When Jeff Russell assumed the role of president and chief executive officer for Blue Cross and Blue Shield of Nebraska (BCBSNE) upon the retirement of Steve Grandfield, he knew he was stepping into enormous responsibility for an organization more than 80 years old. Nevertheless, Russell sees his primary objective to be the same as that of anyone else in the company that provides health care coverage for thousands of Nebraskans.

“At the end of the day, what we’re about is helping our members live their best and healthiest life,” he said.

As part of a nationwide association, the Blue Cross and Blue Shield brand represents one of the nation’s largest health care benefits companies. Headquartered in Omaha, BCBSNE is an independent licensee of the Blue Cross Blue Shield Association and — as its name suggests — focuses on Nebraskans. Its mission: “To lead the way in supporting patient-focused care.”

“The CEO of any organization is really a caretaker for the organization and leading it into the future,” Russell said. “A lot of that is about how we align our fantastic people — our team members — to serve this mission, this purpose of championing the health and well-being of our members and the communities we serve.”

Russell was named to his new position effective June 26. Prior to that, he served as president and CEO of Delta Dental of Iowa for 10 years. The organization provides dental, vision and legal benefits to more than 1.6 million members. Russell’s more than 20 years of experience in senior

leadership roles also includes leading a variety of companies in the banking and payments industry including TMG Financial Services and The Members Group, a financial technology and payments company.

The Drake University (Des Moines, Iowa) graduate hails from the Cedar Rapids area and had lived in Des Moines since college, but said he is already finding his new community to feel like home.

From a professional perspective, Russell said, Omaha is proving to be a good place to build relationships.

“I think Midwestern markets have this ability; certainly when I was in Des Moines, I saw it. I think here you can actually build relationships with people that I don’t think necessarily can happen in Southern California or New York City,” he said. “We can actually get in a room and start talking about what does it mean to be able to help providers with their patients, or as we call them, members? And how do we integrate those things together for our shared purpose, which is to help people be healthier?”

Russell said he also sees BCBSNE as serving the larger community aside from its membership.

“This is our headquarters, this is our home. Our employees live here, they work here, they play here, their kids go to school, they’re engaged in civic organizations, they go to the local church, they’re in their neighborhoods,” he said. “I think that each of our team members has this positive ripple for a community.

“I think that what we saw, certainly coming out of COVID, was those community relationships matter. Whether that is somebody who’s a customer service agent talking to a member provider, whether it’s somebody on our sales team or marketing team, or in our technology group — when they leave here, they also have a role to play in their community … And so, I think our role as a corporate citizen in the metro area is really about how our employees engage … it’s broader than the role that the company plays, it’s each of our employees and how they engage in their own piece of the community.”

His own engagement matters, too, Russell said.

“One of the traps I think that CEOs can get into is spending too much time in their four walls,” he said. “I really like to get out and visit with our customers. That’s been important to me in my first few months here, whether that be our group customers, brokers, providers, or members. If I have an opportunity to meet with them, associations, all of those people, I think it’s important because I learn things about how our business can improve.”

Ultimately, people should find the company “easy to do business with,” he said, explaining that he believes good leaders don’t insist that all decisions come to them, which tends to create a bottleneck.

“My goal really is to help us articulate a vision,” he added.

“I think about [the company] more like a school of fish, all moving the same way but in different directions. My job is then to really empower our

team members to do that … How do we align on a vision, and then how do we go forward to be able to serve our customers? We have this great history, 80-plus years, of serving our members. When I think about being a health insurance company in a state like this, obviously we have a long history of integrating into the state and being part of the state’s success. I think that our competitive advantage and part of our purpose is in our name: ‘of Nebraska.’ If you think about our competitors, they can come and go. But we’re embedded in our community, and that really has been being the champion of the health and well-being of our members in the communities we serve.”

Going into the fourth quarter, Russell said a primary responsibility in leading an already-successful company is to “land the plane of the things that were already in progress for 2023.”

Looking ahead, he said, “I think we have to widen the aperture, the lens, and think about ourselves more broadly as being the champion of health and well-being.

