N$300 million Damage in Walvis Bay's Infrastructure
The recent heavy rains have left Walvis Bay's infrastructureseverelydamaged,withroadsandsewersystems bearingthebruntofthedestruction.
The Municipality of WalvisBayhasprovided insight into the extent of the damage, financial implications,andtheongoing efforts to restore affectedareas.
According to Anita Kaihiva, Acting Public Relations & Customer Service ManageroftheWalvisBay Municipality,prelimi-

nary assessments indicate that damage to roads and sewer infrastructure alone is estimated between N$ 200 millionandN$300million.Whilethesefigures are subject to further evaluation, they highlight the severe impact therainshavehadonthe town's already fragile infrastructure In response to immediate

N$300 million Damage

To mitigate the extensive damage, the municipalityhasengagedtheMinistryofUrbanandRuralDevelopment,RFA,andRA,withsiteassessments currently underway to determine the full scope of necessary repairs and funding requirement. The municipality has emphasised a structuredapproach,focusingonimmediate,mediumterm,andlong-termprocurementstrategies.

Plaatjie Not Guilty
accident occurred, a female traffic officer (Kasika)arrivedatthe accidentscenewithan official municipal traffic vehicle. Kasika supposedly did not submit Plaatjie to a breathalyser test on the accident scene but transported him and a female passenger, who was accompanyingPlaatjieinthe vehicle,awayfromthe accident scene to the Swakopmund municipality office, complimentsoftheofficial traffic vehicle. It was further stated that the driver of the other vehicle, Rainer Becker had submitted himself to an alcohol breathalyser test on the scene, but apparently it was not performed. Becker was travelling with his family As per the report Becker and his family all sustained minorinjuries,further indicating that the attending officer (Kasika) “did not ascertain the nature and extentoftheirinjuries or damage to their vehicle, nor did she conductabreathalyser testonthedriver.”
Cover-up?…
Plaatjie's alcohol levels were allegedly tested at the traffic department's Swakopmund municipal office, displaying a reading of 0 90mg/ 1000ml(morethanthe legal limit). At this time, they were apparently joined by another person, Tertius Du Toit. The report states that an error on the documentation of Plaatjies's test allegedlycausedtheprintout to be torn up. Apparently, Du Toit was then tested, and his reading gave a zero-alcohol reading. Plaatjie's particulars were then again submitted onto the machine and an entry in the incident report book, indicating that Plaatjie tested
0.10mg/ 1000ml on a machine, but listed another testing device, instead of writing the correct reading which was0.90mg/1000mlon the correct device, was allegedly made. “The 0.10mgresultsherecorded for that particular devicecouldalsonotbe found on that device,” as per the ACC report, continuing that “All the relevantdocuments(the new operator affidavits and breathalyser result) were given to the first accused (Kasika) in order to arrest Plaatjie, since she was the first officer on the accident scene.”Kasikahowever (allegedly) refused to arrestPlaatjieandapparently said that she will take responsibility for any consequences that may arise, the report furtherstates.Reporting on the incident (4 February2019),intheir intro-paragraph, a daily National newspaper wrote,“Inwhatappears

to be an elaborate scam to protect a driver over the legal limit, another allegedly took his breathalyser test, the ACCsays.”
No disciplinary hearing…
Meanwhile, Namib Times has been reporting on the fact that Mr Plaatjie, until date, apparently never was submitted to an internal disciplinary hearing at theSwakopmundMunicipality after his arrest during 2019 and subsequent posting of bail.
Other municipality employees accused of lesser misconducts in recent years and until date, had and must face disciplinary hearings,

1.Avoid using flooded or heavilydamagedroadsto minimize further deterioration.
2. Reduce speed, especially for larger 4x4 vehicles, as high speeds through potholes worsen thedamage.
3. Do not open manhole covers to drain water, as this puts additional strain onthesewersystem.
4. Show appreciation to municipal workers who are tirelessly repairing roads, simple gestures likeawave,athumbs-up, or offering refreshments canboostmorale.
5.Clearloosestonesfrom the roads in front of homes and workplaces and place them on pavementsforcollection.
The Walvis Bay Municipality has engaged two contractors to assist municipal teams in restoring the town to normality after the heavy rains that hitthecoastalarea.
Walvis Bay Contractor, Russell Hays, who was responsible for pumping water from the flooded streets said, “according to our calculations, we have pumped approximately 3 million litres of water from various parts of town,” Hays stated. Another contractor has begun with the repair of potholes Work has commenced along Sam Nujoma Avenue, starting from the traffic circle leading to Kuisebmond. The teams will cover other affected areas from here. Roodt emphasised the importance of working together to overcome the challenges faced by the town. “Let's all come together as a community and help each other! Together,wethrive.”

