MPA SA has formally submitted a comprehensive proposal to Consumer and Business Services (CBS) as part of the Building and Construction Industry Review, advocating for a regulatory change that mandates stormwater installations be carried out exclusively by licensed plumbers For decades, this issue has remained unresolved, but we now have a critical opportunity to drive meaningful reform Consumers building new homes are frequently misled by poor advice, often opting for unlicensed individuals such as handymen, irrigation installers or builder’s labourers to install stormwater systems in an effort to reduce costs This practice, based on the misconception that lower prices equate to better value, has led to substandard installations that result in significant structural damage, costly repairs, and long-term financial burdens.

Following its 2025 federal election victory, the Australian Labor Party (ALP) has outlined several priorities aimed at supporting businesses and tradespeople. Here’s a summary of key initiatives:
• support for tradies and the construction sector
• Fast-Track Training: Labor plans to expedite the training of 6,000 tradespeople to address skilled labor shortages in construction. That does not include the licensed trades (Plumbing & Electrical)
• Apprenticeship Incentives: A $10,000 incentive will be offered to apprentices entering the construction industry, aiming to bolster the workforce needed for housing and infrastructure projects.

I have also included in my submission damning evidence that proves higher rainfalls in the state leads to higher complaints to SA Water in respect to sewer blockages and drainage issues It is imperative that legislative change be enacted to ensure stormwater systems are installed to the highest professional standards, safeguarding consumers and the integrity of our built environment.

Currently, work on stormwater drainage pipes not exceeding 90mm in diameter is exempt the Act aS outlined in the PGE Regulation 2010 There are no restrictions on who can install, maintain or repair stormwater pipes less than 90mm in diameter.

• National Productivity Fund: A $900 million fund has been established to enhance productivity through innovation, technology adoption, and better business practices.

• Occupational Licensing Harmonization: Efforts are underway to harmonize occupational licensing, including a national electrician licensing scheme, to reduce regulatory burdens.
• Abolition of Non-Compete Clauses: Beyond industrial relations, the removal of non-compete clauses is also seen as a measure to boost productivity by facilitating labor mobility.

By requiring qualified professionals to install all stormwater pipes, the overall quality of workmanship would likely improve. Poorly installed stormwater systems can lead to significant issues, such as blockages, poor drainage, water pooling, and even property damage, as well as the impact on the SA Water infrastructure particularly during heavy rainfall Addressing these issues upfront could save consumers from costly repairs in the future.
• Solar Sunshot Program: A $1 billion program aimed at supporting solar panel manufacturing in Australia is part of the broader initiative to promote sustainable industries.

Increased Compliance with Standards:
Qualified professionals are more likely to follow industry standards and regulations, ensuring that stormwater systems function efficiently. This would improve public safety, prevent environmental degradation (e g , erosion or flooding), and enhance the lifespan of the system
An SA Government initiative through Consumer and Business Services, South Australia (CBS) has come to fruition following many years of advocacy by Master Plumbers Association of South Australia (MPA SA) and an increasing number of complaints from the public. The new scheme will alert consumers about rogue tradies misleading and overcharging in the building and construction sector.
Reduced Long-Term Costs:
While the upfront cost may increase, better-quality installations would reduce the likelihood of fut repairs, maintenance, or complete system replacements This would represent a long-term saving consumers.
The ‘’Avoid Rogue Tradies’’ campaign was launched yesterday by Minister Andrea Michaels to help the community make wise choices when selecting tradies to complete work. The push to get three quotes and ensure competitive pricing is the aim, as opposed to outrageous price gouging by service providers, that subsequently ruins the industry’s reputation.
CBS is pursuing contractors that are engaging in deceptive and misleading behaviour, especially when complaints against companies reach seriously high levels. MPA SA supports this action and will also not advocate for any plumbing companies that engage in this behaviour.
Our 2025 Roadshows are well underway in both the regional and metropolitan areas of South Australia, it’s been great to chat to plumbers and find out the challenges they are facing. We do however require new participants to attend as a high percentage of plumbers so far have been repeat attendees.

