Their contributions in service and community involvements are geared towards making a difference in the sectors where they serve and the country at large. Their contributions speak of not only caliber but also of heart and community presence.

The Metrobank Foundation Outstanding Filipinos have consistently raised the bar of excellence in their fields. Their unsung narratives of triumph and resilience are our nation’s hope and inspiration—reminding us that all our actions, whether great or small, will yield lasting transformation as long as they are done for the right reasons.

Their examples, therefore, are a stark contrast to the dark days we have experienced in the past couple of years because they are bringing the much-needed light through their selfless work as purveyors of hope.

Over the years, the Metrobank Foundation has recognized Filipino role models in public service who best epitomize the cherished values of patriotism, integrity, courage, and social responsibility in their respective institutions and in the areas that they serve through the Metrobank Foundation Outstanding Filipinos. Indeed, this proves that heroes can come from anywhere, especially when you devote your time, talents and skills for the greater good.

As you hold this year’s Awards, I hope that all our honorees will be unwavering in building public confidence and promoting the highest service and ethical standards in their respective fields and endeavors. It is with pride that I congratulate the winners of the 2023 Metrobank Foundation Outstanding Filipinos, who will take the centerstage on August 29 at the Grand Hyatt Manila when they are formally presented and honored.

I also take this opportunity to commend and thank the officers of the Metrobank Foundation for consistently honoring deserving Filipino public servants since 1985. Their exemplary service to the nation through their chosen professions are indeed worth noting, emulating and celebrating.

As chairman of this year’s Board of Judges, I am fortunate to know first hand the selfless act and genuine public service performed by the national finalists and the winners. You are all deserving of the recognition and the government is blessed to have you in the service. Your stories are proof that indeed, there is hope for the country.

Public Service is a public trust. This is enshrined in our 1987 Constitution, specifically in Article XI (Accountability of Public Officers). Section 1 further states that “public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty and efficiency; act with patriotism and justice; and lead modest lives.”

The Metrobank Foundation Outstanding Filipinos awardees— composed of four teachers, three soldiers, and three police officers—have faithfully adhered to what a government employee should be as prescribed by the Constitution. The winners have displayed the universal values that Filipinos are defined by: patriotism, integrity, courage and social responsibility.

I urge all of you to continue inspiring the nation through your unmatched service to the country. Carry on your roles as active agents of positive change and influence in your respective communities.

Congratulations to the 2023 Metrobank Foundation Outstanding Filipino Awardees! Exemplars in the academe, military, and police sectors, they personify excellence and commitment to giving selfless service in their respective fields.

It was my honor to sit as Co-Chair of the Board of Judges, hearing the awardees’ humble narratives about how their hard work, passion, and struggles in life led not only to their personal achievements but also their significant contribution to and positive influence on their respective communities. Their hard work, commitment, diligence, perseverance, and resilience truly represent the core values of a responsible Filipino essential to building a strong nation.

Equally deserving of commendation is the Metrobank Foundation for its continuous and dedicated efforts of extending the reach of our exemplary Filipinos’ positive impact and influence on our society. Guided by the principle “Beyond Excellence,” the Metrobank Foundation effectively serves as an instrument to inspiring more Filipinos to go above and beyond their call of duty. Truly, the Metrobank Foundation is one with the Nation in promoting Filipino patriotism and encouraging their involvement in public and civic affairs.

These 10 exemplary public servants are trailblazers in their chosen vocations and are instruments for social good. Through this annual search that recognizes the best in the Filipino, we shine a spotlight to modern-day heroes whose service to the nation are worthy of emulation by their peers and by the rest of us. They embody the best in our people and deserve to be lauded for their steadfast commitment to inspire change towards the greater goal of nation-building.

Through the recognition of Outstanding Filipinos, we acknowledge the role of the armed forces in risking their lives to defend communities divided by strife, as well as in providing opportunities for peace to prevail. In enforcing the rule of law, we recognize the role of the police forces in laying the foundations of safe communities, allowing everyone to grow and thrive in nurturing spaces. We also pay tribute to our educators for shining a light on the future of our children and youth, giving learners the tools to not only understand concepts and ideas, but also hone values and principles.

As with previous years, this program would not be a resounding success without our institutional partners. I acknowledge the work of the Board of Assessors and the Final Board of Judges as well, who practiced great judgment in discerning those who deserve to be an Outstanding Filipino.

