This article is about plumbing Certificates of Compliance (Certificate). Similar Certificates are also required for gas fitting and electrical work. The Water Industry Act 2012 (SA) makes it is a legal requirement for plumbers to issue a Certificate following the completion of certain plumbing works in South Australia.
A copy of the Certificate must be provided to the customer and the Office of the Technical Regulator. The plumber who certifies the work can email an electronic certificate to the customer from the electronic Certificate system, or a copy can be printed and posted to the customer. Obviously only licenced plumbers can prepare and issue Certificates. The relevant licensing requirements for plumbers are set out in the Plumbers, Gas Fitters and Electricians Act 1995 (SA).
In South Australia, the legislation which governs Certificates includes the Water Industry Act 2012 (SA) and South Australian Public Health Act 2011 (SA). In particular, sections 66 and 67 of the Water Industry Act 2012 (SA) set out the relevant Plumbing Standards expected by the Technical Regulator for plumbing work or any equipment, products or materials used in connection with plumbing.
When should the Certificate be provided?
A Certificate must be issued within seven days of the work being completed.
What type of plumbing work needs a Certificate?
Certificates are not required for all plumbing work. However, if ever in doubt, it is best practise to issue a Certificate.
Plumbers must give Certificates for:
• Pipework and fixtures connected to the mains water supply or sewer
• Sanitary plumbing and drainage
• Installing or replacing a water heater
• Work on a backflow prevention device
• Installing an alternative water service
Plumbers are not required to give Certificates for:
• Changing tap washers
• Clearing blocked sanitary drainage pipework not exceeding 50 mm in diameter
• Installing, repairing, maintaining or disconnecting domestic tapware
• Installing stormwater systems
What must be included in a Certificate?
For a Certificate to be compliant, it must include:
• Certificate number
• Details of the property where the work was performed
• Confirmation that the plumber is licensed, and the license details
• The type of work that has been performed at the property
• Confirmation that the work performed or equipment:
o has been tested;
o complies with any technical or safety requirements; and
o meets the appropriate Australian and South Australian laws, regulations and Standards.
• A statement that the plumber certifies that the plumbing and equipment complies with the Water Industry Act including Regulations and Standards and/or the South Australian Public Health Act.
• The signature of both the plumber and any contractors involved (only those who hold the appropriate license can legally fill in and submit a Certificate).
A copy of the Certificate, once issued, must be retained by the contractor for at least five years.
Apart from the legal obligation to provide one, a Certificate offers benefits and protections to both the customer and the plumber. A Certificate provides customers with assurance and helps to build trust between plumber and customer. A Certificate can protect the plumber because it requires that the work has been performed correctly and that it meets legal requirements.
A Certificate also provides an accurate record of the work done. This reduces the risk of future claims being made by a customer for non-compliant work, or for allegations of incomplete work which may result in costly repairs for the plumber. Where there has been no Certificate provided, insurance companies may refuse claims (for example, if the works cause a flood or a fire which in turn causes significant damage) where issues arise with the work. A failure to provide a Certificate can have disastrous and costly consequences which include infringement penalties, warnings, disciplinary interviews or disciplinary inquiries and even legal action.
Customers also have some responsibilities here. For example, property owners must keep plumbing and equipment on their property in good condition and ensure that it complies with the relevant technical or safety requirements.
The short answer is No.The law requires that you provide a Certificate to both the customer and the OTR within 7 days. If you don’t do that, you are committing an offence and you may be subjected to the consequences outlined above. Whether or not you have been paid is not a relevant consideration when it comes to complying with your legal obligation to provide a Certificate.There are other ways to ensure you get paid. Canberra, 28 July 2025 - Today, Australia’s construction leaders and Standards Australia came together at Parliament House in Canberra to address access to Australian Standards.
Together we acknowledged access to standards is a critical issue impacting safety, productivity, workforce capability, and the delivery of housing and infrastructure that underpin the National Construction Code (NCC).Together, we acknowledged:
• The essential role of Australian Standards in delivering safer, higher-quality, and more consistent construction outcomes;
• The longstanding and significant contribution of industry to Australian Standards;
• The persistent barriers caused by fragmented, outdated, and inconsistent access to standards, particularly for those designing, building, and certifying in the field;
• The negative impacts on workforce productivity, compliance, and the timely delivery of housing , infrastructure and net zero transition;
• The shared ambition of industry and government to lift housing supply, improve construction quality and safety, guide the transition to net zero and drive national productivity gains.
In response, we have agreed to:
• Work together and collectively as industry leaders to advocate for a national standards access model for the construction sector to eliminate the costs and barriers to accessing standards mandated by laws and together create enhanced compliance tools;
• Champion a model that empowers innovation and education, improves compliance, empowers practitioners, reduces work and rework, and supports both today’s workforce and the next generation of skilled workers;
• Present a unified proposal to government that removes unnecessary barriers to Australian Standards and in doing strengthens our construction sector and unlocks productivity gains.
By removing the paywall, this change could play an important role in progressing the Governments’ deregulation and boosting industry productivity.
CEO of Standards Australia, Rod Balding, said “The opportunity to work collaboratively with the Government and industry to reduce the upfront cost would provide a substantial red tape reduction boost for the industry and in turn improve the useability and penetration of the NCC and associated Australian Standards.”
Mr Balding added “With more innovation and new AI tools coming online, the potential to move to free online standards would also act as an important step towards smarter integrated standards and help support a more fit for purpose regulatory system in 2025 and beyond.”
Jocelyn Martin, Managing Director at Housing Industry Association, said “This level of regulation all adds to the regulatory burdens being placed on small businesses and HIA is calling for free access to standards as part of a broader effort to reduce red tape and improve housing affordability.”

