The 2024 Metrobank Foundation Outstanding Filipinos exemplify the true meaning of “Beyond Excellence” for rendering service above and beyond their call of duty as educators, peacekeepers, and defenders.

Their contributions in service and community involvements are geared towards making a difference in the sectors where they serve and the country at large. Their contributions speak of not only caliber but also of heart and community presence.

The Metrobank Foundation Outstanding Filipinos have consistently raised the bar of excellence in their fields. Their unsung narratives of triumph and resilience are our nation’s hope and inspiration— reminding us that all our actions, whether great or small, will yield lasting transformation as long as they are done for the right reasons.

Their examples, therefore, are a stark contrast to the dark days we have experienced in the past couple of years because they are bringing the much-needed light through their selfless work as purveyors of hope.

This is why we at the Metrobank Foundation continuously strive to amplify the reach of their vision. With each person they inspire to act, we press closer and closer toward the attainment of our common goals for the nation.

The Flame represents our Outstanding Filipinos’ tireless zeal without counting the cost. It is excellence refined through seasons and struggles, shining brightly to touch hearts and transform minds.

Guided by the philanthropic vision of George S.K. Ty, the Metrobank Foundation has long recognized the modest, unwavering dedication of individuals who quietly hold the foundations of our society together, and supports them in their vocation to make a greater impact.

The Metrobank Foundation Outstanding Filipinos, now the country’s most prestigious and sought after professional service award, pays tribute to the excellence, and sacrifices of our Filipino teachers, soldiers, and police officers—ordinary individuals who have dedicated themselves to a lifetime of service to fellow Filipinos.

It is a career-service award; meaning, it looks into the entire professional career of the person—all their accomplishments and services rendered, whether big or small, done while in the line of duty and even beyond, from the moment they started working up to the present time.

“Beyond Excellence” is the defining battle cry of the program. The Foundation advocates for the pursuit of service excellence, one that requires making a difference for the nation. As such, we annually seek for and recognize exemplary individuals who go above and beyond the call of passion and duty to serve their communities.

The success of the program will not be possible without the continued support and participation of its implementing partners, namely the Department of Education and Commission on Higher Education for the Award for Teachers; the Armed Forces of the Philippines and Rotary Club of Makati Metro for the Award for Soldiers; and the Philippine National Police, Rotary Club of New Manila East, and Philippine Savings Bank for the Award for Police Officers.

The recipients of this honorable award are truly Filipino exemplars in public service–ordinary public servants who embodied the highest ideals of excellence, perseverance, patriotism, and social responsibility. Underneath the prestige of this accolade are stories of struggles and sacrifices, which enables them to positively impact the respective communities and institutions they faithfully serve.

This year, we give honor to ten Filipino exemplars in public service four teachers, three soldiers, and three police officers who have epitomized the values of patriotism, integrity, courage, and social responsibility in the education, peace, and security sectors.

Your admirable service to the Filipino people deserves to be rewarded with equally exceptional recognition as you have dedicated your time and effort to faithfully serve your respective sectors. I am in awe of your dedication to public service in as much as laying down yourselves for the sake of our fellow Filipinos.

I would also like to relay my gratitude to all of the nominees who have shown similar dedication to public service. As your Senator, I hope to work hand in hand with our Outstanding Filipinos and this year’s nominees to deliver stellar service to the general public. In both the academe and security sectors, I am assuring all of you of my unconditional support to your programs and projects.

For years, I have followed the Search for Outstanding Filipinos by the Metrobank Foundation. For me, it was a source of affirmation that public service is alive, that there are still public servants out there fighting in the classrooms, on the streets, and at our borders, for our people, for our motherland.

It is thus truly an honor to have been part of the 2024 Search for the Outstanding Filipinos of the Metrobank Foundation. I have been in many important deliberations in my work as a Justice of the Supreme Court, but choosing this year’s recipients was a totally different challenge. It was very difficult, in truth, as our Finalists all deserve the title “Outstanding.” I extend my sincerest congratulations to them.

I nonetheless reserve my biggest congratulations for this year’s awardees who exemplify the values of nationalism and heroism in their work as teachers and educators, police officers, and soldiers. They exemplify the best of the Filipino nation, hailing from different places, raised under different traditions and circumstances, carrying different dreams and aspirations, but all committed to serving and serving well. They can be found in remote localities teaching our young, in the urban areas creating safe and just communities, and even in cyberspace protecting and safeguarding our Republic from enemies we cannot see.

