Building a brighter future is predicated on people who believe this is possible.

It is not enough to insist that change is necessary; one must aspire to be the change that one seeks and create opportunities to empower one’s fellows into becoming their best selves. This is no easy task: it requires grit to rise above challenges to lay the groundwork for meaningful, sustainable mechanisms of growth. Humility, too; standing out and speaking up means being able to take criticism with grace and being flexible enough to accommodate the views of others.

But the rewards are exponential. For every individual who aspires to dream big are countless more who are motivated to do the same.

The individuals honored by Metrobank Foundation were once inspired to act on their ambitions by someone who touched their lives—perhaps a patient teacher, a brave soldier, or a merciful police officer—and told them that they, too, could make a difference.

Now they serve as an example to many. The Metrobank Foundation Outstanding Filipinos have consistently raised the bar of excellence in their fields. They have thrived amidst adverse circumstances and demonstrated confidence and sound judgment under pressure. Many of them have proudly raised our flag overseas. They have stood shoulder-to-shoulder with their global peers and demonstrated the creativity, professionalism, and resilience that we pride ourselves on.

As a nation we are blessed with hardworking and honorable public servants, but even among these swelling ranks, our outstanding teachers, soldiers, and police officers stand out. Their narratives of triumph and resilience are an inspiration; they remind us that change is not the burden of one person, but is the responsibility of a collective. More importantly, they remind us that meaningful change does not happen overnight, but is the outcome of years upon years of people doing what they believe is right.

This is why we at the Metrobank Foundation strive to amplify the reach of their vision.

We provide our Outstanding Filipinos with a platform for their voices to be heard across the nation and open avenues of cooperation between like-minded individuals. We trust that with each person they inspire to act, we move the Philippines closer to the peaceful, equitable, and prosperous nation that it can be.

The FLAME, excellence refined through seasons and trials, shining brightly so others may also aspire to be beacons of inspiration for community and country.

My warmest greeting to the Metrobank Foundation, Inc. and the Rotary Club of New Manila East as you hold the Search for the Country’s Outstanding Police Officers in Service (COPS). I also greet the PS Bank and the Philippine National Police for your partnership in this project.

The problems on drugs, criminality, and terrorism are the impediments that block our way towards lasting peace and progress. We have to break these barriers so that we can put in place the reforms necessary for us to move forward. Fixing our country is indeed a difficult task but because we have dedicated public servants like the members of the Philippine National Police who are now more committed and determined to fulfill their duties, there is no doubt that we shall soon realize our shared aspirations.

I thank you—the organizers of this search, your co-hosts and all the participating uniformed men and women from the PNP—for your contributions to nation-building. I highly commend, too, the COPS awardees for your exemplary deeds of service for our country and for our people. I hope that you will continue to be a reflection of the PNP’s motto of service, honor, and justice and may you take bolder steps to strictly enforce the law, maintain order, ensure public safety, and provide support to our communities.

The Philippines we have today allows us to become heroes in our own little ways. Remember that our actions, no matter how great or simple, will redound to our collective lasting transformation. Let us work together to win our fight against those who wish to stop our efforts towards real change.

On behalf of the Department of the Interior and Local Government (DILG) family, I commend the COPS awardees for their extraordinary courage, professionalism, integrity, and commitment to service.

I salute this year’s COPS awardees composed of gallant men and women of the Philippine National Police (PNP). Wear your uniforms with pride –because you inspire change and increase the trust and confidence of the public to the PNP.

And I am pleased to say that the COPS awardees of the past years now serve as the models to the rest of our personnel, not only in their professional careers but also in their personal lives.

I am happy that this partnership that we have with the Metrobank Foundation, Inc., the Rotary Club of New Manila East and the PSBank continues to grow strong as we face the increasing challenges of the service. We now find more meaning to this partnership as we heed the call of President Rodrigo Duterte for positive change in the entire country. Laying the foundations of our future begins with the safety of our homes and communities: tomorrow’s leaders are the children of today, and they must be allowed to grow and thrive in nurturing spaces. The ten men and women we honor this year have, in word and deed, made it possible for more of our youth to lead meaningful and dignified lives. On behalf of the board of judges of this year’s Search for COPS, I thank the trustees, officers, and staff of Metrobank Foundation, Inc. and PS Bank, as well as the officers of the Rotary Club of New Manila East, for bestowing your trust and confidence in our capability to select the country’s outstanding police officers in service and for guiding us to carry on with our tasks fairly and objectively. Indeed, we feel privileged to have played an instrumental role in the continuous advocacy of giving due recognition to the gallant men and women in the Philippine police force that have excelled in their profession of protecting and serving the people.

