SIAM @ SIAM SEAFOOD BUFFET We finally got to visit the well known Siam Siam seafood buffet located on the 6th floor of the Siam Siam hotel on second road. Yes, the big blue one. The restaurant occupies three sides of the flood so you can choose the view of Pattaya you like. There was a very pleasant live band playing favorites I am sure you would recognize. They have an extensive offering of cocktails as well. Upon getting seated the first thing you notice are the clips with a number on them. They are used to identify your table, you put it on a plate of raw fish and/ or meats you have selected and drop them off at the buffet. They return your choices all properly cooked to your table. The buffet is amazingly comprehensive. There are a couple of daily pizza offerings, a pasta station with a variety of sauces and pastas as well. You choose and a pasta chef will prepare fresh for you. There is a standard type of buffet of main courses ranging from curries to steamed veggies, rice and fried rice and other main courses. A fresh roasted chicken was available for you to carve your own favorite piece. It was easy to meet the needs of our vegetarian companion with the huge variety. On the chilled wall is a fresh salad bar plus an assortment of cheeses and most importantly a variety of sushi offerings. I couldn’t help but notice that as sushi was consumed it was promptly replaced with a brand new sushi offering. So don’t load up, but rather come back for more selection.

The centerpiece of the buffet is the fresh seafood selection complimented by an assortment of meats. The seafood assort-

ment included Mussels, Spotted Babylon (if you are unfamiliar it is a conical shelled shell fish, quite nice), and Blue Crab. There

were giant river prawns, fresh squid and Salmon. There were huge fresh oysters as well as other shellfish offerings. You place the ones you want cooked on a plate with your table clip and hand it off to the cooking station. It is promptly delivered to your table. Then you take a second plate (they discourage meat on same plate as fish) and determine what meats you might like. There was lamb, chicken, beef and other meat. You then deliver this plate for cooking as well. You complete this selection by choosing a variety of sauces to compliment your meat selections. Ranging from spicy Thai and Chinese types to BBQ and mustard sauces, guaranteed something for everyone. Upon completion let’s not forget about desserts. The selection was the widest I had ever seen. What was especially nice was there were lots of bite sized desert tastings. All the normal chocolate cake slices, but also fruit mousses, cheesecakes and the like. Guaranteed something for everyone. I chose 5. However, I must point out they had a FRIED ICE CREAM station with a variety of toppings, no matter what you must try this! By Nick Athens

SAINT PATRICK’S DAY PARADE THE RED DEVILS

Again this year the Irish community and the Father Ray Foundation supported by Pattaya City Hall and many other organizations and businesses will organize the very popular “St. Patrick’s Day Parade” in Pattaya on St. Patrick’s Day Tuesday 17. March. The Guest of honor is the Irish Ambassador to the Kingdom of Thailand His Excellency Tony Cottee and Deputy Mayor Ronnakit Eakasing representing Pattaya Mayor Sonthaya Khunplome. The St. Patrick’s Day

Parade started in 2011 by the Irish community, led by Mr. Derrick Kane, an Irish expat and a regular fixture in the Pattaya community. The goal has always been to showcase the Irish culture and have a good time doing it. Since the first year Father Ray Foundation has been its’ partner spreading the Irish spirit, all for the good cause of helping the needy of Pattaya. All the proceeds from the St. Patrick’s Day Parade go towards caring for and educating over 850

underprivileged children and students with disabilities. Each year the celebration grows, attracting more parade goers, floats, marching bands and crowds revelling in the fun. Over the last 7 years, over 7 million baht has been raised for Father Ray Foundation. The Irish Society of Pattaya plans on making this year’s parade bigger and better than ever. The parade will start at 12.30 from School number 8 (the Chai Mongkol School), along Pattaya Second Road and ending at Alcazar Theatre in North Pattaya.

When asked to name their favourite football team, the young boys at the Father Ray Children’s Home shouted in unison, Manchester United. No one is sure if they really do like United, or they could see the badge on the brand new shirts

that were laid out on the table in the office. The kits that were donated to the Village by Manchester United, via the Sacred Heart School in South London, and the Red Devils now have twelve new supporters.

SUN SABELLA GRAND OPENING The impressive Classical Thai restaurant “Sun Sabella” had its grand opening on Saturday 22. February. Dr. Sunya Viravaidya the owner of Pattaya International Hospital is also the owner of this fascinating restaurant that include a “Jazz Pit” with live jazz music. CLEANEST BRIDGE IN TOWN

On the 16th of May 2019 that the great and good of Pattaya society gathered to welcome the Minister of Transport to Pattaya. The Minister was in town to open the brand new bridge across Sukhumvit Road, the first one of its kind in the city to include an elevator for easy access for people with disabilities, those with young children and the elderly.

