2024 has been an exciting year, and we thank all of our members for their ongoing support. These are far from easy times for many of our members, as the cost-of-living crisis hits our Sole Traders and tightens the purse-strings of our member’s clients. As we look to the new year, the looming federal election will accelerate national discussion and change in key areas. It is our responsibility as an association to “beat the drum” for our industry, and make sure that we secure a place at the table with key industry leaders.
At the start of 2024, I set out my intentions in my editorial to increase my lobbying efforts. At the end of the year, I can summarise our activities in this space:
• I spoke to The Advertiser (June 2024) to publicise the issue of plumbers not being paid on time under housing contracts. Subcontractors are being forced to work below industry rates, and given no allowance to meet their WH&S requirements. This is an ongoing issue from discussions with our members, and I encourage our affected members to reach out.
• I supported MPA ANZ’s stance on ensuring gas-fitting work for our industry, as we advocate for a stable transition towards a low carbon emission economy (July 2024)
• I engaged with government and opposition ministers as part of MPA ANZ on the “Fighting For Positive Change” report, surrounding the plumbing industry’s priorities (August 2024). These priorities include:
o Consistent, evidence-based regulation
o Fit for purpose insurance
o National licensing
o Fairer redundancy provisions
• I met with the following Ministers:
o The Hon. Blair Boyer MP, Minister for Education, Training and Skills
o The Hon. Andrea Michaels MP, Minister for Small and Family Business / Consumer and Business Affairs)
o The Hon. Nick Champion MP, Minister for Housing and Urban Development/ Housing Infrastructure and Planning)
o Many Shadow Ministers and Members of the Legislative Council. Discussing a variety of industry issues, licencing disputes and processes, training and skills requirements, workmanship and rogue tradespeople ripping off consumers with outrageous pricing models.

Our public profile as an industry association has paid off this year, as we continue to receive interest in our partnership offerings. You’ll be seeing some friends of our association at our member events, members new and old. Our most popular member benefit is of course, the Fleet discount for work vehicles. As of November this year, we’ve issued 72 fleet letters and delivered thousands of dollars in savings for our members. In 2024, we brought on member benefits with OTR, AMPOL, Officeworks and Gould Instruments, to name a few. These have been well-received by our members, with these Industry partners reporting positive engagement rates. Our average open rate for our Member Updates email is 53.24%, which is an amazing 13.5 points above the standard across industries. Make sure you keep an eye on your inbox to hear about

Our team works incredibly hard to support the future of our industry. Our apprentices have a dedicated team behind them to support them on Work Health & Safety compliance, payroll entitlements, training coordination and employee advocacy. In 2024, we’ve had 32 successful apprenticeship completions, with many of them choosing to stay on with their host as qualified tradespeople. We unveiled our new Group Training Organisation logo at our President’s Lunch. To fully address the needs of plumbing business operations, we will be including administration apprenticeships into our GTO. This will help our plumbing members to fill administration jobs as needed with business growth and expansion.
We’ve held a few more member events this year, as we look to increase our member engagement. We dipped our toes in with our Hospitality Evening with the Adelaide Football Club in February, which then enabled us to hold our first Member Round in April. This was a wonderful evening spent talking to our members in the Leigh Wicker Room at Adelaide Oval. I’m delighted to announce we’ll be holding another Member Round on Friday the 6th of June 2025. We’re also holding a first-ever Member Expo, to launch our 2025 Roadshow Series. This will be free for our members to attend, with complimentary food and drinks package. Our event sponsors will use the opportunity to promote their products and services, and connect with our members over an arancini ball or two. You’ll be able to see this event on your 2025 Wall Planner, but make sure to save the 26 February 2025 in your phone calendar as well. 2025 will also see the return of our World Plumbing Golf Day. It’s been over a decade since we last held a golf day, and we’ve already received a lot of interest from our members. We’ll be at the beautiful Glenelg Golf Course for 18 holes Ambrose. Whether you’re a golf pro or a real beginner, make sure to save the 14th of March in your calendar as well.
We’ve had two new wonderful additions to the team starting since our last issue. We have fulfilled the role of Field Officer with Ayden Orchard, who is doing a terrific job so far of establishing relationships with our hosts. He’s fit into the team like a glove, which is excellent. We’ve also had Cassie Mason start as our Member Business Advisor. Cassie has an established relationship already with many of our members through her own business, but is providing HR and WH&S advice to our members. Watch out for her WH&S articles in our magazine, or arrange to meet Cassie on our Membership mobile 0488 909 185.
It’s another year done and dusted, and I am proud of what we have achieved as an organisation. I thank you as members for your ongoing support, and look forward to engaging with you at our upcoming member events.
We held our President’s Lunch on Friday 19 October 2024. Our Master of Ceremonies, Jess Adamson hosted this event beautifully once again. We were honoured to have this event attended by the Hon. Blair Boyer MP, Minister for Education, Training and Skills, as well as the South Australian Skills Commissioner, Cameron Baker.
We unveiled our new logo for our Apprenticeships and Careers operations. This new logo highlights our dedication to promoting our Group Training Organisation (GTO) services, as a tried-and true pathway for plumbing apprenticeships, skill development, and industry growth.
Our GTO provides tailored training solutions to meet the growing demands of the plumbing sector, helping apprentices and businesses thrive through structured learning and hands-on experience. To fully address the needs of plumbing business operations, we will be including administration apprenticeships into our GTO. This will help our plumbing members to fill administration jobs as needed with business growth and expansion.
We had 5 members who reached their 25-year milestone this year. We were honoured to be joined on the day by Aaron Blackwood from AKB Plumbing, Scott Galway from Caroma and Chris Davis from Elite Plumbing Services to receive their certificates. Leibrooke Plumbing and Ridleys SA also reached their 25-year milestone, but sadly could not join us on the day.

