President’s Report PRESIDENT’S REPORT

Richard Nutwell President 2006–2007 Board of Directors

It’s August, and the weather is HOT! Hope for rain. I trust you and your families have been enjoying the summer so far. I would like to provide an update to a couple of issues addressed in previous editions of the Villager. By the time you read this, Mr. Bill May of Miller and Smith, the developer responsible for construction of the interchange at Route 7 and Ashburn Village Boulevard, will have provided an update about this project at the Board of Directors meeting on 24 July 2007. Mr. May has indicated that he will provide us copies of the briefing material for display at the Association office and on our website. This is a watershed event in the evolution of Ashburn Village. It will change a major entrance, including the existing entrance feature, possibly forever. Many of us are committed to ensuring that this project results in an attractive entrance to the Village. Homeowners are encouraged to review the plans. The other event I wish to highlight is a town meeting scheduled for August 7th at the Lakes Recreation Center. Specific details of the meeting are being considered, developed and finalized. The following are some tentative thoughts. For many years, the Board of Directors has not held an official meeting in August. I am proposing to dedicate one night this August and every year hereafter to hold a Town Meeting. The purpose of this facilitated meeting will be to provide homeowners or groups of homeowners with the opportunity to present plans, concepts, or visions for major projects. Specific rules will be developed for homeowners to follow (they will be put on our website www.Ashburnvillage.org). We will put out a call for ideas and set a deadline for submissions. The facilitator will put together an agenda and allocate a specific amount of time to discuss each proposal.

Board of Directors members, committee members and chairs, and appropriate permanent staff at the AVCA office will attend the meeting. However, board members will attend as homeowners and will speak as homeowners, not as board members. The information and discussion shared at this meeting will be utilized along with other appropriate proposals from sources such as committees, office staff, contractors, and homeowners. I am proposing that we take these inputs and develop multi-year budget and capital project blueprints to be considered by the Budget and Finance Committee and ultimately considered, refined if appropriate and approved by the Board of Directors. During the past few weeks I have been “deluged” with thoughts and ideas for consideration. I would like to list some of them in hopes of stimulating thought on their pros and cons and to inspire other ideas. Some of these ideas have been discussed previously, but to my knowledge none are currently funded. • Irrigation of more common land areas of the Village, such as the medians of major thoroughfares • More landscaping/turf enhancement activities throughout the entire Village • Plans for dealing with parking shortages • Replacement or reconfiguration of lights around Pavilion Lake • Installation of lights at specified tennis courts • Installation of a large water slide at a swimming pool • Installation of a bubble enclosure over a swimming pool • Major revitalization of the Sports Pavilion to include ideas such as a new gym, permanently covered tennis courts, a family changing area and/or a new exercise area • New entrance features at Marblehead, Gloucester, Russell Branch (two places), Louisa and/or Courtland (these are all the roads I currently know of that exist and/or are planned where the Developer did not install formal entrance features) • Installing signs designating locations in the Village that were given formal names by the developer/ specific builders. Presidents Reports (cont’d from previous page)

There may be others that I have failed to list here. My intention was to list as many as I could remember without rereading all my e-mails and notes to stimulate thought for additional projects. But perhaps more importantly, I wish to inform people of the large number of projects – all to the best of my knowledge currently unfunded – that the Board is being asked to consider. I would like for us to try reaching some form of a consensus as a community on how to prioritize these ideas or other ideas and proposals, to determine which are best for the Village. In my opinion we are reaching a major crossroads in the Village. We need to decide if we wish to invest in key projects that will allow us to remain comparable to some of the new developments in the area, or if we wish to risk drifting backward like some of the older developments to our east. If we choose the former, we must resolve to pay reasonable associated costs through increases in dues and/or prudent debt. You and I as residents of Ashburn Village take pride in our community. Many of us are actively engaged in the wide variety of activities and interests that are available here. Increasingly, residents are taking an active role and seeking to improve the community. Many “communities of interest” have formed around specific ideas, activities and concerns. These community members are becoming increasingly vocal in advocating for their causes, expecting and at times almost demanding changes and improvements that they consider as top priorities. This can result in some disagreements and confrontation between opposing interests. It is a major responsibility of the Board of Directors to take decisions, balancing the continuing demands and costs of maintaining and replacing aging basic infrastructure with the exciting prospect of adding new amenities and features. I hope to capture the positive energy around the idea of moving forward by undertaking important improvement projects that will have the highest impact on quality of life and enhanced values for our homes. Your input is critical, however, in helping us to determine the best possible development activities to undertake. Please set aside the evening of the 7th of August to join your neighbors at the Town Meeting. I hope it will be a constructive evening where ideas and concerns are discussed in a civilized and constructive manner. 4

