Fellow physicians, healthcare colleagues, advocates, and friends, On behalf of the Old North State Medical Society (ONSMS) Scientific Committee, we are honored to have you join our pivotal and transformational 133rd ONSMS Annual Scientific Meeting. Our theme this year is “Lift Every Voice…For Health Equity.” We are privileged to bring you some of the most revered local, state and national leaders in our country dedicated to improving patient safety, decreasing preventable deaths and advocating for better healthcare for the next generation. This event will feature various continuing medical education forums, commemorating the 60th Anniversary of the Simkins v. Moses H. Cone Memorial Hospital 4th Circuit Court of Appeals 3 to 2 decision that “separate but equal” hospital facilities were unconstitutional based on the 1946 Hill-Burton Act (The Hospital Survey Construction Act). Founded in 1887, ONSMS is the second oldest African American medical society in the nation. Our mission is to promote equitable healthcare for all NC citizens, eliminate health disparities, and advocate for particularly vulnerable populations across North Carolina whether in rural, suburban or urban settings. The lack of insurance coverage places a large segment of the adult population at risk for adverse effects from diseases that are otherwise readily manageable and treatable by trusted independent and local physicians. The recent COVID-19 pandemic revealed persistent underlying social inequities associated with health disparities in particularly African American, Latino, Native American, rural, and other minority populations. At varying times during the pandemic, African Americans, Latinos, and Native Americans were two to three times more likely than the majority population to contract and die from COVID-19 related issues. Closing the Medicaid coverage gap would create a healthier and more competitive North Carolina. Throughout its history, ONSMS has been a part of many historical and landmark decisions involving healthcare in North Carolina and our country. We are so proud of all our recent accomplishments, most significantly partnering with the NC A&T “Race to Vaccinate” Chancellor series, where with permission from lead COVID-19 NIH scientist, Dr. Kizzmekia Corbett, ONSMS was selected to vet and answer student questions pre and post virtual event. ONSMS was also later selected to participate in the 2021 White House Virtual Conversation: North Carolina Primary Care Providers and the Vaccination Rollout; two of the four physicians participating in the event were

ONSMS physicians, Karen Smith, MD and Brian Shackleford, MD, who is now our current ONSMS President. Our work has saved thousands of lives. During the height of the COVID-19 pandemic, our dedicated members administered COVID-19 tests and vaccines and played a crucial role in countering vaccine misinformation to our communities strategically focused culturally sensitive marketing and messaging. During the COVID-19 pandemic, ONSMS used hotspots in our mobile vans to access the CVMS Provider Portal system to vaccinate communities “where they were.” Lastly, one of our esteemed ONSMS members Dr. Braithwaite was one of the first pediatricians selected and honored by Governor Cooper for pediatrics COVID-19 vaccinations as part of the “Family First Initiative”. The accolades go on and on. We are proud of the work we have done to promote health equity in the state of North Carolina and hope your participation in our scientific meeting has further energized your efforts to create healthier communities collaboratively with us. The Honorable Judge Paul L. Jones

KEYNOTE SPEAKER

Jones is a retired Senior Resident Superior Court Judge with over 20 years of experience. From his time building his own law firm, to a distinguished military career, to his numerous years working throughout the state and federal court system, Jones is a proven leader and legal expert. Jones received a B.S. from North Carolina A&T State University (1971) and a J.D. from North Carolina Central University School of Law (1974). Bar membership includes North Carolina, District of Columbia and all three federal courts in North Carolina. Commissioned as a Second Lieutenant in the U.S. Army, Jones ultimately retired from the U.S. Army Reserve with the rank of Colonel and numerous commendations and awards, including the Legion of Merit, Meritorious Service Medal, Army Commendation Medal, and the National Defense Service Medal. In 2003, he was inducted into the A&T Army ROTC Hall of Fame. After his discharge from the military, Jones returned to his hometown of Kinston, North Carolina to begin the practice of law. Later he served as managing attorney for Eastern Carolina Legal Services, owned a legal firm, and taught at North Carolina Central University School of Law. Prior to military active duty at Fort Hood, Texas for three years, he served as a staff attorney with the United States Supreme Court in Washington, D.C. As a testament to his leadership and service, Jones has been appointed to numerous boards, commissions and associations throughout North Carolina; including the North Carolina State Banking Commission, North Carolina Equal Access to Justice Commission, and Vice President of the North Carolina Bar Association. In recognition of his service to the state and profession, he has been awarded the Order of the Long Leaf Pine, N.C. State Bar John B. McMillan Distinguished Service Award, and N.C. Bar Association Legal Legends of Color Legacy Award.

