Currently, work on stormwater drainage pipes not exceeding 90mm in diameter is exempt the Act as outlined in the PGE Regulation 2010. There are no restrictions on who can install, maintain or repair stormwater pipes less than 90mm in diameter.

Having known installing practitioners have been trained as per a nationally accredited course also adds a layer of confidence that their property meets regulatory compliance.
Balancing the Costs and Benefits
While there are some initial cost implications for consumers, the long-term benefits of removing the exemption are significant. Proper stormwater installations reduce recurring issues and improve safety and environmental outcomes.
For this change to be effective, it would be critical to:
- Ensure that licensing and qualification pathways for stormwater installers are accessible and affordable.
- Educate consumers on the importance of professional installations to build understanding and support for the reform.
- Establish clear enforcement and compliance measures to ensure consistent standards across the industry.
- SA Water costs of rebuilding infrastructure would be minimalised. Regardless of whether you have been in the plumbing trade for over 40 years or are just starting your career, all licensed plumbers must fully understand their legal obligations, associated risks, and the significant penalties for operating outside the scope of their license.
For instance, if you choose to assist a friend, neighbour, or local sporting club whether it be a cricket, tennis, or football club, you must ensure that all plumbing and gas work complies with regulations and that you have the appropriate insurance coverage in place. Failure to do so can result in serious legal and financial consequences if an issue arises.

Last year, Australians made over 600,000 scam reports and lost $2.7 billion1. Superannuation is often targeted by scammers as most working adults in Australia will have a super account containing a significant amount of money. As scams and cybercriminals get increasingly sophisticated, we must protect ourselves by staying informed and learning how to spot the signs of a scam to reduce the risk of falling prey. Here are a few ways scammers may try to access your super:
Impersonation and phishing for personal details
Scammers may impersonate trusted organisations such as a bank or super fund, contacting you via SMS-es, calls and emails, and request you to take action via the links they provide. Clicking on such links may take you to a fake webpage where they steal your login information when you attempt to log in to your account. A scammer could use that information to access your super account or myGov account to steal your personal information. They could then create another super account or a fake Self-Managed Super Fund (SMSF) in your name, then transfer the funds and withdraw them.
Promises of high investment returns through an SMSF
If it sounds too good to be true, it probably is. Scammers may try to lure you into opening an SMSF through them, with false promises of high investment returns or unusual investment vehicles such as cryptocurrency. Such scammers may attempt to build trust over a period of time to convince you to open the SMSF and provide them with authority to manage the funds. When that happens, they’ll be able to access and withdraw the funds without your knowledge.
Deepfake technology
With advancements in AI technology, scammers create realistic videos and audio clips impersonating high level executives or familiar voices. Please be aware if you receive a video call or voicemail asking for your superannuation information or other personal information. Always verify through secondary contact especially if it was unexpected. If it seems suspicious, it likely is.
How you can protect yourself
There are many things you can do to stay safe and reduce the risks of getting scammed.
• Ensure your accounts have strong, unique passwords and change them frequently. Where available, make sure you have Multi-Factor Authentication (MFA) enabled.
• Check your account and statements regularly for any unusual transactions.
• Be wary of providing your personal identification documents to people you don’t know.
• Act quickly if something feels wrong. If you’ve shared financial information or transferred money, act quickly by contacting your bank immediately. Help others by reporting to Scamwatch Report a scam.
• Do your research and only engage licensed financial advisers. You can check if someone is licensed on MoneySmart’s Financial Advisers Register. You can also use APRA’s Disqualification Register to check if someone has been disqualified.

Here are some guidelines to keep on top of GST and Business Activity Statements (BAS).
If you run a business and the turnover is $75,000 or more you will need to register for GST.
From that date forward tax invoices must be issued for any taxable sales and GST credits claimed for business purchases.
GST is reported and paid quarterly for small businesses. If lodged online you may be eligible for an extra 2 weeks.