Town Hall Meeting for Village Residents to Discuss Needs For the past year, there have been discussions between residents, various committees and the Board of Directors regarding enhancing or adding to our community amenities. Many homeowners consider that by prudently investing in appropriate infrastructure improvements, the Village will retain our very positive image as one of the premier places to live in Loudoun County. We will be holding a Town Hall Meeting on Tuesday, August 7th at 7:00 p.m. at the Lakes Recreation Center to discuss requests for improvements. Former Board of Directors member and Treasurer, Doug Carlson, has volunteered to lead and facilitate this meeting. As part of this process, we are asking that you submit your project ideas and improvements in advance of the meeting, by close of business, Monday, August 6th. Please forward these to Melissa Flewellyn at the AVCA offices either in person or via email at mflewellyn@ashburnvillage.org. Collaboration on ideas between residents is encouraged. Of course we recognize that people from various neighborhoods will have similar ideas, but not necessarily know each other. In order to accommodate all requests, we will group those that are similar in nature, and limit homeowner comment to 5 – 7 minutes each. This will ensure that all concerned residents can be heard. Please plan to arrive early so you can sign in at the meeting and note the topic you would like to address. We hope to make this event as frequent as possible to gauge homeowner concerns and interest in maintaining the look and feel of Ashburn Village.

First Budget Session On August 1st, at 6:30 p.m. at the Lakes Recreation Center the various committees, along with the Sports Pavilion, will be discussing their budget submissions for 2008. If you’ve ever wanted to get more involved in the community and learn about the budget, this is a great opportunity. Any questions? Please contact Bonnie Jerry, Finance Manager, at 703-723-7910 x103. The Ashburn Villager

Inside the Village Greetings Village residents! Can you believe it’s time for elections once again? There are three seats up for election this year, those currently held by Rick Clements, Dorothy Shannon, and Jennifer Horvath. You can find information about the elections process on page 9 and a nominating petition on page 10. The Annual Meeting will be held on Thursday, October 18th. Petitions received by August 10th will be published in both the September and October editions of the Villager, while those received by September 10th will be published only in the October edition. We also plan to post information about the candidates on the AVCA website. I was very happy to start receiving some favorable comments last month about our trash contractor, New Vision. After filing a formal complaint against New Vision for specific trash spillage issues, Mike Roberts and I met with the owner, who promised to get new trucks and to ensure that they meet our needs. Please keep the comments coming, both positive and negative, so that we can continue to monitor how thing are going. This goes not only for the trash contractor, but also for any of your experiences with the Village and our contractors. The annual budgeting process is about to begin. If you’ve ever wanted to learn more about it, the first meeting will be held on August 1st at the Lakes Recreation Center at 6:30pm. Each committee, along with the Sports Pavilion, will have an opportunity to discuss their submissions. Somewhat related to that is the Town Hall Meeting scheduled to be held on August 7th at 7:00pm at the Lakes Recreation Center. The Town Hall Meeting is intended to be an opportunity for Village owners to suggest areas in which more funds should be allocated, which obviously feeds into the entire budgeting process. I can’t express to all of you readers how difficult it is for us as staff, and also for our Board members, to gauge which projects you believe are important to