Lastly, I thank the Metrobank Foundation for recognizing these modern-day heroes. Public service, the type that is not in the limelight, the one that is hidden from the world, the one that is not covered by media, is a life of sacrifice. This annual search is a truly fitting tribute to those who have chosen to offer their lives for the betterment of others, giving without counting the cost, fighting without heeding the wounds, toiling and not seeking for rest, in the words of St. Ignatius of Loyola.

Zamboanga City’s Beacon of Hope for the Sama-Bajau

“Transitioning to work with the Sama-Bajau was a huge challenge at first. As a chieftain’s daughter from a different tribe, I found myself immersed in a vastly different world. The Sama-Bajau prioritize survival over education, making my role as a teacher especially demanding. I became not just an educator, but a community organizer and mentor. It was tough, but I persevered.”

Every neighbor can be your teacher, and for Ma. Ella F. Fabella, the Sama-Bajau community became an unexpected yet profound classroom. It was the lessons she learned from this marginalized community in Zamboanga City that truly shaped her journey as an educator. For generations, education remained an elusive dream for these indigenous seafarers. Yet, in Fabella, they found a steadfast advocate determined to rewrite their survival story.

With over a quarter-century dedicated to education, Fabella’s journey began in a Jesuit school before she transitioned to the Department of Education. A pivotal turning point arrived 11 years ago when she immersed herself in the lives of the Sama-Bajau. This indigenous group, often relegated to the margins of society, faced a daunting reality: many children traded classrooms for the streets, resorting to begging or peddling goods to survive.

Recognizing a desperate need, Fabella launched Project B.E.A.R. (Bajau Educational Activities and Recreation). This innovative program aimed to not only boost enrollment and academic performance but also to safeguard the rich tapestry of Sama-Bajau culture.

Through music, dance, and sports, Project B.E.A.R. transformed classrooms into vibrant hubs of learning and growth. In just seven years, enrollment surged from a mere 27 to an impressive 102 students, a testament to the program’s impact.

Language posed a significant challenge for Fabella. Zamboanga City mandated educational materials in Chavacano, a tongue foreign to her students. Undeterred, Fabella developed culturally relevant lesson plans and modules in the Sama-Bajau language, ensuring education was both accessible and meaningful.

To further enhance academic performance, Fabella launched the Pantawid Tutorial Reading Program, enlisting parents as tutors. Over four years, 111 struggling readers, including 27 Sama-Bajau students, benefited from daily tutoring sessions. This initiative not only improved reading skills but also strengthened school-parent ties and community bonds.

The data is undeniable: enrollment rates have soared since 2019, and an impressive five-year zero-dropout rate underscores the program’s success. No child indeed has been left behind, even in the face of the COVID-19 pandemic.

This is a direct result of Fabella’s holistic approach, which combined academic rigor with cultural preservation. By infusing the curriculum with motivational elements and extracurricular activities, she created a learning environment that resonated with the Sama-Bajau’s spirit.

Fabella’s commitment extended far beyond academics. She conducted a comprehensive household survey in the town of Maasin, identifying 94 families, primarily reliant on fishing, vending, or diving, with a stark 16% dependent on begging. Realizing this woe, she forged partnerships with her alma mater, Ateneo de Zamboanga University, corporations, and non-profit organizations to sustain and expand Project B.E.A.R. Her adeptness in resource mobilization and fundraising showcased her leadership.

She became a cornerstone of the community, deeply invested in the lives and challenges of the Sama-Bajau. She initiated parenting sessions that tackled pressing issues like early marriage and healthcare, initially met with skepticism but eventually embraced by the community.

Fabella’s commitment to inclusivity is also evident in initiatives like the Ayuda Bajau project, designed to uplift entire families and foster a sense of belonging.

Juggling a demanding career as a widow and mother of five sons, Fabella embodies resilience and strength. Her success as a mother, evident in her sons’ achievements at Ateneo de Zamboanga University, mirrors her triumphs in the community.

Fabella’s work with the Sama-Bajau community stands as a testament to the power of education to transform lives. Where once despair and limited opportunities held sway among the Sama-Bajau, this marginalized group has, under her guidance, embraced education as a pathway toward a brighter future.

Fabella’s legacy lives on in an entire community breaking free from the chains of circumstance and becoming not just survivors, but thriving contributors to society.

Environment and education are two sides of the same coin. Franco Rino Apoyon, affectionately known as ‘Sir Poy’, has emerged as a leading figure in environmental education and community engagement in the province of Zamboanga Sibugay.

As a Biology teacher at Kabasalan National High School, he has seamlessly integrated ecological knowledge into the curriculum, inspiring a generation of environmentally conscious students.

