Greetings, fellow Villagers! Airport Noise Update Over the last month, many residents have voiced their concern to both the board and staff regarding increased airplane noise over Ashburn Village. The association understands and sympathizes with those homeowners who have taken the time to communicate their frustration on this issue. Several residents have discussed starting a grass roots effort to address these concerns with both the Washington Metropolitan Airports Authority as well as the Loudoun County Board of Supervisors. If these plans come to fruition, we will publish information regarding the group on our website. Elections The end of summer brings us closer to the annual meeting and elections for members of the board. This year, there are three seats on the board that are up for election. Members of the board oversee the strategic direction of our homeowner’s association and are the final arbiters of the governing documents. It is a position that requires certain amounts of dedicated time on a monthly basis for board meetings, committee liaison positions and other duties as assigned. If you have the time, energy and ideas to help further our association, please consider running for the board. A nominating petition is located in this edition of The Villager. Please complete the form in its entirety and return to the AVCA office by September 18th at 5:30 pm to have your name added to the ballot. Help Us Help You The association staff, directors and committee members do not know every detail of every

issue that homeowners face in our association. We rely on homeowners to bring forward issues, ideas, compliments and criticisms so that we can properly weigh all sides and take the appropriate decisions. We need your assistance, today more than ever, to help us pinpoint the areas within the association that require attention or change. We are in the process of redesigning and will relaunch the community website later this fall. Part of the website will be dedicated to suggestions and complaints. Without homeowner contribution and input on both polarizing and the simplest issues, we cannot possibly know what you are thinking. Whether you agree or disagree with decisions taken by the board or those of the staff, your input helps us better understand all sides of an issue. So, don’t be shy! Feel free to e-mail or call us anytime, so that you can help us help you. Dare I Say… After my column covering parking was published in the August Villager, I have received several e-mails and a few phone calls. Many have been constructive, and in others, homeowners have asked me if I had lost my mind. Several people commented that it was time the association looked out for all residents with regard to parking. The guidelines currently under review will govern association-owned parking in townhome areas. When I mentioned in my column that our review was concentrating on “mixed-unit type” communities, I was referring to townhome sections where there are garage and non-garage units. Reserved parking will be considered only in these areas. Townhome communities where all units are identical (all with or without garages) can still petition the board for reserved parking; however, the standards by which the petition will ( Continu ed on nex t page)

be granted are stringent, specifically with regard to the percentage of homeowners who desire the change. The single largest issue we face in townhome sections of the Village is one of parking. There just aren’t enough spaces for everyone to park all of their vehicles in front of their home and in some cases, even close by. The association is not looking to become “Big Brother” with regard to parking. However, I was resolute in my statement when I said we would do all we could to assist homeowners in parking as close to their property as possible. My parting comment in last month’s column stated that neither the board nor neighbors could mandate common sense or common courtesy. This brings to mind my childhood, when I learned the lessons taught by Mr. Rogers: I have always wanted to have a neighbor just like you, 
I’ve always wanted to live in a neighborhood with you… So let’s make the most of this beautiful day, Since we’re together, we might as well say, Would you be mine? Could you be mine? Won’t you be my neighbor? —Mr. Fred Rogers See you around the Village!

Ashburn Classics Announcement The Ashburn Classics will meet September 12, 2009, at the Mills Recreation Center in Ashburn Village. This month’s meeting will be a social event and will start at 10:30 am. Please join us for some good food and fellowship. The Ashburn Classics invites anyone 50 years or older in the Ashburn area to attend our meetings which are held the second Saturday of the month, except August.

AVSP Welcomes Aquatics Director, Marti Schenck AVSP is pleased to welcome Marti Schenck back to the staff. Marti was formerly the Fitness Director, group exercise instructor and a personal trainer at the Pavilion. Marti and her family have recently returned to Ashburn Village from a 4 year post in Pretoria, South Africa where she worked in the Management Section of the American Embassy overseeing housing, HR, budget and finances, and much more. Marti graduated from Albion College in Albion, Michigan with a BA in television/radio. She has three kids with her husband who works for the Diplomatic Security Service at the U.S. Dept. of State. In her off time, Marti enjoys cooking, exercise of any sort, and spending time with her kids. 8