In a world where visions abound, it is easy for many to dream big. However, true leaders are those who follow through on their vision, translating dreams into tangible actions. One such visionary educator is Rex M. Sario, whose passion for innovation drives him to create a future where learners are fully equipped to conquer the challenges of the 21st century.

Mr. Sario’s brainchild, “Project iCONnect,” is a multifaceted initiative aligned with the Department of Education’s MATATAG Agenda, which seeks resilient reforms in education. At its core, “Project iCONnect” embodies the powerful mantra of iCON - “I Connected” - symbolizing Mr. Sario's unwavering dedication to synergistic and all-encompassing education. This groundbreaking initiative showcases six milestone accomplishments, fostering learning not only in classrooms but also in homes, schools, and the community.

Implementing the milestones with multidisciplinary and participatory strategies, Mr. Sario breathed new life into learning environments. Project iCON 21st CLEM, for instance, transformed poor learning classrooms into hyperflexible spaces that combine a laboratory, library, and ICT center all in one—thereby revolutionizing the way students learn. By nurturing his students' passions and allowing them to explore topics of personal significance, he fosters a love for learning that transcends traditional subject boundaries.

Transcending local geographical limits, Project iCon Global showcased Mr. Sario's bold approach of engaging a globalized education community. By involving parents, local leaders, and community members in his educational initiatives, he has created a supportive and nurturing environment that empowers students to succeed. He fearlessly sought to address the gaps in fiscal, physical, and human resources of the school, believing that education is a collective responsibility shared by all.

Recognizing the significance of literacy, Project iCon BASA Pangantucan became a beacon of hope for young learners at Balogo Elementary School. The project focused on improving reading proficiency, engaging partners and stakeholders to nurture a culture of reading.

Mr. Sario's commitment to fostering excellence in science and mathematics led to the birth of Project iCon STAP, a scientific, school-based professional development model. By focusing on capacity building for teachers, he aimed to leverage technology and teaching methodologies to elevate classroom instruction.

In his passion for education access, Project iCon Access was born, transforming Balogo Primary School into a vibrant and thriving Balogo Elementary School. This project brought essential infrastructure, including community-school access roads, school buildings, and additional teachers, effectively addressing absenteeism and promoting 100% average daily attendance.

In the face of challenges brought on by the pandemic, Project iCon Bayanihang Pagtuturo emerged as a beacon of resilience. Mr. Sario ingeniously employed a modified radiobased instruction, empowering teachers and parent leaders to effectively engage learners using a basic audio system called “trumpa.” Through this innovative broadcasting approach, he ensured that learning continued uninterrupted, even in the most remote corners of Bukidnon.

The six milestones of Project iCONnect are a testament to Sario's innovative and visionary approach to education. Under his leadership, Balogo Elementary School has experienced a remarkable transformation over the past years.

As the project took root, the impact on the students' academic performance was astounding, boasting 100% reader and numerate learners from kindergarten to Grade 6. The students' test scores have soared, and the percentage of least mastered skills has plummeted, paving the way for victories in academic competitions. The project also achieved a 100% promotion and participation rate, with a remarkable zero dropout rate since 2014.

At the core of Project iCONnect's innovations is Mr. Sario’s vision, where education is no longer confined within four walls. It extends beyond: envisioning a future where students are not just prepared for the challenges of the 21st century but are encouraged to lead and shape it. Mr. Sario’s Project iCONnect has set an unprecedented precedent, inspiring a generation of students who are not merely passive recipients but active creators of knowledge.

With 15 years of dedicated service, a happy marriage, and three children, Sario exemplifies what it means to be a true education innovator extraordinaire. With each step he takes towards change and redefining the possibilities of education, Sario's enduring legacy resonates through the corridors of learning, nurturing a generation of forward-thinking individuals ready to fearlessly tackle the challenges of the future.

He is June Elias V. Patalinghug, a trailblazer driven by a heart dedicated to effecting meaningful change.

Over an impressive 12-year career as a public elementary school teacher, Mr. Patalinghug's dedication to elevating teaching and learning practices has remained steadfast—earning him the endearing title of “Mr. Teacher All-in-One” among fellow educators and students alike. Embracing an unconventional teaching style, he has garnered admiration and acclaim for his ability to captivate the hearts and minds of even the most disengaged learners.

