FREEBORN-MOWER ELECTRIC COOPERATIVE ALBERT LEA, MN

After nearly doubling its size after an acquisition in 2015, Freeborn-Mower quickly realized a need for a new facility to accommodate its growing cooperative. Market & Johnson was hired as the construction manager, and after 12 months, the new facility was completed in May 2021. Located in Albert Lea, Minnesota, Freeborn-Mower Electric Cooperative’s new facility is a single-story structure consisting of approximately 97,651 square feet. It has 26,000 square feet of office area and 71,651 square feet of garage/warehouse area. The facility includes a contained truck wash bay, crew room, dispatch room, locker rooms, and infloor heating. Energy efficiencies include a geothermal system, energy-efficient temperature control systems, and LED lighting.

Market & Johnson began working on the Eau Claire County Highway Department replacement facility in 2021 as the selected Construction Manager.

This $32 Million, 200,500 square foot campus includes a heated vehicle storage and maintenance shop, County highway department office spaces, an automatic industrial truck wash, 20,000 ton salt shed, a fuel island, and cold storage space. Additionally, this Eau Claire County elected to add 100-kilowatt array of solar panels, and a large geothermal field comprised of 30 wells at a depth of 500 feet.

WINONA COUNTY JAIL WINONA, MN

Market & Johnson began construction for Winona County’s jail in October 2021. The new Class III Jail facility with 80 beds is located North of downtown Winona’s existing law enforcement center. The 57,453 sq. ft. project encompasses a 42,375 sq. ft. addition and 15,078 sq. ft. of renovations to the existing facility.

The new construction connects to the existing underground tunnel and provides a staff connection to the existing building. In addition, the current law enforcement building renovations provide accessible public restrooms, public video visitation, and a dispatch center that serves as master control of the jail.

As the Quality Control Director for Market & Johnson, Eric will be a resource for our project superintendent and superintendent to ensure quality standards are met. PRECONSTRUCTION PHASE APPROACH

The preconstruction phase of any major project is key to ensuring its success. As our team reviewed your request for qualifications, we noted the importance the City of Rochester places on the preconstruction phase and specifically with Geothermal estimating and management.

Our preconstruction team will be involved with the project beyond the traditional methods of continual budgeting, estimating, value engineering, constructability review, and schedule management. Our firm is committed to providing the project team continual updates on the availability of materials, qualified trades for specialized systems, and cost benefit analyses for various building systems. We will document compliance for B3 standards, provide life cycle costing, and create bid packages for maximum participation. Additionally, we will provide responsibilities and due dates for the owner and design team before the project starts and throughout the duration of the project to ensure all

mission critical items keep on schedule.

WINONA COUNTY JAIL CASE STUDY

A real-life case study of our preconstruction services adding value to a project is our work with Winona County on their new jail (shown above).

In the preconstruction phase of Winona County’s project, we provided real time estimates for seven different building options that ranged from $45 million to $24 million. These building options varied from a new ground up facility, a 98-bed addition, but ultimately the County elected to move forward the addition and renovation of their current facility to make it a Class III Jail facility with 80 beds.

Our overarching philosophy during preconstruction is founded around two concepts. The first is aligning strengths and the second is communication. We feel that every team member brings knowledge and expertise to the project and those skills should be capitalized on during the process. Our role is to not only be your construction expert, but also facilitate everyone’s skills and translate that into value for your project.

GMP PROCESS

Market & Johnson follows the Standard AIA 133 Document and GMP Contractual obligations. We often provide a GMP at the Design Development stage with an amendment after the bidding phase. GEOTHERMAL ESTIMATING PROCESS

As our communities become more sustainable and there are more programs available for funding energy efficient systems, our team at M&J has become very proficient with estimating and coordinating geothermal systems. Over the past 5 years our team has installed geothermal fields varying in project size and scope. Two notable examples are the County Materials Complex which is a $115M event complex which is designed to use 100% renewable, noncarbon-emitting energy sources. An additional example was a Geothermal specific project for the St. Paul School District where we installed Geothermal fields for Johnson High School.

Our estimating and coordination of Geothermal systems begins with understanding that we don’t self-perform this service. Our team will work collaboratively with subcontractors as well as utilizing our historical cost information. Below are some steps we will take while estimating and bidding to ensure all aspects of the Geothermal fields are covered and estimated accurately.

Establish the City of Rochester’s Expectations on Procuring the Geothermal System Partners

› This would be a combination of the following divisions of work: HVAC, Geothermal, and Excavating. After procurement expectations are established, we will verify the divisional breakdown with the City of Rochester to ensure consistency throughout the estimating process.