2023 Annual Meeting

◀ Congresswoman Dr. Alma S. Adams, PhD. was elected to her fourth full term representing the 12th Congressional District of North Carolina in 2020. After winning a special election in November 2014, Congresswoman Adams was sworn in immediately as the 100th woman elected to the 113th Congress. She holds committee leadership roles as Chairwoman of the Committee on Education & Labor’s Subcommittee on Workforce Protections and Vice Chairwoman of the Committee on Agriculture. One of her outstanding legislative accomplishments is the enactment of H.R. 5363, the Fostering Undergraduate Talent by Unlocking Resources for Education (FUTURE) Act that permanently provides funding totaling $255 million a year for all Minority-Serving Institutions, including $85 million for HBCUs. Throughout her career, Adams has fought for a quality education for all students, including legislation to provide nutritious breakfasts in schools and increased pay for teachers. ◀ Dr. Cedric M. Bright is the Vice Dean for Medical Education and Admissions and Professor of Internal Medicine at the Brody School of Medicine in Greenville NC. He served as President of the National Medical Association from 2011 to 2012, advocating in the White House for health equity, increased diversity in clinical trials, and increasing the pipeline of students of color into health careers. He is a member of AOA, the Order of the Golden Fleece and serves on the boards of the National Medical Fellowship Inc. as well as the W. Montague Cobb Health Policy Institute. He serves on the roundtable of Black Men and Women in STEM for the National Academy of Science, Engineering and Medicine and has presented numerous grand rounds on the impact of Covid 19 on the black community. 11


◀Dr. Kraig S. de Lanzac, MD, FASA, director of clinical anesthesia at Tulane Lakeside Hospital and vice chair and assistant professor of anesthesiology at Tulane University School of Medicine, New Orleans, is secretary of the American Society of Anesthesiologists (ASA). Dr. de Lanzac is a member of ASA’s Administrative Council. He also serves as chair of ASA’s Committee on Membership and the Section on Administration. In 2017, ASA presented Dr. de Lanzac with the Bertram W. Coffer, M.D., Excellence in Government Award, in recognition of his exemplary contributions to the specialty of anesthesiology. Dr. de Lanzac also served as president of the Louisiana Society of Anesthesiologists (LSA) and is a member of its Executive Committee and Annual Meeting Committee. He is board-certified in anesthesiology and is the founding partner of Anesthesiology and Perioperative Medical Consultants, LLC, Slidell, Louisiana. ◀Dr. Jesse M. Ehrenfeld, MD, MPH, was inaugurated as president of the American Medical Association in June 2023. He is a senior associate dean, tenured professor of anesthesiology and director of the “Advancing a Healthier Wisconsin Endowment” at the Medical College of Wisconsin. He was elected to the American Medical Association Board of Trustees in 2014. Dr. Ehrenfeld divides his time among clinical practice, teaching, research and directing a $560-million statewide health philanthropy. He is editor-in-chief of the Journal of Medical Systems and has coauthored 22 clinical textbooks that have been translated into multiple languages. Deployed to Afghanistan during Operation Enduring Freedom and Resolute Support Mission, he was recognized in 2015 with a White House News Photographers Association award and, in 2016, with an Emmy nomination. Dr. Ehrenfeld and his husband, Judd Taback, have two children. ◀ Kristy Farewell is the Founder & CEO of Kairos Insights, a boutique consulting firm providing services in developing strategy, cultivating healthy cultures, and coaching to accelerate development. She also serves on local non-profit boards, and facilitates discussions on racial reconciliation. ◀ Charlene Green, MD is the Immediate Past President of the Old North State Medical Society(ONSMS). She is a private practice anesthesiologist with Anesthesiology Consultants of North Carolina and Immediate Past Chief of Anesthesia at Cone Health in Greensboro, NC. A native of Baltimore, MD, she earned a Bachelor of Arts degree in Chemistry from the University of North Carolina at Chapel Hill in 1985. In 1989, she obtained the Doctor of Medicine from the University of Maryland School of Medicine in Baltimore, MD. University of Maryland School of Medicine. She completed her anesthesiology residency at Duke University Medical Center. Dr. Green is a member of the National Medical Association (NMA) and a House of Delegate member. She is on the Board of the North Carolina Legislative Black Caucus Foundation(NCLBCF), a Board member of Bennett College, and a House of Delegate member of the American Society of Anesthesiologists (ASA). 12