At our annual President’s Lunch, the most coveted medal for the industry’s apprentices is our Jack Holder Medal.
The late Jack Holder was a past President of the Masters Plumbers Association SA as well as Master Plumbers Australia. He was awarded an Order of Australia Medal in the Queen’s Birthday Honor’s in 2012.
This year, we had 6 finalists for the award. All of our Jack Holder finalists are deserving, hardworking future leaders of the industry. We’d like to give our congratulations again to the finalists Michael Hardy, Samuel Hindes, Blake Hutchins, Samuel Laubsch and Reginald Sarmiento.
The winner of the 2024 Jack Holder Medal was Ben Lindsay, who recently completed his apprenticeship with Stoll Plumbing and Gas.

We’ve always prided ourselves on delivering an afternoon of high-quality entertainment to our members, and this year was no exception.
We had Australian stand-up comic legend Dave Thornton deliver his routine, about his adventures in show business and in overseas travel. His material about the struggles of getting older were more relatable than many of our members would like to admit.
We must admit, magician Dom Chambers truly stole the show. It must have been a bit daunting as a magician to perform magic tricks in front of more than 400 tradies, but he didn’t let it show at all. We wouldn’t hire him for a children’s birthday party, but he had all of our guests in stitches.

A comprehensive review of the building and construction industry is underway to modernise the laws which govern builders and tradespeople in South Australia. Various reforms are proposed to better support consumers and the building industry, several of which are particularly relevant for plumbers. These are outlined below.
Plumbing and drainage work must be performed by a registered plumber, unless working on stormwater drainage pipes that are 90mm or less in diameter. This means anyone, including homeowners, can perform this work. Concerns have been raised about the quality of stormwater piping work done by people other than plumbers. The state government is considering whether to remove the exemption for work on pipes of 90mm or less, so only licensed plumbers can install stormwater pipes connected to public disposal systems.
A national ‘Building Confidence’ report found significant problems with the building industry across Australia and recommended each state and territory introduce compulsory Continuous Professional Development (CPD) for some building workers. CPD could improve the competency of builders and tradies and also the safety and quality of their work. The government is consulting with industry on a proposal to introduce mandatory CPD requirements for builders, plumbers, gas fitters and electricians in SA.
The required qualifications and experience for plumbing, gas fitting and electrical licences/ registrations are currently prescribed by regulations and set by the Commissioner for Consumer and Business Services (CBS). Some qualifications in the regulations are almost 30 years old. It is proposed that qualifications and experience requirements are only set by the Commissioner, and not by regulations. Older qualifications would continue to be accepted by CBS as they are included in the Commissioner-approved list.
CBS must accept qualifications obtained through Recognition of Prior Learning (RPL) when considering licence/registration applications. A person can apply to a Registered Training Organisation to have their prior learning assessed. However, there are concerns some qualifications obtained through RPL are being issued without proper assessment, putting consumers and licensees at risk. The state government is considering allowing CBS to reject qualifications gained through RPL. Such applicants would need to provide evidence of practical skills and knowledge used to gain the qualification.
Access to Australian Standards
Builders and tradespeople may need to access an Australian
Standard to ensure their work is compliant. It can cost between $75 and $500 to access an individual standard or purchase a bundle or subscription package, although some industry associations provide members with access to Standards at a discounted rate. The government is considering options to advocate for fair and equitable access to the standards for builders and tradespeople working in SA.
Increasing penalties
All offences in the Plumbers, Gas Fitters and Electricians Act 1995 and Building Work Contractors Act 1995 are being reviewed to ensure they are an effective deterrent and reflect the seriousness of the offence. This includes reviewing expiation and penalty amounts and prison terms that apply for repeat offences of a more serious nature, such as unlicensed work.
New Commissioner powers relating to training