Through his collaboration with the Department of Environment in Natural Resources-Region 9, Sir Poy’s pioneering spirit is evident in his facilitation of the Youth for Environment in Schools Organization (YES-O), which has become a model for environmental education impacting not only Zamboanga Sibugay, but the entire Zamboanga Peninsula. Since its inception in 2013, YES-O has empowered countless young people in the region to become active stewards of their environment.

One of the flagship programs under YES-O, ‘Dalaw Turo (Reach-to-Teach) Advocacy’, exemplifies Sir Poy’s commitment to reaching underserved communities. By bringing environmental education to last-mile barangays, the program has fostered a deep appreciation for nature and inspired young minds to become

agents of change. Through storytelling, hands-on activities such as tree planting, and community engagement, Dalaw Turo (Reach-to-Teach) Advocacy has empowered approximately 200 children to be environmental stewards while addressing their basic needs through food packs and learning kits.

Sir Poy’s innovative spirit is further evidenced by the plantable paper project launched in 2019. Addressing the pressing issue of paper waste within the school, he and his team transformed discarded paper into a resource for reforestation. By transforming discarded paper into a medium for growth, this initiative not only reduced environmental impact but also generated income for students. The project garnered regional and national acclaim for its ingenious approach to waste management and environmental education.

Sir Poy’s dedication to environmental stewardship is evident in his numerous community-driven initiatives. The Adopta-Watershed Program, launched in 2016, has transformed into a cornerstone of the community, restoring over 63 hectares of land and providing clean water to over 25,000 residents. By addressing deforestation and water scarcity, this program has significantly enhanced the community’s resilience.

In response to the devastating impact of Typhoon Vinta in 2017, Sir Poy spearheaded Project DYES (Developing Youth towards Eco-friendly Society) to rehabilitate the critically damaged municipal watershed. Through reforestation and community engagement, the project has been instrumental in mitigating flood risks and promoting ecological balance.

Recognizing the importance of protecting vital ecosystems and inspired by its community’s fisherfolks’ three-decade conservation efforts, Sir Poy initiated the Wetland Conservation Program. By involving local students in conservation efforts, this initiative sustains in safeguarding the Sibugay Wetland Nature Reserve, a crucial habitat for diverse flora and fauna.

Sir Poy’s ability to mobilize students and communities toward positive environmental change has garnered numerous accolades, including the 2022 Mga Kwentong “KLIMAlikasan” National Winner, the 2021 Youth Envi Icon, and the 2019 Water Leadership Award of the DENR’s Environmental Management Bureau.

His innovative projects now serve as sustainability blueprints that can be replicated in similar areas across the Philippines.

Sir Poy earned his Bachelor of Secondary Education majoring in Biological Sciences from Western Mindanao State University-Ipil External Studies Unit in 2012 as Cum Laude. Pursuing further expertise, he completed his academic requirements for Master in Science Teaching Major in Biological Sciences at Ateneo de Zamboanga University in 2015.

Sir Poy’s legacy is now etched in the verdant landscapes and empowered communities of Zamboanga Peninsula. From the classroom to the watershed, his commitment to environmental education has cultivated a generation of eco-warriors. As Sir Poy aptly states, “To involve our young ones in addressing today’s environmental concerns is to create a green, healthy, and sustainable tomorrow.” His unwavering dedication is fueled by the love and support of his wife, Devine Grance, and his precious baby girl, Freigh, who inspire him to create a better world for future generations. Sir Poy embodies the spirit of a true environmental champion, inspiring others to follow his lead in building a greener world.

The opportunity to stay in the United States presented itself, but my heart called me back home to contribute to my country. In a country where public mental health is a nascent field, Dr. Maria Regina HechanovaAlampay, or Doc Gina, has emerged as a pioneering force. Her innovative work has transformed the landscape of Philippine psychology, leaving an enduring legacy in organizational psychology, mental health, and substance use. With over two decades of dedicated research and practice, she has not only advanced academic discourse but also driven tangible societal change.

Her interest in social relationships and interaction was piqued by her experience as a formator in the UP Student Catholic Action Organization. Doc Gina’s desire to delve deeper into the human psyche led her to take an MA in Psychology in the University of the Philippines. This journey culminated in a Doctor of Philosophy in Industrial/Organizational Psychology at the Central Michigan University. Despite lucrative opportunities abroad, her love of country drew her back home. Armed with a world-class education, she became the first Filipino with this degree to return home to teach.

Currently a professor at the Ateneo de Manila University, Dr. Hechanova-Alampay’s work

has significantly contributed to the body of knowledge in psychology, addressing critical gaps in the national research agenda. Her extensive body of work, includes 13 books, 21 book chapters, and 48 journal articles, has collectively amassed over 4,257 citations.

