president ’ s report

Doug Carlson President dcarlson@ashburnvillage.org remainder of 2008 term

Greetings, fellow Villagers! I trust that you all enjoyed some time off this past summer with family and friends, or at least soaked in a few rays poolside or on the beach. I am always amazed at how fast summer flies by. As we welcome fall, we are fast approaching several annual events while closing another chapter on a very productive and exciting summer in the Village. My column this month will focus on a few of the Village’s annual rights of passage. Before I begin however, it is with great sadness that I report that our General Manager, Melissa Flewellyn, has resigned. Melissa came to us two years ago as our Finance Manager. She was promoted to General Manager in May of 2007. Melissa has helped Ashburn Village find its way through several difficult chapters, and has also been a savior on several occasions when the chips were down. She guided us in changing our budgetary thinking and financial operation in general, and she never waivered when it came to getting the job done. It was a difficult decision, but Melissa has decided to spend more time with her children and perhaps do some freelance consulting. The entire Board and AVCA Staff wish her all the best! Thank you for your dedication and hard work, Melissa. You will be missed. Now that VillageFest has passed, our Annual Meeting is right around the corner. Very soon, each homeowner of record will receive the Official Notice of Annual Meeting along with a proxy and ballot. The meeting will be held on Thursday, October 23rd at the Lakes Recreation Center. Registration will begin at 6:00 PM and the meeting will be called to order at 6:30 PM. During this annual meeting, we elect residents to serve as members of the Board of Directors. However, this year is slightly unique. With some

recent Board turnover, we have six Board seats up for election. In order to maintain staggered terms, the four candidates who receive the most votes will serve two-year terms. The two candidates with the next highest number of votes will serve for one year. This year, we have seven declared candidates for the open seats. Please take a moment and read through the candidate petitions and letters, complete your proxy and ballot, and return them in accordance with the notice instructions. Currently the BOD, standing Committees and Staff are busy working on the annual budget. We have convened two meetings at this point and exchanged many emails regarding the FY09 budget. During this process, we are working to create a financially responsible spending plan that takes into account all the needs of the Village. Highlights of the draft budget include a concerted effort to renew our landscaping, work towards controlling lake algae, installation of a new entrance feature and starting the groundwork for a revitalization of the Sports Pavilion complex. I would encourage anyone who is interested in the draft budget to contact the staff for a copy. The current Board of Directors will vote on the budget in the first of two Board meetings that will be held Tuesday, October 28th. The first meeting will be short and will close out the current Board term along with any outstanding business including the budget approval. The second meeting will seat the new Board and begin the new term. In closing, I encourage all Village residents to complete and return their ballots prior to the annual meeting. This year we have a real “horse race”, with more candidates than available Board seats. Make your vote count! See you around the Village! The Villager

2008 Annual Board Elections During the June Board of Directors Meeting, the 2008 Annual Meeting date was set to be held on October 23, 2008 beginning at 6:00 PM at the Lakes Recreation Center. This year, the homeowners of Ashburn Village will elect six homeowners to the Board. Only property owners in good standing with the Association can run for the Board and participate in the Annual Meeting process. Of the six Directors elected this year, four will serve until October 2010, and the two successful candidates with the least number of votes will serve until October

2009 (filling out the terms of Rick Clements and Dorothy Shannon, former members of the Board of Directors). Jennifer Horvath, who was elected last year, will complete the final year of her two-year term. Portions of this Villager are dedicated to providing you with the information about the candidates that have decided to run for the Board. This is your opportunity to read all about these homeowners and their ideas for Ashburn Village. Candidate information is also posted on the AVCA website at www.ashburnvillage.org.

October 5-11 During Fire Prevention Week, Test Fire Alarms, Check Your Habits, Plan to Escape Home can be your shelter from the storm. Home, according to American writer and philosopher Elbert Hubbard, is the abode of the heart. But home can also be a dangerous place as attested to by the National Fire Protection Association (NFPA). The NFPA reports that fire departments answered calls to nearly 400,000 home fires in 2006. That is why the theme of 2008’s Fire Prevention Week (October 5-11) is ‘It’s Fire Prevention Week. Prevent Home Fires!’ The leading causes of home fires are associated with cooking, heating, electrical problems and smoking. To protect your home, follow these guidelines. • Beware of leaving flammables on or near the stove, including paper plates, plastic bags, pot holders and oven mitts. In 2005, 67 percent of home fires started with the range or stove. • Don’t leave the kitchen when you are using the stovetop or broiling in the oven. If you have to answer the door or tend to the children, turn the stove off until you get back.