It is a bridge that was first promised to the students with disabilities at the Father Ray Foundation over two decades ago. They were told a bridge will be built and yet they waited and waited, and they protested here in Pattaya and at the Ministry of Transport offices in Bangkok until eventually their dream became a reality. Once a month the students take

a morning off from their study to clean the bridge. They mop the floors, polish the signs and the glass and also sweep the stairs. The exercise is not just about keeping the bridge clean, it is for safety reasons, so users can read

strain which is indigenous to Thailand and the region. Cannabis has been an important ingredient in more than 90 Thai herbal medicine formulas that have been used for more than 800 years. As part of the Rabbit Resort Pattaya compound, Squirrel Tail Clinic is located directly on beautiful Dongtan Beach in JomtienPattaya, Thailand. The products from this research and development will eventually be used at Squirrel Tail Clinic for the treatment of patients from around the world. It is a pilot project for medical tourism that will take advantage of the already established international clientele in Pattaya and Thailand. The project follows the objectives of Ministry of Public Health and Ministry of Tourism and Sports of

The much depleted Lake Mabprachan was the location for the first, and hopefully annual, trek through the jungle by the students from the Father Ray School for Children with Special Needs. It was a hot Friday morning when they set off in teams, most wearing their Scout uniform, and with the instructions to follow their leader, work as a group and do not wander off alone. Starting at five minute intervals, the students walked along the via-

duct, watching the fishermen and the rowers on the lake which is desperately short of water. The jungle the children were told they were entering is more like a small forest, lots of trees, dirt

tracks and stray dogs, lots of them. Entering the jungle they arrived at stations where they were expected to complete tasks, earning points along the way, and as usual points win prizes. It was a very hot morning, but no matter how high the temperature rose the children kept smiling, urging each other to walk faster, cheer louder, work harder and don’t sit down and sleep, which

is what a few of the younger children did as soon as they got the chance. It is amazing to think that before coming to the School most of these children had never had the chance to receive an education, most stayed at home watching television. Now they are learning, make friends, having fun and trekking through the dangerous jungles of Pattaya.

Known around Pattaya for their musical brilliance, the traditional Irish music group, Failte, recently paid a visit to the Father Ray Foundation where Father Paul Sukhum thanked all four musicians for their support. Each Sunday evening Failte play at Murphy’s

Law, and the last Friday of the month they perform at Tara Court. Special thanks were given to the musicians as they reached a milestone in their fundraising activities; 250,000 Baht raised for the Education Fund at the Foundation.

THAI LAW Whenever I am a guest speaker at an event for an international organization or association a question that is commonly asked by foreigners is “why do the traffic police always stop us”. Usually after discussing the problem

with them I discover that they were riding a motorbike but without a driver’s license, both passengers were not wearing safety helmets and they were driving on the wrong side of the road as well as violating other traffic laws. I find that things like these occur because the foreigners in ques-

tion think like Thai people, so I ask them “If you were in your own country would you drive with no license, not wearing a helmet and on the wrong side of the road violating the most basic of traffic laws?” So this is a rhetorical

question, if one stays within the laws and rules of the road then they will not have any problems with the traffic police. Whenever I am abroad in other countries I will always have to follow and obey those countries laws. I keep my passport on my person at all times, and follow the

countries rules and regulations accordingly. So please don’t think you are a second class citizen whilst here in Thailand, you are on the same level as any Thai person. If the law requires a Thai national to follow a rule or regu-

lation then you will also need to follow those rules as well. Please don’t think about what you should get, but what you should give or do in order for you to have a trouble-free time here in the Kingdom of Thailand. I can confirm that if something happens to you in Thailand, you will be treated the same as any Thai person as there is no law that states that you will be treated any differently. These laws were written to protect the citizens and visitors of the country with the aim to govern and keep peace in the Kingdom, with the appropriate penalties in place to prevent and to prosecute offenders. CHONBURI IMMIGRATION INTRODUCES ROVING “SMART CAR” ELDERLY SUGAR CANE VENDOR DRAGGED ON BACK OF MOTORTO RANDOMLY CHECK FOREIGNERS PASSPORT STATUS BIKE AFTER THIEF STEALS HIS PHONE IN SATTAHIP

Naew Na reported that a brand new BMW smart car was sent into action in Pattaya on Wednesday under the orders of Chonburi immigration chief Pol Col Naren Khreuangsanuk. It wasn’t long before the BMW – set up with state-of-the-art onboard diagnostics – was used to verify the status of a foreigner walking about outside his house in South Pattaya Soi 7. The vehicle will be used, according to immigration, to quickly verify the passport status of suspicious looking and acting foreigners across the city. The vehicles computer has the ability to instantly check the passport and criminal background status of foreigners.

Immigration soon realised that Imadh. M., 54, from Sudan was in Thailand illegally after running a random check on him from the vehicle. He was taken off to Pattaya police station for processing and will be deported and blacklisted at his expense. Pol Col Naren revealed this was all part of IB chief Lt-Gen Sompong Chingduang’s plan to rid Thailand of illegal aliens and foreigners up to no good. The Pattaya News notes that profiling and stopping one for a random passport check is completely legal in Thailand. It is Thai law to have your passport on you at all times, although in practice a copy is generally permitted. The copy

must have the individuals arrival and visa stamps, not just the identity page. Chonburi Immigration told the media that they will continue to conduct random checks across Pattaya on a daily basis, looking for suspicious individuals. They did not define exactly what makes an individual suspicious. Immigration also noted that those legally in the country and following the rules have nothing to be worried about and a normal check only takes a few seconds. The public should continue to call 1178 to report infractions of the immigration laws or if they believe someone is on overstay or in the country illegally.