Doc Gina’s seminal work, “Understanding the Filipino Worker and Organization,” has become an indispensable text for Industrial/ Organizational Psychology courses in the country and an essential resource for psychometricians preparing for board exams. She also edited an international book, “Resistance, Resilience and Recovery from Disasters: Perspectives from Southeast Asia” expanding her influence outside the country.

Dr. Hechanova-Alampay’s contribution has also been in equipping a new generation of scholars and practitioners in psychology. Her mentorship been instrumental in fostering a competent community of researchers and practitioners. This is evident in the 86 students and 29 faculty members she has mentored to produce peerreviewed publications. She also guest-edited two special issues of the Philippine Journal of Psychology demonstrating her position as a preeminent research mentor in the field.

Dr. Hechanova-Alampay has also made an indelible mark on public mental health in the Philippines. With an estimated 3.6 million Filipinos who suffer from mental health illnesses and have limited access to costly treatment, the need for accessible care has become more urgent than ever. Recognizing the critical shortage of mental health services in the Philippines, Doc Gina has spearheaded the development of innovative solutions to make mental health information and services more accessible to all.

In the aftermath of Supertyphoon Haiyan, Dr. Hechanova-Alampay led the development of the groundbreaking Katatagan Resilience Program and the Supporting Empowering and Enabling Students program of the Department of Education. She also led the development of Katatagan Online Program during the COVID-19 pandemic. Doc Gina’s team trained over 130 facilitators who implemented it in various settings. An enhanced version, Katatagan Plus, is currently being rolled out as a community-based mental health program, casting an even wider net.

As Chief of Party of the United States Agency for International Development (USAID) Renewhealth project, Dr. Hechanova-Alampay assisted the Department of Health in developing the Lusog Isip Mobile App and the Lusog Isip Online website to promote wellbeing and reduce depression among distressed Filipinos.

The mobile app and website have significantly expanded access to mental health resources, reaching over 17,000 users. In partnership with the Department of Education, Doc Gina’s team created the Lusog Isip Kabataan Education (LIKE), a video-based prevention program that has evidence of improving mental health literacy among youth.

Dr. Hechanova-Alampay’s commitment to addressing mental health issues is further exemplified by her work in substance use. In response to the previous government’s war on drugs, she spearheaded the development of community-based drug rehabilitation and aftercare programs. Through her leadership, the USAID Renewhealth project was able to train over 4,000 personnel and have reached more than 40,000 clients across nine regions. By developing evidence-based prevention, treatment, and aftercare programs, Doc Gina has enhanced community-based support for individuals struggling with substance use.

Dr. Hechanova-Alampay’s contributions have garnered widespread recognition, including the 2023 UP President Eduardo Angara Fellowship, the 2022 Philippine Federation of Professional Associations (PFPA) Distinction Award for Psychology, the 2021 Global Citizen Citation from the American Psychological Association, and 2018 Professional of the Year in Psychology from the Professional Regulatory Commission.

Doc Gina’s pioneering work has expanded the frontiers of public mental health in the country and has equipped and inspired countless individuals to pursue careers dedicated to enhancing the best parts of our humanity.

“The environment that new generations are growing up in is highly globalized and interconnected. As teachers, it is vital for us to help students build their identities by understanding our unique contexts. Teaching them about our environmental baselines and how those differ from other parts of the world can lead to better appreciation and instill a stronger sense of pride in our unique heritage. Providing science-based information to back up cultural practices and environmental knowledge can lead students to become more critical and to protect and conserve what are ours more rigorously.”

As the impacts of climate change and environmental degradation become increasingly pronounced, the need for expertise in environmental science has never been greater. Dr. Decibel V. Faustino-Eslava, fondly called Doc Dei, stands at the forefront of this critical field. A professor at the University of the Philippines Los Baños - School of Environmental Science and Management (UPLB-SESAM) since 2011, she has spent her career unraveling the complexities of our planet’s systems to inform solutions for a sustainable future.

A pioneer in environmental education, it was during her term as the Dean of the UPLBSESAM that the School began the process of creating the groundbreaking doctorate program in Environmental Diplomacy and Negotiations (EDN). This first-of-its-kind program trains future environmental negotiators to address the increasing number of environmental conflicts requiring expertise not only in the biophysical sciences but also in wider interdisciplinary work. By fostering strategic partnerships for

the EDN with the Department of Foreign Affairs (DFA), Department of Environment and Natural Resources (DENR), and the National Security Council, Dr. Eslava has positioned UPLBSESAM as a leading center for environmental education and research. By late 2023, the EDN program has already seen its third batch of enrollees, comprising professionals from various sectors and countries, demonstrating its growing impact.

