Summer in Liverpool is a time of growth, celebration and new beginnings, and this edition of Liverpool Life captures that spirit with a range of exciting updates shaping our city’s future.
We are proud to feature the commencement of construction on the Helix Hub –the final stage of the visionary Liverpool Civic Place development. This transformative project will position our city as a leading hub for innovation, research and education, cementing Liverpool’s role at the heart of Sydney’s economic and knowledge future.
Inside, you’ll also find your guide to what’s on across Liverpool this summer – from family events and live performances to cultural celebrations and activities in our parks, libraries and leisure centres.
Whether you’re looking to explore something new or enjoy time with family and friends, there is something for everyone this season.
We also celebrate the election of Councillor Dr Betty Green as Deputy Mayor. With a strong background in community health and advocacy, Deputy Mayor Green brings passion, experience and dedication to the role, and we look forward to the positive impact she will make for residents and businesses during her term.
This edition provides an update on major refurbishments being delivered across the city through the significant investment of more than $170 million in partnership with the NSW Government. These upgrade projects are transforming local infrastructure, enhancing community facilities, and improving lifestyle, recreation and environmental outcomes for our growing population.

Helix Hub construction underway
Construction has started on a landmark research and knowledge precinct, the Helix Hub, in the Liverpool CBD. The final stage of Liverpool Civic Place, it will be a university and life sciences building with the University of Wollongong as the major occupier. It includes 11 storeys of university accommodation, 5 storeys of life sciences teaching facilities, a 9 storey co-living building and 3 basement storeys of car parking.
Liverpool Mayor Ned Mannoun welcomed the start of construction, praising its alignment with the Council’s vision for the city’s growth. “This development further cements the strong bonds between UOW and Liverpool Council,” Mayor Mannoun said.
“It also sends a strong message that Liverpool’s CBD is not only growing but is fast becoming the location of choice for major organisations and it’s all part of our aim to be a leading education city that attracts students and other educational institutions.”

New Deputy Mayor elected in Liverpool
Councillor Dr Betty Green has been elected Deputy Mayor of Liverpool Council. Councillor Green, who has been a councillor since 2021, works in the communitybased women’s health services including health promotion, group work, community development and capacity building, counselling, and advocacy.
In a short speech to the Council after being invested in her robes of office, Councillor Green said “it is a great honour to be elected Deputy Mayor, and I am looking forward to advocating for Liverpool during my term of office.
“From my experience in working with the community and key stakeholders, I have learned that listening, working cooperatively, and collaborating to solve complex problems leads to better outcomes.”
Councillor Green also paid tribute to her husband, saying he has been her rock and support. “He has stood by me in all my years at work and in my council work. I could not have done this without his backing and encouragement,” she said.

Building a better Liverpool together
Liverpool City Council is progressing with a $170 million program of works to provide new and upgraded facilities and open spaces for the Liverpool community. The NSW Government’s Western Sydney Infrastructure Grants (WSIG) Program has provided $153.6 million in funding to the program, with an additional $16.4 million contributed by Liverpool City Council and other government funding programs.

Light Horse Park
Liverpool City Council is transforming Light Horse Park into a vibrant, inclusive and modern community space and play area. Supported by $27.7 million of WSIG funding, this redevelopment has already delivered an accessible kayak launch, and there will also be a vibrant playground with water play, a hireable community building, and a new carpark. The carpark construction has started, the playground is currently in the design phase, and a development application for the community building has been lodged. A tender for public art in the park has recently been released.
When complete, Light Horse Park will offer something for everyone. From quiet areas to relax by the river, to spaces for play, recreation, and community events, Light Horse Park will provide valuable open space for our community and strengthen Liverpool’s position as a leading destination in Sydney’s south-west.

Brickmakers Creek
Brickmakers Creek at Woodward Park will become an accessible green oasis under a Liverpool City Council upgrade supported by $43.9 million in WSIG funding. The upgrade will include the naturalisation of the creek, restoration of native vegetation and an upgraded playground, all designed to create a more natural environment, reduce urban heating and celebrate the cultural heritage of the area.
This project, currently in the design phase, will enhance the local environment and provide residents with more opportunities to enjoy nature close to home. Liverpool City Council is investing in a cleaner and more sustainable natural waterway and recreational open space that will protect the environment, promote active living, and add beauty and value to the city’s landscape.



Carnes Hill Aquatic and Recreation Centre
Liverpool City Council is delivering a brand-new Carnes Hill Aquatic and Recreation Centre, supported by $53.4 million in grant funding by the WSIG program. The centre will feature a range of highquality facilities designed to meet the needs of the community, including a 25-metre 8-lane indoor pool, a dedicated learn-to-swim pool, and a kids’ splash pad with water play features.
This project is currently in the design phase with the development application due to be lodged in November. The plan of management was placed on exhibition in October and expressions of interest for construction will be released in November.
This regionally significant development will give residents access to high-quality facilities for swimming, exercise, and family fun and deliver yearround fitness, leisure and wellness activities and help foster a healthier, more active Liverpool community.



Liverpool CBD Streetscape Upgrades
Liverpool City Council’s CBD streetscape upgrades, supported by $28.5 million in WSIG funding, is reshaping the city centre into a lively, walkable destination where culture, business, and community thrive.
Upgrades to Macquarie Street, Railway Street, and Scott Street will transform the CBD precinct into a vibrant public space.
The improvements will feature new street furniture, modern lighting, refreshed paving, and landscaping to create a more welcoming and dynamic streetscape. Macquarie Street is nearing completion, and the other works are nearing the end of the design phase with tenders expected to be released in coming months.