JOMTIEN BEACH VENDORS REPORT SOLID BUSINESS AS PATTAYA BEACH VENDORS SAY BUSINESS DOWN SIGNIFICANTLY

In a tale of two different tourist markets and sides of the story, Pattaya News Reporters have interviewed both Jomtien Beach and Pattaya Beach Vendors, as well as several major hotels this week and got drastically different stories on the state of how tourism was doing in the city. An elderly sugar cane vendor who let what he thought was a potential customer borrow his phone to make a call has sufferered multiple injuries after the potential customer stole his phone and tried to drive off on his motorbike, leading the seller to grab onto the back in a desperate plea to get his phone back. The vendor, 63 year old Chaiyapat Warawan, who has a fresh sugar cane stall on Sukhimwit 23 near the Birds Nest Hotel, said a young Thai man about 20 years old pulled up to his stall on a grey and black Honda Wave 100 at about 10:00 AM on Saturday, February 15 and said he wanted to purchase some sugar cane. However, the young man said he needed to make a call to figure out how much his mother needed and asked to borrow a phone.

Mr. Warawan lent his phone to the man who then attempted to speed off on his motorbike. However, Mr. Warawan grabbed onto the back of the motorbike and was dragged for over twenty meters down the road, yelling for his phone back. The thief threw Mr. Warawan’s phone on the side of the road and sped off. Mr. Warawan let go once his phone was thrown into the grass.

The entire incident was caught on CCTV. Sattahip police, led by Lt. Col. Suphan Chai Harn, said that they have identified the suspect and are working toward an arrest as of yesterday afternoon. Mr. Warawan is recovering from his injuries but is happy to have got his phone back and said he would do it again in a heartbeat, regardless of his age.

HUNDREDS OF TOUR BUSSES SIT EMPTY, SOME BOAT TOURS SHUTTING DOWN FOR THIRTY DAYS AS CHINESE CORONAVIRUS HITS TOURISM INDUSTRY HARD IN THAILAND As the Chinese novel Coronavirus problem worsens in China with the country banning all group tours and more and more countries stopping flights and increasing VISA restrictions for individual travelersz the tourism industry across Thailand is feeling the effects already in what may be a problem that will go on for months. More than 300 tour buses in Phuket have been parked for over a week with no Chinese tour group arrivals because of the coronavirus outbreak. In Pattaya, The Pattaya News can confirm that the normal hundreds of busses seen at Bali Hai and local tourist attractions and shows are nearly gone…leaving the attractions struggling to bring in other customers. Many of the

tourist attractions locally primarily relied on Chinese tourists for revenue, especially markets, cabaret shows, sporting events, island tours, shopping malls and themed attractions. Many operators have been badly hit since the Chinese government banned all outbound group travel by its citizens on Jan 25 as it tried to contain the spread of the virus that originated in Wuhan. A worried market vendor, who declined to be named at a local market spoke to the Pattaya News and stated “Chinese customers are my main source of income. Without them I cannot pay my rent and live. What are we going to do? Yes, we have the Russian tourists but other tourists don’t often come to the tourist markets.”

The Pattaya News visited several local temples, normally full of tourists on a busy weekend and nearly all were deserted save for a few foreign tourists. Concerned vendors who survive on selling trinkets and food to Chinese tourists told us they did not know what they were going to do. In Pattaya Bay, most of the cruise ship floating restaurants have told the media they will be closing shop for at least thirty days as they are unable to make a profit without Chinese tourists. Many seafood restaurants, who also said they primary customer base is Chinese, also were expressing concern. Despite the economic concern, nearly everyone the Pattaya News spoke to agreed that the ban was difficult but needed to protect the

country and it’s citizens. The Thai government has also said they are working on several programs to help vendors in the tourism industry affected by the ban. Some tourist attractions, such as Nong Nooch and the Floating Mar-

ket are running promotions encouraging domestic tourism and for other foreigners to visit, using the fact that it is less crowded as a selling point for those who wish to visit. Speedboat vendors who relied on

Chinese tour groups are focusing on other tourists and also using the less crowded beaches as a selling point to the tourists in Pattaya.

Thai immigration have all but scrapped the controversial TM28 change of address reporting requirement for foreigners. According to the new requirement, while TM28 is still listed, a long list of exceptions have been added, which for all intents and purposes means that almost no one is now required to submit a TM28 form. The list of exceptions, covered in sections 2.2 and 2.3 includes just about every foreigner in Thailand, from diplomats and those performing official duties through to students, those working in Thailand, foreigners married to a Thai or who are a parent to a Thai child and those staying in Thailand for retirement. According to the immigration website, the regulation regarding TM28 is dated February 14 but came into effect on January 28. However, foreigners need to be aware that they are still required to inform immigration if they change address permanently.

