Today’s Community Efforts Help to Build Community Pride Dear Neighbor, I’ve been at this job for nearly five years, working for families across Des Plaines.

It would be easy to get distracted by the record amount of new infrastructure, monumental job creation, or our growth spurt of economic development across town, which is why I take time out to focus on projects that bring our community together. Once again, my Curb Appeal Challenge brought the best deals in Do-ItYourself projects to residents throughout Des Plaines while celebrating the neighbors who work so hard to show off our neighborhoods. And beginning on October 20th, I’m excited to bring you another Restaurant Week in Des Plaines!

Meet Your Des Plaines Aldermen The City Council is comprised of ten elected officials: The Mayor, City Clerk and eight Aldermen. The City is divided into eight wards, with the residents of each ward electing an Alderman to represent the ward. The Council is the legislative body of the City, setting policy direction and enacting legislation affecting the City. Each council member’s years of public service varies depending on the individual, yet collectively these Aldermen have 61 years of experience serving as visionaries and policy-makers.

I would like to thank the residents of Des Plaines for electing me to be your City Clerk. I especially want to thank the City’s dedicated staff, Deputy Clerk Laura Fast and Deputy FOIA (Freedom of Information Act) Officer Annie Brzezinski for their expertise and advice as I transitioned into this new role.

My goal during these first few months in office has been to establish a culture committed to open and transparent government with a strong emphasis on providing excellent service to the City staff, elected officials, and the Des Plaines community.

My background as a local business owner and a graduate of Loyola University of Chicago has taught me that the key to any successful organization is teamwork. With an excellent City staff and committed elected officials, Des Plaines can expect outstanding performance in the delivery of City services and progressive leadership for the future of Des Plaines.

The Office of the City Clerk is a multifaceted division that serves the entire community. The Office operates as the City’s public information and resource center. As your Clerk, it’s my job to retain and administer the corporate seal, keep all records, attend all meetings of the City Council and maintain a full record of its proceedings, and also serve as the Local Election Official.

The Clerk’s Office also provides an array of services to the public including assistance with voter registration, locating polling places, providing contact information for Elected Officials, notary services, and the distribution of new resident welcome packets. If you need assistance in any of these areas, please feel free to visit our office on the 6th floor of City Hall between 8:30 A.M. and 5:00 P.M., Monday through Friday.

Deputy Clerk Laura Fast joined the Clerk’s Office in 2015, bringing with her over 15 years of municipal government experience.

Laura holds a Master of Business Administration degree in Leadership and Organizational Management, and is currently pursuing the designation of Certified Deputy Clerk Laura Fast Municipal Clerk.

Annie Brzezinski is a lifelong Des Plaines resident and serves in the role of Deputy FOIA Officer. Annie has worked for the City of Des Plaines for 26 years.

Her main responsibilities are to coordinate and track FOIA requests and serve as a liaison between the community and the City’s departments.

During my term in office, you can expect to receive responsive, professional, and friendly service from the City Clerk’s Office. You will be treated with respect as a valued member of the Des Plaines community. Customer service is a top priority.

My passion for Des Plaines has only grown since entering the Clerk’s office. I am honored to serve as your City Clerk and recognize that serving as City Clerk is an important public trust. I will always act in the best interest of the City of Des Plaines, its residents, and the business community.

Finance Department Award Winning Work Recognized

Proud to Represent Des Plaines The City of Des Plaines’ Finance Department is dedicated to fulfilling the highest reporting standards in place today. It is our job to professionally manage, protect and report the City’s financial status and coordinate the City’s annual budget process, annual audits, and issuance of debt.

The Department is comprised of 12 functional areas consisting of accounting and financial reporting, budgeting, treasury management, debt management, grant management, general liability risk management insurance, payroll services, purchasing, accounts payable, accounts receivable, customer support/cashiering and utility billing.

We work in partnership with all City departments to develop, manage and safeguard the City’s fiscal resources to guarantee the best delivery and quality of services throughout the community.