2009 Annual Meeting Date is Set! The 2009 annual meeting of the Ashburn Village Community Association will take place on Thursday, October 22, 2009 at the Lakes Recreation Center. The AVCA’s annual meeting is the best opportunity for you to learn about this year’s events and get caught up on everything happening in our community. Here are a few agenda items and meeting activities you won’t want to miss: • Meet board and committee members and the managers. • Learn about the association’s mission statement. • Get an update on all current and future scheduled projects. • Review the proposed budget, and hear the association treasurer explain how your assessments are being used and reserves are being invested. Be an active community resident and attend the annual meeting. Come introduce yourself to the board, the managers and your neighbors and find a wealth of information about your community! Efforts to Improve Parking in the Village Parking has always presented problems for homeowners associations and Ashburn Village is no exception. Gone are the days where it was an anomaly to have more than one car—now it’s hard to find a family that doesn’t own at least two cars and in those homes with teenage and young adult drivers, that number doubles to at least four cars per household. Unfortunately, when Ashburn Village was originally proffered, Loudoun County regulations stipulated 2.3 parking spaces allotted per unit. The spaces include garages and driveways, as well as parking lot areas within the Village. While this equation worked 20 years ago, it is woefully inadequate now. As a result, we have too many cars and not enough spaces to accommodate those cars.

Over the past several months, the AVCA has heard from numerous homeowners regarding the parking crunch in the Village, especially in the townhouse communities. What we have found is that there is a disproportionate number of derelict vehicles in the Village that are occupying spaces that could otherwise be used by residents and guests. The AVCA’s Vehicle Policy states that “a vehicle shall be deemed to be a junk or derelict vehicle if it is missing any necessary parts, such as, but not limited to, tires, wheels, and engine that are necessary for operation of the vehicle on public streets and/or if the vehicle does not have current registration plates, a current county decal and a current state inspection permit.” In fact, since June, we have identified over 175 vehicles that meet these criteria in many of the townhouse areas of the Village and unless these vehicles are repaired and/or meet the requirements for proper documentation in the County and state, they will be towed off property. This will help us ensure that the spaces we do have are available for our residents and their guests. All of these efforts are put forth to ensure the best possible parking situation for our residents. Over the next several weeks, the Board of Directors will consider other methods such as a 48 hour limit on visitor spaces or the implementation of permit parking to better control parking in the Village. Residents are encouraged to participate in the process and email the Board of Directors at bod@ashburnvillage.org with any questions, comments, or concerns they may have regarding parking and the AVCA’s current vehicle policies. You may also stop by the association office and speak with the General or Resident Services managers to answer any questions you may have. Once we’ve set up your account, you no longer have to worry about lost checks or late payments due to slow mail service. You select the date each month your assessment is paid, and then you have the peace of mind knowing your fees are paid on time. Not only does this save you time and postage, but it can also eliminate late fees. payments system, 43 percent of all U.S. households use electronic payments for at least one financial obligation, including mortgage, utilities, investments, insurance and loans. However, 19 billion paper bills are still delivered through the mail each year. If just 20 percent of households in the U.S. switched to electronic bill payments, 100 million pounds of paper would be eliminated from the manufacturing process—saving 1.4 billion gallons of wastewater and 103 million gallons of fuel to deliver it. In fact, a 20 percent reduction in production and transportation of bills, statements and checks would spare the atmosphere two million tons of greenhouse gas a year. Property Values Here in the Village Like almost every community in the country, our association is feeling the pinch in the housing market. We’d like to dispel a few common misconceptions about what contributes to the rise and fall of property values. Assessments are too high False. Actually, assessments have nothing to do with property values, and high assessments will not turn off potential buyers—if they’re educated buyers. Our assessment may be higher—or lower—than a neighboring community depending on many factors. Are we providing more services? Is our property older? What utilities are included in the assessment or do we have more homes?

The more important question is what value are residents getting for their money? To answer that question, the association mails a detailed budget to all owners and makes it available to potential buyers. A low assessment should be as much a red flag as one that appears too high. We have too many renters False. Lenders are required to charge higher rates for loans or deny a loan for homes in associations with renter-owner ratios that exceed a certain percentage. But that doesn’t mean renters affect property values. Our association board sees renters as owners-in-training who aren’t ready to purchase their homes yet. In fact, renters have all the same rights to enjoy our community as owners—except voting or holding office. We welcome renters, encourage them to participate in association activities and hope they will eventually buy a home in our community. Community living is carefree True and false. Association living is maintenance free—leaving maintenance decisions to a board—