Dr. Eslava has expanded the reach of environmental education beyond UPLB. Her leadership has driven the establishment of graduate programs in Environmental Science in both the Visayas and the Mindanao regions. Dr. Eslava has been actively conducting investigations into the health of Laguna de Bay. She co-authored the publication “Rediscovering Laguna de Bay,” offering invaluable insights into the lake’s past, its present condition, and visions for its future. Through her mentorship, Dr. Eslava has fostered a research community dedicated to understanding and protecting this vital ecosystem, resulting in policy briefs, publications, and other knowledge materials.

Dr. Eslava’s commitment to bridging the gap between research and practice is evident in Project SARAi, or the “Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines”. This initiative translates cutting-edge agricultural technologies into practical solutions for farmers. Demonstrating adaptability, Dr. Eslava successfully transitioned SARAi into an online platform during the pandemic, reaching over 9,000 participants, including farmers, agricultural technicians, students, and research staff from 28 partner institutions.

Dr. Eslava has also led Project LIGTAS, or the “Landslide Investigations on Geohazards for Timely Advisories in the Philippines”, which uses a non-structural approach and real-time monitoring to address the urgent threat of landslides in high-risk areas such as the Southern Tagalog, Bicol Peninsula, and Benguet province. Through real-time monitoring and early warning systems, LIGTAS empowers communities to better prepare for and respond to rainfall-induced landslides.

Dr. Eslava’s contributions to the field have been recognized with numerous awards and honors, among these are the Leadership Excellence Award from the Women’s International Network for Disaster Risk Reduction, the Philippine Federation of Professional Associations Distinction Award for the Geologist Profession – Council for the Built and Natural Environments, the National Research Council of the Philippines’ Achievement Award, and the University of the Philippines Scientific Productivity System Scientist distinction for continuous cycles. SSG Rayanon’s leadership has been instrumental in the enduring success of his unit’s Community Support Program (CSP). Launched in January 2020, the CSP has flourished under his guidance, overcoming

SSG Rayanon’s proactive approach is exemplified by his preemptive recruitment drive in Northern Palawan. Anticipating growing tensions, he rallied local support and inspired 81 individuals in Roxas and 89 in Taytay to join the reserve force. This diverse group includes teachers, students, social workers, and farmers. In expanding the battalion’s human capital, he has not only strengthened its defensive capabilities but also ensured the unit is wellpositioned as a first responder to humanitarian crises.

In the catastrophic aftermath of Super Typhoon Odette in December 2021, SSG Rayanon emerged as a beacon of hope for the devastated communities in the province, particularly Roxas municipality. Defying the odds amidst widespread communication failures and infrastructure collapse, his leadership orchestrated a seamless response effort. Utilizing satellite phones and radios, he bridged the communication gap, enabling rapid damage

assessment and the swift deployment of lifesaving aid.

SSG Rayanon’s actions were instrumental in shielding the most vulnerable, including women and children, from Odette’s enduring impact, demonstrating his unwavering commitment to the well-being of his community.

SSG Rayanon was also at the forefront of the concerted effort to liberate Northern Palawan from the grip of insurgency. As team leader, he coordinated with diverse stakeholders, including government agencies and local leaders, to implement transformative Barangay Development Projects worth 20 million pesos across three municipalities. MAJ Villarosa has transformed conflict-ridden areas through military prowess and civilian aid. As a frontline soldier, he gained firsthand experience in campaigns against the Abu Sayyaf Group (ASG) in Basilan from 2013 to 2017. Recognizing the limitations of force alone, he shifted gears, spearheading initiatives that empowered local communities.

As Civil-Military Operations Officer of the 4th Special Forces Battalion, MAJ Villarosa launched the “Seed the Future” to revitalize Moro National Liberation Front (MNLF) communities devastated by the 2013 Zamboanga Siege. This initiative served as a

bulwark against renewed violence. Expanding its reach, he introduced “Seed the Future” to former ASG fighters in Basilan, marking a pivotal moment in their reintegration. Through strategic partnerships, his pioneering efforts were integrated into the Program Against Violent Extremism (PAVE) for Peace program, a holistic approach to counterterrorism and community building.

By providing educational opportunities for young MNLF members, Villarosa disrupted the cycle of violence and offered a path to a more promising future. His innovative deployment of Manilabased reservists to conflict zones also facilitated deep community engagement.

MAJ Villarosa excelled in forging strong community bonds in conflict-ravaged areas. His innovative “Fighters-to-Farmers” initiative serves as a prime example of this, converting former battlegrounds into productive rice fields. Inspired by the success of Battleground to Playground, MAJ Villarosa also established Sulu’s first Peace Formation and Learning Center. As a staff officer in Lanao del Sur, he oversaw the welfare of 3,000 internally displaced persons in the town of Saguiaran. Through effective governance and community-centric programs, he successfully shielded vulnerable populations from being recruited by the maute-Isis group.

