2018 Mayor’s Curb Appeal Challenge Five Years of Beautifying Our Neighborhoods Dear Neighbors, This year marks the fifth year of the Mayor’s Curb Appeal Challenge in Des Plaines. I’m so proud of the homeowners who have taken the time and effort to collectively beautify our great community one home at a time.

By the end of this year’s challenge, we expect to have over 1,000 homes improved in the past five years. No small feat when it comes to the time and elbow grease that goes into home and landscape improvements!

We also understand the financial investment that it takes to create manicured lawns and bright flower beds, which is why the City partners with four local businesses to offer a one-time discount on purchases this season.

Revitalization of Downtown is Good News for Theater By now, many of you know that the City has reached an agreement to purchase the Des Plaines Theater after a 90-day process of examining the structure.

By taking this time to do our due diligence, we will have a clearer understanding of any challenges we may face and then create a plan to address those challenges.

Once the sale is complete, the City will issue requests for proposals from qualified architects with experience in the renovation of historic buildings. At the same time, the City will issue a request for qualified parties to manage and operate the theater after the anticipated yearlong renovation is complete.

Of course, this endeavor would not be possible without the financial partnership the City has developed with Rivers Casino. The casino has pledged up to $2 million to buy and renovate the building and the City has agreed to take-on the responsibility of covering any remaining renovation costs. The City will take ownership of the theater and contract with a third-party operator to book entertainment and run daily operations.

This aquisition will serve as a catalyst to draw a great deal of interest from restaurant owners who see this as an opportunity to open a new location in our Downtown Restaurant District. When you couple a newly-renovated entertainment venue with our growing Restaurant District, we believe the synergy will be substantial.

We look forward to attracting hundreds of people to the area with the opening of the theater, allowing our businesses to benefit from the increased activites that the entertainment will create.

About Our Restaurant District Grant Incentive Just think about what you can do with

The City’s Downtown Restaurant District Grant Incentive allows businesses to be reimbursed for up to 50% of costs incurred to locate a NEW restaurant within the City of Des Plaines Downtown Restaurant District. The maximum award amount through the incentive is $100,000 per business.

Police Department Police Chief Bill Kushner

Prepared to Serve and Protect the Des Plaines Community The memory of the tragedy at Stoneman-Douglas High School in Parkland, Florida is still vivid as I write this. The thought of sending children to a school - a place of learning, education, and safety - only to have some of them never return home that day is heartbreaking. Sadly, the Parkland incident is not the first, and probably will not be the last school shooting we will hear of.

The debate rages about gun control, arming teachers, and hiring more armed guards for the schools. All these ideas/concepts may have merit, however, let’s focus on what can be done right now to help protect our children, teachers, and staff.

We have to accept a couple of realities: Children are far more connected by social media than their parents. Some school shooters have “telegraphed” their intentions by posting on various social media, and some have gone as far as to warn specific students to avoid school on a particular day. The majority of these postings have been relayed to local law enforcement, and the tragedies have been averted. Vigilance on the part of students, and their parents/caregivers, is key to preventing this type of violence.

It’s a known fact that students who have been bullied, picked-on, or have been the regular targets of abuse by other students sometimes think about lashing-out in a dramatic fashion. If a student is known to possess a firearm, and has made threatening statements, your call to 911 may prevent a future act of violence. In most cases, such statements are a cry for help, and the Police Department will seek to obtain the assistance that person needs.

Over the past few years, I have been asked many times if it would be a good idea to have a public meeting to discuss our active shooter response plans. Although I understand everyone’s concern and need for reassurance that action plans exist, please know that the Des Plaines Police Department prepares and trains for emergency situations on a consistent basis. That said, it’s also our obligation to the public we protect to maintain a certain element of surprise when it comes to strategical tactics. By not sharing this information publicly, we have the best chance of protecting ourselves and the potential victims during a life threatening incident.

Second, there are social media platforms that are engineered to allow a message to vanish forever after a short period of time. In those cases, the recipients need to take a screen shot of the message so that law enforcement can prevent the tragedy.

Just as our assigned school resource officers work closely with staff and students to follow up on any indications of threats or potential threats to an individual’s safety, the entire Des Plaines Police Department is committed to ensuring the safety of the students, faculty, and staff in all our schools, as well as the lives and safety of our residents.

Third, while the Des Plaines Police Department trains regularly for what we hope will never come, and we work diligently with all the schools in the City, we cannot prevent school violence without help from the public. Our officers need the assistance of students, caregivers/parents, and educational staffers when a rumor related to potential violence is overheard, or a threatening message is posted on social media. Des Plaines Fire Department Public Education Office One of the most important functions of the Des Plaines Fire Department’s Fire Prevention Bureau is Public Education.