Sales Invoices - Ensure GST of 10% is stated on all taxable sales. Tax invoices under $1k must state GST amount, business contact details including ABN, date, description and that it is a taxable sale.
For invoices over $1k also include buyers details including ABN as well as GST on all items.
Purchases - Check for GST free spends like stamp duty on insurance and vehicles or bank fees and some foods as well as overseas purchases. Only claim GST on the business portion not private.
Accounting reporting method- Either cash or accrual basis, most small business choose cash basis, when funds are received and spent from the bank.
Lodgment- Online lodgment can be made through my.Gov.au or the ATO business portal log in. There are options to lodge by mail by completing and posting a paper form. Lodgment can be made through a BAS agent which will provide an extended due date.
It is a great idea to have a separate bank account to put monies for GST aside. This can either be weekly, monthly or as you receive funds.
If you are struggling to work out the GST there are some great software packages to help, these include Xero, MYOB, Quickbooks and Reckon. The services of a bookkeeper may be beneficial to let you concentrate on running your business.
Ensure you enter only whole dollar amounts leaving out the cents, don’t round amounts up or down.
For cash basis ensure all monies received and spent fell within the period. If the lodgment date falls on a weekend or public holiday lodge on the next working day.
The requirements for maximum heated water temperatures delivered to sanitary fixtures, used for personal hygiene purposes are detailed in Part B2 Heated water services of the National Construction Code Series Volume Three, Plumbing Code of Australia (PCA). South Australia currently has a state variation in the PCA, that allows for a higher maximum delivery under certain circumstances in existing installations (in buildings constructed prior to 19th October 1995). After Industry consultation, the Office of the Technical Regulator (OTR) will remove the South Australian variation, SA B2D5 Maximum Delivery Temperature from the next edition.
The new relevant components of the National Construction Code Volume 3 (Plumbing Code of Australia) will come into legislation in South Australia when the new Plumbing Standard is published by the Technical Regulator. It is currently anticipated that the new Plumbing Standard will be gazetted and commence on 1 May 2025. The Office of the Technical Regulator is making the plumbing industry aware of these requirements well in advance due to the potential serious safety consequences arising from non-compliance. Below is B2D5 Maximum Delivery Temperature and B2D6 Temperature control devices from the National Construction Code Series Volume Three, Plumbing Code of Australia (PCA). B2D5 applies to all heated water installations intended for personal hygiene.
B2D5 Maximum delivery temperature
1. The delivery temperature of heated water at the outlet of each sanitary fixture must be:
A. not more than 45°C in any –i. residential part of an aged care building; or ii. patient care area in a health-care building; or iii. part of an early childhood centre, or primary or secondary school, that is used by children; or iv. designated accessible facility in a common area of a Class 2 building, or in any part of a Class 3, 5, 6, 7, 8, 9a, 9b, 9c or 10 building; or
B. not more than 50° C in all other cases.
B2D6 Temperature control devices
1. A temperature control device used to deliver heated water in accordance with B2.5(1)(a) must be a: a. thermostatic mixing valve; or b. thermostatically controlled tap.
2. A temperature control device used to deliver heated water in accordance with B2.5(1)(b) must be a: a. thermostatic mixing valve; or
b. thermostatically controlled tap; or c. tempering valve; or
d. temperature limited water heater.
(Temperature limited water heaters must conform with AS 3498)
Explanatory information
Scenarios covered in B2D5 may include where –
• a heated water service is installed on the premises for the first time; or
• the water heater forming part of an existing heated water service is –
- replaced with a like-for-like water heater; or - replaced with a different type of water heater; or - relocated, and is reconnected to, some or all of the sanitary fixtures to which it was previously connected; or - more than one existing sanitary fixture is replaced with new similar fixtures; or - an existing heated water service on the premises is altered or extended to serve additional sanitary fixtures.
Consideration should be given to the intended occupants of a building when commissioning the heated water delivery temperature. For example, if the occupants of a Class 1 building are older adults or young children, a lower temperature than specified in B2D5(b) should be considered.The Office of the Technical Regulator will provide more information and reminders to industry in the coming months.
The Plumbing Code of Australia (PCA) is the primary set of regulations governing plumbing and drainage work in Australia. Clause A5G4 (2) of the Plumbing Code of Australia specifies that copper alloy plumbing products in contact with drinking water must limit the allowable lead content to a weighted average of not more than 0.25%. A 3 year transition period to reduce the allowable lead levels in many plumbing products commenced on 1 May 2023.
On 1 May 2026, A5G4 (2) will come into effect for plumbing products containing copper alloy intended for use in contact with drinking water and will only be authorised for installation if the WaterMark is certified as meeting the Lead-Free requirements. After 1 May 2026 existing copper alloy products in the marketplace that are not compliant cannot be used. These products may be used in other applications that are exempt, such as systems that are not used to convey drinking water.

