Erongo worst hit by drought Erwin Leuschner The Erongo Region is one of the most drought-affected regions in the country. This was once again reiterated by Cleophas Mutjavikua, Governor of the region during his State of the Region Address on Friday. The Governor admitted it was very late to start working out measures, but added plans are in an advanced stage to develop a desalination plant north of Henties Bay to provide potable water to this holiday town as well as Uis, Omatjete and Okombahe. region. “Our only hope for the region is to work on modalities to ensure a lasting solution. The aquifers in our main rivers, mainly the Omaruru River, have had no inflow for years now and our only hope lies in the desalination of water,” Mutjavikua noted. Although it did not form part of his prepared speech, Mutjavikua announced for the first time the proposal, to construct a second desalination plant along the Namibian coastline. This plant will be situated north of Henties Bay. While not mentioning exact details, the Governor said that this new desalination plant will provide potable drinking water to Henties Bay, Uis, Omatjete and Okombahe. “I know that our environmental friends are here and there are some concerns. Initially it was planned to use toxics to desalinate water, but we have made it clear to not use toxics,” he said. The plant will be financed by German investors and is “at an

advanced stage.” “This project forms part of the Harambee,” he said. While talking about the drought, Mutjavikua gave some figures of the poor rainfall, thereby making the people aware about the severity of the situation. Omatjete received the most rainfall (134 mm), followed by Okombahe (55 mm), Spitzkoppe/Tubuses (36 mm) and Otjimbingwe (31 mm). The Continues on page 2

“The situation is very tough. It is very bad. To now start working out measures is very late,” Mutjavikua said during his annual address. He continued saying that he received a team from the Office of the Prime Minister recently which came to assess the situation. “We don't need an assessment now. We need relieve measures and we need them now,” he said. Mutjavikua delivered his annual address in Swakopmund. Many people from all sectors of the region, including government officials, representatives from Local Authorities and business people, listened intently to him speaking for one and a half hour. As usual he gave a broad overview of past achievements, upcoming developments and he also gave a brief summary of the performance of individual sectors in Erongo. His key note lay in the current severe drought, which is plaguing the entire

The movement is happening at a snail's pace. The reason being grazing till there are nothing left for livestock,” he said.

South African commits suicide at Nonidas Erwin Leuschner

A 55 year old South African man committed suicide Monday evening close to Nonidas on the outskirts of Swakopmund by gassing himself in his car. The body of Neville William Duvenhage was found on Tuesday morning at about 06:00, said Regional Crime Co-ordinator, Deputy Commissioner Ottilie Kashuupulwa. According to Kashuupulwa the deceased left a suicide note at his girlfriend's place in Swakopmund, which suggests no foul play was involved. “He left a bunch of flowers and a note, saying that he loves her,” she said. Duvenhage then proceeded to Nonidas, where he was residing and “went to sleep in his car.” But instead he connected a pipe to the exhaust of the Mazda bakkie and placed the other end through the vehicle's window into the passenger compartment. He closed all windows and left the car idling, allowing monoxide gas to fill the vehicle and kill him. Kashuupulwa further said that Duvenhage came to Namibia in March this year to visit his son, who is staying in Walvis Bay. The police are still investigating the tragic incident.

Swakopmund municipality’s solution is to pour sand over the flooded mess Sharlien Tjambari The owner of house number 637 Ochs Street in Tamariskia in Swakomund, Mr Johny Gamatham, says he is desperate for a solution over sewage and rain water which have been frequently flooding his premises from street level. “I have been complaining about the issue to the Swakopmund Municipality but to no avail, I called and even wrote letters but nothing was done” he said on Friday after contacting the namib times out of sheer helplessness as he feel his problem is not viewed as urgent enough for action. A speed hump constructed in Ochs Street near his home seems to be the thorn in the flesh that channels flood water, be that rain or sewerage water overflowing from the sewer system, into his premises. He also believes this is an imminent health hazard and a danger to his little children, who are always tempted to play in the dirty water. According to the owner of the house the problem started in 2011 when the speed hump was constructed. Since, he reported the problem to the municipality. “They only responded now after years of moaning and

complaining, this time they came to pour dry sand in the yard to cover the water, but the smell from the water is still very bad” said the home owner to namib times. To follow up on the issue namib times contacted the Swakopmund Municipality but did not get any answers to the questions, the spokesperson of the Swakopmund Municipality, Aillie Gebhardt, said the home owner should send a letter to the Chief Executive Officer to lay his complaint and further investigations will be done. Gebhardt felt this is a matter between the local authority and the home owner and not for the media.