• Watch your candles. Use a proper candle holder and place it away from flammables. Extinguish the candle if you will be out of the room for a time or when you leave the house. • Immediately replace any damaged electrical cords. If you have small children, install tamperresistant electrical receptacles. • Keep lamps and light bulbs away from curtains, bedding and anything else that can burn. • Install and test your fire alarms and carbon monoxide alarms. • Turn off space heaters when you go to bed or leave a room for any length of time. • If you smoke, do it outside. Never smoke in a house where oxygen is present. Keep any lighters or matches locked up out of the reach of children. Deaths from residential fires occur most frequently between midnight and 4 a.m. when the smoke and darkness can cause confusion. Be sure everyone knows two ways to get out of the house. Have them practice finding their exits with their eyes closed. If a window is involved, be sure it’s easy to open.

Columbus Day observed, O ctober 1 3

The Legacy of Christopher Columbus In grade school, most people learned Columbus discovered America. For all practical purposes this is true, but today we do know of other adventurers. Though Leif Erikson and others had set foot on the continent, their landings did not lead to developments and commerce. The voyages of Christopher Columbus alone opened up the new world for trade and settlement by European peoples. American cities and parks named after Columbus justly honor a man of great courage. Statues of Christopher Columbus recognize the extreme hardships of his four voyages as he and a handful of men sailed utterly into the unknown. Although Columbus’ legacy in recent years has been sullied by those who attempt to overlay 21st century values on a 15th century man, most agree that Columbus’ accomplishment is a triumph of individual effort and vision. Columbus had to overcome the superstitions and political pitfalls of his own world to open the way to a new one. The Villager

Carlson Candidacy for board

Doug Carlson Announces Candidacy for Board

As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Carlson’s letter: My fellow Ashburn Village residents, my name is Doug Carlson, and I am a candidate for your Board of Directors. There are many reasons why I am once again running for a seat on the Board. First, I thoroughly enjoyed serving the community as a Director in the past. I also appreciate the trust recently placed in me when the current Board appointed me to serve the remainder of Rick Clements’ term. Finally, the driving factor behind my candidacy is the strong sense of fulfillment and accomplishment I get through volunteering for our community. During my two previous terms on the Board, I had the pleasure of serving as the Assistant Treasurer and Treasurer. During that time I spearheaded changes in several key financial policies. My first accomplishment was to ensure that all homeowners make the same monthly contribution for common expenses, such as electricity to light our streetlights and the upkeep of all common areas. The second was to require that all unused assessments for utilities and snow removal be carried over to the next fiscal year, thereby reducing contributions for those expenditures during the next assessment period. Finally, one of my proudest accomplishments was the creation of our own in-house full time accounting department, which has saved Village residents tens of thousands of dollars annually. The Board has a tremendous responsibility for the preservation and upkeep of the Association’s assets. In addition, the Directors are responsible for strategic planning to ensure that Ashburn Village remains one of the premier communities within Loudoun County. To that end, Ashburn 12

www.ashburnvillage.org

Village’s many valuable assets are aging. The time is now to begin planning for the long-term improvement, replacement and maintenance of these assets. Once elected, I will work with the Board members and our staff to establish a maintenance management system, which will ensure timely inspections, preventative maintenance, and replacement of Village assets as necessary. I will also focus my efforts on long term planning for the eventual rehabilitation of Ashburn Village’s crown jewel, the Sports Pavilion. Many of us purchased our homes within Ashburn Village because of this amenity. Now, years later, she is beginning to show her age. The role of a Director is challenging on many levels. A person must be able to look beyond the surface of an issue and gauge the entire situation. He or she must set aside their own personal opinions, listen to all sides and understand all aspects of the underlying rules, covenants and regulations before taking a decision on any matter. The Board must also look towards the future and understand how to plan for the long term growth and continued preservation of values for all homeowners. During these uncertain economic times, we need strong leaders who will ensure that the value of homeowners’ assets will remain intact. My experience during two previous terms on the Board, coupled with my work on the Budget and Finance committee, uniquely qualify me to help create a fiscally responsible future for the residents of Ashburn Village. I kindly ask for your vote in October. ( C ontinued on next page)

(ConTinued)

From Mr. Carlson’s Candidate Petition:

4. H ow would you balance the need for maintaining the Village’s amenities while controlling annual assessments? By establishing maintenance standards and practices and constant rolling revitalization of the community common amenities coupled with sound fiscal policy.

1. Why are you running for the Board? I am running for the Board to continue my volunteer service to our community and to help maintain Ashburn Village as the premier allaround community within Loudoun County. 2. How do you view the role of a Director? The primary role of a Director is one of strategic planner. The Board’s principal objective needs to be the preservation/improvement of the common property, facilities and general well-being of our community. 3. How will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? By making myself available to the residents, attending committee meetings, listening to all sides of an issue before taking a decision.