c ontract? w hat contract?
Many plumbers don’t have written contracts with their clients. That is not wise. In this article we will look at a few of the reasons why you should have a written contract.
Why have a contract?
A contract is the rule book for your relationship with your client. It sets out the duties and obligations of each party. A good contract does not need to be complicated but the greater the amount of money involved, the more involved the contract should be.
Who ?
Identifying the parties to a contract is really important. If you need to chase your client, you need to know who they are and how to contact and if necessary find them!
If your client is a homeowner, there are some legal requirements for the contract you have with them. If you don’t obey those rules, getting paid can be very difficult and costly.
What?
What is the scope of work under the contract? If you don’t write that down, it can be hard to try to justify a variation (and extra charges) when you find yourself doing more than you thought you would have to do.
When will you start work and when are you expected to finish the work? When will you be entitled to an extension of time? Even though a contract might not mention ‘damages’ for late completion, if your client suffers loss because you are running late, you could be liable.
How much are you going to charge for the work? Is it a lump sum? Can you claim progress payments? Is it hourly rate work? If so, what are the rates?
You can have a different contract for each job but if you are doing a lot of work for one client, you might want to consider a ‘period’ contract. That is one set of terms that can apply to any orders you get from that client.
If you are doing jobs based on a verbal or written quotes only, there is a good chance that eventually you will find yourself in a dispute about payment.
Disputes can be costly and they are a distraction from day to day business. To avoid disputes, you should have your own form of contract. Get the client to sign it before you do any work and then at least you will know what the rules of engagement are!

As the end of financial year approaches now is a great time to take a look at your income and expenses for tax planning as well as impending reporting obligations.
Superannuation
If you would like a deduction within the 2025 financial year for any superannuation you may need to remit payment for any superannuation owing to date, by 14th June 2025. Ensure superannuation contributions owing for the June 2025 financial year are received by the superannuation funds by 28th July 2025, in most cases this may mean remitting payment by 18th July 2025. Remember superannuation rates increase from 1st July 2025 from 11.5% to 12%.
The 2024/2025 payroll must be reviewed, balanced and finalised by 14th July 2025, review all employee files and payruns to ensure they are all up to date. Review the payroll reports for wages and superannuation amounts and ensure they balance to the relevant expenses on the Profit & Loss. Payroll information for 2024/25 financial year must be submitted to the ATO via Single Touch Payroll (STP) by 14th July 2025 this can be carried out through your software provider.
Award wages are increasing from 1st July 2025, check your award to ensure your staff are receiving the correct rate.
If you employ workers in SA you must be registered for Workcover, a renumeration return for RTWSA (Return to Work SA) is required to be lodged after each financial year by 15th September. Lodgement is through the online portal, you are required to lodge both the actual wage details for the previous financial year as well as the projected figures for the upcoming financial year. Premium payments may be made in instalments or in one payment.
Review debtors and assess whether there are bad debts or if they may be recoverable, you may be able to write off bad debts as a tax deduction if they are not recoverable. Review any deposits being held and whether they relate to services performed in the following financial year in which case this would minimise income for 2025.
The impending end of financial year is a great time to review your expenses, any work-related expenses must be in direct relation to income earnt, ensure that any personal portions have not been claimed. Review any expenses such as subscriptions, insurance or membership fees and pay them within the financial year in order to claim a deduction.
Review personal accounts and credit card to ensure reimbursement for any business related expenditure made. Businesses with a turnover of less than $10 million can claim a deduction of the cost of an eligible depreciating asset costing under $20,000, these assets need to be purchased and ready to use prior to 30 June 2025 in order to claim the deduction. Types of eligible assets include Office and IT, Tools and equipment and low cost Motor Vehicles.
The end of financial year is a great time not only to review the quarterly /monthly BAS but the financial year as well, with any adjustments being amended in the relevant BAS.
Review your purchases - Check for GST free spends like stamp duty on insurance and vehicles or bank fees and some foods as well as overseas purchases. Only claim GST on the business portion not private.
Check the set up of sales invoices - Ensure GST of 10% is stated on all taxable sales. Tax invoices under $1k must state GST amount, business contact details including ABN, date, description and that it is a taxable sale. For invoices over $1k also include buyers details including ABN as well as GST on all items.
The Taxable Payments Annual Report (TPAR) may need to be lodged with the ATO for the 2024/25 tax year, if you have engaged any subcontractors in your business anytime throughout 2024/25. Details that are required to be lodged are: Name, Address, ABN, Amount paid (including GST), the due date for lodgement is 28th August 2025. Lodgement may be made via your software system, the ATO online portal or via paper form.

But this is all at risk. Government subsidy schemes for energy efficient water heaters, which were set up with the best of intentions, have created an unfair playing field for local manufacturers, which threatens the future of this great Australian industry.
Australian manufacturing means local jobs, high quality products and greater sovereignty for our nation. It helps to protect us from the kinds of supply chain issues we’ve seen in recent years both from the Covid pandemic and the impacts of war overseas.
And the flow-on effects from our sector, which is a major customer of Australian steel, packaging and other components, creates jobs for thousands of workers and provides employment to many thousands more indirectly. Let’s repair the current subsidies before we lose Australian jobs, livelihoods, income and sovereignty of our clean energy future for good. Australian manufacturing and jobs are at risk unless the Federal, NSW and Victorian Governments level the playing field by repairing the current hot water subsidy rules.
The Australian Water Heating Manufacturers are calling on governments across Australia to ensure that all incentive schemes – whether new or existing, and whether at the federal or state levels – incorporate Local Content Requirements.
Put simply, the more Aussie content and Aussie labour are involved in a product’s manufacture, the more subsidies it receives. And vice versa.
This will ensure Australia is able to continue to manufacture energy efficient hot water systems in our very own backyard. In addition, when governments use taxpayer dollars to purchase appliances for their own properties (for example departmental offices and social housing), they should buy products made in Australia. In the 2023-24 Federal Budget, the Government announced that from 1 July 2026, employers would be required to pay workers’ super at the same time they pay salary or wages.

