2023-2024 LimitedApplication-Based Enrollment Guidelines for New Students (Scholars)

The Lovejoy Scholars program allows children who do not live within Lovejoy ISD’s boundaries an opportunity to apply for limited application-based enrollment to attend schools in LISD.

The Lovejoy Independent School District (LISD) Board of Trustees approved the use of limited application-based enrollment for the Lovejoy Scholars program for the 2023-2024 school year

Applications for the Lovejoy Scholars program require a $150 non-refundable application fee. The District will charge a Lovejoy Scholar tuition in the amount of $9,000 per child for any student that is a new enrollee for the 2023-2024 school year Fifty percent ($4,500) of the tuition must be paid by May 1, 2023. The remaining $4,500 must be paid no later than November 1, 2023. If payment is not received in full by November 1, 2023, students will be unenrolled by the last day of the Fall Semester (December 2023). If a student becomes a resident before the first day of each semester, the tuition for that semester will be refunded. If student residency takes place during the semester, funds will not be refunded or prorated.

LISD will accept applications for grade levels kindergarten through 12th grade. The number of openings for transfer students is limited. If approved, the District will determine which school the transfer student will attend. If accepted into the Lovejoy Scholars Program, it is for this student only An application must be submitted for each student in the family

If it is necessary for a grade K-12 student to test with LISD, there will be a non-refundable $100 assessment fee, per testing session.

APPLICATION PROCESS

For enrollment in the Lovejoy Scholars program, parents must annually complete the required application and provide all required documents. The online application is available on the District’s website. An application is not complete unless it is filed by the established deadline and the $150 non-refundable application fee accompanies the completed application. The $150 non-refundable application fee can be dropped off or mailed to Lovejoy ISD Administration Building, 259 Country Club Road,Allen,TX, 75002.

APPLICATION TIMELINE

Once a completed Lovejoy Scholar Application has been received in the Superintendent’s Office (including all required documentation and the application fee), the application will be reviewed by a District committee. A determination will be made regarding the student acceptance into the program. New Scholar applications are due March 10, 2023 and determinations will be made once the application has been reviewed.

APPROVALPROCESS

All applications will be processed on a first-come, first-served basis. Determinations are made in the Spring semester and then on a rolling basis. Applications are date and time stamped based upon receipt of the completed application including the online application fee. Incomplete applications will not be accepted. Each application will be considered independently by the Superintendent or designee. The parent/guardian must provide all of the appropriate documentation including the application fee of $150. Failure to do so could result in the application not being processed. Online applications may be obtained from the district’s website at www.lovejoyisd.net

NOTIFICATION OFAPPROVAL/DENIAL

Parents will be notified if their application is approved or denied. If approved, the communication will specify the campus the student has been approved to attend. Campus assignments made in the approval process are final and cannot be appealed.

ANNUALENROLLMENT IN THE LOVEJOY SCHOLARS PROGRAM

Scholars are approved for one school year only under Texas Education Code requirements. All students applying under the Lovejoy Scholars program must reapply and qualify annually

If a student is accepted into the Lovejoy Scholar Program, the parent must complete the entire enrollment form including providing immunization records, birth certificate, social security card, etc. Once a student is enrolled, the transfer fee is non-refundable.

FACTORS CONSIDERED FORAPPROVAL

Factors considered for Lovejoy Scholars application include, but are not limited to: District enrollment, campus and/or program; District, building, program, and/or class capacity; grade level enrollment; availability of space; instructional and professional staff allocations; student/parent compliance with applicable policies, rules and regulations; the student applicant’s disciplinary history, academic records, attendance records, and test scores; and the following:

STUDENTS

● 95% attendance for each class for the 2021-2022 and 2022-2023 school years and no excessive tardies

● Passing all classes for the 2021-2022 and 2022-2023 school years

● Students from home school, private school, non-accredited school, or school outside of Texas, must show satisfactory scores on standardized achievement test and/or successful achievement on district delivered academic test

● No serious infractions on the disciplinary record for the 2021-2022 and 2022-2023 school years

● Compliance with the LISD Student Code of Conduct, Parent Code of Conduct, district policies and regulations, and expectations for behavior of the student and/or parent(s)

The following have priority in alignment with communicated deadlines, but do not guarantee admission:

● If an applicant has a sibling currently enrolled in Lovejoy Scholars

● If the student is currently enrolled in Little Lovejoy Scholars

● If a student is a returning Lovejoy Scholars student

● ALISD student who moves out of the District mid-school year

UIL

All UIL rules regarding student eligibility for competition will be followed. Approval of Lovejoy Scholars enrollment does not verify the student’s eligibility for competition under UIL rules. Students in athletics who move from one high school to another are ineligible for varsity level competition for one year by UIL rules unless the UILgrants a residency waiver. Students may not transfer for athletic purposes.