5. D o you or your children participate in programming at the Sports Pavilion? Yes. Both of my children have participated in Pavilion sponsored programs such as ASAP, RISE, Aqua Jets, and mini-camps. We also attend Village Fest and the Fourth of July events. 6. W hat experience, professionally and personally, will guide you as a Director on the Board? I have served on two previous AVCA Boards as Treasurer and on the Budget and Finance Committee for four years.

austin C andidacy for board

Dave Austin Announces Candidacy for Board

As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Austin’s letter: My wife, Gerry, and I have been residents of Ashburn Village since Dec of 1988 and have enjoyed every minute of it. During the past 19+ years I have volunteered to represent the community in several areas including Budget and Finance for seven years, member of the Board of Directors/14y, serving as President for four terms, Treasurer/1y and board liaison to the Facilities and Grounds Committee for four years. I have found the tasks and challenges in resolving Village issues to be both interesting and educational. While most of my time was spent on internal policies, procedures, issues, management, etc. many of the challenges I took either as the lead or support in resolving were with our developer or with external organizations such as the Loudoun County Board of Supervisors, Loudoun county Sheriff ’s Department or the Loudoun County Court System. I have also worked with other local developers where their developments were adjacent to Ashburn Village property. Most of the external tasks were of a nature to improve situations within the Village or to effect influence over future plans for Loudoun County activities. As the President I was responsible for leading our Board of Directors in transitioning management from the Developer, AVDC, to Ashburn Village Community Association and the AVSP from the Foundation to AVCA. Our Ashburn Village is at a point where much of our community has matured. As a result it is imperative that we commit to upgrading our lakes, ponds, landscape and facility maintenance programs. For the 2008 budget planning I, as the Treasurer, included additional budget resources for both the Lakes and Ponds and Facilities and 14

www.ashburnvillage.org

Grounds Committees. In addition I was able to add additional funding, $200K, for a Capital Improvement Program. This additional funding was approved by the Board of Directors. Subsequent to that the board provided a questionnaire to the community for input on improvement projects. As of this time one of the projects, new Pavilion Lake lights, has been nearly completed. It will be my objective to again attempt to influence additional funding for improving our amenities. It has taken both Ashburn Village Development Association (AVDC) and the Ashburn Village Community Association (AVCA) over 20 years to create the Village that we now call home. There is still some more development, the Executive Center at the Rt 7 and Ashburn Village Boulevard and two smaller sections on lower Gloucester Boulevard/Marblehead areas, to be completed by the developer and new landowner in the near future that we need remain cognizant of activities in these sections. It has been our board of directors and committees responsibility to maintain and upgrade, where necessary, all that we have been given through providing a sufficient budget and effective management of our AVCA staff and to continually be aware of any new planning which includes the Loudoun County plan for changes to the RT 7/ Ashburn Village Boulevard interchange. My objective as a member of the board of directors has been and will continue to be to attain a budget satisfactory to maintaining our Village while providing enhancements where necessary and to ensure effective compliance to our covenants as required. I am retired from the USAF (with six prior years ( C ontinued on next page)

Austin C andidacy for board in the USMC), NASA and private firms and currently spend part time as a substitute teacher in the Loudoun School System along with being a volunteer with Traveler’s Aid at Dulles International Airport and participating in the Marine Corps League Toys 4 Tots Program. Educationally I have an MBA from the Univ of Dayton and a BGE from the Univ of Nebraska, Air Command and Staff College and many technical and management courses from Air Force Institute of Technology and NASA. As a dedicated elected member of the board I do keep my home phone number listed in the Villager for any homeowner to contact me at any time. With this broad background in representing and ensuring overall effective management of Ashburn Village I believe that I am well qualified and capable of continuing to support Ashburn Village as a member of the AVCA Board of Directors thus am asking for your vote of confidence in keeping me on the Board of Directors.

From Mr. Austin’s Candidate Petition: 1. Why are you running for the Board? I and my wife have lived here since the very earliest days of Ashburn Village and have observed its growth. I have served on the BOD for 14 of those 19+ years with an objective of attaining and maintaining the Village in as safe, desirable and pristine a manner as possible. That has been my objective and will continue to be. 2. How do you view the role of a Director? There are three aspects of being a member of the board of directors. First of all a director must be fiduciarily responsible for overall management of Ashburn Village including management of the annual budget, secondly responsive to our customers who are the residents of the community and aware of external forces that may impact the safety, security and welfare of our community. 3. H ow will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? First of all I have resided in the Village long

