It is not enough to insist that change is necessary; one must aspire to be the change that one seeks and create opportunities to empower one’s fellows into becoming their best selves. This is no easy task: it requires grit to rise above challenges to lay the groundwork for meaningful, sustainable mechanisms of growth. Humility, too; standing out and speaking up means being able to take criticism with grace and being flexible enough to accommodate the views of others.
But the rewards are exponential. For every individual who aspires to dream big are countless more who are motivated to do the same.
The individuals honored by Metrobank Foundation were once inspired to act on their ambitions by someone who touched their lives—perhaps a patient teacher, a brave soldier, or a merciful police officer— and told them that they, too, could make a difference.
Now they serve as an example to many. The Metrobank Foundation Outstanding Filipinos have consistently raised the bar of excellence in their fields. They have thrived amidst adverse circumstances and demonstrated confidence and sound judgment under pressure. Many of them have proudly raised our flag overseas. They have stood shoulder-to-shoulder with their global peers and demonstrated the creativity, professionalism, and resilience that we pride ourselves on.
As a nation we are blessed with hardworking and honorable public servants, but even among these swelling ranks, our outstanding teachers, soldiers, and police officers stand out. Their narratives of triumph and resilience are an inspiration; they remind us that change is not the burden of one person, but is the responsibility of a collective. More importantly, they remind us that meaningful change does not happen overnight, but is the outcome of years upon years of people doing what they believe is right.
This is why we at the Metrobank Foundation strive to amplify the reach of their vision.
We provide our Outstanding Filipinos with a platform for their voices to be heard across the nation and open avenues of cooperation between like-minded individuals. We trust that with each person they inspire to act, we move the Philippines closer to the peaceful, equitable, and prosperous nation that it can be.

They say that teaching is the profession that makes all other professions possible. Our doctors, lawyers, engineers, pilots, managers—all of them started with a teacher who taught them how to read and write, to calculate and experiment, to analyze and to create. I witnessed their hardship and dedication for the profession, for I came from a family of teachers as well. From my parents to my grandchildren, many of thembecame teachers.
So when I was given the opportunity to lead the Department of Education, I wanted to put these experiences to the fore, along with my public advocacies of which I have exercised in my previous government positions. When I laid my ten point agenda for the Department, I mentioned the importance of Bayanihan, that education is a collective responsibility. Partnerships are important in this sector where the lives of our Filipino children need to be cared for and nourished.
I highlighted the cooperation of private and public institutions, fellow agencies in government, bilateral and multilateral organizations, civil society organizations, faith-based institutions, families and the media. One of these is the Metrobank Foundation, Inc. which has been a long-standing partner of the Department of Education.
I know that they have a heart for our beloved teachers for they have been doing the Metrobank Foundation Search for Outstanding Teachers for the past 32 years. They gather and recognize those in the profession who exemplify in upholding the values and vision of the Department of Education. It is but fitting that we welcome this event once again with great honor as we celebrate National teachers’ Month this September 2016.
It is my greatest hope that through this, we will be able to inspire more teachers who will never stop teaching children how to read and write, to calculate and experiment, to analyze and to create. It is you, my dear teachers, who will make all other professions possible for our nation’s future. Warm greetings to the Metrobank Foundation as it concludes its 2016 Search for Outstanding Teachers. The awardees will be honoured at ceremonies to be held on September 5, 2016 at the Metrobank Plaza Auditorium in Makati City.
For the last 32 years, the Metrobank Foundation has shown commitment to Philippine education as it honoured teachers who exemplify dedication and excellence in their profession. As the corporate social responsibility arm of the Metrobank Group, the Foundation has succeeded in developing human capital in education by providing incentives to those who perform exceptionally in their fields of expertise.
Four of this year’s outstanding teachers come from elementary school, four from high school, and two from higher education. These ten awardees will join the roster of 346 outstanding teachers previously honoured by the Foundation.
As the country moves toward integration with the ASEAN community, activities that strengthen our education sector and ensure our competitiveness in the region assume greater importance. The role of teachers in this difficult process is no doubt crucial. They carry great responsibility for implementing this transition as well as for molding the younger generation who will inherit its effect.
In this annual Search, the challenge for teachers to perform their job competently and creatively is reiterated. The efforts of the Metrobank Foundation in recognizing and encouraging our best educators are appreciated by the Commission as well as the whole nation.