We have been given the opportunity to hear the views of these outstanding police officers first hand and learned about how they perform their duties and conduct their public service with excellence, despite great adversity oftentimes. They have made us realize that while the image of the police has been tarnished by the usual news of rogue, corrupt, and even criminal cops, there are those who remain true to their vows and duties to faithfully serve and protect the people. In my mind, they have erased the stereotyped police we read and hear in the news and renewed my faith in their profession. The outstanding police officers selected have earned my respect and certainly they deserve the respect of the country. As the Philippine government intensifies its fight against criminality and illegal drugs with the Philippine National Police at the forefront, we say this to our outstanding police officers with us today: by your deeds and example, lead your colleagues and show them how to properly and lawfully carry on the fight with integrity and true sense of nationalism.

Since 2007, we have been a partner of this Search together with the Metrobank Foundation, the Rotary Club of Manila East, and the Philippine National Police. It is an opportunity to celebrate the values of integrity and service beyond duty, which should be at the core of every human spirit.

On behalf of the Rotary Club of New Manila East, I would like to extend my warmest congratulations to the winners in this year’s Search for the Country’s Outstanding Police Officers in Service (COPS). May you continue to inspire your fellow police officers in service and serve as living proof that maintaining peace and order is a shared responsibility between the police and the community they serve.

We, the organizers of the COPS Search, believe further that peace and order should be achieved through a peaceful manner and within the bounds of the law. May our Country’s Outstanding Police Officers serve as shining examples that criminalities can be resolved by peaceful means through the active involvement of the community in assisting and working with the police force in order to ensure peace and order.

The Search for the Country’s Outstanding Police Officers in Service (COPS) is a renowned annual recognition of exceptional police officers who exemplify excellence, commitment and dedication to their duty as avant-gardes in ensuring the maintenance of the public safety, peace, and order. For over a decade now, the Search not only recognizes these men and women in uniform for their great contributions but also inspires the entire police community to continue doing exemplary deeds, elevating the standards of public service for the progressive culture of the whole community.

With these, I would like to congratulate the honorees of the 2016 COPS Search. You are all role models of gallantry, integrity and accountability who have been vigilant in protecting and sustaining people’s welfare and security to move our nation forward. RECOGNIZING EXCELLENCE IN PUBLIC SERVICE h

The Search for COPS is a joint undertaking of the Metrobank Foundation, Rotary Club of New Manila East, and PSBank, implemented in close coordination with the Philippine National Police. Recognizing the shared responsibility between the police officers and the community, the award seeks to identify gallant men and women in the police force who are able to work with the community to prevent and solve crime. Every year, four Commissioned Officers and six Non-Commissioned Officers win this prestigious award.

History of the Competition

The campaign of providing due recognition to Filipino police officers who are dedicated in improving our quality of life would inspire other men and women of the PNP and other Filipinos to continue enhancing their service and to perform with competence and integrity. The Rotary Club of New Manila East thus established the Best Community Oriented Policemen (COP) Award in recognition of the important role of the vocational and community service component of police work in pursuit of peace and order. Starting as an award for police officers in Metro Manila in 1998, the competition was expanded nationwide, garnering the support of the PNP, particularly the Directorate for Police Community Relations, and other community stakeholders as well.

On the other hand, the Metrobank Foundation, since 1993, has provided support to programs benefitting dependents of uniformed personnel of the Department of the Interior and Local Government in recognition of their invaluable role in nation building. This support took the form of grants that benefited primarily the Philippine National Police. In 1999, the Foundation decided to recognize selected individuals who have excelled among the ranks of the police force, highlighting their achievements and promoting them as models who would hopefully restore public confidence and respect to the PNP.