Students may participate in athletics below the varsity level upon enrollment in LISD as a transfer student.

Students who participate in UIL athletics must verify eligibility through the District Athletic Director. All required paperwork and documentation must be provided in order for the student to be considered for participation in athletics in LISD. Failure to do so will result in the student’s ineligibility to participate in UILathletics.

TRANSPORTATION

LISD does not provide transportation to and/or from school for Lovejoy Scholars transfer students.

REVOKING TRANSFER

Lovejoy Scholars must follow all LISD rules and regulations, including but not limited to, District policies and regulations, the Student Code of Conduct, Parent Code of Conduct, and attendance requirements.

Lovejoy Scholars may have their enrollment revoked for noncompliance and/or other identified reasons including, but not limited to, the following as determined by LISD:

● Disciplinary reasons (in school or outside of school)

● Excessive tardiness or absences

● Falsification of enrollment information

● Failure to provide timely transportation

● Failure to meet admission criteria as outlined in Lovejoy Scholars guidelines

● Violation of the LISD Student Code of Conduct, Parent Code of Conduct, District policies and procedures, and/or expectations for behavior of the student and/or parent(s)

If the enrollment of a grade level reaches 96% capacity, District administration reserves the right to return a transfer student to the campus/district serving their residence at the time 96% capacity is reached.An approval of one transfer does not guarantee the approval of future transfers.

NOTICES:

A person making a false statement in this document or any other document for the purpose of school enrollment commits a criminal offense under §37.10 of the Texas Penal Code and is subject to imprisonment or fine. Further, a person enrolling a child under false documents violates §25.001 of the Texas Education Code and is subject to liability for tuition or costs under Texas Law Falsification of the information provided on the application or verification documents may also result in a student’s withdrawal from the Lovejoy Scholars program.

Please be informed of the receiving district’s guidelines and understand a transfer may be denied, revoked, and/or non-renewed by LISD for, but not limited to, the following reasons as determined by LISD:

1. Disciplinary reasons (in school or outside of school)

2. Excessive tardiness or absences

3. Falsification of enrollment information

4. Failure to provide timely transportation

5. Failure to meet admission criteria outlined in Lovejoy Scholars guidelines

6. Violation of the LISD Student Code of Conduct, Parent Code of Conduct, District policies and procedures, and expectations for behavior of the student and/or parent(s)

Parent Code of Conduct

Purpose and Scope

The purpose of the Parent Code of Conduct is to provide a mutual understanding to all parents/guardians regarding conduct expectations while on school property, at District events and when interacting with board members, District employees, and/or students

General Propositions

We expect parents/guardians to have a fundamental understanding and commitment to the following general propositions:

● Teachers, administrators and parents/guardians want all children to be successful

● Teachers, administrators and parents/guardians must work together for the benefit of the student

● All parents/guardians, as well as all members of the school community, deserve to be treated with respect

● The school should be provided an opportunity to resolve issues of concern before public criticism

Prohibited Behaviors

In order to provide a peaceful and safe school environment, the District prohibits behaviors by parents/guardians in violation of the District Student Code of Conduct and/or Board Policies, including, but not limited to, the following:

● Abusive, threatening, profane or harassing communication, either in person, by e-mail or text/voicemail/phone or other written or verbal communication

● Disruptive behavior that interferes or threatens to interfere with District operations, including the effective operation of a classroom, an employee’s office or duty station, a campus lobby, or school grounds, including sporting events, parking lots and car-pickup

● Threatening to do bodily harm to a board member, District employee, visitor, fellow parent/guardian or student

● Threatening to damage the property of a board member, District employee, visitor, fellow parent/guardian or student

●Damaging or destruction of school property

● Excessive unscheduled campus visits, e-mails, text/voicemail/phone messages or other written or oral communication

○ *School staff and administration may not always be immediately available to speak with you The only way to ensure that you are able to speak with a staff member or administrator is to schedule an appointment. Staff and administrators have a practice of attempting to return all phone calls/emails within 24 hours with great success. Your calls and visits will be responded to consistent with this practice if someone is not immediately available to speak with you.

● Any concerns that you may have regarding these matters must be made through the appropriate channels so they can be dealt with fairly, appropriately, and effectively for all.

● Conviction for harm to minors.

● Failure to meet requirements of the volunteer background check.

Consequences

Depending upon the severity of the incident, students admitted to Lovejoy ISD under the Lovejoy Scholars program may have their transfer denied, revoked, and/or non-renewed by LISD due to a violation of the Parent Code of Conduct
