This initiative, led by the City of Moline and Renew Moline, will create a compelling vision and supporting implementation plan for a re-imagined Moline riverfront. This community-based planning and design process aspires to community and ecological resilience, improving health and wellness for all ages, and catalyzing future investment within downtown Moline and along the Mississippi River.

There are many ways to get involved and share your thoughts throughout the planning process, including surveys, stakeholder interviews, pop-up events, community festivals, and the project website. In late September the planning team hosted a series of listening sessions with 33 individuals from 26 different organizations to explore the dynamics of Moline and share ideas for its future. Below are some of the key takeaways from those conversations.

“We have the opportunity to build and grow right here.”

Fall Fest Feedback

The Community Fall Fest provided the Moline community with the opportunity to share their vision for Moline’s riverfront. At the first station, attendees checked in and picked up their spooky fest guide to collect stickers as they complete each station. The second station paired an interactive mapping exercise with pumpkin decorating. At the third and fourth stations, participants used pom-poms to share their priorities for the riverfront and shared their ‘perfect day’ at the riverfront. The final station included the community survey and a fall-inspired photo opportunity.

Q9: Imagine 10 years from now, the riverfront district has been transformed… describe your perfect day spent there! Describe in 3-5 sentences what you experience and the types of activities taking place.

I start my day by walking to the nearby Riverside Park for a morning run and outdoor exercise, enjoying the fresh air and beautiful natural scenery. Next, I walk through the creative neighborhoods of the Riverfront to my studio. In the evening, I meet a friend for dinner at a fashionable restaurant in the Riverside area.

The Riverside area has undergone tremendous changes, transforming from a sleepy industrial area into a modern urban area full of life and vitality.

Take your family for a walk, go shopping and enjoy the pace of slow life.

There must be a lot of changes, birds and flowers, wonderland, wonderland

As the sun sets, head to the riverfront amphitheater for a live performance or concert. Grab a bite to eat from one of the food trucks or vendors and enjoy the show. End the night with a drink at one of the rooftop bars or lounges that offer stunning views of the river and the city.

I live in a modern highrise apartment with a magnificent riverfront view.

A quiet place for a coffee/tea in the morning then walking and shopping unique shops and places to view art, eating lunch at a quaint unique restaurant, followed by a walk or bike ride in the afternoon along the river to lead into the evening for drinks and live music.

Take your family for a walk, go shopping and enjoy the pace of slow life.

It’s nice and pleasant to go for a walk every day.

Mom and pop shops, outdoor venue, and park.

More hybrid buildings to create a truly walkable, livable downtown.

Bike to Outdoor festival with kids and then, bike to nearby restaurant.

Spend the afternoon exploring the new mixeduse development that has been built along the riverfront. The development features a variety of shops, restaurants, and entertainment venues, including a movie theater and a concert venue. Take a stroll through the green space and enjoy the public art installations.

I would like there to be more critical mass of things to do there. One riverfront restaurant is not enough. We need a whole lifestyle center — restaurants, shops, bars, and some family-friendly choices.

A place that is unique to the Quad City area as a whole, and will draw people to Moline. It should include a central area surrounded by dining with outdoor seating, live music, cool lighting, and walking paths. Artistic water fountains would definitely tie it into the river theme. Having a clear view of the bridge would be great too.

The celebration was fun for all featuring family-friendly activities and attractions including free professional Valentines-themed photos, a Valentines-inspired decorating station, and local sweet treats and refreshments.

The Love the River Celebration provided the Moline community with the opportunity to share their feedback on the three (3) draft riverfront design concepts. The event had many stations consisting of project area big ideas and draft riverfront concepts, a Valentines decorating station, and a station with a Valentines-inspired photo shoot. “With such a beautiful I-74 bridge now in place, there should be an outdoor stage using it as a backdrop.”

“This is the design that makes the best advantage of the proximity to the river and is a unique draw that has a chance of bringing in all residents as well as tourists.”

This section of the document includes the key takeaways and themes from the engagement opportunities and community feedback from January to March 2024.

Community Key Takeaways

Of the three draft visions for the Riverfront and Gateway sites, Native + Naturalistic (Concept A/Big Idea #1) and Seasonal Playground (Concept B/Big Idea #2) resonated most with the community. Many respondents recommended merging elements and design layouts from the draft riverfront concepts.

The highest ranked program elements from all three concepts included features that support engagement with the river, connection to nature, and opportunities to play/explore. 1) Boardwalks along the River, 2) Rivers Edge Overlook, 3) Rivers Edge dining Terrace & Pavilion, 4) Floating Wetlands + Habitat, 5) Adventure-inspired Play, 6) Reuse of Kone Building for Gardens & Events, 5) Naturalized Landscapes, and 6) Nature-inspired Play.

If it is feasible for the Kone Tower to remain, a majority of respondents were most excited about the idea of it as an Observation Platform (62%) followed by the idea of it as a Beacon (24%). A smaller percentage raised concerns about the resources and funding required to maintain the structure and uphold high standards for public safety.