◀ Maurice “Mo” Green served as superintendent of Guilford County Schools – the third largest school district in North Carolina. In that position, Mo launched a listening and learning tour called “Mo Wants to Know.” He led the creation of: a nationally recognized district-wide character education and service-learning program; two STEM (science, technology, engineering and math) early/middle colleges, a middle school preparatory academy; a technology based elementary school; a parent academy; and a summer arts institute. Mo served as the executive director of the Z. Smith Reynolds Foundation – a private, family foundation that has been a catalyst for positive change in North Carolina for more than 80 years and has invested over $650 million into the state. He began his career as a lawyer after doing two United States judicial clerkships. He earned a Bachelor’s degree in political science and economics and a law degree, both from Duke University. ◀ Dr. Kristen Gill Hairston, a native of Maryland, is a Professor of Internal Medicine in the Section of Endocrinology and Metabolism and Internal Medicine Vice Chair of Diversity and Inclusion at Wake Forest University School of Medicine. In addition to her clinical work, she is an affiliate of the Maya Angelou Research Center for Health Equity and the associate program director for the Adult Endocrine fellowship program. She received her bachelor’s of arts degree in psychology from Wake Forest University, her Doctorate of Medicine and her Master’s in Public Health degrees from the University of North Carolina at Chapel Hill. She completed her internship/ residency in Internal Medicine and fellowship in Adult Endocrinology at the University of Maryland Medical Center. One of her key goals is to share her research knowledge and passion for endocrinology with clinical colleagues, patients and the lay public. ◀ Dr. Ibram X. Kendi is author of five straight #1 New York Times bestsellers, including How to Be an Antiracist and the National Book Award-winning Stamped From The Beginning: A Definitive History of Racist Ideas in America. In 2020, Time magazine named him one of the 100 most influential people in the world. His relentless and passionate research puts into question the notion of a post-racial society and opens readers’ and audiences’ eyes to the reality of racism in America today. Kendi’s events are sharp, informative, and hopeful, serving as a strong platform for any institution’s discussions on racial discrimination. He is the Andrew W. Mellon Professor in the Humanities at Boston University, and the founding director of the BU Center for Antiracist Research. He is a contributing writer at The Atlantic and a CBS News racial justice contributor. Dr. Kendi’s lectures are sharp, informative, and hopeful, serving as a strong platform for any institution’s discussions on racism. ◀ Dr. Christine M. Khandelwal, DO, MHPE, is NCMB President, and Professor of Family Medicine and Director of Geriatrics and Palliative Medicine with the Campbell University School of Osteopathic Medicine. She is Boarded in both Geriatrics and Hospice and Palliative Medicine, serving in Harnett County within the Cape Fear Valley Hospital System. Previously, Dr. Khandelwal was a practicing palliative care and hospice physician and the VP of Education and Outreach at Transitions Life Care in Raleigh. Dr. Khandelwal was first appointed to the North Carolina Medical Board in 2018 and reappointed in 2021. She began her term as NCMB President on Nov. 1.