“While we are always going to be there for our members when they need us, my hope, personally, is I don’t spend a lot of time at the doctor or the hospital. So how do we help our members, all those other days of the year, live their best and healthiest lives? That’s really the conversation around that, so that when our members think about us they don’t just think about ‘when I go to the doctor,’ ‘when I go to the hospital’ — it’s ‘Blue Cross Blue Shield of Nebraska is really a champion for my health.’”

Open enrollment is upon us, and as employers have focused on building benefits packages for their companies, how can employees ensure they are getting the most out of their benefits?

A comprehensive package should include a core health care package consisting of medical, dental, vision, life and disability insurance coverages. With all that covered, employees can turn to their employer to get a full understanding of their benefits.

“Although HSA (health savings account) plans and higherdeductible PPO (preferred provider organization) plans are still the norm, employers are beginning to look for ways to improve the employee user experience while optimizing the PPO network,” said Beau Reid, senior vice president and shareholder at Holmes Murphy.

Having a conversation with the benefits administrator can give full transparency and ultimately cost savings.

Reducing the cost

With health care costs a top concern, employees should consider tax-sheltered spending and savings accounts, like flexible spending accounts (FSA) and health savings accounts (HSA). These accounts allow the employee to contribute pre-tax dollars to pay for out-ofpocket medical expenses. Some of these plans are “use-it-or-lose-it” so careful planning is important.

“Public pay is now way north of 50% in Nebraska, even [in] the eastern part of the state, which puts tremendous pressure on our hospital systems and magnifies the cost shift to the private sector,” Reid said. “Private employers are now trying to identify the most cost-efficient pathways within the PPO Network, and then are utilizing technology to put the power of this information into the hands of their employees and insureds.”

Employers are also seeing tremendous cost savings in carving out specialty medications. In most instances, there is aid available to the employee at equal to or lower cost than if it were covered by the plan.

Additionally, using prescription drug manufacturer coupons can help with member out-of-pocket costs of some high-cost prescription drugs.

Individuals should also be aware that Affordable Care Actcompliant plans include preventive benefits, including annual exams, cancer screening and immunizations, according to Mary F. DruekeCollins, vice president of employee benefits at Swartzbaugh-Farber & Associates. If employees take advantage of this 100% coverage, it will help keep people healthier and lower the overall cost of the health plan.

For those working for small to mid-sized businesses, levelfunded health plans have potential savings for both the employer and employee. An employer pays a set monthly fee to cover expected claims.

“The popularity of level-funded underwritten group health plans has grown rapidly amongst businesses with five to 99 employees,” said Mike Mandolfo, president of Strategic Benefits. “Level-funded health plans offer employers significant upfront savings, customized portfolio of desirable health insurance plans, with potential year-end claim surplus refunds back to the employer. It’s become a win-win for employers and employees.”

Trends

In addition to health plans, employers are now offering the convenience of digital care.

“Personalized programming delivered on a digital platform, mainly app-based, has exploded due to convenience and costeffectiveness,” Reid said.

These include digital physical therapy, digital primary care, and digital diabetes monitoring and care.

Some insurance companies like Blue Cross & Blue Shield of Nebraska and Aetna provide 100% coverage on office-based mental health services on some of their plans. This is also happening for some prescriptions, like diabetic insulin. Keeping people with chronic conditions compliant with the prescriptions helps lower future health care costs. Insurance companies also offer weight-loss programs and include wellness programs in their coverages.

When it comes time to select a plan, Reid urged employees to consider more than the premium cost.

“The biggest mistake I see young employees make is to buy solely on price without understanding why a program may be less expensive than the alternative that is provided,” Reid said.

Employees should investigate the coverage to fully understand the benefits and weigh the pros and cons. They may find that they are saving more in the long run with a higher premium.

“Employees should consider the total cost of their coverage, which includes both the cost of premiums and the total out-ofpocket they will pay for their medical care,” Drueke-Collins said. “Sometimes, the highest out-of-pocket/lowest premium plan is the lowest cost.”

Take advantage of the supplemental plans that will help with unplanned care. For instance, if you have kids in sports, accident plans may be a worthy option. Employees can use tax-sheltered accounts to help pay for out-of-pocket expenses.

“It’s important for employees to know what health care benefits

they’re enrolled in, and which household family members are covered under each benefit plan,” Mandolfo said.