Swakopmund budget down by N$36,3 million Erwin Leuschner

True to its word, the Swakopmund Town Council has made the formalization of DRC and the availing of affordable serviced land its main focus for the new financial year. During the last Town Council Meeting on Tuesday evening Erkkie Shitana, Chairperson of the Management Committee, tabled a Capital Budget to the tune of N$88.6 million. Currently the Swakopmund Town Council has very limited financial resources available. This fact that is evident when considering the huge difference of the Capital Budget for the new financial year 2016/17 compared to the previous years. The new Capital Budget, which was approved by Council on Tuesday evening, is less N$36.3 million compared to the financial year 2015/16, where it stood at N$124.9 million. “I am convinced that the anticipated property sale transactions will generate sufficient revenue and this, together with current available funds, will place our Council in a more favourable position to finance the projects anticipated for the 2016/17 financial year,” Shitana said during. While the main aim of Council is the formalisation of DRC, the financing of this development will be done by Central Government. As Shitana explained Council has already received funds for this purpose, but he did not mention any figures. He stated that Council will receive further funding in the coming two financial years which is meant for the installation of services in the informal settlement. “All relevant tenders were awarded for installation of services relating to Streets, Sewerage and Water,” he said. Of the total amount of N$88.6 million, N$48 million will be utilised for the continuation of projects, while the remainder, N$40.5 million, is earmarked for new projects. A big chunk of the anticipated Capital expenses will be utilised for the improvement of sewerage related services as well as the necessary infrastructure, which is why a total amount of N$14 million was allocated for this purpose. An amount of N$14.1 million was also allocated for “public buildings.” According to Shitana it is Council's intention to utilize a part of this amount for the completion of the Multi-Purpose centre in Mondesa. “It is anticipated that the centre will be completed towards middle of June 2017 and the remaining provisions are to maintain all other

public buildings belonging to Council,” he said. Another priority for Council is the provision of efficient service delivery regarding water related services. Council has for this reason allocated N$12 million for water infrastructure projects, which includes the planning phase for a new water reservoir at the smallholdings. As usual another big chunk of the budget has been allocated for the ongoing surfacing of streets in town. A total amount of N$10.9 million has been allocated for this purpose. “It should be noted that the Streets to be resurfaced will be prioritised by Council,” Shitana noted. Another sore point for Council, which the new Council has made its priority, is the replacement of sewerage block system in Mondesa and Tamariskia. “The general welfare of Swakopmund residents living in close vicinity where this (regular sewerage blockages) frequently occurs is of a concern to Council and therefore our Council has planned and is busy re-locating the entire midblock sewerage system,” Shitana said. An amount of N$9.7 million was allocated for this purpose. For the surveying and future planning of affordable erven an amount of N$8.6 million was reserved. This provision, Shitana said, will be allocated towards future planning of serviced land for further development of the town. Other priorities of Council reflecting in the budget include the improvement of the current service delivery of refuse removal (N$6.8 million) and the development of business and market malls (N$7.2 million). At the same time Shitana tabled an Operational Budget to the tune of N$144.4 million, reflecting a deficit of N$1.4 million. “With the necessary budgetary and financial control measures in pace, I am convinced that the deficit will be transformed into a surplus through savings and additional revenue come 30 June,” he said.

An accident on Union Street yesterday afternoon was caused when a taxi tried to overtake this light pick-up as the driver of the pick-up was busy turning right on 11th Rd. The Mazda bakkie had its indicator on before the turn, but the taxi seemed to be at high speed. The accident is under investigation to determine the responsible party

Former Karibib CEO Sentenced for corruption Erwin Leuschner

The former Chief Executive Officer of Karibib, Lydia Vekawana Kandetu, was found guilty on a charge of contravening the Anti-Corruption Act in the Swakopmund Regional Court and sentenced to a fine of N$5 000 or alternatively two years in prison. The judgement and sentence was delivered on 27 May. Kandetu was charged in 2013 after it emerged that she allegedly corruptly used her office or position for gratification and thereby contravened a section of the Anti-Corruption Act. Three years down the line she was found guilty in the Regional Court. She was found not guilty on the alternative charges, being that the accused corruptly used a false document by an agent and another charge of fraud. According to the charge sheet Kandetu, as the then CEO of the Karibib Town Council, used her position to unlawfully and wrongfully increase her salary dramatically to an unrealistically high amount. “The accused directly or indirectly and corruptly used her office or position in a public body which was the Karibib Town Council, to obtain gratification for her own benefit, the charge reads. She effected a personal salary increment in her favour from an agreed N$151 451.07 per annum to almost double the amount of N$272 538.00. In essence this would mean she gave herself a salary increase of N$121 086.93, which translates into 55.5%. To get approval for the huge salary increment Kandetu allegedly convinced the