The Finance Department is proud of its ongoing ability to provide accurate and meaningful reports on the City’s financial condition. This is consistently done through monthly and quarterly financial reports as required by Illinois State law.

The City’s dedication to excellence in financial reporting has resulted in 36 consecutive years of being awarded the Certificate of Achievement for Excellence in Financial Reporting from the Governmental Finance Officers Association (GFOA) for its audited Comprehensive Annual Financial Reports (CAFR).

For eight consecutive years, the City has received the GFOA’s Distinguished Budget Presentation Award, and 2016 represented the fifth consecutive year the City received recognition for its Popular Annual Financial Report (PAFR).

Des Plaines History Center Celebrating Día de los Muertos The Des Plaines History Center once again joins the Halloween Hoopla activities on Saturday, October 28th. Following the Halloween parade, children and families are invited to the Des Plaines History Center at 781 Pearson Street to join its annual Día de los Muertos/Day of the Dead celebration from 11:00 A.M. to 4:00 P.M. Children are welcome to wear their Halloween costumes and come in to decorate sugar skulls and view beautifully decorated ofrendas/altars.

Last year, 365 local residents attended the event.

Ofrenda Contest Invitation The Des Plaines community is invited to compete in this year’s ofrenda contest, which will take place on October 28th. An Ofrenda, in Spanish, is an offering, or a gift, and is an essential part of the Day of the Dead celebration. Following certain guidelines, objects representing earth, water, wind, and fire (batteryoperated candles), are arranged on a table or an altar meant to honor ancestors, family, and friends.

The historical roots of this celebration date back to the pre-Hispanic cultures of Meso-America of the indigenous people, especially the Nahua (Aztecs, Mayans, Toltecas, Tlaxcaltec, Chichimec, Tecpanec) and others native to Mexico over 3,000 years ago.

The artifacts of these altars provide the opportunity to teach children about those who came before them. The History Center’s Programs Coordinator, Carmina Gonzalez, enjoys preparing for the event and sharing it with others.

By doing so, she hopes to encourage the practice of this rich tradition for many generations of Mexican-Americans.

Des Plaines Art Guild: Supporting the Art Community The Des Plaines Art Guild is a not-for-profit organization dedicated to promoting artistic activities and encouraging community interest in the field of creative art. It organizes activities that can only occur by pooling the collective energies of its members and the surrounding community.

The Guild has recently partnered with the Park Ridge Art League to expand its membership and reach. Monthly meeting locations alternate between the two organizations and membership is open to anyone interested in broadening their knowledge of art through a social outlet.

In addition to its events and activities, the Des Plaines Art Guild rotates its monthly art exhibit located in the dedicated gallery at City Hall. Over the course of this year alone, we have seen works

Elaine Tejcek, Pat Schuler, Teresa Mussman, and Rhonda Popko, to name just a few.

In September, the exhibit featured art provided by the Maine Community Youth Assistance Foundation, followed in October by the works of artist Liz Pawlik.

Community & Economic Development Digital Plan Reviews – Coming Soon

What’s Your Vision for Des Plaines?

SAVE-THE-DATE: Wednesday, October 18th 6:00 P.M. to 8:00 P.M. The City of Des Plaines is currently working with the Chicago Metropolitan Agency for Planning (CMAP) to update our Comprehensive Plan, a document that guides development and land use decisions in Des Plaines for the next five to ten years.

The City’s Community and Economic Development Department is currently working on migrating from paper to a digital process flow to help streamline the plan review process. To facilitate the new process, our department recently purchased Bluebeam Revu, a PDF editing software.

The following are just a few advantages of integrating this digital technology: Electronic Submissions: All documents involved in the plan review process will be able to be submitted electronically via the internet.

As part of the process, we are engaging the public with the hope of gaining valuable input on current conditions and what citizens would like to see for the future.

Communication: Using the new software’s tools, we will have the ability to redline our comments or graphical information directly on plans to help better communicate our requests.