› Evaluate how additional geothermal systems would impact the current facility and their geothermal capacity

Conduct a Geothermal Resource Assessment with Partners to Evaluate the Feasibility of Using Geothermal Energy

TOP 5 PROJECT RISKS

1. Site Logistics. We understand that the City of Rochester will have a separate capital improvement project under construction on the Rochester Public Works Transit Operations Center site. This additional project relates to an additional bus storage facility for the new LINK Rapid Transit services and corresponding facility needs. Seeing that the LINK project is being funded by a separate program and financing mechanism, we understand there will be a second construction manager on site managing the LINK project, creating some inherit site logistics issues. M&J is prepared and able to work with the City of Rochester and the proposed LINK CM to coordinate project deliveries, system shut downs if needed, and any other potential project issues. Our firm can mitigate these issues with heightened communication, clear job signage, and way-finding assistance.

2. Soil Investigation. Our team is aware that the new transit building will be on a site that will need approximately seven feet of soil corrections. Working on a new site that needs soil corrections can always impact the construction budget more than any of us would like. We feel this is a risk to the project budget if it is not adequately tracked and corrected. Per the project schedule, we understand that the City of Rochester is bringing on a Geotechnical consultant shortly after hiring a CM. 3. Geothermal System Performance And Reliability. Many of our projects include geothermal components due to the rise in sustainable building practices. We understand this is an incredibly important aspect of this project, so we have included Kevin Dallas in the project team. We have learned that installing geothermal systems takes a lot of preplanning, coordination, and examination. While installing these systems alone is complex, ensuring their long-term performance and reliability is even more important; getting the maximum return on your investment and ensuring the system’s longevity is crucial. We will assist in ensuring that the system is adequately sized, that we are selecting optimal equipment, and that there is training on-site for system commissioning. Poor maintenance practices would reduce efficiency, system downtime, or premature failure.

4. Adequate Qualified Bid Coverage. As the Rochester construction market grows and entities in Rochester embark on extremely large capital investments, Market & Johnson will ensure your project gets the undivided attention it deserves. Our subcontractor network spreads throughout the upper Midwest and includes over 10,000 subcontractors. As subcontractors may get busy in southeast Minnesota, our firm is uniquely positioned to bring western Wisconsin resources to Rochester. We will continue to work with local subcontractors. We aim to include as many local resources as possible but ensure adequate bid coverage on all work categories; we will advertise this opportunity to our Western Wisconsin building partners.

5. Working In An Owner-Occupied Facility. Our team feels confident in our ability to work on ground up projects and remodel projects. Even though the remodeling phase of this project is much smaller than the new transit building, there are unique risks to remodeling projects in an occupied building, from dust control to communication to relocating critical building components like electrical panels. Remodel projects bring their own set of challenges. Our team is well positioned to work through the remodeling phase by bringing our experience to bear during the preplanning phase. Additionally, Josh Zibrowski, the proposed superintendent, just got off the Winona County Jail project, which had many phases that included renovating owner-occupied areas.

REQUIREMENTS AND EXPECTATIONS FOR THE CITY OF ROCHESTE R

Below is a list of requirements and expectations for the City of Rochester to ensure a successful construction project that meets the objectives in the RFP:

An organizational layout for the City of Rochester outlining the decision-making process and who would be our main contact throughout each phase of the project.

› Information provided by April 24, 2024 . Reassessed before construction phase on April 28,2025

Outlining the expectation you have for M&J when it comes to renovating occupied spaces and the communication you would like us to have with affected staff.

› June 1, 2026. This will give us ample time to communicate with impacted staff before we start the remodel project.

We carry very specific contingencies throughout the preconstruction and construction process. These contingencies include owner, design, and escalation contingencies. If Rochester would like us to carry a different contingency package that shall be outlined prior to stating the preconstruction process.

› May 1, 2024 . It will be important for our teams to discuss this before we start schematic design.

At what point in the design process would the owner like to include the mission critical subcontractors?

› May 1, 2024. We would like to discuss this in pre-design.

What is the current construction cost expectation for each phase of this project?

› April 10, 2024. We understand it will be our role to provide the cost to construct and renovate the various phases. We want to know what the city of Rochester is currently expecting the cost to be for each phase. This will help us drive the design to the project budget.

What percentage of subcontractors do you want to be in the Rochester market?

› July 28th, 2024. We work with various public sector clients that have a goal of x% of subs come from that area. We want to discuss this before any procurement packages are developed.

Does the city of Rochester want M&J to work with the owner’s representative to organize Transit Move in, or is this being completed by the city and the owner’s representative?

› April 10, 2024. We often assist our clients in scheduling facility transitions but understand that sometimes the owner’s representative has been hired to lead this effort.