(ConTinued)

enough to know of the problems and issues related to the various types of dwellings that we have here. Secondly my background and experience is used to evaluate problems and issues on an individual basis taking into account our local laws and requirements, AVCA governing documents and any other relevant factors. Each problem/issue should be looked at on its own merits in conjunction with all laws, policies and governing documents. 4. How would you balance the need for maintaining the Village’s amenities while controlling annual assessments? AVCA is a multi-million dollar business which has a direct impact on over 5000 homeowners/ dwelling units. In order to maintain the value of the Village the amenities, including facilities, ponds, common areas, etc. must be maintained and updated regularly. The directors have an obligation to control costs, including cost of operation, by thoroughly analyzing all costs while developing an appropriate assessment for each type of residential and commercial unit. 5. Do you or your children participate in programming at the Sports Pavilion? Not often as my children and grandchildren live in other communities. 6. What experience, professionally and personally, will guide you as a Director on the Board? Along with my experience with the BOD (14 years as a member of the BOD), member of the Budget and Finance Committee (1991-1997, Treasurer (2007)) and board liaison to the Facilities and Grounds Committee, (currently), President of the BOD for four of those years, I have an MBA, have been both a manger/director in engineering and procurement organizations, Program Manager, Quality Assurance Program Manager, and a retired AF Officer. Managing people, budget and technical tasks and my education and experience provides a significant level of management ability to observe and analyze problems, people and issues which must be impartially resolved by the BOD. Lester Benitez Announces Candidacy for Board

As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Benitez’s letter: Hello Ashburn Village Neighbors! My name is Lester I. Benitez, and although I may be Guatemalan by birth, I am American by heart. I came to this country, and more specifically the Washington DC area, in 1989. Part of my American Dream has always been to belong to a community just like Ashburn Village. This is a neighborhood that has helped to develop me personally and professionally. Here, my wife and I established and continue to grow our company, Let’s Roll Painting. Here we live a healthy, safe, and good life. For this reason I want to give something back to the community that has given me so much by serving on the Board of Directors. Fortunately I have had great opportunities to study in, live in, and visit many places in the world. These experiences have prepared me in a unique way to understand the multicultural aspects of a typical American community just like Ashburn, as well as connect with people from all walks of life. Also, since most of my company’s business comes from Ashburn, I am able to see and experience many of the concerns of individuals in our community on a daily basis. I feel that I can be a much-needed link among not only all Ashburn Village residents, but especially to those who may not be American by birth, but have come to Ashburn Village to make it their home, grow a family, and integrate themselves into this wonderful area and culture. I have made that journey and understand their experience. I look forward to the opportunity to represent all facets of the Ashburn Village population to the best of my ability, while at the same have the chance to dive in deeper to this community that I call home. 16

www.ashburnvillage.org

From Mr. Benitez’s Candidate Petition: 1. Why are you running for the Board? I am participating in this election for several reasons. First, as a contractor that has daily contact with Ashburn Village residents from all walks of life, I am in a unique position to hear fellow residents’ concerns and understand their lives. Second, as a small business owner that is financially dependent on this community, I have a vested interest in maintaining the high standards of property maintenance, common area preservation, and neighbor relations that Ashburn Village is widely known for. And thirdly, with the growing number of Latino and Hispanic residents both purchasing homes in the Village and renting here, it is important that there is someone on the Board with the language skills necessary to provide assistance to community members. 2. How do you view the role of a Director? Being a Director is a great responsibility. As a Director, one is a voice for our neighbors. In my case in having continual contact with my neighbors through my business, I am able to be a voice for my community members. 3. How will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? I work with Ashburn Village residents from all age groups and walks of life on a daily basis through my company. I meet with families and retirees, as well as single residents and property owners renting out a house or condo that they own here. If I am granted the opportunity to serve on the Board, I look forward to continue ( C ontinued on next page)

meeting my neighbors and developing relationships all across the community. 4. How would you balance the need for maintaining the Village’s amenities while controlling annual assessments? It is always a difficult line to walk, but a reasonable monthly assessment that allows our community to continue to offer unique amenities to residents is the goal. On one hand, Ashburn Village and its residents must work to preserve the level of beauty and property maintenance that it is known for. We all chose to live in Ashburn Village because of its beautiful design and generous amenities, and all who own property here benefit from high standards. That is especially true during hard times when there are so many homes for sale in Northern Virginia. Ashburn will fair the “housing crisis” better than most areas because of what we have to offer here that will attract prospective home buyers. That is why it is so important to maintain this community. At the same time that all enjoy these features, we all pay our assessments and feel that additional

bill each month. A monthly assessment cannot be so burdensome that it greatly hinders a family’s ability to live here in Ashburn Village. 5. D o you or your children participate in programming at the Sports Pavilion? My wife and I frequent the Sports Pavilion facility and have participated in organized sports leagues. This year our company, Let’s Roll Painting, will be a sponsor of the VillageFest. We are excited to be a part of such a fun activity that brings our community together. 6. W hat experience, professionally and personally, will guide you as a Director on the Board? I am an outgoing, creative person and consider myself to be a problem-solver. These characteristics are essential in serving in an organization such as the Board of Directors. In addition, much of the work of a Director is to understand the business side of our community and my skills as a self-employed business owner will give me an advantage in this aspect of the position.

