that staff from Namfi are qualified whilst it is not the case. He also alleges that Namfi is apparently exempted from being accredited or from fulfilling accreditation requirements based on politicalinfluence.

“Nothingtohide...”

In response to Mr Thobias's claims andallegations,theactingdirectorof Namfi,MsMeriamMwiyadeniedall allegations, further stating that Mr Thobias should provide proof for it, should he have any evidence to support his claims. During an interviewattheNamfiofficewithNamib Times she maintained that all their instructors are qualified for the jobs theyaredoingandthattheyareteaching what they are supposed to. Ms Mwiyaalsopresentedthepaperwith a letter from the Ministry of Works, TransportandCommunication,dated 20 April 2005, wherewith Namfi is acknowledgedasanofficiallyrecognised national maritime training and education institution. She also presented Namfi's Scope of AccreditationcertificatefromtheNamibia Qualifications Authority (NQA), amongothers.Regardingproofofthe instructors' qualifications, she noted that they are not allowed to make it public as it is confidential information.

MsMwiyafurtherremarkedthatthey (Namfi) are meeting all requirements,astheinstitution'saccreditationcouldberevokedatanytime should it not be the case, also claiming that Namfi has nothing to hide, beingapublicinstitutionservingthe Namibian people in education and training, subsequently providing job opportunities.

Swakopmund Salutes Its Nurses

Nurses at the Swakopmund District Hospital were celebrated on Monday as Namibia joined the rest of the world in marking International Nurses Day, a moment dedicated to recognising the compassionate, resilient, and often heroic contributions of nurses to society.

Under the global theme, “Our Nurses, Our Future: Caring for Nurses Strengthens Economies”, the event served as a celebration and as a powerful reminder of the vital role nurses play in both healthcare delivery and economic development. In a speech delivered on his behalf, Erongo region Governor Neville André Itope stressed that supporting nurses goes beyond improving health systems, it is a cornerstoneofnationalproductivity.

“Without health, there cannot be a healthy workforce and therefore no productivity,” Itope said. “The role that you play as nurses is at times overlooked, yet it has a profound impact on the population, households, and individuals.” Despite working under challenging conditions,includingstaffshortages,limited medical supplies, and uncooperative patients, nurses continue to prioritise patient care. Governor Itopeacknowledgedthesehardships andurgednursestoupholdtheirprofessional oath with integrity and compassion.

“Treat patients equally andwithrespect,regardlessofbackground,” he said Registered Nurse Evelyn Kgosiemang from Tamariskia Clinic spoke sincerely about the daily struggles nurses face, particularly the shortage of equipment such as blood pressure mac-

hinesandglucometers,aswellasthe lackofessentialmedicationsinstate pharmacies. In some cases, patients are left with no choice but to seek medication from private pharmacies, an option many cannot afford.

“We try to give uninterrupted services,buttheshortageofstaffmakes it difficult,” Kgosiemang said.

“Although many nurses graduate every year, we are still understaffed due to budget constraints.” Nurses are only hoping the ministry fulfills its promise to employ more nurses.”

Senior Medical Officer Frieda Idipo commended nurses for their unwavering commitment and called them the cornerstone of the healthcare system. She noted that despite resource limitations, nurses continue toadvocatefortheirpatientsanduphold quality care. Meanwhile, Chief Health Program Officer, Tuyenikelao Mwashekele encouraged nurses to see their work as a calling that demands passion, lifelong learning, and a dedication to improving patient care. “Even if a patient forgets to say, 'thank you,' find satisfaction in knowing you gave your best,”Mwashekelesaid.

“Graduating as a nurse is just the beginning. We need nurses who are specialised in critical care, ICU, and midwifery. Grow professionally so we can grow the quality of care we provide.”

According to Acting Regional Commander of the Erongo Police, Deputy Commissioner Tobias Gerber, about 90% of all robbery and housebreaking cases in Swakopmund can be linked to drug abuse.