Called to serve during the Marawi Siege, his expertise was instrumental in managing the crisis. MAJ Villarosa adopted a data-driven strategy in collaboration with the United Nations Development Programme (UNDP), local governments, and universities. He transitioned the maute-Isis surrenderees to local authorities upon his departure in October 2020.

Post-Marawi siege, MAJ Villarosa was instrumental in spearheading the city’s recovery efforts. His leadership was pivotal in accelerating the Department of Environment and Natural Resources’ Social Cartography Project, streamlining the rehabilitation process and delivering results two months ahead of schedule.

Currently the Assistant Chief of Fleet Staff for Weapons, Communications, Electronics, and Information Systems (F6), CAPT Sambalilo’s strategic acumen has been instrumental in propelling the navy into the digital age. His exceptional service is underscored by his recognition as the AFP’s Best Senior Communications, Electronics, and Information Systems (CEIS) Officer in 2012 and his groundbreaking promotion as the youngest military officer promoted to the rank of Navy Captain (equivalent to the rank of Colonel in the Army and the Air Force) in 2020.

This framework has guided the development and management of numerous technology initiatives across the naval force.

Beyond organizational administrative and operational systems, CAPT Sambalilo’s influence extended to public-facing platforms. He developed and maintained the Philippine Navy’s website in 2008, ensuring a balance between information accessibility and cybersecurity. His internet-presence program and custom-built Content Management System empowered the navy to effectively communicate with the public, laying the groundwork for the navy’s online presence today.

In a remarkable display of versatility, CAPT Sambalilo also contributed to healthcare technology. In 2017, his development of PN MedICS – a computerized hospital management system –transformed medical record-keeping and enhanced healthcare delivery within the Philippine Navy.

Demonstrating exceptional foresight, CAPT Sambalilo rapidly responded to the challenges posed by the recent COVID-19 pandemic. He ushered the implementation of critical systems such as the Electronic Document Management System (EDMS), the Electronic Learning Management System (PN ELMS), and the Navy Smart Card ID System at the navy headquarters. His ability to innovate under pressure solidified his reputation as a transformative leader.

Recognizing the critical shortage of cyber personnel, he pioneered initiatives to recruit cyber reservists and implement engaging cyber awareness campaigns. His influence extends beyond the navy, contributing to the overall cyber defense posture of the AFP and the Department of National Defense. With his leadership involvement in cyber system modernization programs and experience in organizing defense symposiums aimed at expanding cyber awareness, he organized the Philippine Fleet Defense Expo 2023 (PFDEX) which is the first full-scale defense exposition of its kind in the Armed Forces of the Philippines serving as the model for future expositions in the organization.

Beyond his technical prowess, CAPT Sambalilo is a compassionate leader. His passion for triathlon and heart to support the families of fallen AFP personnel has led him to implement the Race for Our Heroes (RFOH) program since 2019. With a distinguished naval career spanning 29 years since joining the AFP in 1995, Captain Sambalilo is a seasoned officer approaching his final decade of service. Turning street-level encounters into opportunities to build rapport, she has become a beacon of trust in a field demanding it. Currently serving as the Monitoring and Evaluation Police Non-Commissioned Officer (PNCO) at the Cagayan de Oro City Police Office in Misamis Oriental, PSSG Jovita embodies the belief that a police officer’s most crucial role is to be, first and foremost, a trusted member of the community.

Among her many initiatives within her elevenyear career, the “Gatas Mo, Kinabuhi Ko” program launched in 2018 stands out as a shining example of her innovative approach to community service. Inspired by the bayanihan spirit, this program bridges a critical gap, providing life-saving breast milk to mothers unable to nourish their infants.

PSSG Jovita’s unwavering resolve was tested initially, as colleagues questioned the program’s relevance to police work. Undeterred, she embarked on a mission to educate and build support, then became a part of the Cagayan de Oro City Health Department’s Maternal Nutrition Infant and Young Child Feeding Task Force. She personally visited health centers,

empowering mothers with milk expression techniques and collaborating with Barangay Nutrition Scholars (BNS) to establish a milk collection system for a designated milk bank. PSSG Jovita’s dedication bore fruit: since its launch, 302 women have generously donated breast milk, benefiting 496 infants across 19 barangays.

Her vision extended beyond her local community. She actively advocated for the program’s replication in other stations. Her efforts were recognized at the Police Service Anniversary, where “Gatas Mo, Kinabuhi Ko” received the “Best Junior Police NonCommissioned Officer for Administration” award. This recognition provided her with the resources to purchase ice boxes for each station, facilitating a seamless milk collection and storage process for lactating mothers unable to deliver the milk themselves.