Bob Graham Announces Candidacy for Board

As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Graham’s letter: My wife, Jana and I have been Ashburn Village residents for nearly 8 years now. We along with our 2 children, Brooke and Kayla, have been heavily involved in the community since moving here. We all spend almost every day at the Sports Pavilion either working out, after school care, swim practice, or just at the pool to swim and enjoy the amenities. I have been serving on the board for the past few months and have enjoyed every minute of it. Ashburn Village is at a point in its maturity where we as a community need to start looking at the maintenance and improvements needed to continue our reputation as one of the premier neighborhoods to live. We need to continue or commitment to the upkeep of our beautiful lakes and ponds, landscaping along or common areas and our numerous facilities. Our community centers are a big part of our communities’ family events and neighborhood events and our Sports Pavilion is a one of a kind facility that has our neighboring residents jealous. The board has a tremendous responsibility to be objective and have every resident’s best interest in mind while making decisions that affect us all as Ashburn Village Residents. I am willing to take on that responsibility and that is why I am asking for your vote in October.

From Mr. Graham’s Candidate Petition: 1. Why are you running for the Board? I want to keep Ashburn Village as one of the premier neighborhoods to live. 2. How do you view the role of a Director? The primary role for of a director is to continually plan and strategize to improve and maintain the Ashburn Village community. 3. How will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? By listening to their issues with an objective and open approach. 4. How would you balance the need for maintaining the Village’s amenities while controlling annual assessments? By working with the other board members and Management staff to develop a maintenance plan coupled with an objective annual assessment plan. 5. Do you or your children participate in programming at the Sports Pavilion? I have 2 children that are heavily involved with the Sports Pavilion. My youngest daughter participates in the after school program and both of my children are members of the Blue Wave and AquaJets swim team. My wife and I use the Sports Pavilion on a daily basis. 6. What experience, professionally and personally, will guide you as a Director on the Board? I served as the Chairman of the swim committee and I am currently on the board for 2008.

Perry Immerman Announces Candidacy for Board

As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Immerman’s letter: I have been a resident of Ashburn Village for more than 11 years. I have served on the Ashburn Village Board of Directors for 2 ½ years. I served on the Lakes and Ponds committee for more than 10 years, and worked closely with Budget and Finance, Tennis, and Sports Pavilion Committees. I believe Ashburn Village is a wonderful community in which to live and I want to do what I can to help keep our community healthy. Having served in Ashburn Village on the Lakes and Ponds Committee, having served on the Board as interim treasurer, having worked closely with Budget and Finance, Tennis, Sports Pavilion committees, and Ashburn Village staff, and having successfully served as a leader in many other civic organizations, I believe I can now best serve Ashburn Village as a member of our Board of Directors. I spend my days in the community, on our trails, in our facilities meeting neighbors. I hear what many of our neighbors want in our community. I understand the challenges we face as a diverse community and as individuals. During my time as a Board member, I tried to consider the priorities of members of our diverse community. We focused on maintaining what we all like in Ashburn Village: our facilities, our trails, our landscape, our lakes, property appearance and our many programs. We did all this, while keeping our homeowner dues among the most reasonable our county. I have more than three decades of experience working with people as they live and function in a covenantguided environment. I am good at listening to people, analyzing situations, and resolving issues. I have both the time and the skills to be a good member of the Ashburn Village Board of Directors.

I hope that my friends and neighbors continue to have confidence in me and elect me to the Board of Directors for the 2008-2010 term. I am confident that I will serve our community well.

From Mr. Immerman’s Candidate Petition: 1. Why are you running for the Board? I want to serve my community. I have ability and interest which will benefit the association. 2. How do you view the role of a Director? Represent and serve the general interests of homeowners according to Board charter. 3. How will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? I spend hours each day in the neighborhood outdoors and in facilities. I speak to many residents. 4. How would you balance the need for maintaining the Village’s amenities while controlling annual assessments? We must have a balanced view of what people want and what we can afford. I have four decades experience balancing budgets and controlling expenses. 5. Do you or your children participate in programming at the Sports Pavilion? I use the Pavilion facilities year-round. 6. What experience, professionally and personally, will guide you as a Director on the Board? I have 40+ years leadership in public and private sectors. Reputation as fair member of board 2 years. Nutwell Candidacy for board