The previous requirement stated that foreigners who had stayed in another province for more than 24 hours were required to inform their local immigration office when they returned. The reality was TM28, which is listed under section 37 of the Immigration Act and has been a requirement since 1979, was seldom enforced by Thai immigration and hardly ever completed by foreigners after returning from an overnight stay elsewhere in Thailand. Many foreigners, including those who have lived in Thailand for a number of years, didn’t even know the requirement existed. At least that was the case until last year when TM28 briefly started being more strictly enforced by some immigration offices. This coincided with immigration also strictly enforcing TM30 – the requirement for hotels, guesthouses and property owners to report foreigners staying

at their address. (TM30 often gets confused with TM28, with TM30 sometimes used as a kind of catch-all term to describe both but they are actually two separate requirements – and TM30 is still required.). The sudden enforcement of both TM28 and TM30 resulted in Thai immigration being on the receiving end of fierce criticism from the expat community and foreign business leaders in Thailand, who said TM28 was not just inconvenient but archaic, draconian and not fit for purpose today. Trust Your Gut: -One of your most powerful tools is your own observation. Most of us have a sense for when a situation is dangerous. If your instinct or intuition tells you it’s serious, call 911 or go to the nearest emergency room. It’s always better to err on the side of caution when it comes to your health. Chest Pain: -If you have chest pain or pressure that lasts more than a couple of minutes, or if it comes back, it’s time to call 911. You shouldn’t try to drive yourself or a loved one with these symptoms. The ambulance has special equipment and trained people who can help you more quickly. Shortness of Breath: -If it happens suddenly and is keeping you from your everyday activities, have someone drive you to the emergency room. Call 911 if it’s severe or if you also have nausea or chest pain or you pass out. You could be having a heart attack or pulmonary embolism (a blood clot in your lung).

Vision Problems: -Call 911 if you suddenly have blurry vision, double vision, or loss of vision. That can be a sign of stroke or other serious illness. You also should call 911 if you have trouble seeing and have a bad headache, nausea or vomiting, numbness, weakness, dizziness, confusion, or trouble talking. Also get emergency medical attention if you have blisters, splotchy skin (second-degree burn), or if it’s bigger than 3 inches or charred or white (third-degree burn). Vomiting: -You should go to the emergency room if there’s blood in the vomit or you have other symptoms, like severe headache or abdominal pain, confusion, or fast breathing or heart rate. A child younger than 6 should be seen right away if vomiting lasts more than a few hours or he has any signs of dehydration. Kids over 6 and adults should see a doctor if the vomiting lasts longer than a day or they have a high fever (over 101 F for

adults and 102 F for kids).

Head Injury: -A bump on the head can be serious and need immediate medical care if you pass out, have a seizure, or have a headache that won’t go away, persistent vomiting or nausea, slurred speech, or you feel confused, weak, numb, or less coordinated. Deep Cuts: -If you can see yellow fatty tissue under the first layer of skin, you should get to the emergency room. It will need quick attention if it won’t close or if it’s on your face, neck, genitals, or across a joint. You should also go if you were bitten by a person or animal, cut with a dirty or rusty object, or you’re bleeding badly or have a foreign object stuck in the cut. Stomach Pain: -If it lasts more than 30 minutes — especially if it’s sudden and intense — you should seek emergency medical care. Pain that doesn’t get better or happens with vomiting could be something serious like an inflamed appendix, which may need to come out very quickly. Testicular Pain or Swelling: This can be caused by an injury or infection, but it also can be a sign of serious problems in your abdomen. Get immediate care if the pain is severe or comes on quickly, or you have nausea, vomiting, fever, or feel a lump in your scrotum. The same is true if you still have pain an hour after an injury or your scrotum is red or swollen.

Broken Bones: -If you think you have a broken bone, see a doctor as soon as possible. It’s an emergency situation if a bone pierces your skin or if the injured body part looks deformed or is numb or bluish. This also applies if the bone is in your neck, head, or back, or there’s heavy bleeding. Seizure: -If you’ve never had one before, are pregnant, or have diabetes, a seizure calls for emergency medical care. If you know you have a condition that causes seizures, follow your doctor’s orders. But call your doctor if you start to have more seizures or have other symptoms along with them.

Vaginal Bleeding During Pregnancy: -It’s not always a sign of something serious, particularly spotting or light bleeding in the first trimester, but you should note your symptoms and call your doctor. Get medical care right away if you have heavy bleeding or you also have cramping, dizziness, or pain in your belly or pelvis. Special Case: Blood-Thinning Medications: -Even a minor injury can be serious if you take blood thinners. Call 911 if you have an injury and your heart rate or breathing becomes fast or you have trouble breathing, a headache, or feel sleepy, faint, or dizzy. Also, bruises that get larger or more painful may be a sign of internal bleeding and mean you should get emergency care.