It’s a busy team – last financial year, they processed over 8000 plumbers claims and have processed 4,807 so far in 2025. Leading our Plumbers Claim reimbursement process is Riley Norrish, who loves the work. ‘I find the role genuinely rewarding and enjoy taking full responsibility for the plumbers claims process,’ explains Riley. ‘I take pride in the work I do, knowing that attention to detail and consistency directly impact the quality of service we provide.
To make it easier for everyone, here’s some common mistakes to avoid when submitting a claim for reimbursement:
• No signature by the owner/occupier
• Missing information on the claim form
• Only receiving either the tax invoice or the claim form, not both.
• Incorrect rebate pricing on tax invoice
• Invoice is missing the words ‘tax invoice’ or the ABN is not listed.
• Claiming GST when the business is not registered for GST. We require both a tax invoice and claim form, completed in full. The details on the claim form need to match the time/date that the service request was logged. The tax invoice needs to show the approved rebate price. A handy tip is to include copies of the claim forms in your vehicle – this’ll assist with getting a customer’s signature whilst on site!

Funnel type fixture connector adaptors like the Nero Cyclone are used in sanitary plumbing and drainage systems. Designed to simplify the alignment of drain outlets with underground plumbing. It is noted these products are WM certified to WMTS - 536:2022 Fixture connector adaptor.
It is likely the cyclone drain and potentially others do not comply through deemed to satisfy provisions when installed as part of a floor waste riser, particularly where the grate is offset from the riser.
This information was provided based upon the following provision and definitions.
AS/NZS 3500.Part 2:2021 states in clause 4.6.7.6 that:

• “Floor waste gullies shall be installed with an accessible removeable grate and have a riser of not less than DN 80 to finished surface level….”
AS/NZS 3500.Part 0:2021 defines the riser to mean:
• “Vertical extension of the inlet leg of a trap to floor or ground level. A straight length of pipe fitted to a trap to extend it. It may allow connections of pipes.
The definition for riser is accompanied by a note which states
• “A riser usually extends to floor level and is fitted with a grate, so as to serve as a floor waste outlet.”
In offsetting the floor grate the riser is no longer a straight riser. Fats and oils that come from the body during personal hygiene cleaning processes build up within floor wastes contributing to foul odours expelling. Maintaining the ability to service and cleanout a floor waste is crucial to mitigating foul odours.

Haig & Menzel Contractors Pty Ltd was formed in 1980 by Denis Haig and Brian Menzel in Murray Bridge and remains a family owned and operated plumbing service business with over 100 years of combined experience.
Brian Menzel has now handed over the operations of the business to his son Matthew Menzel but remains a Director alongside Matthew.

1. What inspired you to join the plumbing industry, and how did you get started? I aspired to pursue a career that would be challenging, engaging, hands-on, and fulfilling. Throughout school, I explored various career options, yet I was always drawn back to plumbing as my preferred path. Plumbing is a highly technical trade that demands critical thinking and problem-solving skills—qualities that keep me motivated and eager to learn. My experience with Haig and Menzel, a welcoming and highly professional workplace, further inspired me to commit to plumbing as my chosen career.

Since entering the industry, we’ve seen significant technological advancements—from smart plumbing systems to cuttingedge leak detection. Water conservation and sustainability have also moved to the forefront of our work. In addition, materials, techniques, and building codes have evolved considerably, shaping how we design and deliver plumbing solutions today.

3. What do you see as the biggest challenges facing today’s plumbers and the industry as a whole? I believe the biggest challenges facing the plumbing industry today are the shortage of skilled labour and the rising cost of materials. Additionally, increased competition and higher consumer expectations are putting added pressure on businesses to deliver quality work efficiently.

4. What innovations or technologies do you believe have had the most impact on the plumbing trade over the years?
Materials and fittings continue to evolve, with innovations such as new PEX systems and advanced crimping methods. Inspection cameras now allow us to verify that drains are clear, improving accuracy and efficiency on the job.

5. What advice would you give to young apprentices or new business owners entering the plumbing industry?

How did you get into plumbing?
I got into plumbing after enjoying a plumbing vet course during high school.
What’s the most challenging aspect of the job?
The most challenging aspect of the job is the problem solving to complete a difficult task.
What inspired you to be a plumber?
To try and pave the way for more females to get into the trade and show other girls that it’s possible to excel in a male dominated industry.
What advice would you give to someone thinking of entering plumbing?
Perseverance is key and still comes with time! Always be open to learning and don’t be afraid to ask questions.

I’ve enjoyed welding big copper pipes with the oxy welder.

The biggest challenge is understanding the terminology as well as the reasons for certain methods of plumbing.