but not entirely carefree. Residents need to care about their community and recognize that common-interest living involves service and commitment. Good maintenance increases curb appeal, which helps sales and may help property values. However, without committed residents to serve on the board and in other positions, maintenance and curb appeal are quick to suffer. Architectural and aesthetic uniformity are necessary to protect property values False. The board’s objective is to maintain standards rather than ensure uniformity. Yes, some uniformity is good, but the board believes there is room for individual expression—as long as aesthetic standards are met. Property values are based largely on comparative values of homes throughout our community. However, we can ensure that our values are at peak levels by assessing adequate fees to maintain our community now and for years to come. If all residents are involved and engaged in the community and care about the association, we can maintain our neighborhood’s high aesthetic appeal.

The attention to detail is evident as each flower and shrub was labeled in lovely handwritten cards and placards. Best Lawn- 21184 Andreas Court Have you ever seen a lawn that was so green and so plush that you wanted to take off your shoes and run through it? Well I have and I did just that after looking at the gorgeous lawn at this property. The lawn truly felt like carpet beneath my tired feet. First -- What has been the usage of the pools this year? Overall there has been about a ten percent increase in usage of the pools in the months of June and July 2009. There has been a slight decrease in visitors to the Pavilion overall (we are not able to separate pool versus non-pool users at the Pavilion). For the other three outdoor pools the trend is very much upward: the Lakes pool has seen a 13% increase over 2008, the Mills Pools usage has increased by 23% and the champion Woods Pool has increased by 214% over 2008. In fact, we had more than 15,000 adult users in June and July combined. We believe a portion of the increase is due to better record keeping; nonetheless, there are more people using the pools this year than in 2008. Second – Who is responsible for our children when they are at the pools? Our pool rules require all children under age 12 to be accompanied by a person, age 16 or older, who is responsible for their care and who must directly supervise the activities of the child at all times. In addition any child using a floatation device must be supervised one-on-one by an adult who is in the water and within arm’s length of the child. For children under 12, the person most attentive to their individual safety will be the adult guardian. Our lifeguards are also important for the safety of all patrons. They are required to be certified in some combination of Swimming Pool Operators Training, Lifeguard Training, Adult CPR, Infant and Child CPR, CPR for the Professional Rescuer, and Community First Aid and Safety. The AVCA and the contractor assure these certifications are appropriate and current. The lifeguards are responsible for the safety of the children and adults when in the water and on the deck. The AVCA staff checks each pool approximately 2-3 times per day during the week to confirm appropriate staffing, proper water testing, overall cleanliness, etc.

In addition, Loudoun County inspects the pools and staff at their discretion. While there are a lot of people committed to and working for the safety of our children, the most critical person in this chain is still the adult guardian. Making Paying Assessments More Convenient We have recently added the ability to pay your homeowner assessment by popular credit cards such as Visa, MasterCard, etc. To accomplish this simply stop the AVCA office and we will charge your card accordingly. At the same time, you may choose to establish an automatic debit against this card each month which we will process for you. Unfortunately if this is a one-time payment, even if you repeat it, we must ask you to bring the card to the office each time. Payment using credit cards by phone is not available at this time. Information on Airport Traffic Due to the change in traffic patterns at Dulles Airport, the noise impact has changed as well. Listed below are several sources that contain helpful information about airport noise. 1. Loudoun County GIS Mapping System which shows airport noise overlays. Timing is Everything Fall is the Time for Lawn Fertilization Fall is a great time to soil test. Fall and winter months are ideal periods to address soil pH limitations in particular. Conduct a soil test at least every 3 years to ensure the pH and nutrient levels are appropriate. The local Virginia Cooperative Extension office can help with materials and guidance in proper sampling methods and the test can be run through the Virginia Tech soil testing lab for $10 per sample. Fertilizer selection. The three numbers separated by dashes on fertilizer labels are the fertilizer’s guaranteed analysis and represent the percentages by weight of nitrogen (N), phosphorus (P), and potassium (K). So a 50 lb bag of 10-10-10 contains 5 lbs each of nitrogen, phosphorus, and potassium (50 lbs times 0.1 equals 5). The fertilizer label also details the percentages of any other nutrients present (iron, sulfur, etc.). And depending on the source, the label will also describe the release characteristics of the N. If any of the N is slow release it will be listed as “water insoluble nitrogen” or WIN. The greater the % WIN, the more controlled the N release (i.e. less leaching potential and slow, sustained color and growth responses). Many specialty turf fertilizers contain between 20-30% WIN, resulting in products that give a visible boost in color and growth, yet provide some extended response as well. Natural organic fertilizers, while very low in nutrient analyses, might be 80-90% WIN and also provide controlled growth and color responses. When used properly, almost any fertilizer source can promote desirable turf responses with little if any environmental impact - it’s the applicator, not the fertilizer, who almost always creates the problems. Fertilizers are blended in a wide array of ratios of the various nutrients, but those blended primarily for lawn use are typically high in N and relatively low in phosphorus and potassium. To maximize water quality protection, apply only 14