High Fever: -If a baby younger than 3 months old has a temperature of more than 100.4 F, she needs to be seen right away. This is also true for a child between 3 months and 3 years old with a fever of 102.2 F and an adult who has a fever of 104 F or higher. Confusion or Trouble Speaking: -These are two of the most common symptoms of stroke. Don’t take any chances — call 911 right away. Your treatment and recovery depend a lot on how fast you get medical care. Other stroke symptoms may include sudden problems walking or balancing, intense headache, drooping on one side of your face, and numbness or weakness on one side of your body.

3 ECONOMIC OUTCOMES BEYOND 2020

Paul Gambles, Managing Director In recent weeks, I’ve explored where we are at right now and what the key issues are for 2020. So, what about beyond this year? Our central scenario for 2020 is a continued fragile economic outlook, but one that is increasingly supported by policymakers with further monetary accommodation and fiscal stimuli: any narrative about normalisation seems farfetched now. This is likely to lead to a more volatile risk asset scenario, especially in equity markets which I’d expect to be whipsawed between negative economic news and policy responses to that. Ultimately, we don’t see any policymakers yet showing any inclination to adopt the right policy responses. Thus, any relief rallies based on flawed policy accommodation are to be sold into more than trusted, unless policymakers undergo a collective ‘Come to Jesus’ moment. China, however, is undertaking a very different experiment from the West and we continue to watch that very closely. What is encouraging (at least for the longer-term outlook for China) is the increased pragmatism of Chinese policymakers. We expect that growth expectations for 2020 and beyond for the Middle Kingdom will be managed lower. There may be a response to exploit short-term political expediency: for example, if Trump’s art of the deal involves dangling carrots that are irresistible to China, especially between now and when the American supposedly presidential elections take place on 3rd November. Such an environment is generally likely to imply an ultimately weaker RMB; although for the time-being the strengthening trend since September remains intact. Having said that, Trump has now

clearly shown that he’s willing to deploy geopolitics as an election tool, making the short-term FX direction impossible to guess. The exorbitant privilege of the USD, which almost certainly hasn’t been factored into Trump’s thinking, is that it tends to strengthen when America becomes more deeply embroiled in geopolitical machinations so the pre-election foreign policy soap opera could be one factor that leads to a bot-

tom forming sooner in USD:CNY, especially if Chinese data continue to disappoint (we’re not obsessing on each latest release so much as noticing that as a trend, these indicate, at best, a weak recovery pattern). We don’t have to spell out how a weaker RMB and slower growth in China would create respective headwinds to pretty much all EMs (which above all need more and thus cheaper USD liquidity) and to the 2020 Asia growth outlook. In terms of Asia, it’s worth noting that we’re in the midst of the Chinese economic and financial experiment but hopefully in the denouement of Japan’s 30-year

unravelling. There’s an argument that financially Japan is structurally best equipped to deal with any downturn now, although the psychological scars of three decades run deep, as evidenced by the record unwillingness of Japanese to have babies or even relationships. In such an environment, we see three distinct economic outcomes impacting equity markets looking ahead:

Everything in the garden is rosy: growth picks up this year and despite margins being so stretched, we get c. 10% earnings growth which re-invigorates the equity market bull – like many outcomes, this is possible but absent any concrete evidence, we think it’s a bit of a fairy tale, so let’s dub this scenario 1 or Goldilocks. The bear (just one, not 3) is what happens if this doesn’t materialize (let’s dub this, scenario 2 or the bear fights back). In the original versions of the fairy tale, Goldilocks died horribly – but Goldilocks didn’t have a Fairy God Powell who waved a magic policy

wand and made everything OK again – let’s call this possibility Powell beats the bear or scenario 3. Of course, there’s any combination of sequencing on these: Goldilocks gets eaten by the bear; the Fairy God Powell saves Goldilocks; or the Fairy God Powell and Goldilocks both get ultimately swallowed up by the bear – we’ve modelled 6 of these as follows: At the moment there’s a very strong equity market consensus that we’re in scenario 1. We’ve not seen sufficient evidence since September to make us believe that this is anything except a fairy tale. I can go through the reasons why, but we seem to be at maximum greed, maximum margin, maximum PE expansion, maximum credulity and minimum level of equity shorts. The bond market seems dubious and so am I. The consensus also seems to rely on the fact that if it’s wrong, scenario 3 will save the day. We think that the second half of this year could herald an almighty battle between the forces of gravity and combined fiscal & monetary stimuli. Our biggest concern is that developing market and western policymakers just don’t seem ready to take the actions that would be needed if EMs/Asia, because of their own currency weakness and a much lower level of demand from China, turn in

below growth That said, we could be bouncing around between all the above vectors for quite some time before we’re able to say how good or bad the ultimate outcome is likely to be. But that isn’t priced into risk assets at all. We expect increased volume and we’re very, very light on risk asset Beta. We’ve been increasing treasury durations (and gold) again and we’ll look to keep doing so, unless we see any kind of positive rebound in economic activity. Quality is likely to become a key driver of fixed interest. We remain constructive on treasuries as both a risk-adjusted investment asset and a hedge against risk. We’re negative on the prospects for lower quality credit, which could exhibit high downside correlation with equities. Real assets such as gold could be