Three Shacks Gutted by Fire

A possible illegal electrical connection at a shack in Swakopmund's MondesasuburbseemstobethecauseofablazingshackfireonTuesday afternoon.
According to the official fire incidentreportitisallegedthatthe firestartedatoneofthreebackyard shacks at around 19:02, demolishing all three of the informal structures and causing damages to the mainhouse.
NamibTimeswasonthesceneand witnessed that the residents of the shacks, with the aid of neighbours and bystanders, managed to safe someoftheirearthybelongings. However,mostofit,aswellasthe placestheycalledhomewasgutted in the inferno. The main house on the erf suffered damages to its
interior,wallsroofandtiles.
As usual the Swakopmund Fire Brigade and other emergency responders were quickly on the scene.
The blaze was subsequently controlledandextinguishedbefore it could spread to adjacent structures.Noinjuriesorfatalitieswere reported and the Chief of the SwakopmundFireBrigade,Bainga Matengu once again, in his report, urges for community fire preventionandawarenessprogramstobe facilitated.

Two Dead, Several Injured in Uis Road Accident
Atragic accident on the gravel road between Uis and Omaruru hasclaimedtwolivesandlefteightothersinjured,includingthe driver.
The incident occurred at lunchtimeonWednesdaythisweekjust 2 km outside Uis. According to Senior Inspector Hilma ShomongulaoftheErongopolice,the driver, Andreas Tjai-Tjai Mau (24),wasoperatingametallicgold Nissan NP200 pickup without a validdriver'slicense.Heallegedly lost control of the vehicle after hitting a ditch while entering a curve, causing it to overturn. CarolineTanises(27)passedaway instantly at the scene, while Gift Tourob(33)succumbedtoinjuries at Omaruru State Hospital. Six



passengers sustained serious injuries, including the driver Three have been transferred to Windhoek for further treatment, while the others remain at Omaruru State Hospital. Two passengers suffered minor injuries and are being treated at OmaruruStateHospital.Thenext of kin have been notified, and police invesigations are ongoing. Kids Haven Receives Generous Donation from Boskalis and Van Oord

Following the successful completion of an extensive dredging project in Walvis Bay, Dutch marine contractors Boskalis and Van Oord have made a substantial donation to KidsHaven,alocalorganisationdedicatedtocaringforvulnerablechildren.
Boskalis and Van Oord undertook a majordredgingoperation to improve the port's accessibility
Using their trailing suction hopper dredgers, Gateway and Vox Alexia, the companies deepened the
10-kilometer-long access channel from 14.4 meters to 16.8 meters; widened the channel from 130 meters to 200 meters; dredged the harbour basin to 16.3 meters and expanded it by over400meters.
Worker Injured in Fall at Swakopmund Laundry
A 52-year-old maintenance worker was injured after falling from the roof of a laundry in Swakopmund on Wednesday afternoonthisweek.
According to Senior Inspector Hilma Shomongula of the Erongo police, the victim, MrDavidAron,wasallegedlyworkingonthe roof when he lost his balance and fell to the ground.
Emergencyservicesrespondedswiftly,andhe was transported to Swakop-mund State Hospital before being transferred to Katutura StateHospitalinWindhoekforfurthermedical treatment. Aron is currently in a stable condition and police investigations are ongoing.

During their time in Walvis Bay, the 12member expatriate project team, alongside Namibian employees, formed a strong working relationship. Erongo and Western Cape Formalise Twinning Agreement for Stronger Regional Bonds
In a significant step toward strengthening regional cooperation, officials from Namibia's Erongo Region and South Africa's Western Cape Province gathered in Swakopmund last week to formalise a twinning agreement aimed at fostering closer ties in trade,economicdevelopment,andotherkeysectors.
Theeventwasattendedby ErongoGovernor,Neville Andre, the Mayor of Swakopmund,theDeputy MayorofWalvis Bay,and representatives from both regions. During a press briefing on the Twinning Agreement on Wednesday, 19 March, Governor Neville Andre Itope stated, “thisTwinningAgreementmarksanewchapter in our shared journey towardregionalcooperation and economic growth. I am pleased to inform you that during our brief meeting, which we just concluded, we reached a consensus on the final termsoftheagreement,on behalf of Dr Ivan Meyer, the Minister of Agriculture, Economic Development, and Tourism for the Western Cape
Province ” Itope emphasised that the agreement is a testament to the strong bonds of friendship and mutual respect betweenthetworegions.
He explained that the Twinning Agreement will foster collaboration in key areas, such as trade, economic development, cultural and sports exchanges, and capacity building, with a focus on creating opportunities for investment and job creation.

NamWater has reported significant inflows into several dams across the country, bringing a much-needed boost to Namibia'snationalwaterreserves.
The latest dam bulletin shows notable increases in water levels compared to previous reports, with major in-flows recorded at Swakoppoort, Von Bach, Omatako, Friedenau, Otjivero Main, Otjivero Silt, Tilda Viljoen, Daan Viljoen, Hardap, Neckartal, Naute, Omaruru Delta, and Omatjennedams
Major Inflows and C u r re n t D a m Levels:
Swakoppoort Dam has reached 101.8% capacity, storing 64.661 Mm³, an increase of 39 342 Mm³.

Hardap Dam surged to 63 9%, holding 188.194Mm³,aftera remarkable 116.495 Mm³inflow
Omatako Dam is at 61.5%, now storing 26.749 Mm³, an inflowof15.539Mm³. Von Bach Dam stands at 58 2%, holding 27 636 Mm³, up by 8.932 Mm³.
Otjivero Main Dam rose to 5.7%, containing 0.557 Mm³, after gaining 0.218 Mm³.