what is needed by the lawn, and the only way to truly do this is to understand the turfgrass’ needs and/or utilize the information from a soil test. Very often additional phosphorus and potassium are not required, so applying an N-only fertilizer (e.g. 46-0-0) is certainly appropriate. Recommended fertility levels and timing. Appropriate fall fertilization leads to better turf next spring. Still, there are important guidelines to follow. No more than 1 lb of N/1000 sq ft should be applied in a single application with any source that is predominately water soluble N and the frequency of application is a minimum of 4 weeks from September through November. Totals of 2 to 3 lb N/1000 sq ft might be applied during the fall according to grass needs and end-user expectations. Kentucky bluegrass is a heavy N feeder and responds very positively to an aggressive fertility program, whereas a low maintenance turf like fine-leaf fescue requires only 1 lb N/1000 sq ft total during the fall. Nitrogen programs for tall fescue fall somewhere in the middle. Calculating how much is needed. To know how much fertilizer is needed for the lawn you must know how many square feet of area there are to fertilize. This requires recalling those formulas for calculating areas and dividing the lawn into appropriate squares, rectangles, triangles, etc. to determine its size. For example, let’s use 6,000 sq ft. How much N is needed? A standard recommendation of 1 lb N/1000 sq ft in a single application suits most grasses and situations, so a total of 6 lbs N is needed for the 6000 sq ft lawn. Next consider the fertilizer source selected. Let’s use a 30-3-10 lawn fertilizer for this example. A phrase that might be helpful is “what you want, divided by what you got, times one hundred.” In the phrase, “what you want” is the lbs ( Continu ed on nex t page)


Loudoun County Master Gardener News of N desired; “what you got� is the corresponding number for the nutrient being considered (in this case, N); and multiplying by 100 considers that the number is a percentage. The formula says 6 divided by 30 equals 0.2; 0.2 times 100 equals 20 lbs of 30-3-10. Applying 20 lbs of 30-3-10 uniformly to the 6000 sq ft lawn delivers 6 lbs of total N, or 1 lb N/1000 sq ft. Since the product contains 3% and 10% by weight of phosphorus and potassium, the application also delivers a total of 0.6 lbs phosphorus and 2 lbs potassium to the 6000 sq ft area. If you were to use an organic fertilizer with a 6-20 analysis, the calculation would be 6 divided by 6 equals 1; 1 times 100 equals 100 lbs of 6-2-0. Five times as much of this source is required because it is 5 times less concentrated in N than the 30-3-10. Keep it on the lawn. Consider where the fertilizer ends up after the application. Turfgrasses are an excellent filter of chemicals, nutrients, and water, but only if prod-

Avoid fertilizer applications if weather forecasts call for heavy rainfall, but at the same time, consider that a 1 /4 inch rainfall event is probably an ideal way to move fertilizer into the soil. Always take a few moments to sweep or blow any fertilizer that ends up on the street, driveway, sidewalk, or patio back into the turf canopy. Any granular material on a hardscape is often only minutes away from entering our lakes and streams during the next rainfall event. September Gardening Tips - Turf n It is time to apply herbicides to your lawn for winter annual or perennial weeds that germinate or form rosettes in turf during the fall. Check herbicide labels before using, and select an appropriate chemical for the weed types and lawn type in your yard. n Don’t retire the lawn mower when the growth of your lawn slows down this fall. As long as the grass continues to grow, it should be mowed. n Don’t allow leaves to accumulate on the lawn. Rake them up regularly, and store in a pile for use as mulch in your garden next summer. If leaves accumulate on your lawn and become matted down by rain, they may kill the grass.

n Early autumn is the best time of year for the sowing of grass seed. Grass sown in spring is often killed by hot, dry, summer weather. For more vigorous growth, spread a very thin mulch of clean straw over newly seeded areas. The straw shades delicate seedlings from the hot sun and helps preserve moisture in the soil, yet lets enough light through for germination. By the time cold weather arrives, the grass is fairly well established and ready to grow and thicken early the following spring. n Healthy green grass outside the windows of your home can cool the breeze off hot pavement by as much as 10 degrees F.

