MESSAGE FROM THE MAYOR

Liverpool is proudly emerging as a University City. With five Universities now having a presence in our central business district, we are on track to become Sydney’s newest education precinct.

By 2030, we anticipate more than 10,000 students will attend a Liverpool based university campus.

This growth is in part due to nearly 20,000 new people choosing to call southwest Sydney home each year.

It’s also unpinned by the significant investment in infrastructure by the NSW Government in our local government area. This is billions of dollars invested in road and transport infrastructure, the soon to be opened Western Sydney International airport and nearby Bradfield City.

It isn’t a coincidence five universities have chosen Liverpool. They see what we already know — our city is brimming with investment, opportunities, and increasingly more people. With this momentum, Liverpool is seeking like-minded partners to join us in this once-in-alifetime expansion.

WHY LIVERPOOL?

Liverpool is a place with enormous opportunity. Set in the heart of Southwest Sydney across 305 square kilometres our city is experiencing significant growth now and into the foreseeable future.

As the face of modern multicultural Australia, Liverpool is home to a young and growing population, a diverse local economy, and will soon reap the benefits of numerous innovative city-shaping investments.

Five universities have already seen Liverpool’s current and future potential and have a presence in our city.

This has firmly established Liverpool as an emerging university city and set the stage for more institutions to take advantage of the benefits our city offers.

STUDENT PIPELINE

Liverpool is home to a young population that is eager to learn.

The population of Liverpool is significantly younger, more diverse and is growing much quicker than Sydney as a whole. Population growth is at 1.5% compared to -0.5% in Greater Sydney, with over a quarter of Liverpool’s population still at or yet to reach school age.

Our community is participating in more tertiary and vocational education and training than ever before, and this is anticipated to continue as our children mature and our education sector grows.

Currently, 32% of our residents hold a university qualification, up from 24% in 2016.

INDUSTRY SECTORS

Liverpool’s economy supports 87,000 local jobs3 and more than 22,200 local businesses4

Liverpool’s largest industries are health care and social assistance, retail, construction, manufacturing, transport, postal, and warehousing. This diverse industry mix reflects Liverpool’s historical industrial roots and an emerging service sector.

LIVERPOOL INNOVATION PRECINCT

The Liverpool Innovation Precinct is a dynamic hub where leading academics, industry experts, and cutting-edge medical researchers converge to create transformative outcomes across health, science, and technology. Members include:

• Liverpool Hospital

• Ingham Research Institute

• University of Wollongong campus

• Western Sydney University campus

• TAFE NSW campus

• Public and private schools, and

• Liverpool City Council.

Together, we collaborate as the Liverpool Innovation Precinct with a shared vision for innovation, and a passionate belief in Liverpool as a leading location in health and education.

The NSW Government has responded strongly to the precinct’s collaborative membership by investing $1.26b in a health and academic precinct project (including major expansion of the Hospital) that will be completed by 2026.

WESTERN SYDNEY INTERNATIONAL AIRPORT

Liverpool is the gateway city to Western Sydney International (Nancy-Bird Walton) Airport, due to open to passengers in 2026.

The new $5 billion airport sits entirely within the Liverpool local government area and will be a high-skill jobs hub across aerospace and defence, manufacturing, healthcare, freight and logistics, agribusiness, education and research industries.

LIVERPOOL CBD

Sydney’s commercial centre is gradually shifting southwest.

To respond to this substantial growth, Council acknowledges the need to continue to build a city centre that provides its citizens with a holistic experience of urban life.

Council’s Public Domain Master Plan sets the framework to deliver improvements to Liverpool’s city centre. The plan is focused on delivering new infrastructure that is resilient, sustainable and supportive of the future growth of the city.

The delivery of this plan is underway with the Streetscape Design for George and Moore streets. This project will produce detailed designs to integrate modern streetscape enhancements with active transport infrastructure to deliver a highquality public space with accessibility, safety, and sustainability as its core features.

Five universities have a presence in Liverpool, each with differing footprints ranging from large scale state-of-the-art campuses to student hubs.

UNIVERSITY OF WOLLONGONG

The University of Wollongong (UOW) Liverpool was the first university to open a campus in our city. Opening its doors in 2017, UOW is the cornerstone of Liverpool’s emergence as a university city.

Recognised among the world’s top one per cent of universities, UOW has bought a vibrant academic community and a five-star student experience to Southwest Sydney.

UOW Liverpool offers a diverse range of degrees in nursing, business and law, computer science and information technology, as well as social work. Many of the university’s programs are designed in collaboration with industry leaders to ensure graduates are equipped with the practical skills and real-world experience they need to be successful in their chosen field. This commitment to integrated learning, through internships, placements, and collaborative projects, means graduates are not just job-ready; they are future- focused and adaptable.