August 1, 2007

the future of the Village. The Town Hall Meeting is one way that you can utilize a public forum to share your thoughts. My door is always open as well, if you’d like to schedule some time to talk to me personally about your ideas for the Village. I would love to have the opportunity to speak with as many of you as possible so that I can be sure that we’re targeting the right projects as each of you see them. One of the many needs I feel we have to meet for the Village is to ensure that we’re doing what we can to maintain property values. To me, this means that at a bare minimum we need to do what we can to keep the grounds looking as nice as possible. In light of the horribly dry summer that we’re experiencing, this means that we need to start aggressive irrigation efforts as quickly as possible. I’m pleased to share with everyone that we have already acquired a water tank and pump for one of our trucks, and we’ve been using this to do more watering of the drought-stressed trees and shrubbery. In addition to irrigation efforts, beginning in the fall we have plans to replace trees and plant more trees & shrubs, and improve the landscaping overall. These landscaping and irrigation efforts need to be a longterm focus to help keep the Village looking nice and attracting future residents. Again, my door is always open to speak with Village owners. I really want to hear your ideas for how we can continue working to improve the Village, as well as comments about what we’re doing well. If you’ve ever thought about joining one of our committees, this is a great time to attend the upcoming budget meeting on August 1st! See you around the Village!

Annual Board Elections The 2007 Annual Meeting is planned for Thursday, October 18th. Village property owners should expect to receive their Annual Meeting package in the mail sometime during the first week of October. With the Annual meeting right around the corner, now is the time that interested homeowners begin making inquiries about running for the Board of Directors. Here is some information you should keep in mind: Board Structure In accordance with the governing documents, the Board of Directors consists of nine Board members, also referred to as ‘Directors’. Two of those Directors are appointed by the Declarant, Chevy Chase Bank. The remaining seven (7) are elected in staggered 2-year terms as required by AVCA governing documents. This provides the Board with a strong level of operational continuity year-after-year. Board Elections On October 18th, the homeowners of Ashburn Village will elect three (3) homeowners to the Board. Only property owners in good standing with the Association can run for the Board and participate in the Annual Meeting process.

August 1, 2007

Directors elected this year will serve from October 23, 2007 until October 2009. David Austin, Perry Immerman, Carl Levine and Richard Nutwell, who were each elected last year, will complete the final year of their two-year terms. Candidate Petition On page 10 you’ll find a Candidate Nominating Petition. Any property owner interested in running for the Board should submit a completed petition by October 1st. Contact Connie Waters at the AVCA office at (703) 723-7910 x102 for additional information about the Board elections process. Portions of the September and October editions of the Villager will be dedicated to providing you with the information about the candidates that have decided to run for the Board. This will be your opportunity to read all about these homeowners and their ideas for Ashburn Village. Candidate information will also be posted on the AVCA website at www.ashburnvillage.org. Please be aware that petitions received by August 10th will be published in both the September and October editions of The Villager. Petitions received by September 10th will only be published in the October edition of The Villager. All petitions received by October 1st will be posted on the AVCA website. Again, any homeowner interested in running for the Board should contact Connie Waters for information.

Village Kids Doing Great Things This month, we would like to highlight the accomplishments of one of our Village graduating high school seniors. For the third year in a row, Loudoun Volunteer Services was able to award a $4000 scholarship to an overall, outstanding Loudoun County student who demonstrated exceptional community service above and beyond the call of duty. This year’s scholarship has been awarded to Shannon Groves of Broad Run High School, who founded the Ashburn Friends of Beaverdam Run Stream and created a long-term program for water quality testing. The generosity of America Online has made this scholarship possible. The award recipients are selected based on their volunteer service to the Loudoun community. “The level of commitment and the amount of time invested by each applicant is impressive, making the selection process very challenging,” says Karen Krei, Chair of the Student Recognition committee of the LVS Board of Directors. Congratulations Shannon, and best of luck in all your future endeavors!

Around the Village Connie Waters Resident Services Manager cwaters@ashburnvillage.org (703) 723-7910, x102 The summer months have kept the Covenants Department very busy with the Lot by Lot inspections, which are now completed, and the second round of letters are in the mail. After you receive the second letter we will re-inspect within a two week time frame, if the violations still exist the violation process will continue. After receiving phone calls and emails we have found that Ashburn homeowners are very responsive to the letters they receive, and take pride in the appearance of Ashburn Village. Therefore we would like to thank the homeowners who have responded to the letters so quickly and those that are moving forward to bring their home into compliance. The season will soon come to a close and there are still pressing issues that need attention: • Tree trimming; please remember to trim your trees up 6 feet from the sidewalk so they do not become a hazard and everyone may enjoy walking on them. If you see a Common Area tree that is overhanging sidewalks or paths please call or email the staff so we may contact the appropriate party to resolve the problem. • Another is exposed cable lines for your internet/ TV or phone services. The office has received several calls concerning cut cables after the landscape company has mowed, please note, this is not the responsibility of the association or the landscape company; it is the responsibility of the utility company who placed it above ground. So please call the appropriate company and request they bury their line. • Trash cans and recycle bins stored in the front of homes is still on top of the list of complaints we receive, so please be reminded that you will only receive one Accelerated Violation prior to being called to a Board Hearing where you might incur fines. Other Accelerated Violations are August 1, 2007