Employees should become familiar with in-network doctors, dentists, and vision providers covered under their plans. They should also know their cost share for most basic services under each health care plan. Employers can help educate employees by holding annual benefit meetings and providing accessible material so employees can familiarize themselves with benefit plans and networks.

Staying connected to the digital world is part of our daily lives. Yet, hackers are diligently working to wreak havoc online. Whether it’s stealing credit card information or developing a virus to destroy a computer or entire network, there are people out there looking to cause trouble. Unfortunately, not all threats come from the outside. Insider threats are also very real. October is Cybersecurity Awareness Month and it’s a great time to recognize the latest threats, understand best practices, and spot the dangers of interacting online so businesses and their employees become less vulnerable to cybercriminal acts.

Current Cybersecurity Trends

Ransomware is making waves this year, aiming for businesses of all sizes. In these cases, hackers encrypt company data and demand a ransom for its release. In addition, artificial intelligence (AI) attacks are on the rise, lowering the entry level for attackers and making it simple for even the most inexperienced person to become a cybercriminal.

“The interesting part is that the most common attacks are still against users within a business,” explained Don Pecha, chief information security officer at FNTS. “AI writes better phishing emails,

hides the malicious links better, and makes the illegitimate sites look more legit. AI-based bots are also foot-printing business security perimeter, showing attackers where they can focus their attacks.”

With individuals being common targets, employee training is becoming more imperative.

“On the current trends, security leaders are exploring the concept of ‘security is everyone’s job,’” said Puja Kandel, principal owner at CMIT Solutions. “That means they must get innovative to address this challenge and make sure all users understand security policies and risks.”

With more employees working from home than ever, new cybersecurity challenges have arisen.

Tim Hunter, IT director at Hawkins Construction, noted that home offices are often less protected than centralized offices.

“This increases the risk of sensitive information falling into the wrong hands,” he explained.

One thing remains: cyber criminals are looking for weak spots and will take advantage of those whenever possible.

“Cybercriminals will continue to refine and perfect their tactics to compromise tools and technologies to exploit weaknesses,” said Jason Bowra, senior vice president, managed services at Secur-Serve.

“Still, it remains that tricking people, outdated and misconfigured systems, and outdated software are at the easiest and top of the list.”

Risk of Insider Threats

Stacy Eldridge, digital forensics and cybersecurity expert at Silicon Prairie Cyber Services, noted that establishing a baseline for normal employee activity using automated methods is a good way to identify insider threat issues promptly.

“Monitor unusual data transfers,” she said. “Keep a vigilant eye on any instances where employees transfer significant volumes of data to unauthorized destinations, especially during unconventional hours, such as late at night or on weekends.

“When unusual data transfer patterns are detected, engaging in timely conversations with the employee involved is essential. These discussions should be approached delicately by trained personnel and timed appropriately.”

Bowra noted that in addition to conducting behavioral interviews during the hiring process to assess a candidate’s honesty, it’s important to continuously monitor and audit user activities on the network and critical systems.

“Be on the lookout for suspicious behavior,” he said. “Adopt a zerotrust mindset. Trust no one. Only provide access to systems and data

that is needed for an individual to perform their job functions.”

Pecha recommended using simple ‘canary’ type security tools for determining who’s looking to harm a business.

“The ‘canaries’ are fake documents that appear like a sensitive file,” he said. “When a person tries to open them, they alert you and provide reports on who opened them and from where.

“This is a simple, low-cost solution that can help prevent insider threats and attacks from outsiders who have gained access to your internal systems. In both cases, they rely on data and a canary will trip to alert you.”

Training and Education

Training employees on cybersecurity best practices is vital. Provide basic internet usage details, teach them to recognize common cybersecurity threats, and offer education on how to best identify and avoid phishing attacks. Conducting phishing simulations and regularly

testing employees to identify vulnerabilities can help minimize both internal and external attacks.

“Implementing strong access controls and monitoring systems can help detect any suspicious behavior or unauthorized access,” Hunter said. “Regular audits and assessments should be conducted to identify any potential vulnerabilities or unusual activities.

“Additionally, businesses should foster a culture of trust and open communication, encouraging employees to report any concerns or suspicious activities. Establishing a culture of cybersecurity within the organization by promoting a sense of responsibility and accountability can contribute to a more vigilant and proactive workforce.”