◀Dr. Michaux R. Kilpatrick, MD PhD, is NCMB Immediate Past President. Currently, she practices at Novant Health Brain & Spine Surgery with offices in Kernersville and Greensboro. She also holds an Adjunct Faculty position at the UNC School of Medicine Charlotte Campus. Her practice includes the diagnosis, evaluation, and treatment of spine, brain, and peripheral nerve disorders in adults. Dr. Kilpatrick was first appointed to the North Carolina Medical Board in 2017, and recently rotated off the Board after six years of ser.vice. She served as NCMB President from November 1, 2022 until October 31, 2023.

◀Kody Kinsley serves as North Carolina’s Secretary of Health and Human Services. He was appointed by Governor Roy Cooper and confirmed unanimously by the North Carolina Senate. His department has a staff of 18,000 people and an annual budget of over $26 billion dollars. Secretary Kinsley is committed to making datainformed decisions to improve the health and wellbeing of all North Carolinians. To achieve this mission and rise to our state’s most pressing challenges, he has set three priorities for the Department: Behavioral Health & Resilience, Child & Family Wellbeing, and Strong & Inclusive Workforce. Prior to returning home to North Carolina, Secretary Kinsley had been appointed by the President to serve as Assistant Secretary of the United States Department of the Treasury. He also worked at the U.S. Department of Health & Human Services, The White House, and in the private sector. ◀ Dr. Michelle Laws is a dynamic leader, teacher, and public speaker, most known for her passionate messages advocating for social justice, human rights, the poor, women, and children. A native of Chapel Hill, NC, Dr. Laws holds a PhD in Social and Behavioral Sciences from Virginia Commonwealth University School of Medicine, Department of Health Behavior and Policy; Master of Arts Degree in Sociology from North Carolina Central University; Bachelor of Arts Degree in Communications from the University of North Carolina at Chapel Hill. Dr. Laws is the Assistant Director of Consumer Support Services and Community Stakeholder Engagement and DEI Council Chair for the NC Division of Mental Health, Developmental Disabilities and Substance Abuse Services. Her career also includes serving as the Assistant Director for the Community Health Coalition, Inc., which focuses on eliminating health disparities impacting African Americans and historically marginalized populations. ◀ Yolanda Lawson, M.D., F.A.C.O.G., a Board Certified OBGYN and Associate Attending at Baylor University Medical Center, has a genuine passion for the physical, emotional and overall health of women. She dedicates her energy and time to maintaining the excellence of which MadeWell Obstetrics and Gynecology was built upon: Providing superior, organic healthcare with diplomacy, concern and respect. She earned a M.D. at the University of Arkansas for Medical Sciences, performed her internship at Morehouse School of Medicine in Atlanta, GA, and completed her residency at St. John Hospital & Medical Center in Detroit, MI. Dr. Lawson is a member of the American Medical Association, the National Medical Association, the American Congress of Obstetricians and Gynecologists, and the Dallas County Medical Society. 14