Karibib Town Council that the increase was approved by the then Ministry of Regional and Local Government, Housing and Rural Development, whereas in fact no such thing transpired. In a court exhibit forming part of the evidence of the state's case, a letter from Hon Jerry Ekandjo, then Minister of the above-mentioned Ministry, is attached. In his letter, dated 27 March 2012, the Minister confirms the appointment of the CEO and approves an annual salary of only N$151 451.07. Even though the Minister gave strict orders regarding a salary structure, Kandetu's employment contract, which was signed for a period of five years in November 2011, paints an entirely different picture. In the contract her remuneration is indicated as N$272 538.00 per annum, with even more benefits added on top of that. When adding all her benefits, including housing allowance, motor vehicle allowance and a bonus, the total yearly remuneration for Kandetu would stand at N$385 156. Her motor vehicle allowance was agreed upon to be N$82 706 per annum. On top of that, other benefits included Town Council to contribute 70% to her medical aid.

According to Lutombi the first phase of the road project will be the construction of the SwakopmundHenties Bay-Uis road, while the second phase of construction will be the Kamanjab-Khorixas-Uis road. Phase one is further sub-divided into two sections, namely: Section A: Swakopmund – Henties Bay (90km); Section B: Henties Bay – Uis (92km); Phase two is also further sub-divided into two sections: Section A: Kamanjab – Khorixas (105km); Section B: Khorixas – Uis (115km), which will cost the RA a total of N$558 million. The construction was initially anticipated to start in the beginning of this year, but he revealed that it “is scheduled to commence soon”. Another big project for the RA is the widening/upgrade of the Highway between Omaruru-Karibib-Usakos leading up to Swakopmund to a 2+1 standard. This project will commence in 2017 as financial provision in the next financial year has been made, Lutombi revealed. Furthermore a maintenance project between Swakopmund and Walvis Bay is in the pipeline, whereby the road will be refilled to extend its lifespan. The Swakop Bridge on the Trunk Road 2/1 (coastal road) will be rehabilitated as part of Phase two of the Swakop – Walvis Bay road project. A new bridge will be constructed on Main Road 44 (road behind the dunes) that will accommodate a dual road. Henties Bay, Swakopmund and Walvis Bay will be connected by Main Road 36 and Main Road 44 (behind the dunes), which connects to the Swakopmund bypass. It will then continue to Henties Bay. A bypass will be constructed around Henties Bay to link to Main Road 76 (Henties Bay – Uis). Mutjavikua thanked Lutombi for all the anticipated developments and welcomed the projects. Mutjavikua noted however that the widening of the B2 between Karibib and Swakopmund should be regarded as an urgent matter. He believes that by 2018/2019 the Erongo region will experience serious problems on the Karibib-Usakos-Swakopmund road, due to the anticipated growth. Mutjavikua mentioned other roads which need urgent attention, including the Omatjete-Daures road and all other roads in the Daures constituency like the Uis-Okombahe-Omaruru. He described them as serious problems. “We know that our roads are in good hands with the RA and we understand that by nature, the process of constructing roads is a slow process and thus we are grateful to RA,” he said. Mutjavikua suggested that the RA should give the first phase project to SME's in the Khorixas area, as “we need to employ our SME's so they become experts in their own work”. Another issue, which Mutjavikua brought up, was the issue of queues at NaTIS offices and how people have to wake up very early in the mornings to queue for learners and driving licence tests. He urged the RA to employ more staff at the NaTIS offices in order to meet the ever growing demand. In response Mr Lutombi said that the construction of the Omatjete-Omaruru road will commence soon, as “we have a contractor already.” According to Lutombi, the RA is at an advance stage of structuring the design of the Karibib-Omaruru road and once this process is completed, the structuring of the design of the Karibib-Usakos-Swakopmund Road will begin. On the issue of NaTIS offices, Lutombi said that the RA wants to embark on creating another NaTIS centre in Swakopmund for learner's and driver's license tests. As it is on all Roads Authority Capital projects, a minimum of 15% of the works will be reserved for SME Contractors. “Our biggest challenge is the availability of water for construction, as you may be aware Namibia is faced with a looming shortage of water, especially in the Erongo and Central Regions” Lutombi emphasised. He also said that “we are looking at expanding the number of personnel to meet the demands.” In conclusion he said that approximately N$10 Billion will be spend in the Erongo Region. This figure includes the upgrading of roads to dual carriage and the maintenance of the current ones.