Pushing the boundaries of traditional teaching, Mr. Patalinghug's mission is to unlock the full potential of his students by infusing creativity, arts, and nature into his pedagogical approach. As an advocate for the fusion of academics and the arts, Mr. Patalinghug's mentorship and choreography have brought recognition to his school, district, division, and region in various cultural events and competitions locally and even internationally. His holistic approach to education is exemplified through students excelling not only in academics but also in music, writing, sports, and leadership.

Mr. Patalinghug's dedication to experiential learning extends to embracing nature's wonders. He introduced the “Reflective Nature Walks Utilizing the Outdoor Learning Environment Program (OLEP)” to cater to struggling learners, yielding tangible improvements in terms of their engagement and academic performance. Through these reflective nature walks, Mr. Patalinghug immerses his students in the beauty of the natural world, encouraging introspection and fostering a deep connection with the environment. His creativity took on new dimensions during the pandemic when the education landscape shifted drastically. As schools transitioned to online learning, he embraced the challenge with open arms by embracing technology as an ally. A true maverick, Mr. Patalinghug leveraged social media platforms like TikTok and Facebook as innovative teaching tools.

Harnessing the immense popularity and accessibility of these social media platforms, he captivated not only his students but also a wider audience of learners from different corners of the digital world. Mr. Patalinghug's social media accounts

have evolved into vibrant learning communities, where eager learners actively participate in educational challenges, engaging discussions, and interactive activities.

His pioneering approach to technology-driven education has inspired fellow educators to explore the potential of technology in their own teaching practices, elevating the learning experience for their students.

But his impact extends far beyond his immediate reach. As a trailblazer in research and strategic innovation, he spearheads collaborations with international agencies to elevate the standards of education in the country. Through his dedication to localized module creation and research work, he has earned accolades and recognition, inspiring fellow educators to embrace a culture of critical inquiry and continuous growth.

In the heart of Davao City, Mr. Patalinghug is not only a teacherinfluencer but also an altruistic community champion, fostering an environment of inclusivity and empowerment. Through his involvement in various community programs like Oplan Tulong Para Sa Baliok he has initiated as well as supporting his co-teachers' programs,Tulong Dunong, and Walk the Talk for Grande, Mr. Patalinghug has created a culture of support for underprivileged students, ensuring they have the resources and tools to reach their full potential.

The path of an educator is not without challenges. But in the face of adversity, his determination remains unshaken. While juggling the responsibilities of being a primary provider, he continued to excel in his teaching career.

Even on days when his rest is compromised due to sleepless nights and overwhelming responsibilities, Mr. Patalinghug remained undeterred in his role as an educator. Instead of allowing fatigue to hinder his effectiveness, he channeled his restless energy into inspiring and guiding his students with creativity and passion. Mr. Patalinghug found solace in his unyielding belief that things would get better in time.

His steadfast dedication to both his family and profession exemplifies how passion and perseverance can empower individuals to overcome life's challenges and make a positive impact on those around them. Amidst the halls of Don Jose M. Ynares Sr. Memorial National High School, Edgar R. Durana strides with purpose, a man on a mission, spreading warmth and dedication with every move. His journey as an educator finds its roots in a dream kindled by his highschool teachers who saw the promise in him and ignited his aspiration to become an educator. Little did he anticipate that this seed of inspiration would blossom into a greater purpose, nudging him toward his true calling: a relentless champion of Persons with Disabilities (PWD) education in Rizal province and beyond.

It was in 2004 when an unexpected door swung open for Mr. Durana—a training program scholarship opportunity at the Philippine Normal University designed to embrace and nurture the aspirations of deaf graduates from elementary schools. It was this scholarship that paved the way for Mr. Durana's foray into the world of Special Education (SPED) teaching. This pivotal moment marked the beginning of his deep-seated commitment to provide quality education for learners-with-special-needs.

Fast forward 19 years, and Mr. Durana has evolved into an emblem of inspiration for students with disabilities. As the esteemed Master Teacher 1/SPED Coordinator at his school, he wholeheartedly shapes the futures of his students. In his classroom, barriers fade away, dreams take flight, and students soar regardless of their challenges, empowered by his unwavering belief in their potential.

Mr. Durana's firm belief in equal opportunities for every child to flourish is evident in his numerous groundbreaking accomplishments. Notably, he spearheaded the creation of “Project Be I.E. Ready,” an initiative that revolutionized special education. Through structured and research-based session guides, Mr. Durana empowered teachers to adapt to the new normal and embrace inclusive teaching strategies.