The development of a nation begins with its children: a proper education equips with the knowledge, skills, and values necessary to leading meaningful, dignified lives. Guided by the vision of our Chairman Dr. George S.K. Ty, the Metrobank Foundation implements recognition programs designed to inspire and reward exemplary performances and achievement among members of key sectors of Philippine Society.
The Search for Outstanding Teachers, now the country’s most prestigious and sought after award for Filipino teachers, was established in 1984 as a means of uplifting the morale and properly bestowing upon our teachers the honor and recognition that they deserve. Since then, the Search has become the benchmark of excellence not just for teachers, but in the way that recognition programs are managed and executed.
Drawing on the lessons and experiences that the Foundation has accumulated in the course of the annual conduct of the Search, similar recognition programs for equally deserving, yet unheralded public servants were established in pursuit of expanding the circle of excellence among Filipinos as a whole. In partnership with like-minded socio-civic organizations, the Foundation adopted recognition programs for policemen and soldiers in the hope of encouraging not just our men and women in uniform to strive for the highest standards of performance and conduct, but to present models for the larger community who will inspire the rest of us to preserve to be the best in whatever field we are engaged in.

It is not surprising that a science teacher like Mrs. Winona Y. Diola places emphasis on method, values critical thinking, and embraces advances in technology. She cultivates the scientific spirit in her Grade 5 students at De La Salle Santiago Zobel (DLSZ) by using the inquiry-based approach: connecting their lessons to real-life situations and asking them to formulate possible solutions. By treating her students as active participants in the learning process, Mrs. Diola helps them become efficient problem solvers and compassionate citizens.
The DLSZ administration credits Mrs. Diola with greatly contributing to the school’s effective response to the changing educational landscape.
She spearheaded its Next Generation Blended Learning program and incorporated robotics and science, technology, engineering and mathematics (STEM) applications in her science classes.
Mrs. Diola is an advocate of technology integration in teaching. As an Apple Professional Development Consultant, she has facilitated workshops on using mobile devices as an effective teaching strategy.
She is a prolific writer of 60 instructional materials— ranging from textbooks to ebooks to online courses at iTunes University—and serves as co-chair of DLSZ’s Project EARTH recycling program and moderator of the Robotics Club. Recent recognitions include being named Apple Distinguished Educator in 2015 and Growth in Organizational Leadership and Development (G.O.L.D.) Distinguished Lasallian Leader Award in 2012.

Ms. Cancino has received numerous awards in her 22 years as an educator, the most recent of which are Division Outstanding Science Teacher and Outstanding Public School Teacher by the Rotary Club International District 3790 in 2015.
Master Teacher II Rujealyn R. Cancino holds two valuable positions at the Lingayen I Central School in Panganisan: one as science teacher and another as campus journalism mentor, and she excels in both. Her students have represented their school in division- and districtlevel science festivals, and since 2005, mentored student journalists who have won awards at the Division, Regional, and National Schools Press Conference.
She is an advocate of mother tongue-based instruction and has authored teacher’s guides and learner’s manuals in the Pangasinan language
She is an active member of her community, serving as youth facilitator and music minister at the Epiphany of Our Lord Parish. She also helps organize Pamaskong Handog Para Sa Mga Bata, an annual feeding and gift-giving program for her community’s indigent children.

Teaching students the value, purpose, and joy of reading and grammar in a time when students can get all their information— correct or otherwise—in bite-sized portions on the internet is a challenge that Mr. Arnol M. Rosales relishes.
An English teacher for 19 years—serving these past 13 years as Master Teacher I in Francisco Melgar Memorial School in Naujan, Oriental Mindoro —Mr. Rosales has learned to harness technology in the service of the humanities. He has helped raise funds for the school’s computer laboratory and the necessary Information and Computer Technology materials, and cascaded new teaching trends to his peers. All this while maintaining emphasis on the
fundamentals: he introduced balanced reading practices and implemented Project READ (Reading Empowerment for Academic Development) among his students and authored a textbook entitled “Reading Links for Grade VI.”
He shares his passion for teaching outside the classroom, volunteering as committee chairman of the Barangay Education Council. Mr. Rosales also puts his creative talents to good use as chairman and director of Dulaang Naujan and as organizer of the annual Araw ng Naujan and Barangay Fiesta. As vice chairperson of the Binibining Naujan Charitable Organization, he not only hosts and directs the pageant, but helps oversee its outreach program, which counts the Mangyans of a local barangay among its beneficiaries.
Rosales received his Bachelor in Elementary Education from Philippine Normal University. His most recent awards include Francisco Melgar Memorial School Most Outstanding Teacher in 2014 and Division of Oriental Mindoro’s Most Outstanding Teacher in 2015.