◀ Harrell Oba Lightfoot, MD, is fellowship trained in cardiovascular and thoracic surgery. He is board certified by the American Board of Surgery and the American Board of Thoracic Surgery. His clinical interests include coronary revascularization, valvular heart disease, transcatheter aortic valve replacement and robot-assisted thoracic surgery. Dr. Lightfoot has a strong interest in programs focused on patient education and empowerment. He has dedicated much of his training and career providing care to underserved communities. Currently in practice at Cone Health Triad Cardiac & Thoracic Surgeons. Education: Medical School, University of North Carolina at Chapel Hill, MD; Undergraduate, The Johns Hopkins University, BA, Biology; Residency, Emory University, General Surgery; Fellowship, University of Texas Southwestern, Cardiothoracic Surgery. ◀ Dr. Mark Massing is a public health consultant and interventional epidemiologist. He is currently an instructor of public health at University of North Carolina at Chapel Hill Gillings School of Global Public Health. He has more than twenty years of experience in community and population-based data analytics and interventions to improve healthcare and reduce disparities. His research includes exploring relationships among economic resource distributions and health outcomes. He earned undergraduate degrees in biology and computer science, and an MD from Duke University School of Medicine. He also obtained a PhD in epidemiology and completed a National Institutes of Health post-doctoral program at the University of North Carolina at Chapel Hill Gillings School of Global Public Health. He also has a graduate certificate in climate change adaptation from the Department of Marine, Earth, and Atmospheric Sciences at North Carolina State University. ◀Dr. Brian A. Shackleford, a Durham native who chose to give back by providing equitable care to vulnerable populations. His role as a fledgling caretaker for his grandmother as a youth opened his eyes to his calling of service. Brian obtained both his bachelor’s and master’s degrees in biology from North Carolina Central University (NCCU) before attending Wake Forest University School of Medicine. After medical school graduation, Brian entered residency at Wake Forest Baptist Medical Center. He opened a practice as a primary care physician in Greensboro, NC, and was afforded the opportunity to partner with Old North State Medical Society (ONSMS) as lead physician in Guilford County in their COVID-19 vaccination efforts. He was highlighted as a speaker on a White House town hall for his efforts. Brian now serves as the ONSMS president. In August 2022, Brian was afforded the opportunity to return to NCCU as medical director of the Student Health Center. ◀Dr. Allison Mathews serves as Executive Director of the Gilead COMPASS Faith Coordinating Center and Research Fellow in Faith and Health in the School of Divinity at Wake Forest University. She also serves as the founder and CEO of a consulting company, Community Expert Solutions, Inc., which uses technology, social marketing and community engagement to innovate clinical research engagement for underrepresented groups. She specializes in integrating technology, social marketing, community engagement and social science to examine the intersections of race, class, gender, sexuality and religiosity on HIV-related stigma and to innovate clinical research engagement and access to health care for underserved populations. She earned a Bachelor’s degree in Sociology from Howard University, a Master’s degree and a PhD in Sociology from UNC-Chapel Hill. 15


◀Dr. Kimberly R. Singletary is an emergency medicine physician in Raleigh, North Carolina and is affiliated with multiple hospitals in the area, including WakeMed Raleigh Campus and WakeMed Cary Hospital. She received her medical degree from University of North Carolina at Chapel Hill School of Medicine. With over 40 years of experience, she is known for her exceptional medical expertise and compassionate patient care. She has dedicated her career to diagnosing and treating a wide range of medical conditions while providing personalized healthcare services to her patients.

◀Dr. Karen L. Smith, MD, FAAFP, is a graduate of Hahnemann University School of Medicine. She trained at National Congress of Family Physician Residents, North Carolina Academy of Family Physicians, Duke University, Cape Fear Valley Medical Center, and Fellow American Academy of Family Physicians. She has been practicing since 1992, with a private practice in Raeford, North Carolina since 2003. Dr. Smith’s practice specializes in family medicine.

◀ Josh Stein was sworn in for his first term as North Carolina’s 50th Attorney General in 2017 and his second term in 2021. As Attorney General, he is focused on protecting North Carolina families from crime and consumer fraud. Stein works to protect taxpayers, seniors, students, and military families from fraud. His Department of Justice has won awards or settlements of more than $2.5 billion from scam artists since he’s taken office, and he’s won back more than $260 million in restitution for Medicaid fraud. He is working to keep children safe online, improve data security, and leading a national effort to combat robocalls. Stein is also leading national efforts to combat the opioid crisis and get treatment and recovery resources for North Carolinians struggling with addiction. Stein previously served as a state Senator and as Senior Deputy Attorney General in the North Carolina Department of Justice. ◀Cheryl Walker-McGill, MD, MBA, FAAAI is a nationally recognized physician leader board certified in internal medicine and allergy-immunology, with extensive expertise in medical regulation, strategic planning, clinical medicine, population health, and quality improvement. She has held the esteemed position of Chair at the Federation of State Medical Boards (FSMB), an organization entrusted with the representation and oversight of all seventy-one state medical boards in the United States and its territories. The FSMB plays a pivotal role in supporting state medical boards in their efforts to license, discipline, and regulate physicians and other healthcare professionals, all in the pursuit of their core mission of ensuring patient safety. In November, Dr. Walker-McGill will serve as a panelist, representing the FSMB, at the upcoming International Association of Medical Regulator Authorities conference in Bali, Indonesia. 16