Richard Nutwell Announces Candidacy for Board As part of the elections process, each candidate was asked by the Elections Committee to submit a Letter of Introduction with their petition. Here is Mr. Nutwell’s letter:

Dear Fellow Ashburn Village Homeowner: This is my letter of introduction and my request that you support my candidacy for the Ashburn Village Homeowners Association Board of Directors. My family and I moved to the Village in 1994. I am the proud father and stay at home parent of a fourteen-year-old son and a ten-year-old daughter. We have watched with pleasure as the Village has grown and matured into a wonderful place to live. I have served one term as President of the board, and several terms as Vice President. Before my election to the board I was an active member of the Lakes and Ponds Committee. I also have actively volunteered in classroom activities at Dominion Trail Elementary School for the past nine years. I am retired with over 30 years of experience in Human Resource Management, serving as a Human Resource Director for over 20 years. In that capacity I had extensive experience in planning and implementing quality of life programs. I was also responsible for leading large offices with substantial budgets. I am primarily running for the BOD because while I fervently believe that Ashburn Village, in total, is arguably the premier place to make a home in all of Loudoun County, I know that only by continual hard work of a dedicated, focused and knowledgeable board can we retain that distinction. I know of the many challenges we face. To list a few the aging buildings most importantly

the Sports Pavilion, overgrown, poorly planned landscaping in some places and totally insufficient landscaping in other, lakes that increasingly need aggressive attention , and the continual updating and improvement of programs offered at the Sports Pavilion and in other places in the Village. But as I look around the Village or read the Villager I view with some measure of pride the projects I, and many others, caused to happen that in someway betters the Village. I will list several, not necessarily order of importance, but as I think of them. The under budget, more vandal resistant lights replacement around Pavilion Lake; the planting starting about six years ago of thousands of small trees, shrubs, and wild flowers around the lakes and other location in the village; the construction of a small stage and tiered seating at the Lakes Recreation center (at no cost to homeowners, paid for as an amenity enhancement by our developer); the improvement of lighting repair/replacement along our many roads (up until this year I saw at least one homeowner complaint a week on this subject, we now receive very few); the securing of a pledge for $500K from our developer to expand the Sports Pavilion, as part of their securing country approval to rezone land from light industrial use to age restricted; and the selection of a new trash pickup company three years ago, saving all homeowners a substantial amount every month during that period, compared with our former companies projected expense In conclusion I thank you for your taking the time to read this letter of introduction. If I am re-elected I promise you that I will continue to ( C ontinued on next page)

R ichard N utwell for board take the role and responsibility as a director very seriously and continue to work diligently to serve you as an effective and productive board member. Any homeowner who is interested in discussing with me this letter or to make suggestions on any subject call me or email me at any time. My number is 703-729-0450. My email is rnutwell@ashburnvillage.org.

From Mr. Nutwell’s Candidate Petition 1. Why are you running for the Board? I am running for the Board to help ensure that Ashburn Village (my family’s long time home) stays the wonderful place to live it is today and becomes an even better place in the future. 2. How do you view the role of a Director? A director’s main role is to provide the overall leadership, vision and guidance necessary to appropriately plan and execute programs to meet the short and long term needs to our homeowners, the village infrastructure, and the permanent association staff. 3. How will you gain a sense of how the various residential neighborhoods (e.g., single family, townhome, condo, 55+) view a particular issue? Effective communication (being an effective listener) is one of the most important things a director can do. I will use a variety of formal processes. These include surveys of homeowner by association, and Sports Pavilion staff. In addition homeowners can send suggestion/concerns via email to directors or call me at home (phone number listed below). Other ways I gain views on issues is

(ConTinued)

speaking directly talking to many homeowners at various places. As a stay home parent of two active children I hear first hand from fellow parents at schools, bus stops, sporting events, parties, play dates etc. I also frequently walk the many paths of the village and often talk to homeowners. 4. H ow would you balance the need for maintaining the Village’s amenities while controlling annual assessments? A key to this is proper long term planning (including cost analysis, examination of alternatives, etc.) and effective preventive maintenance. As a director I have found it is essential that this philosophy is continually communicated to our permanent staff and the various Committees. 5. D o you or your children participate in programming at the Sports Pavilion? My entire family is active in many Sports Pavilion programs. This usage has provided me first hand ability to evaluate not only specific programs offered but as importantly the general appearance/ambiance of the Pavilion. 6. What experience, professionally and personally, will guide you as a Director on the Board? My experience as a director for the past 7 years has provided me with a comprehensive knowledge of the challenges facing us is both the short and the long term. During this period I have gained a close working relationship with both local elected officials and law enforcement senior management. As a Human Resources Director I dealt with a multiciplicty of issues and challenges very similar to many we encounter in the village.