an interesting play, due the scarcity of other safe haven assets which has led to chronic mispricing of faux secure assets (like EuroZone Sovereigns and credit), the reality of which, in a manner akin to lifting the curtain in Oz, are likely to be exposed during the coming years. This situation would exacerbate the feedback loop that further strengthens treasuries, gold and USD. In turn, this would undermine risk assets further, strengthening economic headwinds. It’s unclear how much of that will play out in 2020 and how much will still have to be resolved in the years ahead. We’ll have to watch very closely. Thai Immigration & Tax Departments announce information swap Obtaining visas for foreign workers and tax refunds for tourists is set to become easier, according to the Thai government. Thailand’s Revenue Department and Immigration Bureau have announced that they are swapping information on entries and exits into and from Thailand. The Revenue Department will share, with the Immigration Bureau, income tax return information (with the owner’s consent) for the latter’s use in approving visa extension applications. For its part, the Immigration Bureau has agreed to share entry and exit information to facilitate VAT refunds for tourists and the issuance of revenue tax certificates in English. The plan is to make use of emerging blockchain technology, creat-

ing a one-stop service so that working visa applicants receive a quicker response and tourists receive VAT refunds accurately and quickly. The underlying objectives are reduced government service costs, while promoting and supporting tourism and services, thus boosting the Thai economy. March 6, 2020 We open up the month with Dr. Stewart McFarlane speaking on: SCIENCE FICTION THEMES IN ANCIENT BUDDHIST TEXTS In the Digha Nikaya of the Pali Canon, the Buddha tells a story in which the planet in the far distant future is covered with oceans. The only inhabitants are flying luminous beings without form, who never have to land and communicate with each other telepathically. Then clumps of land start to appear in the waters, and the beings discover that this partly covered with a substance that is good to eat. Because they are eating, they start to form bodies. Eventually the delicious substance is all used up, but mushroom type growths appear on the land, so they eat those. Their embodiment increases along with gender differentiation and the attendant vanity and jealousy. The mushrooms are eventually used up, but rice plants start to grow, so the beings eat the rice. The Buddha then makes clear that this story is not only set in the future, but also in the past, and explains the origins of human society and institutions. He is an initiated member of one of the troupes. During the same year, and during many subsequent visits to Taiwan he has continued training in T’ai chi and Wing Chun. In 1995 he was asked to form a security team of martial artists and conflict resolution specialists, to help provide the security protection for his Holiness the Dalai Lama, which they did from from 1996 to 2004, whenever he visited the UK. In 1997 he made SHADOW BOXING ON THE PATH TO NIRVANA , a 4 part documentary on the spiritual dimensions of Martial Arts, produced by the BBC WORLD SER-

VICE, travelled, extensively for that and had the chance to train with some of the world’s leading martial artists, such as Dan Inosanto(Bruce Lee’s friend & colleague (JKD & Philippine martial arts), Stephen Hayes (Ninjutsu), Mary Heiny (Aikido), Bob Frager (Aikido),Lily Lau(Kung Fu). Jimmy Wong(Tai ji), Master Shih Yen Tzu of the Henan Shaolin Temple, and a number of very good Chinese T’ai ji masters in Malaysia. Stewart left Lancaster in 1998 and went to Liverpool Hope University, and was Director of Asian Studies there until 2004, when he was diagnosed with menieres desease, and took medical retirement. It is a chronic condition involving over production of inner ear fluid, which damages the hearing and causes massive vertigo attacks along with balance problems He was out of

action for 3 years with menieres; but managed to control most of the symptoms using Qi Gong exercises, T’ai chi Ch’uan and some medication. He is again able to train every day again. He finds that the climate of Thailand and regular contact with animals to be highly therapeutic. He speaks and reads Thai and is now a regular contributor as a lecturer at the Siam Society in Bangkok and a number of research and cultural centres in Thailand. Today signaled the onset of very hot weather, in recent days the temperature has been creeping higher, today it was oppressively hot. It was not a good day for drinks stations to be without ice, unfortunately, some were. The course was bone dry, brown and hard, only the tee boxes and greens had any green in them. Some very inconsistent bunkers, some with fluffy sand whilst others were hard-packed, one even had wet sand. A strong breeze blew occasionally which was nice while it was blowing. When it died down the temperature went up markedly and so did fatigue levels. A very good roll-up of twentythree which included a few new faces from Japan, friends of Rocky and a surprise late entry by Barry Murnin. In his second-last game of this tour, Craig Dows took the honours with an excellent thirty-eight points, a score that had the potential to be much better but for a few lapses. Craig initially struggled to come to grips with golf in Thailand, it’s fair