lawn & landscaping not being maintained properly, window air conditioning units, pet waste, noise, and vehicle violations. Before placing large items on the curb please contact New Vision at (703) 830-7908 so they may give you guidance as to what they will pickup and what they will not. The schedule for trash pickup is as follows: Monday-yard waste (place at curb Sunday night after dark or before 7:00 AM Monday morning), Tuesdays and Fridays-trash (place at curb the night before pickup or in the morning before 7:00 AM), Wednesdays-recycling (place at curb Tuesday night after dark or before 7:00 AM on Wednesday). If you have any questions concerning a violation letter, or might just have a question in general or complaint please call us at 703-723-7910, or send an email to cwaters@ashburnvillage.org and I will be happy to assist you.

Young at Heart – Village Seniors Gardening Good for You and Your Spirits, too! If you are looking for an exercise that works out your mind and your body, consider a solution that is literally in your own backyard. Gardening relaxes the mind and provides the body with a thorough, yet gentle, workout. Planting, weeding, raking and digging will work out your muscles, while studies show that being in nature has a soothing effect on the mind and relieves stress. Gardening has other advantages as well, such as the ability to have fresh fruit and vegetables for meals. Garden clubs and events provide a social outlet.

• Watch your back. Gardening does require a lot of bending and lifting. Make sure to bend at the knees, not the waist. Use kneepads or foam kneeling pads to cushion your joints. A gardening bench allows you to sit to reach the ground. • Take breaks. • Follow instructions on all gardening equipment. Keep your equipment clean and in good working order. The Loudoun County Extension Office offers many classes and informational items on gardening. Their offices are located at 30-B Catoctin Circle SE in Leesburg. They can be reached by telephone at 703777-0373 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday. Sources: AARP.org and Loudoun.gov

As will all outdoor activities, there are some safety tips to make sure you don’t hurt yourself or make your muscles too sore to continue. Consider the following: • Respect the weather. Wear sunscreen, light-colored clothes, and a hat. Make sure you have water to keep you hydrated. • Dress to protect. Gardening gloves and long pants will protect you from bug bites and poison ivy. Skidfree shoes will help you from slipping. • Prepare your body for physical activity. Warm up your body with gentle stretches. March in place to get your body ready for activity.

Condition, Condition, Condition. Traditionally, the three most important words in Real Estate have been Location, Location, Location, but not so much any more. Although location is still important, sellers who are serious about selling now need to focus on the condition of their home. With 25 – 30% of all sales now going to new homes, it has become apparent that home buyers, who are willing to consider a re-sale home, are still looking for that ‘New Home Feeling’. For the most part, they do not want to buy a home and then have to spend time or money on it. They are looking for a home that is in Move-In, Like New or Model Condition. So, that is why so many of us Realtors are providing Staging services, suggesting off-site temporary storage to de-clutter the home, as well as suggesting upgrading the home before it goes on the market. Granite, hardwood floors, new appliances, fresh neutral paint, clean or new carpet and updated systems in the house, figure strongly in the buying decision of today’s Ashburn home buyers. “Summer Pet Care Tips” School is out and the heat is on! Summer can pose special problems for pets. Help keep your pet healthy and safe by following these simple tips: • HEAT STRESS—Any pet can suffer from heat stress. However, particularly susceptible are: • very young and very old pets • short-nosed breeds • overweight pets • pets with cardiovascular or respiratory disorders Help prevent heat stress by: • • • •