Mrs. Obseñares has written learner’s materials and teacher’s guides for these grade levels as well.
Mrs. Obseñares has worked to create interdisciplinary experiences, integrating music and dance with literature, and improvised indigenous teaching at the Butuan City Special Education Center, where she also serves as coordinator of the student choral group, on top of her teaching load. As a master teacher assigned to the Night Class Department of Negros Occidental High School, Dr. Roy B. Basa is accustomed to students with different needs. As such, he sees it as his mission to encourage his Balik-Aral students and empower them to make better life choices, sheltering them from abusive employers and helping them find jobs so they can continue their schooling. He pursues research on continuing education, which contributes to Negros Occidental High School’s (NOHS) decisions regarding their various programs.
Association, he initiated free medical checkups for faculty members and facilitated the organization’s donation campaign for Yolanda victims and staff members affected by a local fire. He recently founded the Ballpen at Iba Pa Foundation, providing scholarship grants and school supplies to deserving students across the countryside.

As a volunteer-member of these organizations, he has facilitated many outreach programs, including book drives, medical-dental missions, and leadership trainings.

Having survived hardships early in her life, Teacher III Maria Regaele A. Olarte believes that these struggles have shaped her into the educator that she is today, one who makes sure that students know that they are valued and that, with proper guidance, they can unlock their true potential.
Her principal at Muntinlupa National High School credits her with the student body’s improved scores in the National Achievement Test from 2014-2015. Just last year, the rate of UPCAT passers increased—again attributed
to her handling the basic Science classes of the Science Technoloy and Engineering Program. In fact, her classes have a 100 percent passing rate for college entrance exams.
A Physics teacher by training, she continues to move on the path of scientific inquiry. Mrs. Olarte is an inventor who has worked with the Department of Science and Technology in developing and patenting her products, including ashitaba powder for nutrient fortification, a portable multipurpose alcohol stove, and sterile rechargeable electric heating spoon.
She is an active member of the Cathedral of Praise Congregation often volunteering for its outreach programs. She has served as Worship Team Leader of its Praise Minstrels Choir since 2007 and is currently chairing its Sitio San Antonio community project.
Mrs. Olarte has a Bachelor of Secondary Education in Physics from Pamantasan ng Lungsod ng Maynila and is pursuing a Master of Public Management Sudies at UP Open University.

As an English teacher, Dr. Bustos is concerned with elevating the literacy levels of her students. She established a remedial reading program to diagnose, assess, and provide interventions for students with reading difficulties. She also organized the Mini English Language Clinic, a mobile tutorial center servicing grade school pupils in eight sites throughout Northeastern Nueva Vizcaya.
In 2015, she was named Most Outstanding Master Teacher I for Secondary level of the Schools Division of Nueva Vizcaya and Most Outstanding Master Teacher I of the Municipality of Bayombong.
Dr. Bustos is active in her congregation, serving as adviser of the National United Methodist Youth Fellowship of the Philippines and, until recently, as executive secretary of its young adult fellowship’s annual conference in northeastern Philippines.
Dr. Bustos has a Bachelor’s degree in Secondary Education from Aldersgate College in Nueva Vizcaya, and a Master of Education and Doctor of Education from Nueva Vizcaya State University.

For Institute of Biology director Dr. Ernelea P. Cao, the role of the educator is to facilitate learning: providing guidance as students discover their interests and learn to ask thoughtful questions, not just about science but also about society. Under her supervision, undergraduate and graduate-level biology students are exposed to research through special projects and thesis experiments; these activities have resulted into articles published in peer-reviewed journals here and overseas.
Dr. Cao believes that biology is better appreciated if its applications can be explained
using simpler and more accessible language. Her facility for making complex concepts easy to understand has made her a frequent resource person of the Department of Science and Technology, Department of Health, and Department of Agriculture. She has also authored textbooks and laboratory manuals written in Filipino, and developed a study guide used by biology and natural science students enrolled in UP Open University.
An important aspect of teaching is continued education; it is her advocacy to mentor the mentors in order for the Philippine scientific community to catch up with global developments and in light of the ASEAN integration. Much of these workshops are conducted through the auspices of her professional organizations; she currently serves as president of the Philippine Society for Cell Biology.
Dr. Cao received her Bachelor in Science in Biology degree from the University of the Philippines-Los Baños, and her Master of Science and Doctor of Philosophy degrees in Biology from the University of the Philippines-Diliman; she was recognized as the most outstanding Ph.D. graduate of the College of Science. .