Please join CMAP and Des Plaines staff for a Visioning Workshop on Wednesday, October 18, 2017 from 6:00 P.M. to 8:00 P.M. at the Frisbie Senior Center, 52 Northwest Highway in Des Plaines.

Efficiencies: Archiving will be more efficient and of better quality. We will be able to archive first generation digital files rather than scanning paper files.

Participants will have the opportunity to share ideas and discuss the future of Des Plaines.

About Community & Economic Development The Community & Economic Development (CED) Department issues building permits, provides inspection services, and is responsible for zoning and planning functions. The Department administers and enforces the provisions of the International Building Code and provides support for the Planning and Zoning Board.

CED also conducts health and sanitation inspections, enforces the property maintenance code for residential and commercial properties, inspects rental dwelling units, reviews plans for subdivisions, processes zoning applications, approves building code variations, and administers Community Development Block Grants.

Fall Safety Tips for All Ages The summer is winding down, and occasionally we feel a nip in the air and realize that fall is fast approaching. The holidays will be here before we know it.

As we head into fall, let’s take a couple of moments to review some safety tips for everyone.

Halloween can be great fun for kids of all ages, however common sense should prevail. Parents, don’t let your children eat any candy or treats they receive while trick-or-treating until after you have examined them.

Face masks that come with costumes may look cute and complete the illusion, but they also seriously limit the wearer’s vision; a safer and perhaps more fun alternative is make-up.

If the children are trick-or-treating at dusk or after dark, chemical glow sticks are a safe light source for trick-or-treaters to have with them, or attached to their costumes to enhance their visibility. Drivers should exercise due caution at all times, but special attention should be given when driving near schools, parks, and residential neighborhoods on Halloween.

The Des Plaines Police Department will have its Pumpkin Patrol out to assist our officers and residents this Halloween, but we encourage everyone to report suspicious behavior as soon as it happens by calling 9-1-1.

As 2017 comes to an end, we hope your upcoming holiday events are safe and free of crime. As you shop for gifts and visit family and friends, taking extra precautions can make a significant difference when it comes to protecting yourself, your property, and those you love.

Tips to Protect Your Property Here are some tips to protect your property and vehicles, making the holidays safer for everyone: Don’t leave your keys or key fobs in your car.

Don’t leave ANYTHING of value in plain sight in your car; no gifts, cell phones, laptops, iPads, purses, wallets, etc.

Most importantly, LOCK your car. The majority of burglaries to motor vehicles occur as crimes of opportunity, where the thieves try to open doors of parked cars until unlocked vehicles are found, and proceed to remove items of value.

Fire Department Fire Chief Alan Wax The Des Plaines Fire Prevention Bureau has been awarded a limited number of smoke alarms by the Illinois Fire Safety Alliance in an effort to improve public safety and reduce the number of casualties from fire.

The smoke alarms that are slated for distribution were provided by Operation Save-a-Life, a partnership between ABC 7 Chicago and Kidde, a leading manufacturer of fire safety equipment.

The most common reason smoke alarms do not work is because the batteries either are expired or were removed. Ten-year alarms present a solution to that problem.

Smoke alarms should be installed on each level of the home, including the basement, and within 15 feet of every sleeping area. It is recommended that an additional smoke detector be installed in every bedroom of the home.

Operation Save-a-Life is a public service program designed to get life-saving smoke alarms into the hands of at-risk families and provide fire safety education in the process.

Placement should be on the ceiling or high on a wall. Basement installation should be on the ceiling at the bottom of the stairs leading to the next level.

Keep smoke detectors at least 10 feet away from a cooking appliance to avoid false alarms.

According to the National Fire Protection Association (NFPA), three of every five home fire deaths in the United States occur in homes without working smoke alarms.

The presence of a working smoke alarm is a proven life-saver. If you’re in need of a working smoke alarm, please contact the Des Plaines Fire Prevention Bureau at 847.391.5340.

The smoke alarms the Des Plaines Fire Inspectors will install are all equipped with long-lasting, sealedin batteries capable of powering the devices for at least ten years.