The Des Plaines Fire Department’s public educators are responsible for spreading the message of fire safety to residents of all ages.

Our goal is to take a proactive approach to raising awareness and educating the public on fire safety and how to protect their homes, businesses, and families in case of fire or catastrophe. The public education team promotes fire safety in various ways, including attending condo board meetings and participating in community gatherings and functions. For more information on scheduling a presentation for your community group, please see Page 8 for more details.

Smoke Alarm Grant Awarded to City of Des Plaines Fire Department The Public Education team of the Des Plaines FIre Department applied for, and was awarded, a grant from the Illinois Fire Safety Alliance for free smoke alarms to distribute to the public.

Homeowners who took part in our free Home Fire Safety Survey received a free smoke detector that was installed by a member of the Public Education Team.

A total of 50 smoke alarms were provided to residents in need of proper smoke detection in the home.

Residents interested in receiving a fire safety survey, or obtaining more information, should call the Fire Prevention Bureau at 847.391.5340.

Citizen Fire Academy - Looking for New Participants In 2017, for the third year in a row, the Public Education Team was proud to present the Des Plaines Fire Department Citizen Fire Academy. The mission of the Citizen Fire Academy is to create a well-informed cross-section of citizens from our community by describing and demonstrating the operations of the Des Plaines Fire Department.

The Citizen Fire Academy is eight weeks long and each exciting week highlights a different lesson that involves hands-on learning.

Each class brings the participants “up-close-and-personal” with the equipment and techniques utilized by the Des Plaines Fire Department. Topics range from information on the inner workings of the Des Plaines Fire Department, to tool use, to safety practices, to tactics and strategies of firefighting and rescue. Participants are encouraged to return to their organizations, neighborhoods, and families to share information learned, which in turn will develop more safety-conscious citizens.

We have found that this unique educational opportunity has been most effective in providing understanding and support from the community. Through the implementation of the Citizen Fire Academy, the Des Plaines Fire Department offers its citizens insights into how firefighters/paramedics perform their duties, as well as how the Department serves the community.

Community Engagement Folks generally recognize that the Des Plaines Fire Department provides fire suppression, rescue, and emergency medical services to the community 24-hours per day, 7-days per week. However, many of the residents don’t know the myriad of other services that the Department provides. The following provides brief overviews of just a few of the outreach services available to you from your Des Plaines Fire Department:

CPR Instruction to the Public Cardio-Pulmonary Resuscitation (CPR) training teaches individuals how to deal with medical emergencies in victims of cardiac arrest.

The Department teaches Basic CPR, as well as CPR for Healthcare professionals, which programs result in CPR certification through the American Heart Association.

These programs also include instruction in how to use Automated External Defibrillators (AEDs), which devices are readily available in many public facilities. The Department also periodically provides free non-certification “Friends and Family” CPR instruction at no charge to Des Plaines residents.

Juvenile Firesetter Evaluation Fire Is Everyone’s Fight™ is a national initiative to unite the fire service, life safety organizations and professionals in an effort to reduce home fire injuries, deaths and property loss by changing how people think about fire and fire prevention.

If there is a concern about a child’s curiosity with fire, please contact the Des Plaines Fire Department’s Bureau of Fire Prevention at 847.391.5340. Certified Juvenile Firesetter Interventionists are available to evaluate fireplay or firesetting behavior, provide appropriate education, or offer a professional referral if necessary.

Block Party Appearances If you’re having a block party, we’d like to be there to introduce ourselves to the neighbors, show-off our equipment, talk about safety, and answer any questions you and your neighbors may have.

Block Party applications are available through the Mayor’s office at 847.391.5301. When applying, make sure to request that the Fire Department stops-by during the party. If not precluded by emergency calls, we will bring our trucks and firefighters by for a visit.

Presentations to Community Groups If you have a group that is interested in learning more about the Fire Department, has questions about fire safety or how to respond when fire alarms sound, or wishes to receive a presentation regarding a topic on which our organization has some expertise, then please contact the Des Plaines Fire Prevention Bureau at 847.391.5340 to discuss potential topics and/or schedule a guest speaker.

The Department frequently provides speakers for condo associations, school groups, neighborhood groups, religious organizations, scout troops, and others.

SAVE-THE-DATE Fire Department Open House The Des Plaines Fire Department will once again be opening our firehouse doors at our bi-annual Open House on September 29th, 2018. The event will be at Fire Station 63, 130 East Thacker St, from 11:00 a.m. - 3:00 p.m. More information will be coming in the August 2018 edition of the Digest.