how to avoid a Misconnection: PLuMbers’ Guide to ProPerLy connectinG sewer drains and storMwater systeMs
The Office of the Technical Regulator has attended multiple misconnections in 2024 where Stormwater and Sewer connections have been mistakenly misconnected.
A misconnection – where the sewer/sanitary drain is mistakenly connected to the stormwater system or vice versa – can have serious consequences. These range from environmental harm and costly repairs to legal liabilities and health hazards. Fortunately, understanding the causes of misconnections and taking preventative steps can help plumbers avoid these costly mistakes. When these two systems are connected improperly, it can lead to severe problems.
For example, raw sewage can flow into stormwater drains, which may eventually discharge into local rivers, creeks, or even the ocean. This contaminates water bodies, posing health risks, damaging ecosystems and violating environmental regulations.
Unauthorised stormwater discharges to sewer overloads the network during heavy rain, causing sewer surcharges and property damage.
stePs to avoid a Misconnection.
Here are some essential steps to avoid misconnections:
1. Properly Identify and Mark Pipes
Proper identification should be done to avoid confusion during installation. If the system you are working on is old or has unclear markings, consider using colour-coded tape or paint to differentiate sewer pipework from stormwater pipework.
2. Verify Pipe Connections with Plans
Whenever possible, refer to detailed plans for the property. These documents can provide critical information about where each system is located and how it should be connected. If plans are unavailable or unclear, consider conducting a survey of the existing systems with a pipe locator or camera to verify the connections before proceeding. 3. Test the System Before Finalizing
After completing any new connections or repairs, it is crucial to conduct comprehensive testing. The testing should verify that the stormwater and sewer systems remain fully separated and that there is no misconnection between the two.
4. Report and Document

eLectricaL saFety in the PLuMbinG industry
In the 12 months to September 2024, more than 375 electric shock incidents were reported in South Australia, with many involving construction workers, including plumbers. SafeWork SA has publicly warned that many of these incidents go unreported, resulting in compliance actions and increased inspections.
Failure to manage electrical risks doesn’t just jeopardise worker safety — it puts your entire business at risk of regulatory action, reputational damage, and insurance complications.
It’s important for plumbing businesses in South Australia to recognise the risks, ensure proper procedures are followed, and understand their legal obligations under workplace health and safety laws.
coMMon eLectricaL haZards in PLuMbinG work
• Cutting into walls or ceilings without knowing what’s behind them
• Working in ceiling spaces near downlights or junction boxes
• Installing electric hot water systems
• Operating near switchboards or exposed cabling
• Using power tools on construction sites without adequate protection
• Cleaning tools and equipment whilst still connected to a power outage
Even a low-voltage electric shock can lead to serious injury, including burns, muscle damage, cardiac arrest, or long-term neurological issues.
PracticaL saFety Measures
1. Electrical Isolation and Testing
Before starting work near any potential electrical source:
• Isolate the circuit at the switchboard
• Lock out and tag the circuit
• Use a voltage tester to confirm de-energisation
• Never rely on assumptions — always test before touching
2. Use of Residual Current Devices (RCDs)
• All power tools and equipment should be connected via an RCD
• RCDs must be tested regularly (e.g. push-button tests before use, formal testing every 6–12 months under AS/NZS 3760)
• Maintain logs of testing and inspections
3. Training and Awareness
• Provide staff with regular electrical safety training, especially for those working in roof spaces or around water heaters
• Conduct toolbox talks to keep safety front-of-mind
• Include electrical hazard training in onboarding for apprentices
4. Safe Work Method Statements (SWMS)
• If work involves high-risk construction activity (e.g. work near energised electrical installations), an SWMS is required
• SWMS should detail hazard identification, control measures, emergency response steps, and review processes
5. Working in Roof Spaces
• Turn off the power at the main switch before entering roof spaces
• Place warning tags on switchboards
• Carry a portable lighting source and be cautious around downlights, transformers, and metallic plumbing
6. Incident Reporting Obligations
• Ensure internal incident reporting protocols are followed.

