Dear Neighbor, I’ve been at this job for nearly four years, fighting for families across Des Plaines. It would be easy to get distracted by the record amount of new infrastructure, monumental job creation, or our growth spurt of economic development across town, which is why I take time out to focus on projects that bring our community together. Once again, my Curb Appeal Challenge brought the best deals in Do-It-Yourself projects to residents throughout Des Plaines while celebrating the neighbors who work so hard to show off our neighborhoods. And later this month, I’m excited to bring you another Restaurant Week in Des Plaines!

Since 2014, Restaurant Week has brought together local businesses of all tastes and prices in offering fantastic deals and exclusive menu items. It’s an excuse to find a new favorite or plan an extra date night. Help me show off our City by inviting some friends or colleagues to join in.

We’ve Got What It Takes to Be Great

Des Plaines is a city that’s made great by its residents, businesses, and amenities. From our rising pool of career professionals, to parents raising children and senior citizens looking to lead an active lifestyle, our residents understand the many opportunities this community has to offer.

Although easy access to Chicago, O’Hare, and the suburbs was the foresight of municipal leaders before us, those who work for the City have an obligation to continue being good stewards of the community’s interests. Your elected officials, staff, and the men and women of public safety take this fact very seriously.

As day-to-day operations occur, there are so many ideas that become real opportunities as we plan for the future of this community. From encouraging investors, business owners, and developers to invest in Des Plaines, to finding the best way to maintain essential services and operations, you can be assured we are working hard to realize positive results.

One example of a significant accomplishment for the community is our ability to secure modern, high-tech Police dispatch services through a partnership with the Village of Wheeling. Another example is how we successfully overhauled a historically burdensome development process to produce what is now considered a streamlined approach to encourage economic investments in Des Plaines.

Preparing for Development

In the two-year span between 2012 and 2014, the City realized about $90 million in economic investments, a figure that reflected the significant slow down in the construction market. Given the lull in the economy, the City used that time to prepare for when the economy improved. Our Community and Economic Development Department reviewed its application and permitting processes,

pared down and consolidated its administrative procedures, and prepared to competitively seek new investment activities once the market improved.

Since that time, we have benefited from those efforts and developers are once again choosing Des Plaines. In two years, our construction activity has resulted in $150 million in construction investments and we are proving to be a better value, a better business partner, and that we are serious enough to invest the time and staff expertise to make things happen.

Securing Sustainable 911 Services

Around the same time, technology for 911 Centers had entered a new era with increased capabilities and faster communications, but our Police Department was looking at an aging dispatch center that required expensive equipment upgrades to continue operations under the new model. Realizing the modernization would come at a significant cost, it became apparent to us that an alternative 911 service needed to be considered.

In 2014, the opportunity to contract with the Village of Wheeling for 911 and police dispatch services clearly became the best long-term choice for our community. The partnership now provides Des Plaines with state-of-the-art dispatching services at a savings of close to $4.1 million.

As you can see, servicing Des Plaines effectively means many issues need to be addressed simultaneously - from economic development and 911 services, to street and sidewalk repairs, to encouraging a strong sense of community through city-sponsored events.

At the end of the day, our goal is to make the quality of life in this city something to be proud of for generations to come.

The Presidential Election will take place on Tuesday, November 8, 2016. U.S. Citizens interested in registering to vote have many options. You can register online, in person, or you can download registration forms and register through the mail.

To register to vote, you must be a U.S. citizen, at least 18 years old by the general election, and a resident of your precinct at least 30 days prior to Election Day. Online: If you have an Illinois driver’s license or state ID, you may register online at https://ova.elections. il.gov.

PDF: If you don’t have a driver’s license or state ID, fill out the online form, print, sign and mail it in.

Paper: Download a mail-in voter registration card from the Cook County Clerk’s website at: www. cookcountyclerk.com/elections.

Financial Reporting Standards Take Top Priority The City of Des Plaines’ Finance Department is dedicated to fulfilling the highest reporting standards in place today. It is our job to professionally manage, protect and report the City’s financial status. It is also the job of your elected officials and City staff to strategically plan and protect the City’s financial well-being for the benefit of our residents, businesses, and investors.

The Finance Department has four core divisions: (1) Budgeting, (2) Accounting and Finance, (3) Purchasing, and (4) Revenue Management. We work in partnership with all City departments to develop, manage and safeguard the City’s fiscal resources to guarantee the best delivery and quality of services throughout the community.