Water and wastewater infrastructure is one of the fundamental building blocks needed to support housing growth. As the demand for new houses and pace of development continues to grow across South Australia, SA Water is delivering the single largest expansion of its water and wastewater networks in decades to support the state’s growing communities. This involves a $1.2 billion investment to build and upgrade largescale infrastructure systems between 2024 and 2028, as part of the State Government’s Housing Roadmap.
Delivery of this critical infrastructure is focused on Adelaide’s northern and southern growth fronts, and will directly unlock 11,000 new homes in Angle Vale, Riverlea, Roseworthy, Gawler East, Virginia, Blakeview, Eyre and Onkaparinga Heights. Importantly, this new infrastructure lays the groundwork for future expansion by building the backbone of the networks that will support long-term growth with ongoing investment.
The sheer scale of work required is unprecedented. It includes the installation of large trunk water and wastewater mains under busy roads and residential streets to duplicate existing infrastructure and build more capacity, along with the construction of new pump stations and water storage tanks. Work to deliver this infrastructure is already well underway, with several projects currently under construction to install new trunk water and wastewater mains.
Projects supporting housing growth only form part of SA Water’s four-year, $3.3 billion capital program, with a plethora of work focused on sustaining and enhancing its assets. This is a record investment, and it’s creating new opportunities for the construction and services industry to get involved in delivering critical water and wastewater infrastructure. To elevate its pipelaying capabilities and resources, SA Water established a new specialist pipeline panel that will help install the pipes that enable new homes to be built.
These three companies will support SA Water’s three major framework partners by helping to balance resources across its wider capital program, and leveraging their specialist skills to deliver more efficiently. Excitingly, the opportunities do not stop there and late last year, SA Water shared these with the construction industry during an interactive briefing in the heart of Adelaide. It covered its procurement approach and opportunities for the industry to get involved, including its two-year forward project plan. Founded by Ernest John Northway in 1946 he was then joined by his son Ronald, Ronald’s daughter Gillian and husband Leon Calladine are the current directors. What inspired you to join the plumbing industry, and how did you get started?
Gillian - I joined the plumbing industry as the third generation of the family business in 1972, learning office procedures and the operations of a small business from my father and grandfather, and later alongside my husband. I found every aspect of it fascinating.

Grant - To be honest, in the beginning, plumbing was an outlet for me—school wasn’t going well. Fortunately, my parents had a plumbing business, which gave me an entry into the industry. As I got older, I realized how much the trade had benefited my family for generations. I’ve always loved the hands-on aspect of the job, and that passion has only grown over time.
How has the plumbing industry evolved since you started? What are the most significant changes you’ve witnessed?

What do you think the future of the plumbing industry looks like?
Grant - Overall, the future looks strong, apart from the ongoing shortage of plumbers. Another issue is that some companies give the industry a bad name, but I don’t think we need to call them out specifically.
From my experience, there’s plenty of work to go around, and the majority of plumbing businesses get along well and support each other.
What are some of the biggest lessons you’ve learned in your career?
Grant - One of the most important lessons is that you have to work as a team, no one can succeed in this industry alone. Respect is also key, whether it’s for your staff, clients, or others in the trade.
Brett - One of the biggest things I’ve learned is to slow down and assess everything properly. It’s too easy to get caught up in the moment and make rushed decisions, but taking the time to think things through always leads to better results.
What legacy do you hope to leave in the plumbing industry?
Brett - I’m not here to reinvent the wheel, but I do want to continue building Northways into a company that our clients can always trust and rely on. Along the way, I’d like to provide opportunities for others to join, learn, and enjoy the industry as much as I do
Grant - I want to leave behind a reputation for fair and honest plumbing. My hope is that the Northway name continues into the future with the same values we’ve always stood for.
What message would you like to share with the next generation of plumbers?
Brett - Avoid distractions, look after yourself first, and focus on being the best you can be.
Grant - Stick with it, stay patient, and learn as much as you can from those around you. The experience and knowledge of others in the trade are invaluable.
Gillian - My advice: Listen and learn from those around you, but ultimately, trust yourself and make your own decisions.

What advice would you give someone thinking of entering plumbing? It’s never too late to start something new if you have a passion for it
How do you see you plumbing career progressing? .
To be the best plumber I possibly can, and hoping to stay with Hindmarsh long term as they have been a pleasure to work for so far
What do you enjoy most about plumbing?
The customer satisfaction side of things. Fixing someone’s blocked drain or leak is always met with gratefulness.
What inspired you to be a plumber?
Father is a carpenter, when I told him I was applying for carpentry he just told me not to limit myself there, hence I applied for other trades simultaneously and ended up with plumbing.

I wanted to build skills to help the community out, I enjoy understanding how things work and being able to fix things so plumbing is a great fit.
What do you enjoy most about plumbing?
Seeing people after we have fixed their problems, some people can be quite distressed when having plumbing issues so it is great to be able find a solution and give them reassurance.