Jovita further solidified the program’s foundation by establishing Memorandums of Agreement (MOAs) with Modern Nanays, a group of lactating mothers in Northern Mindanao, and the City Health Office. These collaborations ensured not only ensured the program’s longevity but also fostered a more approachable image of police officers, strengthening community relations.

Beyond her groundbreaking work with breastfeeding, PSSG Jovita has made significant strides in addressing other pressing community issues. Her Safe Swim Program aims to prevent drowning incidents by equipping both police personnel and at-risk children with essential water safety skills.

By training 20 police officers and 20 vulnerable children in scientific swimming techniques, Jovita has not only enhanced public safety but also provided a therapeutic outlet for children, including those in conflict with the law.

Her “Together We Can” program, launched in 2017, focuses on equipping the youth with the knowledge and skills to resist the pressures of substance abuse and bullying. To date, the program has reached 600 senior and junior high school students in Cagayan de Oro City, empowering them to make informed choices and build resilience.

PSSG Jovita’s dedication to community service extended beyond her core programs. During the height of the COVID-19 pandemic, she recognized the challenges faced by senior citizens, many of whom were unable to access basic necessities like haircuts. In response, she coordinated with local Barangay Peacekeeping Action Teams (BPAT) to organize a free haircut service.

This effort not only delivered a much-needed service but also exemplified the police force’s commitment to community welfare during a challenging time. Under her leadership, Police Station 9 achieved the remarkable distinction of being recognized as a child-friendly station, ranking second in the region for its exceptional capability to handle children with special needs. A seasoned strategist and tactical expert with 15 years of service, PMAJ Balmaceda currently serves as the Deputy Force Commander of the Regional Mobile Force Battalion of the National Capital Region Police Office (NCRPO). PPMAJ Balmaceda’s career reached a defining crescendo during the siege of Marawi City in 2017. As a platoon leader of the Scout Ranger Class 202-2017, he found himself at the epicenter of a brutal urban conflict that pitted government forces against a determined and heavily armed enemy.

The battle raged for five months, and their ranger class caught up the last three remaining months: a relentless ordeal marked by intense firefights, improvised explosive devices, and the constant threat of sniper fire. PMAJ Balmaceda and his Ranger Class endured these challenges with unwavering courage, employing innovative tactics to neutralize enemy positions and protect civilian lives.

PMAJ Balmaceda’s unit endured significant losses but persevered – their sacrifices instrumental in turning the tide. A pivotal moment arrived in October 2017, when a daring intelligence-driven operation led to the neutralization of key extremist leaders and the liberation of hostages. Recognizing vulnerabilities in the recruitment process, and thru the guidance of his superiors, he spearheaded the development of Operational Plan “Pagsungko” in 2020. This initiative marked a turning point, introducing unprecedented oversight through the deployment of the PNP Integrity Monitoring and Enforcement Group (IMEG) to monitor recruitment activities nationwide. Pagsungko’s impact was substantial: leading to the apprehension of individuals involved in recruitment-related misconduct and fostering a more equitable system for aspiring police officers.

Complementing Pagsungko, PMAJ Balmaceda initiated Oplan “Bansay” (Bantay sa Pagsasanay) to safeguard the integrity of the PNP’s Basic Recruit Training Program. Through the Training Process Monitoring Team (TPMT), Oplan Bansay has effectively addressed malpractices, corruption, and abuse within training centers, significantly enhancing the quality of training and producing a more competent and ethical police force.

PMAJ Balmaceda’s two-pronged approach to recruitment and training development underscore his commitment to building a more transparent, accountable, and professional police force.

A staunch advocate for environmental conservation, PMAJ Balmaceda recognized the critical role of the La Mesa Watershed Reservation Complex in sustaining life in Metro Manila. As the last remaining rainforest in the metropolis, this 27-square-kilometer ecosystem is a vital source of clean water for millions of residents. To safeguard this irreplaceable resource, Balmaceda spearheaded the development of a security plan with proactive and reactive strategy, that would shield the watershed from threats while preserving its ecological integrity.

The resulting security plan outlines a comprehensive approach to safeguarding the watershed. It encompasses a wide range of measures – from physical security protocols to environmental conservation initiatives – to be implemented by government agencies, private corporations, and actively participated by the surrounding local communities of the complex.