Torres, who manages his teaching and research load at Mindanao State University-Iligan Institute of Technology’s Department of Biological Sciences and his duties as head of the Institute for Peace and Development in Mindanao (IPDM).

systems which produced information useful for pest management. A sought-after thesis adviser, Dr. Torres shares his research know-how with students, mentoring them through publication and competition.
Through the IPDM, Dr. Torres helps capacitate underserved sectors and builds linkages that engage more stakeholders in the peace process; he is co-convener of the Lanao Peace Partnership. Key initiatives include enhanced SPED services, gender and development awareness, and organizing livelihood training for former rebels and non-state actors. The IPDM provides a space for participants to discuss and identify solutions to various conflict lines.
In 2015, he was bestowed the Guardian of Peace and Partner in Development Award by the 2nd Mechanized Brigade of the Armed Forces of the Philippines for his outstanding contribution to peace-building and peace-keeping in Lanao del Norte.
Dr. Torres received his Bachelor of Science (magna cum laude), Master of Science, and Doctor of Philosophy degrees in Biology from MSU-Iligan Institute of Technology.

Senator Joel Villanueva is a first-term Senator of the 16th Congress of the Philippines.
From 2010 to 2015, he was Secretary of the Technical Education and Skills Development Authority (TESDA), where he introduced several innovations including the Free TESDA Online Program and TESDA Mobile Training Plus and Mobile Training Laboratories.
He was a three-term representative of the Citizens’ Battle Against Corruption (CIBAC) Party List. Highlights

Congressman Romero “Miro” S. Quimbo was first elected representative of the Second District of Marikina City in 2010. Since then he has held various positions of leadership in the House of Representatives, including deputy majority leader and chairman of the Committee on Ways and Means. He led the passage of Republic Act 10653 on higher tax exemption on salary bonuses and continues to be an advocate of income tax reform in the 16th Congress.
He joined government service in 2002 as president and CEO of the PAG-IBIG Fund. From 2003 to 2008, PAG-IBIG
became the most profitable tax-paying government corporation in the country. In 2006, he was awarded as one of The Outstanding Young Men in Public Service in recognition of his leadership of PAG-IBIG. Cong.. Quimbo received his Bachelor of Arts in History and Bachelor of Laws degrees from the University of the Philippines, where he was a student activist and member of the UP Student Council for several years.

Justice Roman G. Del Rosario was appointed to the post of Presiding Justice of the Court of Tax Appeals on March 13, 2013. He is also a member of the Board of Trustees and the Corps of Professors of the Philippine Judicial Academy.
Milestones in his distinguished career with the government and judiciary include heading the team representing the Anti-Money Laundering Council from 2001 to 2010, and serving as executive director of the Special Committee on Naturalization.
Presiding Justice Del Rosario received a Bachelor of Arts in Economics from the University of Santo Tomas and a Bachelor of Laws from the University of the Philippines College of Law. He also completed the Harvard Law School Program of Instruction for Lawyers. In 2014, Presiding Justice Del Rosario participated in the “The Practice of Double Tax Treaties in Case Studies – Senior Level Course” held in Vienna, Austria and the 5th Annual ASEAN Tax Conference on the International Tax Dispute Settlement held in Bangkok, Thailand.
Before entering public service, he served as managing director of Zoe Broadcasting Network Inc. Senator Villanueva majored in Economics at the University of Santo Tomas and undertook Special Studies in Business Administration at the Harvard University. Secretary Fortunato T. de la Peña assumed leadership of the Department of Science and Technology (DOST) on June 30, 2016. He previously served as DOST Undersecretary from 2001-2014; from 2011-2012, he served concurrently as chairman of the United Nations Commission on Science & Technology for Development.
At the University of the Philippines College of Engineering, he serves as professorial lecturer in
Gov. Davide has introduced and enhanced several educational initiatives throughout his tenure, such as including Educational and Technical Vocational Training in his development agenda; increasing the provincial government’s fund for Special Education from P115M to P181M for the rehabilitation of classrooms
and acquisition of school equipment. The Cebu Provincial Government also offers a college scholarship program for high school valedictorians and salutatorians, and supports the ongoing collaboration between the Saitama Prefecture of Japan and the University of San Jose-Recoletos.
He earned a Political Science degree from the University of the Philippines Diliman and obtained a Bachelor of Law degree at the University of San Carlos in 1995. He passed the bar examinations in 1997.

