The National Petroleum Corporation of Namibia (NAMCOR) has after an extensive internal investigation discovered the potential theft of fuel of an estimated value of over N$1 million, at the National Oil Storage Facility (NOSF) in Walvis Bay. This follows the loading of 39 993 litres of diesel ADO 50 ppm in December 2023 and 39 891 of the same products in January 2024. Despite loading documents sugges-

ting that the two loads were destined for a customer site, there is no evidence of the product having arrived or received by the bulk fuel customer. Interim NAMCOR Continues on page 2

Arandis Residents Demand Improvement in Services Sharlien Tjambari

The absence of doctors and ambulance services at the Arandis State Clinic is becoming a problem, especially for the elderly who are unable to travel long distances to the nearest state hospital in Swakopmund. Residents living in Arandis claim that they only see a doctor once a week, yet there are doctors at the Arandis clinic. A pensioner, John English (76), said, “sometimes the doctors come every second week on a Thursday, first they were coming on a Wednesday but now it is every second weeks Thursday. We have so many elders here. Doctors' facilities are here and the doctors get a salary every month-end from the government and not from an individual, so why can Arandis not get a doctor? What is the reason we are not having a doctor.” It is alleged that when the ministry sends a doctor to

Arandis, they only send one doctor who then has to attend to all the patients. English said he lost his leg due to the negligence of the clinic staff and the fact that there was no doctor at the clinic to attend to him. He also stressed the importance of having an ambulance stationed at the Arandis Clinic for emergency response. When asked what the council is doing to ensure that the Ministry of Health stations doctors in Arandis and at least an ambulance, the Public Relations Officer for the Arandis Town Council, Irene Jacobs, said, “It’s understandable that the community of Arandis would expect some form of assistance from the council regarding the issues they're facing with the clinic.” Jacobs further said, “while the clinic itself might not fall directly under the council's jurisdiction, but with the Ministry of Health and Social Services, ensuring access to healthcare services and emergency response is undoubtedly a concern for the community's wellbeing.” According to Jacobs, the Arandis Town Council has received requests from the public regarding the availability of doctors and ambulances in the town. These requests highlight the importance of having adequate healthcare infrastructure in place to address the needs of the community, therefore, the Arandis Town Council sees it as essential for the council to engage with the Ministry of Health and Social Services to explore potential solutions to improve healthcare access and emergency response in Arandis. Jacobs said, “This might involve advocating for increased staffing at the clinic, coordinating with medical professionals to enhance service availability, and collaborating with emergency services to ensure prompt response times. We would like to reiterate that we can only try as a council and hope that the Ministry of Health and Social Services understands our dire need.” Attempts to get hold of the Ministry of Health for comment were unsuccessful.

Ondjamba Street Now Open Sharlien Tjambari

The newly upgraded Ondjamba Road Phase 1, which was upgraded at the tune of N$6 300 421.05, was officially opened to the public on Wednesday this week. Road works on Ondjamba Street commenced on Monday, 28 August 2023. This occasion marks the transformation of a once gravel road into a modern interlocked street, symbolising progress and prosperity for the residents of Swakopmund. During the official opening of the road, the Mayor of Swakopmund, Dina Namubes, said, “our ultimate goal is to promote general welfare in a cost-effective manner with the limited resources that we have available.” According to

Namubes, the transition from a gravel road to an interlock street signifies not only an aesthetic enhancement but also a functional improvement in transportation and connectivity. The newly upgraded Ondjamba Road will not only facilitate smoother traffic flow but also enhance pedestrian safety, thereby fostering a more vibrant and cohesive community. A safe and serviceable road network is an essential requirement for the well-being of any community. There are also plans to ex-

pand Grootfontein Street. Namubes said the proposed Grootfontein Street expansion, which connects to Ondjamba Street, will link Mondesa to Tamariskia and Vineta. The connection will shorten travel times and ease traffic congestion on other connecting roads. This significant milestone was achieved through the collaborative efforts of the Swakopmund Municipality and Paul and Lucy Investment. Ondjamba Street is the road that leads to DRC Proper from the Mondesa Cemetery.