Signs of heat stress are profuse panting, an anxious expression, failure to respond to commands, high fever (over 105), and/or collapsing. If you see any of these signs, soak your pet in cool water, and call your veterinarian immediately. • FLEAS AND TICKS—Anyone around here can tell you that the ticks are especially bad. Not only are they nasty to look at, but they also carry some awful diseases like Lyme disease. Fleas are a concern, too, causing dogs to scratch and cats to lick excessively. Fortunately there are great topical agents that you can pick up from your veterinarian. • HEARTWORM DISEASE—This mosquitoborn illness, causing a slow infestation of the heart and secondary heart failure, is easily prevented with monthly tablets. • BITES AND STINGS—Unusual swelling or soreness may be signs of a bite or sting. Your pal may need attention, including an injection to bring down swelling and to help with the pain.

providing plenty of clean, fresh water at all times have adequate ventilation when pets are in kennels I hope these tips help you out, as well as your fourproviding shade when pets are outdoors legged friends. Have a fun and safe summer! avoiding excessive exercise, and trying to exercise at the cool times of the day. Till next time, • NEVER leave pets in parked vehicles (which is Dr. Steve actually a crime, too!)

Notes from Your Neighbors . . .

Ashburn Volunteer Fire & Rescue Department www.ashburnfirerescue.org Bites and Stings and Ticks … oh my! ‘Tis the season, we are all spending more time outdoors, enjoying the yard the many walking trails in the Ashburn, Lansdowne area. But beware there are many unsuspecting and uninvited guests that many want to come home with you! Ticks and the multiple diseases they may transmit are a major concern in Northern Virginia. Loudoun is currently ranked third — behind Connecticut and Rhode Island — on the county Health Department’s list for incidence of Lyme disease. In 2003, 76 percent of the Lyme cases reported in Virginia came from Loudoun. Ticks • Prevention is the KEY! • Wear long pants and long sleeves • Use tick repellant • Remove the tick within 24 hours

• For your children, significant other and yourself,Heed the words of the hit country song that says “I’d like to check you for ticks” • Remove slowly using tweezers • Keep it, - just in case • Do not use matches, vaseline, fingernail polish or a lit cigarette! • Watch for a rash or swelling that may require medical attention – Bring along your tick Bee Stings Bee stings can be a problem, especially if you have any type of allergy. • Remove the stinger quickly • DO NOT use tweezers – that will cause more venom to be injected into you! • Use a credit card or finger nail to scrape the “stinger” out • Wash the area with soap & water • Apply ice • Watch for an allergic reaction • Anaphylactic (VERY severe) reaction can be life threatening • If you have such severe allergies • Wear a medic alert Tag • Carry your Epi-Pen • Call 911

Some of the issues that have been, or are being worked on, are as follows: utility rates deregulation, smoke-free workplaces, teachers’ salary increases, tuition assistance to Virginia community college graduates who want to attend one of our four-year colleges, tax relief for more seniors and disabled people for those who qualify, and transportation. Following Senator Herring’s presentation, he took questions from the floor.

“Plastic Ponds in Ashburn”

• are made from polyethylene, which is made from petroleum (a non-renewable resource) while paper bags, which come from trees, are of course renewable

What are “plastic ponds”? The ponds around our community are in a way becoming plastic ponds due mostly to unsecured trash. Most of it has been determined to be recycled material left out for pick up by homeowners; the materials have blown away because the bins have no lids and/or the overflow from them isn’t secured. Of course, the rest is caused by littering.

• can be eaten by wildlife, leading to injury or death

It’s great that so many people are recycling in the Village, but the unintended consequence is that it often blows away. Plastic bags (which should be dropped off at the grocery stores and not taken to the recycling center) and plastic water bottles are the main culprits. Did you know that plastic bags: • were first introduced in 1977 • can take 5 to10 years to decompose (paper bags take about a month)

It costs the Village (and thus all of us) about $1,700 per month to have the garbage removed from our ponds and lakes – sometimes as much as $2,000 per month. That money could well be spent on other things if we could get the trash issue reigned in. Visit www.loudoun.gov/oswm for more information on recycling in Loudoun County. Consider using cloth bags when shopping, and buy a water filter & fill up a water bottle to avoid purchasing so many plastic filtered water bottles. This will also save you money in the long run. Note too, that the filtered water you buy has no fluoride, thus increasing your chance of getting cavities!