The Commissioner can suspend a licence/registration until conditions imposed on the licence/ registration are met, such as completing further training in a specific area. It is proposed the Commissioner be allowed to direct a person to undertake training without suspending their licence/registration. For example, if a plumber’s work is defective in one area, they could do specific training while still retaining their licence/registration to earn an income.
Plumbers may also be interested to know that other areas for potential reform of the building industry include:
• new registration requirements and increased oversight f or building inspectors, owner builders and developers
• improving dispute resolution processes for consumers and building industry workers
• changes to the scope of work for electrical licences
• changes to building work contract requirements, including new rules around ‘sunset clauses’ in off-theplan sales, swimming pools and certificates of occupancy
• introducing a new specific offence for unlicensed builders who advertise using another builder’s licence number
• making it an offence for building work contractors to engage unlicensed subcontractors.

As we embark on the start of summer, the searing heat and hot northern winds can be extremely dangerous for plumbers working in these conditions.
The risks associated with the heat can be life threatening and it is essential that various controls measures are implemented to keep our plumbers safe and cool this summer.
It might seem like common sense, but symptoms of heat stoke can at times be hard to notice and can present differently in everyone. Safe Work SA does not specify a ‘stop work’ temperature, so it is on the Employer to determine what is ‘unsafe’. Some early signs of heat related illness include the following:
o Sweating heavily
o Having a raised body temperature
o Feeling dizzy or faint
o Feeling tired and lethargic
o Reduced appetite
o Feeling thirsty
o Being irritable
o Twitching or having painful muscle cramps in the arms, legs or abdomen.
Heat related illnesses can escalate quickly affecting the health, productivity and safety of our plumbers. Under the Work Health and Safety Act 2012, Employers have a duty to provide a safe working environment which includes managing the risks associated with hot weather.
Some Employers may already have a policy and/or procedure in place for managing the heat, however some may just rely on the Safe Work SA guidelines.
When it comes to managing heat related illnesses in the workplace, this might involve Employers implementing some practical solutions into the working environment such as adjusting work schedules, providing adequate hydration and educating workers about heat related risks and how they can be identified. Here are some proactive heat management strategies to implement into your work routine this summer.
1. Plan and schedule smartly
Work in cooler periods – schedule outdoor work during early mornings, start earlier and finish earlier. Rotate tasks: If possible alternate and rotate tasks to reduce sun/heat exposure.
2. Provide Hydration and Shade
Cool Water – ensure workers have access to cool drinking water near work areas. Employers could also provide an esky, with ice, cold water and cold packs. Shade breaks – Set up shaded rest areas where workers can cool down.
Work inside – Inside jobs may be prioritised over outside jobs.
3. Provide education
Heat Stress Awareness: Train workers to recognise symptoms of heat stress such as dizziness, fatigue and confusion. Encourage regular breaks.
Emergency Procedures: Ensure all Workers know how to respond to heat-related incidents and know who to call in the event of an incident.
what to do if you or an employee is showing the signs of heat exhaustion:
o Stop what you are doing, go to a cool, shaded place and lie down with legs supported and slightly lifted.
o Slowly sip plenty of water or if there is a sugary alternative on site, try fruit juice.
o Cool down as quickly as possible, if on site, place cold water onto skin. If able to access client house, ask to cool down inside.
o Reduce body temperature by placing cool packs under the armpits, groin, or neck
o Contact the Employer as soon as possible and submit an incident report form. If medical attention is needed, contact 000 as soon as possible.
Appropriate Clothing – Ensure Employees are provided with and are wearing the proper PPE to manage the risks of sun exposure and heat stress. Including a wide brim hat, sunscreen, lightweight breathable uniform that covers the skin as much as possible. Employers must integrate heat stress management into their overall WHS risk management system. This includes:
o Writing and implementing a Heat Management/ Working outdoors Policy and Safe Work Procedure.
o Conduct risk assessments and identify when and where heat stress is likely to occur.
o Consult and check in with Employees on a regular basis.
o Monitor worker well-being and adjust work practices as necessary
o Encourage and safety in the workplace.