The new school year has begun, and fall is in full swing. As we prepare to “fall back,” residents are reminded to not fall behind on those little things at your property that can turn into big problems down the road, not only for you but your neighbors. Trash and Recycling Reminders Please remember to properly secure your trash and recycling. Nothing gets under the skin of your neighbors so much as seeing trash and debris blowing down your neighborhood streets. A few minutes of careful attention will result in streets that have curb appeal and will maintain the overall pleasant aesthetic of your community. Additionally, please use the appropriate trash receptacles or bags for disposal. Tall kitchen bags and grocery store bags should not be used, as they are too thin and can be torn into by animals.

rid yourself of those items. Your “trash” could be another person’s treasure. Check out groups that encourage people to “recycle” their old goods and keep it from filling our landfills. Donate to your local church or charity. There are several online resources available to help you achieve a more simplified life with less stuff. One such source is www.freecycle.com.

Lot by Lot Inspections Update

Lawn and landscape care does not end with the growing season. Residents are strongly encouraged to continue weeding their lawns and flowerbeds to ensure their neat and orderly appearance. Also, as the weather gets cooler and the leaves begin to fall, promptly remove leaves from your yard so they do not scatter, taking over your yard and that of your neighbors. Make it fun! Before tackling your leaf job, make large piles and jump in them with your children. It’s a great stress reliever, and makes an otherwise mundane lawn maintenance chore a time that is fun for the family.

The Covenants Team is in the final push to complete the 2008 Lot by Lot inspections. Due to the recent inclement weather, some streets that were scheduled for September inspections were pushed back into October. In order to provide residents with the most up-to-date information regarding inspections, the calendar will be posted at the Association’s website, www.ashburnvillage.org. A reminder to our residents—if you see our Covenants Team out and about performing inspections, while we welcome the opportunity to greet you, please understand that Association policy prevents staff from discussing preliminary inspection results while out in the field. Questions regarding the inspection process can be directed to me at 703-723-7910, ext. 102. Your cooperation during this process is greatly appreciated.

Do You Know a Good Contractor?

Common Area Courtesy

On a regular basis, residents contact the Association looking for reliable contractors. The Association does not have an approved contractor list, so it leaves very few options for our residents who would like a good reference. My office will be compiling a “Resident Referral Contractor List” over the next few months. If you know of a good contractor, please email me at cloritsch@ashburnvillage.org and reference “Contractor Referral” in the subject line. The list will be made available to residents once we have a good sampling of contractors. While we are compiling this list as a courtesy to our residents, however, it does not constitute endorsement by the Association.

You’ve heard of common courtesy. Well, I would like to encourage our residents to practice common area courtesy. Please do not litter on the common areas. Do properly curb your pets— don’t leave a mess for others to clean up. Cigarette butts belong in an ashtray, not on the Association’s common areas. Residents are asked to do their part to help maintain our common areas for everyone’s use and enjoyment. Have an idea for the Around the Village article? I welcome your feedback. Please email me at cloritsch@ashburnvillage.org with your suggestions. I look forward to hearing from you. Thanks for reading!

Tips from Terry October is fall & cooler weather, and …Halloween - boo! It is a fun time for boys & girls, but this is when Mom & Dad really need to be extra careful. • Help pick out costumes that are fire proof. • Avoid masks – Use face paint instead! • If you set out some jack-o-lanterns with candles in them, make sure that they are far enough out of the way so that kids’ costumes won’t accidentally be set on fire. • BE Visible - Make sure your child carries a flashlight, glow stick or has reflective tape on their costume to make them more visible to cars. • ALWAYS, always have a responsible adult to supervise trick-or–treating. • Instruct your child to never go into the home of a stranger or get into their car. Stop only at familiar houses in your own neighborhood.

• Treating your kids to a spooky Halloween dinner will make them less likely to eat the candy they collect. • Instruct your children not to eat any treats until they bring them home to be examined by you. Interested in becoming a firefighter/EMT? We are always looking for new members. We NEED You!! We promise great job satisfaction – being there and trained to help your friends and neighbors when they need you! FREE training! Call 703-729-0006, or stop by the fire station & pick up an application. Attend a Prospective Member Meeting the last Tuesday of every month, 7 PM at the AVFRD, 20688 Ashburn Road. Pancake Breakfast – the FIRST Sunday of every month, Sept 28 (because of Open House date), November 2, 2008, 0800 AM till noon. Adults $6.00, Ages 3-8 $4.00, & seniors $5.00, under 3 is free. Join us for “Kid’s Corner!” Every month will feature a new surprise, a visit by a special guest, a craft project, etc. As always there is an opportunity for child and adult to tour the fire engines and ambulances that protect you every day. Do Cats need Clearasil?