Scouts, Civic Groups and more… Volunteer to beautify our ponds.

So, in an effort to save money, protect wildlife and just make for more visually pleasing ponds, the Lakes and Ponds committee is looking for interested groups or individuals to “Adopt a Pond” and provide volunteer trash clean-up services either with short (one time) or longer term commitments. This would be a great opportunity for scouts, civic and faith-based groups, local businesses and families or individuals to make a difference in our community. We would provide the trash bags and pick up of the filled garbage bags, and you would provide your own gloves and commitment. Interested? Please contact Laurie Eytel at 703-729-3250 or at protectnature@ gmail.com and leave a message. 30

Neighborhood Watch

Rescue Department. Just like everyone else in the area—we are very busy.

I would like to start off by apologizing to the residents of Ashburn Village for letting Neighborhood Watch slip to the back burner. Thought I would give you an update as to why and what is new. For years this committee has had no official chairperson and meetings have been run by a member of our Staff, Pam Wiles. She did a fantastic job, and when she left that left a big hole. Since her departure there has been a major change in personnel in our office across the board. With the many new individuals in the office I felt it was best they get settled in with the day to day activities before a new role was foisted upon them. At that time we still had DFC Craig Schleiden as our Community Policing Officer. He has since been promoted and a new candidate has yet to be assigned to us. I have been the board liaison to Neighborhood Watch for a while now and unfortunately been unable to attend most meetings due to standing family commitments. Some homeowners may not be aware that besides volunteering my time to Ashburn Village as a board member and liaison to several committees, I also serve as an Auxiliary member with the Loudoun County Sheriff’s Office, I am also a new member of CERT (Citizen’s Emergency Response Team) and my husband volunteers with Ashburn Volunteer Fire &

So, all that being said—where does that leave Neighborhood Watch? Fundamentally the same— Neighborhood Watch has always been more about the community being an “extra pair of eyes” of law enforcement, than about meetings. We are all the best eyes and ears in our community—we know what is “out of place” or “not quite right” around our homes. It is taking the time to call and report those findings that is so important. My suggestion to you is to take a few minutes and program the Sheriff’s Office NonEmergency number into the speed dial on your home phone and also into your cell phone. It takes away the issue of it being too much trouble and thus time to call.

August 1, 2007

I still plan on having meetings and would really like a resident to step up and be the chairperson of this committee. Our next meeting will be Thursday, Aug. 2nd at the Mills Rec Center, 7pm. Please come out and bring your neighbors. In the coming months I would like us to formulate a plan to keep Neighborhood Watch viable in Ashburn Village. I also plan on taking this committee to the next step of talking about Emergency Preparedness—personal, family and community. If you have any questions please feel free to email me at jhorvath@ashburnvillage.org or call the office and ask to speak with

August Gardening Tips • Plants signal their need for water - turfgrass lies flat after being walked on and many plants loose their shine and droop a little. • If you irrigate your lawn, consider reducing overall lawn size to save water. For example, try joining trees into beds with shrubs and ground covers. Also, try to eliminate hard-to-irrigate lawn areas such as narrow strips between a walkway and a building, or irregularly shaped areas. • When watering lawns during hot weather, do it early in the morning. Otherwise, much of the water will evaporate from the grass before the plants get to use it. To further avoid excess evaporation, use a sprinkler that produces large drops of water instead of a fine mist. • To maintain a healthy lawn and reduce the potential for water contamination, it is important to fertilize at the right time. Fertilize cool-season lawns (Kentucky bluegrass, fescue, ryegrass) in the fall. • Be sure to mow the lawn before going on vacation. If you will be gone over two weeks, arrange to have it cut while you are away. If you don’t, too much of the top growth will be removed at the next mowing. Removal of more than 1/3 of the growth at one time weakens the plant. • Plan to rejuvenate or plant home lawns in the fall. • If you wish to kill grass and weeds growing through cracks in patios, garden walks, or driveways, use caution. Many weed killers will leach into surrounding areas and damage your ornamentals or lawn. Pulling the weeds is the safest action, but you may wish to use a contact herbicide, such as those containing glyphosate. 37