Home Improvement Programs Up to $24,000 of Financial Assistance Available for Home Repairs Do you need help with repairing your home? If you meet certain income qualifications, you may be eligible to receive Community Development Grant funds to help address various repairs to your home.

The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. The CDBG program provides annual grants on a formula basis to general units of local government and States. Understanding the hardships of low-income homeowners, the City manages three federal grant programs to help qualified residents repair and maintain their homes. The three grant programs are as follows: The Emergency Repair Program (ERP) provides grant money up to $3,000 for emergency repairs requiring immediate work to maintain the health and safety of household members. The Home Repair Program (HRP) covers up to $24,000 to help homeowners correct code violations, fix larger structural repairs and address long-over due home repairs such as roofing, electrical, plumbing, heating, doors, windows and more.

The Minor Home Repair Program (MRP) offers up to $8,000 to address accessibility improvements and minor repairs that do not have the immediate need for work qualifying for the ERP. The Home Repair and Minor Home Repair Programs are under the City of Des Plaines’ Community Development Block Grant (CDBG) programs. These programs provide communities with resources to address a wide range of unique community development needs. Both programs are managed by the North West Housing Partnership (NWHP), an organization that is dedicated to creating and implementing programs to promote economically diverse housing.

Public Works & Engineering Keeping Tap Water Safe & Healthy Over the last 100 years, many improvements in the health, success, and lifespan of the U.S. population can be linked to improvements in water quality. Providing safe drinking water was one of the most important public health achievements of the 20th century. Water treatment and disinfection has helped ensure access to healthy and safe water for millions of Americans.

Government regulations have helped reduce pollution of the bodies of water that supply our drinking water systems over the years. However, treating water to remove or kill contaminants like germs or chemicals is still critical to making sure that water is safe to drink. Contamination of drinking water sources can occur at multiple points of the system, including: In the original water source (for example, a river).

Through inadequate water treatment.

In storage tanks.

In drinking water distribution systems (the pipes that carry water to homes, businesses, schools, and other buildings).

The Environmental Protection Agency (EPA) regulates drinking water quality in public water systems. Every public water system is required to provide its customers with an annual consumer confidence report (CCR), which provides information on local drinking water quality.

The Future of Tap Water Drinking water systems in the United States are up to 100 years old in some places. Cracked pipes, water main breaks, and other age-related issues increase the chance for germs or chemicals to get into the water and can lead to boil water advisories. The American Water Works Association has estimated that it will cost nearly $1 trillion in the next 25 years to repair and expand our drinking water systems to meet the demands of a growing population.

Other challenges include warming temperatures, which can affect water supply, and contamination of water sources with chemicals and toxins.

Drinking Water Week | May 6-12, 2018 For more than 40 years, the American Water Works Association (AWWA) and its members have celebrated Drinking Water Week – a unique opportunity for both water professionals and the communities they serve to join together in recognizing the vital role water plays in our daily lives.

Drinking Water Week is celebrated the first full week in May each year. Please join AWWA as we celebrate drinking water. This year the theme is “Protect the Source.”

How Many Times a Day Do You Use Water From a Faucet?

Drinking water refers to the water that comes out of our tap or bottled water. Americans use drinking water many times a day, every day, for many different activities such as drinking, bathing, cooking, and washing clothes, to name a few.

However, new challenges require us to continue to work to protect our water supply. Drinking water systems in the United States are aging, and most are long overdue for replacement.

During Drinking Water Week, learn more about where your drinking water comes from, what makes it safe to use, and what the Centers for Disease Control and Prevention (CDC) is doing to address challenges to our water supply.

Engineering Division A Note About Building Improvements in a Floodplain A substantial improvement of a structure in the floodplain is any reconstruction, rehabilitation, addition, or other improvement of a structure where the cost equals or exceeds 50 percent of the market value of the structure before the improvement.

Substantial improvements may require the entire building to be elevated and the basement filled.

This requirement also applies to homes in the floodplain that have been damaged by flood, wind or fire. Learn more about the City’s substantial improvement regulations in Title 14 of the City Code or by calling the Engineering Division at 847.391.5390.

The Frisbie Senior Center Since 1976, the Frisbie Senior Center has been responding to the ever-evolving needs of the senior population living in the northwest suburbs, providing a warm, welcoming atmosphere that allows for congregation, social interaction, and encouragement of healthy, as well as active, lifestyles. Membership is open to anyone ages 55 or older; new members are always welcome.

Although membership is not required to participate in programming, a daily activity fee will be charged for non-members.