WESTERN SYDNEY UNIVERSITY

From 2026, UOW Liverpool will move to the landmark Liverpool Civic Place‡ offering stateof-the-art facilities including a new public library and art gallery, further expanding Liverpool’s footprint as a dynamic knowledge precinct.

Western Sydney University’s Liverpool City Campus, known as the Ngara Ngura building, embodies the university’s deepening commitment to Liverpool’s evolution as a dynamic education and innovation hub.

Situated at 100 Macquarie Street in the heart of the CBD, this nine-story, technology-infused campus provides for up to 2,500 students in fields like nursing, midwifery, social sciences, anthropology, criminology, and policing.

Featuring high-tech teaching labs (including one of Australia’s most advanced nursing labs), flexible learning environments, student-only zones, library and student support services, and community- facing multifunctional spaces, the campus is a centrepiece for blended learning and industry partnership.

As part of Western Sydney University’s 25-year legacy in Liverpool, the campus is expected to contribute $54 million annually in economic and employment uplift, while reinforcing Liverpool’s profile as an innovative education hub.

UNIVERSITY OF SYDNEY

Liverpool City Council has developed a dynamic partnership with the University of Sydney, engaging students and academics at undergraduate and postgraduate levels to support Council’s Community Strategic Plan 2025-2035.

Through a suite of interdisciplinary learning programs, applied research projects, and international collaborations, the partnership has delivered impactful outcomes aligned with Council’s vision for growth, innovation, and inclusion.

These projects are helping to shape Council’s onthe-ground initiatives such as the Public Domain Masterplan, placemaking strategies, and community engagement programs.

This multi-level engagement exemplifies how higher education partnerships can drive measurable local impact, strengthen community outcomes, and support evidence-based policy initiatives.

UNIVERSITY OF NEW SOUTH WALES

Liverpool City Council has a strong and evolving partnership with the University of New South Wales, underpinned by the university’s established physical presence in the city and its collaboration with UNSW Founders.

Building on this foundation, the planned UNSW Liverpool Suburban University Study Hub is set to enhance access to higher education, create new pathways from vocational training to advanced degrees, and deepen links with the Liverpool Innovation Precinct. This presence is potentially shaping initiatives that connect education with industry, support local business creation, and contribute to placebased projects that strengthen Liverpool’s position as a centre for health, education, and innovation.

By attracting students, staff, and entrepreneurs, UNSW’s activities in Liverpool are structured to enrich the local economy, bring diverse perspectives into the community, and create opportunities that align with the city’s vision for growth, collaboration, and inclusion.

UNIVERSITY OF NOTRE DAME

Liverpool City Council’s partnership with the University of Notre Dame Australia marks a significant step in strengthening the city’s position as an emerging university city.

Building on a small presence at All Saints Catholic College in 2022, the university has now committed through a landmark MOU to expand into the Liverpool CBD, placing it within a short walk of three other universities and reinforcing the city’s vibrant academic ecosystem.

This expansion is potentially contributing to new spaces for learning, collaboration, and community engagement, with a focus on disciplines such as medicine, health, law, and education. By attracting students, staff, and research activity, the university’s presence is set to boost local economic activity, strengthen innovation, and provide more residents with access to high-quality education and career opportunities, supporting Liverpool’s long-term vision for a thriving, skilled, and connected community.

TAFE NSW

Liverpool City Council works closely with TAFE NSW, which operates two campuses in the Liverpool LGA and is the region’s largest provider of nationally recognised qualifications. Offering a wide range of free and subsidised courses alongside accredited programs, TAFE NSW delivers accessible education that supports workforce participation and career progression across diverse industries.

With a strong focus on practical, certificate-level qualifications in fields such as construction, nursing, and community services, TAFE NSW graduates make up a significant proportion of Liverpool’s workforce, particularly in sectors critical to the city’s growth and resilience.

Liverpool’s city-shaping projects such as the George Street and Moore Street Streetscape Upgrades will soon enhance the appeal and connectivity of TAFE NSW’s Liverpool campuses, positioning them within a more vibrant, accessible, and industry-linked urban environment.

These improvements are likely to attract further investment in training facilities, expand program offerings, and create stronger pathways from vocational education into local employment, aligning with Liverpool’s vision for a skilled, connected, and future-ready community.

COUNCIL AS PARTNER

• Council will work with future investors to facilitate discussions on potential innovation and research opportunities in Liverpool.

• Council will assign a senior officer to work as a concierge to assist with access information or services required for ongoing discussions.

• Council will facilitate introductions to key local organisations to support future opportunities in Liverpool.

• Council will provide familiarisation tours for future investors introducing recreational, shopping and eating options, schools and community facilities available to present and future students and residents.