Delays are common in building projects, but how you handle them can significantly impact the outcome of the job and your relationship with your clients.
Whether you are the contractor or the homeowner, understanding your legal rights and obligations when it comes to delays is essential for a smooth and successful project.
Here’s a guide on how to handle delays in building projects.
The first step in managing delays is understanding what your contract says about them. Most building contracts, including standard contracts like those from the Housing Industry Association and the Master Builders Association, include clauses outlining what happens if there is a delay.
Key things to look for include:
Time for Completion: The contract should specify a date or period of time for completing the work (in South Australia, if the contract does not specify a completion date, the builder must carry out the work at a reasonable pace).
Extension of Time: Check if there are any provisions that allow for an extension in the event of delays (e.g., bad weather, material shortages, or client changes such as variations).
Liquidated Damages: Some, but not all, contracts include liquidated damages clauses, which specify a set amount the builder must pay the homeowner for each day the project is delayed beyond the completion date.
Delays can often be minimised or avoided with proactive communication. If you think there is going to be a delay, it’s important to inform the client as soon as possible.
A clear and timely communication plan will not only demonstrate professionalism but also help you manage expectations and avoid conflicts.
Some, but again not all, contracts will require you to notify your client as soon as you recognise a delay or potential delay.
Even if your contract does not require you to notify your client of a delay or potential delay, it is recommended that you still send a formal notice to your client.
The notice should explain the reason for the delay, how long it is expected to last, and the impact on the project timeline.
You should also keep records and document all communications, including emails, letters, and meeting notes. These documents will be useful if the situation escalates into a dispute.
If the delay is due to circumstances outside of your control – such as bad weather or material shortages, you should consider requesting an extension of time (EOT) under the terms of the contract.
Key things to look for:
• Follow the procedure: Contracts often specify how an EOT request should be made, including the format and timing. Be sure to follow these procedures carefully.
• Provide Evidence: Include supporting documentation for your EOT request, such as weather reports, delivery records, or other proof that the delay is justified.
• Negotiate with the Client: If the delay is significant, be prepared to negotiate with the client for a new completion date that works for both parties.
Delays can have legal consequences if not handled properly. If the delay is caused by the contractor and such delays are not covered by an EOT event under the contract (e.g. bad weather or material shortages), the client may be entitled to seek damages even if the contract does not have a liquidated damages clause.
If your contract includes a liquidated damages clause, be aware that delays could result in financial “penalties”. To protect yourself, it’s important to clearly communicate delays and their causes, and to follow the proper procedures for requesting time extensions.
While contractors are often the focus of delay-related disputes, clients and homeowners also have obligations that can affect the project timeline. For example:
Client Delays: If the client is responsible for delays – such as failing to approve plans, provide necessary documents, or make timely payments – it’s important to promptly address these issues in writing.
Depending on your contract, these delays may entitle you to an EOT or may even allow you to suspend the work. If timely payments are not made, you may be entitled to claim interest.
Notify of Client Delays: As with contractor-caused delays, if the client or homeowner is delaying progress, notify them promptly and refer to the relevant clauses in the contract. Keep records of all communications to prevent disputes.
Delays should be managed promptly and professionally. Understanding your contract and ensuring good and timely communication should minimise disputes. Always make sure you document everything and seek legal advice if you find yourself in a challenging situation.