Since 2008, PMAJ Balmaceda’s career has been a relentless pursuit of justice, marked by critical assignments across the archipelago. From the urban jungles of Luzon to the remote provinces of Mindanao, he has confronted the nation’s most dangerous threats head-on. His commitment to duty has led to the dismantling of notorious criminal networks, the capture of high-value targets, and the seizure of illicit contraband.

A graduate of the Philippine National Police Academy “Sinag-Tala” Class of 2012, PMAJ Balmaceda has distinguished himself as a leader adept at both strategic planning and tactical execution. His exceptional service has been recognized with over 80 medals, awards, and distinctions, a testament to his commitment to excellence in law enforcement.

My focus is to successfully facilitate the surrender of insurgents without a single shot being fired, demonstrating the government’s support for their reintegration into society. I am proud to report that, since launching such initiatives, no new terrorist activities have been recorded within our area of responsibility. This reflects my dedication to a comprehensive, whole-of-nation strategy.”

Beyond the capture of criminals lies a deeper mandate for police officers: to dismantle the networks that breed terror. A true guardian of peace shields the public not only from violence but also safeguards them from its enduring consequences. Police Lieutenant Colonel Bryan G. Bernardino exemplifies this commitment.

With a distinguished career spanning over two decades since 2003, PLTCOL Bernardino has been a steadfast sentinel against crime and terrorism. Presently the Chief of Police at the Tacurong City Police Station in Sultan Kudarat, his expertise in intelligence operations has been instrumental in thwarting numerous threats to public safety in the volatile landscapes of Mindanao.

PLTCOL Bernardino’s name echoes through the annals of Sultan Kudarat as an officer of courage and strategy. His “Kakep Ka Su Kalilintad” initiative, forged through ironclad partnerships with the Armed Forces of the Philippines, barangay-formed intelligence networks, and local government units, shattered the stronghold of extremism in the area. The endeavor bore fruit: compelling 53 former violent extremists and 12 hardened combatants to lay down their weapons and renounce their paths of strife.

PLTCOL Bernardino’s mettle was further cemented with the elimination of the notorious insurgent linchpin known as “Boy Jacket.” His demise marked a decisive blow against violence, ushering in a new era of tranquility in the region.

PLTCOL Bernardino also led the warrant execution against alias “Abu Aiman”, a guerilla figure linked to a history of unrest. This individual was believed to be the architect of several bombing incidents in Sultan Kudarat and nearby provinces over the years, including the bombing incident at South Seas Mall in Cotabato City. Abu Aiman’s capture was a pivotal victory in the PNP’s broader efforts to curtail threats to public safety.

Beyond his tactical achievements, PLTCOL Bernardino’s heart for service shines in his community initiatives. The “Skul Ka Ba” program – formally known as Sama-Samang Kabataan Upang Labanan Ang Kasamaan Ng Bisyo At Adiksyon – is a collaborative effort launched in 2012 involving the PNP, health units, social welfare offices, and the Department of Education. The program has since transformed classrooms into sanctuaries of awareness against the scourge of drugs, receiving recognition from various agencies for its effectiveness in fostering a healthier, drugfree generation in Sultan Kudarat.

PLTCOL Bernardino’s commitment to a harmonious Sultan Kudarat is further evidenced by “Project MADRASA” (Muslim Against Illegal Drugs and Radicalization Gearing Towards Aggressive and Sustainable Action). Launched in 2019, this initiative is distinguished by its focus on peacebuilding, interfaith dialogue, and community unity, acting as a defense against the corrosive influences of radicalization and drug abuse. Through dialogues, fora, and outreach, the project has illuminated the path to a safer future, shielding the next generation of over 300 Muslim youths from the clutches of radical recruiters.

Furthermore, PLTCOL Bernardino initiated “Project Isko - Empowering Education: Scholarship Grants for Deserving Students” in 2013. Through generous sponsorships from private and civil society organizations, coupled with the unwavering support of dedicated teachers in Sultan Kudarat, the project extends a financial lifeline to empower young minds to soar and achieve their full potential.

Through Project Isko, many students in Sultan Kudarat and neighboring provinces have gained access to educational opportunities that might otherwise have been out of reach, positively impacting both the PNP and the wider community.

PLTCOL Bernardino graduated from the Philippine National Police Academy in 2007. Throughout his service, he has received numerous accolades, including the Medalya ng Kagalingan, Medalya ng Kadakilaan, and Medalya ng Papuri, awarded by Police Regional Office 12 in December 2023. His bravery and skill in operations have also earned him the Medalya ng Pagtulong sa Nasalanta, Medalya ng Kasanayan, Medalya ng Katangitanging Gawa, Medalya ng Mabuting Asal, Medalya ng Paglilingkod, and Tsapa sa Natatanging Yunit, all recognizing his exceptional contributions to law enforcement.