Eldridge noted that relying on the same computer-based cybersecurity training each year is not only boring, but it can also be less impactful. She recommends hiring a live presenter to talk about recent incidents, which can keep people more engaged and interested.

Then, using the ‘carrot over the stick’ approach after training can be helpful in keeping teams vigilant.

“Once you’ve empowered your team with the right cybersecurity training, the next step is to inspire and maintain their vigilance by recognizing and rewarding their efforts,” she said. “Relying solely on punishment can discourage individuals from reporting potential issues or unusual behaviors, as they may fear negative consequences.”

Re-evaluating Best Practices

Eldridge said that the first step in gauging the effectiveness of a company’s cybersecurity program is establishing a list of goals. Without predefined objectives and a way to measure progress, it’s hard to assess if your security efforts are successful or not. Next, look closely at how much you’re spending on responding to cyber incidents. If there is excessive time or financial resources being spent in that area, take that as a sign that investment in a new strategy needs to take place.

“Evaluate the balance between investing in your people and

technology,” Eldridge said. “Neglecting the humans in cybersecurity can be risky since people are often the weakest link in the security chain. Your cybersecurity program should evolve to prioritize both skill development and technology enhancement.”

Businesses are responsible for ensuring their data is secure. So, doing everything in your power to keep things that way means looking closely at what programs or practices are being used to see if they’re working.

“Even if your data is in a data center cloud environment or you’re working with a service provider, you are responsible for the reputation of the business and for keeping data safeguarded against attacks,” Bowra said. “Review compliance documentation, policies and procedures of third-party vendors to ensure you engage with a partner you can trust and who is a fit for your business and security requirements.

“We work with many small businesses and hear, ‘Why would someone want my data?’ The truth is, they don’t want your data. They want the money that comes from capturing your data. Whether the payment comes from a ransomware request or the sale of your data, there is big money in cybercrime.”

Cybersecurity Awareness Month

Multifactor authentication (MFA) is a method of verifying a user’s identity two or more ways, this might include a code sent to email or via text or fingerprint scan, for example.

Recognize and report phishing

Phishing scams are typically sent via text, email or phone calls. Never share sensitive information if you are unsure of the source. Report the scam to the IT department in your organization.

Update your software

Set your device to automatic updates or regularly check. Updates often include security patches.

Use strong passwords

There is no single tactic that can prevent a large-scale cybersecurity attack. That’s why it’s crucial to regularly review and evaluate what methods are most effective. This ensures you are utilizing the most up-to-date approaches that greatly reduce your risk of falling victim to an online scam, virus, or security breach.

Unfortunately, even with the strongest methods in place, cybercriminals will make their way in and work to destroy what you’ve worked hard to build.

“Ditch the mindset of ‘it can’t happen to me,’” Bowra said. “It can and it will. If you don’t have cybersecurity measures in place, you need to start with a risk assessment.

“Start by assessing your current cybersecurity posture. Identify vulnerabilities, review your existing security policies, and determine where improvements are needed. Consider investing in cybersecurity insurance to help mitigate financial risks associated with data breaches and cyberattacks.”

Most of all, remember that technology is changing and so are the

attacks that go along with it. What once worked for online protection a few years ago, simply might not be enough now.

“Cybersecurity awareness is a crucial aspect of protecting businesses and individuals from cyber threats,” Hunter said. “It is an ongoing process of educating and training employees about the dangers that exist in cyberspace and how to act responsibly. By understanding the latest threats, best practices, and the dangers of interacting online, employees become less vulnerable to cybercriminal methods.”

That ability to stay alert and adapt as needed is what will keep businesses and their employees one step ahead of those aiming to wreak cyber havoc.

“Good information security requires a continuously evolving mindset,” Pecha said. “Businesses must keep investing in good security tools and education for their security teams.

“Managing proper governance requires good knowledge of the business, so help your teams to understand the business. Understanding the business allows them to better understand the risks and provide better security that fits their organization.”

Dave was successful in his professional career and his business interests, and I see his deep commitment to community service reflected throughout Omaha. But above all, I am most proud that he didn’t just view success as numbers on a spreadsheet. He was very cognizant that behind the politics, business deals and fundraisers were interesting people he could learn about and often help, and it was those connections that he treasured most. I would say that his greatest skills were connecting and helping people, and being truly invested in the wellbeing of others.