The results speak for themselves: participating teachers underwent a transformative professional development journey, with over 90% of teachers reporting feeling more confident and equipped to handle the challenges of inclusive education in the new normal. The guides provided practical strategies and innovative approaches to cater to the diverse needs of learners, ensuring that no student was left behind.

As the project unfolded, the positive impact rippled throughout the school community. Students with disabilities experienced newfound motivation and self-confidence as they achieved milestones once considered out of reach. The school environment became more inclusive, with students from different backgrounds embracing diversity and supporting each other's learning journey. As data and testimonials poured in, academic performance among students with disabilities witnessed a remarkable upturn, with a notable increase in test scores and overall engagement.

Not only did Mr. Durana’s “Project Be I.E. Ready” produce immediate improvements, but it also sowed the seeds for a more inclusive and supportive educational culture. Teachers and school staff gained a deeper understanding and appreciation for the unique abilities and strengths of each student.

Mr. Durana was also the driving force behind the “SPED Income Generating Project,” where he sought to foster a sense of independence and entrepreneurship among learners with disabilities. The project not only instilled essential transition skills but also empowered parents, who saw their children's potential to lead self-sufficient lives. By involving students in the production and sale of products, the project showcased their talents and helped them become contributing members of the community.

Mr. Durana's pioneering efforts in SPED inspired other schools and educators to adopt similar inclusive practices, creating a network of support and collaboration to uplift learners with disabilities across the province.

In the wider community, Mr. Durana's heart for service extended to the less advantaged. His “Alay Pag-Ibig Para sa mga PWDs ng Binangonan” project stood as a testament to his dedication to improving the lives of individuals with disabilities within the community. From teaching Basic Filipino Sign Language to addressing their well-being during the pandemic, this community service initiative aimed to raise awareness and create a more inclusive society.

A beacon of collaboration, Mr. Durana also initiated a partnership with the Rizal Provincial Technical Education and Skills Development Center-Binangonan (RPTESDC-Binangonan) to offer scholarships in bread and pastry production for learners with disabilities. Through this community partnership, students gained valuable skills, enabling them to secure employment in bakery shops or embark on entrepreneurial ventures. This endeavor showcased his ability to bridge the gap between education and industry, preparing students for a promising future.

Recognized as a national and regional expert in SPED, Mr. Durana served as a consultant and resource person for various SPED trainings, contributing to the nationwide implementation of inclusive education.

Mr. Durana's tireless efforts and innovative approach to special education have not only transformed the lives of learners with disabilities but have also fostered a culture of empathy and inclusivity within the community. His impact as an educator and advocate continues to reverberate, illuminating the path towards a more inclusive and compassionate future.

To me, success means guiding students from a state of low confidence to confidence, from limited opportunities to many opportunities, and from feeling of powerlessness to being empowered. It is about observing their growth in confidence, diligence, and transformation from passivity to engagement and negativity to inspiration. Empowering teachers through the programs implemented fills me with joy. As a teacherleader, I believe in empowering others to take the lead.”

At the heart of higher education lies a collective goal: to deliver transformative education that catalyzes personal and societal transformation. This is particularly crucial in today's rapidly evolving world, where there is a greaterthan-ever demand for individuals equipped with exceptional skills, unwavering ethics, and a global perspective. Dr. Jovelyn G. Delosa has dedicated herself to this mission—envisioning a future where every graduate is prepared to thrive as competent leaders with commitment who can scale positive change in society.

Her journey as an educator began in the humble town of San Roque, Talakag, Bukidnon, where she experienced firsthand the challenges faced by children in pursuit of education. To reach their schools, these children had to walk for hours under makeshift umbrellas made of “gabi” (taro) leaves during rainy days. She also experienced this challenge. This same experience ignited Dr. Delosa’s dream to be an “umbrella” for others, guiding and supporting them toward a better life through teaching.

For nearly 25 years, Dr. Delosa has committed herself to education, from being a teacher in basic education to higher education, focusing on teacher education to contribute to the formation of exemplary teachers who can empower their students for a brighter future.