Every so often, someone brings in a cat that has a big, fat lip. The owners wonder what could have caused it – a fight with the other cat? Cancer? A bad tooth? Most of the time, it’s due to “feline acne,” a condition that, unlike humans, doesn’t just affect “teenage” cats. It’s a condition that starts at about 1 year of age, and usually continues on for life, with periods of remission and exacerbation. It often begins as tiny plugs of dark material, like blackheads, around the shaft of the chin and lower lip. These do not bother your cat, although they may progress to red, infected bumps that can be itchy and painful. Permanent hair loss and loss of pigmentation may occur in chronic cases. It can be especially painful in advanced cases, and I’ve seen many cats stop eating all together because they hurt so much. The exact cause of feline acne is unknown. It is thought to be a disease in which an excessive amount of oil is produced from oil glands which then plugs up the hair follicles. I also have seen many cats develop chin acne secondarily from eating out of

www.ashburnanimals.com Dr. Steve Velling

plastic bowls. It seems that if the cat is allergic to plastic, contact with the bowl causes the skin to be red and irritated, causing the cat to scratch the area with its feet and thereby starting a local infection. Other diseases can look very much like chin acne, such as a bacterial or fungal infection, or even mange mites. Testing the skin with cultures or skin scrapings is sometimes needed to help diagnose the problem and thus direct the treatment. My first advice to cat owners is to change food and water bowls to glass, ceramic, or steel. After that, try applying a topical antibiotic ointment such as Neosporin on the area. That’s what I do for our cat, Jill, when she gets these lesions. Other human topical agents containing Benzoyl peroxide can be used, but be careful if there is an open spot on the chin, because “kitty Clearasil” stings and it may send your cat scratching and clawing to get away. It takes about 5-7 days for feline acne to go away, so if it doesn’t, call your local veterinarian to have it more closely examined. Oral antibiotics or an injection of a short-acting steroid may be necessary.

The Real Estate Market: Looking Ahead With money tighter, home inventories high, and an economy that is either in or on the brink of recession, a weak U.S. dollar, and lower demand for housing, it seems safe to assume that the short term economic news is not good for residential real estate. We have not yet seen the full extent of the problems in the housing market and may soon have to deal with similar problems with auto loans and credit card debt. It will probably take the rest of 2008 and all of 2009 before we work our way out of the housing downturn - if we’re lucky. But there are some positives. The very top of the market continues to be pretty healthy. And, international buyers view our residential properties as “on sale” and are continuing to purchase in many major markets. – excerpted from L. Moore-Moore for R.E. Professional Freddie Mac/Fannie Mae Takeover – With the federal government takeover of Freddie Mac and Fannie Mae, the interest rates are projected to fall an estimated 3/8 to 5/8 %. Although we are not sure of the details, we do know that the objective of the federal government takeover is to stabilize the housing market.

Now Notarizing! The Ashburn Village Community Association is happy to announce that Notary Services are now available to Village residents – FREE! October is Crime Prevention Month Timothy Tynyk

October has become the official month for recognizing and celebrating the practice of crime prevention, while promoting awareness of important issues such as victimization, volunteerism, and creating safer, more caring communities. On local, state, and national levels, some planned activities focus on Halloween, while others spotlight successful crime prevention efforts. We hope to generate enthusiasm for prevention so it can grow stronger and become more widespread. So, to celebrate Crime Prevention Month, we are having our first quarterly joint meeting with our neighboring communities of Ashbrook and The Courts and Ridges. Plus, the Sheriff ’s office will provide training on home security techniques and how to use their new online crime statistics offering. Come and get some free training and see what Neighborhood Watch is all about. Remember, the amount of time you devote is entirely up to you and any involvement is going to be valuable and helpful. Our meetings are held every second Tuesday of the month at the Lakes Recreation Center at 7:00 PM. If you can attend that would be wonderful; we look forward to hearing what you have to say. Don’t react to headlines; help prevent them, Join Neighborhood Watch!

Nothing about the twins’ degenerative disorder is simple.

Except the Choice of Hospital. The finest children’s care in Northern Virginia is closer than you think. At just nine months old, twins Rowan and Benjamin began to suffer frightening symptoms. Little Rowan had a severe seizure that left him gasping for breath. He was rushed to the pediatric emergency department at Inova Loudoun Hospital, where he was treated, then transported by helicopter to Inova Fairfax Hospital for Children, the only pediatric intensive care unit in Northern Virginia. Today, the boys’ continued care is entrusted to this medical team. Inova Loudoun Hospital offers top pediatric specialists, a familycentered approach and seamless access to Inova Fairfax Hospital for Children, the only children’s hospital in Northern Virginia and home to more than 30 pediatric specialties. At Inova, this is our commitment to you: the care will be world-class. And close to home.