September Gardening Tips n Wait until deciduous trees and shrubs begin to drop their leaves before fertilizing them. This signals dormancy, when no new growth will be stimulated that might not harden off prior to cold temperatures. However, roots are active until soil temperature drops below 40 degrees F, so nutrients will be taken up and used by the plants to develop a stronger root system. n To minimize the occurrence of black spot on roses, prune and remove infected areas. Be sure to destroy the clippings, as the disease will carry over from year to year. n Many balled and burlapped trees and shrubs are now sold wrapped in synthetic burlap that will not rot in the ground, resulting in a rootbound plant that doesn’t grow well if the burlap is left in place. Some of this material strongly resembles cotton burlap; if in doubt about the burlap’s makeup, cut it away from the root ball once the plant is in place. n Select some accent plants for your landscape that will provide autumn color. Trees that turn red include dogwood, red maple, black gum, sweet gum, and red or scarlet oak. Shrubs with red fall foliage include viburnum, blueberry, Virginia sweetspire, and barberry. n Tree-wound paints used after pruning are no longer recommended because they can slow healing and may promote decay. n The perfect gift for the golden anniversary? Man’s Best Friend? Sometimes, contrary to the old saying, a dog can be man’s worst enemy. In a typical year, 12 people in the U.S. are killed and more than 1 million require medical attention for dog-bite injuries. Well over half of all dog-bite victims are children, and more than half of children over age 12 report having been bitten by a dog at least once. The Humane Society of the United States has several tips to reduce the chance that your pet will attack: 1. Spay or neuter your dog. Dogs that are not spayed or neutered are three times more likely to attack or bite. 2. Train and socialize your dog so that it is comfortable being around people. 3. Never play “attack” games. A dog won’t understand the difference between play and real life.

4. Never approach a dog you don’t know or a dog that is alone without its owner. 5. Don’t disturb a dog that is sleeping or eating. 6. Don’t pet a dog without letting it see and sniff you first. 7. When approached by a dog you don’t know, don’t run or scream. Instead, stand still with your hands at your sides and do not make direct eye contact. Teach children to “be a tree” until the dog goes away. 8. If knocked down, curl into a ball, cover your ears, and lie still until the dog goes away. With so many dogs and children in Ashburn, there are many chances for dog bites to occur. I hope these tips help lessen those chances, so that we can all enjoy our terrific community.

On-Hand Health Information in Case of a Medical Emergency When emergency personnel come to our home to assist us in response to a 9-1-1 call, unless we or someone who is there with us are able to coherently tell them of current and past medical conditions, drug allergies and/or current prescription drugs, the paramedics run the risk of operating “in the blind.” To assist emergency first responders in the event of a medical or health emergency, the following information should be either typewritten or neatly printed on a single sheet of paper and placed in an obvious location inside your home (in an envelope marked “In Case of Emergency” taped to either a bedroom or bathroom mirror, or on the front of a refrigerator door): n Your full name, address, home and cell phone number. n The name and contact numbers of your next of kin, spouse, partner and/or friend to be contacted in the event of an emergency. n The name, address and telephone number of your family physician and any medical specialist who is currently treating you. n The specific location of your Living Will and/or Medical Power of Attorney and how it can be easily accessed. Including a copy of this within the same envelope may be a good idea. n All drug allergies, or any other noteworthy allergies (i.e., if you are allergic to seafood, chances are you are also allergic to the dye used in MRIs and/or CT-scans). n Your current medical history, including any