As an associate professor with a specialization in educational assessment at Northern Bukidnon State College and designated as the Vice-President for Academic Affairs, Dr. Delosa led initiatives that highlight the significance of assessment not only for the improvement of learning but also for ensuring the appropriate scope, depth, and rigor of students' learning experiences. With the support of the Board of Trustees, the college president, and college officials, she was able to implement programs for leadership formation.

Throughout her career, Dr. Delosa has made significant contributions as a teacher-leader, with the support of the entire college and the university, led Xavier University’s School of Education into a center of excellence and has contributed to its achievement of the PAASCU accreditation (Level 4) and inspiring institutions nationwide.

With a keen focus on enhancing the emotional well-being of students, she supported mentoring programs for teachers and students. This student-centric initiative valued the well-being of learners and encouraged meaningful teacher-student interactions.

Dr. Delosa also looked into the various profile and contexts of the students, recognizing the importance of catering to the unique academic needs of this population. She spearheaded programs and training to ensure that the institution remained inclusive and relevant to the diverse community it served and championed the establishment of the ‘culture of care’.

Dr. Delosa's impact on higher education transcends the boundaries of her own institution, as she recognizes the importance of effective assessment practices in maximizing the impact of teaching. Understanding the important role of assessment, she dedicated herself to designing and implementing programs that empowered teachers to be equipped with assessment literacy skills. Through workshops, training, and collaborations with various institutions, she instilled a culture of assessment literacy, enabling educators to identify their students' strengths and areas for improvement and use assessment as an opportunity to guide students, for not everyone has the same access to resources, learning pace and abilities.

The "Assessing what Matters" program, a brainchild of Dr. Delosa's research, has been a cornerstone of her accomplishments. This campaign has brought together various higher education institutions in the region, fostering a community of practice where educators collaboratively share expertise and best practices in assessment.

Through her leadership, she brought together five teacher education institutions in the region under CHED's project on outcomesbased education (OBE) material development. One of LTCOL Bitancur's greatest personal challenges was his designation as the Assistant Commandant of the PAF Basic Military School. He inherited a training institution plagued by negative issues involving sexual harassment, hazing, and maltreatment of soldier candidates. Factions and groups among the military training instructors further complicated matters. However, he wasted no time in implementing reforms to curb these bad practices.

Disturbing the comfort zones of those who were already considered as “institutions” at the school was no easy task, but LTCOL Bitancur's efforts bore great results. Countless talks with the instructors, random inspections, troop information, and education sessions, even “small chats under the mango tree,” provided him the opportunity to influence and inspire the instructors to uphold the highest standards of training and discipline. He instilled in them the belief that they must take care of the students entrusted to them and mold them into snappy and disciplined soldiers of the organization.

LTCOL Bitancur’s unwavering commitment to uphold the highest standards of training and discipline has resulted in a significant reduction of such incidents. The most recent graduating classes had zero cases of maltreatment, hazing, and sexually related offenses, setting a new benchmark for professionalism and respect in the training environment.

As an IP and FE of the T-41 (Military Cessna) Trainer Aircraft at PAFFS, LTCOL Bitancur is deeply passionate about teaching aviation students the essentials of flying. His innovative approach to instruction, especially during the pre-solo phase, has helped students gain confidence and proficiency in handling aircraft.

His emphasis on situational awareness and safety procedures has instilled a strong sense of responsibility among his students.

One of his most memorable stories as a soldier was when he participated in the rescue of two army personnel wounded in action in Sultan Kudarat during the height of the war against violent extremists in 2014. As a helicopter pilot, he played a critical role in airlifting the wounded soldiers to safety, navigating through dangerous territory while ensuring the safety and survival of his passengers.

Beyond his flying and instructing duties, LTCOL Bitancur's involvement in community programs has made a positive impact on society. He has actively engaged as a resource speaker in the Campus Peace and Development Forums sponsored by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). To provide comprehensive support and monitoring for complainants, she established the ICAMP (PNP IMEG Complainant and witness Assistance and Monitoring Program) a specialized unit within the police force. The ICAMP not only assists victims in their pursuit of justice but also actively engages in public awareness campaigns to prevent crime and educate communities on safety measures. Through ICAMP, PMAJ Cunanan has empowered countless individuals to speak up against injustice, fostering a safer and more secure environment for the most vulnerable members of society.