High school boys suspended after busted drug deal on school ground The degree by which the drug trade and drug usage have entered as a dark subculture among secondary school children at the coast has been redemonstrated, after two secondary school boys of the Dolphin Schools in Walvis Bay were caught red handed with cannabis on the school's premises on Wednesday morning. Ek sê eerder niks want NIEMAND van die skool gaan luister nie Shawn Thomas: This is not a new trend at the coastal schools this incident is just one that is been reported and its a good thing so that parents can stand up and join the campain againds crime especially drugs amoung the youth Jerome Martino: A simple urine drug test should be implemented in all schools,,,, if they sell it on school grounds than its obvious that there are users. Cheryl Westerdale: The adult that supplied it to the minors should be arrested. Moira-Anne Schaaf-Somers: Care about now/today not 10 years from now??? Wake up!! Norman D Bester: If the lawmakers didnt take these kind of evil real serious. ....then it will go from bad to worse....please tell goverment to wake up and not me....hope you understand now my point....

Swakopmund's guinea fowl population multiplied to more than 150 individuals Swakopmund's guinea fowl population around the Lighthouse at the Mole has grown to about 150 individual birds - these are the most recent estimates by some individuals who feed them regularly. The flock of guinea fowl remains a bone of contention since the birds moved into the area some years ago. While tourists and some locals welcome the sight, others wish to move them elsewhere and describe them as a nuisance. Swakopmund has more than one guinea fowl population. Erika Glück: Coming from Whk I always love to see them there, this is one if a few things why Swakop is so special to us, not just concrete and sand but beautiful gardens and some wildlife. I will gladly swop places and the ones complaining can come and live in Windhoek Danel van Rooyen: People need to learn to respect all forms of life, You have invaded their territory, if you don't like it, re-home yourself, do not harass the guinea-fowl. They are awesome. Peter Baron Van Ginkel: Please leave them in peace , they are a assist to our town Rudi von Lieres: Please relocate the others who thinks the guinea fowls is a nuisanse and leave our hoenders Tamara Lenssen: Love my noisy neighbours!

Swakopmund hosts its first Gay Pride parade Swakop Pride 2016 will be hosting a pride parade in Swakopmund on 4 June. Swakop Pride is an event that aims at creating visibility and amplifying the voices of the Lesbian, Gay, Bisexual and Transgender (LGBT) community in the Erongo region and Namibia as a whole. Tangenomwene Haimbala: It is democracy that the United States of America has been preaching and spreading around the world. That is why they have attacked Iraq and they have set their feet in the Middle East. Africa is no exception to the American

ideology of democracy and liberty. Africans have eaten missionaries hoping for the continent to get in a better shape but the consequences are: prostitution, homosexuality, to mention but a few. Danny Beukes: Some of the nicest people I know are gay, we can all learn a bit from them. A-Jay John: hell is calling....... Nico Prinsloo: Contradictive much?? Just have a look at your profile picture and re-think your statement. May god bless you. A-Jay John: You don't know what i mean. Charlene Swanepoel: Ons sal moet bid vir hierdie mense ASB. Kuisebmond Secondary School in Walvis Bay:

Media Release

MultiChoice Namibia enriches lives of learners in Erongo Upgrades of the MultiChoice Resource Centres (MRCs) in the Erongo region kicked off in Walvis Bay on 1st June 2016, and will be underway in the coastal region during June. This initiative forms part of MultiChoice Namibia's national rollout of equipping selected schools with the latest digital satellite equipment to access the DStv Education Bouquet, which is made available to participating schools free of charge. In line with MultiChoice's purpose of enriching lives, the MultiChoice Resource Centre Programme was established to increase and enhance access to quality educational resources, mainly in rural areas across Africa. The extensive reach and capabilities

of the DStv digital satellite technology platform is leveraged to bring high quality, up-to-date learning materials into schools, in even the remotest of communities, regardless of geographical or logistical constraints. After almost a decade, the MRC programme has established a proud track record of over 1, 700 centres rolled out to schools and educational institutions across 26 African countries. The scope of this programme attests to MultiChoice Africa's commitment to developing

Africa's human capital. Lizette Foot, Corporate Affairs Manager of MultiChoice Namibia commented: “MultiChoice recognises that education remains a priority in Namibia. As a responsible pay television operator in the country, we invest heavily in this field and our programme leverages our powerful digital satellite platform to make a difference to the lives of students and teachers. To date, over 300 schools have benefitted from this programme in Namibia”. The DStv Educational