Our future President’s Lunch and Roadshow events will have one less familiar face, as Larry Sutter from Australian Gas Networks is retiring. A long-time supporter of our industry, Larry has been a wonderful advocate. Our team was invited to an end-of-year wrap up event with Australian Gas Networks, where we got to listen to a few of Larry’s accomplishments.
We knew that Larry had had an incredible career at Australian Gas Networks, spanning 30 years (starting back when it was called SAGASCO). What you may not have known was that Larry worked for one of our Members, MacPlumb! Starting in 2013, and returning back to Australian Gas Networks in 2020, Larry used his gas expertise to serve the plumbing industry. “Larry Sutter spent 7 years at MacPlumb as a Gas Technician, he had numerous roles in Gas emergency response, commissioning of appliances & gas valves, training with educational aspects and customer liaison.
Larry has immense knowledge in the gas industry and was always willing to go out of his way to educate others in various aspects.He has always been committed and passionate about his work but supportive and respectful of others. SA Water has reported a concerning spike in wet wipe-related sewer blockages in Adelaide, with 2024 already setting a new record. Flushed wet wipes have been directly responsible for more than 1,600 blockages so far this year, the highest amount ever recorded for Adelaide’s sewers in a single year.The surge in blockages is particularly pronounced in areas like Seaton, Athelstone, and Paradise, which have collectively seen 59 blockages. A significant increase between April and July contributed heavily to this year’s alarming figures, with wet wipes accounting for more than half of the total blockages during this period.
June was the worst month, with a total of 298 blockages attributed by wet wipes alone. The most concerning part of the rise in blockages is the location where they occur – at the connection between properties and the sewer network. Two-thirds of the blockages this year have occurred at this critical juncture, which significantly increases the risk of sewage overflows inside homes. This can result in unpleasant and costly disruptions for property owners.The ongoing problem is largely due to people continuing to flush items that are not suitable for the sewer system. While some wet wipes are marketed as “flushable”, many do not meet the necessary standards required for safe disposal. Despite these claims, these products can cause serious damage to the sewer
network, contributing to blockages and potential environmental hazards. Wet wipes that do not meet the new Australian and New Zealand Flushable Products Standard are often the culprits behind many of these blockages. This updated standard, introduced to regulate what can safely be flushed, ensures that only products designed to break down quickly and safely in the sewer system should be flushed. However, the fact that many wet wipes continue to be labelled as “flushable” despite not meeting these standards has led to confusion and poor disposal practices.Customers play a crucial role in keeping the sewer system functioning smoothly. By adopting responsible flushing habits, residents can significantly reduce the impact on sewer infrastructure – and avoid the potential for an overflow in their home. This includes putting rubbish and other “unflushables”—such as wet wipes that don’t meet the flushable products standard, paper towels, and fats—in the bin. By checking for the “certified to flush” label on products, consumers can ensure they are using materials that won’t contribute to blockages or overflows.

What inspired you to become a plumber?
The thing that inspired me most to be a plumber would be when I was younger, I got called “my right-hand man” by my Nan. I always liked fixing things that needed fixing. I enjoy going to jobs where there is an issue, and then seeing the end result all fixed, knowing that I did it.
What would you say to someone who is thinking of becoming a plumber?
I would say to anyone that is thinking of becoming a plumber is just persevere with it, you will end up getting there in the end. Try all the different avenues of plumbing and decide what you want to do. Make sure you enjoy the company you work for, because you might be there for years.
What do you like to do outside of work?
I like to catch up with friends, enjoy going for drives through the Adelaide Hills and I enjoy camping when I have the time.
What have you enjoyed about your apprenticeship so far?
The things I have enjoyed so far is working alongside different people and seeing how other people do things is very interesting.
The numbers of different aspects to plumbing is crazy; I’ve been exposed to all the avenues of plumbing, I have enjoyed the variety as it’s made me the plumber I am now.
Santa is coming to town! What’s on your Christmas list, if you could ask for anything?
If I could ask for anything, I would love a ski boat and a Jet Ski, so I can complete my camping setup.

What do you do in your spare time?
In my spare time, I am with my Husband, my family and my dog Rio. I love to stay fit, travel and spend time with my family and friends.