Award Winning Work Consistently Recognized The Finance Department is proud of its ongoing ability to provide accurate and meaningful reports on the City’s financial condition. This is consistently done through monthly and quarterly financial reports as required by Illinois State law.

The City’s dedication to excellence in financial reporting has resulted in 35 consecutive years of being awarded the Certificate of Achievement for Excellence in Financial Reporting from the Governmental Finance Officers Association (GFOA) for its audited Comprehensive Annual Financial Reports (CAFR).

For seven consecutive years, the City has received the GFOA’s Distinguished Budget Presentation Award, and 2016 represented the fifth consecutive year the City received recognition for its Popular Annual Financial Report (PAFR).

Making financial information readily available and easily understood by the general public is the goal of your City leaders and staff. For your convenience, all financial reports, including the recently released 2015 CAFR and PAFR, are available on the City’s website at www.desplaines.org.

A NOTE ABOUT FLOOD INSURANCE

Des Plaines has participated in the National Flood Insurance Program (NFIP) for nearly 30 years. As a result, flood insurance is available for any property in the City limits. If your property is located within the regulatory floodplain and you have a mortgage from a federally regulated or insured lender such as a bank or credit union, flood insurance will be required. There are three types of coverage that can be purchased: Structural coverage for everything that stays with the house when it is sold. This is required by a lender for properties located within the regulatory floodplain; Contents coverage for furniture and other personal possessions except for money, valuable papers, etc.; and Sump pump failure or sewer backup coverage, which may be available as an addition to your homeowner’s insurance policy. Each insurance company has different amounts of coverage, exclusions, deductibles, and arrangements for this type of coverage.

If you have a flood insurance policy, check if you have contents and sewer backup coverage. During the kind of flooding that happens in Des Plaines, there is usually more damage to the furniture and contents than there is to the structure.

Aerial View of Approved Vetter Project at Algonquin and Mount Prospect Roads The City of Des Plaines City Council recently approved the redevelopment of the 17.8 acre former Salvation Army property located at the Northwest corner of Algonquin and Mount Prospect Roads.

Vetter Commercial Manufacturing, USA, a global solution provider of the filling and packaging of medical syringes, cartridges, and vials, submitted a proposal that included redevelopment of the site with up to 1,229,571 square feet of office, warehousing, and manufacturing floor area.

The site would be built-out in two phases over the course of approximately 13 years, creating up to 500 new jobs. The total investment by Vetter is estimated to be in excess of $350 million. The Des Plaines site was selected over several sites across the country, including several within the State of Illinois.

At full build-out, the Vetter project will generate up to $2 million in total property taxes, with the City’s share of those taxes equaling approximately 13%. We look forward to welcoming Vetter to our community.

Public Works & Engineering Department Annual Leaf Collection Program

The cooler fall weather in Des Plaines brings with its arrival the City’s leaf pick-up program, which provides residents with a no-cost, convenient way to get rid of fallen leaves from their properties.

The 2016 Collection Program allows residents to set-out loose leaves at the curb for collection by Public Works crews from October 17 through November 22. With everyone’s cooperation and the City’s fall street-sweeping operations, Des Plaines residents can expect to have a cleaner, safer fall leaf season. For your convenience, there’s no reason to bag leaves; just rake them into the street by 6:00 A.M. on the first day of each scheduled collection in your zone. (See collection zone information below)

Residential Drop-off is Monday-Friday (Monday, Oct. 17 to Tuesday, Nov. 22) from 9:00 A.M. to 3:00 P.M. Residents may bring leaves only (containers and bags must be emptied onto the pile) to Public Works, 1111 Joseph Schwab Road.

Contained Leaves: Republic Services will collect leaves as yard waste through Friday, December 16, 2016. Leaves must be in 32-gallon containers with with lids, handles, and a 12-inch red “X” on the body of the container, and must not weigh over 50 pounds. Leaves are also accepted in 2-ply yard waste paper bags not weighing over 50 pounds.

Yard waste is not accepted in plastic bags.

How do I prepare the leaves for collection?

Rake leaves in a neat continuous row, 1 foot (12 inches) from the curb. Make sure only leaves are at the curbside, free of grass, branches, brush, rocks and other yard debris.

What about street parking on the days scheduled for leaf collection?