What words of wisdom did he often impart to others?

I often heard him tell others that the most successful people he knew surrounded themselves with people who were smarter than them and then listened to their advice. He took this to heart: Dave was extremely smart but he never rested on his laurels. He had an insatiable desire to continue learning, and no one worked harder than Dave Karnes.

It’s surreal to receive this award and be a part of such of respectable group of Omaha’s most notable leaders. For me, it’s a testament to the powerful mission we’ve created to impact tens of thousands of lives across the country, and we’re doing it all from right here in the center of the universe. It’s proof that the commitment I made to my clients 40 years ago has transformed into a movement bigger than any one person. Being recognized is an amazing honor. One that inspires me to impact the world on an exponential scale.

What business accomplishments are you most proud of?

Well, first off, I couldn’t have accomplished any of this without my partner, Jeanie, by my side for the past 41 years. That by itself is one of the things I’m most proud of. The positive impact we have on the lives of our clients, our stakeholders, and the families connected to our 251 office locations around the country is truly fulfilling. Yes, we’ve been on the Inc. 5000 list for six of the past seven years, but what gives all of that business success meaning is the community we’ve built along the way. I get to work alongside the most incredibly bright, talented people who want to change the world of financial advice for the better, and there’s nothing more valuable than going on this journey with whole-hearted people who care about one another and the mission we’re pursuing together.

In your journey to success, what valuable lessons or advice would you like to share with aspiring entrepreneurs and business leaders in our region?

Find the best people you can and get the heck out of their way. Especially in the Midwest, our people are our secret weapon. No one will out care us. As an entrepreneur, understand that the opportunities to succeed have never been greater; nor the distractions to fail. If you know how to stay focused on the impact you want to have on the world, you are already winning the game. Cherish the connections you build with people around you. An epidemic of loneliness and isolation is spreading more than it ever has before, and we’re all starving for someone we can trust. Believe in the power of staying connected: to your family, to your mentors, to your friends and colleagues, to your clients, and to your core beliefs. This connection can go a long way in a city like Omaha. There isn’t a more philanthropic city in the U.S., and we get to set an example for the rest of the world.

My induction represents what is unique to our city. I don’t know any other business community across the nation that has included a business ethicist in their Hall of Fame. Personally, I like living in a city and doing business in a city where ethics matter.

What business accomplishments are you most proud of?

I have a couple. First, I am proud to have built the Business Ethics Alliance. I built it from scratch with other leaders and a great staff. There was no rulebook or blueprint for what we did together. We had a blast coming up with a plan of our own and turning it into a reality. Second, in the process of building the Alliance, more and more business leaders developed trust in me. Down through the last 15 years I have had business ethics conversations with them in their offices or coffee shops and been able to serve as an ethics coach. I have helped businesspeople move from moral stress to relief. I have helped them examine and elevate the ethical climates of their organizations.

In your journey to success, what valuable lessons or advice would you like to share with aspiring entrepreneurs and business leaders in our region?

First, the age-old advice holds true: Find great mentors and collaborators. Bob Bates, Kate Dodge, and Jane Miller have been some of my most influential mentors. Todd Johnson, Denny Wiederholt, the founding partners, and Laura Larson advanced big dreams with me at the Alliance. So many other mentors and collaborators. So many. Second, I’ve recently been rereading “Leading Quietly” by Joseph Badaracco, a Harvard professor. It includes tools for executing one’s moral commitments in business. Everyone should read it. In addition to the fabulous tips, he reminds us of two fundamental things. One, be realistic about the huge ethical challenges that are part of growth and success. Don’t put your head in the sand about how hard things can be. Face up to the fact that you have limited power. Everybody does. Two, when solving problems, it’s not okay to be selfish. But it is okay to have mixed motives and for self-interest to be in the mix. We aren’t saints. But strive, every day, to make decisions from motives that are good enough and strong enough to be able to live with yourself at the end of the day.