to say he no longer has that problem. Jimmy Carr as he regularly does threw in a very good round and took second a stroke back with Robby Watts (mister consistency) in third on thirty-six. A gap to fourth and fifth where Roland Davison and Tony Robbins were separated on countback. A particularly fine shot from Kevin LeBar on the seventeenth saw him inches from the hole for a near pin with the others going to Tamura, Robby Watts, and Barry Murnin. Wednesday, February 19th Parichat Rainbow, 1st Peter Botswell (18) 38 points 2nd Ken Elmore (18) 38 points 3rd Craig Dows (8) 37 points Near pins Barry Murnin, Tony Berry, Keith Norman, Craig Dows. Our monthly Rainbow round was again played at the Parichat course, where we had some people not familiar with the course and others not familiar with the format. As always tee selection played a part in the results as well as assistance or otherwise from the caddies. Overall most managed both the course and the format well with some solid scores returned. Amongst those that didn’t figure on the leader’s board, there were still some good scores. In their last games before flying south the Aussies again dominated with two in the top three. Peter

Botswell playing with borrowed clubs excelled with an excellent thirty-eight points edging out Ken Elmore into second place on countback, with the second Aussie Craig Dows in third a stroke back. The third Aussie who didn’t figure on the winner’s list, Robby Watts was just a stroke further back. Near pins went to Barry Murnin, Tony Berry, Keith Norman, & Craig Dows. The course was still in reasonable shape despite no rain although it too is starting to show the effects of the drought. It should now appear monthly on our playing schedule until some other courses recover, bring on the rain. A suggestion was made that has some

PATTAYA LINKS GOLF SOCIETY Buchanan Bucks the Wind at Pleasant Valley Pleasant Valley was the venue for the Pattaya Links Golf Society on Friday, 21st February. The course was in good condition with greens that held some pace, but the main feature of the day was a strong wind, a rare event there in the shade of the hills and it had a serious bearing on the day’s golf. Acting as a real leveler, it kept scores in check and tightened up the top places. with the top ten all within four stableford points. With two divisions in play, cut at

merit, that we play each month stableford instead of rainbow off the blue tees with the exception of the ninth which has a particularly long carry, in which case we play off the red, food for thought. Twenty-one Bunker Boys made it to Bangpra for the last game of the week. As usual, we had to wait for the appointed hour before

checking in, a frustration that never seems to go away, what the logic behind it is escapes me as we could have hit off at least half an hour earlier since nobody was waiting on the first tee. As it turned out by the time we did tee off we had a five ball ahead of us. Despite being very dry the course played ok, even without any rain since our last visit the course seemed somehow greener. All but one or two water catchments are now totally dry. A very stiff breeze once again made scoring difficult but did keep the temperature moderate. The greens were rated at 9.5, any faster on downhill putts would have been close to impossible.

A very even contest with three players locked together on thirtysix points. Alan Harris took first followed by Keith Norman and Tony Robbins in that order. Tony Berry took fourth with Roland Davison rounding out the scoring on thirtyfour. Roland got two near pins, with Paul Smith and Keith Norman the other two. Next Wednesday we have our inaugural “Iron Man” competition organised by Daryl Vernon with golf at King Naga followed by killer pool and dominoes at Woody’s, we expect a good roll up for this fun event. In the second flight fifth place went to Pat Murphy with 35 points, countback placing Dave Ritchie above him in fourth. A three-way tie at the top saw third place go to Dave Arataki with 38 points, losing on countback to Gordon Laviolette for runner-up. Gordon also lost out on countback for the winner’s slot as Len Jones produced an excellent 24 points on the back nine to take the win.

In the top flight fifth place went to Andy Kelleher with 35 points, Rana Gurnam nosing ahead into fourth on countback. Third place went to Tommy Marshall with 37 points, with Paul Tedesco’s better back nine giving him second place on the same score. Scotsman Bill Buchanan is no stranger to playing in the wind “if it’s breezy, swing easy” - and his winning round of 39 points gave him the Green Jacket. Best front nine ( non winners) went to John Mason (19 points) with John Pearce taking the envelope for the best back nine (non winners) with 21 points. NEW RESTAURANT: THE REEF

A new restaurant serving California style Mexican food called “The Reef”, has opened in Welcome Town off Central Pattaya Road. The owners and staff used to work at the “Tequila Reef Cantina” in Soi 7. The menu is very much the same as in the now closed Mexican restaurant in Soi 7. Jerry Lee Lewis impersonator Rock and Roll star Jerry Carlson visited this new restaurant during his last tour I Pattaya where he had been performing his energetic show for full houses. THE 174TH PSC EVENT AT PARICHAT INTERNATIONAL LINKS