I do not like the mix of the two areas here! Too much safety issues day/night ALL DAY. So either the other side and this is quieter n cool at PM or that area is just a place to walk n sit & THIS AREA is ramped with night life and FOOD PLACES IN DAY!! I think this area would be better served with ARTS! B & B above maybe! NOT PERMANENT HOUSING!! Small, non corporate offices that are lifeless! But, very specialized detailed offices/stores such as handmade or family owned or MOLINE IL ONLY! LIGHTED, NOT STUPID CONCRETE bridge crap in RI poles! Looks stupid! River + water + Moline cool! ART! • Move the water taxi to here. When I worked at Montgomery the Celebration bell docked by the dyke and we had a meeting on the boat. So add a floating dock with seating to wait for the taxi, stroll through the area

• Isn’t there a skate park going under the new 74 bridge? Why would we add an additional one here too?

• Really like the natural plantings and designs. Glad that the trail will be joined less awkwardly.

• I would like to see a combination of Concept A & B. Several items that stand out that are not available in Quad Cities currently are kayak chute, rock climbing walls, and something like a Chicken n’ Pickle type place (lots of pickleballers and rock climbers around here!). The arts/nature-based playground shown on this design is wonderful. Birds of the Mississippi is a great theme! The ice skating ribbon is nice, but what would it be used for in summertime? Needs more options for dining/grabbing a drink while riding along bike path!

• Natural playground areas that incorporates barn/tractor/farm theme inclusive play. As well as areas for farmers markets and street vendors. Not sure what warming centers are, but keeping playgrounds safe is important for parents.

• Like this concept the most. Wish they would make more than 1 playground area, like that they are considering uses for all seasons. I think this vision would be attractive to families with children of all ages.

• “I think this is the best of the three; it reflects and encourages an urban fabric on the street side and starts to site a unique destination on the river. It does look like too much parking & residential - let’s take advantage of the unique and beautiful space adjacent to the river for public use.

• It could use a showstopper public attraction of some kind on the river, like the more signature overlook in idea 3, and a little bit more of the recreational aspect from idea 2 wouldn’t be bad either.”

• Concept A is okay, but I don’t see that bringing more people to the riverfront

• Floating walks seem unsafe. Need railings safe for children.

• Keep it natural and good for the community and environment. Please no more parking lots.

• Creating a pond with a water feature or a fountain in the center would be something most will enjoy

• I would like to combine elements of concept A and B. Definitely utilize the boardwalk and kayak chute. Incorporate the wastewater demo. We have a great wastewater treatment plant! And nix the Play zone, but the PDF does make this look fun so? There could still be a dining area near here. Do the skating rink, pickleball, basketball, and forget about the skating ribbon. Get rid of the field house. It just seems pretty crowded with the Y there as well. Not enough parking.

• “I really like the idea of the skating ribbon to ensure this is not only used during the summer months. The boardwalks and overlooks are a great way to take advantage of the benefits the river offers. The main issue I see is the large driving area and many parking lots. There is no reason to have 6 parking lots in this space. The more we plan around car dependency the less unique this space becomes. It is difficult to truly enjoy this area with the sounds and sight of cars littered through out. It is going to be critical to include large biking and pedestrian paths that do not interfere with cars. Every Midwest city places such a large emphasis on cars that it makes it dangerous and discourages alternative modes of transportation. This is a big opportunity for the city of Moline to be unique and draw a new crowd to the city.

• This idea appears to have a good ratio between street / walkway width to height ratio. When designing we should remember a 3:1 ratio helps create an environment that feels comfortable and accessible to pedestrians. Taller buildings provide a sense of enclosure and definition to the street, while still allowing natural light to reach the ground level. This human-scale proportion fosters a sense of intimacy and connection with the built environment.”

• The stormwater demonstration will lead to increased flooding in the area during high river levels. Guaranteed.

• You should have a greenhouse type shelter, where you could hold events right on the riverfront, such as weddings, and maybe even receptions. The city wouldn’t have to manage the event, but the renter could bring in outside vendors to accommodate. It would be beautiful and oh so unique.

• We need more connections to nature. We have events and places all over the city! I use the bike path yearly, and this idea is solid.

There are already plenty of empty store fronts and businesses leaving.

I love the nature-based playground ideas for kids. Something different than the usual playground. I wish there were more opportunities for dining along the river. Rerouting the great river trail is an excellent idea and I love that it is included in each concept.

Perhaps the designers should look to native cultures and ecologies when considering this space: less industrial (agriculture), more native Illinois.

I would love to develop a rowing-themed pub that highlights the rich tradition of crew in the Quad Cities. It would be a hyper traditional pub that is modeled on the concept of the public house, commonly found in the UK and Ireland. (I worked in historic pubs in both England & Ireland.) Not sure with whom to consult with regarding this business model, but thought it wouldn’t hurt to comment here. :)

I think you could keep most of this natural riverfront setting but still incorporate the kayak chute! I much prefer A&B ideas for Spiegel Square over this one.

• Absolutely, hate the road driving right through the middle of the square. I really like the concept of the demonstration gardens and the agricultural feel of this. Being in a State with such a large agricultural focus, I would love that to be incorporated into this space. Apart from that though, I do not want this space to be strictly kid focused and that is what this seems to be. I agree there needs to be play grounds, but there needs to be things for all ages so the entire community can take advantage.