South Australia’s wastewater system consists of more than 8,700 kilometers of pipes, 3 major metropolitan and 20 regional wastewater treatment facilities.The wastewater system is designed to facilitate wastewater removal and treatment from homes, businesses and other customers. The wastewater system is not intended for the disposal of stormwater.The addition of stormwater into the wastewater system contributes to additional treatment volumes, decreased system capacity and overworked assets. In turn, this results in higher treatment and disposal costs and increased maintenance of the network. Stormwater intrusion to the wastewater network can occur from ground water seepage ormisconnection – stormwater connected to sewer and exposed wastewater openings. SA Water’s Customer Technical Services group conducted a study into the correlation between customer sewer faults and rainfall events.
The study found in periods of high rainfall, maintenance callouts to properties for slow or no drainage, sewer overflows, and blockages increased. A proportion of this increase could be attributed to misconnection and incorrect disposal of stormwater within the customer’s property. Incorrect disposal of stormwater (to the customer’s internal sewer drains) can increase the likelihood of internal flooding and blockages.
SA Water has investigated misconnections (stormwater connected to sewer) made during construction. SA Water recommends plumbers and builders obtain plans of the sewer network to identify the correct point of connection to the sewer.
Plans and positions of sewer inspection points can be obtained through the SA Water Customer Contact Centre by calling 1300 SAWATER.

Our member A S Carlson & Sons is a family owned business based in Whyallla they have been Master Plumbers SA members since 1958.
A S Carlson & Sons was founded in 1943 by Alfred Sydney Carlson who set up the business to provide plumbing services to the Whyalla Area.
Alfred’s two sons Harold and Roy entered the plumbing industry and carried on the family business after Alfred’s passing in 1959.
Harold and Roy were able to gain experience in the Housing trust area so expanded the business to include maintenance, renovations, roofing and rainwater tanks.

The next generation of plumbers were Harolds sons Steve, Ron, Trevor and Mark who took over the family business when Harold and Roy retired in 1974.
A S Carlson & Sons now employ 12 people and their plumbing operations spread from Woomera, Leigh Creek and Australian Military Bases. We asked A S Carlsons & Sons to share some insights into their experience in the plumbing industry.
1. what inspired you to join the plumbing industry, and how did you get started?
My grandfather started this business in 1943 it was then passed onto my father and his brother who then passed it on to my father’s sons (Ronnie, Stephen, Trevor, and Mark)
2. How has the plumbing industry evolved since you started? What are the most significant changes you’ve witnessed?
The changes that I have witnessed are that we still use copper tubing but most of the pipework is now Rehau and other brands (cuts time). However the amount of paperwork required now is very time consuming.
3. what do you see as the biggest challenges facing today’s plumbers and the industry as a whole? Our biggest challenge is finding qualified plumbers and roofers who want to carry on with their trade
4. what advice would you give to young apprentices or new business owners entering the plumbing industry? Young apprentices have to do hard yards on low wages – then when they qualify it all falls together
5. how has your membership with the association supported your professional journey? Very good – our apprentices go through the Association and we are looked after very well.
6. what do you think the future of the plumbing industry looks like? It is getting harder, people are not checking workers qualifications and are using people who are not qualified.
7. what are some of the biggest lessons you’ve learned in your career? My father always said – “Listen and a wise tongue is a wise mouth”
9. what are some of the biggest projects or challenges you’ve tackled in your career? Our business has carried out a lot of work, we have worked on Motels, Taverns, shopping centres. Installed 1kl of 225 HDFE for mines, plumbing for Stony point (Port Bonython) camp, builders office blocks and so on.
10. what legacy do you hope to leave in the plumbing industry? I hope our business keeps going as we are very well known in Whyalla.
11. what message would you like to share with the next generation of plumbers? Make sure whatever trade you wish to do – stick to it – it is well worthwhile in the end.
If you are looking at working in SA undertaking plumbing work you must hold a contractors licence (or interstate equivalent).
If you only contract for plumbing work then you will need a plumbing licence whereas if you do both plumbing and building work such as bathrooms renovations you will need a builders licence.
If you change your business structure from a Sole Trader to a company you must apply for the necessary licenses under the company name this includes a plumbing license.
Once the company is licensed the plumbers may wish to surrender their personal license and just maintain a workers registration, which will reduce costs.

Licence numbers must also be displayed on any advertising, including websites, business cards, and trade vehicles.
In addition to the contractors license a plumbers registration is required if you perform the actual work.
Check your registration allows you to perform all the types of work you require and there are no restrictions.
A certified electronic certificate of compliance is required for all plumbing work in SA, this is also dependent on the level of plumbing registration.

One of the biggest challenges I’ve faced so far is finding a good balance between work and my personal life. Another has been figuring out which area of plumbing I enjoy most - but through experience, I’ve discovered that I really enjoy maintenance work.