Gerber made this remark during a public meeting between Nampol Erongo and Swakopmund liquor outletownersattheGerminaShitaleniMuti-purpose Centre in Mondesa last week Thursday. He further noted that the mushrooming of liquor outlets at tuck shops, car washes and even hair salons is at an alarmingstage.Accordingtohimthefactthatliquor is being sold at car washes and hair salons is “a new thing” and speculated on exactly how these liquor licences are obtained. The acting regional commander warned liquor outlet owners that the fine for excessive noise pollution, even during daytime, is N$4 000 and urged the owners to consider their neighbours, as this problem mostly occurs in residential areas. He further warned that repeated offences might lead to the revoking of licenses. Deputy Commissioner Gerber also remindedthealcoholsellersoftheiroperatinghours, which in most cases are 24:00 weekdays and 22:00 on Sundays. He encouraged the owners as well as bartenders to try and get acquainted with their customers to have an idea of his or her domestic situation. The issue of betting places which are nowadays everywhere was also discussed.

According to Gerber these gambling halls attract criminals, as there is money involved, and he recommendedownersofthesebusinessestoensure security for their businesses as well as their clients. He also noted that owners of liquor outlets such as bars, shebeens and nightclubs are responsible for the safety of their customers, inside as well as outside their premises. He advised them to try and upgrade their security with close circuit television cameras,shouldtheybeabletoaffordit.Bartenders were also warned that it is against the law to sell alcohol to an already intoxicated customer. The acting regional commander expressed Nampol's predicament regarding frequent complaints received from shebeens and bars. “We don't get much chance to pay attention to serious crimes like theonesI'vementionedearlier,toppingourlist,”he remarked.At the same occasion, the new Mondesa police station commander, Senior Inspector Ulrich Beukes sent out a stern warning to liquor outlets to ensure that their liquor licenses are in order and to adhere to stipulated rules and regulations, as a police operation will be launched soon, with tuck shopssellingalcoholamongthetargets.

The community of Mondesa and DRC in Swakopmund came together this past Saturday to officially launch a neighbourhood watch initiative aimed at strengthening safety and combating crime through collaboration between residents and law enforcement.

The launch event, held in Mondesa, marked a significant step in community-led crime prevention and was attended by members of the Namibian Police, community leaders, and local residents. The initiative, spearheaded by the Dina NamubesCommunityUpliftmentandYouthEmpowermentInitiative,residentsandsupportedby local police, seeks to create a safer environment through visibility, vigilance, and mutual cooperation. Mondesa Police Station Commander Ulrich Beukes praised the youth of the community for their active involvement, highlighting a recent moment of unity. “On 9 May, about 30 youngpeoplecameintothepolicestationwithout beingcalledorpaidanycent.

You could see that these young people see the need and are focused,” Beukes said. He emphasised the importance of community involvement, particularly among the youth, in creating sustainable solutions to crime. DRC Police Station Commander Inspector Aron Joel echoed these sentiments, stressing that neighbourhood watch initiatives should not be confined to Mondesa and DRC alone. “This must be extended to other neigh-bourhoods across Swakopmund so that together, the community and policecanbetterfightcrime.”Theeventalsofeatured a keynote speech from the General Secretary of the Independent Patriots for Change

(IPC), Christine Esperanza Aochamus, who calledforareturntocommunityvalues.“Ittakes a village to raise a child, and until we go back to those foundational prin-ciples, that of comunity, of caring for one another and looking out for one another, we will continue to have trouble in our community,” Aochamus said and commended the people of Swakopmund for taking a stand. “I am inspired by the community of Swakopmund that has decided to take their community back andrestorewhatitmeanstobeacommunitythat protects and supports one another.” During the launch, members of the newly formed Mondesa/DRC neighbourhood watch received branded reflector jackets to enhance their visibility during patrols. The program officially commenced on Sunday with a strategic meeting between the watch members and the Namibian Police. Community leaders are calling for more residentsinothersuburbsofSwakopmundtofollow suit and establish their own neighbourhood watches. The success of the Mondesa/DRC initiative serves as a powerful example of what can be achieved when communities take collectiveresponsibilityfortheirsafetyandwellbeing. The King's Choir Set to Represent Namibia at German Choral Festival in Nuremberg

The King's Choir, a distinguished choir from Walvis Bay, is set to perform at the prestigious German Choral Festival in Nuremberg, Germany, from 29 May to 1 June. This talented group will be the sole African choir participating in this internationalevent,aremarkableachievementforNamibian choralmusic.