Please be considerate by parking off the street on the day of collection in your zone. The City’s equipment will start collection as early as 6:30 AM and will continue until leaves are removed. Leaves cannot be collected if a vehicle is parked on or near the leaves.

Halloween Safety Tips for the CommunityMonday, October 31st 2016 Halloween Trick-or-Treating: The Des Plaines Fire Department’s Fire Prevention Bureau suggests wearing costumes that are bright, reflective, and short enough to prevent tripping.

When decorating for Halloween inside the home, use battery-operated candles instead of burning regular candles. This helps eliminate the potential of a fire accidentally occurring from candle-use.

Jack-O’-Lanterns are ushering in Halloween across Des Plaines, and the Des Plaines Fire Prevention Bureau recommends several fire and life-safety tips to help everyone enjoy a safe celebration.

Planning ahead can help make this and every Halloween safe. Taking simple safety precautions, like making sure fabrics for costumes and decorative materials are flame-resistant, can prevent fires and avoid needless burn injuries.

The Fire Prevention Bureau offers one additional tip that could well be the most important: Make sure your home is equipped with working smoke alarms and carbon monoxide detectors. These devices are some of the most effective tools in preventing injuries and deaths from fire and carbon monoxide.

Your Police Department Safety, Awareness and Common Sense Local media has been actively reporting about the most recent crime wave throughout the southern, western, and northwestern suburbs involving vehicle thefts and the use of the stolen vehicles to commit crimes.

A common occurance in auto thefts is that they begin as burglaries to motor vehicles where the offenders take whatever valuables may be present in the car, including loose change, cell phones, laptops, and GPS devices.

In cases where unlocked cars themselves were stolen, the keys were often left in the vehicle by the owner. In some cases, people witnessed the burglaries to the cars; in others, surveillance videos exist.

Either way, solving a crime often relies on community members calling 911 when anything out of the ordinary takes place. If you see something, say something. We’re trained and ready to follow-up on any suspicious or illegal activity reported.

Another item in the news is Pokemon Go, a virtual reality “game” where the participants search various locations for items while using their mobile devices. Potential locations for the game are suggested to the game developer by Pokemon Go players, then those locations are added to the game from time to time. There is even a “lure” function that can be used to attract, or distract, other players.

Unfortunately, in some towns, criminals have used the lure function to bring victims to them, only to rob those victims at gun point. While nothing of this sort has happened in Des Plaines, you need to be aware of the increasing number of people playing this new game on their mobile devices.

If you are one of the many who participate in Pokemon Go, please use common sense, and take the time to be aware of your surroundings so you don’t become a crime victim or a traffic statistic.

Celebrate Día de los Muertos at the Des Plaines History Center Right after the Halloween parade in town, hurry over to the Des Plaines History Center at 781 Pearson Street to join its Día de los Muertos/Day of the Dead celebration Saturday, October 29, from 11:00 A.M. to 4:00 P.M. Children are welcome to wear their Halloween costumes and come in to paint sugar skulls and view beautifully decorated ofrendas/altars.

Last year 240 families and children attended the event at the History Center. More than 100 sugar skulls were painted and two ofrendas were on display at the History Center.

Ofrenda Contest Invitation

The Des Plaines community is invited to compete in this year’s ofrenda contest, which will take place on October 29th. Ofrendas are an essential part of Day of the Dead celebration and are assembled on a table.

Participants are required to follow certain guidelines, such as including objects that represent earth, water, wind, and fire (use batteryoperated candles), as they construct their altars.

Applications to compete in the contest are available online at www.desplaineshistory.org or at the History Center and must be submitted by October 21, 2016.

I’ve noticed I’m starting to forget things and my memory isn’t what it used to be. Should I be concerned?

Alzheimer’s can start at a young age, and continues through old age. The Alzheimer’s Foundation of America recommends finding ways to control risk factors such as diabetes, obesity, depression, heart disease, and high blood pressure by leading a healthy lifestyle.

Eating right is good for the heart and brain. Try to add colorful, dark-skinned fruits and vegetables to your diet - along with whole grain foods rich in Omega-3 fatty acids. And, of course, make physical activity a routine in your daily life to help you stay healthy and srong.

Today, 5.1 million Americans have Alzheimer’s disease, and the risk of dementia doubles every five years between ages 65 to 95. Memory screenings are an excellent first step toward finding out if a person may have a memory problem. However, it is key to remember that not all memory problems are caused by Alzheimer’s.