Approximately 540 learners will benefit from the initiative at this school

Bouquet comprises of the following premium channels: · Business Day TV (DStv Channel 412) · BBC World News (DStv Channel 400) · Mind-set (DStv Channel 319) · NBC (DStv Channel 283) · HISTORY (Dstv Channel 186) · BBC Knowledge (DStv Channel 184) · Animal Planet (DStv Channel 183) · Nat Geo Wild (DStv Channel 182) · National Geographic (DStv Channel 181) · Discovery Channel (DStv Channel 121).A key strength of the programme is that it is implemented in partnership with government and other relevant local partner organisations. Through this approach, the strengths and expertise of each partner is harnessed towards the overall objective of enriching and strengthening the quality of teaching and learning in the classroom, and to support Namibia's goals of alleviating poverty in line with the Harambee Prosperity Plan. Training and support is one of the fundamental elements of the initiative. Teachers at MRCs receive training and orientation on the use of the equipment and ways to effectively integrate the valuable resources into the teaching experience.

First up, CN's Chief Executive Officer Donovan Zea-land announced the new Board that will lead the association for the next two years. Richard Frankle will once again serve as President, while being assisted by Franklin Green, Andre Snyman, Hester Khan, Henno Prinsloo and Laurie Pieters. “We are aware of the challenges that the newly elected board are faced with, however, we are confident that they will serve cricket during their two year term,” Zealand said after the announcement in the capital. Furthermore it was decided that Dyanand Thakur will stay the head coach of the national team, dubbed the Eagles, at least until the end of 2017. Additionally, Clint Henry has been appointed physiotherapist and fitness con-ditioning coach of Cricket Namibia. The team, which had a couple of difficulties over recent months, is currently preparing for the upcoming season. From 2 to 4 September the Eagles will be competing in the annual Africa Cup in Pietermaritzburg in South Africa. They have been drawn into group A alongside Western Province, North West and Kwazulu Natal Inland. Only a month later Thakur and his men will again have to bring their A team when they travel to Papua New Guinea to compete in the ICC's Intercon-tinental Cup and World Cricket Championships respectively. The juniors, on the other hand, will get a chance to showcase their skills when Cricket Namibia hosts a representative age tournament in Windhoek in July. Zimbabwe and Western Province have confirmed their participation with two teams each in the age categories U13, U15 and U17. “Our juniors have consistently produced exceptional results in inter-provincial tournaments in the past and we are confident that this event will be a good preparation for the annual inter-provincial tournaments during December of this year”, the CEO stated further. Geingob remembers the “people’s champ Muhammad Ali “The late Muhammad Ali was more than a boxer - he was a humanitarian, anti-war hero and an exemplary role model, who emerged out of one of the most turbulent periods of history to bring joy, tears and hope to so many people around the world.” These are the words of President Hage Geingob in an emotional tribute to the boxing legend who passed away on 03 June. Ali, dubbed the greatest boxer off all time by many, died after a respiratory illness that was complicated by Parkinson's disease. In a post on his Facebook page Saturday, Geingob recounted his personal encounter with Ali on 20 September 1972, after Ali had fought Floyd Patterson at the old Madison Square Garden in New York City. “After a brief wait, Ali emerged from his room looking very tired and exhibiting great humility. We exchanged greetings and I began to explain to him that he was greatly admired by Africans, not only as an athlete, but as a person and a symbol of black resistance in the face of white oppression.” During the encounter, Geingob urged Ali to abort his plans of fighting in South Africa as that would give the impression that he was supporting the white minority regime that ruled the country at the time. Furthermore, the president described Ali as a man of principle, who was characterised by wit, wisdom and foresight that cannot be matched by any ordinary boxer. “There is no questioning the fact that Muhammad Ali changed the face of boxing. Until this day, all the promotional hype that characterises modern boxing is in existence due to the genius and personality of Ali.” Geingob also recognised the criticism that Ali had endured from fellow Americans, including some from his own community for renouncing his birth name - Cassius Clay - who was the son of a slave owner, and during his conversion to Islam by taking on the name, Muhammad Ali. “I have often said that one has to be prepared to suffer for one's principles. Ali is a true example of this belief, as he suffered greatly for his principles.” Ali's funeral will take place on Friday in his hometown of Louisville, Kentucky. But it will not be an ordinary funeral; it will be what Ali had planned long ago: a celebration for everybody. (NAMPA)