Also, there should be a 360 camera view, accessible via the web to the public, similar to what Seattle does with the Space Needle. I can’t think of anything cooler than sharing super high resolution photos from MOLINE, live from the Kone Tower. And, everyone can see it as they cross the river. It MUST be kept!!

When I think about it I see a large court yard overlooking the river the buildings around the court yard have all different businesses. Have a space where people can sell things like a farmers market. Like an outdoor open mall. Mainly cannabis cafe and electronic music. The story of Moline is as diverse and varied as the people who call it home.

Q3: Please share any additional thoughts about the Master Plan themes! Is anything missing?

Spark... Something like what draws people to the Town of Le Claire - the little shops, river town-feel, quaintness, breweries. We need promotion, support, engagement, and partnerships! I recently visited Catfish Charlies, which is gorgeous but empty. Best patio in the quad cities, with no one on it. We don’t promote our river and the culture we can build around it. There is a lot to do, but I feel like the public is unaware of it all.

More history - especially the impact the railroads had on developing this region.

I think it is a fantastic idea that will entice visitors for years to come. People driving across the country or passing through will stop to see it and enjoy the lively community and restaurants and shops along the river as well.

Emphasize investments with year round economic impact. So many of our historical investments are seasonal. There is already too much market volatility so let’s not create more strains on our local small businesses. I think strengthening connections and cultivating community will lead to the rest of these initiatives. We must generate a safe, welcoming area that is used by different age ranges and communities from sun up to sun down.

More history - especially the impact the railroads had on developing this region.

Q5: Any additional thoughts about the Framework Plan?

We need a Moline version of the Bean in Chicago. Something experiential and Instagram able and something that requires a visit even if you’re just passing through. Perhaps that means a stop for lunch and picture.

Since I could only select three, I cannot select a forth, but if I could, it would be: Establishing gateways that signal and celebrate the arrival to Illinois and Moline.

I love the idea of defining the area as a place for entertainment, community engagement, and encounters with the riverfront, while allowing for a variety of uses and activities.

I’m worried that we will continue to not be able to see the river and all that a new destination park offers with all of the new housing you are placing around the main roads. I support adding housing. However, we have a big problem in Downtown Moline in that no one knows how to access the river from River Drive. There is no signage, no parking, nothing available to direct people to the river. I hope that wayfinding and a giant welcoming sign to the river will be included in this new design.

Make sure there’s plenty of shade, especially at any play area. You know how it gets when you have a big open space, but it’s too hot and sunny to enjoy it, so it stays empty? You should try to avoid that situation.

Near the Spiegel building could be similar to the entertaining district in Rosemont, IL with year round family activities. Perhaps drawing our own Christkindlmarket?

We need water activities. Kayaks with easy access docks. Handicap kayaking would be huge!

So many excellent choices. I would add: Riverside café and dining terraces,

Equitable access to the Mississippi River, and Naturalized landscapes and demonstration gardens. Kone Tower is visible for miles and stands in a prominent spot. Every one knows Kone Tower and associates it with MOLINE.

Focus on bringing people, housing, and jobs before working on any landscaping or nature habitats. People spend money, animals don’t.

Scheme Two is too much change. The Kone Tower is iconic as it stands and the additional doesn’t compliment the existing design to avoid that situation.

I have known the Kone tower all my life, but I am personally not attached to it. I appreciate cities like Chicago and Europe for their architecture. This architecture I am not attached to and could do without. Maybe I do not understand the historical importance of the facility (I always looked at it from the bridge though). But, is it not a meaningful part of the project for me.

Tower access should be free and open late. That will draw residents and visitors into the other developed area.

Love the idea of having multiple options of sports play and nature playgrounds. We love getting our kids outside and off the tech and it’s always fun to have multiple options for play and especially a big grass field.

Pickleball is much more popular than tennis or skate park it will bring a lot of people there.

There is a lot packed into this one. I have lived in ‘downtowns’ for the majority of my adult life so I love this idea. For that, access to landscaped walking trails is always wonderful.

No to sport courts. Keep them in the existing parks, even if you have to continue with upgrades like at Steven’s park.

Connecting the different areas in a way that makes pedestrian and bicycle traffic feel safe will allow for vibrant and active spaces that will draw people in.

Perfect place for new tennis complex! Mostly arts and placemaking!

• Glad to see planning going on, all will be an improvement to make the a better QC for all.

• We don’t visit this area as much as we used to. Improved bike/hike trails are appealing. A nice restaurant with a river view is always an appealing idea.

• Please keep buildings away from the bridge, have a welcoming large park area. We need a restaurant with good views of the river to draw people to the riverfront.

• Very excited for these plans to become reality. This represents a huge step forward for Moline and it’s downtown community.

• Three thoughts: 1) Protected river front designed for river fluctuations natural ecosystems, 2) Housing to accommodate all income levels - affordable & work to prevent gentrification, and 3) Safe pathways for bikes/pedestrians.