It’s been an incredible honor to be included in the 2023 Business Hall of Fame. I didn’t realize how much it would mean to me personally, and professionally, and I am eternally grateful to all the family, friends, colleagues, and especially my amazing team and awesome clients. Being an inductee really allowed me a moment to think about what I am doing and why I am doing it as a founder and business leader. It gave me time to have perspective on the broader impact of the business and that is really nice to do once in a while – take stock of the work, the moments and the lives we’ve been fortunate to impact along the way. Being inducted, in a community like Omaha, is truly a once-in-a-lifetime feeling, so thank you!

What business accomplishments are you most proud of?

I love to learn and grow, so when I think about what accomplishments I am most proud of, the first thing that comes to my mind is that I am most proud of the growth of the people who have worked with me at OBI. I loved to watch them grow and prosper (teammates and clients). There is a moment in all of our lives when we learn something and then get to apply it – I just LOVE that moment. I honestly love to stay in touch with past employees and clients too. We all spend a lot of time at work, and I love to see where they end up, what big jobs they land, how their families grow and evolve, and how they take what they’ve learned with others and use it to make their lives, their families lives and the world better.

In your journey to success, what valuable lessons or advice would you like to share with aspiring entrepreneurs and business leaders in our region?

• If you believe, you receive. It’s as much a mindset as an act, and I have always found that if you have a positive attitude and believe in yourself you can accomplish anything you set your mind to.

• Always have a customer-first mindset. As a leader, your primary customer is your employees. Think about the decisions you are making and always vet them, and audit them, against how the “customer” might feel about it.

• All you have in life is your name – your brand – so protect it with all you have. My dad would say this often, and I think that is why I became a brand strategist.

• It’s nice to be important, but it’s more important to be nice. This is a family mantra we have in the O’Brien family, and I am proud of it. I always wanted to be a leader, a CEO, someone others thought was important, but more than that, I want people to think of me as a kind human who cares about others and our community.

• Never stop learning. I had a boss who always said, that once you stop learning you become irrelevant. And, being business and marketing advisors at OBI I know this firsthand.

Getting Creative

WORKING AROUND HIGH-INTEREST, HIGH CONSTRUCTION COSTS

Editor’s note: This is the thrid in a series of articles on affordable housing.

In late September the Iowa West Foundation (IWF) announced a $4 million pledge to the city of Council Bluffs to support the addition of 1,300 new affordable housing units over the next 10 years.

“Our job at Iowa West Foundation is to provide resources that let the experts think outside the box when it comes to housing,” said IWF’s President Brenda Mainwaring.

In July the Greater Fremont Development Council (GFDC) also announced a $1.5 million Nebraska Rural Workforce Housing Grant to target rehabilitation and reconfiguring of current structures in the urban core.

The grant stipulates that renovations must be equal to 50% of the assessed property value to qualify for the grant.

“Those are things that developers aren’t usually interested in because they can’t do quantity,” said GFDC President & CEO Megan Skiles.

She said there have been several applications submitted since the grant was announced in July 2023.

Grants, like the ones above, and other sources of funding are essential to increasing the number of affordable housing units in a timely manner. However, grants are limited, forcing nonprofits with the same goal to compete against each other, and, in some ways themselves.

Unique Financing Structures

Unwilling to accept defeat, organizations are getting creative. “Creative thinking and innovation are the only way we can hope to solve our community’s housing deficit,” Mainwaring said.

For example, through its partnership with the Council Bluffs Community Development Department, NeighborWorks Home Solutions is offering downpayment assistance through the Infill Homebuyer Program. While completely dependent on income, the program can provide up to $30,000 in assistance at 0% interest. If the owner lives in the home for 10 years the loan can be forgiven.

Three homes have been completed and sold using this program this year. Construction will begin on two sets of townhomes in the near future. Houses include top-of-the-line HVAC and water heaters, more insulation than required, and numerous tests to provide efficiency.

“We want the cost of the home to be as low as possible for the new homeowner to manage,” said COO Phyllis Peterson.

GFDC is hoping to attract rehabilitation projects by utilizing short-term loans, ensuring funds can be redeployed consistently. It’s also working on how to finance projects that regular banks wouldn’t consider “because they might be a little bit riskier.”

“Our board has approved loans about 50 basis points below the five-year treasury, so currently that’s loans below 4%, where a regular bank is running 7-8% right now,” Skiles said.

“We’re also offering it in interest-only payments until the end of

the term. That gives the developer a lot of upfront capital to get the project going.”