Ambassador of India to the Philippines
Ambassador Lalduthlana Ralte assumed his post at the Indian Embassy Manila in January 2014.
He joined the Indian Foreign Service in 1983 and has been posted in Beijing, Washington DC, Shanghai, Nairobi, Hong Kong, Brunei and the Philippines apart from stints at home in New Delhi at the Ministry. He studied Mandarin Chinese at the Chinese University in Hong Kong before moving to Beijing to head the Economic and Commercial Section of the Embassy.
A recent highlight of his storied diplomatic career was serving as deputy permanent representative of the UNEP and UN-HABITAT during the negotiations for the UN Millennium Development Goals.

Dr. Nilo L. Rosas was appointed president of New Era University in June 2013.
He was previously president of other higher education institutions: Philippine Normal University (PNU); Pamantasan ng Lungsod ng Marikina; and Pamantasan ng Lungsod ng Pasig.
He also served as the director of the Department of Education, Culture, and Sports (now Department of Education) and the Bureau of Higher Education (now Commission on Higher Education). In 1998, Dr. Rosas was appointed Undersecretary for

Dr. Rosas obtained his degree in Elementary Education (magna cum laude) at the Philippine Normal University; his Master’s Degree in Development Education at Stanford University and Master’s Degree in Curriculum and Teaching at Columbia University. He completed his doctorate at Columbia University and pursued post-graduate studies in Monash University in Australia, Georgetown University in Washington DC, and Harvard University in Massachusetts.

Founded in September 5, 1962, Metropolitan Bank & Trust Co. (Metrobank) has since become the premier universal bank and among the foremost financial institutions in the Philippines. It offers a full range of banking and other financial products and services, including corporate, commercial and consumer banking, as well as credit card, remittances, leasing, investment banking and trust banking. Metrobank currently spans a consolidated network of 2,100 ATMs nationwide; 920 domestic branches; and 32 foreign branches, subsidiaries, and representative offices.
Metrobank was incorporated in Binondo, Manila by a group of Filipino businessmen principally to provide financial services to the Filipino-Chinese community. It opened its first local branch in 1963, then expanded beyond Philippine shores only a few years after its establishment. Metrobank rolled out its first international branch in Taipei in 1970 and a representative office in Hong Kong in 1973. In 1975, Metrobank became the first of the private banks to move into American territory when it opened its office in Guam. It later established branches in the United States mainland cities of Los Angeles and New York.
It established Metrobank Foundation, Inc. in 1979, putting emphasis on both business success and community contribution. The Foundation has since become one of the largest and most respected charitable organizations in Asia.
In 1981, Metrobank was listed in the Philippine Stock Exchange and acquired its universal banking license, gaining significant equity ownerships in local and international subsidiaries. It established its own credit card company, Unibancard Corporation (now Metrobank Card Corporation) in 1986. PROJECT NOTED-UPDATE
(Upscaling the Professional Development and Advancement of Teachers and Educators)
to establish Toyota Motor Philippines Corporation. A decade later, it partnered with another global giant, the AXA Group, to give birth to Philippine AXA Life Insurance Corporation.
In 1990, Metrobank launched the country’s first and only talking ATM, Metrobank E.T. In 1995, Metrobank became the first billion dollar bank with total capital of Php22.8 billion, the largest in the industry. It is the first local bank to raise supplementary capital overseas with a total of US$325 million in Lower Tier 2 Capital and Hybrid Tier 1 Capital in the years 2003 to 2006.
Metrobank has also been steadily expanding internationally. In the late 1990s, Metrobank opened branches and offices in London, Taichung, Tokyo, and Seoul. Metrobank was the first to be granted a banking license by the Japanese Ministry of Finance. It was also the first Philippine bank in Korea. In 2001, Metrobank became the first Philippine bank in China when it opened its branch in Shanghai. In 2010, Metrobank inaugurated its wholly-owned subsidiary, Metropolitan Bank (China) Limited, the first foreign bank headquarters to be established in Nanjing. The new bank serves as the base for Metrobank’s operations in China, with three branches located in Nanjing and Shanghai.

Manila Doctors Hospital (MDH) serves as the healthcare arm of the Foundation, offering a wide array of social services such as subsidies for in-house patients, outreach programs, medical missions, and other health-related interventions in adopted communities.
GRANTS
Financial and In-kind Grant Assistance is extended to socio-civic and non-government organizations, as well as, local and national government agencies whose projects/programs are aligned with the thrusts of the Foundation in education, healthcare, and visual arts, including the attainment of the Sustainable Development Goals (SDGs).