Coming Together and the Birth of a New Program

With the rise of terrorism globally, it has become apparent that the usual police action no longer suffices. More and more, the need for the police to work with the community becomes even more apparent. Likewise, the Philippine National Police itself launched a program that addresses this particular concern. Under the “Organizational Development, Neighborhood Mobilization, and Continuing Education (ONE)” Program of the PNP, community involvement was affirmed as a vital component of police work. With the emphasis shifting to community involvement, the RCNME began looking for partners that would help support and further develop its awards program. Sharing in the vision and objectives of both the RCNME and the PNP, the Metrobank Foundation began exploratory talks with the RCNME in 2001. The following year, the partnership among RCNME, Metrobank Foundation, and the PNP was formalized with the signing of a Memorandum of Agreement that outlined the parameters of the tri-partite partnership.

Exemplary police officers strike a balance between their twin responsibilities of crime solution and crime prevention. They know that bringing perpetrators to justice inspires confidence in the police force’s capacity to protect the communities they serve, but they also understand that uplifting the conditions of these very communities helps diminish the need to resort to illegal activity. More importantly, they demonstrate, through their words and actions, a respect for the spirit of the law and faith in our judicial processes.

The men and women recognized by the Metrobank Foundation as the Country’s Outstanding Police Officers in Service for 2016 have embraced the guiding words of the Philippine National Police, “To Serve and to Protect.” They have made it their mission—not just as police officers, but also as private citizens—to protect their communities to the best of their ability and put others’ needs above their own. They lead by example and, by doing so, inspire the next generation of Filipinos to believe that all are equal before the law.

As we approach a new chapter in our unfolding narrative as a nation, the police force are accorded greater powers but are also burdened with greater responsibilities. We hope that they will look to our COPS for guidance and aspire to emulate their accomplishments as stewards of justice and peace.

“It’s a different yet fulfilling feeling to see tears of joy, relief, and smiles from the persons who needed our services. It makes me proud to know that during those times, we were the answer to somebody’s prayers.”

Ateacher by training, Police Chief Inspector Ryan Manongdo channels his capacity for mentoring and compassion into keeping the peace in his community.

Since assuming leadership at Pozzorubio Police Station, PCI Manongdo has successfully curbed motorcycle-riding criminals, illegal drug activity and significantly reduced crime volume particularly on crimes against property. Chief among these accomplishments are the apprehension of the municipality’s top drug personality and a rogue cop-turned-hired gun, and the identification of suspects in a school robbery.

PCI Manongdo understands the importance of community relations in minimizing crime: his

Sanib Pwersa program organizes various volunteer groups for crime prevention and disaster response, while BANDO, a project which aims to achieve people transformation in the PNP, provides the community with frequent updates about the police station’s activities. Project Selfie, on the other hand, promotes accountability among police and citizens alike: equipping officers with cameras to provide evidence as well as protect officers from malicious complaints.

But his more innovative community relations programs center on children—a nod to his background as an educator. Pulis Niño promotes child safety through information campaigns and symposia on common hazards and risks, while Project Papa Bear aims to provide immediate assistance and emotional support for children in traumatic situations through child-friendly interactions and facilities manned by the station’s Women and Children Police Desk (WCPD).

The secret to Police Superintendent Jemuel Siason’s rise from the ranks is his dedication to the organization: he is committed to elevating the quality of the police force, leading by example and reaching out to the people he has sworn to protect.

He has scored numerous successes in the field of intelligence work, providing sensitive, accurate information on high-risk cases ranging from international terrorist activity, illegal drugs, to political insurgency. The breadth and reliability of his network is testament to his goodwill and respect towards the community. The most recent feather in his cap: assisting the 84th Seaborne SAF in the neutralization of the international terrorist known as Marwan; PSupt.

Siason directed all his action agents and intel resources towards conducting monitoring and surveillance of the target.