Peterson, who has over 20 years of industry experience, said finding homes to purchase and rehabilitate is difficult due to the current housing market.

“First you have to find a qualified person and then you have to qualify a home and unfortunately in this market, those homes go no matter what condition they’re in,” she said.

“It’s unfortunate because it prices people out of the market that can’t afford high prices.”

Protecting Affordable Units

A similar situation is occurring with multi-family housing in areas that are being redeveloped. As properties change owners, rents can skyrocket, displacing longtime residents.

It’s become an increasingly real possibility for residents in the Park Avenue neighborhood, which is situated just east of Hanscom Park, one of Omaha’s oldest parks.

Just north of the neighborhood sits Midtown Crossing and Blackstone, two neighborhoods that have been heavily redeveloped in the last two decades. An influx in business on 30th and Leavenworth streets, just blocks north of Park Avenue, promises more development in the near future.

Foreseeing the potential exodus, inCommon Community Development began formulating a strategy for protecting neighbors, starting with purchasing the Bristol Apartments at 1029 Park Avenue.

“We found ourselves in both a human crisis and a mission crisis as neighbors could no longer afford to live [in the neighborhood],” said Christian Gray, co-executive director.

In 2015 inCommon purchased the apartments, renamed them to Hanscom Place Apartments, and began an eight-year, multi-million dollar venture towards preserving the pre-existing affordable housing.

It would later add the Georgia Row Apartments and the 32 Ave Apartments, preserving 75 affordable units, ranging from one bedroom to three bedrooms. Hanscom Place was expected to welcome residents in late September.

Creating Space

Earlier this year inCommon created a separate entity, inCommon Housing Development, to find solutions not only in the Park Ave and Walnut Hill communities but communities across Omaha.

“The goal with inCommon Housing Development is that we’ll be able to provide our neighbors with a whole menu of housing

options and opportunities,” Gray said. “We’ve been working with the land bank on purchasing lots [in Park Ave and Walnut Hill neighborhoods], where we could potentially convert a single-family house into something with more density, like a duplex.”

Beyond its partnership with the Omaha Municipal Land Bank, inCommon is working to establish Omaha’s first community land trust. Gray said a land trust holds the deed to the land on which a building sits.

“You separate the land from the built environment on top so that the structure and the land are owned by two separate entities,” Gray said.

This would allow the community land trust to “set the course for that parcel in perpetuity,” by setting rules for how the land can be used.

For example, Gray said if the organization sold the land to a homeowner for below-market value, the homeowner would have to sell for below-market value.

The benefit to the homeowner is that they wouldn’t be purchasing the land, which reduces the overall cost.

For example, if a property is valued at $200,000 and the land trust owns the land, which is valued at $40,000, then the cost to a homeowner would be $160,000.

“What are some of the line items for real estate development that we can remove or reduce so in the end it’s a more affordable product that someone can afford,” he said.

Sharing Risk

In addition to obvious challenges such as construction costs and interest rates, more complex issues such as credit history, transportation, and social networks, plague the affordable housing crisis.

“Where we build affordable housing matters,” Gray said. “It’s important to build in neighborhoods of opportunity, where people are close to bus lines, job centers, and can remain close to friends and social support networks.”

But, there’s a common phenomenon when affordable housing projects are introduced to neighborhoods called NIMBYISM: Not in My Backyard. From concerns about property taxes to parking to crime, some neighbors may assume

the worst from residents of affordable housing projects.

“That’s unfortunate because I think we benefit from diversity,” Gray said. “We need people in the community to be open to it.”

Fremont is an example of a community coming together to support each other, and future generations. The community is partially responsible for the $1.5 million grant previously noted.

“The process that we went through required a community match,” Skiles said. “We went out and asked the community and less than a month later 20 businesses and nonprofits in the community had stepped up to raise the funds.

“It’s amazing to see your community step up like that.”

The Iowa West Foundation is organizing a similar approach in Council Bluffs. Mainwaring said it’s working on organizing a housing coalition comprised of several sectors, from banks to developers.

“Everybody has a specialization, but the common goal is that we can manage the risk and the limited resources to maximize new housing construction across an entire spectrum,” she said.

“If everybody takes a little bit of the risk, then everybody can benefit.”