On 18th Tuesday 18th Feb, the PSC staged a 2 person scramble at Parichat Links. It was difficult to gauge what the attendance would be like; but Jack, the PSC Golf Chairman, just happens to work there and has seen the popularity of this local course, increase quite dramatically in recent months. Jack attributed it’s growth to a combination of course improvements, an excellent value pricing strategy and the strong alliance with the PSC. A 9.30 shotgun start, with the presentation shortly after worked like a dream and the organising team, Tim & Nigel and the PSC staff, were absolutely delighted with the 84 person turnout. Notably, the Sugar Shack contributed the highest number of players from all the PSC member groups, so many thanks to Jon & Paul for their great support; also

lots of new faces and many familiar ones made up the field with no no-shows. The shotgun went off a little early but the pace of play was excellent, even working around a 5 ball, who were not in

the comp; everyone was finished in under four and a half hours. It was a bit hectic in the restaurant and almost predictably they ran out of cold beer, even though they were repeatedly asked to fill

the fridges early in the morning. The staff had a minor panic as instead of taking the money as the orders were placed, they starting writing bins and then wondered where the customers had gone as they moved around to chat amongst friends. However, all turned out well as all the bins were eventually settled, so thanks for your co-operation. Near-pins which were divided into two divisions, 1 – 17 & 18+, were won by the following:Timo Antonnen, Ulf Bergstrom, Buppha Suriye, Jari Laakonnen, John Feeney, Mikito Homma, Reijo Voutilainen and last but not least, Eddie Beilby. We also had a hole-in-one from Jari Laakkonen on 14th 140yd 14th 7 drives each player and 25% of the combined handicap always produces a close finish in a 2 person Scramble and today was no exception. Winners of the event were Reijo Heiskanen & Butsaya Chummung with a score of 60 playing off a team h’cap of 8, 2nd were Eddie Beilby & Mark Walters on 62.75 and 3 rd Tony Gaw & Lance Nomeland with 63. Finally, Jack announced that the prospective deal between his boss Ana Wongsing of the Kingdom Property group and Parichat Golf had fallen through and that he and some of the members of the marketing team would be moving to new ventures on 29th February but

he was unable to disclose any details at this time, hopefully a full announcement will be made at the Charity Classic on 11th March at Green Valley. Ana kindly donated 20,000 baht’s

worth of green fee vouchers for Bangpra and a number a goodie bags, which PSC Vice President, Tim Knight with the help of Stan Rees (PR) gave away in a lucky draw.

RUSSIAN CHAMPIONS The ’15th Pattaya Beach Football Cup 2020' took place from the 31st January to the 9th February and drew an enormous number of spectators. Every day during the 10 day competition the station on Jomtien Beach Road was totally full. Pattaya City Hall has promised to make the stadion bigger next year to accommodate all the beach football fans.

Ten teams participated this year and the standard of the teams was very high and it has been decided that next year the tournament will be split up in two tournaments one for local teams, the “Championship League”, and one for the professional teams, the “Premier League”. This year there also was a tournament for boys under the age of 15 with 6 teams

participating. The result of the tournament was: Winner: Russia; 2nd place: Latvia, 3rd place: Holland; 4th place: Thailand; 5th place: Norway; 6th place: France; 7th place: England; 8th place: Ireland; 9th place: Finland and 10th place: China.

PATTAYA MUST DO As an Ex Pat living or staying in Pattaya for extended periods, it’s very easy to forget how many worthwhile and exciting places there are to visit. I, myself, get reminded when acting as a

detailed carvings of elephants, people and scenes, creatures and deities from mythology. They pay homage to and are a reflection of the Ancient Vision of Earth, Ancient Knowledge and Eastern Philosophy and they adorn every single surface – both inside and out – of the building. Nong Nooch Garden is set in a 2.4sq.km. beautifully landscaped park and can easily make an all-day trip. The entire area is more like a

tour guide for visiting friends, some who have never been to Pattaya before. Walking Street is the biggest and busiest party hotspot in the whole of Thailand, with only a

theme park, with daily cultural shows and restaurants as well as a vast area showcasing individually themed gardens. A leisurely stroll through the botanical park is like taking a journey around the world, through its many famous gardens, whether

Equally fascinating are species-specific gardens, such as cactus and succulent plants, orchid nurseries, tropical palm gardens, bonsai and topiary garden. Apart from the botanical park, Nong Nooch Gardens features daily shows at the Thai Cultural Hall. Enjoy the spectacle of sights and sounds in a classical Thai dance, Muay Thai or ancient drum performance followed by a jaw dropping elephant show. The Four Regions Floating Market is separated into four sections – each representing and selling items from the four major parts of Thailand (north, northeast, central and south). Expect to find many eateries, fruit stalls, souvenir shops and some art galleries. There is also a cultural show every afternoon. The market has over 114 shops and water vendors selling authentic Thai food, desserts and specialties from all over the kingdom. A walk through the hundreds of

wooden houses built in the different styles of the four regions is pleasant and fun. Postcards, Thai handicrafts and some ancient toys made from wood or diecast metal are widely available within the market, too. The Big Buddha on the very top of Pratumnak Hill, between Pattaya and Jomtien Beach, is an enormous 18 metre tall Buddha popping up through the trees. This Big Buddha – the largest in the region – is the highlight of Wat Phra Yai, a temple built in the 1940s when Pattaya was nothing