In a previous assignment, as Chief of Police of Tboli, PSupt. Siason led two high profile cases. The apprehension of a certain Commander Alex, one of the top-ranking CPP/NPA/NDF leaders in Southern Mindanao, yielded the recovery of AK-47 rifles, which were eventually found to be a part of the controversial batch of unaccounted rifles. He also led a massive campaign against illegal drugs, which culminated in the destruction of shabu tiangges , drug dens, and marijuana plantations worth 30 million pesos.

PSupt. Siazon adheres to the principle of modern policing that “the police is the community, and the community is the police.” This is evident in how strongly he advocates for strengthened police community relations. He was one of the main implementers of the Philippine National Police’s Integrated Transformation Program, an internal initiative aimed to enhance the organization’s credibility and effectivity. He has been instrumental in mediating local peace talks between local government and the Moro National Liberation Front, and between indigenous peoples. His most recent engagement involved uniting various stakeholders for a public safety advocacy in Sultan Kudarat.

PSupt. Siason has a master’s degree in public administration from the Polytechnic University of the Philippines. He is married and has one child.

“Making other people happy is my main source of fulfillment as a police officer. I am fulfilled whenever I am able to accomplish something, particularly on doing community service and outreach programs in the community.”

Police Senior Superintendent Mario Rariza, Jr. has been stationed in various corners of the archipelago throughout his storied 29-year career with the Philippine National Police. From the Cordillera highlands to the southern reaches of Zamboanga City to his current posting in central headquarters, PSSupt. Rariza has embodied the PNP’s philosophy of Service, Honor, and Justice.

His career highlights include the seizure of the largest recorded haul of illegally

acquired precious corals and rare shells; the rescue of 59 human trafficking victims, and the elimination of 140 million pesos worth of marijuana in La Union and Benguet.

PSSupt. Rariza lent his expertise and dedication to the United Nations Mission of Support to East Timor, where he was stationed for two years. He served as a technical adviser to the Timorese police, helping shape the training, administration, and operational procedures of the fledgling force as it geared for the country’s first election.

His current designation as Deputy Director of the PNP’s Police Community Relations Group allows him to strengthen the level of engagement and trust between the police force and the people it has sworn to protect. One of his more recent innovations was to increase police presence in social media through the official PNP hotline Twitter account. He continues to actively organize community development initiatives like youth camps, feeding programs, and medical missions.

PSSupt. Rariza is married and has four children, one of whom is following his footsteps at the PNP Academy.

F or Police Senior Superintendent Susan Jalla, being recognized as one of the 2016 COPS is a fitting cap to a distinguished career in the police force.

PSSupt. Jalla has blazed a trail for women police officers: she placed 14th in the first criminology licensure exam in 1988 and worked her way up to her current post as Deputy Director for Operations of the crime lab. She served as ballistics expert in the notorious Rolito Go case and the kidnap-slay of Manuel Luis Ongpin Jr.—and this was just in the early years of her career. In 2012, she helped facilitate the burial of 16 newly-discovered human remains in the CARAGA region.

PSSupt. Jalla was instrumental in institutionalizing scene of the crime operations (SOCO) in the Philippines, implementing guidelines for crime scene processing. She initiated the Certification of Forensic Examiners program, which ensures that examiners are equipped with the skill set required of their post. She has also facilitated three batches of the Online Police Executive Course, the program of instruction of which she also developed.

Having served in the police force for 26 years, PSSupt. Jalla is keenly aware of the need to advance gender mainstreaming in our institutions. She is a sought-after facilitator of gender sensitivity training workshops and the only police officer among the certified trainers of the Philippine Commission on Women (PCW) Gender and Development Resource Pool. She was honored by the PCW during this year’s Women’s Day celebrations for her work in championing gender equality and women empowerment in the PNP.

PSSupt. Jalla has master’s degrees from the Development Academy of the Philippines and the Asian Institute of Management. She has two children with her late husband.

proud Tabangnon of Iriga City, Police Officer 2 Fatima Ibias Lanuza is keenly aware that her success is an inspiration to her tribe, especially to its women and youth. This is a responsibility that she takes seriously, and it manifests in the commitment and care that she bestows on her job.