condition for which you are now receiving treatment. n Your past medical history, including past surgeries, cancer, cardiac and other relevant past treatments. n Names of prescription drugs you are now taking, and the current dosages. n Names of any over-the-counter drugs you take on a regular basis. n If you live alone and there are pets in the house, you should leave a name and telephone number of someone who can care for them should you have to be hospitalized. It would also be helpful to include vet information. The above list came directly from a first responder (our daughter, who is a paramedic in Newark, NJ). Whenever medics arrive on the scene to treat an unresponsive patient, and there is either no family member present or no one who can provide the above information, they are always grateful to easily find it in the residence to help them treat the patient. When there is no one else on the scene, first responders often try reaching family or friends of the patient by calling the numbers on the patient’s cell phone. Although some cell phones are set up to ask for the input of emergency call information, many of them are not and the first responders see names like “John,” “Mary,” “Bob,” etc., with no idea who or where these people are. It has become standard practice for many first responders to look for the acronym “ICE” (In Case of Emergency) in a list of cell phone names and numbers. This quickly tells them whom to call first, rather than wasting valuable time calling every number listed. To further streamline this, it is suggested that after entering “ICE” on your cell phone and the number to call, you also input the name or relationship. For example: ICE – SPOUSE 703-123-4567 or ICE – SON 703-123-4567 or ICE – JANE SMITH 703-123-4567. The Villager

Senior Community Marks its 10 Year Anniversary Wingler House Apartments marked its 10-year anniversary by hosting an anniversary celebration for Wingler residents on August 22nd. Residents enjoyed a fine evening filled with fun, food, music, and entertainment. Special recognition was given to the original residents of the apartment community. Wingler House Apartments began as a 132unit apartment community for adults aged 55 and over. Opened in July of 1999, it has housed local seniors for the past 10 years. With the demand for senior housing in Ashburn, Wingler House has grown from a 132-unit to a 264-unit facility with Phase II opening in December 2003. Property Managers Donna Grove and Denise Nick were very excited about the celebration, especially about what their community has accomplished in the past ten years, and they are looking forward to the next ten. Wingler House operates as a community inside a community. The resi-

dents are offered transportation on the Wingler House bus; activities are provided within Wingler House as well as trips to local stores and events. My name is Terry the Traumasaurus, and I am a paramedic dinosaur whose job it is to help promote the well being and safety of children in the Ashburn community. September is Emergency Preparedness Month…are you ready? Tornados, hurricanes, flooding and fires can happen with little warning. If a disaster happens near your home, you might not have time to gather supplies to stay safe during the emergency. Depending on the disaster, you might need to leave your home quickly, or you might need to stay in your home for protection. Prepare your family for a disaster now so that you will be ready if a disaster strikes.

Talk about it

n Talk with your children about the kinds of disasters that can happen where you live. n Tell your children it is always good to have a plan. n Tell them the grownups who love them will be there to help them. n Talk about how a relief worker, firefighter, police officer, teacher, neighbor or doctor might be there to help. n Develop a family communication plan so you will know how to find each other if you are in different places when the disaster happens. n Put together disaster supply kits to keep in your home.

FALL Open House – October 4, 2009 – 1- 4 PM Bring your friends & family! Enjoy music, dual accelerator moon bounce, Fire truck rides and the Air Care helicopter. Meet a firefighter, take ambulance and fire truck tours, enjoy food, cotton candy and popcorn, “Knock down the fire” with a real fire hose, experience our safety “smoke house” and many other safety stops. Join us for the fun! New This Fall - “Passport to Safety” Kids of all sizes will be issued a “passport” – to be picked up at the Welcome Tent - to document their travels through multiple fire safety stops. Safety passports will also be available at all of the safety stops. Safety stops will be identified. The passport will be stamped at every identified “safety stop” visited. Each passport has 6 safety stops and 2 bonus destinations. Each “traveler” can turn in his or her passport at any time. A traveler who turns in a passport at the Welcome Tent with 4 of the 6 stops visited will have earned a fire hat. The fire hat will only be given out at the Welcome Tent. A passport with 6 of the 6 stops and one bonus destination will be entered into a special drawing for a “Grand Prize.” Admission, Refreshments, Entertainment – FREE Golden Tickets We have discovered that some just do not want to wait in lines! So before ALL the activities start we have arranged for a limited number of reserved tickets to be available for Fire Truck Rides before the Ashburn Open House. Only holders of Golden Tickets will be able to ride the fire trucks during the Golden Hour (12 noon until 1 pm). Each ticket costs $5 and the funds we raise help pay for the fuel to run the rides all day. Increased Air Traffic over Ashburn Washington Metropolitan Airports Authority has informed my office that the center runway at Dulles is being shut down for repairs and upgrades. This closure will occur in two phases. Phase one will continue through November. The center runway will then reopen for the winter months and phase two will begin in the Spring and continue through mid-summer next year. During these closures, you can expect increased air traffic over Ashburn, as some flights are being shifted to the western runway. The Dulles airport noise line is 703-572-8215.