Galp Accelerates Oil Production Drive in Namibia's Orange Basin Eileen van der Schyff

In a strategic move to expedite oil production in Namibia's Orange Basin, Galp, the Portuguese energy powerhouse, is forging ahead with vigor. Amidst its recent Mopane discovery, Galp is poised to expedite production, with Namibia's national oil corporation, NAMCOR, holding a significant stake in the endeavor. The insights into Galp's plans were gleaned from a recent article by Energy Voice's oil journalist, Ed Reed, dated 12 February. Galp's CEO, Filipe Silva, unveiled promising prospects during the company's latest results call. The Mopane-1X well unveiled "two significant oil columns," signaling a robust start to exploration efforts within Petroleum Exploration License (PEL) 82. With plans for a drill stem test (DST) scheduled for March, anticipation is high for further insights into the reservoir's commercial viability. "We have something that looks sizeable," Silva affirmed, noting encouraging indicators of pressure, porosity, and permeability. However, he remained cautious about deli-

neating the next steps, pending comprehensive assessments. Nonetheless, Galp is poised for decisive action, with plans to commence drilling at Mopane-2X, targeting similar reservoirs to its predecessor. Galp's commitment to expeditious development aligns with Namibia's aspirations for energy independence. With Namcor, the nation's flagship oil corporation, holding a 10% stake in PEL 82, the stakes are high for local stakeholders. Additionally, Custos Energy's 10% interest underscores the collaborative effort driving exploration endeavors. As Galp contemplates potential partnerships to accelerate progress, the company remains resolute in its commitment to operational efficiency. Retaining the Hercules rig for Mo-

pane operations, Galp exudes confidence in its ability to sustain momentum. However, with capital expenditure projections hovering around $150 million for Namibian drilling activities, prudent decision-making will be pivotal in navigating the inherent risks. "We're acutely aware of bringing production in Namibia online as soon as possible," Silva assured stakeholders, emphasising proactive measures to expedite operations. This sentiment echoes Namibia's

broader energy strategy, which hinges on leveraging indigenous resources for economic growth and stability. Source: Energy Voice

Regional Memorial Events Planned for Erongo Leandrea Mouers The Erongo region will host various memorial activities leading up to the funeral of President Hage Geingob. Geingob will be laid to rest on 25 February in Windhoek, which has been declared a public holiday. At a press conference, Erongo governor Neville Andre shared the various activities planned within the region. For the elderly, a memorial service will take place at the Multi-Purpose Centre in Mondesa on 17 February at 10:00. “The elderly were very close to the heart of our late President; he has effected numerous adjustments during his tenure, and as such, it is only fitting for them to have their own memorial service.” The governor added that on Monday (19 February) at 10:00, there will be a tree planting ceremony at the site of the new Erongo Regional Council offices. Furthermore, on Tuesday (20 February), there will be a parade in each town, in each locality in the region, through a tidal wave operation. “The starting times are as follows: 10:00 to 11:00 in Omaruru, Karibib, and Usakos, at 11:00 to 12:00 in Arandis and Henties Bay, at 12:00 to 13:00 in Swakopmund and Walvis Bay.” The main regional memorial service will take place on Thursday, 22 February, at the Vineta Stadium in Swakopmund, at 14:00. “This is to afford the Region the final opportunity to pay our last respects.” Additionally, each local authority will set up live streaming in designated open spaces for the people who can't make it to the Windhoek memorial and burial. “The details will be communicated by the various Local Authority Offices.” He added that billboards would be placed in strategic places, depicting the face of the President, accompanied by befitting messages. “In order to make the presence of our President felt in our region, these billboards will be placed at the entrance of Omaruru, Karibib, Usakos, and Arandis, at the roadblock as you enter Swakopmund as well as at Yanni Savva Police Station roadblock as you enter Walvis Bay.” Additionally, each local authority in the region will put up banners at strategic locations in their respective towns. There will be memorial services in each constituency, which will be coordinated by the Chairperson of the Erongo Regional Council and the Chief Regional Officer. “The dates of these services will be communicated through the various Constituency offices.” He added that the Directorate of Education is currently coordinating memorial services in the region, where each school is hosting a memorial service. “These memorial services will

afford the Namibian child the opportunity to celebrate the life and legacy of our late President. During these important events, Regional and Local Authority Coun-

cillors will be assigned to make tributes. Regional and Local Authority Councillors will be informed by the Directorate of Education in the Region as to

where they will present their tributes.” The business community celebrated the legacy and leadership of the president on Thursday in Walvis Bay. “Erongo Red has offered to sponsor the lighting of the memorial lights simultaneously in all seven towns in the region; this is to amplify the continued unity of purpose that our President preached about.

These lights will be put on today (Friday).” The governor will be lighting the main one in Swakopmund at 19:00. He also called on shebeen and bar owners to lower their music during this time of mourning as a way for them to honour the leadership and lasting legacy of the President. “Let us give our President a befitting send-off. He loved our region so dearly, and he spent his last month

and early this year here in our region. His last official event was also in our region.” The declaration of 25 February as a public holiday – the Public Holidays Act of 1990 (Act 26 of 1990) states, when a public holiday falls on a Sunday, the following Monday is observed as a public holiday. Therefore, Monday, 26 February, will be declared a public