Manning the Women and Children’s Protection Desk (WCPD) is not for the faint of heart: it takes empathy, coupled with a

respect for the rule of law, to ensure that its victims receive the justice they deserve. One of PO2 Lanuza’s most notable cases is the successful rescue of 12 trafficking victims and filing of charges against its perpetrator; another landmark investigation led to the prosecution of a man who has been sexually abusing his stepdaughter for nearly 15 years. Her adept handling of such cases has increased awareness of gender issues and encouraged women in her community to speak up and stand up for their rights.

PO2 Lanuza’s sensitivity and affable nature has strengthened the bond between the police and the community. As concurrent Police Community Relations Officer of her station, she is a frequent speaker on substance abuse, gender and development, and anti-bullying programs in schools and local civic organizations.

When duty calls, Senior Police Officer 1 Nida Gregas steps in–even if the shoes may seem too big to fill. Her current designation as chief of the Provincial Public Information Office of the Aklan Police Provincial Office is normally held by a police superintendent, but SPO1 Gregas has proven herself equal to the task.

A program director of the Radio Mindanao Network and news director of Intercontinental Broadcasting Corporation in Kalibo before entering the police force, SPO1 Gregas is best known by the people of Aklan as the voice of local public service radio program “PNP Report to the People. “ The show’s call-in format—in tandem with other police hotlines that she has established—

encourages listeners to seek assistance or report dubious activity and has resulted in the surrenders and arrests of suspects of rape, murder, and drug trafficking cases. Her establishment of the Aklan Police Defense Press Corps strengthened relations between the media and the police force, while generating 3.4 million pesos worth of coverage annually. For these achievements, SPO1 Gregas has been recognized as Best Performing PIO for Region 6 since 2013.

SPO1 Gregas shapes the worldviews of younger members of the police force as a certified instructor of the Regional Training School 6 and as Adjunct Instructor of the PNPUnited States Department of Justice-International Criminal Investigative Training Assistance Program. She also actively participates in community outreach programs and, in a personal capacity, facilitated the college education of five beneficiaries in partnership with the provincial government and the Department of Social Welfare and Development.

Asecond-generation police officer, Senior Police Officer 1 Mhay MayuyoRubio advances her mission by building collaborative partnerships between the police, local government, civil society, and the community.

Strengthening police community relations is integral to the success of any police force. These programs and learning opportunities elevate a community’s quality of life and help deter citizens from choosing a life of crime.

Among the many police community relations initiatives that SPO1 Mayuyo-Rubio has overseen include the Bahay Pag-asa Reform Center and Balik Loob reintegration program for former drug peddlers and users; a designated tourist-oriented police force in Bataan; and the Bataan Industrial Peace and Concerns Office, which serve as a liaison between the police, business enterprises, and the community.

The goodwill that SPO1 Rubio has built within the community has helped her cultivate a trustworthy network of informants and peacekeeping volunteers. This network has provided police operatives with reliable information on anti-drugs operations, abduction of minors, and human trafficking. Recent success include the rescue of human trafficking victims in seven brothels and the arrest of a gunman involved in the killing of a local journalist.

For Senior Police Officer 2 Jeffrey Ojao, commitment to his duty as a police officer means augmenting practical knowledge with academic rigor: even though he joined the police force in 2001, he pursued a criminology degree and license—achieving both in 2009. This, despite already having completed a bachelor’s degree in agricultural technology and 360 hours of nursing aid training.

This same patience and dedication is evident in the many successful

investigations that he has participated in. These include sensitive cases like the brutal murder of the chief nurse of Cabadbaran District Hospital and the arrest of big time drug smugglers in Cabadbaran City in Agusan Del Norte. He has also helped initiate legal action against an NPA platoon leader and his known associates.

SPO2 Ojao actively engages the communities in his area of responsibility. There is no task too small: he will distribute leaflets and pay personal calls to get the public to actively cooperate with the police station, or lead checkpoint inspections to educate motorists on traffic laws and ordinances. His personable nature makes him a perfect fit for conducting public consultations and dialogues on crime prevention and organizing barangay peacekeeping initiatives. He also conducts regular visits to schools and business establishments to check on and improve their existing security measures.

Having survived one of the most dangerous and controversial police operations in recent history, Senior Police Officer 3 Hamidhan Tebbeng is thankful for a new lease on life. But he’s not ready to rest on his laurels just yet.