Gone are the days when law enforcement merely relied on traditional approaches to maintain order and security. Instead, a new generation of police officers, exemplified by Police Colonel Renell R. Sabaldica, now spearheads innovative strategies and collaborative endeavors, ushering in a paradigm shift that redefines the landscape of security and societal progress. With an illustrious 26-year career in the Philippine National Police (PNP), PCOL Sabaldica stands as a stalwart guardian of peace and order, earning him a reputation as a paragon of excellence among his peers.

One of PCOL Sabaldica’s milestone accomplishments is the remarkable transformation he spearheaded in the province of Cagayan. Under his leadership as the Provincial Director of Cagayan Police Provincial Office (PPO), he contributed significantly to reducing crime incidence and elevating public safety in the province. The once turbulent landscape transformed into a haven of peace and trust, fostering a sense of security and tranquility among its residents.

Notably, during the national and local elections on May 9, 2022, he spearheaded efforts that resulted in a historic outcome: zero electionrelated incidents and violent crimes for the first time in the province’s history.

Under PCOL Sabaldica's leadership, Cagayan experienced significant progress in peace and order, with total crime volume decreasing by 27.5% from 2020 to 2021 and plummeting by 47.4% to 2,228 in 2022. Index Crimes against persons also decreased by 12.3% in 2021 and 7.9% in 2022. His anti-criminality campaign played a pivotal role in making the province safer.

In addition to his achievements in crime reduction, PCOL Sabaldica has made significant strides in resolving the longstanding armed struggle in the countryside through his initiatives called Project ARUGA, Lingkod Bayanihan Pabahay Projects, and other activities engaging former rebels and the community. Through strategic community outreach activities and symposiums on communist ideologies, he successfully garnered support from the community, leading to positive changes and backing for government initiatives. The impact of his endeavors is evident in the lives of over 33,000 individuals who directly benefited from the outreach activities, with funding amounting to more than PHP 4.4 million sourced from various entities.

For PCOL Sabaldica, redefining the boundaries of public safety entails looking beyond reactive measures to preventive and proactive strategies. Instead of solely focusing on crime response, PCOL Sabaldica invests in crime prevention, community engagement, modern policing strategies, and securing the welfare of his fellow officers.

In his current capacity as the Chief of the Morale and Welfare Division, PCOL Sabaldica is at the forefront of implementing programs that enhance the quality of life for police officers and their families.

Recognizing the toll that the profession can take on the mental health of law enforcement personnel, he is committed to providing access to counseling services and support systems to help officers cope with the challenges they face in the line of duty.

Recognizing the importance of embracing technology and data analytics, PCOL Sabaldica harnessed these tools to enhance the effectiveness of PNP operations. Existing information were analyzed using comprehensive database as basis for decision-making. This proactive approach strategically allocated resources and deployed officers where most needed, increasing efficiency and significantly improving public safety by staying ahead of criminal activities.

In a display of financial stewardship, PCOL Sabaldica initiated the creation of the Finance Service Office 14 Administrative and Operations Manual. This comprehensive guide streamlined financial management processes, promoting efficiency and transparency in resource allocation.

At the core of PCOL Sabaldica's transformative approach to public safety lies collaboration and community engagement. By forging strong partnerships with various entities, including the Provincial Government of Cagayan, non-profit organizations, and private sectors, he brought his brainchild initiatives to life. Project UBE, Clean and Green: CPPO Dream, and Project WAGI are shining examples of his innovative thinking and proactive mindset.

Project UBE, or "United for Baby of Eve: Isang-daang Piso para sa Batang may Kailangan," supports families caring for children afflicted with life-threatening diseases through financial assistance and groceries.

Clean and Green: CPPO Dream tackles environmental sustainability, comprising four major components aimed at creating a cleaner and greener environment. Collaborating with the Provincial Government of Cagayan, PCOL Sabaldica's team embarked on reforestation and rehabilitation efforts for the Cagayan River.

Project WAGI, which stands for "Welfare And Good Intentions," engages the religious sector for the preventive and restorative approaches of the PNP Internal Cleansing Progam as well as spread the good deeds, anti-criminality and counter-terrorism programs of Cagayan PPO, and build an image that the Cagayano Cops are approachable, nice, kind, true to their oath of upholding the welfare and security of the people.

PCOL Sabaldica's inventive strategies and collaborative endeavors have led to a profound impact on the lives of the people he serves. By involving the community in shaping their own well-being and security, he has fostered a stronger and more resilient society. These initiatives demonstrate his dedication to public service and belief in the transformative power of collective action.