Every Second Counts - Plan 2 Ways Out The theme for this year’s Fire Prevention Week, taking place October 8-14, is “Every Second Counts – Plan 2 Ways Out.” The campaign stresses the importance of identifying two ways out of each room, and reminds people that smoke alarms are an essential part of escape planning at home and in the workplace.

Today’s modern furnishings are primarily made of synthetics, and homes and offices are full of electronic devices made of plastic.

These conditions contribute to fires burning hotter and faster than in the past. With less time to escape, people need to know exactly what to do and where to go when the alarm sounds.

The Des Plaines Fire Department encourages residents and business owners to sit down and design an emergency escape plan so everyone is ready if a fire should occur. Now is a great time to put fire safety front and center in your home and at work.

How should you rake your leaves for collection?

Residents are asked to rake leaves into the street by 6:00 A.M. on the day of their scheduled zone collection. Crews will not collect any leaves that are not properly placed by 6:00 A.M. Please be sure that storm drains are kept clear of leaves to guard against flooding.

Rake leaves into one neat continuous row, 1 foot (12 inches) from the curb. (See Page 10 for list of streets where leaves are picked-up from the parkways.) Rows that include grass, branches, brush, rocks and other debris will not be collected.

Are there other leaf collection options available?

OPTION 1: City of Des Plaines Residential Drop-off. This option is available Monday-Friday (Monday, Oct. 23 to Friday, Dec. 15) from 9:00 A.M. to 3:00 P.M. Residents may bring leaves only (containers and bags must be emptied onto the pile) to our Public Works Facility located at 1111 Joseph Schwab Road.

OPTION 2: Republic Services Curbside Collection. This option involves the collection of leaves as yard waste through Friday, December 15, 2017. Leaves must be in either 32-gallon containers that have lids, handles, and a 12-inch red “X” on the body of the container, or leaves can be placed in 2-ply yard waste paper bags. Both options require a weight of no more than 50 pounds . Yard waste in plastic bags will not be accepted.

What about street parking on the days scheduled for leaf collection?

Please be considerate by parking off the street on the day of collection in your zone. The City’s equipment will start collection as early as 6:30 A.M. and will continue until leaves are removed. Leaves cannot be collected if a vehicle is parked on or near the leaves.

City Stormwater Management Efforts

A Note About Flood Insurance As a result of the City’s participation in the National Flood Insurance Program (NFIP), flood insurance is available for any property in the City limits. If your property is located within the regulatory floodplain and you have a mortgage from a federally-regulated or insured lender, flood insurance will be required.

There are three types of flood insurance coverage that can be purchased: structural, contents, and sewer backup coverage. If you have a flood insurance policy, check to see if you have contents and sewer backup coverage.

Your Cooperation: A Vital Part of the City’s Flood Control Program If you see leaves, trash, branches, or ice obstructing a storm drain on the street in front of your home, remove it to allow the stormwater to flow unobstructed. Dumping of debris into the sewer system or obstructing sewer grates, culverts, ditches, or open channels is a violation of the City Code (Sections 8-1-8 and 9-3-3). If you see violations of the City Code, please notify the Code Enforcement Department at 847.391.6973.

Flood Protection Assistance If your property is susceptible to flooding, call the Engineering Division at (847) 391-5390 to schedule a consultation. During the consultation, an Engineer will come to your property to discuss alternatives that are appropriate for your particular property. This is a free service that could save you time and money, as well as reduce future flood damage to your property.

The Frisbie Senior Center Since 1976, the Frisbie Senior Center has been responding to the ever-evolving needs of the senior population living in the northwest suburbs, providing a warm, welcoming atmosphere that allows for congregation, social interaction, and encouragement of healthy, as well as active, lifestyles. Membership is open to anyone ages 55 or older; new members are always welcome.

Although membership is not required to participate in programming, a daily activity fee will be charged for non-members. Cumberland Café Re-Opens The Cumberland Café has recently re-opened, offering low-cost breakfast and lunch options, Monday through Friday.