As a member of the Philippine National Police Special Action Force (PNP SAF), SPO3 Tebbeng is used to being deployed in high-risk missions. He has shown immense courage in Oplan Exodus and in the Zamboanga City siege, as

well as in various operations against members of the Abu Sayyaf Group. He has since been honored by the PNP with the Medalya ng Katapangan, Medalya ng Kagitingan, and Medalya ng Kagalingan, among other commendations.

SPO3 Tebbeng has proven equally adept in the field of crime prevention. He has served as assistant team leader during search and rescue operations, and personally leads their station’s anti-dengue cleanup drive. He shares his best practices with his peers as an instructor for the PNP SAF’s maritime tactical operations course, as well as his faith by teaching Qu-ran literacy and Islamic values at the community mosque in Zamboanga City.

A proud member of the Blaan tribe of Sarangani, SPO4 Lantingan is a perfect fit for his station’s Indigenous People’s desk. He brings his unique perspective to tribal consultative dialogues and to speaking engagements for International Indigenous People’s Day celebrations.

His public service extends beyond his duties as a police officer. SPO4 Lantingan was elected chairman of his community, Purok Libertad, from 2008 to 2014. His tenure was marked by youth development initiatives, peacekeeping, and infrastructure development, including the planning and construction of the Nuestra Sra. De Regla Chapel in Alabel, Sarangani.

As a private law practitioner, Atty. Casurao has officially represented members and officials of the Philippine National Police from 1980 until his NAPOLCOM appointment. He was previously Vice-President of the Integrated Bar of the Philippines—Samar Chapter and is also the General Legal Counsel of the Philippine Councilors’ League. RECOGNITION PROGRAMS

Search for Outstanding Teachers (SOT) recognizes the country’s top educators aimed at fostering a culture of excellence and community service for the teaching profession. Started in 1984 is implemented in partnership with the Department of Education (DepEd) and the Commission on Higher Education (CHEd).

The Outstanding Philippine Soldiers (TOPS) honors the valor, gallantry, and self-sacrifice demonstrated by the men and women of the Armed Forces of the Philippines (AFP), in partnership with the Rotary Club of Makati Metro.

Country’s Outstanding Police Officers in Service (COPS) affirms the shared responsibility between our gallant police officers and the community in crime prevention and solution. It is undertaken with the Rotary Club of New Manila East, Philippine Savings Bank, and in close coordination with the Philippine National Police (PNP).

Metrobank Art & Design Excellence (MADE) hails Filipino artistry and creativity through the annual competitions in painting, sculpture, interior design, and architecture.

Professorial Chair Lectures, in partnership with government and academic institutions aim to strengthen key professions in the areas of law, health, public service and governance.

Search for Journalists of the Year (JOY) celebrates and honors distinguished Filipino journalists for their body of work that has contributed to the development of the nation and inspired other media practitioners. This is in partnership with Probe Media Foundation, Inc.

EDUCATION

Metrobank-MTAP-DepEd Math Challenge (MMC) raises the mathematical competitiveness of elementary and high school students through the annual mathematics competition in partnership with the Mathematics Teachers Association of the Philippines (MTAP) and the Department of Education (DepEd).

MetroGold Scholarship Program provides financial assistance to underprivileged but academicallydeserving students, while instilling among scholars the value of ‘paying-it-forward’ the gift of education they have received.

National Teachers’ Month encourages the different sectors of the society to pay tribute to the teaching profession in line with Presidential Proclamation No. 242 declaring September 5 to October 5 as National Teachers’ Month.

HEALTH

Manila Doctors Hospital (MDH) serves as the healthcare arm of the Foundation, offering a wide array of social services such as subsidies for in-house patients, outreach programs, medical missions, and other health-related interventions in adopted communities.

GRANTS

Financial and In-kind Grant Assistance is extended to socio-civic and non-government organizations, as well as, local and national government agencies whose projects/programs are aligned with the thrusts of the Foundation in education, healthcare, and visual arts, including the attainment of the Sustainable Development Goals (SDGs).

CALAMITY ASSISTANCE