According to Mr Theo Cookson, the choir's leader and conductor, the group is fully preparedfortheirjourney, with all travel arrangements,includingvisas, securelyinplace.They willdepartNamibiaon 19 May, flying with Ethiopian Airlines from Hosea Kutako International Airport. Their European tour will begin in Oldenburg, where they will perform on 22 May. The choir will then grace the stage in Karlsruhe on 24 May during a separate choral festival running from 23 May to 25. Following this, they will perform in Hamburg on 28 May before making their way to Nuremberg for the grand German Choral Festival.

The German Choral Festival in Nuremberg is a prestigious event that draws choirs from around the world,

offering a platform for cultural exchange and musicalexcellence.

Participating choirs showcasetheirtalentsin various venues across the city, celebrating the universal language of music. For the King's Choir, this is an extraordinary opportunity to sharetheiruniquesound and represent Namibia on an international stage. MrCooksonshared the heartfelt story behind the formation of the King's Choir. The group began in 2021 whenformerstudentsof De Duine Secondary School came together to sing at the funeral of a beloved teacher, Mrs YolandeKoning.

The emotional performance inspired them to continue singing together, leading to the formationofthechoir.

The choir's name, “King's Choir,” is a tribute to Mrs Koning, whose surname translates to “King,”

and also to Jesus Christ, whom the choir members aim to honour through their songs. What started as a small gathering of former students has grown into a thriving community choir, drawing members from various churches and even distant towns like Windhoek and Swakopmund. Ahead of their European tour, the choir held a successful fundraising concert at the Narraville Community Hall on29nMarch. Generous pledges were made by those in attendance, including the highest contribution of N$20 000 from Mr Robert Shimushili of Cavema Fishing. Several other pledges were made anonymously, demonstrating strong community support for the choir's international journey.

During a public meeting between the Erongo police and liquor outlet owners held in Swakopmund last Thursday, a curfew was proposed for underaged children.

This followed after the Swakopmund Mayor, Blasius Goraseb in his welcoming address brought up the recent brutal killings of three underagedgirlsatOkahandja,afterexpressinghis sincere condolences to the affected families. Goraseb's question to attendees and Nampol members alike was, “How ready are we should somethinglikethishappensinourtown?”

The mayor noted that no town is immune to this and demanded for ideas and suggestions on how to try and prevent such horrors in Swakopmund. “This is a Namibian issue, not an Okahandja issue. Some parents are delegating their responsibilities regarding their children to taxi drivers,teachersandthepolice.

ECB Approves 3.8% Bulk Electricity

Tariff Increase for 2025/2026

TheElectricityControlBoard(ECB)hasapproveda3.8%increaseinNamPower'sbulkelectricitytariffforthe2025/2026 financial year, significantly lower than the 17.44% initially requested by NamPower. The decision was made following extensivereviewmeetingson16Apriland12May.

NamPower's initial proposal aimed to raise the bulk tariff fromN$1.9856 per kilowatt-hour (kWh)toN$2.3319 perkWh. However, after thorough analysis and stakeholder consultations, the ECB reduced the increase, adjusting the rate to N$ 2.0611 per kWh. This adjustment is supported by N$283 million in financial aid from the Namibian Government. The ECB emphasised that the lower increase was approvedtobalanceNam Power's financial sustainability with affordability for consumers. Factors considered in the reviewincludedthe impact on electricityaffordability, security of supply, and the efficient functioning of the electricity sector. Stakeholder consultations involved public and private entities, including business associations, agricultural unions, and electricity distributors. The ECB assured that the 3.8% increase, which is below the current inflation rateof4.2%,would have minimal impact on inflation and consumer pricesbutmayslightly affectGDPgrowth. NamPower's revenue requirement was adjusted from N$8.8 billion to N$8.1 billion after accounting for an over-recoveryfrom the Ruacana HydropowerPlant.

Walvis Bay-based Football Club Blue Birds currently leading the log standings of the NFA Southern Stream First Division League (SSFDL) with 32 points from 14 matches is determined to earn promotion to the Namibia Premier FootballLeague(NPFL)forthe25/26season.

Tsumeb Golf Club (TGC) beat Walvis Bay Golf Club (WBGC) 7.5 - 3.5 and regained the annual golf challenge trophy in ideal weatherconditions overthe past weekendinTsumeb.
